SINGAPORE: Singapore saw its largest number of visitor arrivals last month since implementing travel restrictions at the end of March to curb the COVID-19 pandemic.

A total of 14,676 visitors arrived in Singapore in November, according to data from the Singapore Tourism Board (STB) on Thursday (Dec 31). 

This compares to about 750 travellers in April, after Singapore on Mar 23 restricted the entry and transit of all short-term visitors amid the heightened risk of imported COVID-19 cases. 

More than one-quarter of Singapore's arrivals in November hailed from China, with about 4,010 travellers. Indonesia accounted for about 3,120 visitors, while Malaysia made up 1,200 of the arrivals.

Some of the other visitors came from Japan, the Philippines, Vietnam, India, Australia, the United States, Hong Kong, South Korea, the United Kingdom, Thailand, Taiwan and France.

Despite visitor arrivals improving 9.5 per cent from October, last month's figure was still a fraction of the 1.53 million visitors in November 2019, registering a 99 per cent drop year-on-year.

STB defines visitor arrivals as international visitors whose length of stay is less than a year in Singapore. 

This excludes Malaysian citizens arriving by land as well as returning Singapore citizens, permanent residents and pass holders. Crew members on public modes of transport, military personal and transit or transfer passengers are also not included.

STB data also showed that hotel room revenue plunged 82 per cent year-on-year at S$66.3 million as of November. This was also down 0.6 per cent from October which recorded S$66.7 million.

The standard average occupancy rate for November was 53.8 per cent, compared to 88.9 per cent the year before. 

Standard average room rates in November was S$144.60, up from S$138.20 in the October, but down 33.2 per cent from S$216.50 in the same month last year.

Singapore’s aviation and tourism industries have been hit hard by the COVID-19 pandemic.

The Ministry of Health on May 19 said Singapore would gradually reopen its borders with safeguards in place to allow Singaporeans to conduct essential activities abroad and for foreigners to enter and transit through the country.

It has set up reciprocal green lanes with some countries to facilitate short-term essential business and official travel, and launched an air travel pass to allow short-term visitors from some countries to enter Singapore.

Minister for Trade and Industry Chan Chun Sing on Nov 25 said Singapore needs to manage the risks – not eliminate them entirely – as the country prepares to reopen for travel.

Global travel “will never be the same again” even after COVID-19, he said. But changes to the way people travel and how events are conducted were "already on the horizon" before the pandemic.

Singapore tourist arrivals dip from post-Covid record to 816,254 in November

SINGAPORE’S international visitor arrivals slipped in November to 816,254, slightly down from October’s 816,758 and breaking a nine-month growth streak, going by latest figures from Singapore Tourism Board (STB) on Tuesday (Dec 13).

November’s tourist arrival numbers remain below the 1.5 million visitors recorded in November 2019, before the pandemic.

But analysts agree that the slight fall was expected and reflective of historical trends.

“You are benchmarking against October with Formula 1 and all major Mice (meetings, incentives, conferences and exhibitions) activity in the city,” said Jesper Palmqvist, senior director for Asia-Pacific at hotel industry research firm STR.

“November was also a good month, considering where we’re coming from. In fact, the ability to replicate October so closely is quite the achievement.”

He added that November’s visitor arrivals have not once beaten October’s from 2015 to 2019.

Gus McConnell, Asia-Pacific research manager at CBRE, also noted that global economic headwinds, lingering uncertainty over China and Hong Kong’s reopening and below-average available seat kilometres for airline passengers led to expectations of slowing growth.

Palmqvist added that “the main challenge on the radar is flight capacity” in terms of both seats and staffing, which leads to price volatility.

Analysts also agree that arrivals historically tend to spike in holiday-season December and should see growth then, though Palmqvist added that he estimates a smaller growth margin for the month compared to previous years.

Looking forward to 2023, McConnell and Wong Xian Yang, head of research at Cushman & Wakefield, expect China’s relaxation of Covid restrictions to boost travel recovery. Wong said that international visitor arrivals could surprise on the upside and exceed 12 million.

China, which was Singapore’s biggest inbound market from 2017 to 2019, sent just 16,023 visitors in November, though this was more than the preceding month when 14,971 visitors from there arrived in Singapore.

On next year’s outlook, Palmqvist added: “The booking window (the time between booking and arrival) for Singapore seems to have extended, which is good and a sign of market normalcy.”

Indonesia was, for the eighth straight month, the biggest source of arrivals, sending some 144,444 travellers in November, up from 133,408 recorded in the previous month.

India, Malaysia and Australia, which all saw falls in numbers of visitors sent, continued to hold the second, third and fourth spots, respectively. Hailing from India were 73,663 visitors, down from the previous month’s 81,774; Malaysia sent 72,300, down from 77,088; and 69,043 came from Australia, down from 73,718.

“Since numbers are still smaller compared to pre-Covid, it doesn’t take too many to create those shifts, so I wouldn’t read too much into that,” said Palmqvist. McConnell said that the decline in arrivals from source countries in November was a return to pre-Covid trends and “not an indicator of waning interest from the top feeder markets”.

In the year to date, Singapore has reported some 5.4 million international visitor arrivals, against STB’s expectation of four to six million international visitors for the year, announced in July.

Singapore tourist arrivals double in 2023 amid global travel recovery

  • The Singapore Tourism Board said that this in line with its forecast, and was at 71% of 2019 levels, the last full year before the COVID-19 pandemic hit the country.
  • Indonesia topped the ranking for the most amount of tourists to Singapore at 2.3 million, followed by China and Malaysia at 1.4 million and 1.1 million respectively.

International tourist arrivals to Singapore more than doubled in 2023, surging to 13.6 million compared to 2022's figure of 6.3 million .

The Singapore Tourism Board said this in line with its forecast, and was at 71% of 2019 levels, the last full year before the Covid-19 pandemic hit the country.

Indonesia topped the ranking for the most amount of tourists to Singapore at 2.3 million, followed by China and Malaysia at 1.4 million and 1.1 million respectively, according to STB data.

"Other key markets that posted buoyant recovery included Australia, South Korea and USA," the tourism board added.

Longer stays

Separately, visitors also spent more time in Singapore compared to before the pandemic.

The average length of stay in 2023 was approximately 3.8 days, compared to 3.4 days for the same period in 2019.

STB Chief Executive Melissa Ow said in the release: "The robust performance in 2023 signals a promising recovery for tourism, in line with increasing flight capacity and growth in international travel demand."

Tourism receipts are estimated to reach between 24.5 billion to 26 billion Singapore dollars ($18.28 billion to $19.4 billion) for the whole of 2023, surpassing STB's forecast of between SG$18 billion to SG$21 billion set out in 2023.

From January to September last year, tourism receipts across all spend categories have either exceeded or recovered close to pre-pandemic levels, compared with the same period in 2019.

Moving forward, STB expects the tourism sector to continue recovering, driven by improved global flight connectivity and capacity as well as the implementation of the mutual 30-day visa-free travel between China and Singapore.

As such, the tourism board forecasts that the international visitor arrivals to Singapore are expected to reach around 15 to 16 million, bringing in approximately SG$26 billion to SG$27.5 billion in tourism receipts.

Singapore tourist arrivals dip for 3rd straight month to 1.13 million in October

SINGAPORE – Singapore’s international visitor arrivals slipped month on month for the third consecutive month to 1,125,948 in October, based on the latest figures from the Singapore Tourism Board (STB).

This was a touch lower than the 1,130,757 visitors posted in September – but still 37.8 per cent higher than the 816,833 visitors recorded in October 2022.

Tourism arrival patterns in 2023 reflect seasonal trends – a boost in July and August from inbound Chinese arrivals, before tapering in September and October – which were also observed pre-pandemic, said DBS Bank analyst Geraldine Wong.

Indonesia was again the top source of visitors to Singapore in October, with 180,881 tourists visiting from the country. This marked a jump from the 175,601 tourists in September.

The next largest source country was China, from which 122,764 visitors hailed in October, dropping from 135,677 in September.

Ms Wong noted nuances in the Chinese outbound footprint in recent months due to safety concerns travelling to both Thailand and Japan.

“This may have diverted some footprint into Singapore instead in the immediate term,” she said.

But she believes that this was not enough to offset the seasonality patterns. “News flow-driven sentiments and trends tend to fade away quickly,” she added.

Ms Wong also noted that many Chinese spent Golden Week – Oct 1 to 7 – travelling domestically, disappointing hoteliers hoping for more Chinese demand.

Overtaking Malaysia and Australia to clinch the No. 3 spot was India, which had 94,332 people coming to Singapore in October. This was up from 81,014 in the preceding month.

Malaysia, which came in fourth, posted 88,641 international arrivals, down from 89,384 in September. Australia, which rounded out the top five, was the source of 88,032 visitors, down from 104,497 in the preceding month.

So far in 2023, Singapore has welcomed some 11.3 million visitor arrivals, against the 12 million to 14 million arrivals that STB expects to hit in the full year. THE BUSINESS TIMES

1. Singapore is open to all travellers without quarantine. This includes non-fully vaccinated travellers. Covid-19 pre-departure tests are not required. More details are available  here. 2. Depending on the destination you are travelling from, mask-wearing aboard flights and ferries to Singapore may be required. Travellers are advised to check with the respective transport operator on the mask-wearing requirement prior to their trip.

3. Singapore has stepped down all COVID-19 measures and mask wearing is not required except in healthcare settings. However, do practise good personal hygiene and wear a mask if you are unwell.
