The cruise industry is one of the most heavily regulated industries with robust, clearly defined standards. The average ship undergoes dozens of announced and unannounced safety inspections per year, involving hundreds of man-hours and the implementation of thousands of specific requirements set by the International Maritime Organization (IMO) and other authorities.
The cruise industry has a long history of ongoing review and improvement, with Cruise Lines International Association (CLIA)’s policies often exceeding requirements of international law. Providing for the safety of passengers and crew is, at all times, the industry’s top priority.
Regulatory Authorities
Cruise operations are tightly regulated with rigorous enforcement by outside authorities. These regulatory authorities set comprehensive standards for safety, security, crewmember protections, health, and environmental performance. International regulators include the IMO, International Labour Organization (ILO), and the World Health Organization (WHO). Also, agencies such as the U.S Coast Guard, the Centers for Disease Control and Prevention (CDC) and the Environmental Protection Agency (EPA) have full authority to regulate and enforce compliance for ships entering or departing from U.S. ports
Inspection and Enforcement
Cruise ships are subject to three robust layers of inspection and enforcement of international law and other requirements:
Port States:
Any country whose ports or waters are visited by a cruise ship has full authority to make sure that it follows international, national, and local regulations. Specifically, Port States inspect and enforce compliance with applicable international and domestic laws and regulations.
Countries of Registration:
The country or Flag State where a cruise ship is registered must make certain that registered ships meet all international requirements. Flag States also inspect ships on a regular basis to ensure compliance with both international and national requirements.
Classification Societies:
Independent agencies, called classification societies, conduct inspections on behalf of Flag States, cruise ship owners, insurers and other members of the maritime community to ensure that ships are in compliance with applicable standards and managed responsibly. These societies also set strict safety and environmental guidelines for design, construction and operation.
Consistent Updates:
International regulations are reviewed and updated to implement improvements. Specifically, the IMO reviews regulations on an ongoing basis through committee and subcommittee meetings, general sessions, and extraordinary sessions when warranted.

Here's a snippet from the interview...
Please describe what your company does for cruise lines? What is your role in the staffing process?
What types of jobs do you recruit for? Is there a particular department or role?
Deck, Engine, and Hotel.
Are some types of jobs more difficult to fill than others? If yes, then why?
Cooks - due to a global shortage. Electricians - Expanded cruise fleets and shortage of competent electricians and electronics engineers.
What advice can you offer about resumes / CVs? What are the qualities of a great CV? And what are the most common mistakes you see in CVs?
Advice: Be professional and thorough. Include recent evaluations and recommendations. Include an up-to-date picture. Qualities: Offer precise information about what position you are looking for, and why you are qualified. Give a clear and concise history of education and experience, including references. Mistakes: False information, lack of information. Also, don't write a CV as if you are writing me a letter, give me a format that is crisp and clear. If I receive a letter format CV, I refuse to read it.
Interviewing Advice
What advice would you give people to help them prepare for interviews with your company and with cruise lines?
Be totally professional about your application. Be attentive when an ICMA representative holds an information meeting. Gum-chewers, yawners and sleepy people, and sloppily dressed people probably will not get far in the interview. We see many things about a candidate before we actually meet them.
- Do you have good eye contact?
- A good handshake?
- Do you smile naturally?
- How do you walk when entering the room?
We notice everything.
How long does it take from the time someone contacts your organization to getting a job?
Anywhere from immediately to around 6 months.
Can you describe the job placement process?
When they are needed and available, they will receive a contract and all joining papers.
What contact do you have with your candidates after they accept work with a cruise line?
The Personnel Consultant for the particular vessel the person shall join has a lot of telephone and email contact with them, ensuring that medicals, visas, travel arrangements and all other matters are taken care of.
Can you describe some fundamental differences between the cruise lines, in terms of what they're looking for, their recruitment policies, and so forth?
The differences vary greatly between the class of ship, nationality, itineraries, and crew nationalities.
What are some common misperceptions people have about working on cruise ships?
- That it's an easy place to work.
- That it's a romantic cruise-like experience.
- That anyone can get a job on a cruise ship.

Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). Do they speak English in Moscow?
As Russia’s capital city, tourists are well accommodated in Moscow. There should be English-speaking staff in restaurants, bars, hotels, shops and attractions in tourist hotspots, and there are also English-speaking tourist police. Transport services have English translations on their maps and English announcements via intercom; alternatively, order taxis from the Yandex Taxi app (Russian Uber), though it’s unlikely that your taxi driver will speak English. If you get stuck and cannot communicate, it’s fine to use Google Translate.
Is it safe to travel to Moscow?
It is no less safe to travel to Moscow than to any European city if you exercise common sense and look after your belongings. As with every city some regions can be more unsavoury than others, but no tourist attractions are located there. The traffic in Moscow is notorious, so exercise caution when crossing roads. Do not take unlicensed taxis; book in advance or take public transport, which is widespread and perfectly safe. If you encounter any problems, look for the special tourist police who can help you. EXCLUSIVE : International Artists Management (IAM), the London agency that claims to rep stars including Steve Guttenberg and Gary Dourdan, has admitted sending a client misrepresented invites for self-tape auditions in an attempt to secure him work.

Barrett accused IAM of giving him false hope after he received the purported invites to audition for major roles in films and TV shows, including Guy Ritchie’s Netflix series The Gentlemen and BBC drama Shetland . He invested time and effort into recording the tapes, but some were not submitted by IAM due to “administrative errors” or because they were declined by casting directors. Barrett said the revelations had left him angry and heartbroken.
Misrepresenting audition invites does not contravene any specific industry standards, but casting directors frown upon the practice. In normal circumstances, casting directors will invite one or more actors from an agency to record a self-tape for a specific role, with the audition process becoming commonplace during the pandemic.
A member of the Casting Directors Guild told Barrett that they were aware of the “tactic” of duplicating tapes for actors not called to audition, but said agencies should not do it “for many reasons.” IAM is a member of agency group, the Personal Managers’ Association (PMA), which states in its code of conduct that members should be “conscientious” about the welfare of clients.
In a statement, IAM admitted that it had made “mistakes” in its communication with Barrett, but said it had since updated its processes around the handling of self-tape auditions. “The happiness and success of our clients continue to be paramount,” the company said.
IAM argued that completing unsolicited tapes was in Barrett’s best interests and was a tool to secure him maximum exposure with decision-makers, but the agency did not explain why it was not fully transparent with the actor about this strategy. IAM said it did not financially benefit from the practice.
“It is our client’s experience that actors in his [Barrett’s] position would much prefer to produce self-tapes even with there being a risk that they would not be seen, than not have the opportunity to be seen at all,” IAM’s lawyer Carter-Ruck said in a letter.
Barrett disputed this. The actor said he was not made aware by IAM that he was recording the 24 unsolicited self-tapes. Had he known he was auditioning for casting directors without an invite, Barrett said he would have declined to do so.
As part of Deadline’s investigation, five former IAM insiders alleged that Barrett was not the only client to be asked to record unsolicited tapes, though the agency said it had not received any other complaints. Ex-workers said written records and a digital spreadsheet were used to keep track of the tapes. IAM denied the allegations from former workers, arguing through its attorney that they were “baseless” claims made by “disgruntled” former employees.
Founded by Luc Chaudhary in 2011, IAM is the second UK agency to become embroiled in a self-tape row following Deadline’s exposé on Bodhi Talent earlier this month. Bodhi was accused of duplicating audition invites from casting directors in an attempt to appease clients who were worried about their lack of work and prospects.
Former IAM clients have also raised questions about the agency’s historical contracts containing notice periods that fall below industry best practice. IAM said it had updated its contracts since joining the PMA.
IAM’s claims to represent high-profile stars have also come under scrutiny. Until February, IAM’s website gave the appearance that Lindsay Lohan and Michael Madsen were among its 400 clients, but both actors denied any association with the agency. IAM said it did historical work for Lohan and Madsen and their headshots appeared on its homepage after the contents of an old webpage mistakenly carried over to the new site.
A ‘Catalyst’ For Doubt
Barrett joined IAM in May 2019 and said he was full of hope that a move to a more established agency signaled a positive step for his career. The Scottish actor secured roles in two episodes of Outlander in 2020 and went on to feature alongside Claire Foy and James McAvoy in 2021 film My Son .
But the momentum stalled and Barrett emailed IAM last June to say that he was “disheartened” with his progress. IAM senior agent Helen Kelly replied reassuring her “talented” client and praising his auditions. Barrett did not say so at the time, but concerns about his career were compounded by suspicions over the veracity of his auditions, he said.
The seeds of doubt were sown in January last year, when IAM sent Barrett an audition for UK indie film Catalyst , now known as Shelter . IAM forwarded him an email purporting to be from the Shelter casting director, in which she said the film would “love for Mark to tape for the role of Bates.” IAM has now acknowledged that the email “misrepresented” the casting director’s desire for Barrett to audition but said its actions were “well-intentioned.”
“Scott was like: we’ve no idea what you’re talking about, we’ve never seen you before, we don’t have that tape,” Barrett recalled. Vickers corroborated Barrett’s story, telling Deadline that the actor was not invited to audition and they never received a self-tape. Barrett said he was floored by the revelation.
Through an attorney, IAM said Barrett’s tape was not sent to the Shelter team when it should have been due to an “administrative error.” The agency stressed that it did eventually submit the tape, but Barrett said this was only after his discovery at Vickers’ workshop. He ultimately landed a larger role in Shelter than the one he auditioned for, but argued that he achieved this on his own merits. Vickers agreed: “I saw over 50 people for that role and no one was really a fit. Had Mark not attended the workshop, we would never have seen his tape.”
Tapes For ‘Shetland’ & ‘The Gentlemen’
Barrett, who quit IAM in January, said he had concerns about the authenticity of at least five other requests for tapes, the most recent of which was for a major role in a potential new season of hit BBC series Shetland .
IAM forwarded Barrett an email from Orla O’Connor Casting in January, in which the Shetland casting director’s assistant purportedly wrote that she would “love for him to tape” for a “highly confidential” role. Again, IAM has now acknowledged that the email “misrepresented” O’Connor’s desire to see Barrett, but the agency said it did so to “nurture” his feelings and help raise his profile.
Email records show that the actor submitted his self-tape and IAM agent Kelly assured him it had been “sent on to casting.” In February, Barrett contacted Orla O’Connor Casting to thank the team for the opportunity. An assistant replied: “We haven’t received a tape from you, nor do we have a record of requesting one via your agent.”
In a legal letter to Deadline, IAM said it wanted to “push” Barrett for the Shetland role, but did not submit Barrett’s tape because of a “human error” involving a former assistant failing to follow Kelly’s oral instructions. IAM has reviewed its practices, looking particularly at when it confirms to clients that tapes have been submitted.
In another example from July 2022, Barrett received an email under Chaudhary’s name stating that the casting director on Netflix series The Gentlemen “has asked you to self-tape.” In reality, Dan Hubbard Casting had made no such request. Barrett submitted his audition and Kelly confirmed she was “happy to send this across.” Dan Hubbard Casting later confirmed that it had no record of receiving his audition.
IAM admitted that Barrett had not been requested for the role, but said it wanted to “push” its client. The agency said Dan Hubbard Casting declined to see Barrett’s tape, meaning it was never submitted. As with other examples, IAM argued that it was acting in Barrett’s best interests.
An Actor’s Anguish
For each audition, Barrett said he was pouring time and energy into roles he thought he had a genuine shot at. In a tearful interview with Deadline, Barrett said he felt professionally and personally burned by IAM. He explained that each tape represented a ray of hope and an opportunity at a big break in the industry, so to learn some were “phantom” auditions was devastating.
“It makes me sick to the pit of my stomach and I have never been so humiliated in all of my life,” he said. “It’s so f***ing sore, it actually hurts my heart. This is why I’m doing this [interview] because I don’t want another person to go through this.”
Barrett added: “I was caring for my dying father when I was receiving tapes from IAM. He will be spinning in his grave knowing that my career was in such manipulative hands. The moments of hope shared with him over auditions can’t be for nothing. He always taught me to stand up for myself and, without him, I wouldn’t be as strong to expose this.”
Through an attorney, IAM claimed that Kelly made clear to Barrett upon signing that he would be pushed for roles. IAM believes that the practice of sending unsolicited tapes is a way of opening doors with casting directors. The company argued that it sent Barrett misleading audition invites intending to secure him work.
In a statement, IAM said: “After Covid the landscape of the TV and film industry changed and the use of self-tapes increased, which enabled us to push for more opportunities for our clients. Even though many of our clients reaped the rewards of this approach we accept that it meant mistakes were made.
“Our focus has always been to get our clients as much work as possible through these unprecedented times. The happiness and success of our clients continue to be paramount and we have now implemented new systems to ensure this never happens again.”
Contracts & Client Claims
IAM is a member of the PMA and, through its lawyer Carter-Ruck, said it “abides with its code of conduct at all times,” including being “conscientious” about the welfare of clients. But questions have been raised about whether IAM has observed best practice.
The PMA states that agencies should not “seek to enforce any time restriction in relation to a client’s notice of termination of representation.” Deadline has reviewed the contract of a former client, who wished to remain anonymous. The agreement stated that they must give one month’s notice in writing. Chaudhary explicitly enforced this notice period in an email to the ex-client in spring 2023. Since publication, IAM has made clear that this was before it joined the PMA last December.
Barrett’s rolling contract also stated that he must give a month’s notice. Barrett acknowledged that IAM chose not to enforce the notice period when he quit at the start of the year, but his contract did not reflect PMA standards because it was entered into before IAM joined the PMA. IAM said it has updated its contracts and has not enforced notice periods since becoming a member of the PMA.
Madsen’s rep said he never had an official association with IAM, despite the company tweeting in September 2020 that it was “pleased” to have signed the Reservoir Dog s star. IAM said Chaudhary had WhatsApp contact with Madsen’s manager Bruno Rosato and Lohan, during which “opportunities” for work were discussed. IAM’s lawyer Carter-Ruck said stars like Madsen do not sign formal deals with small agencies and that the actor had several companies representing him. IAM developed a relationship with Rosato and solicited work for Madsen on an ad-hoc basis, without a contract of representation.
IAM said it represents other actors on this basis, including Police Academy star Guttenberg. Other clients on its books include CSI: Crime Scene Investigation actor Dourdan, The New Adventures of Superman star Dean Cain, and Steven Berkoff, who starred in Octopussy and Beverly Hills Cop .

USAID Launches Grants Program to Strengthen Youth Skills for Community Development

Phnom Penh, March 4, 2024 – The United States Agency for International Development (USAID) has launched the first round of grants under the new Advancing Youth Leadership (AYL) project. AYL is a five-year program to strengthen youth leadership skills and empower youth to engage in civic activities and community development.
AYL seeks to reach youth in the 15-29 year old age range with special consideration for those from traditionally under-represented groups and marginalized communities, including LGBTQI+ communities, those living with disabilities, and those from ethnic, indigenous or religious minority groups.
USAID’s 2019 Cross-Sector Cambodia Youth Assessment found that youth are interested in what is happening in their communities and want to contribute to community development and problem solving. However, many do not have access to opportunities to develop skills, share ideas, or gain practical experience to meaningfully participate. The assessment found most youth capacity initiatives remain small and localized.
At the launch event in Phnom Penh, USAID/Cambodia Mission Director Ms. Kerry Pelzman noted that global trends suggest youth are experiencing major technological, economic, and social transformations amidst significant global changes. Supporting youth initiatives today is an important investment for Cambodia’s future.
“The experiences of young Cambodians today are different from that of their parents’ generation or grandparents. Technology and globalization allows you to connect to peers near and far,” Ms. Pelzman said. “Knowing the value in supporting youth firsthand, it is with great pleasure that I join you today and launch USAID/Cambodia Advancing Youth Leadership’s grants call.”
Phnom Penh youth Tep Bunnak shared the benefits he has gained through youth volunteering with a local civil society organization. “I have increased my courage and gained opportunities to participate in many programs to improve myself. I began to love society more, and have had good connections and help from people around me,” Bunnak said. “I would like to thank USAID and AYL for paying attention to the training for young people and providing opportunities for us to participate in many volunteer and development activities.”
Through the AYL program, grantees will receive funding to scale interventions to engage youth in strengthening core competencies, including:
Life skills and fundamentals of leadership (e.g., goal orientation, critical thinking, and interpersonal communication skills);
Fundamental community development skills (e.g., civic engagement, problem and solution identification);
Digital and media literacy skills;
Professional pathways (e.g., career development centers, paid internships, career coaching); and
Practical action experiences (e.g., youth-led microgrants and youth-led and -focused community events and festivals).
The grants are open to applications from local for-profit and non-profit entities. They will roll out in future months to three additional locations, including the Siem Reap hub (covering Kampong Thom, Banteay Meanchey, Battambang, Kampong Chhnang, and Pursat), the Ratanikiri hub (covering Stung Treng and Mondulkiri), and the Takeo hub (covering Kampot, Prey Veng and Svay Rieng). These hubs were established to cover these 14 provinces, which represent over 66 percent of the population with highest density youth and marginalized groups.
Cambodia has the largest youth and adolescent population in Southeast Asia, with over 60 percent of the population under the age of 30 and almost 37 percent between the age of 10 and 29. Currently, nearly 43 percent of the working-age population in Cambodia is between the age of 15 and 29.
“Youth are the critical stakeholders for Cambodia’s future,” Nicole Johnson, Chief of Party for AYL, said during the launch. “Through AYL, local organizations will be resourced and supported to engage youth in developing the skills and gaining the experience they need to shape that future.”
USAID supports AYL through its implementing partner Chemonics International. In addition to empowering youth, USAID focuses on supporting the people of Cambodia through inclusive and sustainable economic growth, improved health, education, and welfare for Cambodians, greater protections of human rights, and greater government accountability and transparency.

Moscow's High Rise Bohemia: The International Business District With No Business

The Moscow International Business Center (Also known as Moskva-City ) was meant to be Russia ’s ticket into the Western world. First conceived in 1992, the district at the edge of Moscow’s city center is intended to contain up to 300,000 inhabitants, employees and visitors at any given moment and, when completed, will house over 4 million square meters of prime retail, hotel and office space to create what the Russian government desired most from this project: an enormous financial district that could dwarf London’s Canary Wharf and challenge Manhattan . Twenty three years later though, Moscow-based real estate company Blackwood estimates that as much as 45% of this new space is entirely vacant and rents have plummeted far below the average for the rest of Moscow. The only press Moskva-City is attracting is for tenants like the High Level Hostel , a hostel catering to backpackers and other asset-poor tourists on the 43rd floor of the Imperia Tower , with prices starting at $25.50 for a bed in a six-person room. This is not the glittering world of western high finance that was envisioned back in the post-Soviet 90s; but what has it become instead?
As one might expect from a project of this sheer ambition, Moskva-City has a troubled past. The economic crash in 2008 hit Russia hard enough to evict the previous Mayor of Moscow , Yuri Luzhkov, who had been a cheerleader for the district, and replace him with the considerably more austere Sergei Sobyanin, who famously declared that the whole idea was an “urban planning mistake.” But as recently as 2013, the Wall Street Journal was triumphantly claiming that Moskva-City had risen from the dead, citing 80% occupancy rates and glowing quotes from industry insiders claiming that Moskva-City was the "place to be." Driven by record highs in oil prices, Moscow looked poised to become the next Dubai .
Instead, Moscow is now in the grip of an economic winter prompted by western sanctions and drops in the price of oil. The large financial groupings that Moskva-City was meant to shelter have been warned off by their inability to issue credit to international markets, for example - but Moskva-City isn’t just an Empire State Building left empty by the Great Depression.
A fundamental problem that is holding Moskva back compared to the rest of Moscow is the simple fact that currently, getting to Moskva-City is nigh-on impossible at peak hours. Moscow has long been plagued with transport problems, ever since the government failed to match the dramatic expansion of the city with a dramatic expansion of the transport system after the Second World War. Despite being only 2.5 miles from the Kremlin , Moskva-City is only just inside the ring road that bounds the city center and which acts as the only real transport link to it (and as a result, is clogged by construction vehicles.) A railway and metro hub has been finished, but so far only runs a one-stop shuttle service to the closest Metro station that is actually integrated with the rest of Moscow Metro. The isolation of the outer districts is a large, negative part of the Moscow psyche, and it’s not surprising that this is driving away the globetrotting financial elite this project was meant to attract.
The project is managed by architectural practice No.6, which is a constituent part of the large Moscow based practice Mosproject-2 , which is itself a public corporation headed up by Mikhail Vasilyevich Posokhin, who is apparently the “People’s Architect of Russia.” Despite all this state involvement, the project has still managed to become bogged down in bureaucratic infighting - each lot is managed and developed individually, which has led to developers competing for occupants by slashing rates.
Much has been written about the way modern financial districts and towers that inhabit them can be unwelcoming, forbidding or even hostile by design, but the skyscrapers of Moskva-City seem even less friendly than usual. The site - a former stone quarry, chosen out of necessity as the only place in the city center where a new district could be plausibly constructed - is isolated both physically and visually, leaving the cluster a stark anomaly on the city skyline. Even the names seem more imposing than optimistic now: Imperia, City of Capitals , Steel Peak.
The Mercury City Tower , so far the tallest completed building on the site, is officially “a strong reference to Russian constructivism, [which] gives the tower a strong vertical thrust similar to the one found in New York's Chrysler building .” It would be easy to criticize the Mercury City Tower for picking ‘inspirations’ that are so totally opposed to each other - The Chrysler building the defining emblem of American pre-crash confidence and Constructivism created with the express purpose (especially architecturally) of extending the Bolshevik revolution into a social revolution - but the way they smash those two inspirations together is almost beautifully ironic.
Even though the High Level Hostel is less an asset to a financial district than it is a PR problem, it’s been a huge success since opening in September, already ranked 27th out of 766 hostels in Moscow by TripAdvisor. According to the management agency for Moskva-City , 58% of the new occupant signings this year have been non-financial, including a number of small to medium size businesses. Other areas of office space have been occupied by a restaurant and a culinary school, while another space has been redeveloped into a 6,000 seat theater.
While Moskva-City is failing to be a financial district that could take on the world, it’s inadvertently becoming a humanized space catering to the very groups that the Russian economic miracle left behind. Taking advantage of rents lower than the rest of Moscow , the world class facilities and the sheer desperation of the developers, the humanization of Moskva-City could well create the world’s first high-rise bohemia.
Of course, these are not spaces designed for a community, or even for people: these are spaces designed for money, and there’s little scope for changing something that seems so baked into the design of Moskva-City . The High Level Hostel is trading off of the irony of being a hostel in a banking tower, but it’s perfectly possible that at some point people will no longer find this joke funny (especially in a building that seems hostile to the very idea of humor). The isolation of Moskva, even though it allowed this community to spring up in the first place, is just as detrimental to a humanized district as it is to a financial one: even bohemians need to move around the city, or the district risks becoming a black-spot instead of a hot-spot.
Moskva-City’s isolation won’t last forever. The end of construction will open the roads up to traffic, and plans to properly integrate the spur lines of the Metro in this area into the wider system are well under way. The integration of the district will inevitably push up rents, and the Russian economy will eventually boom once again. When that happens, Moskva-City is prime territory to be reconquered by the giants of international finance, and it seems unlikely that the municipal or national governments would want to step in to protect this accidental district. For now, though, the towers capture perfectly this moment of Russia ’s schizophrenic understanding of its place in the world.
