This small, compact city is considered the jewel of the northern Philippines with its reasonable amounts of stunning views and heritage sites.

The most popular attraction in Laoag City is La Paz San Dunes where one can enjoy a heart-wrenching 4×4 ride or a more leisurely sandboarding activity. You may also visit the 16th Century Laoag Church, first built of wood and thatch. Today, it’s an impressive sight of Italian renaissance architecture reminiscent of the city’s Spanish-colonial era. 15 Best Things to Do in Laoag (the Philippines)

Nestled in the north of Luzon in Ilcos Norte territory is the capitol city of Laoag. The name Laoag comes from the word “light” since the region of Ilcos Norte is one of the sunniest regions in the country! This is mighty convenient seeing as how Laoag has tons of outdoor activities, both natural and manmade for locals and visitors to enjoy.

You’ll find plenty of outdoor activities in which to partake on the beach, in the water, and on the sand dunes! There are museums galore, a wide variety of restaurants, and of course, plenty of shopping in the form of malls and handicraft markets.

From Manila, it will take you about 10 hours to reach Laoag by bus. By plane, it takes only one hour but is obviously a bit more expensive. Take your pick! Once you arrive in Laoag, consider renting a car so that you can make the most out of your time exploring. If that’s not your thing, you can certainly rely on Jeepneys to get you around.

Let’s explore the best things to do in Laoag :

1. La Paz Sand Dunes

85 square kilometers of sand dunes are waiting for you in Laoag.

Jump in a dune buggy or a 4×4 sand cruiser and tear up and down the sandy hills for a thrilling ride. From the top, you can absorb some attractive views of the water and look out onto the diverse landscape with the sand dunes bleeding into grasslands like a paiting.

Also at the dunes is the opportunity to learn how to sandboard. It’s just like surfing or snowboarding but on sand. The teachers will give you a mini lesson and then set you on your own to play around.

2. Sinking Bell Tower

This bell tower is literally sinking! Built on sandy soil back in 1612 by the Augustians, the Sinking Bell Tower has be drifting further and further into the earth ever since. Despite its disappearing act, this weathered monument still rings it’s bell every Sunday for mass.

As with most bell towers, this one is paired with a church- in this case it’s the St. William’s Cathedral, which is notably far from the bell tower (85-meters away). Once you’ve gawked at this ancient wonder for a while, mosey on over to visit it’s match.

3. Museo Ilocos Norte

Here is a museum designed to give a sense of pride to the youth of the Ilcos Norte. The exhibits and galleries in Museo Ilocos Norte focus on the cultural heritage of the people from the region and the multitude of industries that represent the area.

Exhibitions and galleries are always changing here. When you visit, you might witness the craft of hand weaving, learn about traditional drums produced specifically in this region, or see a photo series telling the story of Spanish-era Churches.

The museum is run in such an honorable manner and with such emotion that you can’t help to be totally enthralled in the experience.

Where can you get some of the best Filipino food and some of the best pizza in Laoag? Both can be found in one restaurant called Saramsam Ylocano.

Saramsam Ylocano runs the whole gamete for Filipino dishes from the beef-based soup, Sinang-Lao, to the spicy Ilocos specialty of mixed grilled pork with chili and onions called Dinakdakan- it’s all so good.

As for pizza, they really know what they’re doing! Try the Pesto Pizza or the Longanisa Pizza, made with fresh dough! It will undoubtedly be one of the best meals you have in Laoag.

5. Santa Monica Parish Church

Built in 1779, the Santa Monica Parish Church has proven to be a significant piece of culture and history in Laoag. Used for numerous significant weddings, including the daughter of then President Marcos, the government recognized this church as a national staple and dubbed it “Important Cultural Property” to be officially entered into the National Museum of the Philippines. If it’s good enough for the president’s daughter, it’s certainly good enough to add to your holiday plans.

Come to take a tour around the property and premises and gawk at the red brick exterior and listen for the big clock tower that strikes every half an hour.

Fun fact: Santa Monica Parish Church is the biggest church in Ilocos Norte.

6. Rizal Amusement Park

Before you get your hopes up, let me break it to you gently- there aren’t any circus rides or Ferris wheels at this amusement park. However, this park does amuse people on a day-to-day basis in a more laid-back way.

Locals come here to take it easy in the park sitting in the grass or on a bench while watching the parades of busy people rushing by. There are a couple government buildings and a beautiful fountain that lights up at night. There are tons of great local restaurants and food stalls in the area. Try some homemade Empanadas, or Sinanglaw (intestine soup) if you’re up for a challenge.

Never underestimate how fun a carefree day can turn out to be in the Philippines.

7. Taoid Museum

Showcasing the Pre-Colonial roots of Ilocandia and its people, Taoid Museum is a fascinating glimpse into the cultural beginnings of an ancient civilization.

As you tour the museum, you’ll be taken on a journey through time via artifacts, clothing, tools, and replicas of the indigenous people of the region.

There are two-stories of history to be explored therefore it’s wise to block out a solid hour of time so you don’t have to rush!

8. Cuisine de Iloco

It would be a sin to visit Laoag and not stop in for a meal at Cuisine de Iloco. Not only is the food incredible, but also, the menu represents the food culture of this region! Think of it as a cultural lesson for your palate.

Have a seat at one of the cozy picnic tables out front or one of the hardwoods tables inside and prepare for a culinary adventure around the region.

Try the Grilled Pusit which is squid stuffed with a fresh salsa, the Bagnet Sinigang which is a variety of Filipino tamarind soup, or the Kare Kare which is a traditional Filipino stew in peanut sauce.

9. Blue Lagoon

Take a day trip to nearby Pagupud to spend the afternoon on the most beautiful beach in the Laoag area. Maira-ira Beach is home to the blue lagoon, a body of water so pure that it practically glows!

The landscape is unique with white sand, small mangrove trees, and peculiar coral islands that pop up out of nowhere.

The beach has lots of little restaurants where you can have a bite to eat with a cold beer. There is also a volleyball net and plenty of shade when you need a break from the sun.

No, despite what the décor may tell you, you’re not in 1950’s New York. Macy’s Diner is a restaurant with a lot of character that throws tribute to the good ol’ days in America. There is a black and white poster of Elvis framed on the wall, checkered backsplash behind the counter, and even an old school jukebox where you can choose your tunes. If you have never been to a diner like this- then now is the time!

The food here is classic American with huge plates of pancakes, malt milkshakes, hamburgers, sandwiches, and more. Better yet, the servers are some of the friendliest girls on the planet! You’ll leave with a smile on your face and happiness in your belly.

11. Kabigan Falls

In the eastern part of Barangay Balaoi, you’ll find the mesmerizing Kabigan Falls.

Surrounded by lush jungle, this 80-foot tall waterfall is a pure representation of raw nature in its most exquisite form. The cool basin pool is fully surrounded by rich forests straight out of a utopian novel.

To get there, take a tricycle until you reach the beaten path where you’ll take a lazy, flip-flop friendly hike to paradise over wooden bridges and under hanging branches through the jungle. Take you time enjoying the small streams on the way, as the journey to the falls is all part of the experience!

12. Maligligay Falls

The trek to Maligligay Falls, also known as Pablo Falls, will lead you on one of the most breathtaking journeys you’ve ever experienced. It’s not quick and it’s not leisurely; this 45-minute hike will take some steady footing, agility, and coordination as you walk across riverbeds, down steep banks and over rocky paths- but it will be worth it.

After your scenic adventure, you’ll come to the falls. The falls spill off the mountain very rapidly creating a mist that fills the air. The pool at the bottom is perfect to dip your feet into and the landscape is a photographer’s dream.

Your hike to Maligligay Falls will take you to the sleepy little Town of Adams. It’s quite isolated in the middle of the green forests and farming plains. There are only a few houses scattered around, with some of them happily running as a homestays when guests come into town.

Get a glimpse into how an isolated culture lives and operates day to day. Your homestay will cook traditional dishes and be delighted to show you around the town. Additionally, you can visit the Tilapia farm serving fresh fish dishes!

The Ilcos Norte Capitol building is a beautiful piece of architecture with traditional archways and old-fashioned window fixtures. History says that even before the Spaniards came, the City of Laoag along with the other parts of Ilocos Norte and the provinces of Ilocos Sur, Abra, and La Union is known for its gold mines that traders from China and Japan would go there to have their beads, ceramic and silk exchanged for gold.

The Spanish colonization era paved way for the construction of churches and bell towers. Their attempt to fully colonize the region wasn’t as successful as they wished because the Ilocanos fought them. Due to these incidents, the Dingras (1589) and Pedro Almasan revolt happened (1660). Many rebellions continued to happen in the province to fight for freedom.

Philippine Airlines (PAL) and Cebu Pacific have daily flights from Manila to Laoag. The airplane ride will take an hour.

The South China Sea to its west, the Cordillera Mountains to its east and the neighboring towns to its north and south all contribute to the city’s tourism industry which has boomed in recent years. Laoag is a city of endless possibilities; it has everything that an adventurous traveler wants.

The city is governed by the Farinas family, a prominent clan that owns several properties in and around Laoag. The local government has doubled up its efforts in promoting Laoag as a tourist destination and has succeeded in the endeavor. In recent years, Laoag has become on of the most visited cities in the Philippines by both domestic and international tourists.

Getting There

Laoag is home to the only airport in Ilocandia, the Laoag International Airport which serves daily flights from Metro Manila, Hong Kong, Mainland China and Taiwan. The city is about a 50-minute flight from Manila’s Ninoy Aquino International Airport . Land travel is also possible but can take too much time. Depending on traffic, traveling by bus or car can take up to about 10-12 hours. If you’re planning a road trip to Laoag, be prepared make stopovers for meals and bathroom breaks. On the brighter side, land travel allows you to see other places in Luzon along the way.

Getting Around

Laoag City is small and most interesting spots within city limits can be explored on foot. Walking along the city streets will give you a different perspective than when you’re on a cab, jeepney or tricycle. It gives you the opportunity to get a better ‘feel’ of the town and linger in places that you find most interesting.

The city can also be explored on a calesa (horse-drawn carriage) . Hearing the clip-clop of the horse’s hooves drowned out by the voice of your driver animatedly telling you stories about his city is an experience you will not soon forget. Those who opt for motorized transportation can take the jeepneys or the tricycles that dominate the urban areas. For longer distances, you may arrange for transportation with your hotel or tour provider.

Paoay Church is a UNESCO World Heritage Site.

Marvel at the awe-inspiring structure of the Paoay Church . It is a UNESCO World Heritage Site located in the outskirts of the city. The old church’s buttresses were made from sand, limestone, sugarcane juice and the perseverance of the people who built it. It is of the old earthquake baroque design common for old Spanish churches in the region.

Dine at Eagle’s Nest Restaurant . If you’d like a taste of authentic Ilocano cuisine, this is one of the best places to go. The restaurant is located at the Java Hotel, about 15 minutes from the airport. You may also choose to stay at the hotel.

Sample the Laoag-Batac version of the empanada (stuffed pastry) . There has been so much debate on which is better, the Laoag version or the Vigan version and it’s your time to decide. Have a bite or two of this orange-colored pastry stuffed with boiled mung sprouts, shredded green papaya, egg and Ilocos longganisa (sausage). And when you head south to Vigan , don’t forget to try their version as well.

Ride the sand dunes of La Paz . Whether it’s on a dune buggy or on a sand board, this is an adventure that’s too exciting to miss. The activity is done on an extensive desert made of coastal sand just outside Laoag. Some of the high points in the desert provide breathtaking views of the South China Sea.

Take a photo of yourself beside the Sinking Bell Tower . It is one of the first things you will see when you enter Laoag. It is actually a part of St. William’s Cathedral located 85 meters away. The bell tower is of the same earthquake baroque design as the Paoay Church. Locals say that the tower was built on a sandy foundation which is why it sinks at a rate of one inch per year.

See the Bangui Windmills . More than just a tourist attraction, the windmills are actually a source of renewable energy for several towns in Ilocos Norte. The windmills are some of the most photographed landmarks in Ilocos.

Laoag is a 6 to 8-hour ride from Manila. Several bus lines serve the route including Florida Bus Line, Partas Liner, Baliwag Transit and Fariñas Transit. The trip is via North Luzon Expressway and Manila North Road passing through the provinces of Bulacan, Pampanga, Tarlac, Pangasinan, La Union and Ilocos Sur, fare is around P600 – P700.

By air, Philippine Airlines and Cebu Pacific fly to Laoag daily from Manila, travel time is an hour. From Laoag International Airport, there are tricycles and public jeepneys that  can take you to the city proper.

Sample Itinerary (3D/2N in Laoag and Vigan)

Day 1: explore laoag.

Catch a bus to Laoag the night before and be in the morning. Settle in your hotel and have an Ilocano meal at Saramsam Ylocano Restaurant, proceed to La Paz Sand Dunes afterwards. In the afternoon, stroll in and around the historic plaza. See the sinking bell tower, St. William’s Cathedral, Provincial Capitol, Tobacco Monopoly Monument and Museo Ilocos Norte.

Day 2: Heritage Sites Visit: Paoay – Santa Maria – Vigan

Wake up early and pack your stuff. With all your bags on, proceed to Paoay for breakfast at Herencia Café in front of UNESCO World Heritage Saint Augustine Church. Catch a bus to Vigan  afterwards and be in the city by midday. Check-in, have lunch and take a short rest at your hotel before proceeding to Santa Maria to visit Pinsal Falls and the other UNESCO World Heritage Site of Ilocos – Our Lady of Assumption Church of Santa Maria, Ilocos Sur.

Day 3: Explore Vigan

Catch the blue hour at Calle Crisologo before indulging on an Ilocano Breakfast at Café Leona. Try to see as much of the the city’s attractions afterwards – St. Paul Metropolitan Cathedral, Simbaan a Bassit, St. Augustine Chuch of Bantay, Crisologo Museum, Father Burgos Residence & Museum, Religious Museum, Leona Florentino Ancestral House, Fil-Spanic Friendship Park, Buridek Museum, Baluarte Vigan (Vigan Fortress), Hidden Garden, Plaza Burgos, Plaza Salcedo and Syquia Mansion. Check out of your hotel at midday and walk the stretch of Calle Crisologo one more time to shop for souvenirs before going home.

An economic hub and the gateway to tourist destinations in the region, Laoag City is also culturally rich, adventure-laden, and a good place to start your gastronomic sortie.

Why go to Laoag

Laoag City has the only commercial airport in the region so it's a good base when you want to explore the rest of the Ilocos Region.

More than just being a geographical connection though, Laoag is quite known for its historical and cultural sites as well its own unique dose of adventure.

To start with, thrill seekers will surely jump at a chance of riding a 4X4 across the sandy terrain of La Paz Sand Dunes. Not only do you get to have a devilish ride across it but you can also try unique activities such as sand surfing and sand boarding. You can also visit some of the most interesting church architecture in the country as exemplified by the Santa Monica Parish Church and St. William's Cathedral. Although it is not known for its vibrant nightlife, the city is a beautiful revelation at night when the age-old structures are set aglow.

When to go to Laoag

The driest months are between December to April so anytime during this period is a good time to visit . Meanwhile, the province gets the most amount of rain from May to October especially during the month of August so stay away if you hate spending your vacation cooped up indoors.

Where to Stay in Laoag

Laoag is a city bustling with trade and commerce and not surprisingly it has seen a steady rise in tourist oriented venues including hotels and guesthouses . There is a decent range of accommodations in every price points, some within the downtown area and others away from the main thoroughfare. Most of these are concentrated within Laoag City and the Municipality of San Nicolas.

One thing we've noted is that the WiFi connection is slow wherever you go. Most hotels have access only in the lobby and reception area but are almost non-existent in rooms so if this is a huge recommendation, better check recent reviews.

As for the price, you can find double occupancy rooms for as low as PHP800 on average. There are also rooms that can accommodate bigger groups and further brings down the rate to approximately PHP500 per person.

Where to eat in Laoag

Almost all of the restaurants in Laoag serve excellent Ilocano dishes, some more popular than others. The top two recommended restaurants here are Saramsam Ylocano Restaurant and La Preciosa .

Street food vendors are scattered around the town plaza, public schools, bus terminals, and local market.

When you're in this part of the country, there are dishes that you cannot get anywhere else so make sure to try them before leaving. Bagnet tops the list, it is made up of pork belly that's boiled and then deep fried to achieve that extra crispy skin. This is followed by pinakbet which is a delicious and healthy concoction of vegetables, pork, and shrimp paste. Empanada (bread stuffed with grated papaya, eggs, and more) is everywhere and so is longganisa (Ilocos sausage). Other must-try delicacies are poqui-poqui (roasted eggplant dish), bibingka (rice cake), miki (noodle dish), dinardaraan (pork blood stew), and dinakdakan (grilled parts of a pig's head).

How to get around Laoag

The most common modes of transportation in and around Laoag are tricycles, jeepneys, and buses .

Short distance rides via tricycle usually cost about PHP11 with incremental increases of about PHP2 for every succeeding kilometre.

There are no taxis but if you are arriving at the international airport, there is a free shuttle that can bring you right at the doorstep of your hotel. You only need to register upon arrival to take advantage of this service.

Most of the attractions within the city such as the St. William’s Cathedral, Sinking Bell Tower, Tobacco Monopoly Monument, and Museo Ilocos Norte are within walking distance of each other. If you need to visit attractions in Paoay or Batac, you can hire a tricycle for approximately PHP250 round trip.

How to get to and from Laoag

Laoag International Airport receives flights coming from China and Korea. The country's flag carrier, Philippine Airlines, have daily flights from Incheon International Airport to Laoag with a layover in Manila. Tickets cost approximately PHP8500 to PHP16000. Flight time from Korea is around 4 hours. It is also possible to fly from Busan with fares ranging between PHP9000 to PHP11000.

PAL also flies from Guangzhou, China several times a week with the same layover. Fare costs around PHP9000 to PHP19000 one way with a travel time of about 2 hours and 15 minutes.

From Manila , it is another hour to Laoag by air. If you're flying from Manila though, PAL has daily flights for PHP5000 to PHP8000 one-way.

You can also travel to Laoag from Manila by bus although it might be arduous if you're not used to long-distance road trips. Depending on the traffic condition, travel time can be somewhere between 8 hours to 10 hours.

There are several bus liners that ply the Manila - Laoag route. It is highly recommended that you book your tickets a few days in advance to secure and choose your desired seats.

Partas Bus has terminals in Cubao and Pasay while Farinas Transit can be found in Sampaloc. Florida Bus also has sleeper buses and their terminals are located in Cubao and Sampaloc. Depending on you whether you opt to book a first class or deluxe ticket, bus fare from Manila to Laoag usually costs about PHP800 to PHP1000 one way.

IS Laoag a safe place to visit?

The people of Laoag are generally warm and welcoming which may have earned the city the moniker "Sunshine City". It is safe for tourists and backpackers. Laoag has the same laidback vibe prevalent in many Philippine towns.

Most residents can understand and speak English so no need to worry about language barrier.

As a local, we haven't heard any news of untoward incidents in this city but of course, exercise caution and don't go looking for trouble.

LAOAG CITY, Ilocos Norte (PIA) -- The City Government of Laoag, through its Disaster Risk Reduction Management Office (CDRRMO), is on full alert status as it ensures the security of tourists and locals visiting the city during the Holy Week season.

CDRRM Head Dr. Melvin Manuel said they are in close coordination with the city police station, city tourism office, the Bureau of Fire Protection (BFP), Philippine Coast Guard, the Philippine Red Cross, and the barangay officials to assist in patrolling the city’s tourist attractions and business district.

Manuel said their main focus is preventing drowning incidents mainly in Gabu beach and Calayab beach.

“The Laoag DRRM office with the coast guard will have a station at Fort Ilocandia beach starting March 27 to 31 and we can extend until April 1, depending on the number of visitors still present by that time,” he said.

Moreover, BFP Laoag City Chief Inspector Claire Simbol assured that firetrucks and ambulances will be stationed at the city’s business district and rotonda for faster response in case of fire incidents.

Meanwhile, city tourism officer Angel Lao said they have already checked all hotels for tourist data arrival to anticipate the number of visitors the city will have during the holy week.

“In coordination with the city police, we have already deployed security teams in our main tourist attractions to safeguard visitors. We also put up posters and distributed flyers to public transportations in the city containing the hotline numbers of the city in case of emergencies,” she said.

She added they are anticipating an influx of visitors at the St. Williams Cathedral, Sinking Belltower, La Paz Sand Dunes, and Gabu and Calayab beaches.

For residents who will be vacationing outside the city, the CDRRMO reminded them to ensure they do not leave any appliances unplugged to avoid fire incidents and to properly lock their doors and windows to avoid burglary.

Manuel also reminded motorists to check their vehicles before traveling, to ensure that their engines, brakes, wirings, lights, and wheels are properly working to prevent road accidents. (JCR/MJTAB/EJFG, PIA Ilocos Norte)
