The cancel for any reason (CFAR) insures the traveler for any non-refundable trip expenses or pre-paid trip deposits should the traveler cancel his trip for any reason that is not covered by the regular trip cancellation coverage. This benefit is separate and additional to the trip cancellation coverage.
The ‘Cancel for any reason’ coverage is considered as the fall back cover for travellers who worry they may have to cancel their trip for any unforeseen reason not covered by trip cancellation coverage and want to recover at least part of their planned travel expenses.
The traveller has to ensure that they are eligible to buy the Cancel for any reason (CFAR) coverage. For this the traveller has to buy the CFAR within a clearly defined number of days after the initial trip deposit (usually 21 days).
Travelers can then compare available CFAR plans and insure for the full trip cost. To ensure eligibility for this coverage, the cancellation of the trip has to be done in time within the policy eligibility guidelines which is usually 48 hours before the start of the trip.
The ‘Cancel for any reason’ coverage may be either included within the trip cancellation insurance plan or it may be an additional add on option that can be purchased for an additional amount.

How State Regulations Impact What Travel Insurance Can Be Purchased

Royal Caribbean and Viking Cruises recently had to temporarily stop selling travel insurance to New Yorkers and residents of several other states because of a conflict with state regulations.
While the two cruise lines were able to resolve the issue and start selling insurance again , what the event demonstrated to consumers and travel agents alike is the crazy patchwork quilt of regulations and filing rules for travel insurance around the U.S.
Travel insurance is regulated by each of the U.S. 50 states for any sales within their state boundaries. This means that to offer coverage nationally, insurers need to file and have approved their coverage with 50 different insurance departments.
New York is cited by many industry experts to be one of the greatest outliers when it comes to anomalies in travel insurance regulations. For example, the state currently prohibits the sale of Cancel for Any Reason (CFAR) insurance. According to the state’s published regulations, a “Cancel for Any Reason Waiver” or “Change of Mind” provision “is not based upon the happening of a fortuitous event,” as defined in the state’s Insurance Law 1101.
Travel Market Report asked a New York Department of Financial Services spokesman to explain the law. They wrote: “Insurance is designed to provide protection against an unforeseen event that occurs by chance or accident over which an affected person has no control. ‘Cancel for any reason’ allows the purchaser to control the event that would lead to payment, which we deem not to be insurance.”
When asked whether the state has ever, or would consider allowing CFAR insurance, the spokesman declined to comment, saying the state doesn’t discuss its regulatory deliberative process.
“I love New York, but it is right there at the king of the mountain, saying, ‘We do it differently,” said Jason Schreier, CEO for APRIL Travel Protection, the Miami-based U.S. division of APRIL Group, a 30-year-old global insurance conglomerate. “It starts with cancel for any reason, but even permeates licensing requirements.”
(New York also is one of a handful of states that hasn’t signed on to a national umbrella model for licensing travel agents to sell travel insurance across all 50 states.)
Travel Market Report contacted numerous travel insurance executives for comment on state regulations and filing procedures. Most declined to be quoted in this story, concerned that their participation would draw unwanted attention to their next state travel insurance filings. “We don’t want to rattle that cage,” said one travel insurance official who asked to remain anonymous.
Many exceptions and anomalies across the U.S. According to Squaremouth, the online travel insurance aggregator, there are quite a few anomalies where common travel insurance benefits are excluded to state residents. Exclusions typically depend on the underwriter and the lengths they need to go to in specific states in order to offer those benefits.
“Some states make it much harder for providers to offer certain coverages, like CFAR or rental car damage, for instance, and thus they are more likely to be excluded in those states,” though not necessarily prohibited by state regulations, a spokeswoman said.
For example, car rental damage coverage might be excluded in Florida, Kansas, Texas, New York and Washington state, Squaremouth noted, while CFAR might not be found on policies in Florida and New Hampshire – as well as New York. (Squaremouth based its reviews on policies from their top underwriters, Berkshire Hathaway, Generali and Nationwide.)
The terms and conditions for an annual travel insurance plan from Allianz Global Assistance state that rental car damage and theft coverage is not available to Kansas, Texas and New York residents.
In a search on Squaremouth, eight policies appeared for a simple travel insurance request for a one-week trip to Mexico departing Mar. 24, with Cancel for Any Reason coverage for a Washington state resident. Squaremouth said 45 policies were ineligible for purchase. When the state of residence was changed to Pennsylvania, 12 policies were available and 40 policies were ineligible.
“State regulations and statutes vary greatly, and there may be certain coverages that are not available in all states. Conversely some states actually expand coverage over what other states may provide,” said Megan Cruz, CAE, executive director at the US Travel Insurance Association, in Rockville, Maryland.
“I would recommend that someone considering purchasing insurance inquire about any state-specific issues at the time they are contemplating purchasing. If they are not sure, they should contact the company directly,” said Cruz.
The state-by-state process can be time-consuming and costly, and often slows down the national launch of travel insurance products, as was seen in the summer of 2018, when Allianz launched its new SmartBenefits program on Aug. 23.
SmartBenefits was not available for Indiana and Alaska consumers until Aug. 29; Texas consumers until Oct. 9; and Massachusetts residents until Nov. 12. SmartBenefits is still not available to residents of New York and Washington State, but Allianz said in a statement to Travel Market Report that it is “hopeful that it will be available to our customers in those states in the near future.”

Travel insurance can be an overwhelming expense to consider atop an already costly vacation. Admittedly, even as a seasoned travel industry professional with three decades of globe-trotting under my belt, I have a moment of pause each time I’m confronted with this. Ultimately, I almost always purchase some travel insurance coverage, especially when it’s a complex international trip. It’s primarily motivated by my aging parents—heaven forbid anything should happen to them—and wanting a safety net to return home at a moment’s notice without incurring massive out-of-pocket costs. This parental paranoia is just a small piece of the greater solace that travel insurance can provide, says AAA Tour Product Manager Randy Osborne. “Everyone can benefit from travel insurance,” he says. “The unexpected happens. It can provide peace of mind and reduce stress during a traumatic situation, as well as a contact to call when traveling abroad.” Osborne has seen it all. He works directly with AAA Travel Advisors and AAA’s preferred travel insurance provider, Allianz . It’s a vantage point that continually provides him with real-life cautionary travel tales. “I’ve never heard of anyone who needed and used travel insurance regretting having purchased it,” Osborne says. He says the biggest mistake people make is this: “Not getting it at all.” Here are some key things to keep in mind when navigating travel insurance
IT’S A FINANCIAL SAFETY NET FOR YOUR VACATION INVESTMENT There is no “one-size-fits-all” travel insurance plan, says Osborne, since available plans will be based on the trip cost, vacation destination(s) and age of the traveler(s). Most comprehensive travel insurance plans, however, will include varying degrees of coverage for the following:
- Trip Cancellation: This is a predeparture benefit that provides the ability to recoup travel costs if you cannot travel. It’s typically limited to specific reasons covered in the plan. Osborne advises understanding what these covered reasons are upfront when reviewing plan options.
- Trip Interruption: This helps if you need to cut your trip short. Covered reasons typically include an illness or injury during the trip, or a family emergency at home—which, as mentioned earlier, has always been this author’s primary motivator to purchase travel insurance.
- Travel Delays: This helps to cover expenses if your travel is delayed due to a covered reason. Osborne advises understanding what constitutes a “travel delay” within the travel insurance plans you are considering.
- Medical Expenses: This helps to cover unforeseen medical expenses while traveling to destinations where your U.S.-based health insurance may not work. “Frequently, the biggest covered amounts are for medical,” Osborne says.
- Emergency Evacuation Coverage: This typically helps to cover the cost of transportation (plus related medical services and supplies) to a medical facility if you’re seriously injured or ill. The best plans will provide up to $1 million per person for medical evacuation. This can seem high, but evacuation costs can exceed tens of thousands of dollars, especially if you’re traveling to a remote destination.
- Baggage Loss or Delays: This helps to recoup costs for lost luggage, as well as damaged or stolen baggage while you are on your trip.
COMPARE PLANS
In some cases, such as when booking a cruise or a guided group tour vacation, the travel provider may require you to purchase a certain level of travel insurance before you can join the excursion. In these situations, representatives often have options that allow you to bundle travel insurance into the cost of the vacation at the time of booking. Even if this is the case, however, Osborne says it pays to shop around and compare travel insurance plans to see if there is a policy that better suits your needs.
Most travel insurance companies, including Allianz Insurance, have easy-to-use websites that highlight several levels of travel insurance for your trip. These quotes can be used as baselines for building upon or removing elements. Gather a few online quotes, then speak over the phone with a representative to customize.

PURCHASE EARLY FOR THE MOST BENEFITS
You’ll get the best and most comprehensive coverage if you purchase travel insurance within the first 14 days of making a trip deposit. (That clock starts ticking once you put a down payment on any part of the vacation.) The biggest benefits include:
- Trip Cancellation: The earlier you buy travel insurance, the sooner you are protected—even before you step on that plane, train, or cruise ship. “Often I get calls from travelers who didn’t expect to need insurance and then have a [medical] diagnosis before travel that prevents them from going,” Osborne says.
- Better Trip Cancellation Coverage Options: Many travel insurance companies offer more covered reasons for trip cancellation if you purchase it within 14 days of making an initial trip deposit.
- Pre-Existing Medical Conditions: If you have a pre-existing medical condition, most travel insurance will not cover medical situations due to this condition that arise during your travels— that is, unless you purchase comprehensive travel insurance coverage within the first 14 days of making a trip deposit.
ASSESS MEDICAL COVERAGE CAREFULLY, ESPECIALLY IF YOU HAVE A PRE-EXISTING CONDITION
Most U.S.-based health insurance plans won’t offer medical coverage on non-U.S. soil. Even if you have outstanding health insurance, it may not be very helpful during an international vacation where unexpected medical and health issues arise. This is certainly the case if you’re traveling to more remote areas with limited medical facilities or your vacation includes high-risk excursions and activities. Osborne says it’s important to understand whether travel insurance you’re considering offer primary or secondary medical coverage, and to assess which is best for you.
If you have a pre-existing medical condition or chronic health problems, medical coverage is an especially critical piece of the policy to scrutinize, Osborne says. He recommends consulting a travel insurance specialist so that you are covered accordingly.
UNDERSTAND WHAT IS NOT COVERED IN THE POLICY It’s easy to focus on what’s included when comparing trip insurance plans. Osborne recommends paying close attention to what is excluded from coverage, too.
Case and point: I recently read about a couple who booked a return flight home after their original flight had been cancelled. When the couple filed a claim with their insurance provider to recoup this cost of this new flight, they learned that this specific scenario was not covered under the policy. (The flight was cancelled due to crew not arriving on time, and the airline was able to rebook the couple on a less-desirable flight home, which the couple declined.)
Clearly understanding the exclusions—and this could be achieved with a simple phone call to the insurance provider’s customer service—could have prevented this financial oops. BE

CAREFUL RELYING ON CREDIT CARD TRAVEL INSURANCE Just as you should not rely on your U.S.-based health insurance to cover you while traveling internationally, it’s wise to not make assumptions about a credit card that offers travel insurance as one of its perks. Osborne advises reviewing the credit card’s travel insurance coverage amount; the medical coverage policy; whether all trip purchases need to be made with that credit card; and if approved claims results in a cash refund or a travel credit.
EPIDEMIC AND PANDEMIC COVERAGE IS AVAILABLE The events of 2020 turned travel on its head, and also impacted the travel insurance industry. As a result, travel insurance companies evolved and most now offer epidemic and pandemic coverage options. “Having coverage for quarantine is at the forefront of people’s minds now,” says Osborne, pointing to the out-of-pocket costs that came with many travelers having to quarantine in a vacation destination when Covid-19 was at a peak. BUDGET FOR TRAVEL INSURANCE The average cost of travel insurance is 5% – 6% of your trip costs, according to Forbes Advisors’ analysis of travel insurance rates. If you’re planning an international, bucket-list vacation—and want to protect your investment in the unfortunate event that things go sideways—it’s wise to keep this cost in mind when creating your trip budget. “As much as we don’t want to think about the unexpected, things happen and having the coverage you need when you need it can be a huge benefit,” says Osborne. “If you need it, you will never regret having it.

Crew member on DALI said everyone on board was safe hours after bridge collapse, official says

A crew member on the DALI cargo ship sent a message hours after the Francis Scott Key Bridge collapsed Tuesday saying everybody on board was safe, according to Apostleship of the Sea director Andy Middleton.
Middleton, who spent time with the captain of the DALI Monday, told CNN’s Laura Coates he reached out to a crew member after hearing about the incident Tuesday morning.
He said there were 22 members aboard the ship from India who were setting sail earlier Tuesday morning and were heading toward Sri Lanka.
“I was able to reach out to a crew member very early this morning around 5:30 (a.m. ET) or 6 (a.m. ET) and get a message to them asking if they were OK,” he said. “That crew member responded within just a few minutes advising that the crew was safe, and everybody that [was] on board was safe.”
Middleton was told by the ship's captain Monday that the vessel was going to take a longer route to avoid risks along the Yemen coast.
“When I was out with the captain yesterday, we were talking while we were driving, and he advised that they were sailing down and around the tip of South Africa in order to avoid the incidents that are going on off the Yemen coast, and it was a safer way to go,” he said.
Middleton said the Apostleship of the Sea is a ministry to seafarers with members that spend time in the port and on the vessels as a friendly face to the seafarers that visit the Port of Baltimore, “taking care of their needs to make sure that they're reminded of their God-given human dignity when they're here in Baltimore.”

Six people, who were believed to be part of a road construction crew, are presumed dead after Baltimore's Francis Scott Key Bridge collapsed early Tuesday morning. The collapse came after a 984-foot cargo ship hit the bridge's pillar.
Maryland Gov. Wes Moore told reporters Tuesday evening it's a "really heartbreaking conclusion to a challenging day."
Late Tuesday, it was discovered that two of the construction workers who went missing after the bridge collapsed were from Guatemala , the country's Ministry of Foreign Affairs said late Tuesday.

It will "take time to dig through" whether the bridge had ever been flagged for any safety deficiencies , NTSB Chair Jennifer Homendy said.
- Rebuilding the bridge: US Sen. Chris Van Hollen said the path to rebuilding the bridge will be "long and expensive." Senior White House adviser Tom Perez told reporters Tuesday “it’s too early” to tell how long it will take to rebuild the bridge. President Joe Biden said Tuesday he wants the federal government to bear the full cost of rebuilding the collapsed bridge, noting that it will not wait for the company who owns the container ship DALI to shoulder the costs. Funding could come from the Federal Highway Administration as well as the Bipartisan Infrastructure Law, but it may require additional funding from Congress.
2 of the missing construction workers from bridge collapse were from Guatemala, foreign ministry says

Two of the construction workers missing from the bridge collapse in Baltimore were from Guatemala, the country's Ministry of Foreign Affairs said in a statement late Tuesday.
Those missing included a 26-year-old originally from San Luis, Petén. The other is a 35-year-old from Camotán, Chiquimula, the statement said.
The ministry said both were part of a work team “repairing the asphalt on the bridge at the time of the accident.”
The statement did not name the two people missing, but it said the country’s consul general in Maryland “went to the area where the families of those affected are located,” where he hopes to be able to meet with the brothers of both missing people.
The consulate also issued a statement Tuesday saying its consul general in Maryland "remains in contact with local authorities," and also confirmed that two of those missing "were of Guatemalan origin.”
Six people, who were believed to be part of a road construction crew, are presumed dead after Baltimore's Francis Scott Key Bridge collapsed early Tuesday morning when a cargo ship hit the bridge's pillar.
State and federal officials have not released information about the identities of any of the six missing workers.
Underwater mapping of bridge collapse area to begin Wednesday, Baltimore fire chief says

Search operations near the Key Bridge collapse have shut down for the night due to dangerous conditions, but the process of underwater mapping with many local, state and federal dive teams will begin Wednesday, Baltimore City Fire Chief James Wallace told CNN’s Anderson Cooper Tuesday night.
Wallace said the portion of the Patapsco River is “tidal influenced, so it goes through tide cycles just like the open waters of the Chesapeake Bay does.”
The water depths in the area under the bridge vary from 40 feet to more than 60 feet, Wallace said. The deeper the divers go, the colder the temperatures they encounter, and the visibility is zero, he added.
Wallace said when crews arrived Tuesday morning, the surface water temperatures of the Patapsco River were about 47 degrees with an air temperature of 44-45 degrees.

- How old?: The Francis Scott Key Bridge, also referred to as just the Key Bridge, opened to traffic in March 1977 and is the final link in the Baltimore Beltway, according to the Maryland Transportation Authority (MDTA.) It crosses over the 50-foot-deep Patapsco River, where former US attorney Francis Scott Key found inspiration to write the lyrics to the Star Spangled Banner, the MDTA says.
- How long?: The bridge was 1.6 miles long when standing, MDTA reports.
- Traffic volume: More than 30,000 people commuted daily on the bridge, according to Maryland Gov. Wes Moore.
- How much did it cost?: The bridge cost $60.3 million to build, MDTA says. Since its collapse, President Joe Biden said he’s committed to helping rebuild the bridge as soon as possible.
- About the port: Baltimore ranks as the ninth biggest US port for international cargo. It handled a record 52.3 million tons, valued at $80.8 billion, in 2023. According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services.
- About the ship: The bridge collapsed after a container vessel called Dali collided with one of its supports. Dali is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk . The ship is about 984 feet long , according to MarineTraffic data. That’s the length of almost three football fields.
Baltimore woman says bridge collapse was "like a piece of family dissolved"

For longtime Baltimore resident, Ceely, who opted not to share her last name, seeing footage of the Francis Scott Key Bridge collapse Tuesday was deeply personal.
“I was very heavy-hearted,” Ceely told CNN. “Very tearful, thinking about the families whose loved ones may be in the water and just remembering when the bridge was constructed, and it was just like a piece of family dissolved.”
Ceely was at a prayer group Tuesday morning when she saw the news. She recalled being afraid when she first crossed the bridge while in Ford Maverick in 1975, but grew to like it because it saved time on the road.
“It was a main artery just like a blood line. It was a main artery to the other side of town. It was awesome. It beat going through the city all the time,” she said.
Elder Rashad A. Singletary , a senior pastor who led Tuesday night’s vigil at Mt. Olive Baptist Church told CNN that many church members watched the bridge's construction.
"It’s a part of the community. A lot of our individuals in our congregation drive that bridge to go to work, and so now it’s really a life changing moment,” he said.

More than 18 hours after the collapse of the Baltimore bridge, Maryland Gov. Wes Moore said it was a heartbreaking conclusion after the Coast Guard ended the search-and-rescue operation for the six people who were on the bridge when it collapsed.
It's a "really heartbreaking conclusion to a challenging day," he said.
"We put every single asset possible — air, land and sea" to find the missing people, he told reporters on Tuesday evening. "While even though we're moving on now to a recovery mission, we're still fully committed to making sure that we're going to use every single asset to now bring a sense of closure to the families," the governor added.
6 people presumed dead after Baltimore bridge collapse, Coast Guard says. Here's what we know
As the sun sets in Baltimore, six people are presumed dead after a major bridge collapsed overnight Tuesday, according to the Coast Guard. The Francis Scott Key Bridge came down around 1:30 a.m. ET after a cargo ship collided with it.
The Coast Guard said it has ended its active search-and-rescue operation for the missing construction workers who were on the bridge when it collapsed.
- What we know: Eight people were on the bridge when it fell, according to officials. At least two people were rescued — one was taken to the hospital and has been discharged . The Coast Guard has been searching for six other people. But, around 7:30 p.m. ET, the Coast Guard said it has transitioned to a “different phase” of operation, now it did “not believe we are going to find any of these individuals alive,” Rear Adm. Shannon Gilreath said.
- About the ship: The bridge collapsed after a container vessel called Dali collided with one of its supports. The vessel is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk . The US Embassy in Singapore has been in contact with the country’s Maritime and Port Authority, a State Department spokesperson said.
- The investigation: The National Transportation Safety Board is leading the investigation into the collapse. A team of 24 experts will dig into nautical operations, vessel operations, safety history records, owners, operators, company policy and any safety management systems or programs, said NTSB Chair Jennifer Homendy. A voyage data recorder will be critical to the investigation, she added.
- Vehicles on the bridge: Officials are also working to verify the numbers of how many cars and people were on the bridge, Homendy said. Gov. Wes Moore said the quick work of authorities in closing the bridge had saved lives . Radio traffic captured how authorities stopped traffic and worked to clear the bridge seconds before the impact . Maryland State Police Secretary Col. Roland L. Butler Jr. said there is a “ distinct possibility ” more vehicles were on the bridge, but authorities have not found any evidence to support that.
- Looking ahead: NTSB will look into how the bridge was built and investigate the structure itself, including if it was flagged for any safety deficiencies , Homendy said. The federal government has also directed its resources to help with search and rescue, to reopen the port and rebuild the bridge, Vice President Kamala Harris said . Earlier, President Joe Biden said t he federal government will pay to fix the bridge.
- The economy: Transportation Secretary Pete Buttigieg warned the collapse will have a serious impact on supply chains . Until the channel is reopened, ships will likely already be changing course for other East Coast ports. Ocean carriers are already being diverted from the Port of Baltimore, where the bridge collapsed, to the Port of Virginia to “keep trade moving."

On Tuesday, a major bridge in Baltimore collapsed into the water seconds after it was struck by a cargo ship, sending vehicles on the bridge into the river below. The ship lost power and issued a mayday call shortly before it hit the bridge.
The ship, a 948-foot-long cargo vessel called Dali, was about a half hour into its journey toward Colombo, Sri Lanka, when it hit a main pillar of the bridge. All crew members are safe, according to the ship’s owners.

A mayday call from the ship gave officials enough time to stop traffic at both ends of the bridge. The waters where the bridge collapsed are about 50 feet deep. By Tuesday morning, six construction workers who had been fixing potholes on the bridge remained missing as divers and other emergency workers on boats and helicopters continued to search for them. Two others had been rescued, and one was in the hospital.

The Francis Scott Key Bridge was opened in 1977 and carried more than 12.4 million vehicles last year. The bridge was one of the three major ways to cross the Patapsco River and formed part of Baltimore’s beltway.
The Port of Baltimore is a major trade hub that handled a record amount of foreign cargo last year. It is an especially important destination — the nation’s largest by volume last year — for deliveries of cars and light trucks.

Britain's Consumers' Association recommends that you insist on seeing the policy and reading the fine print before buying travel insurance. The Association of British Insurers (tel. 020/7600-3333; www.abi.org.uk) gives advice by phone and publishes Holiday Insurance, a free guide to policy provisions and prices. You might also shop around for better deals: Try Columbus Direct (tel. 0870/033-9988; www.columbusdirect.net).
Trip-Cancellation Insurance -- Trip-cancellation insurance will help retrieve your money if you have to cancel a trip or depart early, or if your travel supplier goes bankrupt. Trip cancellation traditionally covers such events as sickness, natural disasters, and State Department advisories. The latest in trip-cancellation insurance is expanded hurricane coverage and "any-reason" cancellation coverage; they cost more but cover cancellations made for any reason. You won't get back 100% of your prepaid trip cost, but you'll be refunded a substantial portion. TravelSafe (tel. 888/885-7233; www.travelsafe.com) offers both types of coverage. Expedia also offers any-reason cancellation coverage for its air-hotel packages.

Medical Insurance -- Although it's not required of travelers, health insurance is highly recommended. Most health insurance policies cover you if you get sick away from home -- but check your coverage before you leave.
International visitors should note that unlike many European countries, the United States does not usually offer free or low-cost medical care to its citizens or visitors. Doctors and hospitals are expensive, and in most cases will require advance payment or proof of coverage before they render their services. Good policies will cover the costs of an accident, repatriation, or death. Packages such as Europ Assistance's "Worldwide Healthcare Plan" are sold by European automobile clubs and travel agencies at attractive rates. Worldwide Assistance Services, Inc. Though lack of health insurance may prevent you from being admitted to a hospital in nonemergencies, don't worry about being left on a street corner to die: The American way is to fix you now and bill the living daylights out of you later.

Canadians should check with their provincial health plan offices or call Health Canada (tel. 866/225-0709; www.hc-sc.gc.ca) to find out the extent of their coverage and what documentation and receipts they must take home in case they are treated in the United States.
Lost-Luggage Insurance -- On flights within the U.S., checked baggage is covered up to $2,500 per ticketed passenger. On flights outside the U.S. (and on U.S. portions of international trips), baggage coverage is limited to approximately $9.07 per pound, up to approximately $635 per checked bag. If you plan to check items more valuable than what's covered by the standard liability, see if your homeowner's policy covers your valuables, get baggage insurance as part of your comprehensive travel-insurance package, or buy Travel Guard's "BagTrak" product.
If your luggage is lost, immediately file a lost-luggage claim at the airport, detailing the luggage contents. Most airlines require that you report delayed, damaged, or lost baggage within 4 hours of arrival. The airlines are required to deliver luggage, once found, directly to your house or destination free of charge.
What to Do If You Get Sick Away from Home -- If you get sick, consider asking your hotel concierge to recommend a local doctor -- even his or her own. You can also try an urgent-care facility or a local hospital, many of which have walk-in clinics for emergency cases that are not life-threatening. You may not get immediate attention, but you won't pay the high price of an emergency room visit.
If you suffer from a chronic illness, consult your doctor before leaving. Pack prescription medications in your carry-on, and carry them in their original containers, with pharmacy labels -- otherwise they won't make it through airport security. Visitors from outside the U.S. should carry generic names of prescription drugs. For U.S. travelers, most reliable health-care plans provide coverage if you get sick away from home. Foreign visitors may have to pay medical costs upfront and be reimbursed later.

When is the solar eclipse?
On April 8 the moon will travel along the path of totality in North America starting in northern Mexico. The shadow of the moon will pass into Texas a little before 1:30 p.m. local time. It will then cover portions of the Midwest and East Coast and touch southeast Canada before it moves out to sea, according to NASA .

How do I know solar eclipse glasses are safe? How can I view the eclipse safely without glasses?
If you buy or are given eclipse glasses, be sure they are made by companies the American Astronomical Society has certified as safe .
NASA does not certify glasses , so be wary of any manufacturers claiming that to have the space agency's approval.

REQUIRED INFORMATION
The Spend Authorization, or the department’s substitute form, has to include:
- The traveler;
- Business purpose of the trip;
- Detailed itinerary, with dates of when the traveler will be in various locations;
- Any exceptions to policy;
- Signature of official authorized to approve travel; and
- Program/Project/Gift/Grant Number
- Cost Center/Fund/Region

DAILY PER DIEM RATES
Daily Per Diem Rates include the total of the lodging rate plus the meals and incidentals (M&IE) rate. The rates are set by various state departments based on the locations.
- The U.S. General Services Administration (GSA) sets the CONUS Rates for the continental U.S.
- The Department of Defense sets the OCONUS Rates for Alaska, Hawaii, U.S. Territories, and Possessions.
- The State Department sets Foreign Rates .

LODGING RATES
CONUS and OCONUS locations do not include taxes. Only the nightly rate needs to be under the per diem amount for that location.
Foreign locations include taxes. The nightly rate, plus associated taxes, needs to be under the per diem amount for that location.
WSU MEAL BREAKDOWN
The meal rate used at WSU combines the allowance for meal and incidental expenses into a single rate. To determine the rate for the meals while in travel status, apply the below percentages to the daily Meals and Incidentals (M&I) rate:
- 25% for breakfast,
- 30% for lunch, and
- 45% for dinner.
Note: This is to be applied to all rate schedules.
Travel Charge Cards
The WSU Travel Charge Card is a personal liability Visa card issued to WSU employees to be used for payment of expenses incurred while traveling on behalf of WSU. The benefit of the Travel Charge Card is that the employee does not have to use personal resources to pay for business trip expenses. Upon return a Expense Report still has to be completed and the balance on the card paid in full with the reimbursement from WSU.

Allowable and Unallowable Expenses
Allowable expenses.
Travelers may be reimbursed for the following types of expenses while in travel status via Workday Create Expense Report process :
LODGING (SEE BPPM 95.06)
– Reimbursed at the actual cost up to the daily maximum allowable lodging rate in effect at the time of travel for the location.
- Shared venue lodging (i.e. AirBNB, VRBO, etc.) have been classified as commercial lodging facilities per the State and are allowable per WSU policy as of June 2017 .
- Lodging within 50 miles of the closer of either the traveler’s official residence or official station is not reimbursable.
MEALS (SEE BPPM 95.06 )
– Reimbursed at the meal rate in effect at the time of travel for the location. Location for overnight trips is based on where the traveler sleeps; for single day trips it is the primary destination.
- No reimbursement for alcohol.
- For single day trips that meet the 11-Hour Rule, all qualified meal reimbursements are taxable. If the 11-Hour Rule is not met the meals are not reimbursable.
- The cost was included in a registration fee;
- The meal does not comply with dietary decisions for religious or other optional choices; or
- Example: Chose not to attend the reception and dinner at a conference.
TRANSPORTATION (SEE BPPM 95.07 )
– When available, the tourist-class air fare is the maximum amount that is reimbursed regardless of mode chosen. Price comparisons are required when a different mode is chosen.
- Rental cars are reimbursed at rental cost and actual gas receipts (see BPPM 95.12 ).
- WSU is not liable for any damage to the vehicle while in travel status.
MISCELLANEOUS EXPENSES ( SEE BPPM 95.08 )
– Other expenses essential to the transaction of official state business are reimbursable to the traveler.
- Any miscellaneous travel expenses in excess of $50 must be submitted with original receipts.
- If the expense is more than $50 it should be purchased through standard purchasing channels.
CONFERENCE REGISTRATION FEES
– Reimbursed at actual cost.
DEFINED MEAL PERIOD
UNALLOWABLE EXPENSES
Personal expenses and those not essential to the transaction of official state business are not reimbursable. The following is a non-exhaustive list of expenses that are not reimbursable:
- Duty station parking
- Trip/health/travel insurance
- Medical/hospital services
- Shipping charges for any personal items
- Room service
- Any expense paid with miles/points/bitcoins
- Itinerary changes without a business purpose (i.e. change/cancellation fees, etc.)
- Expenses/fees due to negligence of the traveler (i.e. fines or parking tickets, locksmith, missed flight, etc.)
- Personal entertainment expenses, including transportation to and from the location
- Bellhop services
- Valet parking, unless it is required
- Cash paid to other traveler
- Airline club membership and fees
- Spouse/dependent expenses without a bona fide business purpose
- Fuel for personally owned vehicles
- Tolls associated with the use of high occupancy toll (HOT) lanes or associated with daily commute
- Claims associated with rental car damage when renter did not use WSU’s state contract and opted out of the loss damage coverage
Note: There may be additional restrictions based on the funding source as well.
Policy Updates
Late travel related reimbursements.
WSU follows an accountable plan, as outlined in IRS regulation 463 . In order to meet the accountable plan per the IRS, the following three conditions must be met:
- The trip purpose on the Expense Report is needed to document this, along with an audit of the expenses and whether they are essential to the transaction of official state business. Our team will request additional information if the business purpose of the expense is unclear.
- The IRS has defined the reasonable time being within 60 days from when the expenses are paid or incurred. WSU will use the trip end date and the date the claimant signed the Expense Report to determine if this requirement is met.
- The IRS has defined the reasonable time being within 120 days after the expense was paid or incurred. WSU will use the date the excess reimbursement or the advance was paid to the employee to determine if this requirement is met.
Note: If these conditions are not met, the applicable amount will be reported to Payroll Services and payroll taxes deducted from the WSU employee’s paycheck. The applicable amounts will be reported as additional taxable income in box 1 of their W-2.
PER DIEM MEAL RATES (SINGLE DAY TRIPS & OVERNIGHT TRIPS)
- For single day trips use the primary location of the trip.
- For overnight trips, IRS publication 463 requires all meals to be reimbursed at the rate in effect for the area where the traveler stops for sleep. The meal reimbursement rate for the last day of travel (return day) would continue to be the rate for the location where the traveler last stopped for sleep.
- Breakfast: 7 am thru 9 am
- Lunch: 12 pm thru 2 pm
- Dinner: 5 pm thru 7 pm
11-HOUR RULE
For non-overnight travel assignments (single day trips), a traveler may be reimbursed for meal expenses when the traveler has been in travel status for at least eleven hours. If the 11-Hour Rule ( SAAM 10.40.50.b ) is not met, meals are not reimbursable. For non-overnight travel assignments, meal payments that are a fringe benefit are taxable on the traveler’s W2.

WHAT CAN I DO IF I LOST MY RECEIPTS?
Complete an Affidavit of Lost Receipt when a receipt is lost or inadequate. The receipt is inadequate if it does not properly show detailed information of the expense, including date and time, location, vendor, amount, and that the expense had been paid in full. Lodging and airfare that is submitted with an Affidavit of Lost Receipt will also need to have a bank statement or other proof of payment submitted along with the request.
WHAT PERSONALLY PAID TRAVEL EXPENSES CAN BE REIMBURSED PRIOR TO TRAVELING?
Reimbursements for expenses incurred prior to the trip are not allowed per state policy. If the traveler meets the travel advance requirements they can be issued an advance to defray the costs expected to be incurred for the trip. Our policy states a traveler must:
- Be an employee;
- In travel status for more than 14 days; and
- Have no outstanding advances
WSU policy also states that the traveler cannot receive the advance more than 30 days prior to the trip start date. If the request is outside of state policy (i.e. for a student, more than 30 days prior to the trip start date, or for airfare) the advance would have to be issued on 17A funds. Advances are then cleared upon returning from the trip via a TEV substantiating the expenses.

CAN I USE MY TRAVEL CARD TO MAKE PERSONAL PURCHASES?
The University maintains a zero tolerance policy for any personal usage of University Travel Charge Cards. Because the card is issued by Washington State University for University business travel expenses, the University may cancel the card account for misuse and/or payment delinquency.
AM I ALLOWED TO HAVE A WSU STUDENT’S LODGING DIRECT BILLED TO WSU? WHAT IF THE STUDENT ALSO HAS AN HOURLY POSITION?
Yes. Students traveling on behalf of WSU can have their lodging direct billed regardless of whether they have a hourly position. The student’s department is responsible for making the arrangements.
IF I AM TRAVELING AND HAVE PERSONAL AUTOMOBILE TROUBLE, WILL WSU REIMBURSE ME FOR GETTING MY CAR FIXED?
WSU is not responsible for repairs to personal automobiles. The POV mileage rate that individuals are reimbursed at factors in the cost of owning and operating a vehicle, which includes maintenance and personal insurance as that is the primary coverage when choosing to travel via POV.
MAY I USE THE GOVERNMENT RATE OFFERED BY HOTELS WHEN I AM NOT TRAVELING ON BUSINESS?
If the rate is offered to all government employees, whether or not they are on official business, then yes. If the hotel requires you to be on official business, then you cannot accept the government rate. To do so would be to use your official position to secure a special privilege. DOES WSU HAVE INTERNATIONAL TRAVEL INSURANCE THAT INCLUDES MEDICAL EVACUATION?
WSU has coverage for faculty and staff who travel to foreign lands, with information found in the Program Summary and on the Risk Management site. Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."
Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."
When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
