Ho-Chunk History In recognition of National Native American Heritage Month, Discover Wisconsin is releasing a series of four original shorts created in partnership with the Ho-Chunk Nation. Throughout this series, we will meet members of the Ho-Chunk Nation and learn about their efforts to be upstanding tribal members and good neighbors in their communities at large. In this segment we meet Annita RedCloud, the daughter of Ho-Chunk Veteran Mitchell RedCloud Jr. We look to the past and learn of Mitchell RedCloud’s accomplishments in the US Marine Corps during World War II as well as his service and sacrifice in the US Army during the Korean War. His service awarded him two Purple Heart Medals as well as a Medal of Honor and many others. Annita believes that no one is truly dead unless they are forgotten. Join us in learning about this hero from the past and help keep his memory alive today. In this segment we meet Ryan J Crain, a Ho-Chunk tribal member and administrator of the Ho-Chunk Department of Education’s Demonstration Grant. Ryan draws from his personal background to help Ho-Chunk Nation’s youth find their own pathways in life. Whether it is through higher education, military service, trade schools, or other careers, Ryan knows that it is important for everyone to discover their own interests and potential for themselves and set goals to achieve the futures they envision. Did you know that the largest gathering of artists in Wisconsin takes place every June in Cedarburg? Are you familiar with Cambridge being home to a long tradition of pottery and ceramics arts? How about the working waterfront of Sturgeon Bay's rich maritime history? Or that Madison is home to an immense collection of artwork that is completely free to visit? We’re visiting local artists, museums and events, exploring the impact art has on four communities across Wisconsin, and highlighting the history and culture that surround it. 01:03 Chazen Museum of Art on the UW-Madison campus. Join us on a personalized tour with the museum’s director Amy Gilman, who refers to the gallery as the largest art room on campus that’s not just for students. The museum strives to create a space that provides every visitor with a “Chazen moment”, where one can be free and engage with the artwork, understanding more of who we are as humans and how we live in this ever-changing world. This museum puts the rich history of one of Door County’s biggest industries right on display. We hear from the museum’s director Kevin Osgood, who starts out with some of the “unknown” facts surrounding the 102-year-old John Purves tugboat stationed outside, note: the guided tour is actually conducted by the same people who have been working on the restoration over the years! We then venture through the brand-new 10-story tower, which tells the maritime history of Door County from its geological formation all the way up to the working port of today. There are more than 275 shipwrecks just off the coast of Door County, with a large concentration up in Death’s Door. Before weather systems were in place, lighthouses were life or death during the severe storms every fall across the Great Lakes. In fact, Door County has 11 lighthouses! You can’t find that many lighthouses within this short a shoreline anywhere else in the United States. We join Mark Skudlarek to discuss the evolution of Rowe Pottery, an artisan studio and hand-crafted manufacturing facility first opened in the mid ‘70s, that is still in operation today. Many people thought potters were drawn to Cambridge because of the clay, but really it was because of the market and the growing community of individual studios rooted in the tradition of clay and wood-fired pots. Mark notes it’s almost like continuing to speak a language that’s being lost. Electric kilns or gas-fired kilns let you walk away from the process, whereas a wood-fired kiln is more visceral and requires constant maintenance. The temperament of these kilns is almost like an animal, so it’s no surprise the Chinese call theirs “Dragon kilns”, you’re feeding this beast - as the temperature gets hotter, its appetite becomes more veracious. Each year, there’s seasonal events that feature local pottery, including the Clay Collective Spring Tour and Fire Fest with its big dramatic sculpture reveal while at top temperature with flames a-blazing. Every June, painters flock to the Paint Cedarburg event from around the world to capture the historic beauty preserved there. Founder, Sandra McCutcheon-Pape, shares her role and efforts to preserve and restore the town’s historic charm. Cedarburg is listed on the National Register of Historic Places, as many of main street buildings have been around since the mid-1800s. The community has been able to buy and restore some of the local hidden gems, including the Woolen Mill in 1972 and the Washington House Inn which was built in 1884, now is now restored as an inn again. With its historical architecture, creek and several dams, no wonder Cedarburg is sometimes referred to as the most charming town in Wisconsin. Want to test your artistic abilities? Join us for an exploration of Wauwatosa’s history as we meander the city’s most stunning parks and landscapes. To get a real taste of Tosa’s past, Eric chats it up with local historian Jeff Roznowski at The Landing at Hoyt Park (https://friendsofhoytpark.org). 50. Nomad with Carlton McCoy
Classically trained chef and expert sommelier Carlton McCoy seeks out the best in international cuisine, music, and art in the CNN series "Nomad with Carlton McCoy." Premiering in May 2022, McCoy travels everywhere in the travel series, from the overlooked pleasures of Mississippi to the corners of Ghana. For McCoy, the show's focus lies in adventures and delights found away from the well-worn paths frequented by tourists. Instead, he enjoys savoring hometown favorites from local populations. Although "Down to Earth" earned Zac Efron a Daytime Emmy, lack of viewership caused the series to be canceled quickly. Famous chef and television personality Gordon Ramsay decided to visit the originating countries of some of his favorite cuisines in the British television series "Gordon's Great Escape." The first of a trilogy of documentary series, 2004's "Long Way Round" puts Ewan McGregor and Charley Boorman in the driver's seat as they ride motorcycles from London to New York City eastward. The 19,000-mile journey is undertaken to promote the international humanitarian causes spearheaded by UNICEF, while McGregor and Boorman endure pitfalls and injuries in their journies around the globe. Inspired by the experience, McGregor and Boorman wrote a book detailing their journey, including McGregor adopting an orphan encountered along the way. The kind of celebrity road trip that doesn't feel overly pretentious or self-indulgent, McGregor and Boorman provide a unique perspective as they embark on a truly epic journey.

20. Three Sheets
Not all cuisine is solid, which is why the 2008 travel series "Three Sheets" showcased a decidedly liquid diet as it visited drinking cultures around the world. Hosted by comedian Zane Lamprey, the show highlights local alcoholic beverages at a multitude of destinations, learning about their history and cultural impact. Of course, this examination goes beyond a mere history lesson, with Zamprey partaking in the beverages, usually in impressive quantities. Part travel series and part televised pub crawl, Lamprey is often accompanied on his journeys by a group of guests, including his college friend Steve McKenna.
After starting on MOJO HD, "Three Sheets" was broadcast on various platforms before ending its run on Spike in 2011. Most of the series is currently available to buy on Prime Video .
19. Worth It
The popular Buzzfeed series "Worth It" offers three different and simultaneous perspectives on the worldwide dining scene in each episode. The show has the three hosts, Steven Lim, Andrew Ilnyckyj, and Adam Bianchi, order three different dishes from a range of price points at varying destinations. This can entail a cheap cup of coffee or designer espresso costing hundreds of dollars while visiting Tokyo. The underlying question is whether or not the dishes are worth the price. Winning a Streamy Award, "Worth It" has been credited with changing how people approach food criticism online, actively comparing quality with price points worldwide (per SBS ).

After getting his start travel hosting on PBS, Phil Rosenthal went bigger and better for the Netflix original series "Somebody Feed Phil" in 2018. While maintaining the broader premise of his previous show, "I'll Have What Phil Is Having," Rosenthal's Netflix series feels like a more personal experience for its host. Occasionally checking in with his brother, parents, and son while he is on the road, Rosenthal continues to sample local cuisine from around the world. 17. Jack Whitehall: Travels with My Father
Popular British comedian Jack Whitehall and his longtime television producer father, Michael, take their paternal dynamic on the road for the Netflix original series "Jack Whitehall: Travels with My Father." With a decided focus on familial comedy, the Whitehalls find themselves in countless awkward and hilarious situations worldwide as they bond together over their international trips. The two men learn about the cultures they visit, from Cambodia to Turkey, with the final season bringing the father-son duo back to the United Kingdom. Though Jack and Michael Whitehall's antics are played for laughs, the societies they visit are largely treated with the utmost respect as they travel through the jungle and desert together.

16. Extreme Engagement
Journalists and producers PJ Madam and Tim Noonan decided to put their then-recent engagement to the test around the world for the Netflix original series "Extreme Engagement." The miniseries has the happy couple travel around the globe for over a year to see how their relationship endures. While the premise feels relatively scripted, rather than providing an authentically spontaneous show, "Extreme Engagement" offers a romantic twist on the travelog format. Noonan and Madam visit romantic destinations that keep the focus on love and lasting relationships, from observing ancient fertility rituals to meeting cultural practices promoting romantic love.
A love odyssey that spans the islands of Indonesia to remote villages in Africa, "Extreme Engagement" is currently available to stream on Netflix .
15. Diners, Drive-Ins and Dives
Restauranteur and television host Guy Fieri has become something of a cultural icon himself, and Fieri's flagship series is the enormously popular "Diners, Drive-Ins and Dives." Premiering in 2006 on the Food Network, the show has Fieri travel across North America, stopping at diners, hole-in-the-wall restaurants, and dive bars to sample their signature cuisine. Occasionally joined by an impressive set of celebrity guest stars, Fieri has visited hundreds of locations as part of his cross-country odyssey. Travel isn't just luxury hotels and all-inclusive resorts; for some, vacations involve roughing it in the wild and returning to nature through camping and other immersive experiences. For those looking for the ultimate survivalist approach to the world's most unforgiving locations, "Survivorman" is available to stream on Discovery+ and Roku and to rent and purchase through most digital retailers.
13. An Idiot Abroad
When comedian Karl Pilkington's friends and frequent collaborators Ricky Gervais and Stephen Merchant learned he had no interest in world travel, the two created the series "An Idiot Abroad" in response. Capitalizing on Pilkington's often innocently naive worldview, the British travel show is primarily played for laughs as Pilkington makes wry observations about the destinations he visits. Not content to simply let Pilkington take in the picturesque sights, sounds, and cuisine, Gervais and Merchant have Pilkington endure several challenges, including bungee-jumping in New Zealand and swimming with sharks in Australia. MSN's review of "An Idiot Abroad" praised the mishaps for Pilkington's voyages orchestrated by Gervais and Merchant, with Pilkington's odd perspective and observations elevating the entire show.

12. Anthony Bourdain: No Reservations
After two seasons on the Food Network with "A Cook's Tour," Bourdain made the leap to the Travel Channel to host his popular travel series "Anthony Bourdain: No Reservations." Running for nine seasons from 2005-2012, Bourdain upped the scope considerably from his previous series while still retaining its everyman qualities. Backed by a more ambitious production, Bourdain visits a wider range of locales while incorporating his love of pop culture and inviting celebrity guests, including Bill Murray and Sean Penn. One of the more notable episodes sees Bourdain and his film crew trapped in Beirut during the 2006 Israel-Lebanon War. "No Reservations" went on to win two Emmy Awards and multiple nominations as a testament to the show's captivating perspective on the world.

11. Gordon Ramsay: Uncharted
After exploring and experiencing culinary traditions in Southeast Asia firsthand in his first travel series, chef Gordon Ramsay expanded the scope of his follow-up show " Gordon Ramsay: Uncharted " to encompass the whole world. Premiering on National Geographic in 2019, "Uncharted" has Ramsay visit different countries to learn about their cuisine and cooking techniques and take advantage of local thrills. From white water rafting through Laos to climbing up Alaskan mountains and glaciers, Ramsay showcases a more outdoorsy side of himself beyond the world of restaurants and kitchens. In Forbes' review of the series, Ramsay's genuine enthusiasm for the subject matter and destinations he visits was praised for elevating the premise and showing a new side to the temperamental chef.

After directing the universally acclaimed documentary film "Jiro Dreams of Sushi" in 2011, filmmaker David Gelb teamed up with Netflix for its original documentary series, "Chef's Table." Last spring, I enjoyed visiting the Travel & Adventure Show in Boston , and as a travel fanatic it was the perfect way to spend a weekend, even though I wasn’t far from home!
But don’t worry that you missed the boat with the last exhibition. The Travel & Adventure Show is once again visiting nine US cities in the spring of 2023.
At this two-day gathering, travel fans can meet with dozens of friendly people from around the world who represent travel brands, and there’s always a variety of exhibitors. You’ll see booths for cruise lines, independent tour operators, tourism boards, luxury resorts, airlines—there’s something for every kind of traveler.
What is the Travel & Adventure Show?
For seventeen years the Travel & Adventure Show has hosted annual travel exhibitions in major US cities. They’ve done over a hundred of these events so far, with a total of over 2.1 million visitors!

Speakers at the Travel & Adventure Show
One of my favorite parts of the show was attending the inspirational travel seminars. For my 2022 visit, there were over thirty of them on three stages, so be sure to plan out which ones you want to see! And yes, all the seminars are included in the price of your ticket.
My last Boston show had several featured speakers, including Andrew McCarthy (yes, the Pretty in Pink and St. Elmo’s Fire actor!), beloved travel show host Samantha Brown , and Pauline Frommer —the author, TV host, and Editorial Director of Frommer’s Guidebooks.
On the main stage, known as the Travel Theater, the featured speakers entertained and inspired us with stories of their travels throughout the world.
At the end of each seminar there’s a brief Q&A session, followed by a meet and greet so you can interact (and maybe snap a photo) with the speakers.
Pro tip: If you want to meet one of your fave speakers without standing in a long line, get up during the Q&A session at the very end of the seminar and head over to the Meet & Greet stand. You’ll still be able to hear the end of the session, but you’ll be at the front of the line!

My wife and I attended your presentation in Rocky Mount, NC on April 3rd because we were told we would receive a voucher for a cruise just by attending. Also the first 50 attendees would receive a $100 dinner voucher. We responded to the mail immediately upon receiving it, we went to the presentation, and received nothing so far. This is smelling like a scam.

The real Travel & Adventure Show takes place annually in large cities across the US. As far as I know it's never been held in the small city of Rocky Mount, NC. Tourist train The Ghan is mooned again, 20 years after NT residents first downed their dacks to greet it
Travellers on one of Australia's most famous train journeys have been given a cheeky, yet traditional, welcome upon their arrival to the Northern Territory's Top End.
Twenty years ago, in 2004, the "Noonamah Moonies" — a group of Territorians from Darwin's outskirts — first dropped their dacks as iconic tourist train The Ghan approached its Darwin destination.
"There were people starkers just about, swinging their shorts," one original mooner recalled of the historic 2004 occasion.
On board at the time was then prime minister John Howard and then Northern Territory chief minister Clare Martin.
The group "mooned" the train again in 2014.
Preaching the mantra of "get your backside trackside", the original mooners, along with hundreds of others, were back on Tuesday when the train returned to the tropics.
The group, which included many first-time mooners, bared their bums to greet the Ghan, which departs from Adelaide, travels through the Australian interior, and disembarks near Darwin.
"It's not a bad day to flash your bum," said one of the people who attended.
If the once-a-decade tradition holds, Ghan travellers can expect to see the next "full moon" in 2034.

8 reasons why Netflix's The Tourist should be your next crime show binge watch
N etflix just dropped the second season of The Tourist to continue the surprisingly successful series. Here are eight reasons why you should check out this wild crime dramedy.
Debuting in 2022 for the BBC and Max , The Tourist focuses on a man (Jamie Dornan) who wakes up after a car crash in Australia with total amnesia. Adopting the name of Elliot Stanley, he tries to uncover his past, aided by local cop Helen Chambers (Danielle Macdonald). As he finds himself hunted by various crooks and other forces, “The Man” slowly realizes he wasn’t that nice a guy in the past he can’t remember.
Max dropped the show after its first season but thankfully, Netflix stepped in to renew it. With two seasons now in, here’s a few reasons why The Tourist should be a must-watch for any crime show fans.
1. The Tourist lead is compelling
Playing a guy who has no memory of his past is tough, but Dornan pulls it off nicely. As Elliot, he’s often in the dark when someone from his past comes calling, and his “blank slate” gives him a chance to be the audience surrogate, asking just what is going on.
But it gets deeper as Elliot comes to learn more about his past and how terrible a guy he really was. The later episodes have him openly wrestling with the realization he was a ruthless criminal or, even worse if he deserves a shot at redemption. Dornan’s performance is central to the show, and it alone makes it worth watching.
2. Helen is a fantastic match
As Helen, Macdonald is a great match for Dornan. She’s a woman long used to being overlooked both as a cop and by her would-be husband, not a drop-dead gorgeous lady but still some great grit to her. Her chemistry with Elliot is wonderful to watch as they bond, and she feels both an attraction and a connection to him.
At the same time, as she learns more about what he’s done, Helen can’t help wondering if she’s falling for a monster. Still, the relationship between the pair is a central part of the show, and watching them fall for each other is terrific.
3. The side characters can be wicked
While Dornan and Macdonald are the central characters, the supporting cast is also good. Season 1 has Billy Nixon, a genial guy who’s also a brutal killer; Luci, a mysterious con woman with major ties to Elliot’s past; Lachlan Rogers, the put-upon detective with his share of secrets; and Kosta who emerges as the real threat whose relationship to a friend has unusual turns.
Season 2 amps it up with characters in a brutal Irish family feud and a quirky local detective whose home life is beyond bizarre. As the title indicates, Elliot is a tourist among these weird locals who spark the show up more.
4. The twists are truly shocking
The Tourist loves to throw out unexpected turns, but they’re never just for the sake of a shock. They all make sense in the storyline yet are compelling nonetheless. A seemingly quiet character reveals their dark side. A mild-mannered minor character steps up into some major actions. One character is revealed to not even be real. And there are revelations about Elliot’s past that come as a shock to him.
It gets bigger in Season 2, and fittingly, the final scene of the season has one more revelation, changing everything we thought we knew about the show. The series never ceases to amaze viewers by pulling the rug out from under them.
5. The Outback setting helps
Set in Australia helps the series as the stark vistas are a good metaphor for Elliot’s blank slate status. They’re dusty, remote, and often home to some serious showdowns against bad guys. The fact the Irish Elliot is clearly out of his element helps as Australia has a unique vibe that adds to the thrills.
It's a rugged and dangerous land, so the natural setting for the violent clashes that occur. Much of the land can be magical and mysterious, which fits the storyline, and the powerful visuals add impact. It’s a great setting that works to the finale and why going Down Under helps a show stand out.
6. The Ireland shift for The Tourist Season 2 works well
Season 2 changes things up with Elliot and Heather heading to Ireland. The change in locale means a new mood, now cloudier, murky and dour. That perfectly fits the storyline as a family feud has turned into an open war with the pair caught in the middle.
It also offers major revelations on Elliot’s past, including his family connections. Rather than change the show up too much, the move to Ireland was a fantastic way for the show to amp up the stakes.
7. Ethan is hilarious
With so much drama, dark events and thrills, the show needs some levity. Enter Ethan Krum (Greg Larsen), Helen’s early boyfriend. This goofball doesn’t quite get what an annoying jerk he is (he literally mansplains “mansplaining” to her), yet he brings some good laughs to things.
It gets better in The Tourist Season 2 when he goes on a quest to win Helen back, leading to an unlikely team-up with Elliot. That’s followed by him making another weird friendship as Ethan’s bumbling antics provide much-needed humor to the series.
8. It’s not too long
With just 12 episodes total, the series moves at a wonderfully brisk pace. It doesn’t drag things out too much, enough time for the plots to develop but not enough to meander aimlessly. Each episode is packed with enough storytelling for three or four episodes of a standard network drama.
On Netflix, it’s a fun short binge that can be done on a weekend and still leave you wanting more. Put that length together with the compelling leading man and the deep mysteries and The Tourist is a Netflix hit that hopefully continues to tour for a while.

How Taylor Swift gave Singapore’s economy a massive boost
SINGAPORE — Singapore is set to earn big money and a big reputation from hosting global pop sensation Taylor Swift’s Eras Tour, analysts are calculating.
Swift’s six sold-out concerts, which run from March 2 to 9, are expected to bring in an estimated $260 million to $375 million in tourism receipts, Erica Tay, Maybank director of macro research, told The Washington Post.
The city-state is the latest beneficiary of “ Swiftonomics ,” the phenomenon named for the economic boost experienced by destinations of the record-breaking tour, which has surpassed $1 billion in global sales. Singapore’s GDP is likely to expand by 2.9 percent in the first quarter of the year — its highest in six quarters — Bloomberg News reported Friday , with economists raising predictions for annual growth from 2.3 percent to 2.5 percent.
With Singapore the only Southeast Asian stop on the tour — something that caused no end of grumbling from its neighbors — fans from China to Malaysia have flocked to the city-state. Japan is the only other East Asian destination. Arrival passenger traffic between March 1 and 7 alone increased by more than 20 percent compared to the same period last year, Changi Airport told The Post .
Businesses of all sizes have caught the cruel summer fever, with enterprises ranging from big brands to small bead shops and photo studios cashing in on the pop star’s visit.
Marina Bay Sands, a luxury destination and a tour sponsor, set up a Swift-focused light show and mall trail with installations themed for each of the artist’s albums. Packages ranging from $7,500 to $35,000 were sold out, with 90 percent of the guests coming from overseas, “an indication of the strong tourism appeal of the Eras Tour,” said Chief Marketing Officer Irene Lin.
Travel company Klook tracked a 50 percent increase in bookings for its Singapore Pass, which offers access to the city’s most famous attractions. “Based on our data … a tourist attending a concert or event can hit an incremental spending of five times the face ticket value,” said Sarah Wan, Klook general manager for Indonesia, Malaysia and Singapore. A traveler can spend an additional $800 on local experiences, she added.
However, Singapore’s success may have stirred some bad blood among neighbors who wanted their own taste of Swiftonomics. Thai Prime Minister Srettha Thavisin claimed Singapore paid up to $3 million per show to make it the only stop in Southeast Asia, prompting leaders in Indonesia and the Philippines to also raise complaints.
Singaporean Prime Minister Lee Hsien Loong defended the deal this week, saying that he does not see the arrangement as “being unfriendly” to its neighbors. Singapore has kept mum on what the government paid to bring Swift to the city-state, but news outlet CNA estimates that it is likely to have cost between $2 and $3 million for all six shows.
Can Seng Ooi, a professor at the University of Tasmania who has studied Singapore’s tourism agenda, said the Eras Tour bid is “part of a grand plan” to fashion the city-state as a regional arts and culture destination that dates to 1989 — a year of no small significance for Swifties, as it’s the singer’s birth year and the title of her fifth studio album. A tourist in India posted a video saying she was gang raped. A national debate ensued

In early March, news of a rape spread rapidly on social media.
A woman, speaking Spanish, posted a video on Instagram that was later re-posted on X , formerly Twitter. "Something has happened to us that we would not wish on anyone," she said. "Seven men have raped me. They have beaten us and robbed us, although not many things [were stolen] because what they wanted was to rape me."
"We are in the hospital with the police. It happened tonight, here in India." The date was March 1.
The woman's face was covered in bruises.
The husband and wife told the police that they were on a motorcycle trip around the world and had camped overnight in a tent in a remote area when the incident occurred.
News of the rape spread rapidly on social media, triggering debate about the prevalence of sexual violence in India. And some activists who address sexual violence in India say the media attention even hastened arrests in a country where justice for sexual assault victims has often been slow to come – or even non-existent.
On March 4, Jharkhand Director General of Police, Ajay Kumar Singh informed the media that all seven suspects had been identified and that four were in custody. The media circulated the video of their arrest and posted it on X .
Statistics about rape in India
In the past few years, other high profile rapes have called attention to the issue of sexual violence in India. And one of this year's Oscar-nominated documentaries. To Kill a Tiger, is about the gang rape of a 13-year-old girl in her village.
After the gang rape this month, an American journalist posted online about the "sexual aggression" he has witnessed on visits to India. His allegation elicited a response from Rekha Sharma, the chairperson of India's National Commission for Women, a government body that advises on issues related to women and also investigates complaints. Sharma wrote on X : "According to data, over 6 million tourists arrive in India every year, many of them are single women, and they holiday safely in India, as India takes the safety of women very seriously, as evidenced by its implementation of stringent laws over time."
What does the data show? Official government statistics do indicate an increase in the reporting of rape cases in recent years. In 2022, India's National Crime Records Bureau cited just over 31,000 cases for a country of 1.3 billion people. In 2005, that number was a little over 18,000.
But by comparison, the U.S. reported 133,294 rapes in 2022 in a population of 331 million – a higher prevalence of sexual violence.
However, activists in India question the official count. They assert that underreporting of rape is common because of the stigma for survivors. According to the 2017 edition of India's National Family Health Survey , four out of five women who have experienced sexual violence never tell anyone about it.
A lot of commenters miss the point, say activists.
"The discussion that we should be having now is not whether India is a rape capital or not, but about what we can do to create a safer environment," says Elsa Marie D'Silva, founder of Red Dot Foundation in Delhi. Her foundation crowdsources information on sexual harassment and abuse in public spaces. Its Safecity reporting platform, available both online and as an app, allows women to make anonymous reports of sexual violence, building a database that includes areas and times where these attacks have occurred in order to make others more aware.
"We implicitly trust the survivors of attacks and while we allow anonymous reporting, we record what happened in extensive detail," D'Silva says. "This helps us collect data and alerts us to a pattern of attacks."
To create a safe environment, India doesn't need new laws, she says. India already has strong laws regarding sentencing for convicted rapists.
"We need to believe survivors of attacks instead of blaming them for instigating the rape by what they were wearing or doing, or how late they were out at night," D'Silva says. "And then we need to acknowledge that while India may not be the only place where rape happens, sexual assault is still a very serious problem that we're dealing with."
How the legal system has responded
Government data shows a low conviction rates for people charged with rape: with only 28 out of every 100 receiving any jail time.
Many cases of rape drag on in courts for years — sometimes for over a decade, says Sunitha Krishnan, founder of Prajwala, a non-governmental organization that aids victims of sex trafficking. "Much of these delays are caused by counsels of perpetrators of sexual violence finding legal loopholes that their clients can take advantage of, or just filing injunctions to delay the verdict. These legal games are a problem. Eventually, the prosecution of such cases falls through, because after so many years, victims refuse to cooperate. They just want their lives back. And when cases drag on, it sends out a message to rapists that they can get away with anything and puts the survivor at risk to harm in the future as well."
Lengthy trials, which D'Silva describes as "exhausting, emotionally and physically," likely discourage women from even reporting attacks.
In this particular case, however, the Indian authorities were quick to announce that action was taken swiftly. In addition to the arrests a check for one million rupees ($12,000) was issued — money from a government fund that allows victims of crime to claim compensation or monetary relief even before the perpetrator is convicted.
However, this relief is rare and not extended to all victims, says Krishnan, the activist who works with women who have been trafficked — and certainly not with the speed it was given after the March 1 gang rape.
This rapid response was possibly because of widespread media attention and the fear that the media fallout from the incident would affect tourism, but this speedy justice is seldom extended to the average victim of sexual assault in India, say the advocates interviewed for this story.
NPR asked India's National Commission for Women to address criticism of the justice system in its treatment of those who are raped. The commission did not respond by our deadline for publication.
Family support
The advocates also note another reason the rape statistics in India may be an undercount. They say that families of women who are raped sometimes shame them into silence because they're afraid that the news of the rape could affect the woman's marriage prospects or the family's reputation.
"It was heartening that the Spanish woman who was raped had the support of her husband," says D'Silva. "Ultimately it's also about creating conditions where women feel safer about speaking out about rape and reporting it."
