Toronto Business, Travel Leaders Seek New Trusted Traveller Program for Canada
A group of influential Toronto business and travel leaders are calling for Canada to quickly create its own trusted-traveller program, a move it said will boost Toronto Pearson Airport and boost the local economy.
Leaders from Destination Toronto, the Ontario Chamber of Commerce, and the Greater Toronto Airports Authority today announced the formation of a coalition advocating for enhancements to air travel through Toronto Pearson and airports across Canada.
The coalition – Innovate. Travel. Canada. (“ITC”) – is a group of business and local leaders joining forces to ensure Toronto’s status as a global beacon of air travel. The coalition, which includes 15+ business leaders in sectors ranging from events and tourism, to business and city building, will advocate for long-term innovative and technology-based initiatives to help Toronto Pearson remain a world-class airport, leading the city into the future.
At a press conference hosted at Toronto Pearson, a group of ITC members, including Deborah Flint (President and CEO of GTAA/Toronto Pearson Airport), Rocco Rossi (President and CEO of Ontario Chamber of Commerce), and Scott Beck (President and CEO of Destination Toronto), announced the coalition’s first policy objective – the rapid rollout of an expanded Canadian trusted-traveller program, and government’s commitment to expedite digital solutions at borders to ensure seamless traffic through our airports. Secondary initiatives include enhanced digitization processes at the border and Canadian involvement in the Global Entry program.
“Air travel in Canada has faced significant challenges restarting business following COVID-19 pandemic. The GTAA is committed to advocating for a better travel experience for international and local travellers through Toronto Pearson and other Canadian airports,” said the Pearson’s Deborah Flint. “ITC is encouraging the federal government to rapidly roll out an expanded trusted traveller program to streamline pre-board screening, digitize cross-border travel and make it easier to arrive.”
The ITC understands that the implementation of an opt-in, cost-free and Canadian-led trusted-traveller program that would reduce security inspection of shoes and laptops and allow more passengers to be safely vetted, is on the government’s radar. The coalition is encouraging the federal government in Ottawa and Prime Minister Justin Trudeau to expedite expansion of the program.
“Toronto is a city on the world stage, with a stellar reputation in the area of technology, it’s vital that our airport reflects that reputation,” said Scott Beck, President and CEO of Destination Toronto. “To continue attracting globally relevant meetings, conferences, concerts and sporting events, we must work together to innovate and transform the experience for the traveller.”

“Trusted-traveller programs have been implemented worldwide. They provide a safe and efficient way to clear low-risk travellers and offer a quick solution for reducing lines at airport security,” said Rocco Rossi, President and CEO of the Ontario Chamber of Commerce. “Canada is years behind its peer countries in the G7 and G20 in implemented digital solutions at the border. Now is the time for Canada to announce the rapid rollout of an expanded Canadian-led trusted-traveller program.”
Canada is now part of the NEXUS program, which is run jointly with the United States. But officials say NEXUS is a border security program, and that they’re advocating for measures that would make it faster and easier to move through airport security, both for international and domestic travellers.
The GTAA and ITC are calling for the federal government to introduce the new national program to begin in the summer of 2023, identifying Budget 2023 as an excellent opportunity for the Deputy Prime Minister and Minister of Finance to tackle these issues head-on.

New Toronto-based coalition calls on feds to develop national trusted-traveller program

Following three years of turbulence at Canadian airports in the wake of the COVID-19 pandemic, a Toronto-based coalition is calling on the federal government to implement its own trusted-traveller program .
At a news conference at Pearson airport in Toronto, the group -- dubbed Innovate. Travel. Canada. -- said the country is in desperate need of a Canadian-led program that lets airports pre-vet low-risk travellers to help cut down on screening times for both domestic and international departures.
Unlike Nexus , which is a joint border crossing program between the United States and Canada, the group said the proposed expansion of a national trusted traveller-program would reduce security inspection of shoes and laptops and allow more passengers to be safely vetted.
Deboarh Flint, president and CEO of Greater Toronto Airports Authority (GTAA) -- which oversees operations at Pearson -- pointed to the U.S.-based PreCheck system as a model that could work north of the border.
“What this does is make lines shorter for [those who qualify], but it also makes lines shorter for everyone else that is travelling through the airport,” she said at the Thursday morning event.
Flint said that while she’s pleased the federal government launched a pilot trusted-traveller program at Pearson and other Canadian airports last year, she’s hoping for a scaled-up expansion as the busy summer travel season approaches.
“We're asking the government to move from that pilot program phase and launch a national trusted-traveller program,” she said, adding that the free program would be optional for all Canadian citizens and permanent residents.
Ontario Chamber of Commerce (OCC) President and CEO Rocco Rossi championed the effort and said such a program would help to boost tourism and overall commerce in Ontario and across Canada following choppy skies the past few years.
“The OCC recently issued our annual Ontario economic report, which showed business confidence in this province is at its lowest level since we began measuring this about a decade ago. And inflation, supply chain, and labor issues are bad enough,” he said.
In the same breath, Rossi described Pearson airport as the “front door” to the Ontario and Canadian economies and said if the issues of the past three years persist, tourists and businesses will go elsewhere.

“If your front door on a major retail street sticks, is blocked, it's complicated to get in, it's too heavy to open: guess what, people have options. They will go next door down the street. That is not acceptable,” he said.
The problems at Pearson reached new heights last summer , due in part to staffing issues and COVID-19 travel measures that were still in effect at the time, and made international headlines after months of delays and flight cancellations.
Some of those travel headaches have been addressed in the months that followed thanks to the introduction of new security tools and increased public access to operational information throughput the airport.
More recently, Canada and the U.S. announced a new bilateral workaround to the Nexus trusted-traveller system in January after most Canadian enrolment centres closed following the onset of the pandemic.

A group of Toronto-based organizations, business leaders, and city builders have established a coalition to advocate for enhancements to air travel through Toronto Pearson airport. This coalition - Innovate. Travel. Canada. - is joining forces to ensure that Toronto is a global beacon of air travel. The coalition’s founding members include the Greater Toronto Airports Authority (Toronto Pearson Airport), Toronto Global, the Toronto Region Board of Trade, and Destination Toronto. TIAO’s President and CEO, Christopher Bloore, has now also joined the coalition.
The coalition will advocate for long-term innovative and technology-based initiatives to help Pearson remain a world-class airport. Some of the coalition's initial objectives will include refreshing and modernizing Canada's trusted traveller program, digitizing Canada’s border, and securing investment in aviation infrastructure to support growth, improve the travel experience, and aid decarbonization efforts.

Speaking at the launch of the coalition, GTAA president and CEO Deborah Flint said the GTAA is committed to advocating for a better travel experience for international and local travellers through Toronto Pearson and other Canadian airports, noting that air travel in Canada has faced significant challenges restarting business following the COVID-19 pandemic.

The Innovate. Travel. Canada . coalition issued the following statement following the federal Minister of Transport's announcement of a new Verified Traveller program:
TORONTO , May 23, 2023 /CNW/ - Innovate. Travel. Canada . ("ITC") welcomes the Government of Canada's decision to introduce a new Verified Traveller program to improve the security screening experience for eligible travellers. This forward-thinking initiative represents a significant step toward ensuring that passengers can navigate through Canadian airports safely, swiftly, and efficiently – enabling them to reach their destinations faster.
As a Coalition of business leaders whose operations rely on seamless travel, we want to reaffirm our unwavering commitment to working hand-in-hand with government and our partners in the aviation sector to make this new program a resounding success. Our coalition is fully dedicated to lending our expertise to support the implementation and ongoing refinement of this program, including through an expansion of eligible travellers and airports so more Canadians can have access to faster screening.
We commend the Minister of Transport's proactive approach in addressing the needs of Canadian travellers and will continue to collaborate with the federal government to find innovative solutions to help smooth the traveller experience through long-term technology-based solutions.

Accessible Travel: Innovating to Bring Down the Barriers

Smoothly and efficiently moving people from one place to another is key to the prosperity and social well-being of every country, and none more so than Canada.
How we do so is changing. Evolving needs and expectations — economic, environmental, and safety-related — are spurring innovation across all transportation sectors.
One area where this is especially true is accessibility.
Twenty-two percent of Canadians have a disability (Statistic Canada, 2017), and this number is growing as the population ages. People with disabilities want and need to travel — to do business, see new places, or visit family and friends — just as much as those without disabilities.
Barrier-free travel isn’t a privilege. It’s a fundamental right.
The Canadian Transportation Agency (CTA) helps ensure that this right is realized. Our vision is for Canada’s national transportation system to be the most accessible in the world.
Getting there requires innovation in many areas.
We need to start with cutting-edge rules and standards. That’s why, through its Regulatory Modernization Initiative, the CTA recently integrated two regulations and six voluntary codes of practice into a single, robust, modern regulatory framework for accessible transportation.
We also have to leverage technology to sweep away barriers. From reservation websites that are compatible with screen readers used by visually impaired Canadians to pathfinding systems that help deaf travellers navigate airports to new securement methods that allow wheelchairs to be safely stored on planes and trains, there are countless innovations, both proven and emerging, that can make travel more accessible.
And we can foster the conditions for creative thinking by having a range of stakeholders — at both the national and international levels — sit together for frank, constructive dialogue and collaboration aimed at identifying and implementing practical measures that improve accessibility.
Working together and drawing on the insights and ingenuity of people with disabilities, transportation service providers, regulators, engineers, coders, and others, we can develop innovations that make sure no one is left behind because they have a disability.
In a country whose core values include human equality, dignity, and inclusion, that’s a goal that should move all of us toward action.

Travel Leaders Network always looking to innovate

As John Lovell tells it, “people are prioritizing travel” and there’s no sign that things are slowing down. For the Travel Leaders Network that ‘prioritizing’ translated into an exceptionally strong performance in 2023 and a 2024 that’s already off to a great start.
Lovell, the president of the Travel Leaders Group, was in Toronto this week – along with senior executives that included Stephen McGillivray, CMO, Travel Leaders Group, Roger Block, president, Travel Leaders Network, Christine James, vice president, Travel Leaders Network Canada, and Cory Voss, CIO, Travel Leaders Network – to update the trade here on a batch of new and ongoing initiatives.
And it was all good news as Lovell celebrated the fact that the demand for travel is indicative that the role of the travel advisor is “stronger than ever.”
In fact, Lovell called it the “renaissance of the travel advisor” as demand is not only strong for the current year, but continues to show strength into 2025.
Roger Block, president of Travel Leaders Network, observed of 2023 that “our growth, in terms of bringing in new, high quality members, was unabated,” with the group welcoming 300 new members in the U.S., while 42 members were added in Canada.
Christine James, vice president of Travel Leaders Network Canada, was quick to point out that those new Canadian additions “were really good quality advisors with a good book of business.”
As Block sees it: “Travel advisors are undergoing a renaissance and are seeking out new partnerships for their businesses. We can offer advisors of all sizes and specialties access to amazing lead generation programs, marketing opportunities, technology and more. Not only am I excited for these agencies to take advantage of our offerings, but I am also looking forward to the fresh ideas and energy they will bring to TLN.”
One of the offerings that Travel Leaders Network agencies are now able to take advantage of is TobyAI, an artificial intelligence engine designed specifically for supporting travel advisors
Travel Leaders Network has teamed up with Travel Research Online (TRO) to introduce TobyAI to its members, with Stephen McGillivray, Chief Partner Marketing Officer of Internova Travel Group, the parent company of Travel Leaders Network, explaining: “We are big believers that Artificial Intelligence (AI) can be helpful when creating marketing materials and can improve efficiencies for members so they can concentrate on selling and serving clients.”
McGillivray continued: “While nothing will ever replace the human expertise that travel advisors bring to the table, it is important that our industry embraces the ways AI can streamline work and help advisors run their agencies. We’re always looking for ways to innovate and this tool does exactly that.”
In a typical session with TobyAI, TLN advisors can:
- Craft itineraries
- Draft a new bio for Agent Profiler, TLN’s lead generation tool
- Write client correspondence
- Curate engaging social media posts
TLN members will also be able to access DALL-E 3, the ChatGPT tool that generates images that adhere to the user’s text-based prompts.
Travel Leaders Network also expanded its Leaders Alliances to four communities that include:
- Luxury Leaders Alliance
- Honeymoon & Destination Wedding Leaders Alliance
- Independent Advisor Networks Leaders Alliance
- Technology Leaders Alliance
Created to let members with similar business strategies and sales learn from each other and industry experts, the Alliances represent some of the travel industry’s top travel sellers in luxury and romance travel, as well as host agencies and technology experts and ended 2023 with over 500 total members participating.
All Alliance members must apply with a nomination from their agency owner. Applicants go through a rigorous vetting process, with TLN staff evaluating each candidate to determine if they will be able to add value to the Alliance.
Pointing out that the Leaders Alliances are an effective way to bring the group’s experts together,” Block explained that: “Members can enjoy the advantages and benefits of being part of a large travel agency network while also experiencing the close-knit atmosphere of a small community through our Alliances. And because they are exclusive and not open to everyone, being a part of a Leaders Alliance holds significant value.”

COVID-19: Travel, testing and borders
Return or travel to canada.
For all travellers entering Canada by air, land or marine mode:
- Proof of COVID-19 vaccination is not required
- Pre-board testing is not required
- COVID-19 pre-entry and arrival tests are not required
- Quarantine after you enter Canada is not required
- to save time at the border, you can use the ArriveCAN customs and immigration feature to complete your declaration in advance if you’re flying into a participating international airport
- Pre-boarding tests for cruise passengers are not required
- As always, travel documents are required
- Health checks to board planes and trains are not required
- It's strongly recommended that you wear a well-constructed and well-fitted mask or respirator while you travel
If you have symptoms of COVID-19 , you shouldn't travel to Canada.
If you feel sick or experience any symptoms of COVID-19 during your travel to Canada or upon arrival, you should:
- inform the flight attendant, cruise staff or a border services officer upon arrival. You may be referred to a Quarantine Officer for a health assessment and further direction.
- avoid taking public transportation
- check provincial or territorial requirements for what you need to do if you’re symptomatic or have tested positive for COVID-19
