Hundreds of people on tourist visas in the UAE are now availing of same-day visit visa status change facilities offered by several travel agents in Dubai.

"Around 600-800 people are utilising the air-to-air status change facilities in Dubai every day,” said Raheesh Babu, chief operating officer of online travel agency Musafir.com. “Currently, the service is being offered by flydubai and Salaam Air from Terminal 2 of Dubai International airport. People can choose the same-day visa status change or stay for a day in the neighbouring country and return the next day. The same-day process takes around four hours where they fly out, wait in the airport of the neighbouring country and return on a later flight.”

According to Babu, the price of these flights varies according to the package. “The rates vary between Dh1,300 and Dh1,600, depending on what kind of services people want. For example, if people choose to stay in Oman, then along with the price of a one-day hotel stay, it will come up to the higher end of that price bracket.”

In December, new rules came into effect in UAE, which discontinued the option for visit visa holders to extend their stay permits from within the country. Visit visa holders now must exit the country before they can come back on a new visa.

It was always compulsory for visit visa holders to exit the country and enter on a new visa, but the rules were changed during the Covid-19 lockdowns. During the pandemic, when travel became difficult, the UAE changed the requirements on humanitarian grounds.

According to travel agents, there is a massive demand for these services. “There are desperate passengers whose visa has expired or is nearing expiry,” said a spokesperson for Deira Travels. “Some nationals find this option cheaper than flying to their own country and returning on a new visa. So, demand is extremely high for these flights.”

Last month agents told Khaleej Times that flight bookings to neighbouring countries from the UAE had increased by more than 300% and all visa change flights were running at 90-100% capacity.

Noushad Hassan from Alhind Travel strongly advise those wanting to change their visa status to avail of the flight services. “For those opting for the bus, there are several restrictions, especially for certain nationalities,” he said. “Also, as the situation is still dynamic, some passengers have faced certain issues at the borders. So, we advise all passengers to use the A2A service.”

New rules governing the ways people work and live in the UAE come into effect today, Monday October 3.

Approved by the Cabinet in April, this is one of the biggest shake-ups to the country’s immigration policy in years.

Longer visit visas for tourists , long-term residency for sought-after professionals and easy access to the 10-year Golden Visa scheme were among the headline changes.

But what does this all mean, and does any of it affect or benefit you? Here The National breaks down the changes.

Golden Visa services have a dedicated portal here , on the federal immigration website. Abu Dhabi’s service can be found here .

No costs have yet been released, but some require a deposit of between Dh1,500 and Dh2,000.

What happened?

The Cabinet approved the “executive regulations” of the Federal Decree-Law on Entry and Residence of Foreigners.

This put into motion the creation of new visas and formally approved others, such as the Golden Visa residency system , that had already been rolled out.

Many of the details were made public over the previous 18 months but the new elements include a 60-day entry visa for many tourists and allowing parents to continue to sponsor disabled children when they reach adulthood.

Who are the new visa rules aimed at?

The country’s leaders want to attract more skilled professionals, those with medicine and science backgrounds, the brightest students and tech-savvy minds to live in the Emirates.

Wealthy investors, entrepreneurs and company owners are sought after. Officials hope they will set down roots, invest in property and make the country their long-term home.

The wide range of 10 visa types may benefit many residents and people planning to make the country home.

There are several visa types that are aimed at these groups, including Golden Visas, which were first approved in late 2020. In the first year, 44,000 visas were issued in Dubai alone.

“The golden visa for an ownership of Dh2 million on real estate will definitely be a major boost for middle and higher segments to invest in the UAE through real estate or other sources," said Vijay Valecha, chief investment officer of Century Financial Consultancy.

Green visas

In the middle-income bracket are green visas , which are aimed at skilled workers, freelancers and the self-employed. These grant the holder five years’ residency.

To be eligible, an applicant requires a monthly salary of Dh15,000 and a bachelor's degree in certain skilled fields, including science, law, education, culture or social sciences, among others.

Someone who currently holds a two or three-year trade licence for freelance work may find this option attractive, but the costs have not yet been set out.

A green visa holder can sponsor relatives for residency for five years. Previously, this was typically allowed for two years.

There is no specific provision for lower-income and lower-skilled workers to secure special visas. But jobseeker and five-year multi-entry visas may benefit people who wish to move to the Emirates, or join family here.

In particular, this could benefit people from countries that require paid-for visas in advance of flying, such as India, Pakistan, Philippines and Bangladesh. Officials did not say how long a jobseeker visa was valid for, but previously said six months when it was mooted before the pandemic.

Primarily, it is aimed at “young talent and skilled professionals”. Recent graduates from the world’s top 500 universities are included in this category.

“The abolishment of needing a sponsor or host for a visit visa is a big step to prompt young individuals to come to the UAE for job opportunities,” Mr Valecha said.

Family sponsorship

Last year, authorities allowed parents to sponsor their male children until they were 25 instead of 18.

The decision in April appears to affirm that and to add new provisions, allowing parents with a disabled child to sponsor them into adulthood. Parents can continue to sponsor unmarried daughters at any age.

Why are these changes being made?

The government hopes to attract more highly skilled people to live in the Emirates and build a bigger “knowledge economy”.

Scientists, coders and tech workers and just some of the professionals it hopes to attract.

Population growth is also high on the agenda.

Dubai alone wants to boost its 3.5 million residents to 5.8 million by 2040.

The country further wants to rapidly bounce back from the Covid pandemic , welcoming back millions more tourists. Allowing people to stay more easily for longer aids all of these goals.

Does any of this affect me?

If you are a salaried employee working for a company you are likely to stay on a regular two and three-year visa.

Employees may find they are eligible to secure a Golden Visa, particularly if nominated by a friend or acquaintance with that visa. Their status with their employer would not be affected and health insurance would continue to be provided as standard.

Who is eligible for a Golden Visa?

There is no exhaustive list of every job category.

You can apply here on the website of the Federal Authority for Identity using your Emirates ID and see if you are eligible.

Or you can be nominated directly by someone you know who already has a Golden Visa.

The list of eligible professionals and qualifications includes people in science, technology, arts, culture and the creative industries. People investing Dh1 million to Dh2 million in property also have several options.

Who pays for a visa?

Most of the new visas on the list are aimed at freelancers, self-employed people and business owners, who would foot the bill for their own visa or arrange through their own company.

Golden Visas have already processed payments in the hundreds or low thousands of dirhams.

It’s important to note that by law a regular employee working for a company cannot be made to pay for a basic residency visa.

‘Many roles take months to secure’

Louise Vine, managing director at Inspire Selection recruitment agency in Dubai, earlier this year said the recruitment process for professional roles, and particular senior roles, can take months.

“It gives people a purpose to come here and it helps the government understand they are on a mission to find a job, rather than being here as a tourist,” she said.

The duration, which has not yet been announced, will be important.

Depending on the level of the role, recruitment can take anything from a few weeks to several months, she said.

“You would need potentially three to six months to find a senior role in certain industries,” Ms Vine said.

“There are fewer jobs and also the interview process is quite lengthy, so it’s not just one interview and job done. It could be four or five interviews and case studies to prepare for, so it takes time.”

What is ‘change status’?

Normally called ‘change status’, ‘in out’ or even ‘inside country visa change’ by public relations officers across the UAE, the process refers to the modification of the visa status of an individual, without the need to exit the country.

“What the change status does is add the entry date on the new visa that is being issued. This could be whether you are on a visit visa or a residence visa. The service helps people come on a new visa, after their old visa has expired, without exiting the country and entering on a new visa,” Moosa Bin Ali Dayani, a public relations manager based in Dubai, told Gulf News.

So, whether you are applying for a new visit visa, since your old visa is about to expire, or moving from one employment visa to another because you found a new job, the ‘change status’ service allows people within the UAE to move to a new visa, by paying a change status fee.

What the change status does is add the entry date on the new visa that is being issued. This could be whether you are on a visit visa or a residence visa. Where can I get it done?

The process will be completed along with the application for the new visa, and will be handled by either your company’s public relations officer, the travel agency managing your tourist visa or the typing centre that you may have approached for the new visa. If you are handling your visa process yourself, you can apply for the change status by visiting an Amer centre in Dubai or a Tasheel centre near you anywhere in the UAE.

How much does it cost?

The cost can vary slightly, depending on the charges levied by the agency managing your visa. However, it should range between Dh550 to Dh650 .

The visa reforms announced by the UAE government in April this year, making the country an even more desirable location for businesses, investors and tourists.

The visa system amendments will simplify procedures for visitors, families, skilled professionals and more and represent the most significant changes to the UAE’s visa system in decades.

According to a tweet from the UAE government, these changes will boost competitiveness as the country is actively growing its knowledge economy. Additionally, the country is looking to build on the momentum generated by changes in legal regulations across critical sectors. In fact, according to the World Bank’s 2021 annual ratings, the UAE ranked 17 among 190 countries in the ease of doing business. Reports also suggest that the UAE’s job market is flourishing with 9 per cent growth in the private sector – and of course, Dubai has long been a top tourism destination.

These measures are intended to relax some restrictions regarding residency and stimulate foreign investment. In addition, they reflect the country’s ambition to build an innovative, sustainable future and attract people with the talent and skills required to realise that goal.

Residency in the UAE Under the new residency visa system, different types of visas are available for working, studying, investing, and living in the UAE. These new visas include:

  • Golden Visa : To attract skilled professionals and investors, the UAE has expanded the Golden Visa’s various categories to welcome more applicants with changes like lowering the real estate minimum investment to Dhs2m, including startup owners, scientists, skilled workers, exceptional talent and students.
  • Green Visa : This new five-year visa allows skilled workers, the self-employed and freelancers to sponsor their families without a sponsor or employer. Applicants must have a bachelor’s degree or the equivalent and a minimum salary of Dhs15,000.
  • Business Visa : This new category allows investors and entrepreneurs to obtain visas without a sponsor or host.
  • Temporary Work Visa : Professionals or workers travelling to the UAE for short-term work projects or assignments can apply under this new category. A temporary contract or letter from the employer with proof of fitness is required.
  • Family Visa : The new regulations allow parents to sponsor their children’s visas indefinitely for unmarried females and up to age 25 for males.
  • Tourist Visa : One of the most anticipated changes is that tourist visas will now be valid for 60 days. Additionally, a new multi-entry will be introduced, granting multiple entries for visitors and the ability to stay in the UAE for up to 90 days. Those 90 days can be extended; however, the visa is limited to 180 days a year. Applicants should have a bank balance of $4,000 (Dhs14,700) or its equivalent in foreign currency six months before applying.
  • Visas for training/education : Students interested in attending courses, internships or training in the UAE can be sponsored by public or private sector educational institutions; however, a letter of clarification with the program’s details and duration is required.
  • Visa to visit a relative/friend : Foreigners can apply for a visa without a sponsor if their relative or friend is a UAE citizen or resident.
  • Job Visa : Fresh graduates with a bachelor’s degree or equivalent who are looking to build their career in the UAE can apply for this new visa, which doesn’t require a host or sponsor.

Change status is the process that allows you to change your visit visa to an employment visa in the UAE. You will successfully evade the overstaying fines if you complete the steps to change your status.

Step-by-Step Process of Changing to an Employment Visa

Below is the process of changing a visit visa to an employment visa:

  • 01   First, get the offer letter from the prospective employer
  • 02   Confirm that you have accepted the offer to your employer and sign the offer letter within one day
  • 03   After that, your employer will apply for a quota & labor contract for you to work in the UAE. You and the employer are required to sign the labor contract once it has been approved. This will take 2 to three working days.
  • 04   Next, your employer will apply for your residence entry permit, which will take one day.
  • 05   Change status in one day
  • 06   Get a medical assessment which takes two days and a day for VIPs
  • 07   After that, biometrics will be taken, and your Emirates ID, which will take 2 to 3 working days

If you have found a job, your employer will apply for your residence visa on your behalf and see it through to completion.

You will need to undergo the required medical tests and security checks for your visa to be approved.

Change Visit Visa To Employment Visa In UAE

According to the new visa reforms 2023, you will be fined 50 AED each day if you haven’t changed your visa status before your visit visa expiry.

Individuals who overstay their visas in the UAE will be charged a penalty. You must be aware of the potential fines and learn how to check if you owe any overstay fines. After your UAE visa expires and you exhaust your grace period, you must pay the overstay fine according to the number of days accumulated.

On top of the overstay fine, you will need to obtain a Dubai/UAE out pass, which costs up to AED 300. The out pass is basically an exit permit that allows holders to leave the UAE. This new rule is in accordance with the latest announcement.

When switching from a visit visa to an employment visa in the UAE, it can sometimes take several days. If the company where you got the job offer cites any of the reasons below, you should immediately opt to extend your UAE visit visa.

  • Quota issues: The Labour department assigns a specific number of quotas to each company based on the size of the business, business type, and the professions available. If your employers don't have a specific quota to hire, it may take longer than expected, and they should request the Labour department.
  • National Holidays: the UAE has few national holidays compared to other countries. If your employment visa application falls on a national holiday such as the Eid holidays or any other major holiday, you may lose days as government offices will be closed.
  • Ramadan: visa processing during Ramadan is usually slow and can take even four working days to get approved or rejected. Working hours during Ramadan are reduced in both the public and private sectors. System issues may also cause delays during this time. Ordinarily, a visit visa takes no more than two working days to be issued.
  • Incomplete PRO or Typing Center: at times, your employer PRO or the typing center handling your employment visa is unable to move things along quickly. As a result, most visitors end up incurring lots of fines. If you sense this issue, you might want to consider extending your visa.
