Philippine One-Stop Electronic Travel Declaration System

All passengers traveling to the Philippines must complete an electronic travel declaration both ahead of their journey and before departing the country.

The Philippine One-Stop Electronic Travel Declaration (previously called eTravel) replaces the eArrival Card ( originally the One Health Pass ) and the paper-based departure card.

The one-stop declaration requires less information and simplifies the process of authorizing your arrival in and departure from the Philippines and providing your health declaration.

Note that the eTravel declaration is not a visa or eTA . Passengers who require a visa or Philippines eTA must have both a visa/eTA and one-stop authorization. Visa-exempt travelers will still need to complete the One-Stop Electronic Travel Declaration .

What Is the One-Stop Electronic Travel Declaration for the Philippines?

Electronic travel registration includes providing a health declaration and information about the trip.

The data collected from eTravel enables Filipino authorities to perform contact tracing in the event that a traveler is found to have an infectious disease. In this way, it is an important measure to protect public health for both residents and visitors.

You must register with eTravel online before any trip to the Philippines , as well as before departure from the country . Once completed, you will receive a QR code or barcode to present on arrival or departure.

The declaration is the latest iteration of the Philippines’ digital health form. It has replaced the eArrival Card, which, in turn, replaced the One Health Pass. The original name for the form was the e-CIF. It also replaces the paper-based departure card.

The one-stop registration is now the only required health form . The eArrival Card, One Health Pass, and e-CIF are no longer in use.

How to Complete eTravel Declaration for the Philippines

Passengers register the Philippines eTravel declaration online. This is done through a web-based portal rather than a mobile app.

The registration involves completing a short online form with the requested information.

This can be done using a personal computer, laptop, smartphone, tablet, or other device connected to the internet.

There are fewer questions than on previous Filipino online health forms. The new form is more streamlined and quicker to complete .

Once the details are submitted, a QR code is generated .

Who Needs the Philippines eTravel Declaration?

All passengers entering or departing the Philippines must present a QR code or barcode from the one-stop declaration.

This includes:

• Foreign residents of the Philippines
• Filipino nationals

Travelers of all nationalities are required to complete a declaration for the Philippines. It is required for all purposes of travel, including transit through the country, and is also needed for departure.

Each traveler must complete a separate form . It is not possible to include multiple individuals on one form.

Do children need the one-stop declaration for the Philippines?

Yes, all travelers, including minors and infants , must have their own eTravel QR code/barcode on arrival/departure.

Parents or guardians may complete the online form on behalf of their dependents.

When Can I Complete the Philippines Electronic Travel Declaration?

Passengers should complete the registration process in the days leading up to their trip.

The information will be submitted for processing a maximum of 72 hours before traveling to the Philippines or departing from the country.

Can I Use the Same One-Stop eTravel Declaration More than Once?

No, the eTravel declaration is valid for a single use only .

The QR code can only be used to board a flight to/from the Philippines within 72 hours of completing the online form. Once it is scanned by a border officer on arrival/departure, it cannot be reused .

Each time you travel to or from the Philippines, you will need to register with the Philippine One-Stop Electronic Travel Declaration System..

Traveling to the Philippines With the One-Stop Declaration

After completing the online form, print or take a screenshot of the QR code or barcode . This is required to board a flight to or from the Philippines and must be shown to a Bureau of Quarantine (BOQ) officer on arrival or departure.

Passengers may present their QR or barcode in one of the following ways:

• Printed copy
• Digital copy on a smartphone or device

eTravel QR code or barcode?

The passenger will be issued with a QR code as long as the information provided:

• Is complete
• Meets the entry protocols

Travelers with a QR code will be able to use the "Express Lane" on arrival or when departing. This means that all they need to do is scan the code on arrival/departure. There is usually no further interview or checking of health-related documents.

The individual will be issued with a barcode in the following circumstances:

• The information provided during one-stop registration is incomplete
• The individual’s details or health documents require further checks

Upon arrival in the Philippines, they will be interviewed by a BOQ officer . Here, the information and documents will be checked. It may be determined that the individual will need to quarantine or undergo other measures.

• The Philippines introduced a new electronic traveler registration entry system on 5 December 2022

The government of the Philippines launched a new platform on 5 December 2022 that will replace arrival cards and the One Health Pass. As a result, travelers entering the country will be required to register through the eTravel platform no more than 72 hours prior to departure for the Philippines. Travelers will be required to provide the following information when registering:

• Health declarations, including information on vaccination history.

Travelers will then receive a green QR code that can be used for express entry into the country. If the traveler receives a red code, the traveler will be required to undergo an interview upon arrival and may be required to undergo a quarantine period.

• After successful registration, you will receive a QR Code. Save a screenshot or download your personal QR Code before closing the website or application. You’ll need to show this QR code to an airline representative before boarding the flight and to the Bureau of Quarantine (BOQ) upon arrival in the Philippines.
• You will receive a Green QR Code from the e-Travel system if all required information and attachments are complete. You can use the “Express Lane” at the airport; no further interview or document submission may be required. However, if you have missing requirements, you will receive a Red QR Code and must be interviewed by BOQ personnel upon arrival.
• Prepare the necessary documents before your flight. Foreigners should carry a copy of their passport and visa, while Filipino travelers should carry a valid passport or government-issued ID like  UMID  or  postal ID . 
• Provide your airline with the details of your e-Travel QR code, including the Green QR code, a copy of your passport, and other necessary documents at least 72 hours before departure.
• The airline will verify your information and send it to the Bureau of Quarantine for approval. Wait for an email notification from the e-Travel platform indicating your approved e-Travel QR Code.
• Once your e-Travel QR code has been approved, your airline will send you a flight confirmation. Show this confirmation along with your QR code and passport to the airline representative when checking in at the airport.

The e-Travel Card registration is free of charge and does not require any online payment. Be cautious of potential scams or false websites that may try to charge for e-Travel Card registration. In one of the recent updates from the Philippine government, eTravel registration has been mandatory for all foreign travelers who will be coming to the Philippines. The government is implementing this new regulation to ensure that all tourists are safe in the country.

UPDATE: The previous One Health Pass Registration procedure is no longer done when arriving in the Philippines. All travellers must go through the new system which is the eTravel Registration Pass.

In this post, we will look at what the eTravel registration is, what it means for returning Filipinos and foreign travelers to the Philippines, and how you can register for it. Keep on reading to learn more!

What is eTravel Registration?

The eArrival card served as a platform for online health declarations and contact tracing, allowing foreign tourists to transit from their place of origin to their destination’s Local Government Unit (LGU) in the Philippines.

The goal of eTravel registration will be similar to that of the eArrival card, but it will require less information, be easier to complete, and have an easy user interface. The prior eArrival card registration website will be accessible and accepted during a temporary transition period.

On December 1, 2022, the Philippine government replaced the eArrival card with a new e-Travel registration . That being said, the One Health Pass Website will be closed off to public access beginning December 5, 2022.

The BOQ’s Health Declaration checklist is available on the platform. It also has an electronic version of the arrival card, which is required for immigration clearance.

Beginning December 2, all inbound travelers to the Philippines must register for the country’s new e-travel system to gain entry into the country.

This new e-travel system is a mandatory requirement for all travelers to ensure safety and to help prevent the spread of the coronavirus. Those who fail to register in advance will be subject to quarantine restrictions upon arrival.

Furthermore, the Bureau of Immigration will no longer accept the paper version of the Arrival Card downloaded via the One Health Pass Website. International travelers must have the electronic edition of the Arrival Card found in the eTravel platform.

Travelers must be informed of the various entrance processes for the Philippines, according to IATF Resolution No. 2. These are the admission requirements for visitors entering the Philippines. This information came from etravel.gov.ph :

A. FULLY VACCINATED (Filipino and Foreign Travelers)

No pre-departure COVID-19 test required – You must have had the second dose of a two-dose series or a single dose of COVID-19 vaccination at least fourteen (14) days before departure from your country of origin/port of embarkation.

B. UNVACCINATED or PARTIALLY VACCINATED (Filipino and Foreign Travelers)

1. Travelers aged 15 and up must present a remotely supervised/laboratory-based Rapid Antigen Test administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, or other similar establishment within 24 hours of departure from the country of origin/first port of embarkation, excluding layovers.

2. Adults (15 and over) who fail a pre-departure test must submit to a laboratory-based Antigen Test ON ARRIVING AT THE AIRPORT.

3. Children under the age of 15 who are not vaccinated must meet their parents’ or guardians’ criteria. They must also follow the previously given recommendations.

NOTE: Any inbound visitor who tests positive for COVID-19 utilizing a rapid antigen test, whether Filipino or foreigner, will be subject to the most recent DOH quarantine and isolation protocols.

Anyone traveling to the Philippines must utilize this system to gain entry into the country. The requirements vary based on the age group they are categorized under, as outlined above.

Travelers, including babies and children, must register for eTravel at least 72 hours before leaving for the Philippines. Prior to boarding an airplane, you must also register. Here’s how to join:

1. Visit the eTravel’s website. Remember that the system is completely free and has no registration cost.

2. Fill up your Personal Profile, which contains your passport number and occupation.

3. Please specify your mailing address.

4. Fill out the Health Declaration, which includes information about your COVID-19 vaccines.

5. Please review and submit your information summary.

A QR Code will be generated once all requirements have been met. Before exiting the page, take a snapshot of the code, as it will be scanned upon boarding and arrival in the Philippines.

The eTravel system will generate a GREEN QR Code if your submission of the required information and attachments is complete and complies with the IATF’s most recent entry regulations.

If you do not meet the conditions, you will be given a RED QR Code upon arrival at the airport. A BOQ representative will next determine if RT-PCR or quarantine testing is required.

IMPORTANT: Remember that you cannot use the same code twice. You must register and generate a new QR Code for your forthcoming trip.

After May 30, 2022, IATF Resolution 168 will no longer require overseas tourists to produce a negative test result. Foreign visitors will no longer be denied entry into the country; this change will take effect immediately.

Entry requirements.

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

The authorities in the Philippines set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Embassy of the Philippines in the UK .

To enter the Philippines as a visitor, you must have a ticket for your departure. Most airlines will not carry you if you cannot produce your departure ticket.  

You must also register with the ‘e-travel’ system 72 hours or less prior to your arrival.

COVID-19 rules

There are no COVID-19 testing or vaccination requirements for travellers entering the Philippines.

Passport validity requirements

Your passport must have an ‘expiry date’ at least 6 months after the date you arrive.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Visa requirements

UK passport holders do not need a visa to visit the Philippines for 30 days.

If you overstay your visa-free 30 days without getting an extension , or if you overstay any visa without authority, it is a serious matter. You could face fees and fines, and detention if you cannot pay them, or you could be deported at your own expense.

If you want a visa to live, work, or study in the Philippines, you’ll need to meet the requirements of the Philippine immigration regulations . This includes having certain UK documents (birth certificates, marriage certificates, UK police certificates, school documents) legalised by the Legalisation Office (not by the Philippine Embassy in London).   

Children travelling without their parents

If your non-Filipino children aged 14 or under are travelling without either parent, you must apply for a waiver of exclusion ground for entry into the Philippines .     

Vaccination requirements

At least 8 weeks before your trip, check the vaccinations and certificates you need in TravelHealthPro’s Philippines guide .

Depending on your circumstances this may include:

• a yellow fever vaccination certificate
• a polio vaccination certificate

Customs rules

There are strict rules about goods you can take into or out of the Philippines . You must declare anything that may be prohibited or subject to tax or duty.

Taking money into the Philippines 

You cannot bring in more than 50,000 Philippine pesos. If you are bringing in foreign currency (cash or cheques) worth more than 10,000 US dollars, you must complete a foreign currency declaration form on arrival.

Exit requirements

If you have stayed in the Philippines for 6 months or more on a tourist visa, you must get an emigration clearance certificate ( ECC ) during the 72 hours before you leave the country.    

If you were in the Philippines on a visa issued by the Department of Justice ( DoJ ), the Board of Investments ( BoI ), the Philippine Retirement Authority ( PRA ) or the Philippine Economic Zone Authority ( PEZA ), you will need a travel pass from the department that issued your visa to leave the Philippines. If you have  an ECC , you do not need a travel pass.

Airport tax

If you’re leaving the country from Cebu Mactan airport you must pay a departure tax of 850 Philippine pesos in local currency or the equivalent in US dollars. There’s no longer a departure tax at Manila airport. This information can change and you should check with local authorities before you travel.

The GCC countries, inspired by the extensive European Schengen travel visa system, have unanimously approved a unified tourist permit . This unified visa will facilitate unrestricted movement among residents of the UAE, Saudi Arabia, Qatar, Bahrain, Oman, and Kuwait.

While the Schengen-style visa is in the process of implementation, citizens of GCC nations can still benefit from their current visa-free travel privileges. Additionally, other residents can enjoy hassle-free travel through e-visa services.

Here's a breakdown of the process for applying for an e-visa in each Gulf nation:

UAE citizens enjoy visa-free travel to Saudi Arabia for tourism purposes. However, residents have the option to apply for e-visa, which grants a validity period of 1 year and permits stays of up to 90 days per visit. The e-visa is available in two types, single entry e-visa, and multiple entry e-visa; fees are Dh452 for a single entry visa.

Requirements :

• Passport (the passport should not expire in the next six months after the e-Visa is issued.)
• Bank information.
• Place of accommodation. (Not mandatory)
• A passport-sized photo with w white background.
• Email address.
• You will need to provide your Guardians' information such as phone number, residence and ID, and approval if the applicant is underage, in need of medical assistance, or handicapped.

Visa application process:

• Access the official website of the Saudi Arabia eVisa portal or visit - https://visa.mofa.gov.sa/.
• Create an account or log in if you already have one.
• Complete the online application form with accurate information.
• Upload scanned copies of your passport and a recent photograph meeting the specified requirements.
• Upload a digital copy of your valid UAE visa or residency permit and provide the necessary residential information
• Double-check to ensure all the information provided is accurate.
• Enter the necessary medical information and choose one of the available medical insurance options.
• Pay the visa fee online using the available payment methods.
• Await approval notification via email, which will include the e-visa if approved.

UAE citizens can travel to Oman visa-free, while residents can opt for e-visa. Visitors can apply for this visa online through the Royal Oman Police website, allowing a stay of 28 days. Visitors can extend their visas for an extra week if necessary. The visa costs OMR 5.

Required documents:

Valid passport: You need a scanned copy of your valid passport. Your passport must be valid for 6 months from your date of entry.

Passport photo: The photo must be recent with a white background.

Resident permit: You need a copy of your residence permit. Your permit must be valid when you enter Oman.

• Visit the Royal Oman Police (ROP) eVisa website. You'll see an option to apply for a tourist visa at the bottom of the website.
• Create an account - provide your email address, password, and nationality and verify your account.
• Click "Apply for visa" and "Apply for unsponsored visa." Then, fill out the online visa application form with the required details.
• Upload digital copies of your passport, photograph, and any supporting documents as specified.
• Pay the visa fee online using the provided payment methods.
• Await approval notification via email, which will contain the e-visa if approved.

Nationalities from 102 countries can enter Qatar visa-free, and all others can apply for an e-visa using the Hayya platform online.

Depending on the passports they hold, residents have the option to obtain either a 90-day or a 30-day visit visa for Qatar. UAE residents who require the Qatar e-visa will have to pay QAR 100.

The Qatar e-Visa application is straightforward and uncomplicated. It consists of 3 easy steps - fill in the application form with your personal data and travel details, upload the essential documentation in PDF format, and make the payment for the processing of your application.

• Proof of accommodation in Qatar (e.g., hotel booking or your host’s address)
• Details of your return (or onward) travel
• Copy of your passport (with a minimum validity of six months)
• Copy of your residence permit or visa to any one of the eligible countries stated above (with a minimum validity of 30 days).
• Documents stating the applicant's current employment status and occupation
• Navigate to the official website of the Qatar Ministry of Interior's Qatar e-Visa portal.
• Register for an account or log in if you have one that is existing.
• Fill in the online visa application form with the required details.
• Upload digital copies of your passport, photograph, and supporting documents.
• Pay the visa fee online through the provided payment gateway.
• Once processed, receive the e-visa via email.

Bahrain offers various types of visit visas tailored to the residency status and duration of stay for GCC residents and visitors. These include a two-week single-entry visa for GCC residents, a one-month multiple-entry visa for GCC visitors, a three-month multiple-entry visa for GCC residents, and a one-year multiple-entry visa for GCC residents. Each visa type has its conditions and validity period. Additionally, Bahrain also provides on-arrival visa services for eligible individuals. Visa fees differ as per the length of the visit.

Required terms of service:

• Applicant must be outside Bahrain when applying for this visa.
• Applicant must have had a current resident permit of a GCC country for at least 3 months.
• Applicant's resident permit for a GCC country must be valid for at least another 3 months.
• Applicants with GCC resident permits occupation should not be labourers
• The visa is issued and paid online.

Validity conditions:

• If the visa expires before entry to Bahrain, the applicant must apply again and another fee must be paid.

Entry conditions:

• Applicant must not take up any paid or unpaid employment during the visit to Bahrain.
• Passport must be valid for at least six months.
• Copy of the applicant’s passport. (Family Page and any additional information page).
• Copy of GCC residence permit valid for 3 months
• Copy of valid confirmed return air ticket.
• Copy of hotel booking in Kingdom of Bahrain. Alternately, in case you are staying with a relative/friend, please provide a copy of their ID reader's print out.
• Go to the official eVisa Bahrain website. / https://www.evisa.gov.bh/
• Select the type of visa you need (tourist, business, etc.).
• Upload scanned copies of your passport, photograph, and any other requested documents.
• Pay the visa fee using the available online payment options.
• Receive the e-visa confirmation via email once it's approved.

Travellers holding a valid UAE passport will not require visa to enter Kuwait. If you hold a foreign passport and a GCC residency card, you must obtain an e-visa before you can travel to Kuwait. This applies to all foreigners living in the UAE. The e-visa issued by the Kuwait portal is valid for up to 30 days.

The application process for the Kuwait online visa for UAE residents is quick, and it involves submitting a few basic personal details, passport information, and answering some security questions.

Requirements:

Eligibility: Individuals applying for a Kuwait visa from Dubai and the UAE must be either of the following: A resident of the UAE with a GCC residency permit that will be valid for at least 6 months. A national of one of the eligible countries listed below.

Passport validity: The applicant must have a passport that will be valid for at least 6 months from the date of application.

Security: There must be no security restrictions imposed on the applicant that would prevent them from entering Kuwait.

Visa compliance: Visitors must comply with all conditions of their visa when in Kuwait. Those who have breached the terms of their visa on previous occasions (such as staying in the country longer than permitted) may be denied a new visa.

• Fill out your online application form for Kuwait e-visa
• All information provided in the online application form for Kuwait e-visa should match exactly as per your passport.
• Upload scanned copies of your passport, photograph, and any other necessary documents.
• Pay the visa fee online through the available payment options.
• Receive the e-visa via email once it's processed and approved.
• Once the online application form was submitted, all the Kuwait e-visa notification and updates will be sent via email.

The Kuwait e-visa processing time is within 24 hours (except Friday, Saturday & holidays in Kuwait). However, some applications may take longer, up to three (3) business days, upon completion of the Kuwait e-visa application form.
