This is the uniform colour code for tourist buses
Thiruvananthapuram: Tourist buses in the state will have uniform colour code soon. The State Transport Authority (STA) headed by Transport Commissioner R Sreelekha ordered that the tourist buses must be painted white in colour with grey lines of width 10 cm.
The authority has strictly banned using other colours, paintings or graffiti on the body of the buses. Every bus must have the writing ‘Tourist Bus’ in place of its name. Other writings are strictly restricted. Operator’s name should be written on the back side of the bus by maintaining a height of 40 cm.
Uniform colour code was made mandatory for tourist buses in order to avoid the unhealthy competition between the operators. With the new order coming into force, buses taken for new registration and fitness test must shift to the new colour code.
STA issued the new order by dismissing the protest from tourist bus operators. With the new order, tourist buses will also have a uniform colour in white like tourist taxis.
As there was no uniform colour code, tourist bus operators used colours and paintings on the buses according to their preference. The authority decided to implement uniform colour code for buses after observing that pictures of models and film stars on buses will deviate the attention of the drivers and lead to road accidents.
STA also imposed restriction on name of tourist buses in view of the competition between fans association of buses.

Tourist buses cannot ply on roads without uniform colour code from today
Thiruvananthapuram: Tourist buses which are not colour coded will not be allowed to ply on roads from today, Transport Minister Antony Raju clarified on Tuesday.
The crackdown against tourist bus operators violating road safety norms follows the recent fatal mishap involving a tourist bus carrying school children in Palakkad's Vadakkencherry.
The state government has mandated that all tourist buses must implement the new stringent guidelines issued.

AI project cannot be halted over allegations: Transport Minister
Tourist buses need to be painted uniformly white with a purple striped border. The time limit for painting the buses which was extended till December was cut short at a high level meeting on Monday.
Meanwhile, tourist bus operators met the Minister on Tuesday to express their discontent in the matter. "Changing the colour code of the bus in a day's time is impractical. We need time at least till the next fitness test. The additional financial burden is difficult to bear," the owners stated. The Minister has however, not yielded to their demands
Vehicles without a GPS tracker will also not be allowed to ply roads from Tuesday. The fine for illegal light and sound systems, and modifications have been raised from Rs 5,000 to Rs 10,000.
Decisions at high-level meet
In the wake of the bus accident that claimed nine lives, including that of five school children, the Kerala government came out with a slew of measures like doubling fines for modifications on buses and saddling RTO officials with responsibility for violations to prevent recurrence of such a mishap.
Kerala Road Transport Minister Antony Raju held a high-level meeting on Monday to discuss measures to prevent such accidents in the future.
The following were the decisions made at the high-level meet:
1. Modifications: Fine doubled from Rs 5,000 to Rs 10,000 for making unauthorised modifications on buses and also cancel the certificate of fitness (CF) of such vehicles. The fines would be levied for each of the modifications made on a vehicle and more the number of unauthorised or illegal changes, higher would be the total fine.
2: GPS: Steps are also being taken to cancel CF of stage carriages without an onboard GPS.
3: Action against offenders: Stringent action, including initiation of criminal proceedings, would be taken against the owner of the errant vehicle, its dealer and also the workshop personnel who helped in making the modifications.
4. RTO officials : Road Transport Office (RTO) officials would also be held responsible for any such violation of the law by vehicle owners.
The Minister said there are 86 RTOs in the state and each officer there would be assigned the responsibility of inspecting a specified number of vehicles and if any irregularities are found in a vehicle, the officer to whom it was assigned would also be held responsible.
5. Seizing vehicles: Ongoing operation to seize vehicles violating the law will be intensified.
Vehicles with illegal systems will not be allowed on the road. Speed control systems, extra fittings, unauthorized modifications, brake light, parking light and signal light, among others, will be strictly checked.
These checks would also be carried out at tourist centres where several stage carriages are parked and besides imposition of fines, CFs can stand cancelled and vehicles could be seized there and then irrespective of whether it was scheduled to travel or not.
Apart from vehicle-checks, there would be random inspections jointly by RTO officials and Excise Department to catch those driving under the influence of intoxicating substances.
"Driving licence of such people will be cancelled. The licence would be reinstated only after successfully completing a refresher training at the Institute of Driver Training and Research (IDTR)," Raju said.
6. Uniform colour code: The Minister said a uniform colour code for stage carriages would be strictly implemented from now on and vehicles violating the same would be impounded.
Raju pointed out that even the Kerala High Court during the day directed that from Tuesday no stage carriage which does not conform to the colour code should be permitted to ply on the roads.
7. Road tax: Another major step taken by the government is to cancel the earlier directive of the Transport Commissioner which allowed tourist vehicles registered in other States with all-India Permits to move freely in Kerala.
"From now on, they can run on Kerala roads only if they pay road tax in the State similar to the model adopted by Tamil Nadu. This will come into effect from November 1," the Minister said.
Regarding the Palakkad incident, Raju said that according to the accident report, the high speeding of the bus and gross negligence on the part of the driver were the reasons for the mishap and the government was accepting the findings.
He said that since at the time of the accident the speed governor was illegally modified, which attracts only a fine, it has been decided that the Palakkad Enforcement RTO would lodge a complaint with police against for action against the vehicle owner and the workshop responsible for making the modification.
Raju said that in the instant case, alerts were sent to the vehicle owner twice -- more than an hour before the accident -- that the bus was speeding above limits, but he did nothing.
Therefore, it was decided to put in place a system where exceeding of speed limits by buses would result in an alert being sent to the RTO enforcement officer and the vehicle owner concerned.

Tourist buses to have uniform colour code; paintings, graphics to be removed
G rajesh kumar, 08 january 2020, 12:57 pm ist.
The colourful pictures painted on tourist buses registered in Kerala will soon be removed. It has been decided to implement uniform colour code for tourist buses. The State Transport Authority (STA) will decide the colour in a meeting to be held on Thursday.
Final decision in this regard will be taken after collecting suggestions from the Contract Carriage Operators' Association and others. According to general opinion, white colour with thin colourful lines in the middle is likely to be chosen. Once the decision of STA is issued as an order in the RT offices, it will be implemented.
The Motor Vehicle Act directs that the tourist buses with national permit should follow uniform colour code. Normally, such buses are painted in white with a blue line in the middle. The same pattern is likely to be selected for state permit buses also.
At present, tourist buses are painted with pictures of film stars and wild animals. The Motor Vehicle Department (MVD) states that these pictures divert attention of other drivers and cause accidents. The buses are modified spending upto Rs 3.5-4 lakhs. They also install sound and light systems that costs upto Rs 6 lakh. Modifications are done only after completing registration.
Joint Transport Commissioner Rajeev Puthalath said that the uniform colour code is implementing as the bus owners did not remove graphics and paintings even after high court’s direction. The request in this regard was given by the Contract Carriage Operators' Association. The rule will be strictly implemented, he said.

Moscow metro to be more tourist-friendly
A new floor sign system at the Moscow metro's Pushkinskaya station. Source: Vladimir Pesnya / RIA Novosti
For many years now, Moscow has lagged behind St. Petersburg when it comes to making life easy for tourists, especially where getting around the city is concerned. Whereas the northern capital installed English-language maps, signs and information points throughout its subway system in the late 2000s, the Russian capital’s metro remained a serious challenge for foreign visitors to navigate.
Recent visitors to Moscow may have noticed some signs that change is afoot, however. In many stations of the Moscow subway, signs have appeared on the floor – with large lettering in Russian and English – indicating the direction to follow in order to change lines. Previously, foreign visitors using the Moscow metro had to rely solely upon deciphering the Russian-language signs hanging from the ceilings.
Student volunteers help tourists find their way in Moscow
However, this new solution has a significant drawback. “The floor navigation is visible only to a small stream of people – fewer than three people per meter. During peak hours, this navigation will simply not be noticed,” said Konstantin Trofimenko, Director of the Center for Urban Transportation Studies.
One of the biggest problems for tourists in the Russian capital remains the absence of English translations of the names of subway stations in the station vestibules and on platforms. The Department of Transportation in Moscow has not commented yet as to when this problem will be solved. However, Latin transliterations of station names can already be found in the subway cars themselves.
Finding the right exit
At four of the central stations – Okhotny Ryad, Teatralnaya, Ploshchad Revolyutsii, Lubyanka and Kuznetsky Most – the city authorities have now installed colorful stands at the exits with schematic diagrams of the station’s concourse and surrounding area, which provide information about the main attractions and infrastructural facilities.
The schematic diagrams are the work of British specialists from the City ID and Billings Jackson Design firms, who have already implemented successful projects in New York and London.
According to Alexei Novichkov, expert at the Design Laboratory at the Higher School of Economics, the design of these information booths raises no objections: The color solutions, font, layout and icons are consistent with international standards.
However, the stands do have some shortcomings. “Many questions are raised about the fact that the developers of these maps did not apply orientation to the north, and have provided layouts of the surrounding areas with respect to the exits,” says Novichkov. “A system like that is used for road navigators, but most of the ‘paper’ guides and maps are oriented strictly to north. The subway map is also oriented to north, so people may become confused.”
Muscovites and foreign visitors are generally positive about these navigation elements, with most of them citing the numbered exits from the subway as the most useful feature.
The fact is that many Moscow subway stations have several exits. One of the busiest central stations of the Moscow subway in particular, Kitay-Gorod, has more than a dozen exits. Previously, these exits were differentiated from each other only with signs in Russian referring to the names of streets and places of interest to which they led – making it easy for tourists and those with poor navigation skills to get confused.
Now, when making an appointment to meet a friend, instead of struggling to find the right spot when they tell you: “I'll meet you at the exit to Solyanka Street,” you can just propose to meet under a specific exit number.
“I’ve lived in Moscow for seven years,” says Angelika, a designer from Voronezh, “but I still don’t always know where to go to find the place I need, so the new schematic diagrams will be very useful. Previously, some subway stations had maps, but not with so much detail.”
Teething problems
Foreigners, meanwhile, focus their attention on other elements. “It is good that the new information boards have QR-codes, which can be ‘read’ by smartphones,” says Florentina, a writer from Vienna. But there are also shortcomings. “The English font of the information on posters and in the captions to theaters and museums is too small – you have to come very close to see it well,” she says.
Pleasant encounters on the streets of Moscow
Florentina was also dissatisfied with the fact that such posters are not provided at all subway stations: “When I was trying to find Tsaritsyno Park (a museum and reserve in the south of Moscow) at a subway station with the same name, it turned out to be quite difficult,” she says.
“There are no maps with landmarks for other areas, such as those already in the city center. There were no clear pointers in the English language, and the passers-by I met did not speak in English, so they could not help me,” she adds.
Officials say that the navigation system is gradually being redeveloped and improved. According to Darya Chuvasheva, a press representative for the Department of Transport of Moscow, the introduction of a unified navigation system will take place in stages.
“By the end of 2014, the system will first appear on the first subway stations on the Circle Line. By the end of 2015, we plan to install the system at all major stopping points, subway stations and transport interchange hubs,” says Chuvasheva.

Touring the Top 10 Moscow Metro Stations
By Claudia Looi 2 Comments
Komsomolskaya metro station looks like a museum. It has vaulted ceilings and baroque decor.
Hidden underground, in the heart of Moscow, are historical and architectural treasures of Russia. These are Soviet-era creations – the metro stations of Moscow.
Our guide Maria introduced these elaborate metro stations as “the palaces for the people.” Built between 1937 and 1955, each station holds its own history and stories. Stalin had the idea of building beautiful underground spaces that the masses could enjoy. They would look like museums, art centers, concert halls, palaces and churches. Each would have a different theme. None would be alike.
The two-hour private tour was with a former Intourist tour guide named Maria. Maria lived in Moscow all her life and through the communist era of 60s to 90s. She has been a tour guide for more than 30 years. Being in her 60s, she moved rather quickly for her age. We traveled and crammed with Maria and other Muscovites on the metro to visit 10 different metro stations.

Moscow subways are very clean
To Maria, every street, metro and building told a story. I couldn’t keep up with her stories. I don’t remember most of what she said because I was just thrilled being in Moscow. Added to that, she spilled out so many Russian words and names, which to one who can’t read Cyrillic, sounded so foreign and could be easily forgotten.
The metro tour was the first part of our all day tour of Moscow with Maria. Here are the stations we visited:
1. Komsomolskaya Metro Station is the most beautiful of them all. Painted yellow and decorated with chandeliers, gold leaves and semi precious stones, the station looks like a stately museum. And possibly decorated like a palace. I saw Komsomolskaya first, before the rest of the stations upon arrival in Moscow by train from St. Petersburg.
2. Revolution Square Metro Station (Ploshchad Revolyutsii) has marble arches and 72 bronze sculptures designed by Alexey Dushkin. The marble arches are flanked by the bronze sculptures. If you look closely you will see passersby touching the bronze dog's nose. Legend has it that good luck comes to those who touch the dog's nose.

3. Arbatskaya Metro Station served as a shelter during the Soviet-era. It is one of the largest and the deepest metro stations in Moscow.

4. Biblioteka Imeni Lenina Metro Station was built in 1935 and named after the Russian State Library. It is located near the library and has a big mosaic portrait of Lenin and yellow ceramic tiles on the track walls.

5. Kievskaya Metro Station was one of the first to be completed in Moscow. Named after the capital city of Ukraine by Kiev-born, Nikita Khruschev, Stalin's successor.

6. Novoslobodskaya Metro Station was built in 1952. It has 32 stained glass murals with brass borders.

7. Kurskaya Metro Station was one of the first few to be built in Moscow in 1938. It has ceiling panels and artwork showing Soviet leadership, Soviet lifestyle and political power. It has a dome with patriotic slogans decorated with red stars representing the Soviet's World War II Hall of Fame. Kurskaya Metro Station is a must-visit station in Moscow.

8. Mayakovskaya Metro Station built in 1938. It was named after Russian poet Vladmir Mayakovsky. This is one of the most beautiful metro stations in the world with 34 mosaics painted by Alexander Deyneka.

9. Belorusskaya Metro Station is named after the people of Belarus. In the picture below, there are statues of 3 members of the Partisan Resistance in Belarus during World War II. The statues were sculpted by Sergei Orlov, S. Rabinovich and I. Slonim.
10. Teatralnaya Metro Station (Theatre Metro Station) is located near the Bolshoi Theatre.
