What next for travel and tourism? Here's what the experts say

• Two experts highlight some of the key transformations in the sector going forward during the World Economic Forum's Our World in Transformation series.

The Travel & Tourism sector was one of the hardest hit by the COVID-19 pandemic, leaving not only companies but also tourism-driven economies severely affected by shutdowns, travel restrictions and the disappearance of international travel.

In 2020 alone, the sector lost $4.5 trillion and 62 million jobs, impacting the living standards and well-being of communities across the globe. Moreover, the halt in international travel gave both leisure and business travellers the chance to consider the impact of their choices on the climate and environment.

Amid shifting demand dynamics and future opportunities and risks, a more inclusive, sustainable and resilient travel and tourism sector can be - and needs to be - built.

The World Economic Forum's Travel & Tourism Development Index 2021 finds that embedding inclusivity, sustainability and resilience into the travel and tourism sector as it recovers, will ensure it can continue to be a driver of global connectivity, peace and economic and social progress.

We spoke to Sandra Carvao , Chief of Market Intelligence and Competitiveness at the United Nations World Tourism Organization (UNWTO), and Liz Ortiguera , CEO of the Pacific Asia Travel Association in Thailand (PATA), and asked them to highlight some of the key areas of risk and opportunity in the sector during an episode of the World Economic Forum's Our World in Transformation series.

Liz Ortiguera: Given the extended lockdown that we had on travel with the pandemic, vacation for friends and relatives (VFR) is now a high priority for people who haven’t been in touch for a long time thanks to the pandemic. So, people are reconnecting. And that kind of links to the second trend, which is multi-purpose or blended travel. Never before, particularly now that we can connect digitally through Zoom, has the ability to work from anywhere enabled travellers to cover multiple purposes, like visits with friends and multiple business trips. So, we'll find that the duration of travel and the length of stay is longer. And third is the continued high focus on safety and wellness which is top of mind for travellers due to the pandemic. All travel is wellness-related now.

Sandra Carvao: I think there is a bigger concern with sustainability, which is very welcome in our industry. Consumers, particularly the younger generation, are much more aware of the impact they have, not only on the environment but also socially and on the communities they live in. We've also seen an increase in expenditure per trip, so I think people are very eager to go outside, and they're staying longer. And on the other side, I think there are some challenges: we’re seeing a rise in late bookings because restrictions can change at short notice and that’s having an impact on the decisions of travellers. This is putting pressure on the industry in terms of planning and anticipating fluctuations in demand.

Social media surveys have shown that travellers who have immersive experiences are more likely to post about them, which is good for the industry.

What is community-based tourism and why is it important?

Sandra Carvao: One of the positive impacts of the pandemic is that people are looking for local experiences and are spending more time with communities. So, the concept of community-based tourism is obviously one that puts the community at the core of every development, ensuring that it's engaged and empowered and that it benefits. At the UNWTO, we worked with the G20 and the Saudi presidency back in 2020 and produced a framework for tourism development in communities, which states that communities need to be part of the planning and management of tourism activities. We need to go beyond traditional definitions of community to a point where the industry leans on partnerships between the public and private sectors and communities.

Liz Ortiguera: In July 2022, PATA is hosting a destination-marketing forum and one of the key themes is community-based tourism. The purpose is really to put the community and authenticity-in-culture activities at the heart of the travel experience. There are benefits for all stakeholders. One is that travellers can have an authentic experience. They're not in overcrowded, touristic locations and they experience something new and unique within the community. These experiences are designed in partnership with communities who get the benefit of financial inclusion, and if activities are designed properly, the reinforcement of their cultural heritage. Governments also engage in economic development more broadly across countries. Another interesting trend is creative tourism, which means you create an experience for tourists to participate in, like a dance lesson, or a cooking lesson. Social media surveys have shown that travellers who have these kinds of immersive experiences are more likely to post about them online and that's good for the industry.

It is important to emphasize that virtual experiences, while they are a fun tool, can never replace visiting a destination.

How is technology and innovation helping to leverage cultural resources?

Sandra Carvao: One interesting trend we’re seeing is that more and more people are booking trips directly, so communities need to be supported to digitize their systems. Education and upskilling of communities are important so that they can leverage digital platforms to market themselves. From the tourists’ perspective, it is important to emphasize that virtual experiences, while they are a fun tool, can never replace visiting a destination.

Liz Ortiguera: People have been living virtually for more than two years. Amazing innovations have emerged, such as virtual reality and augmented reality, and all kinds of applications and tools. But the important thing is the experience. The destination. Real-world experiences need to remain front and centre. Technology tools should be viewed as enablers and not the core experience. And when it comes to staff, technology can really democratize education. There’s an opportunity to mobilize a mobile-first approach for those who are on the frontlines, or out in the field, and can’t easily access computers, but need to get real-time information.

How is the sector dealing with labour shortages and re-employment of the workforce?

Liz Ortiguera: Labour shortages are much more dynamic in North America and in Europe. But it’s having a knock-on effect on Asia. If, for example, their air carriers are limited by staff and they have to cancel flights, which we're very much seeing out of Europe, seating capacity then becomes a limiting factor in the recovery of Asia Pacific. That's the main constraint right now. And compounding that is the rising price of fuel. But people in the Asia Pacific are keen to get reemployed.

Sandra Carvao: Labour shortages are a priority for the sector in countries around the world. Many workers left the sector during the pandemic and the uncertainty that surrounded the measures taken to contain it left many people unsure of whether the sector would recover. It is time to address things like conditions, scheduling, and work/life balance, all things which have been top of mind for workers during the pandemic. As the sector recovers, we need time to bring new hires on board and to train them to take over where those who switched jobs left off.

Are we seeing a growing trend towards domestic tourism?

Sandra Carvao: We’re talking about 9 billion people travelling within their own countries. And in many countries, for example in Germany, more than 80% of the tourism spending actually comes from the domestic market, similarly in countries like Spain and even smaller economies. Whenever it's possible to travel again, domestic markets tend to be more resilient. They kick off first mostly due to perceptions of safety and security issues. As the world economy recovers from the pandemic, there is a good opportunity for nations to rethink their strategy, look at the domestic market in a different way, and leverage different products for domestic tourists.

When it comes to sustainable tourism, how quickly could we mainstream eco-friendly modes of transportation?

Sandra Carvao: Transport is one of the key contributors to energy impacts and tourism. But it's also important that we look at the whole value chain. The UNWTO together with the One Planet Sustainable Tourism Programme just launched the Glasgow Declaration, which includes green commitments from destinations and companies. We’re seeing a strong movement in the airline industry to reduce emissions. But I think, obviously, technological developments will be very important. But it's also very important to look at market shifts. And we can't forget small islands and developing states that rely on long-haul air travel. It’s important to make sure that we invest in making the problem much less impactful.

Liz Ortiguera: 'Travel and tourism' is such a broad encompassing term that it’s not fair to call it an industry: it is actually a sector of many industries. The pandemic taught us how broad the impact of the sector is in terms of sustainability. There's a big movement in terms of destination resilience, which is the foundation for achieving sustainability in the journey to net-zero. We now have standards to mitigate that impact including meetings-and-events (MIE) standards and standards for tour operators. There are multiple areas within our industry where progress is being made. And I'm really encouraged by the fact that there is such a focus not just within the sector but also among consumers.

International tourism is showing strong signs of recovery, with tourist numbers rising to 57 per cent of pre-pandemic levels. On World Tourism Day, marked on Tuesday, the UN is calling for a major global rethink of the sector, to ensure that tourism is sustainable, and benefits local communities.

The UN World Tourism Organization ( UNWTO ) released encouraging news on Monday, with its latest World Tourism Barometer, which shows that international tourism arrivals almost tripled in the first seven months of 2022 (compared to the same period in 2021).

Cautious optimism

The agency’s Panel of Tourism Experts expressed cautious confidence for the rest of year, and into 2023, despite the uncertain economic environment: increasing interest rates, rising energy and food prices, and the growing prospects of a global recession, continue to pose major threats to the sector.

In a message released to mark the Day, the UN Secretary-General, António Guterres, hailed tourism’s ability to drive sustainable development, and called for more investment in clean and sustainable tourism, the creation of decent jobs, and for measures to ensure that profits benefit host countries and local communities.

Go green to survive

“Governments, businesses and consumers must align their tourism practices with the Sustainable Development Goals and a 1.5 degree future”, said Mr. Guterres, referring to international agreements aimed at keeping global warming in check. “The very survival of this industry, and many tourist destinations, such as Small Island Developing States, depends on it.”

“The restart of tourism everywhere brings hope,” declared Zurab Pololikashvili, UNWTO Secretary-General, in his address at the opening of the official celebrations organized for the Day, in the Indonesian resort city of Bali.

Mr. Pololikashvili described tourism, which employs around 10 per cent of the global workforce, as the “ultimate cross-cutting and people-to-people sector, which touches on almost everything we do.”

Report card

To mark the day, UNWTO launched its first World Tourism Day Report , the first in an annual series of updates and analysis of the Organization’s work guiding the sector forward.

The report contains updates on the agency’s activities in key areas including gender equality, sustainability and climate action, tourism governance and investments and innovation.

Representatives of the G20 group of the world’s leading economies, including tourism ministers, will meet in Bali in November. Ahead of the event, UNWTO has produced a set of guidelines for ministers, to enable them to support resilient and sustainable tourist businesses, which take into account human capital, innovation, youth and women empowerment, and climate action.

Ensure zero-tolerance for sexual exploitation: UN rights expert

An independent UN rights expert released a statement ahead of the Day, to call for Governments to ensure that the tourism industry is free from child forced labour, sexual abuse and sexual exploitation. 

Mama Fatima Singhateh, UN Special Rapporteur on the sale and sexual exploitation of children, warned that the COVID-19 pandemic, climate change and socioeconomic setbacks have caused enormous strains on child protection systems.

This, she said, has made children more vulnerable to sale, trafficking and sexual exploitation in the context of travel and tourism, especially in countries that have traditionally relied on the income generated from travel and tourism.  

Tourism and the climate crisis

• In response to concerns surrounding the impact of the tourism sector on the climate crisis, UNWTO launched the Glasgow Declaration on Climate Action in Tourism at the 2021 UN Climate Conference (COP26), which was held in the Scottish City.
• Signatories commit to supporting global commitments to halve harmful emissions by 2030, and reach Net Zero as soon as possible before 2050, implement climate action plans, and report on their progress on an annual basis.
• To date more than 530 organizations have signed the Declaration, including major international companies, and tourism boards from a wide variety of countries.

Climate change and ‘last-chance tourism’.

Travelers are racing to see parts of the world that may soon vanish.

A lot of climate discussion revolves around time. Lines rise across charts predicting the next century. Scientists set deadlines for the coming decades. Each month seems to bring news of a new heat record. The sense that time is running out can be heady.

As the Earth warms, natural wonders — coral reefs, glaciers, archipelagos — are at risk of damage and disappearance. This has motivated some travelers to engage in “last-chance tourism,” visiting places threatened by climate change before it’s too late.

“For thousands of years, humans have raced to be the first to scale a peak, cross a frontier, or document a new species or landscape,” Paige McClanahan writes in a piece for The Times . “Now, in some cases, we’re racing to be the last.”

A vanishing glacier

One such destination is the Mer de Glace, the largest glacier in the French Alps, where thousands of people go each year to ski. (Early tourists included Mary Shelley and Mark Twain.)

The glacier, like many others, is melting rapidly. A new, higher lift opened recently to stay closer to the retreating ice. And a study published in the journal Science last year found that around half of the world’s glaciers will have melted by the end of this century , even if nations stick to the goals of the Paris climate agreement.

“For someone who doesn’t know how it used to be, it’s a beautiful scene,” a visitor to the glacier told Paige. “But when you know the difference, it really is sad.”

Pros and cons

There is some evidence that visiting an ecosystem threatened by climate change could lead people to become more aware of their impact on the environment.

In a 2020 survey conducted by researchers at the Mer de Glace, 80 percent of visitors said that they would try to learn more about how to protect the environment, and 77 percent said they would reduce their water and energy consumption.

Some tourist spots have leaned into education. In Peru, officials renamed a trek to the Pastoruri glacier “ La Ruta del Cambio Climático ,” or “The Route of Climate Change.” And at the Mer de Glace, an exhibit about climate change — called the Glaciorium — is set to open later this year.

There are some, however, who question of the value of last-chance tourism. Visiting fragile environments can do more harm than good.

Some people travel to Antarctica because they fear it is being destroyed. But, as Sara Clemence highlighted in a piece in The Atlantic last year , travel there requires a lot of fuel, while visitors can introduce disease and damage wildlife. And research by Karla Boluk, an academic from the University of Waterloo, found that a majority of last-chance tourists to two sites in Canada were unwilling to pay extra to offset the carbon footprint of their trip.

“There’s an ethical paradox of last-chance tourism,” Boluk told The Times, “and it involves the moral question of whether travelers acknowledge and respond to the harm they promote.”

The A.I. industry continues to boom, and to poke at our anxieties. In late 2022, I spoke with the pioneering researcher Yejin Choi, who works on developing common sense and ethical reasoning in A.I.

Can you explain what “common sense” means in the context of teaching it to A.I.?

It’s the unspoken, implicit knowledge that you and I have. It’s so obvious that we often don’t talk about it. You and I know birds can fly, and we know penguins generally cannot. So A.I. researchers thought, we can code this up: Birds usually fly, except for penguins. But in fact, newborn baby birds cannot fly, birds covered in oil cannot fly. The point being, exceptions are not exceptional, and you and I can think of them even though nobody told us. It’s not so easy for A.I.

What’s most exciting to you right now about your work in A.I.?

I’m excited about value pluralism. Another way to put it is that there’s no universal truth. A lot of people feel uncomfortable about this. As scientists, we’re trained to be very precise and strive for one truth. Now I’m thinking, well, there’s no universal truth — can birds fly or not? Moral rules: There must be some moral truth. Don’t kill people, for example. But what if it’s a mercy killing? Then what?

How could you possibly teach A.I. to make moral decisions when almost every rule or truth has exceptions?

A.I. should learn exactly that: There are cases that are more clean-cut, and then there are cases that are more discretionary. Instead of making binary, clean-cut decisions, it should sometimes make decisions based on This looks really bad. Or you have your position, but it understands that, well, half the country thinks otherwise.

Manitowoc to spend nearly $70K on interactive tourism kiosks

Here's your latest watchdog wednesday report..

MANITOWOC — Visitors to Manitowoc will have a new tool this year to connect them with the city's attractions and businesses.

Interactive tourism kiosks placed throughout the city will have information and maps about Manitowoc and the surrounding county.

Two kiosks will be in the city's two largest hotels, the Inn on Maritime Bay and the Holiday Inn.

Another will be placed in the Visit Manitowoc office on South Eighth Street in the heart of Manitowoc's downtown area.

A fourth will be mobile and placed at various events and festivals throughout the year.

The council approved the purchase, a nearly $70,000 bill that will be funded through room tax dollars, with a 9-1 vote. Council member Brett Vanderkin was the only dissenting vote.

He said the technology seemed outdated to him and said more visitors could be reached with an app.

Council President Eric Sitkiewitz pointed out that Visit Manitowoc already has a website that was designed primarily for mobile devices and the kiosk is just one more facet of the overall strategy to reach visitors, particularly those who might be uncomfortable using a smart device.

Manitowoc committee to continue discussion on former mall properties

The Manitowoc Committee of the Whole — which consists of the full council and the city's mayor — will continue discussing the future of the properties that formerly hosted the Lakeshore Edgewater Plaza Mall and the Mid-Cities Mall.

Little is shared in the agenda about the topics of that discussion, which will take place in a closed session.

The Committee of the Whole met in early January under closed session to discuss a letter of intent from Tycore Built LLC asking for the future right to buy the Lakeshore mall property, which they would use to build housing.

State of Emergency remains in place for Baltimore, mayor says

Baltimore Mayor Brandon Scott said the city remains in a state of emergency as recovery efforts continue for the six presumed dead a day after the Francis Scott Key Bridge collapsed.

“There's still a state of emergency. We will have that for the foreseeable future," Scott told CNN’s John Berman Wednesday. "This is an unthinkable tragedy that impacts our city and our community and our state in so many different and ways," he said.

The mayor declared a state of emergency in the city Tuesday after a 984-foot cargo ship hit a pillar of the Key Bridge, causing it to collapse.

Authorities announced Tuesday afternoon that efforts had shifted from a search and rescue operation to a recovery operation. The mayor also acknowledged the work ahead to reopen the Port of Baltimore, a major hub for vehicles, containers and commodities which has suspended vessel traffic was suspended until further notice following the bridge collapse. 

But, he said, his concentration remains on the recovery efforts. “We're all, right now, still focused on recovery. That's what we're talking about today — recovering those who we lost,” he said.

Divers are dealing with a "treacherous situation" as they continue recovery efforts, Maryland governor says

Maryland Gov. Wes Moore says divers are dealing with a “treacherous situation” as they continue search and recovery efforts for six unaccounted people in the Francis Key Scott Bridge collapse, he told CBS News Wednesday morning.

“We’re talking about frigid temperatures, we’re talking about a moving tide, we’re talking about darkness and mangled metal, that’s still very much in the middle of this water,” Moore said describing the conditions divers are up against. “The heroism of our first responders was just outstanding,” Moore said on CBS.

Moore spoke to families of missing construction workers saying “these were fathers, and these were sons, and these were husbands, and these were people who their families relied on and so we let them know the state would be there for them,” he told CBS.

The governor pledged his commitment to the families in search and recovery efforts, saying he's confident officials are only looking for six unaccounted for individuals.

Moore stressed the economic impact the collapse will have, saying the port indirectly employs over 100,000 people and imports 51 million tons of foreign cargo, more cars, trucks, agricultural equipment than any other port in this country, he said.

Divers resume recovery effort for 6 victims, Baltimore mayor says

Rescue efforts are still focused on finding six people who were on the Francis Scott Key Bridge during its collapse Tuesday, Baltimore Mayor Brandon Scott told CNN.

Just before talking with CNN, Scott received an update that divers were setting out to resume their search efforts in the water, he said.

"That work is already dangerous, but will be even more so today," Scott said. "With the expected rain, the choppy waters and we all know about the debris and other things that they'll be dealing with." "We also have to live those first responders up who are putting their own lives at risk to be able to bring home those who we lost to have some sort of closure for those families."

Transportation Sec. Buttigieg says investigations are ongoing into responsibility for bridge crash

US Transportation Secretary Pete Buttigieg says if private companies are responsible for the Francis Scott Key Bridge cargo ship crash, they will be held responsible.

“To be clear: if any private party is responsible and accountable for this, then they will be held accountable," he told CNN. “But we can’t wait for that to play out to get to work right now,” he said.

Buttigieg predicted a “long road to recovery” for the Francis Scott Key Bridge and the Port of Baltimore, telling CNN Wednesday that getting the bridge back up and the port reopen will be a priority for the Biden administration.

When asked if he had any idea when the Patapsco River channel might reopen, Buttigieg said he did not have an estimated time, but was working with relevant authorities, including the US Coast Guard, to get it open as soon as possible. He noted that the conditions of the remaining pier will also impact that timeline.

“Not only do we need to get those ships in, there are some ships that are already in there that can’t get out. So, it’s very important to get that channel open," he said.

Buttigieg also warned of disruptions to supply chains in the near-term: “The impact of this incident is going to be felt throughout the region and really throughout our supply chains. We're talking about the biggest vehicle-handling port in the country that is now out of commission until that channel can be cleared — and a bridge that took five years to build.”

Interviews with ship crew members will begin today, NTSB chair says

National Transportation Safety Board Chair Jennifer Homendy told CNN this morning that interviews with crew members will begin later today.

"With respect to those on the vessel, we will also interview fire and rescue and and people that were on the bridge as well," she said.

NTSB chair says investigators boarded Dali ship overnight and recovered its data recorder

National Transportation Safety Board Chair Jennifer Homendy told CNN that investigators were able to board the Dali ship overnight.

“Some investigators boarded late last night to look at the engine room, the bridge and gather any sort of electronics or documentation," Homendy said on CNN News Central Wednesday morning.

“Right now, we do have the data record, which is essentially the ‘black box,’” Homendy added. “We’ve sent that back to our lab to evaluate and begin to develop a timeline of events that led up to the strike on the bridge.” She added that investigators should have information from the vessel's black box later today.

Homendy said that a team of 24 investigators will be returning to the ship this morning, with a focus on collecting the perishable evidence, including pictures of the vessel.

Port of Baltimore will remain in operation despite Key Bridge collapse, city council member says

Councilman for Baltimore's fourth district, Mark Conway, said the Port of Baltimore will continue to operate despite the Key Bridge collapse.

Speaking to CNN, Conway said ships will still be able to move through the port, but larger cargo items will have to wait until the bridge debris is cleared.

"The port will still be operating to my understanding, folks will be able to come in and out of the port, but cargo will not be able to make it through the port until we are able to clear the bridge and the area," he said.

"And there's still at this point, no telling how long that may take," he said.

Here's what Baltimore can learn from Minneapolis' I-35W bridge collapse 17 years ago

The response to a bridge failure in Minneapolis 17 years ago, one of the most catastrophic in recent memory, could serve as a roadmap for Baltimore after the Francis Scott Key Bridge collapse.

On August 1, 2007, when cars were bumper-to-bumper in evening rush hour traffic along Interstate 35W in Minneapolis, the eight-lane bridge failed and collapsed into the Mississippi River  and railyard below. Thirteen people were killed, and nearly 150 more were injured.

In addition to the deaths and damage, the bridge collapse cut off a major transportation artery for the Twin Cities. About 140,000 cars a day traversed the I-35W bridge that once stood more than 100 feet above the Mighty Mississippi.

But it took only 13 months for a brand new bridge to be built.

“The economic impact was orders of magnitude less than people had feared,” Christopher Phelan, an economics professor at the University of Minnesota, told CNN. “There was a lot of almost instant adaptability.”

Experts say urgent need to improve old bridges to accommodate modern vessels

A deadly  bridge collapse in Baltimore . A bridge in southern China  sliced in half . Parts of a bridge cutting through the hull of a ship in Argentina.

These events happened in the first three months of this year – and all after collisions with large commercial ships. These incidents, and the toll – with at least five killed in China, and six presumed dead in Baltimore – have highlighted what experts say is the urgent need to improve or protect old bridges to accommodate larger modern vessels.

The Baltimore collapse on Tuesday focused national attention on the issue.

“We need to remember this bridge was built 50 years ago, and the ships at the time were a fraction of the size of what DALI (the ship that crashed) is today,” said Sal Mercogliano, a former merchant mariner and maritime expert. “And DALI isn’t even a big container ship, there are much larger vessels that are out there,” he added. “So in many ways we have infrastructure that was built for another time.”

The incident in China took place in February when a cargo ship rammed into the Lixinsha Bridge in the Pearl River Delta, southern Guangzhou province – a major international shipping hub and the country’s industrial heartland.

These incidents may look similar but there could be varying factors at play, experts say.
