How to choose the best pet carrier

There are a few major points to consider when choosing a carrier that will serve as your pet's safe space during a flight:

Size: Selecting the right carrier size for your pet is essential not only for your pets' comfort but also for their safety, according to Sara Hogan, hospital manager at Clarendon Animal Care in Virginia. "Please ensure the measurements for your carrier meet a standard that allows for your pet to comfortably turn around AND lay down," she says. But be aware that if the carrier is too large for your furry friend, they could end up injured in transit. The best way to determine the right size is to take measurements of your pet; to be as precise as possible, use the IATA's formula .

Keep in mind that only carriers able to fit under the seat in front of you are allowed in the plane cabin – a space that will vary by airline. Consult the next section on airline policies for more information.

Airflow: Don't underestimate the importance of adequate airflow. "Carriers and crates really need to have proper ventilation for short or long-term travel," Hogan says. "There IS a difference between taking your pet down the street to a friend's house or the vet and taking your pet on a trip with any sort of additional time involved."

Stability: Check the quality of all the zippers and materials − you want this to be an escape-proof carrier, and any malfunction can put your pet at risk. "If something has previously broken or fallen off the carrier or crate look to replace the piece or the entire crate/carrier," Hogan advises.

Soft-sided vs. hard-sided: If your pet is small enough to fly in the cabin, most airlines highly recommend a soft-sided carrier, which gives the most flexibility. Airlines are often slightly more lenient with the dimensions for soft-sided carriers in the cabin as long as they are able to fit underneath the seat without blocking the aisle of the airplane. Another bonus: Soft pet carriers often come with removable fleece bedding for extra comfort.

Each airline sets its own specifications and safety rules for pets in the plane cabin with you, so be sure to check with your intended airline for dimension limits, breed restrictions and other guidelines. Be aware, too, that most major airlines based in the U.S. do not offer an option to transport animals in cargo.

How to prepare to fly with a pet

Help your pet acclimate.

When preparing to travel with your furry companion, planning ahead is key, especially if your pet isn't used to being confined in a crate or carrier. "I recommend buying the carrier as far in advance of travel as possible to allow your dog to become comfortable relaxing in the carrier in a familiar home environment before traveling," says Amanda Farah, CPDT-KA, national training and behavior coordinator for Best Friends Animal Society.

Some pets are sensitive to loud noises, so one way to prepare them for the journey is by playing recordings of sounds they might encounter in transit, Farah says. "I'd say a good general rule is that because so much of what they encounter during air travel will be new and potentially stressful, you should familiarize them to many factors as possible in the weeks or even months leading up to travel."

Book your travel far in advance

Keep in mind that airlines limit the number of pets allowed on a flight, so book early and try to secure a direct flight to cut down on travel time.

Familiarize yourself with your departure airport

Before you set off on your journey, familiarize yourself with the airport you're departing from – such as where to find a pet relief area – and how to go through security with a pet in tow. For example, you must never place your pet on the security conveyor belt (only the empty carrier goes through the X-ray tunnel).

Research your destination

This is a crucial step. Some countries will not allow pets in at all, while other destinations (such as Hawaii) may have strict rules about rabies vaccines or require all animals to travel in cargo. Christine Barton, a veterinarian with The Vets , recommends checking the Animal and Plant Health Inspection Service website to learn about requirements for health certificates, vaccines and more.

Other considerations will depend on what type of vacation you're planning; if it involves hiking or camping with your dog, Barton suggests checking the expected weather, making a small emergency kit for you and your pet, and considering a GPS tracker for remote areas. Wherever you're headed, locate the closest emergency animal hospital just in case and make sure to book pet-friendly accommodations .

Consult your vet

Once you've done your research, your veterinarian can help ensure your pet has everything you both need to travel, such as microchipping, required or recommended vaccines (and proof of them), testing, and health records, Barton says. A vet can also address any health concerns. "Doctors can discuss risks, precautions, and things to monitor while traveling," Barton explains, adding that you should make sure your pet is up to date on needed preventive medications, such as treatment for fleas or heartworm.

If your furry friend struggles with anxiety, your vet can prescribe them a medication to make the journey less stressful for both of you. "Talk to your veterinarian before administering any sort of medication to your pet, but definitely consider it for future travel," Hogan says.

A carrier being "airline-approved" typically means it adheres to the airline's size requirements, is leakproof, provides adequate airflow and keeps your pet securely inside.

Most major airlines in the U.S. do not allow pets to travel in cargo; some, like American Airlines, only offer this service for active military or diplomatic personnel. Of the major U.S. airlines, only Alaska Airlines and Hawaiian Airlines currently accept animals in the cargo hold, so keep that in mind if you have a medium or large dog – or if your intended destination does not welcome in-cabin pets.

Most animals who fly in the cargo hold are fine, but there's still a risk of your pet being killed, injured or lost, according to the Humane Society of the United States. The most common dangers are excessively hot or cold temperatures, poorly ventilated crates, and rough handling. Be sure to follow all IATA guidelines for cargo crates to ensure your pet's safety. Before you book a flight, you may also want to research the airline's history with companion animals in the cargo hold.

The kennel you choose for cargo travel must allow your pet enough room to stand, sit upright, turn around while standing and lie in a natural position, according to the IATA. Carriers must made of rigid materials and include a solid roof, a leakproof base, a door with well-maintained hardware, working handles and ventilation on all four sides. Labels that say "Live Animal" and "This Way Up" are also required by the IATA.

A water dish must be securely affixed to the inside of the carrier, with open access for your pet to drink and for someone to refill it from the outside without opening the crate. A food container can either be inside the carrier if it's sealed or attached to the outside.

A pet carrier usually counts as either a personal item or a carry-on. Depending on the airline policy, you may be able to bring either a personal item or a carry-on bag (not both) in addition to your carrier. Check your airline's carry-on luggage allowance and pet policy to see what you can bring.

The U.S. Department of Agriculture requires puppies and kittens to be at least 8 weeks old to travel, but airlines may impose their own age restrictions on top of that. On Delta, for example, companion animals must be at least 10 weeks old for domestic flights. United Airlines says your pet should be at least 4 months old for international travel to comply with rabies vaccine requirements.

Your furry friend will incur certain fees for flying, but the cost will vary by airline. American Airlines, as an example, charges a $125 service fee for a carry-on pet, while Allegiant's fee is $50. Cargo fees may depend on trip details: Hawaiian Airlines charges $60 in fees for domestic flights and $225 for flights between Hawaii and North America, while the cargo fee on Alaska Airlines is $100. Service animals typically fly at no charge as long as they meet the airline's requirements.

It depends on your pet, according to Hogan. "If they're quite anxious you may want to offer food with a bit more advanced time prior to the flight to avoid vomiting in the carrier or on themselves, however, not too much time where they'll be hungry throughout the travel day," she advises. "Water is important to offer as often as possible in any setting. Access to using the bathroom more than once prior to travel is also advised so as not to miss an opportunity for output!"

Conveniently, some airports may have pet relief areas your dog can use either before or after you go through security, but that's something you'll have to research beforehand.

What size pet carrier will fit under an airline seat? 

Size requirements vary by airline, so always double check with the one you’re flying for the latest pet guidelines before departure. Here are size and weight specifications for  JetBlue (17" x 12.5" x 8.5"),  American Airlines (18” x 11” x 11” for soft-sided bags, 19” x 13” x 9” for hard-sided kennels), and Delta and  United (both 18” x 11” x 11”). Make sure your pet has room to stand up and turn around while inside.

Does a dog carrier count as a carry-on?

Pet carriers must fit under the seat in front of you. However, they can effect your luggage allotment. On JetBlue, for fares above Blue Basic, a carry-on suitcase, backpack, or duffel is allowed so long as it fits in the overhead compartment. However, on other airlines, like American and Delta, your pet carrier replaces your carry-on bag, and your second item is limited to a personal item.

What type of carrier should I get? 

It depends on what size pet you have and how you travel. A soft side carrier or backpack carrier is easiest to fit under an airplane seat, and may be more comfortable and breathable for your pet. 

Think through your typical (non-pet) travel routine and how you’ll need to adjust it when your personal item is dedicated to your pet. If you often travel with another person, that person can store things you’ll want accessible during the flight in their personal item, but if you’re traveling solo, you’ll probably want to pick a carrier with additional storage for your boarding pass, earphones, and other small essentials. Backpack carriers are best for smaller dogs or cats, though all come with weight guidelines to help you determine whether it'll fit your pet.

During the testing period, our Chihuahua-mix participant was comfortable and secure for the duration of a six-hour flight. The Away carrier's leather and nylon exterior is structured enough to offer protection and stability, but has enough flexibility to squeeze into tight under-seat spaces. We also found it easy to carry by hand or over a shoulder, with double straps similar to a gym bag. 

The Pet Carrier has both internal and external pockets, including a side pocket with a waterproof lining and drainage holes—ideal for a collapsible water bowl. Mesh panels on three sides make for excellent ventilation, and each can also be unzipped for quick access to your pet, or covered with privacy panels to block external stimulation. The interior has a padded, fuzzy bed that is both removable and machine washable.

The carrier has a weight maximum of 18 pounds, which is lower than others on our list, but keep in mind that some airlines have a 20 pound weight maximum for pet and carrier combined. Airlines may weigh pets with their carriers on the luggage scale, and an 18-pound dog combined with the 4-pound Away travel carrier might lead to travel disruptions, so it's a limit you'll want to be conscious of before traveling.

This bag is more expensive than others that made our list, but we found the craftsmanship of this pet carrier to be superior. Away provides a warranty for one year after purchase. Our tester dog, an eight-pound Pomeranian, had space to lay down, put their head up, and get comfortable, but if you’ve got a short-legged friend, like Dachshund , or a very petite pal, like a Chihuahua , then they’ll fit right in. 

The carrier is well made with durable zippers, allowing for flexibility in use and mesh paneling for airflow and to keep your dog in view. To get your dog acclimated to the bag, you can open up one of the sides to let them come in and out as they please, and when you are on the plane, you can unzip just the top to slide in a treat. The shoulder strap can be removed and used as a leash, and there are two additional padded handles for a comfortable and secure grip.

A slotted panel on the back allows you to place it on the handlebars of your suitcase or secure it in a car by passing a seatbelt through. However, unlike our selection for Best Overall, the Away Pet Carrier, this bag has not been crash test certified by the Center for Pet Safety. Pets are usually required to stay in their carriers unless you are in a designated pet area of the airport. Our participating dog could not fully stand in the small-sized carrier, but they did have room to move around and get cozy. If your dog is too big to fly in the main cabin—which for most airlines is around 20 pounds—then they will have to ride in the cargo section of the airplane. The best option we found is the Gunner G1 Kennel. It’s designed to keep your dog as comfortable as possible, with rotomolded double walls to regulate the temperature and absorb the impact for any bumps that may occur during takeoff, in the air, and when landing. You won’t be able to access your dog during your flight, so it’s important to make sure they are secure prior to boarding.

Your dog will need water in their kennel for the flight, and the recessed floor for this carrier will limit any discomfort they may experience in case of a spill. You can also add an orthopedic bed designed for the kennel or your dog’s favorite blanket.

The kennels are made in the United States and come with a lifetime warranty. There are four sizes available and all except the largest received a five-star crash test certification from the Center for Pet Safety .

To find the right size for your dog, Gunner offers an online tool that takes into consideration your dog’s weight and measurements with length from nose to base of tail and height from front paws to top of the head. The kennel has rear wheels to help with transport, but we found it necessary to have two adults at a minimum for moving, especially with a dog inside. And in case anyone with hands instead of paws gets stuck inside, the door can be opened from both sides by humans.

It’s made of nylon and canvas, and the internal panel, which is held in place with hook and loop straps, is easy to take out and wipe clean. It’s also very lightweight and suitable for daily use. 

Our eight-pound canine participant was able to stand up, sit, lay, and turn around inside the bag when fully zipped. The bag is designed to support dogs up to 25 pounds.

The two longer sides of the rectangular-shaped bag are opaque and each features a zippered pocket. One pocket is large enough to stash essentials such as puppy pads , a leash , and a collapsible water bowl . The other pocket is slimmer with dual zippers so it can also be used as a loop for a seatbelt or suitcase handlebars. The top and shorter sides are made from a durable mesh so you and your pet can keep an eye on each other.

We found that the mesh made it difficult for other passengers to see our furry traveler, and the bag has less structured protection than other carriers we tested, so be sure to give your aisle mates notice that your pet is inside so they can watch their step.

If you have an anxious cat or one that is new to travel, this carrier is designed to offer a calming space with a black interior and a full blackout side panel to block out external stimulation.

The versatile bag can be carried in multiple ways including as a duffle, a backpack, and on top of a suitcase. We found the bag to be easy to carry in all formations except as a crossbody bag. But the weight distribution might feel different for you with your cat inside. 

A leash tether is located inside so you can open up one of the panels to let your cat poke their head out. This is both adorable and very convenient for layovers, giving your cat the opportunity to see where they are without worrying that they will escape. To further foil any spur-of-the-moment urges to bolt from the bag, the zippers snap closed to prevent your cat from pawing it open. 

The carrier features external pockets for essentials, is easy to spot clean, and has an internal mat that can be removed and machine washed.

Our favorite airline-ready pet carrier is Away's The Pet Carrier , which is not only attractive but fully featured, with multiple points of entry, a trolley sleeve, lots of ventilation, a waterproof lining, and a machine washable bed. It's got lots of ventilation, and zip-out accordion sections that let you make the carrier a lot bigger—and more comfortable for your cat or dog—when you're not walking around with it.

What To Look For in an Airline-Approved Pet Carrier

Size guidelines.

The exterior measurements of the carrier you select must fall within the sizing guidelines provided by the airline provider for your flight. A typical limitation is that pet carriers need to be within 18 inches long, 11 inches wide, and 11 inches tall to fly in the cabin. Some airlines also have a maximum weight for your pet plus their carrier, but this varies between airlines, so we recommend using the guidelines provided by the airline you intend to fly with your pet most frequently. Here are the restrictions for some popular airlines:

Beyond requirements, the interior of your carrier should be spacious enough for your pet to stand (even temporarily), turn around, lie down, and adopt multiple positions.

Easy Carrying

If your pet carrier will be your personal item on a flight, then it's likely you'll also be juggling a piece of carry-on luggage. If you have a piece of wheeled luggage with a standard handle, then look for what's called a "trolley sleeve" when shopping for a carrier. A trolley sleeve is a tight band that attaches to your luggage handle, allowing your carrier to ride on top of your luggage.

While most carriers feature two handles, you may also want to seek out a carrier with a third, cross-body shoulder strap. This can make it easier to tote a carrier through airports, leaving your hands free for additional luggage. Many of our favorite carriers have a removable shoulder strap, which can be left off if you're trying to save a little weight.

Hard-Sided vs Soft-Sided

The carriers that made our list tend to fall in between hard and soft, offering structured yet flexible coverage for your pet that is just malleable enough to accommodate under the seat dimensions on an airplane. The softest of our selects, the tote-style Love Thy Beast Nylon Pet Carrier, has firm base which is important for your pet to feel steady while being carried. We researched and selected 13 pet carriers for real-world testing on flights with a cat or dog. 

Each traveling duo gathered insights and made notes about their shared experience, mainly traveling during the peak holiday season, and then provided their feedback within the following categories: size, design, portability, ease of cleaning, comfort, quality, and value.

Equipped with this first-hand information, we ranked and categorized our top picks to simplify your search for the perfect pet carrier to suit your needs, habits, and preferences.

There is no standard among airlines so you have to check the guidelines with your flight provider for each flight. All of the carriers on our list have been approved by at least one major airline provider based in the United States, including Delta, United Airlines, American Airlines, Southwest, or Jetblue, but each has its own pet policy.

Some airlines have a maximum weight of 20 pounds, which typically includes both your pet and their carrier. But each flight provider has their own pet policy.

It’s important to give your dog or cat as much space as possible but you can offer a few comforts. A small treat or toy to reinforce good behavior, and a small blanket can make the interior a little cozier. Introduce your pet to the carrier at least a few days before your flight to help them get accustomed to the space.

There have been multiple reported instances where owners have been in severe crashes and said using a Gunner kennel has saved their dog’s life. And we can see why. Worried about the plane hitting rough air? This kennel has double-wall rotomolding for extra impact protection. It’s also got a wider base for stability against tipping, comes with built-in tie-down rods, and features all-weather windows that shield your pet from nasty weather it may face while being loaded and unloaded at the airport.

Pets stay comfortable inside by adding a soft bed, while raised non-slip feet lower temperature transfer from hot or frigid surfaces. The only downside is that the larger sizes may be tough for one person to manage with a dog inside. We tested the large size, which is 72 pounds empty, though this kennel also comes in small, medium, intermediate sizes, too.

We found the Love Thy Beast Nylon Pet Travel Carrier to be lightweight yet sturdy, and flexible enough to squeeze under the seat in front of us, even though the carrier pushes the limits when it comes to height. Some airlines may eyeball it at check-in, but this tote-style carrier can also be used during layovers to give your pet more head room. It also comes with a leash tether so you can confidently carry your dog with the zippers down, and it’s possible to slip the bag onto the handle of a suitcase or a seat belt as the back pocket converts to a luggage sleeve when unzipped. 

This bag has a sturdy, removable platform on the bottom that makes for easy spot cleaning, and an extra-large zippered pocket on the front (in addition to that smaller, convertible luggage sleeve pocket on the reverse). The tight-knit mesh sides allow for one-way pet privacy to aid anxious pets as well. We tested this carrier out with an 8-pound dog who fit comfortably inside (as did a slim 12-pound pup), though it’s quite likely a wider-framed pet would find this 8-inch wide carrier too narrow.

One of our favorite features is the number of access points you have to reach your pet. It opens at both ends and the top, plus one full side panel opens up completely to give your cat more space while waiting at the gate. (We clipped them onto the bungee tether and opened it up so our cat felt less confined.) It also has calming privacy flaps, two stretchy slip pockets, one pocket loaded with several organizational pockets, a slide-out lined basket, and anti-scratch mesh on three sides. We’ve flown several times with this carrier and it still looks brand new, except for the inside, which immediately became covered in cat hair.

There aren't any extra pockets or storage features, it’s just the kennel.

This hard-sided kennel is a great value bang-for-your-buck. There are no extra fancy bells and whistles, just your basic heavy-duty plastic kennel that is approved for domestic air travel in the U.S. You get three-sided ventilation, a stainless steel door with squeeze latches to prevent accidental opening during flight, and a spacious interior that will easily fit your animal, food and water bowls, and your pet’s favorite blanket and toy (if allowed). The darker bottom helps activate a dog or cat’s natural burrowing reflex, helping them to relax. The kennel can also be taken down and put together quite easily for storage or transportation. We do wish there were at least some kind of storage area, though, to hold important papers or treats, but overall we can’t complain because this carrier ticked all the necessary boxes to make our pet comfortable and our travel day swift and easy.

The Petsfit Expandable Pet Carrier’s dual expandable, scratch-resistant mesh sides are great for giving your pet extra room while waiting at the gate or during layovers without officially letting them out of the bag. We also hacked this feature while testing, unzipping the sides while our pet was under the seat in front of us, to give our furry passenger a tad more space on both sides. Plus, the carrier is collapsible, and the fiber rods in the top frame can be removed for extra “give” to squeeze under the seat. The bottom of the carrier is lined with a soft material for pet comfort. This bag is lightweight and portable, but our hands hurt after carrying it via the handles after just a short time (we didn’t have the detachable crossbody/shoulder strap with us); padded handles would be a welcomed addition but it’s hard to knock the bonus space with this style.

The JetPaws Official Carrier of JetBlue Airlines carrier is specifically designed to adhere to JetBlue’s strict size rules and fit under all of the airline’s seats. This makes it a shoe-in for complying with almost all other airlines’ size requirements, taking the guesswork and anxiety out of wondering if your carrier will fit. The colors may be a bit of an eyesore, but the bag’s many features are a good balm. This featherlight carrier comes with five pockets for storing necessities (some of the most we’ve seen), and a detachable padded shoulder strap for carrying (though no trolley sleeve). The carrier itself is made from a durable, undisclosed material that is easy to wipe clean. Our pet seemed right at home in this carrier and didn’t even seem to mind that his usual plush padded bed had been replaced with a simple soft lining. As one might expect with a little carrier, it can only accommodate small pets.

It can become bulky if you utilize all of the pockets.

This stylish carrier fits pets up to 18 pounds and features huge external pockets for all of their accessories. The large pockets are great for also storing your own items like wallet, phone, water bottle, and even a book, which is perfect for those times in which your pet is your personal item. We love that all of the zippers run smoothly and keep items (and pets) secure. While we wish the shoulder strap had a bit more padding, we do love that you can carry the bag in many ways thanks to the adjustable cross-body strap and smaller handle. There's even a luggage sleeve to make your commute to and from airplanes even easier.

Other Airline-approved Pet Carriers We Liked

A few pet carriers we tested didn’t quite make the list for the best airline-approved pet carrier but grabbed enough of our attention and admiration for an honorable recommendation as pet carriers that may work well in other travel situations. 

Diggs Passenger Travel Carrier : At 4.5 pounds this is the heaviest (and largest) soft-sided carrier we tested. Since it felt heavy before we even put our dog in, and because its large size seems likely to get flagged at check-in, it didn’t make the list. However, its five-star crash test rating, custom seat belt and buckle clips, pee-pad-friendly design, and a zip-down fourth wall side plus interior tethering clip make it an excellent choice as a pet carrier for the car. 

Arlo Skye The Pet Carrier : We found that this bag (which comes in heights of either 8.5 inches or 10 inches) felt a bit too snug for our dog, and the smaller size would be best suited for teacup-sized breeds. However, if your pet is on the tiny side, standout features include four-sided mesh ventilation, an included memory foam travel pad, and a sturdy trolly slip for easy portability atop your carry-on.

Wild One Travel Carrier : This lightweight and smaller-sized bag is loaded with thoughtful travel features, from its dual-sided zippers and calming fold-down side panels to the lie-flat breakdown design that makes it a cinch to spot clean and built-in option to use a strap as a leash. Since we couldn’t zip the 10-inch high bag closed unless our 8-pound dog was laying down, it felt like too much of a squeeze when placed under an airplane seat.

The T+L team tested 14 airline-approved pet carriers in real world traveling situations with our own cats and dogs. After measuring, weighing, and assessing the overall quality of each bag — and making sure our furry travel friends were comfortable with the carriers — we took to the skies to test how well the carrier stacked up when it came to carry comfort, pet comfort, durability, cleaning, overall design, size, and relevant features. 

To see how they functioned, we traveled with our pets on roundtrip domestic and international flights on U.S. major airlines, including JetBlue which has some of the smallest general size restrictions for in-cabin pet carriers. We took notes along the way on how easy it was to get through security, wait at the gate, slide under the seat, and transport through the airport, checking on our pet’s comfort before, during, and after the flight. We also considered how easy it was to access our pet during the flight and the traveling process. Scoring was largely based on pet comfort, portability, features, price, and performance of purpose in order to select the best airline-approved carriers for this roundup.

Tips for Buying Airline-approved Pet Carriers  

Choose the best size for your pet.

The best size carrier will depend on your pet’s mobility, weight, and body frame. Remember, in-cabin pets must be able to stand up, turn around, and lie down comfortably in a carrier. Do not try to squeeze your pet into a smaller carrier just to meet an airline’s sizing rules. 

Check the rules for your mode of transportation 

Always check the rules and requirements for pets and pet carriers of your specific airline and general FAA requirements before purchasing a new carrier. Many train companies, such as Amtrak , will also have their own pet carrier policies as well. If riding in the car with your animal, consider crash safety when shopping for a pet carrier. 

Decide if you need soft-sided or hard-sided 

Soft-sided carriers, such as dog backpacks , are a bit more flexible when it comes to fitting into several under-seat spaces, and many airlines allow for larger soft-sided pet carrier dimensions because of this. Pets transported as cargo will have to be inside of a hard-sided carrier for their safety in the hold of the aircraft. Owners traveling with heavier and/or larger in-cabin pets may also want to consider a hard-sided carrier as it provides better support for the animal. 

Look for features that add comfort and ease to a journey 

Remember that your pet’s comfort is paramount, so give extra points to carriers that have comfort features such as breathable mesh, supportive and strong bottoms, several opening/access points, multiple pockets to hold treats, water, and clean-up supplies, or calming blackout panels. Most airlines will also require your carrier to have a waterproofed bottom in case of accidents.

Opening the pet carrier, placing it in your home, and allowing your pet to become comfortable with it or even sleep in it is a good first line way to get them acclimated. Next, try taking your pet on short rides in the car while inside the carrier, going a little bit longer each time (and not just to the vet), and then reward with a treat. You can also line the carrier with their favorite blanket or toy to make it feel more welcoming and familiar. 

Dr. Bonk explains that it's safe for most pets to stay in an in-cabin travel carrier for six to eight hours, as long as the carrier is appropriately sized for your pet. She says dogs traveling in cargo may be able to stay a little longer as long as they are comfortable and/or have access to pee pads, food, and water. Dr. Cuevas suggests it’s best if your pet can have a bathroom break every six hours, something that is only possible if you’re booked on a shorter flight or hire a private pet transport service. 

While there is nothing you are required to pack for in-cabin pets, both vets suggest having food and water (or treats) for the journey, any medication your pet may need, and any necessary paperwork such as vaccination records that may be required for boarding or landing. Lining the carrier with an absorbent pad, tossing in a scent-soaked item (e.g., something familiar that smells like them or you), and adding their favorite toy can help make the journey easier.  

There are several rules that come with bringing your pet on a plane — including specific carrier size and weight rules, pet fees, how many pets can travel on any plane, weather restrictions, and what documentation is needed. It’s always best to check with your specific airline about your specific flight and both departure and arrival destinations.

A few guaranteed rules to remember include that in-cabin pets will count as your carry-on or personal item depending on the airline, that pets are not allowed to be taken out of their carrier at any point during the flight, that carriers must remain under the seat in front of you for the duration of the flight (on most airlines), and that pets traveling as cargo cannot be sedated.

To select the best carriers for flying with a cat, we spoke with a veterinarian and pet travel experts and tested 24 different airline-friendly pet carriers. What to look for in an airline cat carrier

Cat carriers come in many different styles at varying price points. To ensure you get the best value for safety and comfort, our experts recommend considering the following factors when shopping.

Safety: Unlike child car seats, there are no universal safety standards or inspections for cat carriers. However, some brands go the extra mile by subjecting their carriers to rigorous testing by reputable third-party or nonprofit safety organizations. Among our recommended picks, the Sleepypod Air and Diggs Passenger Travel Carrier have been crash-test certified by the Center for Pet Safety (CPS), a nonprofit consumer advocacy organization that studies the safety of pet products. 

Currently, CPS studies do not extend to air travel and flight safety. Despite the absence of standardized air travel safety tests, crash-test certification remains the gold standard. As Lindsey Wolko, founder and CEO of CPS, points out, you'll want to consider your entire journey, including driving from your home to the airport and transportation at your destination. 

Wolko says carriers are most susceptible to failure at seams where the mesh connects to the carrier body. She recommends inspecting carriers for any signs of loose threads, weak spots, or faulty zippers to ensure their overall safety and reliability throughout transit.

Size: A carrier should be roomy enough for your cat to comfortably turn around and lie down while still being compact enough to fit under the seat in front of you. Carrier size requirements vary by airline, so double-check your airline's specific requirements.   

Fortunately, size isn't usually a limiting factor for cats. More often than not, they prefer to curl up in a small ball and hide during the trip, says Dr. Jo Myers , a veterinarian with Vetster. She says extra room for playing, eating, drinking, or using the litter box during the flight is typically unnecessary. However, if you anticipate a long layover and want extra legroom for your cat, an expandable carrier like Mr. Peanut's Gold Series Expandable Carrier is a good choice.

"Even if you cover the carrier with a towel, it's far from airtight," she says. "Simply check on your cat occasionally, without disturbing them any more than necessary."

How we tested airline-approved pet carriers

Scrape test: We scraped a mesh section of each carrier 50 times with a fork to test its durability, noting any damage or discoloration. 

Zip test: To test the durability of each carrier's zippers, we completely zipped and unzipped one of its loading entrances 50 times. In the process, we observed changes in the zipper's ability to smoothly run its course.

Luggage test: If a carrier included a luggage strap, we evaluated how well it remained balanced on top of a suitcase. We placed a 10-pound weight inside and attached the carrier to a suitcase handle so it rested on top of our luggage. Then we rolled it over a curb, up a ramp, and along the sidewalk and street of a city block. 

Ventilation test: According to Wolko, ventilation is important to prevent a cat from overheating during travel. We measured the dimensions of each carrier's mesh panels and calculated the percentage of the total surface area they comprised. We favored bags with more ventilation. According to IATA live animal regulations, pet carrier bags must have a minimum of 16% ventilation. 

Walk test: We took each soft-sided carrier containing a 10-pound weight on a 15-minute walk around a neighborhood. Each was carried using the shoulder strap and held at the front of the body the way a person would if they had a real cat inside. For the last block of the walk, we switched to using the hand-carry straps. The backpack carriers were taken on the same walk but were not carried by hand. With each one, we paid attention to how comfortable it was to carry, how much it bounced, and whether it collapsed inwards.

Goop test: We devised this test to determine how easy it would be to clean the carriers if a cat vomited or defecated in transit. We mashed together cat kibble, canned food, and water with a mortar and pestle to make the goop, then spread a tablespoon on an exterior wall and interior mat of each carrier. After 48 hours, we wiped the goop from the exterior using dish soap and water and cleaned the mats in the washing machine. 

Drop and stomp tests: We brought the carriers to a local park, loaded each one with a 10-pound weight, and threw them off of a 10-foot play structure, looking for any damage that occurred upon landing. We then rolled the bags several times on the ground with the weight still inside, looking for damage to the stitching, mesh, or zippers. Later, at home, we placed each carrier on a rug and stomped on it a dozen times with bare feet, noting whether its frame changed shape or the bag suffered any other damage.

What is considered an airline-approved pet carrier.

To fly with a cat in the cabin of a plane, you'll need a soft-sided carrier that fits within the allowable dimensions of the airline, which vary a little from airline to airline. Regardless of the carrier you use, Wolko says to make sure your cat has enough room to stand up, turn around, and lie down comfortably. Additionally, there should be at least 2 to 3 inches of clearance from the top of their ears to the interior roof of the carrier.

How much does it cost to fly with a cat? 

Fees for flying with a pet in the cabin of a plane vary between carriers. At United Airlines , a one-way flight for your cat adds $125 to your ticket price. At Delta , there is a $95 fee for domestic flights. Flying a cat in the cargo hold on a domestic flight is typically about $300 per trip. Sending a cat on an international flight can cost up to triple that amount.

How much ventilation should a carrier have? 

For soft-sided carriers, Wolko says mesh ventilation should be on at least three sides of the bag. In cargo, airlines require that a kennel is ventilated on all four sides. According to the IATA live animal regulations, both soft- and hard-sided pet carriers must have a minimum of 16% ventilation. 

Do cats need to go to the bathroom on a flight? 

Unless a cat has a medical condition, they will be fine without access to a litter box for the duration of a flight. "Just based on the physiology of cats, they could probably go from Boston to Hawaii without needing to void," says Dr. Bob Murtaugh , a veterinarian and chair of veterinary medicine for the National Academies of Practice.

In the cargo hold, kennels cannot be outfitted with a litter box or anything other than an absorbent liner and a soft bed or blanket. "If the travel day will be more than eight hours, during a layover pet owners can arrange a comfort stop for cats to be let out of their carrier," says Elaine Mathis, pet travel specialist and project manager at Happy Tails Travel . When you let your cat out of their carrier, you'll want to make sure your cat is safely secured with one of the best cat harnesses attached to a leash.

Do cats need food and water on a flight? 

On shorter in-cabin flights, it's unlikely your cat will require food or water. However, if you're flying your cat in cargo, Mathis says a food bowl and water bowl should be in the carrier regardless of the flight length. She recommends using dishes that fasten to the crate's door and can be refilled easily from the outside, such as Lixit's Quick Lock Crock 10-ounce bowls .

What are the signs that my cat may be in distress in flight?

According to Murtaugh, a few obvious signs may indicate your cat is in distress during a flight, either due to fear or excessive heat. A cat that is panting, restless, and vocalizing could be experiencing significant anxiety or overheating. If the membranes in their gums turn bright red, the latter is most likely, and it's important to cool them off quickly. If a flight attendant approves, placing the carrier on your lap so they can feel the air blowing from the vent above your seat or wiping them down with a wet cloth may help lower their body temperature. Before your travel, Nilson recommends lightly spraying the carrier with calming pheromones. 

In the weeks before their trip, introduce your cat to their carrier or kennel in a positive way. "Make the carrier feel like a cave or a home or something that's comfortable, something that they're not just jammed into the first time they're on their way to the airport," says Murtaugh.

Place the carrier in an area of the home where your cat spends a lot of time and encourage them to explore it by placing catnip and treats inside or by playing with them in and around the space. 

Murtaugh says that taking your cat on a car ride or other forms of transportation while in their carrier may also be helpful in the weeks before the flight. He recommends placing a bed or blanket that smells like home inside the carrier and using a pheromone spray or collar to help take the edge off. 

If your cat has a history of experiencing debilitating stress during travel and will be flying in the cabin, you can speak to your vet about prescribing an anxiety-relieving medication. However, it's important to test medication out before your flight. "Make sure there won't be any untoward side effects," says Murtaugh. "Your vet can help you tailor that to your cat's needs."

The IATA recommends against sedating a cat before flying in the cargo hold. It can be fatal for older, chronically sick, or highly stressed animals. Nilson says calming pheromones such as Feliway or Pet Remedy are safe alternatives.

US journalist marks a year in a Russian prison as courts keep extending his time behind bars

(AP) - For Evan Gershkovich , the dozen appearances in Moscow’s courts over the past year have fallen into a pattern.

Guards take the American journalist from the notorious Lefortovo Prison in a van for the short drive to the courthouse. He’s led in handcuffs to a defendants’ cage in front of a judge for yet another hearing about his pretrial detention on espionage charges.

The proceedings are always closed. His appeals are always rejected, and his time behind bars is always extended. Then it’s back to Lefortovo.

Gershkovich was arrested a year ago Friday while on a reporting trip for The Wall Street Journal to the Ural Mountains city of Yekaterinburg. The Federal Security Service, or FSB, alleges he was acting on U.S. orders to collect state secrets but provided no evidence to support the accusation, which he, the Journal and the U.S. government deny. Washington designated him as wrongfully detained .

The periodic court hearings give Gershkovich’s family, friends and U.S. officials a glimpse of him, and for the 32-year-old journalist , it’s a break from his otherwise largely monotonous prison routine.

“It’s always a mixed feeling. I’m happy to see him and that he’s doing well, but it’s a reminder that he is not with us. We want him at home,” Gershkovich’s mother, Ella Milman, told The Associated Press.

Although Gershkovich is often seen smiling in the brief appearances in open court, friends and family say he finds it hard to face a wall of cameras pointing at him as if he were an animal in a zoo.

Ahead of the most recent one on Tuesday, Milman was particularly interested to see him. She was waiting, she said, for “a big reveal” — Gershkovich’s cellmate had given him a haircut.

But the hearing itself offered no new revelations on his case: He was ordered to remain behind bars pending trial at least until June 30 — the fifth extension of his detention.

When Gershkovich was arrested a year ago — the first U.S. journalist taken into custody on espionage charges since Nicholas Daniloff in 1986 at the height of the Cold War — it came as a shock, even though Russia had enacted increasingly repressive laws on freedom of speech after the invasion of Ukraine.

“He was accredited by the Russian Foreign Ministry. There was nothing to suggest that this was going to happen,” said Emma Tucker, the Journal’s editor-in-chief.

The son of Soviet emigres who settled in New Jersey, Gershkovich moved to Russia in 2017 to work for The Moscow Times newspaper before being hired by the Journal in 2022.

“He absolutely loved it,” Milman said of her son’s life in Moscow.

He threw himself into work and became close friends with other reporters. They spent evenings, weekends and holidays together — at traditional Russian saunas, cycling around Moscow or having barbecues in the countryside.

Those friends are now among the most vocal advocates for his release.

“For us, it’s got to the level where if we can see Evan smiling in the courtroom — that stuff that brings us a lot of happiness. It’s reassuring that he’s still not been broken by it,” said Washington Post correspondent Francesca Ebel.

His supporters say that is remarkable, given that Gershkovich is being held in Lefortovo, a notorious czarist-era prison used during Josef Stalin’s purges, when executions were carried out in its basement.

Gershkovich is not allowed phone calls and wakes up “every morning to the same gray prison wall. ... To think that he’s been doing that every day for the past year is just horrible,” said his friend, Polina Ivanova of the Financial Times.

He’s allowed out of his cell for a hour a day to exercise. He spends the rest of his time largely reading books in English and Russian and writing letters to friends and family who try to make sure he stays up to date with current affairs and gossip.

That includes following his favorite English soccer team, Arsenal, which is having one of its best seasons, even though scores usually get to him about two weeks late. Gershkovich can see only limited highlights on Russian TV but is kept up to date by his friend, Pjotr Sauer of the British newspaper, the Guardian.

“He is very happy about how Arsenal is playing but obviously upset he can’t see it for himself,” Sauer said.

No one knows when that might be.

The Biden administration is seeking the release of Gershkovich, who faces 20 years in prison. Russia’s Foreign Ministry has said it would consider a prisoner swap — but only after a verdict in his trial, which has not yet begun.

U.S. Ambassador Lynne Tracy, who was in court again Tuesday for his latest hearing, said the charges against Gershkovich “are fiction” and that Russia is “using American citizens as pawns to achieve political ends.”

Since invading Ukraine, Russian authorities have detained several U.S. nationals and other Westerners, seemingly bolstering that idea.

President Vladimir Putin has said he believed a deal can be reached to free Gershkovich, hinting he would be open to swapping him for a Russian national in Germany who fits the description of Vadim Krasikov. He is serving a life sentence for the 2019 killing in Berlin of a Georgian citizen of Chechen descent.

U.S. officials made an offer to swap Gershkovich last year that was rejected by Russia, and the Biden administration has not made public any possible deals since then.

Shortly after Russia invaded Ukraine, Gershkovich wrote on X, formerly Twitter, that “reporting on Russia is now also a regular practice of watching people you know get locked away for years.”

Fluent in Russian, Gershkovich knew the risks and, after his arrest, knew “right from the very start that this was going to take a long time,” Ebel said.

The Journal’s Tucker said she is “optimistic that 2024 will be the year Evan is freed but I’m also realistic,” noting that any negotiations for a swap are taking place against a “very febrile” backdrop.

That includes tensions with the West over the war in Ukraine, the recent attack on a Moscow concert hall and the U.S. presidential election.

Friends and family say Gershkovich is relying on his sense of humor to get through the days. Tracy said outside court Tuesday that he has displayed “remarkable resilience and strength in the face of this grim situation.”

From behind bars, he has organized presents for friends on their birthdays as well as sending flowers to important women in his life for International Women’s Day earlier this month.

“He is telling people not to freak out,” said Milman, noting that her son is a source of great pride for the family.

But as he enters his second year of detention, the strain on them is showing.

Every day, Milman said, “I wake up and look at the clock.”

“I think about if his lunchtime has passed, and his bedtime,” she said. “It’s very hard. It’s taking a toll.”

Stray dogs that are found in the city limits of Moscow are held for 10 days, while we search for an owner to claim them. Stray dogs that are found in Latah County are held for 6 days, while we search for an owner to claim them. Stray cats that are found either in city limits of Moscow or Latah County are held for 6 days, while we search for an owner to claim them. 

Upon arrival, HSoP staff immediately search for any identification (collar, ID tags, and microchips). If the animal has identification we contact the owners to alert them their animal is safe with us, and waiting to be picked up. If the animal does not have identification, or we cannot get a hold of the owners, we post a picture and description of the animal to our Facebook page.

If the animal is not claimed during the stray holding period, we begin the process of getting the animal ready for adoption. All animals adopted from HSoP are spayed/neutered, vaccinated, and microchipped prior to leaving the shelter. 

Owner Surrendered animals

Animals may be surrendered to HSoP for any number of reasons. HSoP does not accept aggressive animals, or animals with a known bite history. When an animal is surrendered to HSoP, we immediately start the process of getting them ready for adoption. If the animal is not already, we will spay/neuter, vaccinate, and microchip them.

*** HSoP is a no-kill shelter, which means we are limited admission intake. We do not euthanize animals for space. When our kennels are full we do have to place animals on our wait list to be brought into the shelter when space is available. Our wait list is dependent on our adoption rates. The quicker our animals find loving homes, the quicker we can bring new animals into HSoP.

Other Animals

HSoP does not have the space or safe-housing to take in birds or reptiles. HSoP does accept "pocket pets", such as ferrets, rabbits, rats, hamsters, and guinea pigs. We are limited on space for our small animal friends, so we do keep a wait list for animals to come in when we are full.

Dogs found in Moscow and Latah County may be brought to the HSoP for holding until an owner is located.​

HSoP can also scan any found pet for a microchip. This service is also available at veterinary clinics.

Make flyers in eye-catching colors with a photo and description of the found pet. Post flyers in your neighborhood, local shelters, veterinary hospitals, local websites, and grocery and feed stores. Even if the animal is in the shelter, these efforts will help the animal return home.  

Be aware that it is against City Code to post flyers on public property, such as telephone poles. ​   ​"The City of Moscow would like to remind citizens of the limits on posting signs or posters.  Per City Code Title 10 Section 1-22, posters or signs may not be attached on property that does not belong to the poster without first obtaining the consent of the property owner or their agent.  Also, posting signs on public property or right of way is prohibited.  The City does provide a free public bulletin board in Friendship Square for posting notices that is available to the public."

The holding period for found dogs in the city​ is 10 days.

The holding period for found dogs in the county is 6 days.

The holding period for found cats is 6 days.

Cats ar e allowed to roam freely in Latah County. If you feel a cat is indeed a stray, please contact us prior to bringing the cat in. If the cat is friendly and you are able to handle it, please put the cat in a carrier and call HSoP to let us know you plan on bringing in a stray cat. We currently cannot accept feral cats.

Stray Pets Found After Hours

If you found a stray dog in moscow city limits, you may call the non-emergency police line at (208) 882-2677 to have a moscow police officer impound the dog at hsop. the dog will be placed in our indoor kennels with food, water, and a bed until hsop staff arrives the following morning. we will scan the pet for any identification, and start the process of reuniting the pet with their owner. , if you found a stray dog in latah county limits, you may call (208)882-2216 to have a latah county deputy impound the dog at hsop. the dog will be placed in our indoor kennels with food, water, and a bed until hsop staff arrives the following morning. we will scan the pet for any identification, and start the process of reuniting the pet with their owner. , there is no assistance for stray cats found in moscow or latah county., if you find an injured stray pet after hsop and the local veterinary clinics have closed, you can call washington state university veterinary teaching hospital at 509-335-0711., owner surrendering companion animals.

While we would love to accept all animals, for the safety of our animals and staff we are unable to accept the following:

Animals with known aggression problems or behavioral disturbances, which would prevent them from being adopted

Animals that have bitten someone

Animals with known contagious or fatal diseases

How do you surrender a pet?

Please understand that as a limited-access, no-kill facility, we do not have room for all animals.  In order to stay a no-kill facility, HSoP does not euthanize to make space. 

That being said, to adhere to our no-kill stance we are unable to offer “walk-in” owner surrenders .  Please contact HSoP to discuss our owner surrender process prior to arriving at HSoP with your owned pet.

How many animals we adopt out decides how many animals we can take in, and this includes stray animals.  Once HSoP reaches our care capacity, we cannot take in more animals.

To help HSoP better find the best possible home, we ask owners to fill out a personality profile for their pet.

HSoP also requires a copy of any medical care an owned animal has received.  Including but not limited to, spay/neuter and vaccination information. HSoP asks for a copy of any medical care provided, but surrendered animals are NOT required to be up to date on vaccinations, spayed or neutered prior to arrival.

If your pet is spayed/neutered, we can help advertise your pet on our Petfinder page . We will create a courtesy listing for your pet, and advertise them along with our other adoptable pets. HSoP will only assist in the advertising, and you will be in control of the re-homing process. You will decide if there is a re-homing fee, home checks, or any other adoption requirements for your pet. The goal of courtesy listing is to help your pet find a new home, without needing to come into HSoP. If you would like HSoP to courtesy list your pet, please call us at (208)883-1166.

Alternatively, you can list your pet to be rehomed through Rehome by Adopt-a-Pet. This service allows you to create your own free listing to advertise your pet to others. It offers screening questions, resources for choosing a good family, and full control over where your pet goes. Your pet does not need to be spayed/neutered to use this service, but the new owners are obligated to have your pet fixed within 30 days of adoption. The adoption fee is passed along to the referring shelter or shelter of your choice, which helps us to care for any homeless pets that make their way into our facility.

  • Does HSoP euthanize animals? The Humane Society of the Palouse is a low/no-kill shelter. HSoP will not euthanize adoptable animals due to space. We’ve stayed true to our mission for 45 years and are committed to preserving and nurturing the lives of all the rescued animals in our care. We reserve humane euthanasia only in instances when animals are suffering greatly with no potential for relief, or if an animal is so aggressive that he or she presents a danger to people or other animals and cannot be safely handled or placed. The decision to euthanize is never made lightly and done only with the best interest of the animal in mind. HSoP is committed to providing all of the animals we rescue with the individualized and compassionate care they need and deserve until they are adopted by responsible, loving people.
  • How many canines does HSoP help per year? Each year HSoP provides temporary housing for anywhere from 200-300 dogs.
  • How many dogs are returned to their owner, and how many are adopted out per year? For stray dogs that are found within Moscow city limits, HSoP on average will be able to reunite 60% with their owners and 40% will remain in shelter care until adopted. Whereas stray dogs that are found outside of Moscow city limits, HSoP on average will be able to reunite 40% with their owners and 60% will remain in shelter care until adopted. We strongly encourage all pet owners to equip their pets with accurate ID to increase the likelihood of them coming home if they ever get lost. We encourage microchip ID for all pets, and strongly recommend a collar with an ID tag containing the owner's contact number.
  • How many felines does HSoP help per year? Each year HSoP provides temporary housing for anywhere from 200-300 cats. HSoP generally has more cats than dogs
  • How many cats are returned to their owner, and how many are adopted out per year?   • How much funding needs to be donated or raised by HSoP to make up the 35% and 8% of the annual budget? Each year, HSoP has to raise over $80,000 through donations and fundraising just to keep our doors open. ​ This is why any size donation is greatly appreciated. Without the generous and continued support of our pet community, HSoP would not be able to do what we do. Donate today!
  • Is the Humane Society of the Palouse part of the Humane Society of the United States? No. HSoP has no affiliation with HSUS or the ASPCA. Though we do look to the national animal welfare organizations to stay current with best practices, we do not receive funding nor are we affiliated with them. HSoP does apply for grants through these large national organizations, however HSoP does not receive annual funding from the HSUS or ASPCA.
  • Who is involved with HSoP? City of Moscow, Chief of Police City of Moscow owns the building and pays for utilities and make up 22% of HSoP yearly budget. Latah county provides 10% of HSoPs’ yearly budget. HSoP presents to the County Commissioners every year to request funding. HSoP Voluntary Board of Directors 14 members who bring a variety of expertise to the organization. HSoP has a full time staff of 5 that include: Shelter Director Animal Care Attendants Public Relations Manager Countless Volunteers
  • Does the Humane Society of the Palouse pick up stray animals? The Humane Society does not pick up animals. Stray dogs found within Moscow city limits can be reported to the Animal Control Officer by calling (208)882-2677. If a stray dog is found in Latah County, citizens can call the Latah County Sheriff’s office at (208)882-2216 for assistance, but do so knowing there is no animal control for Latah County. There is no animal control for stray cats.

  • If my pet is missing, could it be at the animal shelter? Hundreds of companion animals come into the shelter every year from Latah County. If your pet is missing, it is important that you contact the shelter as soon as possible so that a missing pet report can be completed and shelter staff can be notified to look for your pet. It is also important that you visit the shelter in-person and look for your pet on a regular basis. Please remember that it is the responsibility of the pet owner to search for their missing pet; however, HSoP will do everything possible to assist you in doing so. We also encourage posting a photo, description and information about where your pet went missing from as well as when to local lost and found groups on Facebook.
  • What happens if my pet is brought to the shelter? If your pet is not readily identifiable by tag or microchip, your pet will be held for a stray holding period. Dogs found in the City of Moscow have a 10-day holding period. Dogs found outside of Moscow but within Latah County have a 6-day holding period. Cats found anywhere within Moscow or Latah County have a 6-day holding period. The Shelter will make every effort to contact you regarding your pet during this time. Reclaim fees apply in each situation and must be paid prior to reclaiming your pet. Unclaimed pets become the property of HSoP following the end of a stray holding period. Once this happens, they start the process of becoming ready for adoption. Please ensure that all of your pets have accurate ID to increase the chance of being reunited with them if they ever get lost.
  • What does it cost to reclaim my pet from the shelter? Pet owners are charged an impound fee of $20.00. To reclaim a dog that lives within Moscow city limits, if the dog is not already licensed with the city, the purchase of a lifetime license is mandatory. The license is $25.00 for altered dogs and $35.00 for intact dogs. Boarding fees of $10.00 per day are charged for each day of impound after the initial twenty-four hours of arrival at the Shelter
  • Do I have to have my pet spayed or neutered? Spaying or neutering is not required for reclaimed pets, although we encourage responsible sterilization of pets and offer assistance through S.N.A.P. Spaying or neutering your pets can prevent unwanted litters and even prevent some cancers in your beloved cat or dog. There are already so many homeless cats and dogs at the shelter, we don't need anymore! If you are in need of assistance having your pet spayed or neutered, please apply for our Spay/Neuter Assistance Program (SNAP).
  • If I witness what I believe to be an act of animal cruelty, who do I call? Humane Society of the Palouse encourages the public to IMMEDIATELY report acts of animal cruelty or neglect to Animal Control by calling (208) 882-2677 if occurring within Moscow city limits, and (208) 882-2216 if occurring in Latah County. HSoP does not have the ability to report cruelty or neglect secondhand. If we are contacted about situations of this kind, we will direct them to contact local law enforcement.
  • Does HSoP offer veterinary services to the pulbic? Though we would love to offer spaying/neutering and vaccination services to our local pet community, HSoP does not have the ability or facilities to do so at this time. HSoP does offer assistance through our Spay/Neuter Assistance Program (SNAP), and microchipping services. For a list of local veterinary services, please view the Veterinary Services resource page in the HSoP Resource Library.
  • Does it cost money to surrender an owned animal? Yes. HSoP does ask for a small donation to help provide care for owned pets that have been surrendered. Please visit our Owner Surrender page to learn more.
  • How old do I have to be to visit the shelter? Anyone is welcome to visit the shelter during our open hours! We do have some restrictions about who can see and interact with shelter pets: - You must be at least 18 years old to enter our dog kennels or to interact with our adoptable dogs without a parent or guardian present. - You must be at least 18 years old to interact with our adoptable cats without a parent or guardian present (unless you're working a junior volunteer shift). - Those 17 and under are welcome to visit the shelter and interact will all of our adoptable pets, so long as they're accompanied by a parent or guardian over the age of 18.
  • I'm going on vacation, can you board my pet? No. At this time HSoP does not offer boarding services for pets. There are several boarding facilities throughout Latah County and most vet clinics will also board. For a list of local boarding services, please view our Pet Boarding Services resource sheet in the HSoP Resource Library.
  • I found a wild animal hurt in my yard, what should I do? HSoP is not equipped care for wildlife. If you've found an injured or orphaned wild bird or animal, please call Palouse Wildlife Rescue and Rehabilitation at (208) 614-2273.   • I found a feral cat, what do I do? HSoP does not have the ability to provide care for feral cats within our facility. We do have a Trap-Neuter-Return (TNR) program for feral cats living on owned property in Latah County. The program intends to reduce feline infectious diseases and homeless cat births in our region, by providing feral cats with vaccines, spay/neuter surgeries, and ear-tips for identification.
  • Why can’t I bring my animal to the Humane Society of the Palouse if I live outside of Latah County? HSoP does not euthanize to make space. We do not have the capacity, space, or manpower to receive animals from outside of the agreed jurisdiction we have with the City of Moscow and Latah County. We recommend contacting the shelter that services your county and they may be able to help.
