Is the system working?

The politic of prevention instead of prohibition is working very well in the netherlands. The netherlands have in average the same per head cannabis consumers as in germany. The system is good at controlling access to the drug. The rules that are given are executed, otherwise they are losing their license. Municipal administration modifies the policies on a regular basis. That caused many Amsterdam coffeeshops to close down so only around 160 are remaining in Amsterdam.
