When it comes to an itinerary, Travel + Leisure readers want more than a string of photo opportunities — and the right tour operator makes all the difference in creating a trip of a lifetime versus one that simply checks off a list of sights. This year, our readers were especially drawn to companies that utilize local expertise and experience to thoughtfully design trips that will entertain as well as inspire.

Every year for our World's Best Awards survey , T+L asks readers to weigh in on travel experiences around the globe — to share their opinions on the top hotels, resorts, cities, islands, cruise ships, spas, airlines, and more. Readers rated tour operators and safari outfitters based on their staff and guides, itineraries and destinations, activities, accommodations, food, and overall value.

The top picks were noted for their deep knowledge of destinations and guides who "go the extra mile." One reader who has been traveling for more than five decades said a trip with Classic Journeys (No. 2) was the "very best" they had experienced. Others noted attention to pandemic safety details, while one who went to Norway was charmed by a "wonderful surprise dinner in Bergen out on the water that was fantastic."

Tour operators that seamlessly navigated the logistics of a trip also came out on top. Quasar Expeditions (No. 9) was noted "for really planning out every detail" so that "all you have to do is show up and have a great time." Meanwhile, of TCS World Travel (No. 10), a guest said: "You never lift a finger and just spend your time actually exploring the destination." They even added that they "learned so much" along the way.

Among the five companies on this year's list that weren't on last year's were two women-only tour operators that cater to travelers of all ages. AdventureWomen (No. 14) has multiday tours designed by women from Bhutan to Yellowstone National Park, while Explorer Chick (No. 15) has everything from day trips — like glassblowing in Baltimore and cave rappelling in St. Louis — to full itineraries in Machu Picchu and the Galápagos. One reader said her Everest Base Camp trip with AdventureWomen was filled with "like-minded women" who "bonded so well," while another said she felt it was a "safe tour group for women."

New Zealand tour operators told to pay $7.8 million in fines and reparations over volcanic eruption

WELLINGTON, New Zealand (AP) — Tour booking agents and managers of a New Zealand island where a volcanic eruption killed 22 people in 2019 were ordered Friday to pay nearly $13 million (US$7.8 million) in fines and reparations.

The holding company of the island’s owners, a boat tour operator and three companies that operated helicopter tours had been found guilty of safety breaches at a three-month trial last year.

White Island, the tip of an undersea volcano also known by its Indigenous Māori name Whakaari, was a popular tourist destination before the eruption. There were 47 tourists and tour guides on the island when superheated steam erupted on Dec. 9, 2019, killing some people instantly and leaving survivors with agonizing burns .

“There is no way to measure the emotional harm survivors and affected families have endured and will continue to endure,” Judge Evangelos Thomas said during the sentencing in an Auckland court. “Reparation in a case like this can be no more than token recognition of that harm.”

“No review of prevailing reparation levels conducted by any other court contemplates emotional harm of the scale and nature that is present in this case. Greater awards are appropriate.”

Previously, a three-month, judge-only trial against 13 groups had seen six plead guilty and six other having charges against them dismissed. The charges were brought by regulators and carried fines as a maximum penalty.

The final remaining defendant in the trial was Whakaari Management Ltd. which was found guilty on one charge in October last year.

At Friday’s sentencing hearing, Thomas was particularly scathing towards the shareholders of WML, the holding company for the island’s owners: Andrew, James and Peter Buttle, who he said had “appeared to have profited handsomely” from tours to the island, despite the company claiming no assets or a bank account to hold funds.

While conceding he could not make orders against the individual owners, he said the ruling did not relieve WML from its $636,000 fine or its share of the reparations for the victims and their families of $2.97 million.

“This case, like many others, sadly reveals how simply corporate structures can be used to thwart meaningful responses to safety breaches,” Judge Thomas said. “There may be no commercial basis for doing so, but many would argue there is an inescapable moral one.”

“We wait to see what the Buttles will do. The world is watching.”

The specific reparation sums awarded to victims and the families of those who died was suppressed for publication by the court.

The last remaining defendant, New Zealand scientific agency GNS Science, the government agency that monitors volcanic activity, was fined $33,000 for failing to have processes to share risk assessments with its contracted helicopter pilots. No GNS staff were on the island at the time of the eruption and the agency was not ordered to make any reparations.

White Island volcano eruption: NZ court orders tour operators and island managers to pay $10m

Court found those responsible for tour had not conducted adequate risk assessments ahead of deadly eruption

A New Zealand court has ordered the tour booking agents and managers of an island where a volcanic eruption killed 22 people to pay survivors more than NZ$10m ($6.1m) and fined them around NZ$2.6m.

Tour operators White Island Tours, Volcanic Air Safaris, Kahu New Zealand and Aerius, along with the corporate owner of the island, Whakaari Management Ltd, were found to have not sufficiently ensured the safety of visitors to the island, court filings showed.

There were 47 people on White Island, also known by the Māori name of Whakaari, when the volcano erupted on 9 December 2019. Many of the survivors were badly burnt by searing gas and ash. Most of the victims were international tourists from countries including Australia, the US and Malaysia.

Whakaari Management must pay compensation of NZ$4.88m, while White Island Tours must pay NZ$5m and Volcanic Air Safaris NZ$$330,000, Judge Evangelos Thomas said on Friday in his judgment in the District Court of Auckland.

The prosecutor for workplace regulator Worksafe had said during the hearing that the tour operators indicated they did not have the ability to pay fines but argued the judge should impose financial penalties even if they were not paid.

Though the tour operators did conduct risk assessments, they were fundamentally inadequate, Thomas said.

“The safety information tour operators provided to their paying customers was wholly inadequate, not sufficiently informing paying customers about the hazards, the risk, the consequences of an eruption,” the judge said.

The five companies involved were either in liquidation, no longer trading, were in a weak financial position or had no assets, the judgment said.

White Island Tours and VASL have insurance cover of NZ$5,000,000 and NZ$300,000 respectively to pay reparations to victims, though they and the other three companies did not appear to be in a position to pay the remaining fines and compensation, the judgment added.

New Zealand tour operators told to pay $7.8 million in fines and reparations over volcanic eruption

WELLINGTON, New Zealand — Tour booking agents and managers of a New Zealand island where a volcanic eruption killed 22 people in 2019 were ordered Friday to pay nearly $13 million (US$7.8 million) in fines and reparations.

The holding company of the island’s owners, a boat tour operator and three companies that operated helicopter tours had been found guilty of safety breaches at a three-month trial last year.

White Island, the tip of an undersea volcano also known by its Indigenous Māori name Whakaari, was a popular tourist destination before the eruption. There were 47 tourists and tour guides on the island when superheated steam erupted on Dec. 9, 2019, killing some people instantly and leaving survivors with agonizing burns .

“There is no way to measure the emotional harm survivors and affected families have endured and will continue to endure,” Judge Evangelos Thomas said during the sentencing in an Auckland court. “Reparation in a case like this can be no more than token recognition of that harm.”

“No review of prevailing reparation levels conducted by any other court contemplates emotional harm of the scale and nature that is present in this case. Greater awards are appropriate.”

Previously, a three-month, judge-only trial against 13 groups had seen six plead guilty and six other having charges against them dismissed. The charges were brought by regulators and carried fines as a maximum penalty.

The final remaining defendant in the trial was Whakaari Management Ltd. which was found guilty on one charge in October last year.

At Friday’s sentencing hearing, Thomas was particularly scathing towards the shareholders of WML, the holding company for the island’s owners: Andrew, James and Peter Buttle, who he said had “appeared to have profited handsomely” from tours to the island, despite the company claiming no assets or a bank account to hold funds.

While conceding he could not make orders against the individual owners, he said the ruling did not relieve WML from its $636,000 fine or its share of the reparations for the victims and their families of $2.97 million.

“This case, like many others, sadly reveals how simply corporate structures can be used to thwart meaningful responses to safety breaches,” Judge Thomas said. “There may be no commercial basis for doing so, but many would argue there is an inescapable moral one.”

“We wait to see what the Buttles will do. The world is watching.”

The specific reparation sums awarded to victims and the families of those who died was suppressed for publication by the court.

The last remaining defendant, New Zealand scientific agency GNS Science, the government agency that monitors volcanic activity, was fined $33,000 for failing to have processes to share risk assessments with its contracted helicopter pilots. No GNS staff were on the island at the time of the eruption and the agency was not ordered to make any reparations.

Our guide was extremely knowledgeable and made it an education experience. We made friends easily with others and it made the city excursions so much more lively. Other travelers told us there were not as many optional choices as in pre-covid days, but that is likely because people in the travel industry had to find other work. Hopefully this will improve as tourism in general is on the up-swing. We would have liked more time at the Rheinfall Falls and less time at the Black Forest cuckoo clock location. There was a half hour boat tour that went to the falls area that several of us thought would have been fun, but there wasn't time for that. Paris was terrific and the timing for all of the excursions was spot on to give us the maximum exposure to this fabulous city in the amount of time we had.

The trip was an absolute great taste of several Western European countries. We jammed a lot of itinerary into a twelve day trip. Overall, the accomodations and meals were favorable. I would like to make a suggestion. On the first day or the trip, we were walked for miles through the side streets of Venice. People were not ready for this level of exertion on the very frist day of the trip. Within days, I saw two women limping and wearing knee braces in order to walk. There were people utilizing canes to walk. I have Lupus and am prone to bouts of fatigue, especially when expoised to too much sun and heat. I would ask that the company appropriates a water taxi for the coach passengers that will drop them off at the dick right next to Piazza San Marco.rather than that grind of a walk throught the side streets. People want to see the Piazza, not the side streets That first miles long walk took its toll on many of the passengers. I even saw one women entering the coach and break into tears because of her pain level. Most of the people on this trip were in their fifties and sixties. I'm sure they were not expecting such a rigorous daily regiment. I'm 6' 6'' and 300+. I was averaging 10,000 to 15, 000 steps a day on on uneven cobblestone, and boy did it ever take its toll on my knees and joints. I'm still recovering from the achy knees. That's the only suggestion I have. Find a way to get the tourist from point A to B without having people on vacation walk for multiple miles. It's a vacation. You're not supposed to return home injured and in pain.

Good route which covered the main attractions of Mid Europe. The trip is compact and efficient and the optional excursions add on the contents. Tour leader Matt is full of knowledge about various area’s history and events, he also looked after the team well and tried to accomodate customers’ needs, A really caring and professional tour leader. Pascal is not only a brilliant driver who tried to park the coach as close as possible for group’s access, he was also taking care of the team in many ways and his warm greetings and kind words won our hearts. If you haven’t or only seen a couple of European countries, this trip will be the one to open your eyes or the one to expend your European experiences. Additionally, the trip is good value for money.

I had an amazing experience on the 14 day tour. After Covid lockdowns, my daughter and I were eager to travel overseas and see places we haven’t been to. Everything on the tour was so well organised and the tour guides Enmanuelle, Phillipe and Oksana were very informative and knowledgeable. They all did an exceptional job. All the hotels we stayed at were very clean, spacious and had a big variety for breakfast. The only suggestion would be to have the option for travellers to return to hotels earlier. Days started early and involved lots of walking and the free time should be an option to return to hotel. A note to travellers would be to be cautious In Amsterdam of dodgy uber drivers asking you to cancel trips and to pay in cash. Also in shops if you don’t see the price for an item don’t tap your card for purchases because you will be in for a big shock when you check your account balance.

So honestly when we were assigned to this company through Tour Radar and looked at the reviews we were a little worried. I tried to hope for the best and assume that people who DO NOT have great experiences write more reviews. I was absolutely correct. We had AMAZING tour guides. Knowledgeable, kind, helpful. I think this company does an amazing job of moving people from one destination to another especially when it seems that itineraries overlap offering everyone the trip they desire. The hotels far outweighed our expectations. Of course there were small hiccups with time losses and changes in plans for the day but for the price and to get a brief view of Europe I would call it an outstanding tour.

Kyle (our tour director) was great. He went over and above to make our European Whirl trip wonderful. We had a disabled person on the tour and I was very impressed with the care and compassion shown so that gentlemen had a wonderful experience. Overy the 12 days we only had one bad experience and that was when we arrived back in London on the Eurostar the Trafalgar Representative (not Kyle as we left him in Paris) greeted us however we had to wait over one hour for our transfer to arrive to take us to the hotel.

Martina was an excellent tour guide and Florin was a great driver! I always knew what we were doing, time and place to meet. Felt safe in the bus, he was an excellent and safe driver! The tour was fun and we saw some beautiful and wonderful places. The only place I wasn't too fond of was the place in Germany we stayed at. Other than that all the accommodations ere great!
I just got back from my 3rd solo trip with Expat Explorer & can't wait to join some more. This time was a 12 day Christmas and New Year's Europe Escape 2023/2024 and being the first time I was ever away from home for the holidays, it was truly magical, everything I imagined plus more. Our tour guide Luke was very personable, knowledgeable, caring and simply fun. He went out of his way to make sure each and everyone of us was well taken care of & provided plenty of ideas/options to us to get the most we could get out of each and every single day. Luke even dressed up as Santa Claus on Christmas Day!?! Our driver, James, was very professional, courtesies and when able, took the time to get to know us but always made it a priority to get us to our next destination as well as keep us safe. This tour is fast-paced with plenty of early morning departures and lots of walking but in doing so, the trade off is that you get to experience as much as possible in each of the various destination cities along the way. As a solo traveler, I never felt unsafe or alone and the camadarie of our group was instant. I appreciate that Expat Explorer allows you the freedom to decide between various pre-set excursions in the various destinations or the opportunity to explore on your own and/or even some combo of the two. If you are on the fence about one these tours, I say do your self a favor and just book it :) - Christie Fick
