Philippines names new tourism secretary

The Philippine Department of Tourism (DoT) welcomes the impending appointment of Christina G Frasco as secretary.

Frasco, who is currently mayor of Liloan, Cebu, will replace Bernadette Romulo-Puyat.

Frasco serves as the spokesperson of vice president-elect Sara Duterte since July 2021. She is also the daughter of Cebu governor Gwendolyn Garcia.

STATEMENT OF TOURISM SECRETARY CHRISTINA GARCIA FRASCO

The Department of Tourism recognizes the significant contribution of the People’s Republic of China as a major tourism source market of the Philippines.

Prior to the pandemic, China was our country’s second top source market ranking close next to South Korea. In 2019 alone, 1,743, 309 million Chinese visited our country. Needless to say, these numbers reverberate the cordial relationship that exists between the Chinese people and the Philippines particularly on the aspect of tourism.

Currently, China has not yet reopened its borders to outbound leisure travel of its own nationals cognizant of its present outbound restriction to its citizens; thus, registering only 17, 454 visitors to the Philippines in 2020; 6,615 in 2021; and 23,482 in 2022.

As the Department of Tourism continues to work on supporting the Marcos administration’s objective of improving the enabling mechanisms for tourism in the country, we look forward with optimism to the resumption of Chinese leisure travel to our Philippine destinations.

Chelsea A. Ruby, Tourism Secretary

Chelsea Ruby was appointed Secretary of the West Virginia Department of Tourism by West Virginia’s 36 th Governor Jim Justice in March 2021. This appointment marked an elevation of the West Virginia Tourism Office to a cabinet-level department, where Ruby served as Tourism Commissioner for four years. Tourism is a pillar of Governor Justice’s administration. As  Secretary, Ruby leads efforts to unify and promote the state’s Almost Heaven brand, advance  tourism development, and promote the Mountain State to a broader audience, featuring West Virginia as a year-round travel destination to both national and international travelers. 

Under Ruby’s leadership, tourism in West Virginia has seen historic success. Annual traveler spending grew by $611 million, a 14.8% increase, in three years preceding the pandemic. Along with growth in visitation, the state has seen historic levels of private investment. Recent projects total more than $250 million in new developments and represent every region of the state.

She and her team have received numerous marketing and advertising accolades for the Almost Heaven brand campaign, which launched in April 2018. The Department of Tourism has been recognized as a national leader with an ESTO Mercury Award for best broadcast television ad, both an Eddie Award and an ESTO Mercury Award for the 2020 vacation guide, and a ESTO Mercury Award for community building during the COVID-19 pandemic.

Previously, Ruby served as Director of Marketing and Communications for the West Virginia Department of Commerce, where she earned numerous state and regional marketing awards for the department’s successful social media, print publications, and comprehensive public  relations and advertising campaigns. She also was a member of then-Governor Earl Ray Tomblin’s communications staff and served as executive director of West Virginia’s acclaimed 150 th birthday celebration. In 2021, Ruby was named a Young Gun by West Virginia Executive Magazine. She was named Young Practitioner of the Year by the West Virginia Public Relations Society of America in 2014, as well as being recognized as one of West Virginia’s 40 top young professionals by Generation Next in 2015.

Sara Duterte spox Christina Frasco to serve as tourism secretary

The spokesperson of Vice President-elect Inday Sara Duterte-Carpio is joining the Cabinet of President-elect Ferdinand “Bongbong” Marcos Jr. as secretary of the Department of Tourism (DOT).

MANILA, Philippines — The spokesperson of Vice President-elect Inday Sara Duterte-Carpio is joining the Cabinet of President-elect Ferdinand “Bongbong” Marcos Jr. as secretary of the Department of Tourism (DOT).

Liloan town mayor and Duterte-Carpio spokesperson Ma. Christina Frasco will succeed current Tourism Secretary Bernadette Romulo-Puyat once Marcos Jr. assumes presidency on June 30.

This was announced by Marcos Jr.’s Press Secretary Trixie Cruz-Angeles on Monday in Mandaluyong City.

Frasco was recently elected as mayor of Liloan town in Cebu. She is the daughter of Cebu province governor Gwendolyn Garcia who backed Marcos Jr.’s presidential bid together with her One Cebu party.

Notably, Marcos Jr. won big in the most vote-rich province in the country after receiving over 1.5 million votes there.

Aside from Frasco, four more members of the Marcos Jr. Cabinet were named on Monday. These are:

* Erwin Tulfo (Secretary of  Department of Social Welfare and Development)

* Amenah Pangandaman (Secretary of Department of Budget and Management)

* Ivan John Enrile Uy (Secretary of Department of Information and Communications)

* Naida Angping (Secretary of Presidential Management Staff)

Secretary of the treasury janet l. yellen to travel to the people’s republic of china.

WASHINGTON – From April 3-9, Secretary of the Treasury Janet L. Yellen will travel to the People’s Republic of China (PRC) for bilateral meetings and other engagements.

Secretary Yellen’s visit to China will build on the intensive diplomacy she has engaged in to responsibly manage the bilateral economic relationship and advance American interests. Following initial meetings with the PRC’s new economic team last July in Beijing, Secretary Yellen met with her counterpart Vice Premier He Lifeng in San Francisco, California, in advance of President Biden’s meeting with President Xi. At Secretary Yellen and Vice Premier’s direction, both sides jointly launched Economic and Financial Working Groups , which report to the Secretary and Vice Premier, and which have met three times.

In an April 2023 speech , Secretary Yellen laid out three principles guiding America’s economic relationship with the PRC. These principals continue to guide our engagement today. The United States proceeds with confidence in our economic strength thanks to our historically strong recovery and the investments the Biden Administration is making in America’s productive capacity. In the context of this relationship, America first seeks to secure our national security interests along with those of our allies and to protect human rights. Second, we seek a healthy economic relationship with China that provides a level playing field for American workers and firms. Finally, we also seek to cooperate where we can on key bilateral and global priorities.

During her engagements in China, Secretary Yellen will advocate for American workers and businesses to ensure they are treated fairly, including by pressing Chinese counterparts on unfair trade practices and underscoring the global economic consequences of Chinese industrial overcapacity. Secretary Yellen will also work to expand bilateral cooperation on countering illicit finance, which can drive important progress on shared efforts against criminal activity such as drug trafficking and fraud. In China, the Secretary will also engage her counterparts on critical work that benefits both the United States and China, as well as the world, including work to bolster financial stability, address climate change, and resolve debt distress among developing nations.    

Trip Details

On Wednesday, April 3, Secretary Yellen will depart Washington, DC for Guangzhou, the People’s Republic of China. On Thursday, April 4, she will arrive in Guangzhou.

On Friday, April 5, in the morning, Secretary Yellen will hold a roundtable discussion with economic experts to discuss challenges and opportunities in the PRC’s economy. Secretary Yellen will then meet with Guangdong Governor Wang Weizhong. In the afternoon, Secretary Yellen will participate in an event with leading representatives of the American business community in China, hosted by AmCham China, and deliver remarks on the bilateral economic relationship. In the late afternoon, Secretary Yellen will begin extended bilateral meetings with Vice Premier He Lifeng.

On Saturday, April 6, Secretary Yellen will continue and then conclude a series of bilateral meetings with Vice Premier He. In the afternoon, Secretary Yellen will depart Guangzhou for Beijing.

On Sunday, April 7, Secretary Yellen will participate in a bilateral meeting with Premier Li Qiang. Later, Secretary Yellen will meet with Beijing Mayor Yin Yong. In the afternoon, Secretary Yellen will meet with students and professors at Peking University. In the evening, the Secretary will participate in a bilateral meeting with Finance Minister Lan Fo’an. While in Beijing, Secretary Yellen will also meet with leading Chinese economists.

On Monday, April 8, Secretary Yellen will meet with former Vice Premier Liu He of the People’s Republic of China. Later, she will hold a bilateral meeting with People’s Bank of China Governor Pan Gongsheng.

In the afternoon, Secretary Yellen will hold a press conference, during which she will deliver remarks discussing her trip to China. This press conference will be livestreamed here .

On Tuesday, April 9, Secretary Yellen will depart Beijing for Washington, DC. In the evening, she will arrive in Washington, DC.

Maryland transportation secretary says contractors were working on bridge at time of collapse

Maryland State Transportation Secretary Paul Wiedefeld told reporters there were workers on the Francis Scott Key Bridge at the time of its collapse.

"We know there were individuals on the bridge at the time of the collapse, working on the bridge, contractors for us," he said at a news conference Tuesday morning.

Wiedefeld said the workers were "basically doing some concrete deck repair," but said they did not know how many vehicles were involved.

He added that the transport authority has set up a facility for family members of those who were believed to be on the bridge at the time of its collapse.

Baltimore fire chief: Sonar has detected the presence of vehicles submerged in the water

Baltimore Fire Chief James Wallace says authorities have detected vehicles submerged in the water.

“Our sonar has detected the presence of vehicles submerged in the water,” said Wallace at a news conference on the collapse of Francis Scott Key Bridge. “I don't have a count of that yet.”

He said emergency services are using sonar, drones and infrared technology as a part of their search for people and vehicles who may have fallen from the Key Bridge into the Patapsco River.

No indication of "terrorism" or intent in Baltimore bridge collapse, police chief says

Baltimore Police said there was no evidence that the ship collision that caused the collapse of the Francis Scott Key Bridge was intentional.

“There is absolutely no indication that there's any terrorism, that this was done on purpose,” Chief Richard Worley said at a news conference.

The FBI  said  that it was joining the investigation into the cause of the collision.

Rescue crews have determined there are vehicles in the Patapsco River following the bridge collapse.

“Our sonar has detected the presence of vehicles submerged in the water,” said Fire Chief James Wallace. “I don't have a count of that yet.”

Wallace said they are waiting to make sure that the ship is secure and stable before investigators board it.

“Never would you think that you would see, physically see, the Key Bridge tumble down like that,” Mayor Brandon M. Scott said.

The collapse of the   Francis Scott Key Bridge over the Patapsco River outside the Port of Baltimore threatens to disrupt shipping operations at a major US trade hub for autos, container traffic and commodities. Baltimore also has a cruise terminal.

Closer to the Midwest than any other port on the East Coast, Baltimore ranks first in the United States for autos and light trucks, handling a record 850,000 vehicles last year. It was also the leading port for farming and construction machinery, as well as imported sugar and gypsum. It was second in the country for exporting coal.

Overall, Baltimore ranks as the 9th biggest US port for international cargo, handling a record 52.3 million tons, valued at $80.8 billion in 2023.

“The immediate focus is the rescue operation, but there will clearly be a highly-complex recovery phase and investigation to follow and we don't know what impact this will have on operations at the Port of Baltimore," said Emily Stausbøll, market analyst at Norway-based shipping analytics company Xeneta.

“While Baltimore is not one of the largest US East Coast ports, it still imports and exports more than one million containers each year so there is the potential for this to cause significant disruption to supply chains," she added.

Baltimore's cruise terminal serves ships operated by Royal Caribbean, Carnival and Norwegian. Cruises carrying more than 444,000 passengers departed from the port last year.

According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services.

Rescue crews looking for at least seven people in Baltimore bridge collapse

Rescue operations are underway near the wreckage of the Francis Scott Key Bridge in Baltimore, as crews look for people who fell into the Patapsco River.

“We are still very much in an active search and rescue posture at this point, and we will continue to be for some time,” Wallace added.

Baltimore Fire says two people have been rescued from the river – one who was uninjured, and another in hospitalized “very serious condition.”

“This is an unthinkable tragedy,” Mayor Brandon Scott said. “We have to first and foremost pray for all of those impacted.”

Ship that collided with Baltimore bridge was chartered by Danish shipping company Maersk

The container ship that collided with the Francis Scott Key Bridge in Baltimore on Tuesday was chartered by Maersk and carrying their customers' cargo, the Danish shipping company told CNN.

"We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected," The company said in its statement.

The company, which has a full name of A.P. Moller - Maersk, said no company crew and personnel were onboard the vessel. It said the ship, DALI, is operated by charter vessel company Synergy Group. 

"We are closely following the investigations conducted by authorities and Synergy, and we will do our utmost to keep our customers informed," the statement said. 

CNN is attempting to contact the owner and managers of the ship, including Synergy.

FBI Baltimore on the scene at the Key Bridge

FBI Baltimore personnel are on the scene at the Francis Scott Key Bridge, they have said in a post on X.

The agency said it was working "side by side with our local, state and federal partners."

Baltimore fire emergency chief says 2 people saved from water after Key Bridge collapse

The Baltimore Fire Department Chief James Wallace says authorities rescued two people from the water this morning, one without injury and the other who has been transferred to hospital in a serious condition.

Authorities are continuing their search for upwards of seven people, Wallace says. But, he says that number could change as it is a "very large incident." Earlier on Tuesday, an official said as many as 20 people could be in the water.

Wallace added that the crew remains on board the ship, and are communicating with the US Coast Guard. He added that emergency services are looking into reports that there were workers on the bridge at the time of the incident.

Speaking at the press conference, Baltimore Mayor Brandon Scott also described the incident as an “unthinkable tragedy,” and offered his prayers for all those affected, as well as his thanks to first responders.

Authorities share updates on Baltimore bridge collapse

Authorities are holding a news conference on the collapse of the Francis Scott Key Bridge in Baltimore after it was struck by a large ship.

Divers and search and rescue teams are searching for people in the Patapsco River after several vehicles are believed to have fallen into the water, including one as large as a tractor-trailer, said Kevin Cartwright, director of communications of the Baltimore City Fire Department.

Mitch Peters, president of the Indiana Dunes Tourism Board, says he will not step down from the volunteer position as requested last week by Porter County Council Vice President Red Stone, R-1st.

Stone asked Peters to resign during a phone call Friday following the council’s reluctant approval March 26 of a $225,000 settlement reached between the tourism board and former Indiana Dunes Tourism executive director Lorelei Weimer who resigned abruptly in January.

The salary of the remaining two years of Weimer’s three-year contract was the basis for the settlement, but Stone questioned why Weimer had a contract to begin with and said he felt the council was being kept in the dark on how the settlement came to pass.

In an email sent to Stone Monday, Peters defended his decision not to resign. The Post-Tribune received a redacted copy of the email.

“Although I made it known in 2023 that I did not intend to seek reappointment to the Tourism Board, I changed my mind when … I felt continuity of leadership and experience was essential,” Peters said in the email. “I committed to both the Tourism Board and the Staff that I would seek an additional two-year appointment to get through this process and to guide the ongoing projects mentioned above.”

Peters, who has been on the board for 14 years and president for 13, said in a phone call Tuesday, “I don’t think it’s in the best interest of Indiana Dunes Tourism or Porter County and all the projects we’ve got going on right now” to step down.

He cited a range of projects from the public-facing Indigenous Cultural Trail and gift shop conversion from a national park storefront to one run by the county, to behind-the-scenes work such as simplifying the grant program and negotiating a new long-term lease with the National Parks Service for the portion of the Visitors Center it uses.

Peters said the tourism board has decided to be more actively engaged in the day-to-day operations of Indiana Dunes Tourism given the leadership change. Former assistant director Christine Livingston has been serving as acting executive director since Weimer’s departure.

“I serve at the pleasure of the council,” Peters said. “In talking to the entire council, it does not appear that the majority are in favor of my resignation.”

Peters said he has had phone conversations with every member of the county council except President Mike Brickner, R-At-large, who is recovering from surgery.

Weimer has said she resigned after 33 years with the tourism agency, including 22 years as its leader, because it was time to move on, though news of her departure came as a surprise to county officials.

“There are no allegations that Lorelei engaged in any malfeasance or criminal activity of any nature,” Peters said last month about Weimer’s departure. “I don’t want any misconceptions out there about that issue.”

The makeup of the tourism board was discussed at Tuesday’s Porter County Board of Commissioners meeting following a 2-to-1 vote to revise Resolution 13-04 to remove a party affiliation requirement that dated back to 2013 for the Convention, Recreation and Visitor Commission.

Board of Commissioners President Jim Biggs, R-North, and Vice President Barb Regnitz, R-Center, voted in favor of removing the affiliation requirement, while Commissioner Laura Blaney, D-Center, voted against it.

“It’s my understanding that it’s heavily Democrat,” Biggs said of the tourism board.

“I don’t think it should be heavily any party,” Blaney replied.

Regnitz said the board is mandated to have an odd number of members. She explained two appointments are made by the Portage mayor, five by the board of commissioners, one by the county council, and one each by Valparaiso, Burns Harbor/Porter/Chesterton, and Kouts/Hebron.

Peters is the council’s appointment.

“I personally feel the council’s appointment should be a member of the council itself,” Biggs said. “Much of what they do over there isn’t run through the auditor’s office and that’s part of the problem over there.”

Following the meeting Biggs and Regnitz elaborated.

“It’s like they’re an island all by themselves over there,” Regnitz said, adding that the tourism staff has a different payroll system that they had trouble navigating when the staff member who previously handled payroll also left her job in November. “They didn’t even understand the vacation policy,” she said.

Biggs feels the tourism board should be shrunk to five members and expects to do so in the next three weeks. The board of commissioners meets again April 23. “We’re not doing ourselves any favors by letting this hang out there,” he said.

Stone said the issue isn’t over for him. “I’m going to stay on this topic of conversation because something is wrong there,” he said Wednesday. “Most people think Lorelei did something wrong. Well, how do you know she did anything?

“She did a good job for Chesterton. She did a good job for Porter. She did a good job for Porter County.”

Antony Blinken's Boeing 737 plane suffers mechanical failure forcing U.S. Secretary of State to go by road from Paris to Brussels for NATO meeting

Secretary of State Antony Blinken 's government aircraft suffered 'mechanical issues' on his trip to Europe for NATO meetings, forcing an unexpected road trip and a delay.

The mechanical issue, which was disclosed by the State Department, forced Blinken's delegation to bus its way 193 miles from Paris to Brussels, a journey of over four hours, for a meeting of foreign ministers at NATO headquarters.

NATO Secretary General, Jens Stoltenberg is addressing the foreign ministers at a meeting marking the 75th anniversary of the military alliance. 

As a consequence, Blinken rolled in about two hours late. The U.S. Air Force owns and operates the modified Boeing 737 Blinken uses during his globe-trotting trips, which have included repeat trips to the Middle East.

Blinken also had to deal with an aircraft mechanical issue on his trip to the Davos gathering in Switzerland at the start of the year.

For that event, the nation's top diplomat traveled by helicopter from Zurich for the annual confab with top political and economic leaders in January.

He boarded his Boeing jet, only to be told he was unable to fly. Traveling aides and press flew commercial to get back home.

Blinken usually travels aboard a fleet of government executive jets featuring the same 'seafoam blue' paint job as the modified Boeing 757 that has the Air Force One call sign when the president is on board.

The vice president uses similar planes.

Last year, Harris was forced to return to the U.S. from a trip to Munich aboard a C-17 support plane due to 'maintenance issues' on the planned Air Force Two.

Boeing’s series of safety issues 

Boeing safety issues have been a growing public concern since a door panel blew off one of the company’s new 737 Max jets operated by Alaska Airlines while it was in flight over Oregon.

Investigators identified missing bolts that held in place a door plug panel.

In lower profile incidents, the company had asked operators to check for loose bolts in the rudder system.

There were also issues with the anti-icing system on the Max.

Last June, a United Airlines flight crew noticed an engine fire while on the ground bringing in a Boeing 737 Max.

Late last month, CEO David Calhoun announced he would step down from his post.

A Delta Boeing 757 lost a nose wheel during takeoff in January.

A Max 8 operated by Indonesia’s Lion Air crashed in 2018. An Ethiopian Airlines 737 Max 8 crashed in Adis Abbaba the following year. Those crashes prompted a two-year grounding of the fleet.

President Biden, whose administration is overseeing production of the next generation Air Force One, joked about the aircraft in a fundraiser with Bill Clinton and Barack Obama last week when comedian Stephen Colbert made reference to mechanical problems when an Alaska Airlines flight had a door plug all out in mid-flight.

'You're all busy men, you gotta go run the world. Here's an important question. All three of you have been on Air Force One. You still have the keys, Mr. Biden. That's made my Boeing right? Do those doors stay on?' Colbert asked. 

'Before you get on, do you give Pete Buttigieg a socket wrench to tighten the bolts?' he joked.

 'I don't sit by the door. I'm only kidding. I shouldn't even joke about it,' Biden responded.
