FACT SHEET: NEW YORK CITY TOURISM GENERATES $74 BILLION IN ECONOMIC IMPACT FOR STATE AND CITY ECONOMY IN 2023

New York City’s tourism industry continued to bolster the state and city economy in 2023, generating $74 billion in economic impact with more than $48 billion coming from direct spending (not adjusted for inflation). This activity supported over 380,000 leisure and hospitality jobs—roughly 9% of the City’s workforce—and thousands of small and minority-owned businesses across all five boroughs. Tax revenue, which totaled more than $6 billion generated by visitor spending, saved each New York City household approximately $2,000 in 2023.

Today, New York City Tourism + Conventions, the official destination marketing organization and convention and visitors bureau for the five boroughs of New York City, also released its final 2023 forecast, with the City attracting 61.8 million travelers in 2023, marking a recovery of 93% of the City’s record 2019 visitation levels.

“I’ve said it before and I’ll say it again: New York City is back! And this year’s tourism numbers prove our economic recovery is coming back stronger than ever,” said New York City Mayor Eric Adams . “New York City’s tourism industry touches every corner of the five boroughs—supporting small and minority-owned businesses and more than 380,000 local jobs. We’re grateful to every single one of the 62 million visitors who brought in more than $74 billion in economic activity to our city this past year, and look forward to welcoming even more visitors next year.”

“Throughout 2023, New York City saw a continued return to pre-pandemic travel patterns reaffirming the industry’s place as a driver for the City’s economy with $74 billion in economic impact,” said New York City Tourism + Conventions President and CEO Fred Dixon . “Our city is as vibrant as ever. New attractions, cultural offerings, restaurants, a welcoming arrivals experience and more have helped NYC remain a top destination for domestic and international travelers.”

International and Domestic Travel

Domestic travel will reach 51.1 million in 2023, a 7.9% year-over-year increase over 2022.

International visitation, which accounts for nearly half of all visitor spending, will reach 10.8 million visitors in 2023, marking a 14.9% year-over-year increase.

As of December 2023, more overseas travelers hold valid US visas than at any point in history.

In 2023, New York City’s five largest international markets will be the United Kingdom (974,000), Canada (864,000), France (728,000), Brazil (589,000) and Germany (554,000).

Canada will reclaim its place as the second-largest international market. 

Western European markets regain their position as core markets for international travel to the City.

Economic conditions in South America remain mixed, however Brazil, Colombia and Argentina remain important feeder markets.

Asia-Pacific markets are returning at a slower pace due to distance, economic and access concerns.

The Chinese market is beginning to return as flight capacity increases; China was New York City’s second-largest overseas market in 2019.

Business and Leisure Travel

Business travel accounts for approximately 20 percent of all visitation to New York City annually; it was the hardest hit sector in the pandemic and continues to recover at a slower pace.

In 2023, business travel is expected to increase to 11.8 million, growing by nearly 3 million visitors.

Tourism Infrastructure

New York City remains the largest point of entry to the US. It operates the world’s busiest airport system, with more than 2,900 weekly flight arrivals across John F. Kennedy international Airport (JFK), Newark Liberty International Airport (EWR),

LaGuardia Airport (LGA) and Stewart International Airport (SWF). More flights arrive through New York City airports than any other destination in the United States.

Air traffic at LGA, JFK and EWR airports now exceeds pre-pandemic levels.

More than $20 billion in investments are being made across JFK, EWR and LGA airports to improve the traveler experience;

LGA is undergoing an $8 billion transformation to a single, structurally unified main terminal with better transportation access and first-class passenger amenities—the first complete rebuild of a US airport in over 25 years. All remaining construction is slated for completion in 2024.

The Port Authority of New York and New Jersey, in collaboration with American Airlines and Unibail-Rodamco-Westfield Airports, is launching a $125 million commercial redevelopment initiative for Terminal 8 at JFK.

This project will introduce more than 60 new shopping and dining options, emphasizing local and diverse businesses, following a $400 million terminal expansion.

On January 12, 2023, EWR debuted the updated $2.7 billion Terminal A, offering 33 new gates serving Air Canada, American Airlines, JetBlue and United Airlines customers, directly connected to a multilevel parking facility.

EWR is also working toward a new 2.5-mile elevated guideway train system to reduce greenhouse-gas emissions and ease traffic congestion.

The New York City subway system continued to rebound reaching a record 2.9 million paid rides on Saturday, December 9, representing the highest weekend day for ridership in four years.

Hotel performance remained strong in 2023, with an estimated 36.5 million room nights sold, approximately 8% below 2019 record levels.

New York City is again among the top three US markets and was the highest-performing hotel city in the US in the fourth quarter of 2023.

The demand for hotels remained strong and was supported by a steady increase in midweek business travel.

More than 70 new hotels creating more than 10,000 hotel rooms will be added to the City’s inventory in the next three years across the five boroughs.

Active or available hotel room inventory citywide continues to vary as hotels adjust to new marketplace conditions. As of December 2023, roughly 121,464 rooms were in active inventory.

Additional Insights

The arts and culture sector continued to see the opening of new venues and exhibits. Employment in the arts and culture sector grew by 7% year over year to approximately 84,800 jobs.

The 2022–2023 Broadway season saw 12.3 million admissions, 16.8% shy of the record-breaking 2018–2019 season pre-Covid (the last complete season before the shutdown).

Broadway attendance was up 6% from 2022, while total grosses increased by 9% to $11 million.

Looking ahead

America 250: In 2026, the US will celebrate 250 years since its founding. NewYork City will commemorate its status as the nation’s first capital, the birthplace of the American government and the place where the Bill of Rights was written.

FIFA 2026 World Cup: FIFAhas announced New York/New Jersey as a host city for the 2026 World Cup. Additional details will be announced in the coming weeks, including which games will be held in the area.

New York City is currently on track to welcome 64.5 million visitors in 2024.

More and more popular travel destinations are introducing tourist taxes to tackle problems caused by overtourism – here’s what you’ll have to pay

This year, international travel is forecast to bounce back to the highest levels since 2019 – and while that’s great news for the tourism industry in general, many cities, attractions and entire regions are suffering under the weight of overtourism .

The potential for damage to historic sites, unhinged tourist behaviour  and the simple issue of overcrowding are all common consequences of overtourism. That’s why a growing list of popular travel destinations have introduced a tourist tax, with the hopes of controlling visitor numbers and improving local infrastructure to better cater to higher visitor capacity. 

Many countries and cities introduced a tourist tax in 2023, and many more are due to launch theirs in 2024. Tourist taxes aren’t a new thing – you’ve probably paid one before, tied in with the cost of a plane ticket or the taxes you pay at a hotel. 

However, more destinations than ever before are creating this fee for tourists, and many places have increased the cost of existing ones. Here’s a full list of all the destinations charging a tourist tax in 2024, including all the recently introduced and upcoming tourist taxes you need to know about. 

Austria charges visitors a nightly accommodation tax which differs depending on province. In Vienna or Salzburg , you could pay 3.02 percent per person on top of the hotel bill. 

Belgium , like Austria, has a nightly fee. Some hotels include it in the rate of the room and add it separately to your bill, so read it carefully.

The rate in Brussels is charged per room, and varies depending on the size and rating of your hotel, but is usually around €7.50. Antwerp also charges per room. 

Bhutan has always been known for its steep tourist taxes and charges. In 2022, the Himalayan kingdom  tripled the amount it charged visitors in tax  to a minimum of  $200 per day , but that amount has since been lowered. In 2024, the daily fee for the majority of visitors is  $ 100,  and that is due to continue until August 31, 2027. 

Bulgaria applies a fee to overnight stays, but it reaches a maximum of only €1.50. 

Caribbean Islands

The following Caribbean Islands charge a tourist tax, ranging from between €13 to €45: Antigua and Barbuda, Aruba, the Bahamas, Barbados, Bermuda, Bonaire, the British Virgin Islands, the Cayman Islands, Dominica, the Dominican Republic , Grenada, Haiti, Jamaica, Montserrat, St. Kitts and Nevis, St. Lucia, St. Maarten, St. Vincent and the Grenadines, Trinidad and Tobago, and the US Virgin Islands. 

The tax tends to be tied into the cost of a hotel or a departure fee. 

Croatia only charges its visitors a fee of 10 kuna (€1.33) per night during peak season. 

Czechia (also known as Czech Republic)

Czechia only applies a fee to those travelling to Prague . It doesn’t apply to those under the age of 18, and is less than €1 per person, per night. 

France ’s ‘taxe de séjour’ varies depending on city, and tends to be added to your hotel bill. It varies from €0.20 to €4 per person, per night. 

Earlier this month, Paris announced it would be increasing its fee by up to 200 percent for those staying in hotels, Airbnbs, and campsites, but that it plans to put the funds towards improving the city’s services and infrastructure.

Germany charges visitors a ‘culture tax’ (kulturförderabgabe) and a ‘bed tax’ (bettensteuer) in certain cities, including Frankfurt , Hamburg and Berlin , which tends to be around five percent of your hotel bill. 

Greece ’s tourist tax is based on numbers. Specifically, how many stars a hotel has, and the number of rooms you’re renting. The fee was introduced by the Greek Ministry of tourism to help pay off the country’s debt, and can be anything from €4 per room.

Hungary charges visitors four percent of the price of their room, but only in Budapest . 

Iceland is introducing a tourist tax to protect its ‘unspoilt nature’ this year, which will cost between  €4 to €7 per night. It comes after annual tourist numbers reached an estimated 2.3 million per year. 

In Indonesia , the only destination which charges a tourist tax is Bali , and the fee is set to increase this February  to $10 (£7.70, €8.90, IDR 150,000) – but is a one-time entry fee, not a nightly tax. It apparently goes towards protecting the island’s ‘environment and culture.’

Much like in France, Italy ’s tourist tax varies depending on your location. Rome ’s fee is usually between €3 to €7 per night, but some smaller Italian towns charge more. 

Venice finally announced in September that its tourist tax, a €5 (£4.30, $5.40) fee which will be applicable on various days during high season, will launch in 2024. It only applies to day-trippers rather than those staying overnight, though.

Japan has a departure tax of around 1,000 yen (€8). 

Malaysia has a flat-rate tax which it applies to each night you stay, of around €4 a night. 

New Zealand

New Zealand ’s tax comes in the from of an International Visitor Conservation and Tourism Levy of around €21 which much be paid upon arrival, but that does not apply to people from Australia. 

Netherlands

The Netherlands has both a land and water tax. Amsterdam is set to increase its fee  by 12.5 percent in 2024, making it the highest tourist tax in the European Union. 

Portugal has a low tourist tax of €2, which applies to all those over the age of 13. It’s only applicable on the first seven nights of your visit and applies in 13 Portuguese municipalities, including Faro, Lisbon and Porto.   

Olhão became the latest area to start charging the fee between April and October. Outside of this period, it gets reduced to €1 and is capped at five nights all year round. The money goes towards minimising the impact of tourism in the Algarve town. 

Slovenia also bases its tax on location and hotel rating. In larger cities and resorts, such as Ljubljana and Bled, the fee is higher, but still only around €3 per night. 

Spain 

Spain applies its Sustainable Tourism Tax to holiday accommodation in the Balearic Islands to each visitor over the age of sixteen. Tourists can be charged up to €4 per night during high season. 

Barcelona ’s city authorities announced they plan to increase the city’s tourist tax over the next two years – the fee is set to rise to €3.25 on April 1, 2024. The council said the money would go towards improving infrastructure and services. This is in addition to regional Catalan tax. 

Switzerland

Switzerland ’s tax varies depending on location, but the per person, per night cost is around €2.20. It tends to be specified as a separate amount on your accommodation bill. 

Thailand 

Thailand introduced a tourist tax to the price of flights in April 2022, in a similar effort to the Balinese aim of moving away from its rep as a ‘cheap’ holiday destination. The fee for all international visitors is 300 baht (£6.60, $9). 

The US has an ‘occupancy tax’ which applies across most of the country to travellers renting accommodation such as hotels, motels and inns. Houston is estimated to be the highest, where they charge you an extra 17 percent of your hotel bill. 

Hawaii  could be imposing a ‘green fee’ – initially set at $50 but since lowered to $25 – which would apply to every tourist over the age of 15. It still needs to be passed by lawmakers, but if approved, it wouldn’t be instated until 2025.

The European Union

Finally, the European Union is planning on introducing a tourist visa , due to start in 2024. The €7 application will have to be filled out by all non-Schengen visitors between the ages of 18 and 70, including Brits and Americans.

Welcome to our 2023 Annual Report.  The story of New York City tourism is one of resilience and tenacity. This report is a record of the creative energy, relentless determination and innovative collaborations that are, once again, returning the tourism and convention industry to reliable growth in visitation, spending, jobs and economic impact.   The numbers bear out the story. Last year saw robust growth in visitor volume, up almost 10 percent from 2022. The forecast for 2024 calls for moderate but healthy growth at 4 percent. Looking further out, indicators point to consumers continuing to prioritize travel spending giving confidence to our projection that 2025 visitation is likely to exceed 68 million for the first time, almost 2 million more than our prior record.  Challenges to this level of growth remain and must be continually monitored and addressed. Ongoing economic pressures, geopolitical tensions and competing destinations factor strongly, but also perceptions of safety and shrinking city contract funds strain resources and reduce marketing reach. As we continue to navigate these challenges and the road to full tourism recovery, we are guided by our strategic priorities and an enduring commitment to celebrating the rich diversity of the five boroughs as the greatest destination in the world. Pathing recovery: 2023 data

New York City’s tourism and convention industry performance was marked by steady recovery patterns across all sectors—day and overnight, domestic and international, as well as leisure and business travel.

Travel Performance 2019–2023

Strong fundamentals sustain travel to New York City in 2023 and lay the groundwork for continued growth.

By the end of 2023, overall visitation had reached 93% of 2019 benchmark levels. Monthly visitor trends returned to typical seasonal patterns, rising from the winter doldrums of January, warming up in spring and summer, and then taking off with the return to school, work and shoulder-season travel from September through December 31. The final numbers for 2023 reached 62.2 million visitors—11.6 million international and 50.6 domestic. This was a 9.6% increase over 2022 levels, driven by the strong return of international travel (up 23%). The domestic day-trip market was a key driver of success at 24.6 million, while overnight reached 25.9 million.

Travel Benchmarks 2021–2023

The City and the travel industry have moved past the worst effects of the pandemic. Despite tremendous progress, full recovery is just out of reach.

Over the past three years, we have witnessed key market segments pacing at different rates. First to recover was the domestic market accounting for the largest share of visitors and reaching 95% of 2019 benchmark levels. This activity was supported in each of the past three years by the leisure travel market pulled back into the City by the dynamic activity in places to dine, shop, eat, explore and stay. International travel has seen mixed results across the more than 20 origin markets that keep New York City the largest international destination in the US. The rapid recovery rates each year since 2020 have brought the international market back to 86% of benchmark. The business travel market, typically accounting for over 20% of the market, is also continuing to pull back up to 2019 levels.

International Visitation

With the most global mix of international markets, New York City is pacing back to record levels of visitation.

Looking at the top 10 inbound markets provided solid evidence of how international travelers are drawn to New York City. Between 2022 and 2023, visitation saw increases across all world regions. Canada and Mexico together grew by 42% year over year, reaching 98% of pre-pandemic levels. The overseas markets continued to grow, up 21% compared to last year and reaching 86% of overall benchmark levels. The UK remains in top position with more than 1 million visitors. European markets including France, Italy, Germany and Spain benefited from regular and direct air routes into our three international airports bringing in over 2.3 million visitors combined. The Asia-Pacific region highlighted Australia and China staying in the top tier. From Latin America, Brazil remained the most dynamic source market.

Hotel Performance

Overnight visitors to New York City are driving strong hotel room demand and high room rates.

Hotel performance continues to improve each year since the 2020 pandemic disruptions. Domestic leisure visitation has recovered most quickly across all five boroughs and classes of hotel service. Transient and group business events began to push demand and rates up during the spring and fall activity periods. Overall performance, however, reflects the slower recovery of longer staying international travelers from APAC and LATAM regions. Visitor accommodations in hotels averaged over 120,000 rooms in active inventory throughout the year (rooms used for shelter/emergency uses are not included in these calculations). By year-end, room nights sold (demand) had reached 36.1 million, a 7% year-over-year increase. Citywide occupancy rates averaged 81.6%, 10% above 2022, but still below 2019 record levels. Following national trends, the average daily rate (ADR) pulled ahead of pre-pandemic levels and continued the year-over-year increases.

Marketing Strategies

Through innovative branding strategies and an unwavering commitment to showcasing NYC’s dynamism and diversity, we promoted the five boroughs as the world’s most aspirational and welcoming destination.

Reenergizing Our Brand for a New Era

As of March 2023, we are New York City Tourism + Conventions. The introduction of our new name and brand system marks a significant moment for our organization. With our new brand, we aim to capture the essence of New York City in its entirety: an ever-expansive destination that offers diverse and authentic experiences that enrich the traveler and benefit all New Yorkers. This shift strategically positions us to continue leading the City’s nearly $65 billion tourism economy. It makes clear our purpose and mission as the official tourism organization for one of the world’s greatest destinations—our commitment to New York City has never been greater.

We launched digital media campaigns to help build awareness of our new name and branding. We also created a new welcome video to drive leisure visitation along with a new video targeted at business event planners, which features those planners describing why NYC is the ideal destination to host events. The videos capture the essence of “What’s Good in NYC” and have been well received in our events and speaking engagements.

The new NYCtourism.com website debuted in June with a refreshed look, bringing the new brand fully to life and providing a more intuitive experience for users, while still housing all the information visitors and our business audiences need to experience the best of the five boroughs. To spread awareness of the new site, we deployed out-of-home media (printed and digital bus shelters and LinkNYC screens) targeting locals and in-market visitors as well as a digital campaign (activating social media, account-based marketing, native display and outstream video) to reach B2B audiences to boost membership growth, convention and event bookings, tourism development inquiries and newsletter sign-ups.

Leveraging Our Complete Marketing Ecosystem

Our teams work constantly to inspire and inform potential visitors about the unique appeal of NYC as a destination. Our marketing ecosystem, anchored by our new website, serves as the central hub for travelers, locals and businesses seeking to explore the vibrant offerings of New York City. Our website emphasizes a user-centric approach, leveraging partnerships with leading travel marketing platforms and enhancing engagement with tools like QR codes, itineraries, video and other immersive content. Our email marketing program prioritizes subscriber engagement, sharing tailored messages for our various audiences. Our social media presence includes multiple platforms: Instagram, Facebook, X, TikTok, WeChat and Weibo for leisure travelers and LinkedIn for business audiences. NYC Tourism + Conventions also makes use of our substantial out-of-home media inventory through JCDecaux and Intersection to advertise vibrancy programs, amplify content and promote our partnerships.

Promoting the Breadth of Experiences Only Found in NYC

Content shared through our channels reinforces our commitment to celebrating New York City’s richness and diversity, ensuring a compelling presence in the digital landscape.

Our Webby Award–winning culinary content offering, Savor NYC SM , is updated monthly, along with a bimonthly feature on our social channels. Now our evergreen dining platform, Savor NYC focuses attention on the City's incredible dining scene to firmly reinforce NYC’s reputation as the dining capital of the world. The platform is an all-encompassing resource for locals and visitors, providing themes that highlight distinct cuisines, multicultural neighborhoods, seasonal dining and culinary offers. Savor NYC also showcases major citywide events and holidays through a culinary lens. Each month, the initiative receives promotion through owned, paid and earned media—including our website, social channels, email newsletters and LinkNYC screens. To date, the Savor NYC landing page on NYCtourism.com has earned over 270,000 unique page views.

Our retail hub, Shopping in NYC , is updated quarterly and supported by long-form retail social videos featured bimonthly on our channels. Our team published several articles in support of this category, including “Immerse Yourself in the Luxury of Madison Avenue,” which invites readers to explore and shop the tony Upper East Side enclave; “Your Ultimate Guide to Holiday Shopping,” sponsored by Starbucks, featuring suggestions on the best locations across the City to purchase seasonal gifts; and a refresh of “25 Essential Soho Shops,” consistently one of our website’s best-performing pieces of content. In the meantime, our dedicated retail social coverage highlighted a wide swath of venues, including The Museum of Broadway Shop, The Shops at Rockefeller Center and holiday window displays of iconic retailers like Bloomingdale’s, Nordstrom, Saks Fifth Avenue and Macy’s. Posts across Instagram, Facebook, X and YouTube were focused on promoting shopping and retail, netting 361,000 impressions and 13.2 million engagements.

Arts & Culture

Arts and culture institutions and events across the five boroughs receive promotion through our quarterly guide , featuring prominent placement on our site and in social, as well as in our consumer- and business-facing newsletters. Each offers a variety of seasonal highlights, promoting the incredible depth and diversity of the City’s cultural milieu. Among the many institutions and organizations we covered this year were the Brooklyn Museum for their Spike Lee retrospective; artist Michael Richards’ show at the Bronx Museum; the New York Philharmonic; a performance by the Alvin Ailey American Dance Theater; the Barkley Hendricks exhibition at the Frick Madison; costumes from the musical Six at The Museum of Broadway; and work from the show by artist Leslie Martinez at MoMA PS1. The Fall 2023 edition garnered 194,000 impressions and nearly 4,000 engagements alone.

Hip-Hop in NYC

We created an incredible array of content in support of the citywide celebrations of the 50th anniversary of hip-hop . That content now lives on the evergreen hip-hop hub on our website, serving as a resource for NYC visitors interested in exploring all aspects of the culture. The hub showcases inspirational stories, guides to hip-hop–themed small businesses, murals, interviews with notable figures and an interactive map with touchpoints to experience hip-hop culture across all five boroughs. Among our most important features are comprehensive guides to hip-hop history across the City; highlights of important moments in hip-hop from The Apollo Theater in Harlem; and interviews with Ralph McDaniels of Video Music Box , Debra Harris of Hush Hip Hop Tours and Rocky Bucano of The Hip Hop Museum. In addition, the team created a stunning printed map, promoted on over 150 bus shelters across the City, featuring the names of artists and places that helped shape and promote the movement. The team also inked a partnership with NYC radio celebrity Angie Martinez. We conducted our first-ever Instagram Live interview with her, and she recorded ads promoting the hip-hop hub on NYCtourism.com, distributed over Spotify. So far, the promotion has resulted in well over 100,000 unique page views.

It’s Time for Culture

Our It’s Time for Culture SM campaign, which ran in May 2023, supported the cultural community by showcasing unique value-added opportunities for arts lovers during one of the City’s prime moments on the cultural calendar. The program featured 103 events across 82 participants, and coincided with the International Contemporary Furniture Fair, Frieze New York and NYCxDesign, offering a robust set of options for cultural visitors. It’s Time for Culture was promoted via NYCtourism.com, organic social media posts, a press release and targeted pitching, email newsletters, print and digital bus shelters, and LinkNYC screens. Paid media included ads on Facebook, Instagram, TikTok, CTV, native display and SEM. In total, the program drove 115,000 landing page visits, delivered 62 million impressions on our out-of-home ads (valued at $578,000) and 7.5 million impressions for our digital paid media.

Check-In NYC

Like all of our content-driven initiatives, this ongoing series is published and promoted across both our web and social channels. As part of our mission to support NYC hotels and inspire visitation, #CheckInNYC covers a wide variety of the City’s accommodations, highlighting various hotel options, amenities, neighborhoods, new and renovated properties and only-in-New-York experiences that visitors can enjoy on a seasonal basis. Holiday- and NYC Winter Outing–themed content performed notably well. Over our social channels alone, the series has earned nearly 500,000 impressions and a 4.2% engagement rate—more than 2.5% higher than our average.

Other Content Initiatives

The team’s always-on efforts include a wealth of articles, posts and promotions that address our constituent audiences, aimed at inspiring potential travelers from diverse backgrounds to visit NYC. Each of these receives promotion through owned and paid media, including via our website, over our social channels and in our email newsletters.  In honor of U.S. Travel’s National Travel and Tourism Week, we compiled a list of six unmissable walking tours across the five boroughs to highlight in a media campaign that included a roundup article on NYCtourism.com, a social media series on Instagram and a weeklong LinkNYC flight. The tours included in the campaign reflect the diversity of NYC, covering Black arts and culture in Harlem, the global flavors of Astoria, the rich history of Mott Haven, sustainable eateries and shops in Williamsburg, the living history of Richmond Town in Staten Island and the Chassidic Jewish community of Crown Heights. We highlighted the Guides Association of New York City throughout the campaign as a resource to find guides who specialize in a range of tours across the five boroughs. Broadway and Off-Broadway productions, attractions and arts organizations of all types also receive ongoing coverage on our channels, in addition to dedicated promotion in our vibrancy campaigns.

Encouraging Sector Spending During Shoulder Periods

In 2023, we conducted two editions each of NYC Broadway Week SM , NYC Off-Broadway Week SM and NYC Restaurant Week®, complemented by the return of NYC Hotel Week SM and NYC Must-See Week SM , which are part of our expansive NYC Winter Outing SM program. Over 800 organizations participated in the NYC Winter Outing 2024 programs—a record. Member businesses were very active in promoting the program on email and social media posts, which we further amplified across all NYC Tourism + Conventions channels.

Our hallmark vibrancy initiatives support our members by increasing shoulder-season demand, offering visitors and locals the opportunity to enjoy experiences at an attractive price point during traditionally slow periods across hotels, restaurants, Broadway productions, Off-Broadway shows, museums, cultural institutions, attractions and tours. ‍ NYC Tourism + Conventions social published 140 organic posts throughout the NYC Winter Outing 2024 messaging cycle (Nov 14–Feb 4), earning 3.2 million impressions and 20,200 engagements.

Eighty-seven members participated in aggregate in our “Social Splash” campaigns dedicated to each program. In addition, 35 restaurants were nominated in our first-ever “Best Menu Award,” with many spots actively participating on their social channels to get out the vote. In 2024, the campaign creative for all programs was updated to incorporate our new brand design and creative system.

Promoting cultural celebrations, sporting events and performing arts and working alongside travel and culinary institutions allows us to expand our audiences and the reach of our content. NYC Tourism + Conventions enables partners to promote their event or project through our digital and out-of-home marketing channels in exchange for providing equal exposure for our content through the partner’s website, newsletters and events.

Entertainment and Performing Arts

Monsoon Wedding is a stage musical adaptation of the acclaimed 2001 film of the same name, directed by Mira Nair. Telling the story of an Indian family as they prepare for a lavish wedding ceremony in Delhi, the cast and crew all represented the South Asian diaspora. NYC Tourism + Conventions partnered with St. Ann’s Warehouse to boost our Asian and South Asian content by including our South Asian guides, itineraries and content in their dedicated emails, ticket confirmation emails and social media posts.

And Just Like That…

This past summer celebrated the 25th anniversary of Sex and the City and the second season of Max’s spinoff And Just Like That . NYC Tourism + Conventions partnered with the franchise to celebrate this moment by coordinating lighting displays at the Empire State Building, Javits Center, One Bryant Park, One World Trade Center and Pier 17 in exchange for promotion in Max’s owned channels. Our brand and partnership was mentioned in the show’s official media release. Our shopping guides were featured on their social accounts, and they shared illuminated building images, tagging @nyctourism and the participating buildings. Additionally, our team participated in the Empire State Building lighting ceremony alongside actress Sarah Jessica Parker, confirming our role in enhancing the City’s tourism and cultural appeal.

The Life of Pi featured NYC Tourism + Conventions as a partner of the show on their website and drove to our Asian Experience content hub through dedicated social media posts, post-trip emails and inclusion on their website. In turn, the Life of Pi was promoted in our B2C newsletter content during AAPI Heritage Month in May.

BroadwayCon

BroadwayCon is an annual convention that brings together theater fans, professionals and performers to celebrate the world of Broadway. The event provides a unique opportunity for fans to connect with each other and with the Broadway community while celebrating their love for theater. We partnered with BroadwayCon to amplify our outreach for NYC Broadway Week. We delivered 1 million LinkNYC screen impressions, an event listing on our official website and social media support in exchange for a sponsorship logo inclusion, a dedicated digital screen amplifying NYC Broadway Week, social media promotion of our messaging and a dedicated post-conference email to attendees highlighting the program.

Chelsea Film Festival

The Chelsea Film Festival returned to NYC this year with a celebration of New York City’s cultural and cinematic landscape. They hosted the world premiere of our Local Legends film series, followed by a panel featuring our SVP of Content and DiversityInitiatives, Rondel Holder. This 11th anniversary of the Chelsea Film Festival had over 2,500+ submissions. Local Legends was one of 18 Indie Episodic films shown at this festival that garnered a 10,000 in-person attendance. We marketed this festival with 2 million LinkNYC impressions, an event listing on NYCtourism.com and a presence in NYC Tourism + Conventions’ Fall Guide in exchange for a screening of our Local Legends series at the festival, logo inclusion in event communications and banner ads in event emails.

New York Comedy Festival

We continued our partnership of the New York Comedy Festival by promoting the festival on LinkNYC screens, social media and in our consumer newsletters in exchange for promotion of our comedy guide through the festival's email channels. Our video content was also aired in the event venues.

SummerStage and Park Jams

Already a partner for our Hip-Hop in NYC content hub, NYC Tourism + Conventions partnered with Mass Appeal—already a partner for our Hip-Hop in NYC content hub—for the SummerStage Park Jams event on June19, celebrating the 50th anniversary of the genre as well as Juneteenth. The event took place at Rumsey Playfield in Central Park and featured performances by renowned hip-hop artists such as DJ Premier, Grandmaster Flash and Kid Capri, among others. We provided support for the event with out-of-home placements, social amplification, paid digital media and an event listing on our website. In return, we received partnership designation, logo presence on screens during the event, a dedicated call-out at the event, and access to tickets and VIP privileges. We also licensed our NYC Parks mark in celebration of hip-hop starting in a park to develop merchandise that was sold at the event and online.

Rock & Roll Hall of Fame

NYC Tourism + Conventions partnered with the Rock & Roll Hall of Fame for its Induction Ceremony on November 3 at Barclays Center. The event was also featured in our Hip Hop 50 campaign as it honored DJ Kool Herc, a pioneering figure in the foundation of hip-hop. We provided an event listing, paid social amplification, inclusion on LinkNYC screens and Taxi TV inventory and email newsletter inclusion in exchange for an ad in the digital program for the event, an email and social post promoting our hip-hop content to their membership, and logo inclusion in the credits on the Disney+ stream of the event. This exchange served as a fitting conclusion to our yearlong celebration of hip-hop, reinforcing NYC’s stature as a city that embraces and champions diverse musical legacies.

James Beard Foundation and Queens Night Market

NYC Tourism + Conventions partnered with the James Beard Foundation and Queens Night Market to promote an exciting culinary event at the newly opened Pier 57 dining venue operated by the James Beard Foundation. As part of the AAPI Heritage Month celebration, Queens Night Market hosted a special evening at Platform by JBF. We supported the event via an event listing, social media promotion and inviting community members featured in our Asian Experience content.

We partnered with City Hall’s Public Design Commission and Black Gotham Experience (BGX) on the promotion and rollout of BGX’s short film, Epicenter . The film covers the history of NYC’s City Hall through the lens of the experiences of Black New Yorkers and debuted in February in commemoration of Black History Month. We promoted the film on LinkNYC screens and in email and social posts in exchange for attribution in the film and in social posts promoting the film, as well as rights and clearances to share a cutdown of the film in our social channels.

Harlem Week

This annual festival celebrates the rich history and culture of Harlem through in-person and virtual events. Ahead of the event’s 50th anniversary in 2024, we once again supported the program with social and editorial content in exchange for sponsor designation.

Diwali on the Hudson

Our collaboration with Diwali on the Hudson, in partnership with the Desai Foundation, marked a significant milestone as we joined forces for their 10th-year capstone event celebrating Diwali in NYC. This occasion marked the first-ever celebration of Diwali as a public-school holiday in the City. We gained valuable exposure by sharing our South Asian Guide on social channels owned by Diwali on the Hudson.

In celebration of the largest annual sporting event in NYC, we partnered with the United States Tennis Association (USTA) to promote the US Open on our homepage and in our summer guide, as well as with influencer and social coverage during Fan Week. In return, the USTA promoted our site on USOpen.org, included our banner ad in their Insider email newsletter and aired our 30-second destination video to their audience of 500,000 tennis fans.

TCS New York City Marathon and NYRR Midnight Run

We continued our partnership with New York Road Runners (NYRR) with promotion of the TCS NYC Marathon. NYRR promoted our marathon viewing guide across their owned channels, including push notifications via their app, email inclusions and within their social media posts. This year’s marathon saw 51,453 runners from across 131 countries reach the finish line. The marathon app was downloaded 480,000 times and had a social media following of 859,000. In turn, we promoted the NYRR New Year’s Eve Midnight Run, adding the event to our website’s event listings and showcasing it on targeted social media posts.

JP Morgan Tournament of Champions

The JP Morgan Tournament of Champions is a professional squash tournament that features the world’s best squash players. Held January 18–25, this year marked the 26th year of the tournament at Grand Central Terminal.  NYC Tourism + Conventions provided several assets to the tournament, including a custom restaurant guide around Grand Central, access to our Delegate Pass, a welcome letter from the Mayor and video assets shown at City Winery, where the watch party took place. The tournament included our logo and links to NYCtourism.com in newsletters and social media posts and promoted the Delegate Pass to their attendees.

FIFA recently announced MetLife Stadium as one of the host venues for soccer matches for the CONMEBOL Copa America 2024, which will be promoted through NYC Tourism + Conventions social channels. Matches include Chile vs Argentina (June 25), Uruguay vs Bolivia (June 27) and the semifinal match (July 9). Looking to the FIFA World Cup 26™, New York/New Jersey was awarded the final match on July 19, 2026, along with seven other matches, cementing our region as the most important stage for the world’s biggest events.

Kayak and Priceline

On October 5, Kayak and Priceline invited NYC Tourism + Conventions to create an engaging familiarization trip for 100 airline partners who were brought to NYC in celebration of the airline community. In return, we received prominent exposure throughout the event and the opportunity to present to the participants.

Expanding the Reach of NYC Marks at Home and Abroad

NYC Tourism + Conventions aligns with many organizations to reach audiences, featuring the City’s unique character in a variety of goods from well-known brands. In 2023, we entered our ninth year of partnership with the iconic New YorkCity brand Only NY. They continually reinvent and promote the NYC Parks, TheCity of New York Department of Sanitation (DSNY) and NYC marks, keeping consumers interested in quintessentially New York City brands and institutions.We are excited to work on a partnership to highlight their 10th year as a licensee in 2025.

The collaboration between NYC Tourism + Conventions and Mass Appeal in Q3 enhanced the impact of the Hip Hop 50 celebration. Through this partnership, we successfully extended licensing rights for the NYC Parks and “Made in NYC” marks. This move enabled the production of exclusive apparel items, aligning with our business objectives and showcasing the City’s hip-hop culture. These products sold out during the Park Jams events as well as Hip Hop 50 Live at Yankee Stadium. They continue to be featured on Mass Appeal’s website and contribute to our broader goal of promoting New York City's cultural richness on a global scale. In Q4, we partnered with NYC streetwear apparel brand TIER to launch an exclusive capsule collection featuring our new logo. The partnership marks the first of its kind for NYC Tourism + Conventions since the organization rebranded. The limited travel capsule collection, which features an interpretation of New York City’s new logo, brand identity and color palette, comprises hoodies, sweatpants, socks and baseball hats. The collection was promoted through our owned channels, out-of-home placements and social media channels. The partnership also included a love letter to NYC by TIER founder Nigeria Ealey. Shared on NYCtourism.com, this collaboration was also featured in Complex , Essence and Travel and Tour World .

NYC Around the World

NYC Tourism + Conventions focuses efforts on attracting both leisure and business travel. By showcasing NYC as the world’s foremost destination for business events, engaging with the travel trade, generating positive press and empowering member success, we help the City maintain its allure on the global stage.

Attracting Longer-Staying, Higher-Spending International Travelers and Meeting Delegates

Since their hiatus during the height of the pandemic, we have now fully restored our network of 17 international in-market representative agencies doing important work on the ground to build visitation and promote our members across 26 countries. These representatives sell our destination to top leisure travel trade, business event organizers and local media outlets throughout their regions. The teams’ efforts in these markets have resulted in a steady increase in lead generation and bookings for all manner of business events, such as meetings and incentive trips. Some markets are offering standout results. Brazil and Mexico are leading the incentives market from the financial, automotive, retail and pharmaceutical sectors, with short booking windows of 30 to 120 days. NYC has also secured hosting rights for various incentives from Singapore, Thailand and Australia, with potential interest from Malaysia and Indonesia for events in May and September. Canada, the United Kingdom, France and Western Europe are pivotal markets for corporate events and meetings, and leads from these regions, particularly in the technology, financial and insurance sectors, will be an important focus for our team through 2026.

Tourism campaign in Italy

This robust sales activity in market, together with our award-winning tourism campaign, kept NYC and our members front of mind for travel audiences around the world. The 2022–2023 iteration of our global marketing campaign, which had 16 distinct market executions that featured travel partners, drove more than 1 billion ad impressions and 1.7 million trips. The campaign was refreshed for 2023–2024, once again featuring Lady Liberty as the ultimate icon of our great city, beckoning potential travelers to NYC. Out-of-home advertisements and media placements launched in January for the latest iteration and will continue to run through 2024.

Showcasing NYC as the World’s Premier Business Events Destination

The Convention Development team remains focused on returning group business to NYC, engaging meeting planners at trade shows and sales missions, and promoting NYC in major markets at home and abroad.

Our Marketing team supports these efforts with media buys that amplify team activities, resulting in over 6 million ad impressions. We also produced a dedicated video for this audience to reinforce the message that NYC is where successful meetings happen.

Here at home, our Destination Services team supports meetings and events throughout the year, including major annual shows hosted in the five boroughs each year like the National Retail Federation, New York Toy Fair and Comic Con. In total, business events bring nearly 6 million visitors to the City, boosting business not just for hotels but restaurants, attractions and service providers as well. This year the team revamped the Destination Services tool kit, which contains several complimentary resources for business event professionals to assist in their planning and to help promote their events in NYC.

Inspiring and Driving Leisure Travel Through the Trade

Engaging the travel trade to drive leisure business is a major focus for our team. We showcase NYC and our members by hosting familiarization trips for top product managers and top-selling travel agents, leading sales missions (in over 12 major international markets in 2023), targeting high-value market segments (like luxury and long stays) and by providing educational and business development opportunities for trade and members.

The New York City Travel Trade Academy (TTA) was relaunched in Q2 of 2023, educating the travel trade on how to package and sell the five boroughs to potential visitors. The content is now available in 10 languages: German, Spanish, Portuguese, Japanese, Korean, Italian, French, Chinese, Hindi and English.

Our Tourism Development team also curates unforgettable experiences for niche market segments. For the luxury segment, the team fosters partnerships with industry-leading associations like Serandipians and Virtuoso, and attends key luxury trade shows like ILTM. A partnership with IGLTA also elevates New York City's profile within the LGBTQ+ travel community, highlighting tailored programs and resources for this market. Efforts to welcome Muslim travelers have been well received by the trade in the Middle East and Southeast Asia market, including promotion of the NYC Halal Travel Guide, the ability to filter restaurants to find halal offerings on our website and dedicated Muslim traveler-friendly content on NYCtourism.com. We are also committed to specifically engaging and welcoming the growing Black travel market by participating in the Black Travel Summit and successfully hosting our inaugural Black travel familiarization trip in February 2024.

The City is preparing to host the 2024 Student & Youth Travel Association’s (SYTA) conference this coming August. This is a terrific opportunity to reinforce NYC’s status as the most popular student and youth destination in North America. NYC Tourism + Conventions is hosting several business expos and reverse sales missions in the City. Members can connect with international buyers locally, saving them time and travel expenses. The travel trade and media representatives also get to discover the five boroughs in person and learn about new services, experiences and travel products across the City. In February 2024, NYC Tourism + Conventions executed two reverse sales missions and business expos, welcoming 40-plus clients from Germany, Switzerland, Austria, the Netherlands, Spain and Mexico. The team is planning more reverse sales missions and business expos later in the year with buyers from Ireland, the United Kingdom (March 25–29), France and Italy (June 16–20) and South America (August 19–23).

Keeping NYC Aspirational by Driving Positive Press Around the Globe

The Global Communications Team is constantly working to position New York City as a premier destination for leisure and business travel worldwide, evidenced by the more than 13,000 media stories they were able to affect, influence or place in 2023. Some of the year’s top themes targeted the rebound of international and business travel, a citywide celebration of hip-hop’s 50th anniversary, ways to visit NYC affordably and shoulder-season promotions showcasing our vibrancy programs featuring the hotel, restaurant, theater, attractions and arts sectors. In addition, the Global Communications team maintains a comprehensive crisis communications strategy at all times, which includes close coordination with city agencies, members, partners and stakeholders to coordinate and disseminate information relevant to the tourism industry during emergencies including weather-related situations. Media relations outreach engaged approximately 900 journalists in target feeder markets to develop highly individualized stories that speak to New York City’s diverse visitor mix. Efforts included the Visiting Media program, which hosted over 260 group and individual visits, composed of site visits, tours and hotel stays across all five boroughs, supported by our members and partners. Our more than two dozen What's New media briefings in 10 markets provided a broad update on major events, programs, and openings citywide as a source of inspiration for future stories. Global media coverage of New York City illustrates the breadth, depth and value of a visit, drives urgency to visit and reinforces the importance of tourism as a major economic driver that benefits all New Yorkers.

Advancing Sustainability Dialogue and Best Practices

With our extensive public transportation network and density, NYC is an excellent choice for travelers mindful of sustainability. To support industry efforts to become more sustainable, we are proud to be a member of U.S. Travel’s Sustainability Committee and have ongoing partnerships with Climate Week NYC: The Nest Climate Campus, the World Travel & Tourism Council and The Climate Group. Our editorial team also publishes content on sustainability topics for both our consumer and business audiences.

Supporting Arts, Culture and Community Through the New York City Tourism Foundation

The breadth of the arts and culture scene across the five boroughs is one of the greatest strengths and advantages of our destination. Building awareness of these offerings is an ongoing commitment and supporting the wide variety of small but burgeoning nonprofit arts and cultural organizations that distinguish our city from others is another important tactic. We raise funds through our charitable arm, the New York City Tourism Foundation, to provide grants to local nonprofit, arts and cultural organizations for their own tourism and marketing efforts to build audience and awareness. The Foundation’s primary source of funding is our annual gala, held in December, where we honor industry leaders that have made a lasting impact. The 2023 edition raised over $600,000. Last summer we added a more casual and accessible fundraising event called Summer Soiree. Both of these events will return in 2024.

Empowering Member Success

NYC Tourism + Conventions’ 1,800+ members have access to a suite of business-building tools and resources. Our Membership and Events teams organize webinars detailing ways to reach consumers, travel trade and business event planners. In-person events like the annual meeting, business card exchanges and executive mixers foster professional connections with fellow members. Our Events team shares regular opportunities for members to join the Convention and Tourism Development teams at trade shows and sales missions, and members can work with us to be showcased in familiarization trips and site inspections.

We host regular webinars, our Member Talks, which cover topics from accessibility to gender-expansive hospitality training. Last year, we created a series of educational webinars called Meet the Market to educate our members on specific market segments and international regions, which also served to drive interest in joining a sales mission or deep engagement. The team hosted nine Meet the Market sessions the past year, a cross departmental effort between Membership, Events, Tourism Development and international office representatives. Markets and travel segments covered included Asia, Latin America, Northern Europe, Southern Europe, Australia/New Zealand, Canada, student travel and Black travel. Nearly 100 members went on to engage for the first time in sales missions, familiarization trips and trade shows after attending a session.

The Small Business Members Scholarship Program, now in its second year, is designed to provide qualified small businesses and cultural organizations with the necessary support and opportunity to participate in international sales missions and reverse sales missions with NYC Tourism + Conventions while sharing the true diversity of NYC experiences with the global trade. Following a comprehensive evaluation process, nine members were awarded the 2024 small business and cultural trade engagement scholarships. Additionally, through the membership portal of NYCtourism.com, members can access up-to-date market profiles and travel trend insights. Our Research team works on monthly updates to the New York City Tourism Barometer, also available to members providing information on visitor activities and spending, plus data on hotel performance, flight capacities, jobs and other helpful data. The Trend Report, published yearly each fall, provides additional detailed insights including visitation forecasts, hotel performance, traveler sentiment and global market updates.

Supporting Small Businesses Through Storytelling and Education

New York City’s variety of experiences is unmatched—a quality reflected in our members and their contributions to the City’s rich diversity. Through content on our website, social media campaigns, virtual education sessions and award-winning videos like our NYC Local Legends series, we uplift NYC’s multicultural communities to spread tourism’s economic benefits, connecting locals and visitors to the experiences that give the City its unique character. Our Tourism Ready program provides no-cost, valuable educational programming to the business community across the five boroughs on how to work with the travel trade to expand business opportunities. Through a series of free sessions, hospitality businesses learn to attract and manage group travel. These sessions also help expand tour operators’ offerings—encouraging repeat visitation and deeper exploration of the City’s neighborhoods, resulting in greater equity in tourism and economic impact. NYC Tourism + Conventions staff and members regularly participate in educational sessions and in-person experiences, learning about topics like LGBTQ+ and gender, land acknowledgements with the Lenape Center, Hispanic heritage, Diwali, accessibility, Black history and more.

2024 Strategic Priorities

In the year ahead, our work promoting the greatest city in the world will be driven by our core mission following four priority focus areas.

Continue positioning NYC as the world’s most aspirational and welcoming travel destination while influencing exploration of all five boroughs

We will continue to promote the vibrancy of all that NYC has to offer in a meaningful, consistent way across all of our channels, helping to keep our destination continually top of mind for travelers and prospective travelers around the world. Our Global Communications team will continue to work with key media outlets and influencers both locally and internationally to drive immediacy and demand, focusing on product and destination updates and promoting a positive image of NYC around the world. These updates will continue to stress not only all the can’t-miss seasonal developments and openings the City has to offer but also the new shows, restaurants, exhibitions and attractions that continue to provide a multitude of reasons to visit the five boroughs now—reinforcing that NYC is one of the most robust and diverse destinations in the world. We will also focus on promoting value and family-friendly ways to experience the City across all sectors in response to the economic challenges facing many of our key feeder markets while continuing to uplift opportunities that appeal to luxury or affluent travelers, again demonstrating the diversity of experiences available in NYC. Our social channels will continue to feature always-on content showcasing the exciting array of happenings in NYC at any given moment as well as ongoing content that supports each of our membership sectors. In addition to our internal team of experts, this content is developed by our award-winning Creator Squad, representing outstanding local voices across the categories of food, hotels, shopping, Broadway, culture and more. We will continue to showcase local businesses of all sizes, as well as community leaders and business owners across the five boroughs, to help promote neighborhood exploration and cultural diversity. Our Global Communications and Social Media teams will continue to support our signature marketing initiatives, including our vibrancy campaigns, to help drive traffic and sales to the hundreds of participating member businesses.   Alongside this work, our ongoing content initiatives will continue to showcase the diverse cultural fabric of our destination, inclusive of our seasonal guides and content platforms such as The Asian Experience in NYC, The Black Experience in NYC and The Latino Experience in NYC. These platforms showcase small businesses throughout the five boroughs, helping drive curiosity and exploration, and provide ample inspiration for visitors to return. They also appeal to first-timers eager for authentic cultural experiences to pair with visits to iconic sites. Our Marketing and Tourism teams are also focused on deeper audience development across key segments, such as luxury, Black travel and LGBTQ+. Our new luxury strategy includes refreshed content on our B2C site as well as a new B2B section exclusively for the luxury travel trade, featuring a specially curated selection of luxury product, resources and guides. We will also create a Luxury Travel Trade Council to create tighter connections with the luxury trade, ensuring they have ongoing product updates and that our organization has the latest insights into this impactful segment. Additionally, we will build on the success of our first Black Travel FAM that cut across our Tourism Development, Global Communications and Convention Sales teams, bringing leaders in Black media, leisure travel and business events into the City for an immersive destination experience. We will continue our engagement with the LGBTQ+ community, focusing our consumer messaging on NYC as a safe, welcoming destination, particularly as we ramp up to WorldPride in Washington, DC, in 2025, looking toward creating visitors’ pre- and/or post-event experiences. Our focus on student and youth travel has never been more important. We will host the 2024 Student and Youth Travel Association (SYTA) conference this August and will continue to focus on value and family-friendly travel moving forward. Other highlights include our partnership with the film Ghostbusters: Frozen Empire this March and a wealth of forthcoming content features about the City’s historic sites as we look forward to the 400th anniversary of the founding of NYC in 2025 and the 250th anniversary of the founding of the United States in 2026.

Sustainably restore visitation, spending and business events

Our marketing campaigns will continue to center around two primary tranches: vibrancy campaigns designed to support our member businesses during key need periods, and our global tourism campaign designed to drive direct bookings to NYC through partnerships with airlines and tour operators around the world. Our vibrancy campaigns comprise NYC Restaurant Week, NYC Broadway Week, NYC Must-See Week, NYC Off-Broadway Week and NYC Hotel Week. These programs will continue under the NYC Winter Outing umbrella in January/February, providing more incentive to drive overnight visitation during our most critical needs period. We will continue to strive for more participation in these programs across all five boroughs to help support as many businesses as possible through the outreach efforts of our Membership and Government Affairs teams. We will also build on our support of those businesses with a suite of tools, including social media campaigns and menu-engineering tips to help them achieve as much success as possible. Further, we will continue to secure airline and rail partners to support the program, as well as the assistance of other brands that can help increase promotional reach and awareness. We will repeat our iconic NYC Restaurant Week program in July/August, as well as NYC Broadway Week and NYC Off-Broadway Week in the fall. And thanks to the invaluable support of our partner Bloomberg Connects, we will once again launch our It’s Time for Culture program this October, designed to provide a moment in the spotlight for our participating cultural members and give culture-lovers around the world a powerful reason to visit NYC at that time of year. We will continue our global tourism campaign, designed to drive direct travel bookings in our key feeder markets through the support of impactful airline and tour operator partnerships. We will develop refreshed creative that continues to iterate on the wildly popular Lady Liberty, leveraging key learnings from our 2023 SMARI results, proving that this imagery resonates with consumers at home and abroad. Our goal will be to continue spreading this effort across as many markets as possible, leveraging our international out-of-home media, courtesy of our partnership with JCDecaux, as well as digital media where possible and across key owned channels. Augmenting these efforts, our Tourism Development team will continue to work with the travel trade to train them on the latest developments in the City to promote a rich, five-borough product offering. They will continue connecting our members to the trade at key trade shows throughout the year, with a renewed effort on Reverse Sales Missions and Business Expos in tandem with our Global Communications and Convention Sales teams. This will allow us to bring more critical players into the market to experience NYC firsthand and engage with a wider variety of our member businesses. Our Convention Sales team will remain steadfast in its focus on bringing in big events of all sizes to NYC from around the world. The team plans to meet and exceed its room-night goals, continuing to grow our current and new relationships with clients both domestically and internationally to bring events to the City and confirm definite hotel room nights for our members.​ As part of this effort, the team will streamline trade show participation and increase participation in regional and national industry activities to best connect with business event professionals on the ground and encourage them to bring their next event to NYC​. In partnership with the Creative/Content and Marketing teams, Convention Sales will update and expand its suite of marketing collateral and sales tools, as well as its ongoing B2B advertising campaigns, which is designed to drive lead generation and traffic to our Meeting Planner website for continued engagement. The team will also continue to grow its partnerships with key industry associations to keep NYC top of mind as a business event destination unlike any other in the world.

Fueling business growth through increased member engagement

We will continue to develop new and enhanced opportunities for deeper engagement with our member businesses to help drive sales and awareness. First, we will maintain a regular cadence of Business Card Exchanges across the five boroughs to create ongoing opportunities for members to network and discover new opportunities for partnerships and business building. We will also continue our popular Member Talks series, both in person and virtual, providing our members with the information and tools they need to stay competitive. We are also developing new opportunities for members to showcase their product offerings and initiatives across our ecosystem through more integrated content and ad sales opportunities, as well as sponsorships of our corporate events, such as our annual NYC Tourism Foundation Gala, our Annual Meeting, Tristate Meeting Planner Event, Member Talks, Tourism Ready, Reverse Sales Missions and Business Expos and more.

Lay the groundwork for forthcoming big events to maximize tourism impact

In 2025 and 2026, New York City will be the site for some of the biggest celebrations the world has ever seen. NYC Tourism + Conventions is already working to ensure the foundation is created now to optimally leverage them for the benefit of our members and our destination. In May 2024, we will announce our upcoming history platform to media and travel trade around the world at IPW, designed to commemorate both the 400th anniversary of the founding of NYC in 2025 and the 250th anniversary of the founding of the United States in 2026. This history platform, Founded By NYC, will commemorate both anniversaries by celebrating the unmatched creativity, innovation and influence New Yorkers have had over the world since our city’s founding. In our creative and content, we will uplift underrepresented voices and stories, particularly those of the Lenape Indian tribe, free and enslaved Black Americans, and women. Our content will cut across our editorial and social channels through an ongoing release of articles, interviews and photo galleries, celebrating the City’s past, present and future, and encouraging travelers to make their own history in NYC. Our platform will also include a partnership with the iconic Broadway musical Hamilton , because what better way to tell the story of NYC’s place in our nation’s founding than with the help of the story that started it all? This partnership will come to life in a variety of ways, with more details to be announced. As our America250 celebrations culminate in summer 2026, NYC and New Jersey will be home to the global celebration of the 2026 FIFA World Cup. Eight matches will take place at New York New Jersey Stadium (MetLife Stadium), from Group Stage Matches starting June 13 to the Finals on July 19. As part of the festivities, there will be NYNJ Fan Fest events in every borough as well as many other tournament-related events. We look forward to leveraging this enormous opportunity to not only positively showcase our destination on a global stage but to encourage visitors to come early, explore more and stay longer.

2023 Financials

During the 12-month period ending June 30, 2023, NYC Tourism + Conventions recognized $21 million of the revenue received from the City through the city contract and an additional $11.6 million in other public funding, including additional funding from the City, the American Rescue Plan and New York State funds. Revenue from the private sector—including membership—totaled an additional $11.2 million. In FY24 and beyond, the company’s city contract is subject to further PEG reductions, which are expected to negatively impact revenue by at least an additional $3 million per year over the next four years.

New York City tourism attracted 61.8 million travelers in 2023

Tourism Industry supports 380,000 jobs across the five boroughs and thousands of small and minority-owned businesses

New York City – New York City’s tourism industry continued to bolster the state and city economy in 2023, generating $74 billion in economic impact with more than $48 billion coming from direct spending (not adjusted for inflation). This activity supported over 380,000 leisure and hospitality jobs—roughly 9% of the City’s workforce—and thousands of small and minority-owned businesses across all five boroughs. Tax revenue, which totaled more than $6 billion generated by visitor spending, saved each New York City household approximately $2,000 in 2023.

New York City Tourism + Conventions , the official destination marketing organization and convention and visitors bureau for the five boroughs of New York City, also released its final 2023 forecast, with the City attracting 61.8 million travelers in 2023, marking a recovery of 93% of the City’s record 2019 visitation levels.

“I’ve said it before and I’ll say it again: New York City is back! And this year’s tourism numbers prove our economic recovery is coming back stronger than ever,” said New York City Mayor Eric Adams . “New York City’s tourism industry touches every corner of the five boroughs – supporting small and minority-owned businesses and more than 380,000 local jobs. We’re grateful to every single one of the 62 million visitors who brought in more than $74 billion in economic activity to our city this past year, and look forward to welcoming even more visitors next year.”

“Throughout 2023, New York City saw a continued return to pre-pandemic travel patterns, reaffirming the industry’s place as a driver for the City’s economy with $74 billion in economic impact,” said New York City Tourism + Conventions President and CEO Fred Dixon . “Our city is as vibrant as ever. New attractions, cultural offerings, restaurants, a welcoming arrivals experience and more have helped NYC remain a top destination for domestic and international travelers.”  

International and Domestic Travel

  • Domestic travel will reach 51.1 million in 2023, a 7.9% year-over-year increase over 2022.
  • International visitation, which accounts for nearly half of all visitor spending, will reach 10.8 million visitors in 2023, marking a 14.9% year-over-year increase.
  • As of December 2023, more overseas travelers hold valid US visas than at any point in history.
  • In 2023, New York City’s five largest international markets will be the United Kingdom (974,000), Canada (864,000), France (728,000), Brazil (589,000) and Germany (554,000).
  • Canada will reclaim its place as the second-largest international market.
  • Western European markets regain their position as core markets for international travel to the City.
  • Economic conditions in South America remain mixed, however Brazil, Colombia and Argentina remain important feeder markets.
  • The Chinese market is beginning to return as flight capacity increases; China was New York City’s second-largest overseas market in 2019.

Business and Leisure Travel

  • Business travel accounts for approximately 20 percent of all visitation to New York City annually; it was the hardest hit sector in the pandemic and continues to recover at a slower pace.
  • In 2023, business travel is expected to increase to 11.8 million, growing by nearly 3 million visitors.

Tourism Infrastructure

  • New York City remains the largest point of entry to the US. It operates the world’s busiest airport system, with more than 2,900 weekly flight arrivals across John F. Kennedy international Airport (JFK), Newark Liberty International Airport (EWR),
  • LaGuardia Airport (LGA) and Stewart International Airport (SWF). More flights arrive through New York City airports than any other destination in the United States.
  • Air traffic at LGA, JFK and EWR airports now exceeds pre-pandemic levels.
  • More than $20 billion in investments are being made across JFK, EWR and LGA airports to improve the traveler experience:
  • LGA is undergoing an $8 billion transformation to a single, structurally unified main terminal with better transportation access and first-class passenger amenities—the first complete rebuild of a US airport in over 25 years. All remaining construction is slated for completion in 2024.
  • The Port Authority of New York and New Jersey, in collaboration with American Airlines and Unibail-Rodamco-Westfield Airports, is launching a $125 million commercial redevelopment initiative for Terminal 8 at JFK.
  • This project will introduce more than 60 new shopping and dining options, emphasizing local and diverse businesses, following a $400 million terminal expansion.
  • On January 12, 2023, EWR debuted the updated $2.7 billion Terminal A, offering 33 new gates serving Air Canada, American Airlines, JetBlue and United Airlines customers, directly connected to a multilevel parking facility.
  • EWR is also working toward a new 2.5-mile elevated guideway train system to reduce greenhouse-gas emissions and ease traffic congestion.
  • The New York City subway system continued to rebound reaching a record 2.9 million paid rides on Saturday, December 9, representing the highest weekend day for ridership in four years.
  • Hotel performance remained strong in 2023, with an estimated 36.5 million room nights sold, approximately 8% below 2019 record levels.
  • New York City is again among the top three US markets and was the highest-performing hotel city in the US in the fourth quarter of 2023.
  • The demand for hotels remained strong and was supported by a steady increase in midweek business travel.
  • More than 70 new hotels creating more than 10,000 hotel rooms will be added to the City’s inventory in the next three years across the five boroughs.
  • Active or available hotel room inventory citywide continues to vary as hotels adjust to new marketplace conditions. As of December 2023, roughly 121,464 rooms were in active inventory.

Arts and Culture

  • The arts and culture sector continued to see the opening of new venues and exhibits. Employment in the arts and culture sector grew by 7% year over year to approximately 84,800 jobs.
  • The 2022–2023 Broadway season saw 12.3 million admissions, 16.8% shy of the record-breaking 2018–2019 season pre-Covid (the last complete season before the shutdown).
  • Broadway attendance was up 6% from 2022, while total grosses increased by 9% to $11 million.

Looking ahead

  • America 250: In 2026, the US will celebrate 250 years since its founding. New York City will commemorate its status as the nation’s first capital, the birthplace of the American government and the place where the Bill of Rights was written.
  • FIFA 2026 World Cup: FIFA has announced New York/New Jersey as a host city for the 2026 World Cup. Additional details will be announced in the coming weeks, including which games will be held in the area.

New York City is currently on track to welcome 64.5 million visitors in 2024.

Which major destinations charge a tourist tax (or are planning to soon)?

When traveling abroad, it's a good idea to account for any tourism taxes you must pay during your stay.

Some are a small extra cost added to what you pay for your accommodation per night. Others may be a one-and-done (or even daily) fee, such as Thailand's tourist tax . In some places like Bhutan, these fees can be quite costly.

You might find your vacation spot has implemented this kind of tax for several reasons. It could be a response to overtourism and concerns about sustainability and the environment (case in point: Venice, Italy), or it could simply be a way to help the local economy put funds back into tourism infrastructure.

Here, we'll look at top tourist destinations that charge a tourism tax and how much each will cost you.

After increasing its tourist tax in 2024, Amsterdam now has the highest tourist levy in Europe, with hotels, vacation rentals (including Airbnbs) and camping sites all charging guests an additional 12.5% of their overnight rate (excluding value-added tax).

Meanwhile, cruise travelers are charged 14 euros (around $15) as part of the "day tripper tax" for every day spent in Amsterdam. The charge, however, excludes passengers who start or end their cruise in Amsterdam and those living in Amsterdam.

Balearic Islands, Spain

Fees on the islands vary from 1 to 4 euros per night, depending on the accommodation type, as follows:

  • 4 euros (around $4.30) for those staying in luxury hotels
  • 3 euros (around $3.20) for those staying in midrange hotels
  • 2 euros (around $2.15) for cruise passengers and those staying in cheaper hotels and apartments
  • 1 euro (around $1) for campers and hostel guests

This sustainable tourism tax applies to Minorca, Mallorca, Formentera and Ibiza. Travelers under the age of 16 are exempt.

Germany charges tourists both a culture tax, known as "kulturforderabgabe," and a bed tax, known as "bettensteuer," in several of its more popular cities, including Berlin, Hamburg and Frankfurt.

In Berlin, the tourist tax is 5% of the room price. It varies in other cities such as Frankfurt (2 euros per night) and Hamburg (up to 3 euros per night).

Depending on the accommodation type (either the number of stars the hotel holds or the number of rooms), Greece charges 0.50 euros to 4 euros per night.

Manchester, England

The newly introduced City Visitor Charge costs 1 British pound ($1.25) per room, per night.

France's tourist tax varies depending on which city you are visiting but generally costs 0.80 euros to 4 euros per night, depending on the kind of accommodation you choose. Find out more .

This year, however, Paris' tourist tax has been raised in advance of the Summer Olympics. You can now expect to pay between 0.75 and 15 euros per night, depending on your accommodation.

The tax is 2 euros per night for the first seven nights in Lisbon, Porto, Faro and nine other municipalities. Other parts of the country that charge a tourist tax usually have lower fees, around 1 euro to 1.50 euros per night.

In the capital of the Czech Republic, there is a charge of 50 korunas ($2.11) per person, per night for hotel stays.

In Rome, the tax varies from 3 to 7 euros per night, depending on the star rating of your accommodation.

In addition to the tourist taxes for Spain's Balearic Islands mentioned above, you'll find a couple of taxes apply when visiting Barcelona.

The city charges two different taxes to tourists. The first is the city tax, which increased in April 2024 to 3.25 euros per night. Visitors must also pay a regional tax depending upon the type of accommodation they're staying in.

  • 2.25 euros per night for rental accommodations
  • 1.70 euros per night for four-star hotels
  • 3.50 euros per night for five-star and luxury hotels

Cruise passengers also pay different amounts depending on the length of their stay. Expect to pay 3 euros for visits less than 12 hours and 2 euros for visits longer than 12 hours.

Venice, Italy

Taxes in this popular tourist destination vary from 1 euro to 5 euros per night and are paid to your accommodation. A separate tax for people visiting on a daytrip during peak times between April and mid-July costs 5 euros.

Other destinations

Additional places in Europe that charge tourist taxes include Austria, Belgium, Bulgaria, Croatia, the Hungarian capital of Budapest, Malta, Montenegro, Slovenia and Switzerland. Some locales may only have regional tourist taxes.

Tourist taxes can always be introduced later, so be sure to do your own research before you travel. This is especially true for Edinburgh, Scotland, as the city is on the brink of introducing a tax of 2 euros per night . Potential tourism tax discussions are also underway in Wales .

North America

A Transient Occupancy Tax of around 12% to 14% of the room price will appear on California hotel stays, according to Turbotax . There may be other tourism-related taxes as well.

Rates vary across the country, but Alberta, British Columbia, Manitoba, Nova Scotia and Quebec are among the areas that add a visitor tax to a hotel's price.

While Hawaii doesn't currently have a tourist tax, Hawaii Gov. Josh Green proposed a $25 fee on visitors when they arrive and check in to a hotel or short-term rental; it may pick up speed and become a reality at some point. This isn't the first time a fee on visitors has been suggested in Hawaii, with previous calls for a $50 so-called Green Fee visitor payment also recently put forward.

New York City

New York City charges a hotel room occupancy tax to visitors that costs about 14% of the room price plus up to $2 per room, per night, according to the New York City government website .

In addition to the ones mentioned above, you should expect taxes and fees on hotel stays in most other U.S. states.

Latin America, South America and the Caribbean

Buenos Aires

Tourists will pay $1.50 per room, per night when staying in Argentina's capital city.

The Caribbean

Taxes vary by country in the Caribbean. For example, Bonaire has a one-off $75 fee that tourists need to pay via its official website , while Aruba adds 12.5% to your room rate plus $3 per room, per night. In Barbados, you'll pay $2.50 to $10 per room, per night, and there will typically be a $70 departure tax already included in your flight cost.

Antigua and Barbuda, the Bahamas, Bermuda, the British Virgin Islands, the Cayman Islands, Dominica, the Dominican Republic, Grenada, Haiti, Jamaica, Montserrat, St. Kitts and Nevis, St. Lucia, St. Maarten, St. Vincent and the Grenadines, Trinidad and Tobago, and the U.S. Virgin Islands are also known to apply tourist taxes. Check details before booking or traveling, as there may be a departure tax already included in your airfare.

Galapagos Islands, Ecuador

In 2024, entry fees for visitors to Galapagos National Park are set to double in cost, with visitors now paying $200 to enter the park from Aug. 1. A reduced fee is set to be available for children under the age of 12, and children younger than 2 will be able to enter for free.

Quintana Roo, Mexico

This region charges a one-off tourist payment of 224 Mexican pesos (around $13) to visit any destination in Quintana Roo. This includes Cancun, Cozumel, Holbox, Playa del Carmen and Tulum. A tourist tax may also be added to hotel stays in these areas and other parts of Mexico.

Asia and the Pacific

Bali, Indonesia

Bali introduced a tourist tax in February 2024. It charges 150,000 rupiahs (around $9.25) in addition to other visa fees. The tax aims to combat overtourism on the popular island.

Until recently, Bhutan charged a whopping $200 fee per day. Known as the Sustainable Development Fee, this tourist tax is designed to assist with paying for infrastructure improvements, environmental efforts and fair wages for locals, among other things.

However, this was recently reduced to around $100 per day to encourage more people to visit. This is the most expensive tourist tax in the world and is paid regardless of your accommodation type.

Malaysia's tourist tax costs 10 Malaysian ringgits ($2.08) per room, per night.

The tourism tax in the Maldives ranges from $3 to $6 per day. The Green Tax total varies depending on if you're staying in a guesthouse, hotel or resort. Find out more .

New Zealand

When you book your New Zealand visa, you'll usually pay 35 New Zealand dollars ($20.60) for the International Visitor Levy.

A one-time fee of 300 baht ($8.14) was introduced in June 2023. All tourists arriving by air will need to pay this tax. For visitors who enter the country via a port or land border, the fee will be 150 baht.

Bottom line

More and more, tourist taxes are becoming a regular part of travel around the world. While these fees are nominal and shouldn't cause too much of a dent in your budget in most cases, they can rack up quite quickly in some destinations if you're not careful. Always research the fees at the destination you plan to visit before you get there, and make sure you budget for it if you don't want a surprise bill.

Rather than work charges into the nightly rate, hotels are tacking them on.

Recently, pesky hotel fees started appearing on hotel reservations at New York City hotels in Manhattan and Brooklyn, buried as a line item under taxes. Even the most seasoned traveler might not have noticed. Much like resort fees, the destination fee—also known as a facility fee or urban fee—covers amenities guests used to have to pay à la carte for, like Wi-Fi and phone calls, and some services already baked into the room rate, like access to the fitness center. But rather than work them into the rate, hotels were tacking them on.

In Las Vegas or Miami , long-standing resort fees are begrudgingly accepted, but the NYC hotel fees seem to have slid under the radar. In part, it's because they're not charged universally—in fact, only about 130 of New York City's 700 hotels across the boroughs apply destination fees, according to Lauren Wolfe, a consumer rights lawyer and founder of KillResortFees.com —but more likely, it’s because these fees are still a relatively new concept here, with only a few high-profile players starting to apply them.

“Urban resort fees have existed in New York City for a while now, but previously they were only limited to very small, slightly sketchy hotels that were trying to take advantage of international tourists,” says Wolfe. “Within the last year we've seen an explosion of hotel resort fees in New York City.”

Why hotels are suddenly charging this fee is a lot more complicated. Chris Heywood, senior vice president of global communications for NYC & Company, the destination marketing company for New York, says the fees aren't mandated by the city and are at the discretion of the hotels and their management companies. Some hotel owners argue that with all the new competition in the city, hotels need to keep their room rate as attractive (read: cheap) as possible. Then they can make up for the price cut later with daily destination fees.

Other hotels say that they are simply trying to improve a guest’s stay.

“The idea behind it was to see how to enhance the guest experience and provide added value to our guests as well as give them things they wouldn’t seek out on their own,” says Kathleen Duffy, spokesperson for Marriott’s NYC hotels. Sixteen Marriott properties in New York City currently charge destination fees, Duffy says. (There are 78 Marriott hotels in New York in total.)

But Wolfe, the consumer advocate, says it’s a way for hotels to skirt paying more taxes. Bear with us for a second as we do some math: The occupancy rate tax, at 14.75 percent, is much higher than the sales tax at 8.875. So if a hotel charges a room at $300 a night, but adds a $35 daily fee, only the $300 room rate is subject to occupancy tax, even though the guest is essentially paying a room rate of $335 a night, pre-tax. Currently, New York state doesn't have any laws governing destination fees, meaning they aren’t regulated—and hotels can charge pretty much whatever they want.

What can you as a hotel guest do about these fees? You can choose a hotel that doesn't charge a fee, for starters—just need to look under taxes and fees at the time of booking online, be it on the hotel site or a third-party OTA like Hotels.com or Booking.com . If you're booking by phone, ask if there's a destination fee on your daily rate if they don't volunteer the information.

Destination fees aren't necessarily a straight tax. Most hotels will specify the added value of their fee on their website. For example, JW Marriott Essex House at Central Park, where rooms are going for a low-season low of $400 a night, charges a $25 daily destination fee that includes a $35 food and beverage credit to use at their in-house dining establishments. The Hilton Midtown New York charges a $25 fee that includes a $15 beverage credit and a daily $10 food credit. The James SoHo charges a facility fee of $40 a night that includes a $10 daily food and beverage credit, ten percent off at the restaurant, and a welcome cocktail, among other services like unlimited local and long-distance calls. The 1 Hotel Brooklyn Bridge charges a $19 destination fee, but its website doesn’t say what’s included. When we gave the hotel a ring, they explained it was access to all the restaurants at the hotel.

As you can probably tell by now, there's no rhyme or reason to how these fees are applied, but it does seem that in the outer boroughs like Brooklyn, they're slightly lower—about $5–$10 cheaper. Still, if your heart's set on a certain hotel for your big city vacation, we (and the hotel) have a feeling no fee will get in the way of that.

The concept of tourist tax isn’t a new one. City tax has long been the norm for many countries in Europe such as Greece , Spain and Germany , and hotel tax is standard across many destinations, including US states. The impact of Covid on the travel industry was severe – hotels, restaurants and hospitality venues closed, people that relied on tourism for their livelihoods suddenly faced huge losses, and money that the government relied on for development and maintenance was depleted. As a result, while travel continues to normalise post-pandemic, many countries have decided to implement a tourist tax to boost economies and reinvigorate locals. Below, we take a look at what exactly tourist tax is, and which countries are introducing the measure for 2024.

What is tourist tax?

Originally, tourist tax was introduced by certain governments with the aim of tempering over-tourism and generating income from large numbers of travellers entering the destination. Bhutan, for example, has asked tourists to pay a significant sum of money to enter since it opened to travellers in 1974. The country uses the tax (called the Daily Sustainable Development Fee) in an attempt to preserve the country’s natural, undisturbed beauty and to protect traditional Buddhist culture. Similarly, Barcelona uses the city’s tourist tax to fund construction and development projects locally – typically it is around €5 per day per person. Most tourist taxes are added onto the cost of your accommodation.

Which destinations will begin imposing tourist taxes in 2024?

  • In Italy , Venice will begin asking charging tourists a fee in 2024
  • The Indonesian government has announced that a tourist tax will be imposed on travellers visiting Bali from 14 February 2024
  • In 2024, the UK is imposing a new system called an Electronic Travel Authorisation (ETA), whereby visitors from the US, Europe, Australia and Canada will be required to apply for permission and pay to enter the country .
  • Next year, the EU will begin implementing a new tourist visa, whereby non-EU citizens travelling from outside the Schengen zone will need to fill out a €7 application to enter the country.

Which destinations currently impose tourist tax?

The below destinations impose tourist taxes on travellers entering the country, but the amount of tax charged changes frequently. We have included some guidance on projected costs, but make sure you check with your accommodation or the tourism board for each destination before travelling to be sure how much you need to pay.

  • Austria : the cost of tourist tax is typically added onto your accommodation bill, and is around 3.2 per cent in Vienna .
  • Belgium : in Brussels tourist tax is mainly below £3.50, and is added onto your accommodation bill, but it varies from city to city.
  • Bhutan : since September 2023, the daily Sustainable Development Fee in Bhutan has dropped to £157 for adults.
  • Bulgaria : tourist tax in Bulgaria varies on destination and hotel standard, but it is usually below £1.30.
  • Caribbean Islands: most of the Caribbean islands charge tourist tax, and the price ranges depending on the island – in St Lucia , for example, it is around 8 per cent, whereas in the Dominican Republic it is 18 per cent.
  • Croatia : the cost of tourist tax in Croatia depends on the season you are travelling in and where you are staying, but it ranges from 20p to 70p per day.
  • Czech Republic: in Prague, tourist tax typically costs around CZK 50 per night (around £1.71).
  • France : here tourist tax is based on a municipal rate, but standard cost is between 20p and £4.30 per night.
  • Germany : it varies from city to city – in Berlin, the standard tourist tax is five per cent of the accommodation price.
  • Greece : the price you pay in Greece depends on the standard and size of your accommodation. It shouldn’t be more than £3.50 per night.
  • Hungary : travellers should expect to pay four per cent of the cost of accommodation per night.
  • Indonesia: from Wednesday 14 February 2024, travellers will have to pay 150,000 rupiah (£7.60) upon entering Bali.
  • Italy : depending on the city, tourist tax can be somewhere between 80p and £6.10 per night.
  • Japan : if you’re travelling to Japan , expect to pay 1,000 yen (about £5.50) in tourist tax.
  • Malaysia : in 2023, the cost of tourist tax across Malaysia is £1.68 per night.
  • New Zealand: travellers visiting New Zealand have to pay an International Visitor Conservation and Tourism Levy (IVL) which costs $35 NZD (£16.80)
  • Portugal : this country charges tourist tax in 13 cities, including Lisbon and Porto . The cost is £1.75 per night.
  • The Netherlands : Amsterdam is one of Europe’s most expensive places for tourist tax – currently the rate states at seven per cent of accommodation price plus a flat rate of €3 (£2.61)per person per night
  • Switzerland : the price of tourist tax here varies depending on the destination, and it ranges from about CHF 2 (£1.81) to CHF 7 (£6.34) per person per night.
  • Slovenia : again, the rate changes from destination to destination (it is higher in cities than in more rural areas), but generally the cost is around €3 (£2.61)
  • Spain : several cities in Spain have recently decided to raise the price of tourist tax, and other cities are in discussions about following suit. In Barcelona , the fee is €4 (£3.48), whereas in the Balearic Islands the fee is between €1 (87p).
  • USA: when travelling to the USA from the UK, visitors need to apply for an ESTA (Electronic System for Travel Authorisation), which is a type of visa allowing travellers to stay in the country for up to 90 stays. It is valid for two years. The cost of an ESTA is $21 (about £17)

New York state income tax rates

New York has nine income tax rates: the lowest rate is 4% and the highest rate is 10.9%. High-earning New Yorkers with an adjusted gross income (AGI) over $107,650 are also required to pay a supplemental tax.

The New York state tax rates and brackets below apply to income earned in 2023, which is reported on tax returns that were due April 15, 2024.

New York state supplemental income tax

For high-earning New Yorkers, the computation of New York state taxes can be a little trickier than simply finding your taxable bracket and glancing at the "taxes owed" column. That’s because, in 2021, New York state brought back a supplemental tax on high-earning individuals, which in some cases can also amount to an almost flat tax on all earnings rather than just a portion of earnings.

In many instances, the recapture tax will ask the taxpayer to "add back the savings from those lower tax brackets, which leaves many taxpayers at, or very close to, a flat marginal rate," Chris Whalen, a CPA based in Red Bank, New Jersey, said in an email interview.

For these individuals, "the tax computation is not based on the former rate schedule anymore; it's an individual tax computation system," says Andrew Wright, a New York City-based tax attorney at Hodgson Russ.

There are several worksheets on the NYS Department of Revenue's website that can help you calculate the supplemental tax, and good tax software should be able to complete the calculations as well.

And remember, determining a tax bill can be complicated. There are many factors, including tax credits and deductions, that can influence the final number. Software or a tax pro , such as a local CPA, can also help you to finalize your return if needed.

There are three types of residency statuses when it comes to New York state tax. They determine what portion of your income the state will tax.

Resident status rules

In general, you’re a resident of New York for tax purposes if your permanent home is there (your “domicile”), or if you leased or owned a place there (a “place of abode”) and spent 184 days or more in New York state during the tax year.

New York considers your permanent home the place you intend to return to after things such as vacations, business trips, military assignments or the end of a college semester.

There are special rules for people who were in a foreign country for at least 450 of 548 consecutive days. ( You can see the rules here for how New York determines residency status.)

Where you vote, where your driver’s license and registration are issued, or where your will is are not primary factors in establishing domicile. It’s more about where your stuff is and where you spend your time.

You file Form IT-201. You may have extra paperwork if you live in New York City or Yonkers, because those cities assess local income tax on top of state tax.

Part-year resident status rules

Generally, you’re a part-year resident of New York if you were a nonresident for some of the tax year. This is often the case for people who moved to New York from another state or left New York for another state in the middle of the year.

If you’re a part-year resident, you pay New York state tax on all income you received during the part of the tax year you were a resident of New York, plus on income from New York sources while you were a nonresident.

You file Form IT-203. You may have extra paperwork if you were living in New York City or Yonkers, since those cities assess local income tax on top of state tax.

Nonresident status rules

Nonresidents still may have to pay New York state tax on income they receive from New York sources. This means you may need to file a New York state tax return even if you live in another state but made money from:

Services performed in New York.

Rent from real estate you own in New York.

The sale or transfer of real estate in New York.

Income from a New York business, trade or profession.

Lottery winnings in the state if over $5,000.

New York State auditors monitor everything from people’s travel schedules to the locations of their pets in order to prove that they owe taxes even if they have residency out of state , according to a report.

Wealthy Empire State residents who maintain an abode in New York but spend most of their time elsewhere are still on the hook to pay the taxman in Albany.

State auditors go to great lengths to investigate claims by those who say they are either part-time or nonresidents of New York, according to Bloomberg News.

Auditors will peek into people’s private lives and apply a so-called “teddy bear test” to see where individuals keep some of their most prized possessions so as to back up their claims of primary residency.

The state will also consider someone as having spent the day within its jurisdiction even if they were there for just a few hours.

A transplanted New Yorker who moved out of state and then came back for outpatient treatment at a hospital will have that time be counted as residing in New York.

New York State auditors will even consider someone driving from New Jersey to Connecticut and getting of the highway in New York to stop for lunch as having spent the day in New York.

“We always tell people the tax audit from New York is like the tax version of a colonoscopy,” Mark Klein, a tax attorney at Hodgson Russ, told Bloomberg News.

“I’ve had cases that have hinged on a single dog,” Klein said. “And I had a case once that was based on the fact that the person moved their Peloton bicycle to Florida.”

According to the New York Department of Taxation and Finance, a New York resident is anyone who spends at least 184 days in the state during the taxable year and maintains a permanent place of abode.

One of the most popular destinations in recent years for New Yorkers is Florida. But those who migrated south can still expect to hear from tax auditors in Albany.

Jonathan Mariner, an investor who created TaxDay, an app that tracks users’ locations to ensure they don’t overstay the 184-day threshold, said that New Yorkers who moved to Florida and filed a partial return with Albany can expect to hear from auditors.

“Even though you have a Florida driver’s license, Florida voting record, Florida home, it does not matter,” Mariner, himself a transplanted New Yorkers who decamped for Florida, told Bloomberg News.

“You could be on vacation in New York and they’ll pull you back in.”

Tax attorneys advise their wealthy clients to be particular about how much time they spend in New York so that they can avoid paying significant sums of state income tax.

According to census data, more than half a million people have left New York since 2020 — an outflow that was spurred by the coronavirus pandemic as well as a sharp decline in the quality of life throughout the Big Apple, which saw a spike in crime, homelessness and cost of living.

Last year alone, the New York metropolitan area lost 65,000 residents.

US Customs and Border Protection has clarified on the CBP website that says the below:

In Texas, you need to have a minimum of $12 tax per receipt or combined receipts from the same brand stores. Technically, in Texas with an 8.25%  sales tax, you need to purchase for at least $150 USD in a single store or brand outlet to be eligible for the refund.
  • Original Receipts : You need to submit original receipts at the Tax refund counter. They do not accept duplicate, photocopy, or reprint sales receipts. You need to submit the first original receipt that is printed. No digital or e-mail receipts are accepted unless it is an online purchase item from a brand store and if the receipt has the delivery address of the goods in that state. You need the packaging slip of delivery for online purchases.
  • Within 30 days: You need to have the purchase done within 30 days from the day of your international travel or departure date from the US.
  • International Travel : You get a refund only if you are traveling outside of the US, and the items you buy will stay outside of the US. Technically exporting it to another country. That’s why they ask for the original receipt and take it for a refund. It means that the sale is final in the US, and there are no returns for the same goods you bought here in the US.
  • Physical Inspection : You need to show your item purchased for physical inspection and it has to be in new and unused condition with all the tags.
  • Passport, I-94 / Entry Stamp : You need to show your Visa/ Passport and I-94 with an entry stamp on it if holding a foreign passport.
  • Departure Information / Flight Tickets : You need to show your international departure info or flight ticket itinerary. For US citizens, you need to show the boarding pass to get a tax refund.
  • Items should Depart US & State: The items purchased in the US must be taken with you and should depart the state you purchased in and America.
  • Food or Services: No refund for food or services purchased.
  • Participating Stores: You get Tax Refund only if you purchase goods from the participating stores. This depends on the state as well. In Texas, they claim the stores’ list is over 6,500+ stores…but watch out for the brands. I purchased from a few brands that were not eligible for a refund, such as Abercrombie & Fitch.
  • Instant Cash : If you want instant cash, it is a 50% processing fee for a tax refund.
  • Check / PayPal : If you want a check or can get a refund to PayPal, then it is 35% of the tax refund. Also you may also be charged $4 USD for every single store or brand purchase.
  • Refund Locations: Both US Citizens and non-US citizens can claim tax refunds at all major international airport terminals. They usually would have a Tax refund desk at these locations. Check the airport for the details on the terminal. Also, if you are a non-US citizen, then you can even claim tax refunds at certain mall locations in the state. Check the state website for the exact locations in a state. For example, for Texas, here are the refund locations .
  • Tax Refund Policies: Tax refund policies can vary by state, and there is no standard sales tax percentage set as well. You should check the Sales Tax and Tax Refund policies in that respective state before you shop to ensure you get a tax refund. For instance, if you shop in Delaware, there is no sales tax, so no refund. For policies in Texas, check out Requirements for Sales Tax Refund in Texas

Tips for Tax Refund as a Tourist or Resident in the US

Overall, a Tax refund is definitely a good thing, if you are doing a lot of shopping and taking it home. The only downside is that you have to give the original receipt of purchase. I did shopping for over $900 USD, but could not get a sizable tax refund as I did not know all of these facts and conditions. If you plan it ahead of time, you may be able to get a decent tax refund. Below are some tips

  • Duplicate Receipt / Re-prints : When you buy your item, request a duplicate receipt or re-print of the receipt. You can use this duplicate receipt for a warranty in your home country or international location.
  • Take a Photo of Original Receipt: Take a picture of the original receipt and if requested by the warranty location outside of the US, then you can use the photo and duplicate the receipt.
  • Buy maximum at One Brand Store: Make sure you pick a few brands and do shopping in those brands’ outlets so that you meet the minimum requirement of a Tax refund. If not, you will not be eligible for a tax refund, as you will miss out on the minimum. I did not get anything as I bought in multiple brands and they were less than $150 purchase per store, so I was not meeting the minimum amount of tax refund in Texas.
  • Register for Warranty: If you are buying an electronic item and if there is an option to register online, register for warranty, when you have the original receipt.

Ganesh, Usually, online purchases also have to pay Sales Tax. If so, you can claim the same. You can check Texas Gov website on the online shopping sales tax policy. Hello Kumar! Thank you so much posting this. I am very impressed with how much information you know (thank you for making my job easier haha). Since the U.S. Government does not charge a national sales tax, it is up to each state to be in charge of that. And so with 50 states comes with 50 different tax policies. Unfortunately, out of all the 50 states, only TWO states offers tax refund on purchases. And that is Louisiana and Texas. There are states that don’t charge sales tax at all (Alaska, Oregon, Montana, Delaware, and New Hampshire) but there are restrictions in some of them so I would suggest doing more research. Since I am involved in the Texas Tax Refund industry, I will only be speaking on behalf of Texas. Pretty much the experience you went through can only happen in Texas. All the requirements, process, and fees are only applied in the state of Texas ONLY. Louisiana has different requirements so I would suggest do research on that as well. Besides that, that’s all pretty much I have to say. Every else you said was SPOT ON! Thank you SO MUCH for posting this. It will help people a lot! US: There is NO tax refund on the national level. Even U.S. Customs and Border Protection said it themselves. “The United States Government does not refund sales tax to foreign visitors. Louisiana: I am not familiar with how Louisiana operates, but I would recommend starting from Louisiana Tax Free Shopping (https://www.louisianataxfree.com/) and the Louisiana Department of Revenue (http://revenue.louisiana.gov/).

Texas: To my best knowledge, there are currently three companies that process tax refunds. They are TaxFree Shopping (http://www.taxfreetexas.com/), Texas Tax Back (https://txtaxback.com/), and 4N Service (https://www.4nservice.com/). TaxFree Shopping is the biggest and the most well-known company among the three. Customs brokers are kind of like the customs officials you see at EU airports that need to check your merchandise before finishing the tax refund process. However, customs brokers are NOT customs officials, they are private individuals (or companies) who were trained and certified by the U.S. Government to perform certain export and import duties on their behalf. And so with that, the Texas Government (on the state level) took both of those things and added in more rules. Texas took the “Import-Export Clause” and put in more laws, creating the “Texas Import-Export Laws,” and it expanded the role of customs broker, creating their own “Texas Customs Broker.” And so with the creation of both of those, that’s how the Texas Tax Refund Industry was founded. Those are definitely the topics that I would recommend looking into when it comes to researching other states.

I buy goods from online stores like Amazon, ebay, Wayfair I ship to a post box in WA but live near the border in Canada. Then I go down and stay for a day or two and then I am allowed to take back $50. or $200. So since I ship to the US I am paying WA state tax am I allowed a refund of the sales tax on small item purchases? All items don’t come from WA but from other states but since shipped to WA. I pay the sales tax. I collected the on line receipts for one year but have no idea if I should bother trying to get the sales tax back? I do not have shipping labels but on the invoices there are tracking numbers and delivery dates clearly showing.

Judy, I am not sure, how it would work for WA. You would need to check with WA state, some of these are state centric. Check with the state and then see, if you can use the receipts.

Hello I was in Ohio for two weeks and asked at the Outlet if they refunded our taxes and they looked at me like I was a crazy person. And I flew via Boston Airport ad I has asked in the past if the had a tax office but again got the crazy look. Then to top it off I was stopped by our local customs at the airport and treated like a criminal for over an hour and paid 96 euros. This is crazy there should e an easy process to receive our taxes. Luis, In general, they look at the Receipt and the item that you are exporting out of the US. If you do it in a week and carry it, should be fine. You may use it, as it is computer, it does not matter…You just need to show the product that you bought at the airport, when they ask.

angel, Everything varies by state. Some states like texas has it, I have not come across that for IL. You can try calling any of the outlets and inquiring, if there is such practice. The Outlet malls would tell, if there is any provision as such.

Bidens Report Earning $620,000 and Paying $181,000 in Taxes in 2023

President Biden and Jill Biden, the first lady, reported earning roughly $620,000 in 2023, releasing their joint tax return for the third straight year of Mr. Biden’s presidency and the 26th time throughout his political career.

The couple’s tax return, released on Monday evening by the White House, showed that Mr. Biden and Dr. Biden paid just over $181,000 in state and federal taxes, with an effective federal income tax rate of nearly 24 percent.

Their federal gross income in 2023 was nearly 7 percent higher than the $580,000 they reported in 2022 , largely a result of increased taxable interest income this year stemming from higher interest rates .

The bulk of their income came from the $400,000 salary that Mr. Biden earned as president, and Dr. Biden’s salary of $85,985 from Northern Virginia Community College, where she is an English professor. The president’s salary is set by Congress and has been constant since 2001.

The jump in income last year was largely attributable to the $129,876 in taxable interest, pensions, annuities, IRA distributions and Social Security benefits that the couple claimed, up significantly from the $92,087 reported last year.

Dr. Biden also earned $4,115 in royalties from books she has written, while the president reported no royalties.

In releasing his tax return this year, Mr. Biden once again sought to contrast himself with former President Donald J. Trump, who resisted releasing his returns throughout his tenure as president.

Mr. Trump’s returns were made public at the end of 2022 by the House Ways and Means Committee after a protracted legal battle. They showed that he paid a total of $1.1 million in federal income taxes during the first three years of his presidency, but paid no tax in 2020.

The New York Times obtained tax documents of Mr. Trump’s in 2020, which revealed that he paid just $750 in federal income taxes the year he won the presidency and again during his first year as president. They also showed that Mr. Trump had paid no income tax in 10 separate years because of tax write-offs and large business losses he declared.

“President Biden believes that all occupants of the Oval Office should be open and honest with the American people, and that the longstanding tradition of annually releasing presidential tax returns should continue unbroken,” the White House said in a statement.

For 2023, the Bidens reported giving $20,477 to 17 charities, including the church Mr. Biden regularly attends in Wilmington, Del., and the National Fraternal Order of Police Foundation.

They also reported an annual $5,000 donation to the Beau Biden Foundation, which is named in honor of Mr. Biden’s son who died of brain cancer in 2015.

Vice President Kamala Harris and her husband, Doug Emhoff, also released their 2023 return. It showed that they paid $88,570 in federal income tax on total income of $450,299, an effective federal income tax rate of 19.7 percent, and more or less the same as what they reported last year.

They paid an additional $26,766 in income taxes to California and the District of Columbia and contributed $23,026 to charity.

What is a tourist tax.

"Tourist taxes are a rapidly growing trend," Clint Henderson, Managing Editor at The Points Guy, told "Good Morning America," adding that the fee system is increasingly popular "because it’s an easy way for cities to raise revenues without taxing local citizens. It’s also more politically palatable and it has the added benefit of helping to deal with over-tourism."

Henderson also pointed out that "Crowding at especially popular spots made famous by Instagram are simply out of control."

"Locals in places like Venice, [Italy] and Maui are also getting more vocal about problematic tourists," he said. "We think you’ll only see this trend of tourist taxes spread. Look for action from places like Hawaii in the future, which has been considering some kind of tax for a few years now."

The rural town of La Salut, located just outside Barcelona and best known for Park Güell mosaic-covered buildings, tapas bars and seafood restaurants, was recently removed from Google and Apple maps, Yahoo first reported , after being inundated with tourists taking over the locals' main bus route.

What to know about tourist fees abroad this summer

Henderson said tourism taxes "are not yet that widespread," with the caveat that "local taxes and fees are very common and often hidden in your hotel bill."

His tip? "Google your destination to see about potential fees before you go."

"Many hotels are now listing local taxes and fees in their online pricing, but you can always call ahead of time to make sure you won’t be facing additional 'destination' or 'resort' fees," he suggested.

Summer vacation destinations with a tourist tax

There are some newcomers adding a tourist tax for the first time this summer, and other nations increasing percentages that people will be expected to pay.

"Galapagos National Park is charging $200 as of August 1 to visit. Bhutan charges $100 per day. Wales and Hawaii are among the locations now considering tourist taxes," Henderson listed.

The Barcelona municipality recently increased its tourist tax from 2.75 euros to 3.25 euros on April 1.

The tourist tax for the Olympics host nation is based on a municipal rate. Typically the cost has been under $6 per night, but starting in January officials increased the visitor fee up to $17, depending on the hotel type.

Earlier this year Mayor of Seville, José Luis Sanz, announced on X plans to "close the Plaza de España and charge tourists to finance its conservation and guarantee its safety."

Sanz shared a video along with his post that showed missing tiles, damaged facades and street vendors occupying alcoves and stairs.

The southern Spanish city will now charge visitors to enter the historic area that has been at risk of irreversible damage to its famed tile floors, bridges and towers.

Earlier this year, coastal city known for it's canals, blown glass and close proximity to the heart of Italy's Prosecco region implemented a fee of 5 euro per day tripper through a new reservation system.

"It is not a revolution, but the first step of a path that regulates the access of daily visitors. An experiment that aims to improve the liveability of the city, who lives there and who works there. We will carry it forward with great humility and with the awareness that there may be problems," the Mayor of Venice Luigi Brugnaro stated on X in the announcement.

"The margins of error are wide, but we are ready, with humility and courage, to make all the changes that will serve to improve the procedure. Venice is the first city in the world to implement this path, which can be an example for other fragile and delicate cities that must be safeguarded," he continued.

What everyday taxpayers can learn from the Biden, Harris 2023 tax returns

  • Harris and her husband, Douglas Emhoff, showed an adjusted gross income of $450,299, which was slightly lower than their 2022 earnings.

President Joe Biden and Vice President Kamala Harris released their annual tax returns Monday, and there are lessons within for average Americans, according to tax experts.

The president and first lady Jill Biden reported a joint adjusted gross income of $619,976 for 2023, which was 7% higher than in 2022. They paid federal income taxes of $146,629, and their effective tax rate was 23.7%.

Vice President Kamala Harris and her husband, Douglas Emhoff, showed an adjusted gross income of $450,299, which was slightly lower than their 2022 earnings. Their federal taxes were $88,570, and their effective tax rate was 19.7%.

Both couples also had interest income, which can cause a "big surprise" at tax time, without increased paycheck withholdings or quarterly estimated tax payments , explained David Silversmith, a certified financial planner and senior tax manager at Eisner Advisory Group in New York.

That's why investors need to track taxable activity — such as dividends or fund distributions — in brokerage accounts , said Silversmith, who is also a certified public accountant.

While both couples made extra tax payments, they each incurred a small estimated tax penalty , based on underpayments from each quarterly deadline and interest. The Bidens paid a penalty of $285, while Harris and her husband owed $451.

Tax planning for self-employment income

Over the years, the Bidens have reduced self-employment taxes by receiving some wages through their companies, which are structured as S corporations.

After paying "reasonable compensation" to shareholders, S corporation owners can take distributions without paying 15.3% for Social Security and Medicare taxes.

While the couple only made $4,115 in royalties for 2023, the structure has previously offered significant savings for the couple's  book deals and speaking gigs .  

However, working-age taxpayers with self-employment income would need to consider how lower wages could impact future Social Security income , said Catherine Valega, a certified financial planner and the founder of Boston-based Green Bee Advisory, who is also an enrolled agent.

Why that matters: The calculation for Social Security benefits uses up to 35 years of wages to calculate the monthly payments, she said.

Work with a tax professional

Typically, filers get a tax refund when they overpay levies throughout the year. Conversely, there's generally a tax bill when filers don't pay enough. Both tax returns showed the couples were fairly close on total taxes paid vs. owed.

When filing returns, "plus or minus $500 [for a refund or balance] is magical," said Valega. "Both of them were spot on with that." 

If you're a higher earner with "a little bit of complexity," such as multiple sources of income, she recommends working with a tax professional to "dive into each piece of the pie."

NEW YORK (AP) — There are a few tax tips parents of children 17 and under should keep in mind before filing, tax pros say. Here’s what to know:

Child tax credit

The child tax credit has reverted lower for 2023 than in previous years, when it was expanded due to COVID. This means taxpayers with one or two children may see a lower credit for their children under age 17 than in 2021. It’s still up to $2,000 per child, though, and it can be claimed alongside the standard deduction and reduces your total tax bill, said Eric Bronnenkant, director of tax at Betterment, a financial advisory company that provides digital investment, retirement and cash management services.

Child and dependent care credit and deductions

The child and dependent care credit is available for expenses paid for a qualifying child for day care. It can also be used for dependents who are not able to care for themselves, if the requirements are met.

In addition, up to $3,000 per child (up to $6,000 total) can be deducted in child care costs. If you have a dependent care program through your employer, you are also allowed to deduct up to $5,000 year in pre-tax dollars, says Mark Jaeger, vice president of tax operations at TaxAct, a company based in Cedar Rapids, Iowa, that provides income tax preparation software to consumers and tax professionals.

“But you can’t double dip,” Jaeger says. “If you take $5,000 in pre-tax dollars and you have two children in child care who qualify for child care deductions, you can only take $1,000 in remaining dependent care expenditures before reaching that $6,000 maximum.”

Pending legislation

Congress has been looking at expanding the child tax credit. Depending on your income bracket and the number of kids you have, this change could provide a boost, says Kathy Pickering, chief tax officer at H&R Block.

“Many taxpayers have asked if they should wait until the legislation is passed before filing their tax return. Because the legislation is not final, and we’re unsure if or when it will get done, it’s important to know that if passed, the IRS will calculate any adjustments due and automatically send payments. There’s no need for filers to wait,” she says.

Make sure your child has a Social Security number

This may seem obvious, but in order to claim your child as a dependent, you will need to include your child’s Social Security number, so make sure all of your children have one, says Tom O’Saben, director of tax content and government relations at the National Association of Tax Professionals.

After a bumper crop of new sales taxes approved in 2023, legislators look at limits.

Voters in more than two dozen Minnesota cities and five counties will have local sales tax proposals on their ballots this fall after the Legislature approved a record number of sales tax proposals in 2023 , but there could be stricter guidelines next time a city seeks a sales tax.

Until recently, it was rare to see a local sales tax outside Minneapolis and St. Paul, and regional hubs like Duluth and Rochester. But in the last five years, sales taxes have been enacted in suburbs and rural cities , with more cities making the argument that projects should be funded with a sales tax. Rules around sales taxes require the projects to be a "regional benefit," but what that means has been highly open to interpretation, and cities have had to ask the Legislature for permission.

"It seems kind of silly that municipalities have to come cap-in-hand to us, to ask permission to put something on their own ballot," said Sen. Aric Putnam, DFL-St. Cloud. "It made more sense to me that we come up with rules."

Bills in the Senate and House tax committees aim to provide some guidelines around what projects are of regional benefit and should be eligible for sales taxes.

If cities and counties want to use sales taxes to build convention centers, jails, district courts, regional law enforcement centers, libraries, parks, trails and sports complexes, the House bill would let them move ahead with the sign-off from the state auditor's office. The Senate bill adds water, sewer and street projects to that list. Other projects could still be eligible, but only with approval from the Legislature.

The House bill likely to clear the tax committee Friday has other guardrails, implemented after committee Chair Rep. Aisha Gomez, DFL-Minneapolis, raised concerns about how sales taxes were approved in 2023. Cities and counties seeking a sales tax for a court or a jail have to document what is wrong with their current buildings. And sports complexes would have to be at least 8 miles away from a similar complex in the Twin Cities metro, or 15 miles from something similar in the rest of Minnesota to qualify for sales taxes.

The Legislature approved 36 local sales tax proposals last year, signing off on projects that ranged from community centers and hockey arenas to basic infrastructure. Five cities with odd-year local elections voted on the proposals last fall, with taxes approved in Bloomington, Edina, Golden Valley and St. Paul , and rejected in Mounds View. The remaining cities and five counties will vote on sales taxes in November.

Several of the projects the Legislature approved in 2023 would have been disqualified had the proposed rules been in place, including Golden Valley's new police and fire headquarters , and renovations to hockey arenas in Bloomington and Edina that are not quite 7 miles from each other. None of the already-approved projects will be affected if the bills pass.

The House bill would also require two letters of support from neighboring communities attesting that the project really is of regional benefit, and not just an item on a city's wish list. The bill also requires a public hearing about the tax and the project. If all those conditions are met, city or county leaders would then pass a resolution to put the tax on local ballots for voters to decide.

In a letter, the League of Minnesota Cities said the current process can be opaque, but the new proposal created a "relatively narrow strike zone," and asked for a middle ground.

The bills could also cap local sales taxes at 1% and they would have to end after 30 years, which would limit the amount of money a city can raise, especially a city without much commercial activity.

"There's a bit of discipline that the statute requires," said Sen. Ann Rest, DFL-New Hope, who chairs the Senate tax committee.

Tax Day 2024: What to know about extensions, free file, deadlines and refunds

Tax season has come and gone .

Monday was the last day for most taxpayers to file a 2023 return. 

Monday was also the last day to request an extension , an action that buys you six extra months to file and greatly reduces any potential penalties or interest charges you might face for filing late.

The IRS had received 101.8 million returns by April 5 and processed just over 100 million. The average refund to date is $3,011, compared with $2,878 last year at the same time.

When is the deadline if i file an extension.

If you file an extension (which you'll need to do by April 15), you'll have until Tuesday, Oct. 15, 2024 to file taxes.

In years where Oct. 15 falls on a Saturday, Sunday, or legal holiday, the deadline will take place the next business day, the IRS states.

How should we file in 2025 if we get married this year?

If you're married, you can choose whether you want to file a joint return or file two individual returns. 

Filing a joint tax return means your income and your spouse's income get combined together. The joint income is subject to different tax brackets than single filers.

Importantly, filing jointly means you're both on the hook for the money you and your spouse owe to the IRS prior to your marriage. 

"When you file jointly, that is typically how you get the largest legitimate refund," says Scott Curley, co-CEO of FinishLine Tax Solutions, a tax consulting firm based in Houston.

That's because there are more tax deductions and credits married couples filing jointly are eligible for.

There are instances where filing separately makes more sense.

The tax code allows you to deduct out-of-pocket medical expenses that exceed 7.5% of your adjusted gross income, meaning if one half of the relationship has experienced significant health issues it may make sense to prepare separate returns.

Another situation where it may not make sense to file a joint return is if one spouse has a significantly lower income, Speiss says. That's because the lower-income spouse may be eligible for more itemized deductions by filing individually.

How much might I pay in taxes during my life?

The average American pays $524,625 in taxes in their lifetime , according to personal finance site Self Financial.

New Jersey residents pay $987,117 in lifetime taxes , the analysis found, the highest tab in the nation. Washington, D.C., comes second, with a lifetime tax burden of $884,820. Connecticut and Massachusetts are third and fourth, at $855,307 and $816,700.

The lowest-tax state is West Virginia, with a lifetime cost of $358,407.

The lifetime tax figure, $524,625, works out to about one-third of the average American's lifetime earnings, which add up to roughly $1.5 million.

What happens if my taxes are late?

If you forgot or missed the deadline for another reason, the standard penalty is 5% of any tax due for every month the return is late, up to 25% of the unpaid balance.

If you file a return but fail to pay any taxes you owe, or if you get an extension and don't pay (an extension to file is not an extension to pay,  the IRS reminds you ), you typically face a much smaller monthly penalty of 0.5% of any unpaid amount.

Is the post office open late on Tax Day?

In years past, tax filers who were filing at the last minute could often go to area post offices up until midnight on tax day and get a hand-stamped postmark, which showed they had beaten the deadline.

But that’s generally not the case these days.

One of the major reasons that post offices no longer stay open late on April 15 is that the majority of taxpayers file their returns electronically.

According to the IRS, in 2022 nearly 213.4 million returns and other forms were filed electronically, representing close to 81.2% of all filings. For individual tax returns, 93.8% were filed electronically.

Of course, you can always double-check with your local post office to see if by chance they are staying open late. Some post offices may extend their hours.

If you file by mail, your return must be postmarked by April 15, so get it in before the last collection time.

If you are hungry after filing your return, there are plenty of restaurants giving customers a tax break.

  • California Pizza Kitchen is offering CPK Rewards customers $10 off when they spend $40 on Monday in support of those who "may literally need a Tax Break," the company said.

Where are the highest property taxes.

The typical American pays  1.02% of their home’s value in property taxes a year , according to the  U.S. Census Bureau

New Jersey had the largest median property tax bill for singe-family homes in 2023, according to CoreLogic . Connecticut, New York, New Hampshire and Massachusetts rounded out the top five states with the most expensive median property tax bill. Homeowners in West Virginia paid the smallest amount in property taxes on average, about $694 per year.

A separate analysis from  CoreLogic  found that the average homeowner in Westchester County, New York paid the most in property taxes last year, with a median value of $15,373.

In 2023, 13 of the 15 top counties with the most expensive property tax bills were in the greater New York City area, including surrounding cities and suburbs.

How are lottery winners taxed?

If you were one of the lucky people to win either a Powerball or Mega Millions prizes in 2023, you are certainly not out of the taxman’s reach .

Federal lottery taxes are determined by the income bracket the winnings fall into.

Currently the two highest income brackets are taxed at 37% for incomes over $578,125 and 35% for incomes over $231,250.

New York levies the highest state tax on wins at 10.9%, followed by Maryland (8.9%) and the District of Columbia (8.5%), according to Lottery USA.

There are ten states and territories that do not tax lottery winners. They are:

If your state has income tax, you may not be done yet. State tax deadlines can vary but most follow federal deadlines, so your state tax return is likely also due April 15. 

Make sure to file your federal return first and it is accepted because you’ll likely need income information off that for your state return.

H&R Block resolves issues with electronic filing on tax deadline day

Tax software giant H&R Block said earlier issues with its electronic filing on Monday were resolved this afternoon.

"The issue affecting a small number of our downloadable desktop software users has been resolved," it said in a statement to USA Today. "We have notified our clients via an in-product message and as they reach out to customer service that they can now efile their return."

The statement also noted that most people who file taxes themselves with H&R Block use  hrblock.com  (its DIY Online edition), and that has been operational all day.

According to Downdetector.com, H&R Block's issues began on Sunday evening and spilled over into today.

How many people will file for an extension?

The IRS estimates 19 million taxpayers will file for an automatic extension. The extension gives taxpayers until October 15 to file their taxes. 

The IRS reminds people an extension to file is not an extension to pay. If you think you’ll owe money, then you must submit a payment to ensure you don’t incur an underpayment penalty or late fee.

Taxpayers in Maine and Massachusetts have until April 17 to file and pay taxes due this year. This is because these states observe the Patriots’ Day holiday on April 15 this year, and April 16 is the Emancipation Day holiday in the District of Columbia, the IRS says. 

There are also automatic extensions for some taxpayers impacted by natural disasters.

IRS tax brackets for 2024

After preparing your return for 2023, you may be wondering whether to change your withholding for 2024. One factor to consider is the new tax brackets .

For the top individual tax bracket, the 2024 income threshold was raised from $578,126 to $609,351. This means that more than $30,000 in individual income will be taxed at 35%, instead of 37%.

Here are the other 2024 tax brackets for individual filers:

  • 35% for incomes over $243,725. 
  • 32% for incomes over $191,950.
  • 24% for incomes over $100,525.
  • 22% for incomes over $47,150.
  • 12% for incomes over $11,600. 
  • 10% for income below $11,600.

And here are the 2024 tax brackets for married couples filing joint returns:

  • 37% for income greater than $731,200. 
  • 35% for incomes over $487,450.
  • 32% for incomes over $383,900. 
  • 24% for incomes over $201,050. 
  • 22% for incomes over $94,300. 
  • 12% for incomes over $23,200. 
  • 10% for income below $23,200.

How will the Child Tax Credit change in 2024?

A much-heralded bill in Congress aims to boost the child tax credit, delivering more aid to families. Long story short: It may not happen.

The bipartisan proposal would phase in an increase to the amount of the child tax credit that is refundable, meaning that you can get the money even if you owe no tax. 

The maximum credit is $2,000 per child, and the refundable portion is currently $1,600. The legislation would increase the refundable portion to $1,800 for 2023, $1,900 for 2024 and $2,000 in 2025.But the bill has yet to pass the Senate, if indeed it ever will. “It’s on life support,” Sen. Josh Hawley, the Missouri Republican, told NBC News .

What is the tax underpayment penalty?

The IRS expects you to pay taxes on your income at regular intervals, either through withholding from your paycheck or estimated payments. 

If you don’t, you may be charged an underpayment penalty . 

The penalty could be triggered if you don’t pay enough tax or don’t pay it on time, either through withholding or estimated tax payments. In other words, don’t wait until December to send in a $10,000 check for estimated taxes.

To avoid the penalty, try to pay your estimated taxes on time. You may be able to skirt the penalty if you paid at least 90% of the tax you owe for the current year, or 100% of the tax you owed last year, whichever is less, or if you owe less than $1,000. 

The underpayment penalty is calculated based on the underpaid amount, the period in which you underpaid, and interest rates set by the IRS.

More than $1 billion in tax refunds remain unclaimed

More than $1 billion in tax refunds have yet to be claimed , and the clock is ticking.

The Internal Revenue Service recently announced that around 940,000 people still haven’t submitted tax returns for the 2020 tax year, with many awaiting refunds. They have until May 17.

"There’s money remaining on the table for hundreds of thousands of people who haven’t filed 2020 tax returns," IRS Commissioner Danny Werfel said in a release.

Why is my refund taking so long?

Are you wondering why your refund check hasn’t arrived ? Here’s what to do.

First, check the calendar. Most refunds are issued within 21 days of being received, the IRS says. 

Next, check with the IRS. Its  " Where's my Refund " tool can help you track your refund.

The agency is processing returns at a slightly slower pace this year than last: 88.8 million vs. 89.7 million, as of late March. 

If your refund is delayed, the IRS lists several possible reasons:

  • - It was sent by mail
  • - It contains errors or is incomplete
  • - It needs further review
  • - It is affected by identity theft or fraud
  • - It was referred to the IRS by the bank due to suspicious activity
  • - It includes an Injured Spouse Allocation form, which could take up to 14 weeks to process

What is a W-4 form?

According to the Internal Revenue Service, you should complete a Form W-4 so that your employer can withhold the correct federal income tax from your pay.

Accurately filling out this form can help you avoid a tax payment when you file your return.

The IRS says you should "consider completing a new Form W-4 each year and when your personal or financial situation changes."

The IRS' latest version of the W-4 form is available on its website.

Today is your last chance to contribute to an IRA for 2023

Believe it or not, there’s still time – one more day, to be precise – to contribute to your Individual Retirement Account and take the tax break for 2023.

You can contribute to an IRA up to April 15 and have the money count toward your 2023 savings. The contribution limit for 2023 is $6,500 if you’re under 50, $7,500 if you’re older. 

"There is a 15-month window to make IRA contributions for any given year," said Mary Ryan, a certified financial planner at Vanguard. 

If you haven’t maxed out your contributions, you have until the end of the day.

You'll get an answer faster if you call the IRS

The IRS answered 1 million additional calls, up roughly 17% from 2023, through April 6. And in what could be a surprising development to many, the IRS has reduced wait times on its phone lines to 3 minutes, according to the U.S. Department of Treasury's release Monday. Just two years ago, taxpayers were stuck waiting on hold an average of 28 minutes, according to Treasury.

Phone service improved as call volume rose roughly 13%. What's helped pare the wait time? The IRS has a call back option now that's available to 97% of eligible taxpayers at the start of the call, according to Treasury, if the expected wait time is longer than 15 minutes.

What is net pay? How is it different from gross pay?

Here's what you should know about net pay: what it is, how to calculate it, and the difference between gross pay vs. net pay. 

In simple terms, gross pay  is an employee's total earned wages before payroll deductions.  Net pay is the money you take home from your paycheck after the deductions. The deductions include taxes and benefits. 

For example, if someone gets paid $1,200 per week but $160 is taken away in deductions, the person's net pay will be $1,040 per week.

Are IRS tax refunds bigger or smaller in 2024?

As of April 5, the average refund this year totals $3,011. That's up 4.6% compared to the same time last year, when refunds averaged $2,878, the IRS reports.

A few more statistics of note:

  • The average amount refunded by direct deposit is $3,088 through April 5, compared to $2,942 last year, a 4.9% increase.
  • The total number of returns received by IRS so far is 101.8 million, up from 101.3 million at this time in 2023.
  • The IRS has processed 100.1 million returns as of April 5, compared to 100.4 million at this time last year.
  • Visits to the IRS website are up a whopping 18.2%, from about 421 million last year to 497 million this year. The agency has been working to improve customer service.

What triggers an IRS audit?

When you're audited , it means your return was singled out for closer inspection. This happens because your tax filing was among those that showed the "highest potential noncompliance," the IRS says. The agency uses data-driven algorithms, third-party information, whistleblowers and information on the forms you submit to determine if income, expenses and credits are reported accurately.

What triggers an audit? Mismatches. Make sure you enter your information from official tax forms correctly, so the numbers are consistent, said Erin Collins , National Taxpayer Advocate at the Taxpayer Advocate Service division of the IRS. The agency also looks for outliers, like a filer who writes off travel costs way above what the typical taxpayer would deduct.

The easiest way to avoid an audit is to be "accurate, honest, and modest," said Eric Scaringe, principal at certified public accounting firm UHY.

Filing an extension on Tax Day? You may need form 4868

Tax filers who aren't prepared to submit their returns on Tax Day can use  IRS Free File  to request an extension electronically. But if you prefer to mail a paper version of the extension, you'll need form 4868.

If you send the form by mail, make sure it's postmarked no later than April 15: today is the deadline for filing an extension. If you get an extension, you'll have until Tuesday, Oct. 15, 2024, to file your return.

What other tax deadlines fall on April 15?

Tax Day is not just the deadline to file your federal taxes for the prior year. 

If you earn income that isn't subject to withholding taxes, you're typically required to make estimated tax payments to the IRS. The agency divides the year into four quarterly payment periods, and the first quarterly payment for 2024 is due today.

Most state taxes are also due on April 15. Residents of Massachusetts and Maine have until April 17 to file federal taxes because of state holidays. There are other exceptions . 

Where’s my refund?

You've already filed your tax return for 2023. You have a refund coming. You want to know where it is .

There are multiple ways to receive a tax refund, but the fastest by far is electronically, the IRS says. If you filed electronically and chose to receive your refund by direct deposit, your refund will probably be issued within 21 days. If you mailed a paper return and expect a refund, it could take four weeks or more to process your return.

Through the IRS " Where's My Refund " tool, you can track when the IRS received your tax return, when it approved a refund, and when it issued the refund. If you chose direct deposit, the money should land in your account within five days from the date the IRS approves your refund. You can also call 800-829-1954.  

Should I file my taxes online or at the post office?

You’ve waited till the last day to file your 2023 tax return. The minutes are ticking by. Now, you face a choice: Should you file online, and try your luck with an overtaxed IRS website? Or should you print it out and head to the post office, risking long lines?

Neither choice is entirely safe. The IRS website famously crashed on Tax Day in 2018, prompting the agency to give frustrated taxpayers a rare one-day extension. 

Long lines used to be the norm at post offices on tax day. You may still face a wait if you mail your form today. The Postal Service says some locations will offer extended hours , and suggests you call your local post office to check.

The IRS recommends electronic filing. Many tax experts agree.

“Filing tax returns electronically is typically the preferred option,” said Eric Bronnenkant , director of tax at Betterment, a financial advisory company. “Even at the last minute, it is likely better than using mail.” 

Can I file my taxes for free on Tax Day?

Yes! More people are filing their taxes using Free File this year, the IRS says.

Free File allows any taxpayer with an adjusted gross income of $79,000 or less in 2023 to file taxes for free through one of eight IRS partners. To access the service, go online at IRS Free File and use the guided software.

If you're eligible, a free filing can save you a pretty penny. An individual taxpayer is estimated to spend 13 hours and $240 in out-of-pocket costs to prepare and file an annual tax return, according to the Taxpayer Advocate. 

Why is April 15 Tax Day?

April 15 might seem an arbitrary date for the entire nation to file taxes. Here's some background:

Historical sources tell us President Lincoln first levied internal taxes in 1862 , during the Civil War. The federal government adopted the modern income tax system in 1913, with the 16th Amendment. The original Tax Day fell on March 1. Congress moved the date to March 15 a few years later. In the 1950s, Tax Day was moved to April 15. The date shifts gave Americans more time to prepare their returns.

Some years, Tax Day falls later than April 15 , typically because the date falls on a weekend.

Tax Day freebies and food deals

Tax Day  has its perks. Fast food and sit-down restaurants across the U.S. are offering customers freebies and discounts to celebrate the occasion.

Whether you've already filed your taxes and are  waiting on your tax refund , or you need to  file a tax extension , you can take a break and seek out free or discounted treats. A few examples:

  •   Krispy Kreme  customers can purchase an Original Glazed or assorted dozen in shop and receive a second Original Glazed dozen for the price of sales tax in their state.
  • GrubHub is offering a $15 discount on delivery orders worth $25 or more.
  • Potbelly shops nationwide are offering customers a free Original sandwich with the purchase of any Original or Big sized sandwich.

What happens if you don't file your taxes on time?

Not filing a tax return can trigger two potential penalties: one for failure to file, the other for failure to pay. Together, they can max out at 50% of the tax you owe.

Failure to file: If you miss the April 15 deadline, the standard penalty is 5% of any tax due for every month your return is late, up to 25% of the unpaid balance.

Failure to pay: If you file a return by the deadline but fail to pay taxes you owe, or if you get an extension and leave a balance unpaid, you typically face a much smaller monthly penalty of 0.5% of any unpaid amount, up to 25% of the unpaid tax.

How do I file an extension with the IRS?

Sometimes, you just need more time.

If you can’t make the April 15 deadline, experts say, the next best thing is to seek an extension . If approved, it provides filers a six-month grace period to file, though it does not provide an extension to pay.
