Royal Caribbean shares key safety news for passengers

W hen you book a cruise, the cruise line reserves the right to change the itinerary at any time. That's because weather, political unrest, and a variety of other concerns can force a cruise line to change its plans.

In some cases, a medical emergency might for a cruise ship to change its route and that could impact a planned stop. A recent sailing of Celebrity Cruise's Silhouette, for example, had to make an added stop to offload a passenger with a medical crisis. That caused the ship to land in San Juan in late afternoon rather than early morning.

Related: Carnival Cruise Line makes a controversial onboard-rule change

Because of the change, most planned excursions were canceled and refunded.  That was a disappointment for some passengers, but it's not likely that too many people booked the trip because it stopped in San Juan.

In other cases, Royal Caribbean, Carnival Cruise Line, Norwegian, and other cruise brands have to make choices that will upset passengers. All cruise lines, for example, have not been sailing in Israel because of the ongoing war there. That's at least something passengers who booked on ships that would have made stops there know well before their sailing.

Unplanned cancellations happen all the time and that often has passengers following the news in various countries to see if their port stop may get cancelled. One popular Royal Caribbean ( RCL ) destination has been in the news and that has a lot of passengers asking if their stop at a fan-favorite destination might get canceled.

Royal Caribbean deals with political unrest

Royal Caribbean has become known for its private destinations in the Caribbean. Perfect Day at CocoCay has become the standard for cruise line private islands and a favorite destination of many passengers.

Some passengers, however, prefer the cruise line's other Caribbean private stop, Labadee, Haiti. That area, which is a peninsula, not an island, has not been developed as much as CocoCay. It's more of a traditional cruise ship private destination offering beaches, an inflatable water park, a BBQ area, bars, and a roller coaster-like ride that takes people through the treetops.

Labadee lacks CocoCay's pools, its added-fee beach club, and its new adult-only area. To some cruisers, that makes it more pure and it's a favored spot for many.

Many Royal Caribbean passengers, however, have been worried about whether their Labadee stop will be canceled due to the political unrest in the country and the U.S. State Department's emphatic warning on the area:

"Do not travel to Haiti due to kidnapping, crime, civil unrest, and poor health care infrastructure. On July 27, 2023, the Department of State ordered the departure of family members of U.S. government employees and non-emergency U.S. government employees. U.S. citizens in Haiti should depart Haiti as soon as possible by commercial or other privately available transportation options, in light of the current security situation and infrastructure challenges."

Royal Caribbean shares good news (and a warning)

Royal Caribbean has canceled port stops to Labadee in the past due to the ongoing unrest in the country. That's not happening now, according to a report from Matt Hochberg of the Royal Caribbean Blog , which is not affiliated with the cruise line.

"While Labadee is indeed in Haiti, it’s a private port only accessible to Royal Caribbean. In fact, the area of Labadee is secured and monitored to ensure the safety of cruise passengers and crew members," he wrote.

Basically, while Labadee is technically Haiti, it's actually a remote area that's more than a six-hour drive from Port Au Prince, the country's capital. Visitors to the Royal Caribbean island cannot go on excursions that take them outside the area controlled by the cruise line.

A spokesperson for the cruise line did issue.a broad safety warning in a statement to the media.

“The safety of our guests and crew is our top priority. Our global security teams are closely monitoring the situation in the area. At all times, we remind guests to remain aware of their surroundings while ashore and follow all State Department guidelines. Should any changes be required, guests will be notified directly," the cruise line shared.

Haiti jailbreak

The State Department is warning travelers not to go to the Caribbean nation of Haiti even as American military forces are being brought in to shore up security at the U.S. Embassy in Port-Au-Prince.

The Travel Advisory for Haiti remains at level four, meaning all travel to the country is discouraged. Other level 4 countries include Russia, Syria and Burkina Faso.

“The current security situation in Haiti is unpredictable and dangerous. We are aware that there are few or non-commercial options to depart Haiti safely at this time. As they become available, we urge U.S. citizens to take advantage of them,” the US Embassy said in a statement issued this week.

Travelers who are in Haiti are advised to avoid crowds and being outside after dark, keep a low profile and be aware of their surroundings.

Haiti is located on the island of Hispaniola with the Dominican Republic sharing the island to the east. The Dominican Republic is under a level 2 advisory with visitors urged to exercise increased caution.

The U.S. military presence will protect the embassy and allow non-essential American personnel to leave the area, which has been taken over by violent street gangs, the AP reported.

A do-not-travel alert for Haiti was issued in July 2023 for what the State Department described as “kidnapping, crime, civil unrest and poor health care infrastructure.” Later that month, the U.S. ordered all family members of U.S. government employees and non-emergency personnel to leave the country. American government personnel have been limited to only confined areas around the Embassy and are not allowed to walk in Port-au-Prince, use any public transportation, visit banks or ATMs, drive at night or travel between 1 a.m. and 5 a.m.

Despite the security issues, which included a mass prison break last week, cruise ship lines continue to stop in the country.

Royal Caribbean ships continue to call on Labadee, the cruise company’s property located on a peninsula about six hours drive away from Port-au-Prince, CNN reported. The area is only available to ship guests and visitors do not leave the resort. No security issues have been reported at the resort.

The company said it is monitoring the situation in Haiti.

“The safety of our guests and crew is our top priority. Our global security teams are closely monitoring the situation in the area. At all times, we remind guests to remain aware of their surroundings while ashore and follow all State Department guidelines. Should any changes be required, guests will be notified directly,” a Royal Caribbean spokesperson told CNN.

Is it safe to travel to Haiti right now? What travelers should know

rccl emergency travel team

The State Department is urging Americans not to travel to Haiti amid fresh gang violence in the country, which declared a state of emergency last week.

While neither the warnings nor violence are entirely new – Haiti has been a Level 4: Do Not Travel destination in State Department travel advisories since even before the 2021 assassination of President Jovenel Moïse – a spate of recent high-profile attacks, including an attempt by armed gangs to seize control of the country’s main international airport, has sparked renewed urgency.

“The current security situation in Haiti is unpredictable and dangerous,” the U.S. Embassy in Haiti said a security alert issued Sunday. “We are aware that there are few or no commercial options to depart Haiti safely at this time. As they become available, we urge U.S. citizens to take advantage of them. The U.S. Embassy’s ability to assist U.S. citizens is severely limited.”

The U.S. military stepped in to airlift American personnel “into and out of the Embassy” to augment security, U.S. Southern Command said Sunday in a statement to USA TODAY. Meanwhile U.S. citizens in Haiti can fill out crisis intake forms and enroll in the State Department’s Smart Traveler Enrollment Program program for updates.

Here’s what airlines and cruise lines are doing about trips to Haiti.

Are there direct flights to Haiti?

Three U.S. airlines typically operate direct flights to Haiti: American, JetBlue and Spirit. However,  all three have temporarily suspended service and issued travel waivers for the Caribbean destination.

  • American Airlines customers with flights scheduled to, through or from Port-au-Prince (PAP) through March 15 may modify flights without paying change fees. Changes must be made by March 15 with the same origin and destination cities as the original booking.
  • JetBlue Airways is waiving change and cancellation fees for travelers with flights scheduled to and from Port-au-Prince through March 22. Customers must rebook by March 27.
  • Spirit Airlines is waiving change fees and fare differences on travel to, from or through Cap Haitien (CAP) and Port-au-Prince through April 15. Travelers should rebook by April 30. After that, the airline said change fees would still be waived, but fare differences may apply.

Do cruise ships still go to Haiti?

Royal Caribbean and its sister line Celebrity Cruises stop in Labadee, Haiti , a private destination about six hours away from Port-au-Prince, by car.

According to Celebrity’s website, it doesn’t look like the line has any sailings scheduled there until fall, but Royal Caribbean’s Adventure of the Seas, Explorer of the Seas, Independence of the Seas, Mariner of the Seas, Oasis of the Seas and Symphony of the Seas all have stops scheduled in Labadee over the next month. So far none have been canceled.

“The safety of our guests and crew is our top priority,” a Royal Caribbean spokesperson said in a statement to USA TODAY. “Our global security teams are closely monitoring the situation in the area, and at all times, we remind guests to remain aware of their surroundings while ashore. Should any changes be required, guests will be notified directly.”

The cruise line is aware of the travel advisory and has private security in the area. Only employees and guests are allowed on site. Guests are not allowed to leave the resort, partly for their safety.

MEXICO CITY — Haiti is entering its second day of a state of emergency, after gangs attacked the capital city's most important prisons over the weekend, releasing thousands of inmates. The country's airport is under siege, and on Monday evening, it was still not clear whether Haiti's de facto prime minister had made it back into the country.

Monique Clesca, a well-known activist in Haiti, says the weekend represented "three days of terror."

"Gangs paraded throughout Port-au-Prince with their arms openly," she told NPR. "It wasn't done at night and the police was nowhere to be found."

Haiti declares a curfew as it tries to restore order after weekend jailbreaks

Almost three years after the assassination of President Jovenel Moïse , Haiti has been in free-fall. Elections haven't been held since 2017, so the term for every elected official has expired; security services are overwhelmed and millions are going hungry.

Here are three things you should know about this latest bout of violence in the country.

It marks the overt involvement of gangs in politics

Robert Fatton, who studies Haiti at the University of Virginia, says other bouts of violence in Haiti were marked by fights between gangs.

This time, he says, the gangs in Haiti have forged an alliance and at least one of the big gang leaders, Jimmy Chérizier, who is nicknamed Barbecue, has said explicitly that the point of this violence is to overthrow the government.

Leader of the "G9 and Family" gang, Jimmy Cherizier, better known as Barbecue, in Haiti on Oct. 21, 2022.

Fatton says working together, the gangs have flexed a powerful muscle. They already controlled most of the capital city, but over the past week, they shot at airplanes at the international airport in Port-au-Prince. International airlines stopped their flights, something that rarely happened in the past. The gangs also overpowered police at two of the main prisons and managed to release thousands of inmates.

As its only remaining elected officials depart, Haiti reaches a breaking point

As its only remaining elected officials depart, Haiti reaches a breaking point

This is a critical moment for Haiti, Fatton says.

"The situation is on the verge of a real collapse of any and every institution that remains in the country," he says.

In other words, he says, there is a possibility the gangs could become the dominant force in Haiti.

Haiti's de facto prime minister is not in the country

Haiti's de facto Prime Minister Ariel Henry traveled to Kenya last week. Last year, the East African country agreed to lead a multinational force in Haiti , but Kenyan courts have delayed the deployment. Henry was in the country trying to close that deal.

When the violence broke out, it was Patrick Boisvert, the country's finance minister who was acting as prime minister, who signed the emergency declaration .

Haiti's Prime Minister Ariel Henry gives a public lecture at the United States International University in Nairobi, Kenya, on Friday. Henry said elections in his country need to be held as soon as possible to bring stability to the troubled Caribbean nation.

At a press briefing, the U.S. State Department said Henry was "returning to the country."

"We think it's important that he do so and that he be allowed to do so," State Department spokesperson Matthew Miller said, declining to say more.

On Tuesday night, however, several news outlets were reporting that Henry had touched down in Puerto Rico. Citing tracking data, The Associated Press reported that Henry's flight had originated in New Jersey and was heading toward Dominican Republic, which shares with Haiti the island of Hispaniola. His plane circled mid-flight before diverting to Puerto Rico.

Kenyan police are still seen as the way out of this crisis

Speaking to reporters the State Department's Miller said the crisis "underscores the urgency" of finalizing the Kenyan-led mission.

Clesca, who was part of a civil society group that has promoted a holistic approach to ending the Haitian crisis, says part of the problem is that Prime Minister Henry has been solely focused on a military solution. Henry, she says, could have ordered a state of emergency from the time he came to power, allowing the police to bring the gangs under control and at the same time plan for elections.

Haiti's Slain President Presided Over The Collapse Of Security In His Country

Haiti's Slain President Presided Over The Collapse Of Security In His Country

"Instead, a few months after [he came to power], he went to the United Nations and said 'send me some troops' and then crossed his arms," Clesca says. "And that's all they did — wait and wait and wait."

On Friday, Henry and Kenyan President William Ruto witnessed the signing of a bilateral agreement authorizing the deployment of 1,000 Kenyan police officers to Haiti. Kenya's government believes the agreement satisfies the objections of the Kenyan courts, which had stopped the deployment.

"It is a mission for humanity," Ruto said . "It is a mission in solidarity with our brothers and sisters in Haiti."

Ruto said the signing of the agreement was the "final step" and that his police force would "be there at the earliest opportunity that is possible."

All our flights / transfers are booked with Royal Carribean but it’s ever so tight arrive at 13.15 at airport then from Rome airport it’s 45m to 1 hr journey to port.

Royal carribean says the ship won’t depart without the passengers but I don’t believe that and they will get us on the ship but it could be at next port which is day 3 and half the holiday is missed. I also believe the ship stops boarding maybe 1 hr before departure which is 5pm

I know now in hindsight we should have booked to fly in day before but we are first time cruisers and it was completely overwhelming booking this for 14 people. At no point did the agents from RC say it would be better to fly in day before and the cost is ridiculous to get them to alter it now.

If anyone has experienced this please can you share your advice and what happened.

Wow. That's crazy tight.

Yes, RCCL will hold the ship, if at all possible, if there's large amounts of passengers delayed. (14 isn't a large amount, couple hundred would be...)

If not possible to hold the ship, they'll get you to the next port to embark - hotels, food, etc would be on your dime though.. travel insurance is your friend in this case....

Personally, I'd be seriously considering changing the flights , but you've noted it's apparently too expensive to do so, so you're stuck with it - no point worrying about it in that case and just hope for the best...

rccl emergency travel team

Yes, I know it is stressful to see all the times in black and white and know how tight the connections could be.

You will also need to clear customs and passport control, which hopefully will go quickly. I will keep my fingers crossed your traffic to the port is minimal.

If you are too late for muster drills and introduction stuff, they will let you do it the next day. If you are very late and they have removed the passenger walkways, they can possibly let you in the crew doors, which stay open until the last minute (yes, I have gone through that way when much, much younger.)

But, I think the ship could depart even a few hours late and still make up the time, especially if your next day is just a sea day. However, they may be on a strict schedule for departures from the harbor which is beyond their control.

Try to get a phone number for the ship check-in area/the Royal Caribbean Emergency Travel team to call for emergencies if you seriously think you will not make it. Also, inform your travel agent to keep alert in case you need to contact him/her last minute regarding the situation. As Sea___Reed006 said, make sure you all have travel insurance.

I am leaving out of Rome on a cruise this Summer as well, and I am going to the city four days in advance, just because there is so much to see and do!

I hope all goes smoothly, and I wish you a wonderful first cruise !!

It is your responsibility to book flights that give you ample time to easily get to the ship!

Th ere isno guarantee you will get there in time although they SHOULD hold the ship for you since you booked with the cruise line

As you've booked transfers with RC you should be ok, however I'm surprised they are doing transfers this late in the day based on my experience with Rome airport. Took us well over an hour to clear their immigration last time and adding the trip down to the port I reckon best case is you'll get there about 4pm. However, knowing Italy the ship will be late leaving at any rate.

Tripadvisor staff removed this post because it did not meet Tripadvisor's forum guideline limiting each user to a single forums screen name.

Thats a little harsh.

The OP booked a flight and cruise package direct with the cruise line. It is not unreasonable to expect that the flight schedule would be suitable for the cruise in question.

rccl emergency travel team

Flight got delayed, we were informed accordingly that the ship would wait and it did. It was all booked with the cruise line. We were not the only passengers who were on that flight .

But I'm not Simon Calder so you might want to check this for yourself (again only if you have to).

If your flight is rescheduled or seriously delayed then RC will get you to the ship on day 3. You will miss a day and a bit of the cruise , but look on the bright side - you're still on holiday :)

(I had to tell my wife this when I thought we were going to miss the ship in Livorno. She didn't agree either).

But I maintain there's a very good chance that everything is going to be fine anyway.

." I would be amazed if they didn't hold the ship should you be late:

If you choose to pick a tight schedule then you always take a risk of your own making

Will you won't you make it would not be a question I would ever risk

Cancellation due to serious illness: can passenger get a refund or change date?

Cool Cruiser

We are a group of 24, booked through the group booking department so everyone paid in full by the final payment date of 2/6/2023. The sailing itself is 5/7/2023, so about 50 days out. A member of our group has a number of health problems as a result of battling a very serious disease. Her son is also on the sailing but in a separate cabin. They do not have travel insurance. At the time that they booked she was feeling ok, but since then has suffered a relapse. If she is not well enough to travel and has a doctor’s note to that effect, will RCCL issue a refund or at least a credit toward a future cruise date? How about for the adult son? He is her caretaker and one of the reasons he booked the trip was to help her during the sailing.  Anyone with any insight on this? Thank you

Wow that is awful. I’m sorry all of that happened to you.  It is terrible that they would not issue at least a credit for a future cruise, just as a matter of good will. I’m sure my group member and her son wish they had gotten the insurance but this would be only her second cruise and his first. It just didn’t occur to them. I know the rules are the rules, but there should be some compassion for someone seriously ill.    I myself am Diamond Plus, but if they do not offer them some type of an accommodation under the circumstances I’m not sure how “loyal to Royal” I’ll be in the future. As it is, the customer service for the group booking had been a nightmare. This would be the final straw. Hopefully I’m worried about nothing. She is awaiting some tests results this week and im praying that she be well enough to travel. If she isn’t hopefully RCCL will issue at least a partial refund or credit. I guess we will see…

First and foremost I hope the woman is well enough to go on the cruise. Having said that, I don’t understand why you would fault RCI because they failed to purchase travel insurance. Any experienced cruiser or TA will tell you purchasing travel insurance is a must because of potential future changes (health, travel, job change, etc.). At some point individuals need to take responsibility for their actions (or lack of action) and stop blaming others for their problems.

Without travel insurance from RCL itself, the cruise line will not make any accommodation. Even had they purchased travel insurance, the fact that it appears to be a pre-existing condition would have negated any compensation, regardless of who issued the insurance. Have you contacted the TA that the group booked through to see if there is any way that they can re-sell the cabin to someone else. Other than that, there really are no viable options for a refund or any credit other than to try to move the reservations to a future date.

My house burned down but I don’t have insurance because I didn’t think anything would happen. Will someone please pay the rebuilding cost??!

See how silly that sounds?

There is a graduated loss of payment, based on how many days out.  60-31 days out, 75% of payment is forfeited.  74-61 days 50% is forfeited.  I suggest they call their travel agent or if not booked with a TA, RCI quickly, if they believe they aren’t going to sail.

For anyone considering not getting insurance, or not qualifying for it, you must decide if you can afford to lose the amount you spend on a cruise. That is why so many here recommended insurance. Cruise lines aren’t going to absorb this kind of loss out of compassion. They are a business, and all operate this way.

I am really sorry about your friends. That is tough.

49 minutes ago, dleahy4444 said: We are a group of 24, booked through the group booking department so everyone paid in full by the final payment date of 2/6/2023. Thank you

She has a number of health problems and didn't insure her trip. Even if her pre existing conditions prevented getting insurance, her son should have purchased some. If Royal make one exception they have to make them for everyone. And that's not fare to the rest of us.

Thank you for your kind words. As I stated in my original post, they are not experienced cruisers, or travelers for that matter so it didn’t occur to them to get the insurance. I understand that the cruise line is a business but it know that other businesses such as the airlines will make accommodations under certain conditions.  If they need to cancel I’m sure RCCl will not incur that much of a loss. They will potentially book her cabin directly or through Royal Up. They will save on the food she is not eating, so I don’t think it would be unreasonable if they issued a partial refund or future credit. But it is what it is. She is awaiting test results this week, and Gid forbid it’s bad news, we will reach out to Rccl immediately

You cannot "resell" cabins.  One original name must remain on the reservation

ARandomTraveler

There are so many people who cruise that have health conditions, and if the cruise line was going to make exceptions for these kind of circumstances, it would negate anyone's reason for buying insurance. In fact people would be better off NOT buying insurance because most of the time, pre-existing conditions are not covered, unless you buy a certain kind of insurance within a very short window of time after making your initial deposit. It would be a waste of money for an unhealthy person to pay the insurance premium if it were easier (and free) to just get an exception from the cruiseline.

Being a new cruiser and inexperienced traveler isn't any reason to make an exception either. It's unfortunate, but it's called "learning the hard way." I'd be more upset at the person who made your group booking who failed to educate these new travelers about things like travel insurance.

There are probably dozens of "undue hardship" stories on every cruise.  It is not up to Royal to compensate guests for these situations and in my experience they don't. I hope your travelling companion recovers and is able to travel.

I posed this question with the hopes of getting some input from people that had a similar experience, As an experienced cruiser and traveler I’m well aware that they should have opted for the insurance. They are not experienced. They made the booking themselves on the telephone with the group booking agent so I don’t know what, if anything,  was discussed about trip insurance.  Regardless, the insurance was not purchased. No need for a lecture on what should have been done, when it’s too late to do anything about it. I’m also not “blaming RCI” for anything. I however do expect that a business that I have been loyal to for many years would show some compassion when someone in my group is in a difficult situation. if not, lesson learned.

Some travel insurance companies will waive pre-existing conditions IF purchased within a specified time of booking the cruise.

Also if the son had bought travel insurance he would be covered because he was traveling with his mother.

I have seen an argument that you should absolutely always buy health insurance for a cruise because of the possibility of extreme costs (e.g, possibly a $100,000 in medical bills or more) however, it might not make sense to buy travel insurance. The argument is that you have already budgeted for the cost of the cruise so losing the money will not break you and if you add up the total cost of travel insurance for many cruises then in the long run you may be better off taking the occasional loss.

You don't get it though, you're saying you expect a company you've been loyal to,

to show some compassion, and what we're all trying to help you see is that it wouldn't make sense for them to do anything in situations like this.

There are way too many people who have a sad story, and they can't go around compensating everyone just because they're having a rough time, or because they're loyal customers, or for any other reason.

This is why insurance exists. It is very sad that this is happening to your friends, but they're no different than the thousands of other people having the same or similar issues every day, hoping the cruiseline will bail them out of a bad situation they didn't properly plan for (or didn't expect to happen).

True, but based on the way the OP described the cabin arrangements, the odds are that neither the mom nor the son are likely to be sailing solo so you could change one of them out and insert a different occupant into the cabin.

Going to be pretty hard to fond a solo traveller.

I'm sorry this is happening to your friend. As others have stated, it's the timing that matters, and it's too late to only lose the deposit. If possible, I would hope the son could go if respite care is an option for the mother. Caretaking is hard.

Thank you for your kind words.

44 minutes ago, Ourusualbeach said: Going to be pretty hard to find a solo traveler.

Undoubtedly, but there really are no other remotely viable options.

My wife and I had 2 cruises booked for this year - neither was at final payment stage , but one was close - so only deposits had been paid. We are almost at diamond plus level so have a fair few cruises with RC under our belt.

My wife has been unwell for the last few years and without going into detail she is unable to travel this year , and we  may not be in a position to be able to cruise again - time will tell.

We obtained a doctors letter detailing her condition and my travel agent contacted the appropriate department and explained the situation.

The next day she had an email saying they would be happy to refund our deposits.

Quite unexpected as I knew they were under no obligation to do this and I was actually quite resigned to losing the deposits - it was my travel agent who suggested giving this a try.

I always take out travel insurance just before I make final payment on a cruise or holiday . Quite often the excess you have to pay is similar to the deposit so makes no sense to take it out before then.

Great Review

You absolutely always need to buy medical.   You can only lose how much you put into a vacation but the sky is the limit on medical costs. There is no upper limit on that.

As someone whose wife was run over by car in Zimbabwe last summer, it gives me a great deal of comfort knowing the 100k I had to put out WILL (albeit I am still waiting on a 55k travel insurance claim I filed back in July) be reimbursed eventually.  That doesn’t even include all the money the insurance company paid out to the med evac company and hospital once they got involved and we no longer needed to pay for the medical care while we were trying to get stabilized to be repatriated back to the US.  Someone could be financially ruined if you do not have medical insurance while traveling, but you will just take a hit if you dont have travel insurance.  Self insuring yourself for your vacation based on your personal risk may not be a bad idea but YOU REALLY NEED MEDICAL.

It is certainly worth asking the question about even a future cruise credit. The worst they can say is no , and nothing is lost by trying.

People buy insurance to cover themselves if there is  an issue. No one expects to be ill, but you never know.

As someone who purchases insurance, I would be annoyed if Royal Caribbean issued refunds to those who do not spend the money on insurance.  That’s what insurance is for.

Sadly several years ago, I had to cancel two cruises after  final payment because of a medical diagnosis. I had  the proper insurance, and after providing the appropriate paperwork I was reimbursed for everything I had  paid.

Sorry to be so harsh, but if people received refunds without buying insurance, why would anyone buy insurance?
