Camarines Sur Representative Luis Raymund Villafuerte reports that a number of infrastructure projects are currently in the works to shorten the travel time between Manila and the Bicol region.

“Quezon-Bicol expressway is in the pipeline so it will be done in three years. Manila to Bicol will be three and half hours, na lang,” Villafuerte said in a media briefing.

“Second, the Philippine National Railway (PNR) will be soon upgraded. It has a budget already. Manila-Calamba, Japanese grant. Then Calamba-Bicol, Chinese. Once that’s done, three to four hours you’ll be here in Bicol. You can have breakfast in Manila, have lunch here in Bicol, and back at Manila for dinner,” he added.

Villafuerte adds that the PNR will also establish the central station at the complex of CamSur capitol.

“It’s gonna be part of a five-hectare facility but the whole complex is 300 hectares. Meaning, we will also build a mall, restaurants, shopping area—tourism sites near the destination. Once the train arrived, it’s already a tourist destination,” he added.

The airport of Daraga, Albay is also 93% complete. Naga airport will also be rehabilitated.

“What we are fighting now is for them to build an international standard domestic airport. It means that it should have a four-kilometer runway so air buses can land. Through that, regional flights from Asia such as Korean, Japan, and Malaysia can directly land here,” Villafuerte explained. (TDT)

Planning to travel to Bicol anytime soon? Train trips from Naga City to Legazpi City are back! In case you missed the news, the state-owned Philippine National Railways (PNR) has finally resumed operations along the Naga-Legazpi rail line on Wednesday, December 27, 2023, after six years.

PNR suspended operations on the Naga-Legazpi route back in April 2017 after two years of service because of the lack of train coaches and locomotives at the time. While I haven’t tried riding this specific route myself yet, I plan to the next time I visit my hometown Naga.

In case you’re curious and want to try a new out a different way of traveling around Bicol, here’s the train schedule from Naga to Legazpi, how much it costs to ride, detailed timetable from different stations, and other information you should know for reference.

PNR Route Map

The map below shows the entire PNR route from Caloocan to Bicol. However the red line is currently suspended. Routes from Caloocan to Calamba (Green), Naga to Sipocot (Yellow), and Naga to Legazpi (Blue) route are the only operational routes as of January 2024.

Back in the old days, Tutuban in Manila and the Bicol region used to be connected by the long haul route known as the Bicol Express , which is currently suspended due to aging rolling stock and devastation to the lines caused by typhoons. We got a chance to ride the overnight train again back in 2011 during a short-lived attempt to revitalize the train line, before services were stopped indefinitely again.

Here’s a closer look at the operational route from Naga to Legazpi. This covers a distance of 101 kilometers.

Naga to Legazpi Train Schedule

Starting December 27, 2023 onwards , there will be two trips from Naga City, Camarines Sur to Legazpi City in Albay per day, and two daily trips as well from Legazpi to Naga. Each train can accommodate about 250 passengers.

The proposed working time table below was shared in the comments section on the official PNR FB page coming from a PNR employee. However, it’s a bit hard to read. FYI, PNR regularly posts updates and changes/delays in the schedule on the  Official PNR Facebook Page . Schedules may change without prior notice. Please check their Facebook page on the day of your trip.

  • Naga to Legazpi: 3 hours, 4 minutes

How much do train tickets cost?

The minimum fare is P15 for the shortest leg, while it costs P155 per person for end-to-end travel from Naga to Legazpi. Below is the regular fare from Naga to Legazpi from Naga only. Here’s a complete list of the fare coming from different stations.

PNR honors the 20% discount for senior citizens, students, and persons with disabilities, as long as they present a valid ID.

How to ride the PNR Train

Passenger Journey Guide/P rocedure:

  • Step 1: Buy Ticket from Ticket Booth ( 5 seconds )
  • Step 2: Show Ticket to gate inspector/conductor ( 5 seconds )
  • Step 3: Board the Train (1 minute)
  • Step 4: Travel to your destination (travel time varies, see timetable above)
  • Step 4: Exit Train (1 minute)
  • Step 5: Show Ticket to Inspector at station or destination (5 seconds)

Note: Always keep your ticket while inside the train before leaving the station of destination for inspection. Passengers found without tickets or short ticketed will be charged with the full amount of fare for the route.

Are there any priority coaches on the PNR train?

The first coach of the PNR is reserved for the elderly, PWDs, pregnant women, and passengers with children. The second coach is only for females.

What’s the view like from the train?

PNR shared a video clip of the view of Mayon Volcano from the train. This view can be seen from Kidaco Bridge in Daraga, Albay.

Do they allow bicycles on the train or provide bike parking in stations?

While the official guidelines (see prohibitions below) states that bicycles are not allowed inside the PNR Train and stations, this refers to full sized bicycles. According to new regulations, folding bikes are allowed inside trains, but passengers will be charged a fare equivalent to one person.

Back in 2020, the Department of Transportation (DOTr), through its Rail Sector, started installing bicycle racks at stations of the LRT-1, LRT-2, MRT-3 and PNR transit lines. Bike parking is free but cyclists have to provide their own padlock. Claiming of bikes is within operating hours.

The DOTr also said that: “Cyclists are also allowed to bring their folded bicycles inside the train car with a fare from origin to destination equivalent to one person.”

Hopefully, PNR will consider allowing full-sized bicycles on certain train coaches in the future, to encourage active mobility and lessen cars on the road. This could also be a big boost to tourism, especially for Naga-based cyclists who want to explore more of the Bicol region. It would be cool to go on a train ride + do a Mayon Loop by bike in one trip!

  • Smelly food like fresh meat, fish, bagoong, & daing unless properly packed or wrapped.
  • Bicycles, skateboards, and other similar objects that may harm or hamper passengers.
  • Playing the radio or musical instruments that might otherwise produce noise.
  • Live animals
  • Big luggage exceeding 12″x18″x18″ in volume.
  • Exception to the above luggage restriction are those uploaded in Biñan.

In late 2011, Philippine National Railways resumed daily long-distance passenger trains between Manila and Naga City, after they'd been discontinued some years previously due to typhoon damage.  The Bicol Express train was a comfortable and safe way to travel between Manila and Naga, overnight with comfortable air-conditioned sleepers bought second-hand from Japanese Railways.  In 2012, the Mayon Limited trains were added, later renamed Isarog Limited , and train service was extended beyond Naga to Ligao, not far short of Legazpi.  It was hoped to extend trains to Legazpi in due course.  However, the trains didn't last.  In late 2012 all trains were suspended again after hurricane damage and they have not run since.  There are still metro trains around Manila.

What's the Bicol Express like ?

The Bicol Express has Executive sleepers** (single-berth compartments), Family sleepers (open plan berthgs with curtains), Reclining air-con seats, and Economy seats.  The Executive sleeping-car is an ex-Japanese Railways car with cosy single-berth sleeper compartments arranged in an ingenious 'duplex' design with alternate compartments 'upper' or 'lower'.  The Family sleepers are comfortable and carpeted ex-Japanese Railways sleeping-cars with a side corridor from which open bays of four berths (upper and lower on each side).  There is no door between the bays of 4 berths and the side corridor, but each berth has curtains for privacy and an individual reading light.  The sleepers provide a flat padded velour bunk to sleep on, but no bedding is provided.  Reclining seats are smart air-conditioned unidirectional seating.  Economy seats are fixed padded seats arranged in bays of 4 either side of a central aisle.  Further feedback or photos would be appreciated!

** It's been reported that the Executive sleeping-car is only attached to the Bicol Express if there's sufficient demand, meaning a certain number of tickets have been sold.  So don't be surprised if in practice you have to opt for Family sleeper instead!

What are the Isarog Limited Deluxe & Mayon Limited Ordinary like?

The Isarog Limited Express has three air-conditioned coaches bought second-hand from Japanese Railways, with spacious and comfortable Executive reclining seats with individual armrests in a carpeted saloon.  The Mayon Limited Ordinary has three older forced-ventilation cars with far more basic fixed bench seats.  Neither train has any sleepers.  For photos of the interiors, see wowlegazpi.com/pnr-adds-trips-to-ligao-guinobatan/ .

Traveller's reports

Traveller Ryan Anawaty reports:   "I rode the Bicol Express train from Manila to Naga City 2 days ago.  The train cars are in decent shape with male/female bathrooms and running water.  They are maybe 15-20 years old (but refurbished) from Japan.  There is no dining car or food vendors, so bring all that you need.  4-bed 'family' sleepers are comfortable and air-conditioned, but no bedding is provided.  The beds are covered in a brown velvet-like fabric, have large privacy curtains around each berth and individual reading lights. There are no doors between the side corridor and each compartment of 4 berths, and there's a single small jump seat is in the corridor outside each compartment.  There are ladders to climb to top bunk and a small table by the window for the bottom bunk. Windows cannot be opened and are covered in metal cage. Windows are hard to see out of, but do have a retractable privacy screen.  The train is bumpy and the horn blows without pause for the first 3 hours while leaving Manila's endless suburbs, but it's way better than the bus.  Buy tickets at any train station ahead of time. The train was maybe 30% full midweek."

Get a Curve card for foreign travel

LIGAO CITY — After six years, Bicolanos will once again enjoy the convenience of rail trips as the Philippine National Railways (PNR) is reopening the route connecting the provinces of Camarines Sur and Albay after Christmas.

In a statement on Thursday, the PNR said that four trips are available daily in the 100-kilometer route between Naga City and Legazpi City and vice-versa starting Dec. 27. The trip, which takes about two hours, is faster as compared to taking a bus which covers the same route in two and a half hours.

“This was made possible with the restoration of tracks and the clearing of vegetation, obstructions and dangling wires,” said Dathan Dario, the PNR information officer.

Part of the Bicol Commuter service, the Naga-Legazpi line will have 16 stops, with fares ranging from P15 for the shortest distance to P155 for end-to-end travel. Students, seniors, and persons with disability are eligible to a 20-percent fare discount.

The PNR’s diesel-powered trains, which can accommodate about 250 passengers, will stop at Naga, Pili, Baao, Iriga, Lourdes, Bato, Matacon in Camarines Sur; and Polangui, Oas, Ligao, Travesia, Daraga, Bagtang, Washington Drive, Capantawan and Legazpi in Albay.

Regular stops will be at the PNR stations in Naga, Pili, Iriga, Polangui, and Ligao, and the newly reopened stations in Travesia, Daraga, and Legazpi.

Meanwhile, flag stops (where passengers may request to get off upon request) will be at Baao, Lourdes, Bato, Matacon, Bagtang, Washington Drive, Capantawan, and Oas.

The PNR stopped the Naga-Legazpi route in April 2017 due to an absence of rolling stock, which was worsened by a succession of typhoons that damaged railroads in the Bicol region.

First to be restored was the operation of the Naga-Sipocot segment of the Bicol Commuter service in 2022. On July 31 this year, the PNR resumed operations between Ligao and Naga, with two daily trips in service.

The segment from Tagkawayan, Quezon province, to Naga, however, remains suspended.

The Bicol Commuter service serves as the commuter rail backbone of the Bicol region. It was relaunched on Sept. 16, 2009, in time for the feast of Our Lady of Peñafrancia, but was suspended due to typhoon damage and pending full rehabilitation.

Early this year, the PNR also resumed its Lucena City to San Pablo City route to service passengers traveling to and from the provinces of Quezon and Laguna.

The development and rehabilitation of the country’s rail network, including the “Bicol Express” or the old PNR line from Manila to Bicol, is among the government’s priority transportation projects.

Transportation Secretary Jaime Bautista, in a Department of Transportation press release last month, said the 147-km North-South Commuter Railway, which runs from Clark Freeport in Pampanga province to the City of Calamba in Laguna, and the 577-km South Long Haul Project from Metro Manila to Bicol, will provide much needed connectivity to Filipinos.

These rail projects, Bautista said, are also expected to generate jobs, boost economic growth, and ease traffic congestion in Metro Manila.

DOTr: Additional PNR trains by 2021 to cut travel time to Bicol by 80%

The Department of Transportation (DOTr) has some good news for residents of the southern parts of Luzon: The agency has formally signed its intent to purchase additional trains for the Philippine National Railways (PNR) route heading south.

In total, 21 new trains are expected to be delivered by CRRC Zhuzhou Locomotive come 2021. The DOTr says these trains—which are standard-gauge Diesel Multiple Units (DMU)—will be added to the PNR South Long Haul Project, also referred to as the PNR Bicol , which will initially ply the route from Calamba, Laguna, to Naga City before eventually extending all the way to Legazpi City, Albay.

“Today, we are gathered here, in order to put the first stepping stone to realizing that dream of putting connectivity between Manila and Bicol,” DOTr head Arthur Tugade said during the contract-signing ceremony. “That dream which, many years back, was the glorious days of railroads story—where we can travel from Bicol to Manila, using the railways and the trains.”

Tugade also highlighted that part of the government’s initiative to bring the rail line back to its former glory involves increasing the number of stations from 17 to 35 and improving its tracks.

PNR general manager Junn Magno shared Tugade’s sentiments, saying the move will transform the PNR, and going so far as to claim the project will cut travel time from Manila to Bicol by 80% .

“This is a very momentous occasion for us because this is where we will start the railway service and transform the Philippine National Railways,” he said. “This train will represent the first trip for the South Long Haul Project or what we call the PNR Bicol, and it would cut down significantly 80% of the travel time between Manila and Bicol region.”

If everything goes according to the DOTr’s plan, we can expect long trips down south to be a lot more convenient.

Bicol Express PNR Train Fare Schedules and Review

After I have published about the PNR Station Schedules and Fares , I am now here, as promised, to blog and review about the famous Bicol Express journey. It’s not about the famous spicy dish, Bicol Express, it’s about the awesome voyage of PNR train going to Bicol and Naga City.

UPDATE: Manila Bicol Trips are currently not in service. We will wait for further announcement for the trips to be available.

PNR and its famous fleet, the Bicol Express route, is active again since the successful test last June 2011. It is now serving passengers to its maiden voyage with new trains donated by Japan. Though the trains are not totally brand new, they are good enough to give comfort and convenient ride home. Bicol express train stations and complete list of terminals were discussed on my article highlighted on the first paragraph if you wanna take a peek.

To have a bit of experience of the new sleeper train, I have uploaded some Bicol express train photos and pictures for you to see. A friend of mine couldn’t wait enough to ride the new train and experience Bicol. She went with her family, saw the perfect cone volcano peak,  Mt. Mayon and visited Naga City…then Camarines Sur.

I admit, it’s a perfect travel adventure for backpackers and travel addicts who prefer cheaper tours and fantastic journey.  Inside the sleeper train, this is what it’s gonna look like and it’s gonna be…

Looks comfy and nice enough to sleep in for the long train-ride from Manila to Bicol. The only thing that lacks is a wifi enabled zone. I wish PNR would make it possible soon as it’s kinda nakaka-inip …Thank God if you’re using internet plans on your phone, you can surf the web and Facebook anytime. lol I suggest you bring your extra food and water too so you won’t be hungry to wait for the next stopover. And oh, a cologne to spray your cabin.

This is suitable for groups of travelers or families. Your friends could like a Bicol Express trip. You just have to plan it well and prepare your budget. Know the train stations, schedules and plan your itinerary. Know your stops, departure and arrival.

It will take about 12 hours to reach your destination. Though at some situations, it takes shorter or longer. You can buy a ticket from the main station of the trip at Tutuban Center in Manila. Tutuban is in Divisoria.

PNR currently stopped some trips and services. Please wait for further announcement. Major repairs are currently done.

PNR remains suspended as rehabilitation of the line from manila to legaspi is still on-going. the current rehabilitation includes bridges between northern and southern terminus. I too am longing to take the train as I grew up riding them every school breaks during my primary and secondary schooling. I was supposed to ride the train the day after the accident in 2012. so for the meantime, i just reminisce my childhood days, whenever i pass old train stations on my way to bicol.

Hello! I would just like to ask, since when did PNR put Bicol Express back in service? I heard that there was an accident back in 2012 that lead to the suspension of Bicol Express trips (and external safety audits of CPCS Transacom of Canada).

That is crazy that the train takes 11 hours just to go those 376 km from Manila to Naga. In Germany train goes about 100 km per hour. Does the Philippine train have extremely long stops in each city? And why?

PNR train is NOT a bullet train like those from wealthy countries

The german “bullet train” ICE goes up to 320 km/h. Nope, I am really not expecting that here in the Philippines. But Bicol Express making 376 km in 11 hours is like the speed of riding a pedal bicycle. No bad intentions, but this is not a express. Why is it so slow? If the train is rather new from Japan, then maybe the track is very bad? I am just curious.

The german train that I was talking about in my first post is just a normal train with stops in every larger town. So quite similar to PNR, as I see on the schedule.

Hi Daniel, yes it really takes 11hrs to reach naga from manila. My worst experience was 21hrs and its just closer to manila than naga city. before the rehabilitation, the train normally runs at 30kph . My brother and I timed it during my college days. Recently (almost 3years ago), PNR used trains from korea and japan and was able to reach 80kph on certain straight segments and lessen travel time to 8-9hrs. The problem with PNR is that they did rehabilitate the rails and tracks but not the bridges and embankments of which some are from world war 2.

PNR - Train Trip Schedules, Terminals, Fares and Ticket Prices

Visiting the official PNR train website, I found so much useful information that I have been looking for for such a long time since the trip to Bicol had been stopped due to railway damage. I would like to share this information to all Filipinos who are looking to become passengers of the most clogged transport system in the Philippines today - Philippine National Railways train. (below is an overview of the Manila-Sta Rosa Laguna fare matrix for permier train) (below is fare matrix for the commuter train).

Notice that only a Php 5.00 per 7 km distance is applied for the commuter train while a Php 13.125 fare is added every 7 km distance to the premier train ticket fees . This fare matrix was applied March 3, 2014 and is the latest available from the official website.
