What is outbound tourism and why is it important?

Outbound tourism is an important type of tourism . Many countries rely heavily on travellers leaving their home country in search of an international tourism experience.

But what does it actually mean to be an outbound tourist? In this article I will explain what is meant by the term outbound tourism, provide definitions of outbound tourism and I will discuss the advantages and disadvantages of outbound tourism. Lastly, I will provide examples of destinations which have significantly sized outbound tourism markets.

What is outbound tourism?

Outbound tourism is the act of travelling ‘out’ of your home country for the purposes of tourism.

Outbound tourism does not include the purchasing of good or services before or after the trip within the tourism generating country.

The terms outbound tourism and inbound tourism are often used interchangeably.

This is because a tourist who is travelling internationally is both an outbound tourist (because they travel OUT of their home country) and an inbound tourist (because they travel IN to another country).

The only exception to this would be if a person was travelling on a multi-centre trip, for example a backpacker. This is because they are not necessarily travelling from their home country.

The most widely utilised definition of tourism , proposed by the World Trade Organisation (WTO) and United States (UN) Nations Statistics Division (1994), prescribes that in order to qualify as a tourist one must travel and remain in a place outside of their usual residential environment for not more than one consecutive year for leisure, business or other purposes.

When considering outbound tourism, it therefore makes sense to simply add in the prerequisite of leaving your home country country…

Based on this commonly accepted definition (although this is not without its limits- see this post for more details ), therefore, outbound tourism can be defined as:

‘The act of leaving your home country to travel internationally for not more than one consecutive year for leisure, business or other purposes.’

Some other organisations have also offered definitions for the term outbound tourism.

The European Union define outbound tourism as:

‘Visits by residents of a country outside that country’.

Similarly, Visit Britain state that outbound tourism is:

‘The activities of a resident visitor outside of their country of residence’.

The growth of outbound tourism

The outbound tourism market has grown considerably throughout the years.

Of course, the outbound tourist market has grown at different rates in different parts of the world, but the reasons for this growth are largely the same.

Three of the biggest factors contributing to the growth of outbound tourism are: the advent of low cost travel, increases in disposable income and leisure time and globalisation.

The past two decades have seen significant developments in the history of tourism .

Increased competition within the marketplace and the introduction of low cost airlines has meant that more of us are able to travel more often.

In recent years the amount of disposable income that the average person has each year has increased. This means that people have more money to spend on international tourism .

People also have more leisure time than they used to. Paid holidays and increased flexibility as a result of flexi-time practices at work, means that people have more opportunities for international tourism than they did in the past.

More people want to experience outbound tourism nowadays than ever before. Globalisation has opened up many opportunities for us around the world.

Many destinations that were not previously accessible have opened up and subsequently developed their tourism industries.

Outbound tourism is hugely important to many countries around the world. The OECD have a handy tool on their website which demonstrates the value of this tourism in different parts of the world.

Outbound tourism has many positive economic impacts that reaches further than just the tourism industry. Outbound tourism can help to enhance the economies of many countries by providing economic boosts in a range of sectors such as retail, healthcare and education.

Many countries, however, rely too much on outbound tourism. Should there be a reason that tourism declines, for example during the 2020 Coronavirus pandemic, a country’s economy could face dire consequences if they do not diversify their income.

A major recent development in the tourism industry is the growth of Chinese outbound tourism.

Today, China is the largest outbound tourism market in the world.

Chinese tourists spent more than $288billion on international travel in 2018, which equates to a whooping 25% of global tourism spend . It is predicted that Chinese tourists will take 160 million overseas trips by 2020.

This growth is largely attributed to rising incomes amongst Chinese workers and new freedoms allowed to the population . Many countries around the world now offer simpler and easy to obtain visas for Chinese citizens than they did in previous years.

This has resulted in a boom in Chinese outbound tourism. Whilst Chinese tourists travel all over the world, markets in Asian countries such as Thailand and Bali have seen particular increases in overall tourism numbers as a result.

Chinese tourists typically spend significantly more money when they travel than tourists from other countries. This means that the Chinese outbound tourism market is particularly welcomes in many destinations around the world.

Outbound tourism can be beneficial for both the traveller generating region and the tourist destination region .

In the tourist’s home country, outbound tourism can help to boost the economy. If tourists use a local operator to organise their travel arrangements, such as the national airline or a domestic travel agent, then some of the profits made will be retained in the home country.

When the tourist reaches their holiday destination there are many economic advantages to the host destination. The graph below by the Office of National Statistics (ONS) outlines the areas that profit the most from outbound tourism.

Outbound tourism

Foreign exchange income can be particularly beneficial in destinations where the currency is weak. Many destinations focus their marketing efforts in countries that have strong currencies, such as the UK, USA or Europe.

Another positive impact of outbound tourism is that income from tourism can be used to help boost the wider economy. Money can be reinvested in areas such as healthcare and education.

There are two major economic impacts that can have a negative effect on the destination.

The first is economic leakage in tourism . Outbound tourists often seek the familiar and may choose to spend their money in large chain organisations such as a Hilton Hotel or a McDonalds fast food restaurant. This causes money to be taken out of the tourist destination region, thus limiting the positive impacts from tourism.

The second is over dependence. If a destination relies too heavily on their outbound tourism industry, they could come into trouble should this be disrupted.

Disruptions to the tourism industry occur frequently around the world. Reasons include natural disasters, political unrest, economic instability and pandemics.

According to the ONS, outbound tourism is a significant market in the UK, accounting for 1.8% of GDP.

The outbound tourism sector accounts for more than 221,000 jobs in the United Kingdom.

The economic contribution of UK outbound tourism equates to £37.1 billion.

Outbound tourism is an important part of the structure of the tourism industry . Many countries rely heavily on outbound tourist markets and outbound tourism is a significant economic contributor. The outbound tourism market has grown and developed throughout the years, with the most significant and rapidly emerging market being the Chinese.

Tourism has massively increased in recent decades. Aviation has opened up travel from domestic to international. Before the COVID-19 pandemic, the number of international visits had more than doubled since 2000.

Tourism can be important for both the travelers and the people in the countries they visit.

For visitors, traveling can increase their understanding of and appreciation for people in other countries and their cultures.

And in many countries, many people rely on tourism for their income. In some, it is one of the largest industries.

But tourism also has externalities: it contributes to global carbon emissions and can encroach on local environments and cultures.

What is outbound tourism: definition

Outbound tourism is any form of vacation or travel outside of your country. The trip can be either independent or organized through a tour operator.

Goals of outbound tourism:

  • beach vacation, recreation at ski resorts, ecotourism, health tourism;
  • visiting historical and cultural sites, museums, theaters;
  • business trips, conferences, exhibitions.

Outbound tourism generates income for countries and regions, stimulates infrastructure development and creates jobs.

According to Statista , in 2022 global outbound tourism figures roughly doubled compared to the previous year, when restrictions due to the COVID-19 pandemic had been in place. But the number of tourists was still lower than in the pre-pandemic period.

According to the European Travel Commission (ETC) , the total number of outbound trips from Europe in 2022 was 296 million, 151% more than within the previous year, when only 114 million of such trips had been recorded. This was a significant increase, but it was still below pre-pandemic levels. For 2019, 436 million people left Europe.

These ten destinations were the most popular among Europeans in 2022 and hit 65% of all outbound trips:

The European Tourist Board also reports that the average cost per trip for European tourists traveling abroad was €1,200 in 2022.

According to the National Travel and Tourism Office (NTTO) , the total number of outbound travelers leaving the U.S. in 2022 was 80.8 million. That's a 370% increase compared to 19 million in 2021. Before the pandemic, 99.74 million people had left the country in 2019, the level that has yet to be reached.

Turkey's outbound tourism statistics

According to the resource Statista , the total number of departures from Turkey abroad in 2022 amounted to 7.3 million. This is 142% higher than in 2021, when the number of departures was about 2.8 million. Before the pandemic in 2019, 10 million citizens had left the country — reaching this level has not yet been achieved.

These are the destinations that accounted for 73% of all outbound travel in Turkey in 2022. It is reported that the average cost per trip for Turkish tourists amounted to 589 USD

Outbound Tourism: Statistics 2019-2022

According to the GlobalData resource, the total number of international departures from Brazil in 2022 was 7.37 million. This compares with 2.18 million in 2021, and 10.63 million people had left the country for tourism in 2019.

These destinations accounted for 76% of all international outbound travel outside Brazil in 2022. The average expenditure per trip for Brazilian tourists was US$1,200.

Canada's outbound tourism statistics

According to Statistics Canada , the total number of Canadians that traveled abroad in 2022 was 32 million. That's 350% more than in 2021, when the number of trips outside the country was over 6.9 million. But the pre-pandemic number in 2019 that equaled 59.9 million outbound trips has yet to be reached.

In 2022, Canadian citizens chose the following destinations for tourism:

Travel to these countries accounted for 76% of all trips abroad by Canadians. Statistics Canada also notes that the average cost per trip for Canadian tourists was CAD 2,700.

According to Statista , the total number of people leaving Australia for overseas travel in 2022 was 1.49 million, 68% increase on 2021 (201,000). Of course, these numbers cannot be compared with the 10.9 million people who left the country in 2019, when there had not been a pandemic yet.

In 2022, Australian citizens chose such countries for tourism:

  • New Zealand
  • United States of America
  • South Korea

These destinations accounted for 77% of all outbound travel. The average cost per trip for Australian tourists was A$6,500.

Australia

According to Statista , the number of outbound tourists in Asia-Pacific reached 237 million in 2022, 132% more than in 2021. But that's still well below the continent's 444 million outbound tourists in 2019, before the pandemic.

China, which ranked first in outbound tourism in the world before the pandemic, faced a 61% drop in outbound travel in 2022, with only 10.3 million Chinese tourists traveling abroad. This was due to China's strict COVID-19 restrictions, which were only lifted in December 2022.

Other countries with large outbound tourist flows in Asia, such as South Korea, Japan and Singapore, also showed a significant decline in overseas travel in 2022. A recovery in outbound tourism in these countries is expected this year, but so far there is no official statistical information.

It is forecasted that by 2025, there will be 520 million international travelers in the Asia-Pacific region, which will already be above pre-pandemic levels.

Here are some additional statistics on outbound tourism in Asia in 2022:

  • the average expenditure per trip for Asian tourists amounted to USD 1,200;
  • the most popular travel purposes: shopping, sightseeing, visiting friends and relatives;
  • the most popular travel booking channels: travel agencies and mobile apps.

In 2022, the travel and tourism sector is estimated to contribute 5.3% to Asia-Pacific's GDP and employ over 300 million people.

Asia

According to the GMI resource , the number of international departures from the United Arab Emirates in 2022 increased by 190% to 11.5 million. These are excellent results, the country is gradually approaching the size of pre-pandemic tourist flows.

The most popular outbound tourism destinations for UAE nationals in 2022 were:

  • In 2021, the number of outbound tourists from the UAE was only 3.9 million. This was due to travel restrictions imposed by the COVID-19 pandemic.
  • In 2022, the UAE lifted most travel restrictions, allowing tourists to travel abroad again.
  • The UAE government expects the number of outbound tourists to reach 20 million by 2025.

According to GlobeNewSwire , the number of travelers who left Saudi Arabia in 2022 increased by 130%, i.e. reached 11.5 million, still far less than the pre-pandemic number.

  • The Saudi government expects 22 million tourists to leave the country annually by 2025.

According to the Hotel Management Network resource , the number of international departures from Indonesia in 2022 increased by 610%, reaching 6.5 million. This number is less than the tourist flows that had been recorded before the pandemic.

The majority of popular destinations are in the Asia-Pacific region. Most often Indonesians travel to neighboring countries. It is much easier to get there, and the similar culture helps to feel more comfortable on such trips.

  • In 2021, the number of outbound tourists from Indonesia was only 1 million. This was due to travel restrictions imposed by the COVID-19 pandemic.
  • In 2022, Indonesia lifted most travel restrictions, allowing tourists to travel abroad again.
  • The Indonesian government expects the number of outbound tourists to reach 17 million by 2025.

According to Statista , the number of Egyptians traveling abroad in 2022 increased by 65% compared to 2021, and reached 6.5 million. The pre-pandemic level has not yet been reached.

The most popular outbound travel destinations for Egyptian citizens in 2022:

Domestic travel is a notable trend in Egyptian outbound tourism, with 7 of the top 10 most popular destinations located in Africa. This is due to the short distances and close cultural ties between Egypt and its neighbors.

Other popular outbound tourism destinations for Egyptians include the UK, France, Germany, Italy, Spain, the US and Canada.

Now the question arises that what is inbound and outbound tourism?

Well, the difference between the two is just a matter of perspective, that is, from where and how you see it. In simple words, if we look from the USA tourism perspective, the outbound tourism would be Robert going to Pakistan, while inbound tourism would be, Ali coming to the USA. Similarly, if we look from a Pakistani tourism perspective, the outbound tourism would be Ali going to the USA, and the inbound tourism would be, Robert coming to Pakistan.

Let’s move on and further elaborate on these two types of tourism.

What is Inbound tourism?

Inbound tourism is economically significant for a country. The tourist countries economically rely on the inbound visitors to drive their maintenance, growth, and development.

What exactly is inbound tourism? In easy words, you can call it incoming tourism. Let’s move further to see the definitions, meanings, significance, drawbacks, and examples of inbound tourism.

Definition of inbound tourism

When someone travels to a country, other than their own country, for tourism, this is called inbound tourism.

Inbound tourism is frequently influenced by certain factors like:

  • Season or Weather
  • Public holidays
  • School’s summer or winter vacations

According to WTO (World Trade Organization) and UN (United States Nation), inbound tourism can be defined as follows:

“ The act of traveling to another country for not more than one consecutive year for leisure, business, or other purposes .”

Importance of inbound tourism

Through foreign exchange, tourism may bring a lot of wealth into a country. This is especially advantageous in places where the local exchange rate is cheaper as compared to visitors’ native currency. Therefore, inbound tourism has high significance in many countries mainly because of the benefits it provides economically.

Mostly, countries target specific nations for advertising and promoting their inbound tourism. For instance, in today’s era, Chinese people tend to spend more on traveling every year as compared to any other nation, plus, the greatest outbound tourism markets are also produced by China. Therefore, Chinese inbound tourists are highly in demand by many tourist countries.

Drawbacks of inbound tourism

Depending entirely on income from the inbound tourism may cause problems. There are many places like Maldives, Goa, Fairy meadows, Greece, etc., whose economies rely on tourists from other countries.

The primary drawback of inbound tourism is that the place is at the hands of the transportation network. Many tourism industries have been ravaged as a result of airlines ceasing to operate a specific route. Cultural conflicts can also take place due to inbound tourism.

Some other disadvantages of inbound tourism include:

  • Disposal, contamination, and emissions are all on the rise.
  • Environmental and aquatic habitats are being physically harmed on a daily basis.
  • Inappropriate buildings are being built next to historical places and monuments.
  • Plenty of resources are being used up.
  • Building infrastructure and utilization of land.

Inbound Tourism examples

Now that we have a basic understanding of inbound tourism, let’s look at some practical examples.

If a person from one country travels to another country for tourism, then it’s an inbound tourist. For example, Ali is having a summer break from his university and wants to go abroad. So, he decides to go for tourism to France and enjoys his summer break there. This is an example of inbound tourism because Ali is coming from Pakistan to France for his vacation, and it is a tourist activity for him.

Likewise, Robert is also having a summer break from his school and wants to visit another country. So, he decides to go for tourism to Pakistan and enjoys his summer break there. This is also an example of inbound tourism because Robert is coming from America to Pakistan for his vacation, and it’s a tourist activity for him.

Generally, some of the countries that are renowned for inbound tourism include Maldives, Goa, Greece, etc.

What is outbound tourism?

Leaving your homeland for the sake of gaining international tourism experience has wide importance for many countries.

Let’s jump into detail and find out what is outbound tourism, how do we define it, the importance of outbound tourism has it got any disadvantages, and a few examples of outbound tourism.

Definition of outbound tourism

When a tourist travels or visits outside his or her country for the sake of tourism, but not for more than a year. This type of tourism is called outbound tourism.

The WTO (World Trade Organization) and UN (United States Nation) define outbound tourism as follows, “The act of leaving your home country internationally for not more than one consecutive year for leisure, business or other purposes.”

Throughout the years, the market for outbound tourism has grown significantly. However, different regions of the world have different growth rates of the tourism market, but the factors leading to progress are similar.

Importance of outbound tourism

Outbound tourism also has a positive impact on the economy of the county. It provides economic improvements in a variety of industries such as education, healthcare, business, and retail, etc.

For example, the more people travel to foreign nations, the more their demands for products and services increase. Thus, it is a source of economic growth and prosperity for many countries.

This direction of tourism helps in increasing employment opportunities, foreign currency earnings, and trade balance. Thus, it is a source of economic growth and prosperity for many countries.

Within a very short period, China has become the largest source of outbound tourists. The increasing number of Chinese outbound tourists opens the gate of opportunities for tour group operating companies, hotels, national government ad retailers.

Drawbacks of outbound tourism

Apart from the advantages, there are a few disadvantages of outbound tourism as well. These drawbacks include the following:

  • Many outbound tourists spend a huge amount of money on international chains like KFC fast-food chains, which reduces the positive effects of tourism as the tourist is using money that has been taken out of his residence.
  • ·Sometimes, a country relies far too much on its outbound tourism market. For example, some Caribbean island nations depend on money from tourists to fund their entire economy and government, but this is a risky move as the tourism market is highly inconsistent, and a small incident can lead to a large drop in tourism.

Outbound tourism examples

Let’s go through an example of outbound tourism from the USA point of view:

John is a US citizen and has a passport to the USA. He wants to go for tourism so he can explore the international culture and experience new things. So, he goes for a tour to Spain with his family and friends. This is an example of outbound tourism because John has applied for a tourist visa and is traveling outside his country, USA.

Another example of outbound tourism from Spain’s perspective:

Robert is a tourist from Spain who wants to go for tourism in the USA, but he has no American visa. So, he goes for a tour to the UK with his family and friends. This is an example of outbound tourism because Robert has applied for a tourist visa and is traveling outside his country, Spain.

What is domestic tourism?

Until here, we discussed international inbound and outbound tourism. However, tourism can also be domestic. Now you would want to ask what is domestic tourism ?

Well, it’s very simple. In domestic tourism, the tourist visits different regions, cities, or towns of the same country where he/she resides. In easy words, domestic tourism is vacations spent within the same country you live in.

Let me give you an example of domestic tourism, Sarah lives in California, USA, and for her vacations, she visits Pennsylvania, USA.

Domestic tourism is used by the government to eradicate poverty, economic development, production of employments, infrastructure upgrades, reduce the load from overcrowding. For instance, If the government of California promotes domestic tourism within its state, then more people would come to visit various places in California, which are less popular, and it would boost the economy of California by providing employment opportunities to the people.

ITB Berlin and IPK International: a big global increase in outbound travel in 2023

In 2023, outbound travel registered double-digit growth year-on-year, marking another big step in returning to the travel volume of 2019. Compared with 2022, this was a 33 per cent increase, only 12 per cent short of the base year level before the pandemic. Positive signs are above all the gradual return of outbound travellers in Asia and the upward trend in vacation travel. Despite rising travel costs, interest in outbound travel this year remains high – what is noticeable is that travel satisfaction is becoming an increasingly important factor.

Double-digit growth in outbound travel in 2023

According to the IPK’s World Travel Monitor®, the return of outbound travel in Asia with a year-on-year increase of more than 140 per cent was the growth driver in 2023. Although still at 37 per cent below 2019 levels, this marked a significant upward trend. Compared with 2022, outbound travel in Europe increased by 18 per cent, in North America by 31 per cent, and in Latin America by 27 per cent. In 2023, the outbound travel volume was largest in the US, followed by Germany and the UK. Together, these three largest source markets made up one-third of the global outbound travel volume last year.

Most popular destinations in 2023 – Spain is most-visited again and Dubai highest-rated

At almost ten per cent, Spain is globally the most-visited destination again, followed by the USA. IPK’s Destination Performance Index (DPI) found Dubai to be the highest-rated destination in 2023. In compiling the DPI, the World Travel Monitor® took into account all global outbound holiday trips with regard to travel satisfaction, whether travellers would recommend a destination to others, and their desire to return. Among the five highest-rated destinations behind Dubai were the Maldives, last year’s winner, South Africa and Abu Dhabi. Austria and Switzerland were the highest-rated destinations in Europe.

Vacations are in demand – sun and beach destinations top the list

Compared with 2022, vacationing as the reason for making a trip improved its market share yet again. In 2023, three-quarters of global outbound trips were vacations. Within this segment, sun and beach vacations and city breaks dominated, each occupying around one-third of the market. Third-placed were round trips. What is striking is that the market shares of these three went in different directions during the last three years, but are now at similar levels to 2019. This suggests the pandemic has not substantially changed people’s choice of vacation. In 2023, the main factors for an outbound holiday trip were relaxation, sightseeing, good food and shopping.

Air travel is the main form of transport

In 2023, over 60 per cent of outbound travel was by air – making air travel the most popular form of transport for international travel. However, it is worth noting that when asked how travellers moved around at their destination, the majority stated “public transport“. One-fifth said they used a rental car.

Significant rise in travel expenses in 2023

Due to the increased cost of travelling, especially by air, travel expenses rose above average in 2023, while the median number of overnights remained stable at around nine. When asked about the best and worst aspects of a trip, travellers mostly answered “value for money“, from both a positive and negative angle. Other factors important for travellers are accommodation, catering, and the local natural surroundings.

Crisis fully over by the end of 2024

Some travel destinations and travel markets have already recovered to 2019 levels, while others are distinctly lagging. In 2023, some destinations again suffered from overtourism. One-third of respondents said they felt their destination was overcrowded. Nevertheless, the latest findings of the World Travel Monitor® forecasting global outbound travel trends over the next 12 months are positive and lay the foundation for a full recovery in almost every market and segments by the end of 2024. This year, the tourism industry’s leading thinktank is providing orientation for tomorrow’s tourism industry at 17 theme tracks and on four stages. The Year of the Dragon commenced on February 10, 2024, marking the onset of China's 15-day Spring Festival. In anticipation of this event, preparations for the travel season, known as "Chun yun," kicked off on January 26, extending the holiday period to a total of 40 days.

In light of this, China has witnessed a resurgence of long-haul international travel as it welcomed the Year of the Dragon last weekend. According to a report by China's State Council , this trend is anticipated to continue throughout 2024.

Is Chinese tourism to Europe increasing?

Last year, following the abandonment of China's zero-COVID policy amid a resurgence of infections, there was a notable reluctance among people to engage in travel during the Spring Festival. However, this year, with the resumption of regular travel operations, the Chinese are anticipated to take trips abroad.

According to a report by Oxford Economics , the number of international outbound trips taken by Chinese travelers in 2024 is projected to double compared to 2023. While this signifies a significant increase, it also implies that Chinese outbound travel volumes will still be 22% below the levels recorded in 2019.

With Lunar New Year celebrations in full swing, airlines are increasing flight capacity for Europe-China routes. Notably, British global travel data and aviation analytics provider OAG , reports airline capacity growth in China from several European markets, including Italy, Turkey, the UK, and Spain.

In addition, significant capacity expansions from China have been observed in key Middle Eastern destinations like Qatar and Saudi Arabia, which are crucial for connecting flights to other destinations. Moreover, China's capacity has seen a notable increase in destinations like Egypt and South Africa compared to January 2019. However, the capacity for the Americas remains considerably diminished.

How International Airlines & Airports Are Celebrating Lunar New Year

It is worth noting that despite the resurgence in air travel demand , Chinese international capacity remains 30% below the levels observed in the first quarter of 2019, according to OAG.

Chinese tourism booms in Thailand

Thailand has observed a rise in Chinese tourists during the Lunar New Year celebrations. This development came shortly after both countries agreed on visa-free arrangements to boost travel between them.

In September 2023, the Thai Prime Minister initiated efforts to attract increased arrivals from China by announcing a temporary visa waiver for Chinese tourists. This interim arrangement swiftly transitioned into a permanent policy following the signing of an indefinite mutual visa exemption between Thailand and China, allowing nationals from both countries to visit each other freely, effective March 1, 2024.

In an interview with Al Jazeera , Nithee Seeprae, the deputy governor for marketing at the Tourism Authority of Thailand, stated that Thailand has been welcoming between 27,000 and 28,000 tourists daily since February 1, nearly reaching pre-pandemic levels.

This contrasts with last year's figures of 7,000 to 8,000 visitors daily during the same period, with a total of 500,000 for the entire month.

International Tourism to End 2023 Close to 90% of Pre-Pandemic Levels

International tourism is on track to recover almost 90% of pre-pandemic levels by the end of this year. According to the latest data from the World Tourism Organization (UNWTO), an estimated 975 million tourists travelled internationally between January and September 2023, an increase of 38% on the same months of 2022.

The newest UNWTO World Tourism Barometer also shows:

  • World destinations welcomed 22% more international tourists in the third quarter of 2023 compared to the same period last year, reflecting a strong Northern Hemisphere summer season.
  • International tourist arrivals hit 91% of pre-pandemic levels in the third quarter, reaching 92% in July, the best month so far since the start of pandemic.
  • Overall, tourism recovered 87% of pre-pandemic levels in January-September 2023 . That puts the sector on course to recover almost 90% by the end of the year.
  • International tourism receipts could reach USD 1.4 trillion in 2023 , about 93% of the USD 1.5 trillion earned by destinations in 2019.

The latest UNWTO data shows that international tourism has almost completely recovered from the unprecedented crisis of COVID-19 with many destinations reaching or even exceeding pre-pandemic arrivals and receipts

UNWTO Secretary-General Zurab Pololikashvili said: "The latest UNWTO data shows that international tourism has almost completely recovered from the unprecedented crisis of COVID-19 with many destinations reaching or even exceeding pre-pandemic arrivals and receipts. This is critical for destinations, businesses, and communities where the sector is a major lifeline. "

The Middle East, Europe and Africa lead recovery

  • The Middle East continues to lead the recovery by regions in relative terms, with arrivals 20% above pre-pandemic levels in the nine months through September 2023. The Middle East remains the only world region to surpass 2019 levels this period. Visa facilitation measures, the development of new destinations, investments in new tourism-related projects and the hosting of large events, help underpin this remarkable performance.
  • Europe , the world's largest destination region, welcomed 550 million international tourists over the period, 56% of the global total. That represents 94% of pre-pandemic levels. The rebound was supported by robust intra-regional demand as well as strong demand from the United States.
  • Africa recovered 92% of pre-pandemic visitors this nine-month period,  and arrivals in the Americas reached 88% of 2019 numbers this period, as the region benefitted from strong US demand, in particular to Caribbean destinations.
  • Asia and the Pacific reached 62% of pre-pandemic levels this period due to slower reopening to international travel. However, performance among subregions is mixed, with South Asia recovering 95% of pre-pandemic levels but North-East Asia only about 50%.

The World Tourism Barometer includes more focused data on regions, as well as sub-regions and individual destinations.

Tourism spending strong

Strong demand for outbound travel was reported by several large source markets this period, with many exceeding 2019 levels. Germany and the United States spent 13% and 11% more respectively on outbound travel than in the same nine months of 2019, while Italy spent 16% more through August.

The sustained recovery is also reflected in the performance of industry indicators. Drawing on data from IATA (the International Air Transport Association) and STR, the UNWTO Tourism Recovery Tracker details a strong recovery in air passenger numbers and tourist accommodation occupancy levels.

Against this backdrop, international tourism is well on track to fully recover pre-pandemic levels in 2024 despite economic challenges such as high inflation and weaker global output, as well as important geopolitical tensions and conflicts.
