J&K Tourism Dept aims for global recognition: Secy Mudgal

In an exclusive interview with Rising Kashmir’s Correspondent AatifQayoom , YashaMudgal , the newly appointed Secretary of Tourism for Jammu and Kashmir, delineated comprehensive strategies aimed at propelling the region’s tourism sector onto the international stage. From plans to enhance film tourism to initiatives addressing challenges in winter tourism, Mudgal provided insights into the department’s concerted efforts to bolster tourism and tap into the full potential of J&K’s diverse landscapes. EXCERPTS:

Q: What efforts is the tourism department taking to promote tourism at the international level?

We are undertaking every measure to elevate Kashmir tourism to an international level. Additionally, we are planning to organize a familiarization tour to various prominent locations, involving international tour and travel agents. Furthermore, we will collaborate with top travel bloggers who promote J&K tourism on the internet to explore partnership opportunities. We are striving to attract more international tourists through these initiatives. Moreover, our officers will participate in international tourism events to showcase the rich culture and art of Jammu and Kashmir to the rest of the world, which will attract foreign tourists to Jammu and Kashmir.

Q: The long dry spell in the Kashmir Valley has impacted winter tourism. How will the department compensate for it?

Snow is a natural occurrence. However, after the snowfall, winter activities begin. We should be able to cover what we missed due to the lack of snow. We have almost lost one month of winter due to the absence of snowfall. But things have now changed. A large number of people are flocking to winter destinations. We will try our best to make up for the losses in the coming months.

For some time, J&K Valley has witnessed a good number of films being shot here. How will your department take this film tourism to new heights, and what steps are being taken for it?

To promote film tourism to new heights, we are planning to bring some positive changes to the film policy. We intend to provide more concessions and facilities to filmmakers. Additionally, we will streamline the process for obtaining necessary permissions and No Objections Certificates (NOCs), ensuring a smoother experience for those shooting in the UT. With the recent increase in film tourism, we also plan to attract renowned names from the industry to shoot their movies here. We are confident that after implementing these positive changes in the film policy, we will attract a maximum number of people to the Kashmir Valley for shooting. These are the efforts we are undertaking to promote Jammu and Kashmir as a top film tourism destination, and we are committed to intensifying our efforts.

Certain places in J&K have great tourism potential, such as Bangus and Gurez. Why are no efforts being made by the tourism department to explore them?

The tourism department acknowledges the potential of beautiful destinations like Bangus and Gurez in Jammu and Kashmir. Identifying 7–10 destinations in both regions for development is part of the plan. Holistic development of the Bangus Valley is also on the agenda; in the coming times, these places will be developed for sure.

There are reports that tourists are being charged extra at tourist destinations. What steps is the Tourism Department taking to curb this?

To curb this issue, directives have been issued to deputy commissioners to prevent such occurrences. Additionally, tourist police have been deployed at various locations in tourist destinations and have been instructed to take action against those involved in illegal activities. They have also been directed to protect tourists from overcharging.

What are the preparations for the upcoming 4th edition of the Khelo India Winter Games at Gulmarg?

The Khelo India Winter Games are being organized by the Youth Services and Sports Department of Jammu and Kashmir. We are collaborating with the department and assisting them. This year, the games will commence on the February 21st and conclude on the February 26. Originally scheduled for the first week of February, the games were rescheduled due to the dry spell in the Kashmir Valley.

Functions of the Directorate

  • Up-gradation and improvement of the tourism infrastructure in different parts of the Jammu Division.
  • To identify new areas having tourist potential, build the requisite infrastructure in these areas and then to promote them.
  • To make the locals in new as well as established resorts the stake holder in Tourism and to extend the benefits of tourism to them.
  • To act as a mechanism for protection of environment by means of framing strict building regulations for resorts and by making locals and tourists aware of the need to respect and protect gifts of nature.
  • Promotion of the State using all possible modes of publicity, focusing tourism sector.
  • Restoration of sites of all religious faiths and promotion of Pilgrim Tourism.
  • Preservation of the unique culture and heritage of the State and to promote the same as tourist attractions.
  • Development of Infrastructure related to Adventure Tourism.
  • Administration of the Registration of Tourist Trade Act in order to ensure that tourists are not cheated/ overcharged.
  • Support to the private sector/industry by providing incentives in the form of interest, subsidy on loans advanced by various financial institutions for setting up or upgrading various tourism units.

FUNCTIONS OF VARIOUS WINGS OF DIRECTORATE OF TOURISM, JAMMU

Publicity wing:.

  • Department of Tourism undertakes publicity, promotional and marketing activities abroad with the objective of showcasing Tourism potential and its various Tourism products. These activities include dissemination of information through printed publicity material in local languages, advertising through electronic, print and digital media, outdoor branding, participation in travel & trade fairs and exhibitions & organizing road shows.
  • Production & distribution of publicity material like folders, brochures and posters.
  • Sponsoring participation of the State’s travel-trade delegations in various Travel Marts and Expos within the country and abroad and conduct of familiarization tours of leading travel agents, tour operators and travel writers from within the country and abroad to different parts of the State.
  • Release of advertisements in newspapers/magazines and coordination of various marketing efforts.
  • Holding of festivals in different parts of the State- highlighting the unique cultural under tones of each region.
  • Holding of road shows/ Travel Tourism Fairs/Marts/Exhibitions/Summits within and outside the country. Besides this, Directorate of Tourism organizes festivals of National and local importance and adventure activities for promotion of tourist destinations of Jammu.

Registration Wing:

  • For safeguarding the interests of tourists visiting Jammu and Kashmir, the State has enacted a special legislation titled the “Jammu and Kashmir Registration of Tourist Trade Act, 1978/1982.” The registration wing is vested with the powers of enforcing the provisions of this Act.
  • Registration of various Tourism units such as Hotel/Travel Agency/Dealers under the Tourist Trade Act, 1978/1982.
  • Redressel of the complaints of various Tourists visiting the State.

Maintenance and Works Wing:

  • Maintenance and works wing is looking after the execution of tourism related works civil and electric and maintenance of all tourism assets.

Functioning of Deputy Director Tourism, (Planning) Jammu

Deputy Director Tourism (Planning) deals with the planning apparatus which includes formulation of plan and proposals for seeking Financial Assistance from Ministry of Tourism, Government of India at provincial level, and its submission to Administrative Deptt. for obtaining of approval of the Planning and Development Department and Ministry of Tourism, Government of India. S/He monitors all the schemes being implemented in the field and provides necessary assistance to the Director in effective implementation of the schemes under the control of the department. The officer also deals with cases related to Incentives, subsidies and figures related to Tourist arrival as per detail given below:

  • State Plan formulation and monitoring.
  • Preparation and submission of monthly, quarterly and annual returns under various schemes/projects.
  • Monitoring/follow up of the projects sanctioned by the MOT, GOI under various schemes (Rural Tourism/PIDDC under CFA/Projects under PMRP/STF).
  • Submission of UCs under various Centrally Sponsored Schemes.
  • Tourism Incentives.
  • Maintenance of Statistical Data.
  • Task Force constituted vide Govt. Order No. 1042-GAD of 2008 dated: 29-07-2008.

The UT administration under the guidance of Lieutenant Governor, Manoj Sinha, plans to make appropriate policy interventions to create investment opportunities in Jammu and Kashmir. The aim of policy interventions is to create new infrastructure facilities and upgrade the existing ones through private participation for the overall growth of the tourism sector to generate more employment opportunities, a release stated.

Jammu & Kashmir’s Zojila Tunnel to give flip to tourism, employment

Once the Zojila Tunnel is operational, tourism in Jammu & Kashmir will increase two to three times, claimed Union Minister for Road Transport and Highways Nitin Gadkari. This tunnel will provide year-round connectivity between the Kashmir Valley and Ladakh. The minister suggested that more adventure activities be set up in the Union Territory to attract tourists.

Leadership Tuscarawas Class of 2024 Graduates May 14, 2024

The Leadership Tuscarawas Class of 2024 will present an overview of their community projects at the Graduation Celebration on May 14, 2024, at Kent State Tuscarawas. At the graduation celebration, thirty-two class members will be recognized for their achievements in the 10-month leadership development program.

Each year, the Leadership Tuscarawas class is assigned community projects focused on enhancing the quality of life for people who live and work in Tuscarawas County. Throughout the program, class members work with project partners and other community members to complete their projects. This year’s class worked on six projects. Projects include Tuscarawas Co Senior Ctr Mobility Management plan; COAD Child Care Provider Recruitment; Empower Tusc Suicide Prevention; Tuscarawas County Farmers Market sustainability plan; Tuscarawas Arts Partnership, and Dennison Depot Railroad Museum, Dennison &Ohio Railroad Plan.  Each group will present an overview of their project as part of the evening’s events. Following the presentations, a graduation ceremony will be held with Dean Brad Bielski, Kent State University at Tuscarawas, as the featured speaker.

In addition to working on community projects, Leadership Tuscarawas participants attend monthly program days focused on servant leadership, community awareness and a variety of leadership professional development programs.

During the program, participants have the opportunity to network and learn from each other as well as from many community leaders who are invited to present at monthly program days. Topics of the program days vary and include agriculture, justice, manufacturing, tourism, and government, among others.  Each year, class members take a bus tour of Tuscarawas County, visit local businesses and manufacturers, and tour the Tuscarawas County Jail and Juvenile Attention Center.
