Frequently Asked Questions: Guidance for Travelers to Enter the U.S.

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request. On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.
These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.
Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. See CDC guidance for more details regarding air travel requirements.

Entering the U.S. Through a Land Port of Entry or Ferry Terminal
Q. what are the requirements for travelers entering the united states through land poes.
A: Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:
- Possess proof of an approved COVID-19 vaccination as outlined on the CDC website.
- During border inspection, verbally attest to their COVID-19 vaccination status.
- Bring a Western Hemisphere Travel Initiative compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.
Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?
A: Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.
Q: Which vaccines/combination of vaccines will be accepted?
A: Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.
Accepted Vaccines:

- 2 weeks (14 days) after your dose of an accepted single-dose COVID-19 vaccine;
- 2 weeks (14 days) after your second dose of an accepted 2-dose series;
- 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial;
- 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart.
Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?
A: No. The CDC guidance for “full vaccination” can be found here.
Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?
A: No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.
Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?
A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.
Processing Changes Announced on January 22, 2022

A: Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes. Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.
Q: Who is affected by the changes announced on January 22?
A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.
Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?
A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.
Q: What is essential travel?
A: Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.
Q: Will there be any exemptions?
A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.
- Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
- Children under 18 years of age;
- Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;
- Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
- Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
- Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
- Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
- Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.
Q: What documentation will be required to show vaccination status?
A: Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.
The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.
Q: What happens if someone doesn’t have proof of vaccine status?
A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.
Q: Will incoming travelers be required to present COVID-19 test results?
A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.
Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations?
A: See CDC guidance for additional information on this topic. Note that the vaccine requirement does not apply to children under 18 years of age.
Q: Does this requirement apply to amateur and professional athletes?
A: Yes, unless they qualify for one of the narrow CDC exemptions.
Q: Are commercial truckers required to be vaccinated?
A: Yes, unless they qualify for one of the narrow CDC exemptions. These requirements also apply to bus drivers as well as rail and ferry operators.
Q. Do you expect border wait times to increase?
A: As travelers navigate these new travel requirements, wait times may increase. Travelers should account for the possibility of longer than normal wait times and lines at U.S. land border crossings when planning their trip and are kindly encouraged to exercise patience.
To help reduce wait times and long lines, travelers can take advantage of innovative technology, such as facial biometrics and the CBP OneTM mobile application, which serves as a single portal for individuals to access CBP mobile applications and services.
Q: How is Customs and Border Protection staffing the ports of entry?
A: CBP’s current staffing levels at ports of entry throughout the United States are commensurate with pre-pandemic levels. CBP has continued to hire and train new employees throughout the pandemic. CBP expects some travelers to be non-compliant with the proof of vaccination requirements, which may at times lead to an increase in border wait times. Although trade and travel facilitation remain a priority, we cannot compromise national security, which is our primary mission. CBP Office of Field Operations will continue to dedicate its finite resources to the processing of arriving traffic with emphasis on trade facilitation to ensure economic recovery.
Q: What happens if a vaccinated individual is traveling with an unvaccinated individual?
A: The unvaccinated individual (if 18 or over) would not be eligible for admission.
Q: If I am traveling for an essential reason but am not vaccinated can I still enter?
A: No, if you are a non-U.S. individual. The policy announced on January 22, 2022 applies to both essential and non-essential travel by non-U.S. individual travelers. Since January 22, DHS has required that all inbound non-U.S. individuals crossing U.S. land or ferry POEs – whether for essential or non-essential reasons – be fully vaccinated for COVID-19 and provide related proof of vaccination upon request.
Q: Are sea crew members on vessels required to have a COVID vaccine to disembark?
A: Sea crew members traveling pursuant to a C-1 or D nonimmigrant visa are not excepted from COVID-19 vaccine requirements at the land border. This is a difference from the international air transportation context.
Entering the U.S. via Air Travel

Documents You Will Need
Carry - do not pack - all travel documents.
- All U.S. citizens need U.S. passport books if re-entering by air. Land and sea border crossings accept additional travel documents, such as U.S. Passport cards and Trusted Traveler cards. Child travelers have additional options - see the Traveling with Children section.
- Green card (Form I-551), or document for lawful permanent residents, or advance parole (Form I-512) if your Form I-551 is pending.
- A visa or other entry document for the countries you will visit.
- Receipts or registration ( CBP Form 4457 ) for new electronics, such as a camera or laptop, that you are taking abroad. (Only suggested if the goods are less than six months old.)
- Proof of rabies vaccination for dogs traveling abroad. Check the requirements for other pets at www.aphis.usda.gov .
- Valid license for driving overseas and for use as a second form of photo ID.
- Permits and/or certificates if bringing restricted animal or plant products - go to www.aphis.usda.gov .
- Medications in their original packages. Bring only the amount of medication you will need. Prescription medications have to be under the traveler's name.
- Envelope to hold the receipts of your purchases abroad.
Traveling with Children
When U.S. citizen children under the age of 16 arrive by land or sea from Canada or Mexico they may present an original or copy of their birth certificate, a Consular Report of Birth Abroad, or a Naturalization Certificate.
Groups of Children: U.S. citizen children under the age of 19 arriving by land or sea from Canada or Mexico and traveling with a school group, religious group, social or cultural organization or sports team, may present an original or copy of their birth certificate, a Consular Report of Birth Abroad, or a Naturalization Certificate. The group should have a letter on organizational letterhead with:
- The name of the group and supervising adult(s).
- The names of the children on the trip and their primary address, phone number, date and place of birth, and name of at least one parent or legal guardian for each child.
- A written and signed statement of the supervising adult certifying that he or she has parental or legal guardian consent for each child.

Vet, dog show judge charged with child porn, planned to assault unborn son: Court docs

A Chicago veterinarian and national dog show judge was arrested and charged with knowingly distributing child pornography. This happened days before his surrogate was expected to give birth to his child, whom he said he was planning on sexually assaulting, according to court documents.
Adam Stafford King, a veterinary ophthalmologist, was the subject of an arrest warrant issued on Thursday, March 21, according to court documents obtained from the Northern District of Illinois by USA TODAY.
The documents state that the material was distributed via the messaging app, Telegram, in September 2023, using handle "@pervchidude" with another person from New York who is not named.
In late-2023, the FBI took over the unnamed person's account, @sb1nyc, to continue the conversation with King via the app. The suspect continued to send the account images and videos depicting illicit material involving children.
The document states that King "claimed that he had a large digital cache of child pornography stored on Telegram, and stated that he had previously drugged and sexually abused his nieces and nephews."
King is currently being held without bond.
USA TODAY reached out to King's attorney, Jonathan Bedi, who declined to comment on the situation.

King was preparing to sexually assault his own unborn son, court docs detail
King texted the account, not knowing that it was the FBI, and said that his surrogate was expected to give birth on March 29 to his and his husband's child, the court document states.
King also expressed that he planned on sexually assaulting the child after they were no longer a newborn and sent a photo of a baby's outfit and ultrasound images of the unborn child to the account.
King's husband confirmed that they were in fact expecting a child and that the ultrasound images were that of their child.
According to the document, King texted the following to the account: “I do love the idea of inviting a buddy over when I have my boy... just has to be someone I can trust obviously … I plan on getting my [expletive] in him ASAP."
USA TODAY reached out to the FBI but they declined to comment on the case.

Completing the DS-160
Important Notice: Take care to answer all questions on the DS-160 accurately and completely; otherwise, you may have to correct your application and reschedule your visa interview appointment.
Electronically submitting your DS-160 online application is only the first step in the visa application process. Once you have electronically submitted your DS-160 online application, you must contact the embassy or consulate at which you wish to apply to confirm whether you need to be interviewed by a consular officer, and to schedule an interview. You can find a list of U.S. embassies and consulates here , with links to their websites where you can find information about scheduling a visa interview appointment. If the embassy or consulate at which you apply informs that you must have a visa interview, the visa application process cannot be completed until you appear for an interview with a consular officer.

What documents do I need to have with me while I complete the DS-160?
You should have the following documents available while you complete your DS-160:
- Travel itinerary , if you have already made travel arrangements.
- Dates of your last five visits or trips to the United States , if you have previously travelled to the United States. You may also be asked for your international travel history for the past five years.
- Résumé or Curriculum Vitae - You may be required to provide information about your current and previous education and work history.
- Other Information - Some applicants, depending on the intended purpose of travel, will be asked to provide additional information when completing the DS-160.
Some applicants will need to have additional information and documents handy while completing the DS-160:
- Students and Exchange Visitors (F, J, and M) : You will be asked to provide your SEVIS ID, which is printed on your I-20 or DS-2019 , so you should have this form available when completing your DS-160. You also will be asked to provide the address of the school/program at which you intend to study. This information should also be on your I-20 or DS-2019 form.
- Petition-based Temporary Workers (H-1B, H-2, H-3, CW1, L, O, P, R, E2C): You should have a copy of your I-129 available when completing your DS-160.
- Other Temporary Workers: You will be asked for information about your employer, including the employer’s address, while completing your DS-160.
Can my answers be in my native language?
No. All answers must be in English, using English characters only, except when you are asked to provide your full name in your native alphabet. Applications submitted in any language other than English will be denied, and you may be required to submit a new application.
While you must answer all questions in English, translations of questions are available in many languages from the drop-down menu in the right upper corner of the application. These translations should assist you in completing the form in English.
Are all questions on the DS-160 mandatory?
Most questions are mandatory and must be answered in the spaces provided. You may leave spaces blank when the questions are marked “optional.” You may answer a question with “Does Not Apply,” when that question does not apply to you; however, all other questions must be answered. The system will not allow you to submit an application with any mandatory questions left unanswered. If you do not complete a mandatory question, the system will display an error message and require you to answer the question before continuing with the application. If you do not answer questions that apply to your circumstances and/or purpose of travel, the system will not accept your application.
Are additional forms required?
No. The online DS-160 application replaced the DS-156, DS-157, DS-158, and DS-3032, which are no longer necessary. NOTE : In addition to the DS-160, Treaty Trader/Treaty Investor visa applicants also must complete an additional form (see the Treaty Trader/Treaty Investor, E Visa Applicants section below for more information).
What happens to my DS-160 if I select a U.S. Embassy or Consulate where I will be applying for my visa, but end up making an interview appointment instead at another U.S. Embassy or Consulate?
The Embassy or Consulate at which you actually apply should be able to access your form using the barcode on your DS-160 confirmation page, which you must bring to the visa interview. For example, a business traveler intends to apply for his visa at the U.S. Embassy in City X, so he selects City X as the location where he will submit his application when he completes his DS-160. He then has an urgent reason to travel to City Y on business. Because there is a U.S. Consulate in City Y, he schedules an appointment for a visa interview there, using the barcode from his completed DS-160 application for appointment scheduling. Completing Specific DS-160 Questions
How do i sign the ds-160 form.
You electronically sign your DS-160 by clicking the “Sign Application” button at the end of the form. Failure to sign may result in termination of the application. Your electronic signature certifies that you have read and understood the questions in the application and that your answers are true and correct to the best of your knowledge and belief. The submission of an application containing any false or misleading statements may result in the permanent refusal of a visa or denial of entry into the United States. All declarations made in the application are unsworn declarations made under penalty of perjury.
Unless you are exempted from appearing in person, your fingerprints will be electronically scanned on the day of your interview. By providing your fingerprints, you will again certify that that you have answered all questions on the DS-160 truthfully and to the best of your knowledge, and that you will tell the truth during your visa interview. You will be directed to read the following statement prior to having your fingerprints scanned:
“By submitting my fingerprint, I am certifying under penalty of perjury that I have read and understood the questions in my visa application and that all statements that appear in my visa application have been made by me and are true and complete to the best of my knowledge and belief.
Furthermore, I certify under penalty of perjury that I will tell the truth during my interview and that all statements made by me during my interview will be complete to the best of my ability.”
Can a third party complete the form on my behalf? Who is exempt from signing the form?
If an applicant is illiterate or unable to complete the application, the applicant must be assisted by a third party. The third party must be identified on the “Sign and Submit” page of the application. While the third party can assist the applicant in completing the application, he or she must instruct the applicant on how to endorse the application on his or her own behalf by clicking the “Sign Application” button.
If the applicant is under the age of 16 or physically incapable of completing an application, the applicant’s parents or guardian may complete and click the “Sign Application” button on his or her behalf. If the applicant has no parent or legal guardian, then the application may be completed by any person having legal custody of, or a legitimate interest in, the applicant.
The DS-160 contains terms that I am not familiar with. Are these terms explained?

Enter all surnames (or family names) exactly as they are written in your passport. If only one name is written in your passport, enter that as your “Surname.”

Other names used include your maiden name, religious name, professional name, or any other name by which you are or have been known.

Telecodes are four-digit code numbers that represent characters in some non-Roman alphabet names.

You can save your application or return to a partially completed application. When you begin a new DS-160, you will be issued a unique application identification (ID) number after selecting and answering a security question. Once you have your application ID number and have selected and answered a security question, you may exit the DS-160 application and return to it later. You must have your application ID to return to your application . To save your DS-160 to the Consular Electronic Application Center website, click the “Next” button at the bottom of each page you complete. You have 30 days to return to a partially completed application . To access your application after 30 days, you must save it to your computer hard drive or a disk, as explained in the FAQ below.
How do I save my DS-160 application to my computer hard drive or a disk?
Saving to a hard drive or disk will allow you to access your application after 30 days . To permanently save your application to your computer hard drive or a disk, select the “Save Application to File” button. Then, click the “Save” button on the File Download window. Identify a place on your computer to save the application, browse to that location, and click the “Save” button on the “Save As” window. The system will download your application to the specified location. Once the download is complete, you can click “Close” to return to the live application on our website. Note: Applications saved to the hard drive of a public or shared computer or memory device could likely be accessed by anyone else who uses the computer or device after you.
I apply for U.S. visas often. Can I reuse the DS-160?
Yes, you can use information from a previously submitted DS-160 to populate some fields on a new form. There are two ways that you can do this. First, if you plan to apply for a visa in the future, save your DS-160 to your hard drive or a disk using the instructions in the FAQ above. When you go to apply for your new visa you can then select “Option B-Upload a Previously Saved Application” on the Getting Started page. Alternately, if your previous visa application was submitted after November 1, 2010, you can select “Option C-Retrieve Application,” enter your previous visa application ID, and then hit “Create a New Application.” Your personal information will then populate the form. Be careful to check that all previously submitted information is current and accurate.
What if I lose my internet connection, the application “times out,” or I receive an error? Will my application be lost?

In order for data changes made from the review page links to save, you must use the buttons at the bottom of each page to navigate, instead of the browser's back/forward buttons or the buttons along the side of the screen.
Uploading a Photo to Your DS-160
I understand that i can upload a photo with my application. how do i get a digital photo that will successfully upload to my application.

The confirmation page has an "X" in the box where the photo should be. What does that mean?
That means that the photo upload failed. Therefore, you should submit one printed photograph meeting our requirements, along with the online DS-160 confirmation page, to the U.S. Embassy or Consulate at which you plan to apply for your visa. Please contact the U.S. Embassy or Consulate where you are applying for specific instructions on how to do this. See the print photo format found in the Photograph Requirements for more information. If the confirmation page includes a photo image, then the photo upload function was successful and no separate print photograph is required.
Correcting Answers on a Submitted DS-160
The u.s. embassy or consulate where i went for my visa interview denied my application because my ds-160 contained errors or was incomplete. what does this mean and what do i need to do next.
DS-160 applications submitted before April 1, 2010 cannot be reopened, and therefore, you must complete and submit a new DS-160.
The Embassy or Consulate should reopen your DS-160 submitted after April 1, 2010 if your application is denied for this reason and ask you to correct it , as explained below:
- DS-160 applications submitted on or after November 1, 2010: Enter your application ID number and answer additional questions as prompted to access and correct your application.
- DS-160 applications submitted on or after April 1, 2010, but before November 1, 2010: Enter your barcode or confirmation number into the Application ID field and answer additional questions as prompted to access and correct your application.
After I have corrected or completed my DS-160 application, do I need to schedule a new appointment or return to the U.S. Embassy or Consulate?

You are not required to bring your entire application. For your interview, you are required to bring your confirmation page with your application ID number on it so we can retrieve your DS-160. You must bring the confirmation page with you during all phases of the application process. Without the confirmation page, we may not be able to process your visa case.
I submitted my online DS-160 application, but lost my confirmation page. Can I print a new one?
Yes, you can reprint the confirmation page of an application that has already been submitted. In order to do so, go into the Consular Electronic Application Center website and select the Embassy or Consulate at which you are applying. Hit “Option C-Retrieve Application” on the Getting Started page and enter your application ID number. From there you will be able to view and print your confirmation page.
Family/Group Applications
I am traveling with my family or as part of a group. can i create a family or group application.
Yes. When you select “Email Confirmation” on your Confirmation Page, you will be directed to a “Thank You” page. On the “Thank You” page you will see an option to create a family or group application. When you select this option, certain information from your application, such as destination, will automatically be imported to and displayed on a new application. Please note that if you use this option you must create an individual application for each family member or for each individual within the group.
If I use the option on the "Thank You" page to create a family or group application, can I modify the data automatically populated by the system?
Yes. If one of the dependents has a different surname or nationality, for example, you can alter that data before submitting the application.
Treaty Trader/Treaty Investor, E Visa Applicants
I am applying for a treaty trader/treaty investor, e visa. do i need to fill out the ds-160 and the ds-156e.
It depends. If you are a Treaty Investor (E-2) applicant, you need only complete the DS-160. If you are a Treaty Trader (E-1) or an Executive/Manager/Essential Employee (E-1 or E-2), you must complete the DS-160, and you or your employer must complete the paper DS-156E form.

Over the last few months, a legendary name in the music world has faced a series of shocking allegations of sexual abuse.
In civil lawsuits, four women have accused Sean “Diddy” Combs of rape, assault and other abuses, dating back three decades. One of the allegations involved a minor. The claims sent shock waves through the music industry and put Combs’ entertainment empire in jeopardy.
Now, the hip-hop mogul’s legal troubles have worsened considerably.
Law enforcement sources told The Times that Combs is the subject of a sweeping inquiry into sex-trafficking allegations that resulted in a federal raid Monday at his estates in Los Angeles and Miami.

Agents search Sean Combs’ Holmby Hills and Miami mansions as part of a federal inquiry into sex trafficking allegations, law enforcement sources said.

Authorities have declined to comment on the case, and Combs has not been charged with any crime. But the scene of dozens of Department of Homeland Security agents — guns drawn — searching Combs’ properties underscored the seriousness of the investigation.
At the same time as the raids, police in Miami arrested Brendan Paul, a man described in a recent lawsuit against Combs as a confidant and drug “mule.” Miami-Dade police took Paul, 25, into custody on suspicion of possession of cocaine and a controlled substance-laced candy, records show.
Paul was arrested at Miami Opa-Locka Executive Airport, where TMZ posted video showing Combs walking around Monday afternoon. An affidavit reviewed by the Miami Herald alleged that police working with Homeland Security found drugs in Paul’s bag. There is nothing in Miami court records connecting Combs to Paul, who was later released on $2,500 bail.
The arrest, however, is the latest in a string of legal woes tied to Combs.
Sources with knowledge of the sex-trafficking investigation into Combs, who spoke on condition of anonymity because they were not authorized to speak publicly, said federal authorities have interviewed at least three women, but it’s unclear whether any are among those who have filed suit.

In the wake of multiple lawsuits filed against him, former members of Combs’ inner circle told The Times that his alleged misconduct against women goes back decades.

Legal experts say it could take time to build a criminal case against Combs but note that the civil suits could offer investigators a road map.
Dmitry Gorin, a former L.A. County sex-crimes prosecutor who is now in private practice, said the allegations in the lawsuits would likely have been enough for a judge to grant search warrants for Combs’ homes.
Investigators probably would seek authorization to “search for videos or photographs on any devices connected to the target ... anywhere where digital images can be found in connection to sexual conduct that would have been recorded,” Gorin said.
Shawn Holley, an attorney for Combs, did not respond to requests for comment, but Aaron Dyer, another of his lawyers, on Tuesday called the raids a “witch hunt” and “a gross overuse of military-level force.”
“Yesterday, there was a gross overuse of military-level force as search warrants were executed at Mr. Combs’ residences,” Dyer said in a statement. “This unprecedented ambush — paired with an advanced, coordinated media presence — leads to a premature rush to judgment of Mr. Combs and is nothing more than a witch hunt based on meritless accusations made in civil lawsuits. There has been no finding of criminal or civil liability with any of these allegations.”
Combs has previously denied any wrongdoing.
Gorin and other legal experts said investigators could be focused, in part, on the sexual assault allegations involving a minor. If a minor is moved across state lines for the purpose of sex, “that is enough for at least an argument ... of sex trafficking because somebody underage cannot consent,” Gorin said.
“Sex trafficking for adults usually involves some sort of coercion or other restraints,” he said, and can be tougher to prove. Prosecutors would need to show you “encouraged somebody to engage in sexual activity for money or some other inducement.”
Coercion, he added, is not limited to threats of violence. It could involve being held against one’s will or someone simply saying, “I don’t want to participate in group sex, and now I’m being forced to.”
Homeland Security investigates most sex-trafficking operations for the federal government. Legal experts say one possibility why the agency could be involved in this case is because the women involved in the allegations against Combs could be from other countries.

A new suit from music producer Rodney “Lil Rod” Jones makes new, explosive claims about Combs’ alleged assaults and misconduct in granular detail, naming several prominent artists and music executives as well.

Meghan Blanco, a defense attorney who has handled sexual trafficking cases, said they can be “incredibly difficult cases to prove.”
“They have [in the Combs case] convinced one or more federal magistrates they had enough probable cause for one or more search warrants,” Blanco said. “Given the scope of the investigation, it seems they are further along than most investigations.”
Combs’ legal troubles have been building for months.
His former girlfriend, Casandra Ventura, the singer known as Cassie, accused him of rape and repeated physical assaults and said he forced her to have sex with male prostitutes in front of him. Joi Dickerson-Neal accused Combs in a suit of drugging and raping her in 1991, recording the attack and then distributing the footage without her consent.
Liza Gardner filed a third suit in which she claimed Combs and R&B singer Aaron Hall sexually assaulted her. Hall could not be reached for comment.
Another lawsuit alleges that Combs and former Bad Boy label president Harve Pierre gang-raped and sex-trafficked a 17-year-old girl. Pierre said in a statement that the allegations were “disgusting,” “false” and a “desperate attempt for financial gain.”
After the filing of the fourth suit, Combs wrote on Instagram: “Enough is enough. For the last couple of weeks, I have sat silently and watched people try to assassinate my character, destroy my reputation and my legacy. Sickening allegations have been made against me by individuals looking for a quick payday. Let me be absolutely clear: I did not do any of the awful things being alleged. I will fight for my name, my family and for the truth.”
Last month, producer Rodney “Lil Rod” Jones filed a federal lawsuit against Combs accusing him of sexually harassing and threatening him for more than a year. The suit includes mention of Paul in connection with “the affairs ... involving dealing in controlled substances.”
On Monday, the suit was amended to include Oscar winner Cuba Gooding Jr. as a co-defendant in the lawsuit.

Blanco said prosecutors “are going to look carefully for corroboration — the numbers of people accusing the person of similar acts.” Beyond that, they will be looking for videos, recordings and cellphone records that place people in the same locations or text messages or other discussions at the time of the alleged acts.
She said prosecutors are trying to build a record of incidents that happened some time ago.
Douglas Wigdor, a lawyer for Ventura and another, unnamed plaintiff, said in response to reports of the search warrant issued against Combs: “We will always support law enforcement when it seeks to prosecute those that have violated the law. Hopefully, this is the beginning of a process that will hold Mr. Combs responsible for his depraved conduct.”
Wigdor on Tuesday called his clients “courageous and credible witnesses.”
“To the extent there is a prosecution and they want our clients to testify truthfully,” he said, “I think they will and that will be damning evidence.”

His 17,000-square-foot Holmby Hills mansion, where Combs debuted his last album a year ago, was flooded with Homeland Security agents who gathered evidence on behalf of an investigation being run by the Southern District of New York, according to law enforcement officials familiar with the inquiry.
Two of Combs’ sons were briefly detained at the Holmby Hills property as agents searched the mansion in footage captured by FOX11 Los Angeles.
Both Blanco and Gorin said prosecutors will have to examine the accusers’ motives for coming forward and whether they are motivated by financial gain. They are sure to look for inconsistencies in any allegations, they said.
Any defense, Blanco added, will question why the accusers are only now coming forward and whether they have an incentive beyond justice.
“It comes down to credibility,” she said.

🧩 Architecture
Conceptually, PrivateGPT is an API that wraps a RAG pipeline and exposes its primitives.
- The API is built using FastAPI and follows OpenAI's API scheme .
- The RAG pipeline is based on LlamaIndex .
The design of PrivateGPT allows to easily extend and adapt both the API and the RAG implementation. Some key architectural decisions are:
- Dependency Injection, decoupling the different components and layers.
- Usage of LlamaIndex abstractions such as LLM , BaseEmbedding or VectorStore , making it immediate to change the actual implementations of those abstractions.
- Simplicity, adding as few layers and new abstractions as possible.
- Ready to use, providing a full implementation of the API and RAG pipeline.
Main building blocks:
- APIs are defined in private_gpt:server:<api> . Each package contains an <api>_router.py (FastAPI layer) and an <api>_service.py (the service implementation). Each Service uses LlamaIndex base abstractions instead of specific implementations, decoupling the actual implementation from its usage.
- Components are placed in private_gpt:components:<component> . Each Component is in charge of providing actual implementations to the base abstractions used in the Services - for example LLMComponent is in charge of providing an actual implementation of an LLM (for example LlamaCPP or OpenAI ).

Contributions are welcomed! To ensure code quality we have enabled several format and typing checks, just run make check before committing to make sure your code is ok. Remember to test your code! You'll find a tests folder with helpers, and you can run tests using make test command.

The ten film programmers who led a mass exodus this week out of Canada’s Hot Docs Film Festival have said a “toxic workplace” environment was the central issue behind their public exit.
In a joint statement shared across social media platforms, the ten programmers, including Senior International Programmer Myrocia Watamaniuk, said: “We consider ourselves to be one of the most principled, process-driven programming teams in the business, and we were unable, this year, to carry out that process.”

“We were expected to work in an ever-changing, chaotic, unprofessional and discriminatory environment,” the letter read.
The signatories said that programming team members “approached HR, Senior Management, the President and then the Board” with their concerns. The letter states that there was an effort by all parties in the matter to “work together” until what they describe as “public transparency” around “gender discrimination, cultural dismissal, and mismanagement of the process” was denied.
“In order to keep a world-class event and documentary touchstone like Hot Docs relevant and thriving, the programming team believes it must be kept accountable and transparent,” the letter states.
The letter ends with the programming team expressing support for this year’s Hot Docs film program.
The open letter followed after a festival spokesperson confirmed to Deadline earlier this week that Hussain Currimbhoy was out as Artistic Director. In a statement to us this morning, the festival shared a response to the allegations laid out in the letter.
This year’s Hot Docs Documentary Festival is set to open on April 25 and run through May 5.
