Visa statistics: Schengen States issue 2.4 million visas for short stays in 2021

Launch of the Visa Information System (VIS)

Figures published by the European Commission show that the consulates of the EU countries and Schengen Associated Countries received around 3 million applications for short-stay visas in 2021. This is the same number as in 2020 but considerably lower than in 2019 - 17 million. The global travel restrictions in the wake of the COVID-19 pandemic in 2021 continued to drastically depress the demand for Schengen visas worldwide. As a result, the level of visa operations stayed low in 2021: 2.4 million visa issued (2.5 million visa issued in 2020).

The ranking of largest source countries remained almost unchanged, but at very low levels. Numbers of visa applications of the top five applicant countries:

  • Russia: 654 000 in 2020; 536 241 in 2021
  • China: 207 000 in 2020; 27 458 in 2021 (almost a 90% decrease)
  • Turkey: 229 000 in 2020; 271 997 in 2021 
  • India: 168 000 in 2020; 130 000 in 2021
  • Morocco: 180 000 in 2020; 157 000 in 2021

The average percentage of visa applications that were refused edged up slightly in 2021 in certain countries, with some variation: 0.3 % (2020) vs. 1.1 % (2021)  in Belarus, 1.2% (2020) vs. 10.8 % (2021) in Botswana and 2.6% (2020) vs. 3.2 % (2021) in Russia.

Worldwide, 13.4% of all visa applications were refused , the same percentage as in 2020. 1.7 million or 71 % of the 2.4 million visas issued in 2021 allow for multiple entries into the Schengen area, a share that despite the overall decline in the numbers of applications remained stable compared to the share in previous years.

In addition to the 2.4 million visas issued abroad, in 2021 the Schengen States also issued 69 401 uniform visas directly at the external borders.

This European Country Has The Highest Multiple-Entry Schengen Visa Approval Rate

When visiting multiple countries in the Schengen zone, it is important to apply for a visa from the country you are entering first or where you are spending the maximum number of days. If that country happens to be Germany, then you are in luck, as data shows that it is the best country for getting a multiple-entry Schengen visa approved.

The multiple-entry visas (MEVs) allow travellers to enter and exit the Schengen Area, comprising 27 European countries, multiple times before the expiry of the visa. In 2022, Germany came out on top for having the highest share of MEVs in the total number of visas issued, according to data on Schengen Visa Info . Of 8,17,307 visas Germany approved, 7,40,356 were MEVs — an approval rate of 90 percent.

Apart from Germany, Slovenia and Estonia also had the highest issuance rate for MEVs. Of the total visas issued, Slovenia granted 81.6 percent visas for more than one entry, and Estonia granted 81.3 percent MEVs. Following them closely was Austria (79.4 percent) and Italy (73.8 percent).

Nordic countries — Iceland (5.8 percent), Norway (33.6 per cent) and Sweden (33.6 per cent) — were at the contrasting end for having the lowest approval rates of multiple entry visas.

France and Spain, the top two most visited destinations in Europe, received more applications than Germany but had a lower share of granting multiple entry visas. France received almost two million applications in 2022. Out of these, just 40 percent were allowed to enter multiple times. Following closely behind, Spain issued only 39.3 percent visas for multiple entries, according to the Schengen Visa Info data.

Lower chance of Schengen visa rejection by Germany

In addition to having the highest multiple entry visa rate, Germany also had one of the lowest overall visa rejection rates when compared to other Schengen countries. According to this 2022 data, Germany only rejected 16.2 percent of applications it received, which is even lower than the Schengen member states’ average — 17.9 percent.

Malta, Sweden, Belgium and France are the countries that saw the highest rejection rates in 2022. In contrast, Iceland , Lithuania, Finland and Latvia were the countries to have the lowest overall rejection rates, according to the data.

What is a multiple entry visa?

A multiple entry visa means one can leave and enter the Schengen Area more than once but without violating the 90/180 rule. According to this rule, you cannot stay in Schengen zone for more than 90 days in a period of 180 days. Depending on the frequency of travel, one can apply for multiple entry visas for one year, three years or five years.

Can I visit Germany?

Foreign citizens who want to travel to Germany need a visa, except for citizens of other EU and Schengen countries - and some other third countries whose citizens are allowed to travel to Germany visa-free. You can find out whether you need a visa for Germany at  auswaertiges-amt.de .

Here you can find information about the visa for visiting Germany, i.e. the visa for a (short-term) trip to Germany, which is officially known as "Schengen Visa Type C", "tourist visa" or "visitor visa".

What do I need to know?

A so-called "Schengen Visa Type C" is the visa you need to visit Germany for a few days or weeks- it allows you to stay in Germany for up to 90 days within 6 months in total . This is the type of visa you need if, for instance, you are visiting family or friends in Germany, want to travel to Germany as a tourist or for a business trip. 

A visa can be issued for a few days or for 4 years, for example. The diplomatic missions abroad decide whether to issue a visitor visa– the validity duration depends on your travel plans and the documents you submit. If you regularly visit your family or friends in a Schengen state or have to travel frequently to the Schengen area for professional reasons and can prove that, you can obtain an annual visa with multiple entries.

It is important to note: If your Schengen visa is valid for more than 6 months, you must ensure that you do not stay in Schengen countries for more than 90 days within 6 months (180 days). That means you need to watch out as not to exceed the permitted length of stay each time you visit.

Good to know : If you have a visitor visa valid longer than 90 days, you can divide your visit into 90-day slots within 6 months. You can calculate the remaining days of your visa using the Short-stay Visa Calculator on the European Union website.

To have a chance of obtaining a Schengen visa, you must meet the following requirements:

  • You have to offer an adequate, credible reason for your trip. You can read more about this in our chapter " Invitation Letter for a visitor visa ".
  • You must be able to secure your travel and living expenses during your stay. You can prove that, for example, by showing your bank statements from the previous three months, proof of your assets, etc. If you cannot prove that you have enough money, someone living in Germany can submit a so-called "declaration of commitment" for you. You can find out all about that in our chapter " Declaration of commitment for a visitor visa ".
  • You need to have travel health insurance with a minimum coverage of €30,000 for the Schengen area for the entire duration of your trip. Such travel insurance costs around €10 per week.
  • The staff at the embassy/consulate must conclude that you will leave the country after your visa has expired. Possible evidence of your willingness to leave the country is, for instance, having a job or educational commitment in your home country, showing a purchase contract for a flat in your home country, having underage or dependent family members in your home country, etc. You need to submit relevant, convincing evidence when applying.

Please Note : You must meet ALL of the above requirements to obtain a visa. The decision on whether you should be issued a visa is up to the embassy/consulate. Unfortunately, it could be pretty hard to obtain a visa when numerous people from your home country flee to Germany.

You need to apply for a Schengen visa in person at the German embassy/consulate in your home country or a neighbouring country (if there is no German embassy or consulate in your home country) or the country where you reside. You can find the addresses of all German embassies and consulates on  the website of the German Foreign Office . You have to make an appointment in advance to submit the application. 

You can usually download and print out the form for the visa application on the website of the embassy/consulate. There you will also find a list of all the documents that you have to submit. If you cannot print out the form yourself, you can find it in your language free of charge on-site and fill it out.

Alternatively, you can fill out the form online at  videx.diplo.de   and then print it out. The website works in many languages.

Yes. When you apply for a Schengen visa, you must briefly describe the reason for your trip (e.g., attending a wedding, a holiday with friends, etc.) and your travel details and prove it, e.g., through hotel bookings or invitations.

  • As a tourist , you must describe your travel plans in a detailed daily programme. You can do so by providing a clear schedule (e.g. a list of the museums or sights you want to visit), the destinations you want to see and preferably also present the reserved tickets for the cities you want to go to in Germany.
  • If you are planning a business trip or a visit to a trade fair , you must be able to show an invitation or ticket for the event. It will also be checked whether your area of work has a meaningful connection with the planned visit.
  • If you wish to apply for a visitor visa for a short stay (up to 90 days in total within 6 months) for medical treatments in Germany, you will need an invitation from the clinic where the treatment will take place, confirmation of funding for the treatment, confirmation of accommodation for you and your accompanying person, medical documents and a medical certificate as well as other documents proving your travel plans. Further information can be found on the website of the German diplomatic mission or consulate where you wish to apply for your visa. You can find a list of German diplomatic missions abroad on the website of the Federal Foreign Office .

For a Schengen visa, you usually need at least the following documents:

  • A valid passport
  • Current biometric passport photos
  • A completed visa application
  • Proof of your accommodation
  • (If you want to visit someone) an invitation from relatives or acquaintances or an institution or company. You can learn more in our chapter " Invitation Letter ".
  • Your travel dates according to your tickets
  • Proof of your financial resources or a letter of commitment. You can learn more in our chapter " Declaration of commitment for a Visitor Visa ".
  • Schengen visa travel insurance

Important : The documents must always be complete, i.e. you must bring all documents with you to the appointment . In individual cases, it may be possible to submit documents later within a certain period of time but only by prior arrangement! Otherwise, the embassy will reject your application directly (without informing you beforehand).

The processing fee for a Schengen visa is €80, and you have to pay the money when you apply. Important: You will not get this money back even if your visa application is rejected.

In principle, the application procedure takes up to 14 work days until the embassy/consulate decides on your visa application.

Please note , however, that this deadline is not always met. So book your appointment at least 2 weeks to a month before your planned trip.  You can apply for the visa up to 6 months before the planned trip, and you can make an appointment for the application in advance.

If your application is rejected, you will receive written notification with the reason behind the rejection. You can object to the decision within a month. T o find out where and how to file your objection, check the notice of rejection (usually at the end) .  

To object the rejection of your application, you must prove that the reasons for the rejection are not valid. When filing an objection, you have the opportunity to submit all the documents that were previously missing.

For example, it could be said that you have not provided enough proof of funds. However, if you are sure that you have enough money for your trip, clarify it in a letter and prove it with bank documents and other financial proof.

If you stay in Germany after your visa has expired, your stay will be considered illegal. The authorities will demand that you leave the country - and if you don't, you could get deported.  In such a case, you would also receive an entry ban of several months.

A Schengen visa can only be extended in exceptional cases. For example, if you are ill and unable to travel. However, for you to be considered “unable to travel”, significant requirements must be met. Even an illness that is proven by a medical certificate is often not considered sufficient ground if the person concerned is still able to travel or be transported by plane. The local Immigration Office where you are staying will decide whether your visa should be extended.

You can enter Germany with a Schengen visa and then apply for asylum  as you always have the right to apply for asylum . But  whether your asylum application will be approved depends on the circumstances in your home country. In principle, people who have a chance of asylum usually are not issued a visa at all. Please note : Until a decision has been made on your asylum application, you or the person who has made a declaration of commitment for you must cover all upcoming costs (accommodation, food, medicine, etc.)- including expenses of possible deportation. If you enter Germany with a Schengen visa and find a job that meets the considerable requirements of the EU Blue Card after entering the country, you can apply for the EU Blue Card under the new regulations. Please note , however, that the employment contract may only be signed after you have entered the country.

Important : Since the law is new, it is also possible that the Immigration Office initially rejects your application for an EU Blue Card because there is not yet much practical experience with the new regulation. But in principle, if you meet the requirements, you should be able to obtain an EU Blue Card.

The Recovery of Tourism in Germany after Covid-19

The Covid-19 pandemic made a huge impact on the tourism industry in Germany, leading to a loss of 161 billion euros.

According to a press release issued by the German Office for Statistics, Destasis , Germany recorded an increase in overnight stays of 2.7% in 2021 compared with 2020. Still, the numbers show a decline of 37.4% compared with 2019. 

However, a WTTC report revealed that the travel and tourism sector in Germany saw the beginnings of a slight recovery in 2021, even if the numbers recorded were down on pre-pandemic levels. 

According to the same report from WTTC, the contribution of the travel and tourism sector to the economy would have been higher if it weren’t for the Omicron variant which prompted Germany to introduce new restrictions on travel. 

  • In 2021, Germany received 346,284 Schengen Visa applications ( 65.542 or 16% fewer than in 2020). 
  • In 2021, Germany received 1,825,000 or 84% fewer Schengen Visa applications than in 2019.
  • In 2021, Germany issued 268,000 Schengen Visas ( 75.500 or 22% fewer than in 2020). 
  • The most important source markets for Germany in 2021 were the Netherlands with 4.7 million overnight stays and Switzerland with 2.7 million overnight stays. 
  • In 2021, Germany had an above-average share of the international business travel market, with 19% of international trips to Germany taken for business purposes ( 6 percentage points more than the EU average). 
  • In October 2021, the number of overnight stays in accommodation establishments increased by 30.3% compared with the corresponding month of 2020.

  • 52.9% of the trips taken to Germany in 2021 had an average length of 1 to 3 nights.
  • Only 15.5% of the trips taken to Germany in 2021 had an average length of 10 nights or over.
  • Nearly 21,628,000 ( 14% ) trips taken to Germany in 2021 were for business purposes.
  • In February 2021, the number of persons employed in accommodation services dropped by 25% compared with the corresponding month of 2020.
  • In 2021, Germany ranked the 3rd country with the highest number of Schengen Visa applications received.
  • In 2021, China submitted nearly 427,000 ( 99% ) fewer Schengen Visa applications compared with 2019.

PLEASE NOTE: the ONLINE visa application form will reduce the amount of time an applicant has to spend at the visa counter. After the visa application form has been filled-in online, it has to be printed, therefore a printer must be attached to the computer. When the application is printed, a barcode is generated and printed automatically on the application form. On the other hand, the visa application form in pdf format can also be downloaded and filled-in (also by hand), but it will cost the applicant longer time at the visa counter.

Treading a Fine Line - Chancellor Scholz's Complex China Visit Amid Rising Economic Ties

What is the current status of sino-german relations.

G iven the full agendas of Chinese President Xi Jinping and Chancellor Scholz, the timing and length of the visit warrant no criticism. Despite Iranian drone attacks on Israel, the Chancellor maintained his most important appointments, including a visit to Bosch's hydrogen factory in the Yangtze metropolis of Chongqing. Only the tourist points of the program were cancelled.

China has been Germany's largest trading partner since 2016. However, the trend suggests that China's economic ties with Germany are diminishing, while Germany's dependencies on China have gained importance over the years. Bilateral trade reached nearly €299 billion ($324 billion) in 2022, but decreased to about €251 billion ($272 billion) in 2023 due to a reduction in German exports. The trade deficit with China was €58.4 billion ($63 billion) in 2023. The value of computers and other data processing devices imported from China now exceeds the value of German automobile exports to China. New dependencies are emerging in raw material-based components for future fields such as e-mobility and renewable energy.

The Sino-German relations and thus the Sino-German cooperation have been reoriented by the adoption of the China strategy by the federal government, which was published by the German Bundestag in July 2023. China is described in the strategy as a "partner, competitor, and systemic rival." The strategy articulates the desire to make economic and trade relations with China "fairer, more sustainable, and reciprocal."

However, political aspects are also coming more into focus with the German China strategy. China's close relations with Russia are a particularly sensitive issue in the context of Russia's war of aggression against Ukraine. However China is not the only state resisting Germany's and its allies' call to reconsider economic cooperation with Russia and possibly join sanctions.

India and South Africa, two other states that are cooperating with Russia as part of the BRICS group, are also not participating in the sanctions. China's peace plan for Ukraine has met with relatively strong resonance in the countries of the Global South, while it has found little appeal in the Western capitals. China has now once again strongly advocated for a negotiated solution, and this initiative may have a greater chance of success this time, given the military developments to Ukraine's disadvantage. China has also made proposals on how to settle the war between Israel and Hamas.

How is the German China strategy viewed in China?

The China strategy was designed under the leadership of the Federal Foreign Office. It does not bear the signature of Chancellor Scholz. The strategy was criticized by some German and international China experts. However the picture here is not uniform. The Berlin-based Mercator Institute for China Studies (MERICS), which was placed on an official Chinese sanctions list by the Chinese government following EU sanctions against China in March 2021, supports the strategy and goes even further in its criticism of China.

The term "systemic rival" in the German China strategy has led to diplomatic tensions in China. In Germany, under the traffic light coalition, the political discourse on cooperation with China has evolved towards reducing risks (de-risking), although the positions of individual politicians have not yet been able to prevail, especially on the part of the Greens and the FDP, towards decoupling from China (de-coupling).

Generally speaking, the statements of German Chancellor Olaf Scholz and the SPD are less critical of China than statements from politicians from the other governing parties, including the foreign minister and the German finance minister. The federal government emphasizes that the repeated formulation of "systemic rivalry with China" in the strategy does not mean that cooperation is not possible. On the contrary, the federal government emphasizes that it is seeking cooperation with China on fair terms and rejects decoupling.

It is therefore not surprising that the China strategy has been criticized in Germany from business circles, although the picture here is not the same all over. The Federation of German Industries (BDI) already described China in a basic paper in January 2019 as a partner and systemic rival (BDI 2019). The BDI is not accompanying Chancellor Scholz on his trip to China this time. Some companies and other business associations, like the Federal Association for Foreign Trade (BDA), view such formulations more critically and complain that they could cause confusion among Chinese partners and increase investment risks.

What role does the German China strategy play during the Chancellor's visit?

During Chancellor Scholz's visit, it is not or not directly about implementing the China strategy, as this is a unilateral strategy announced by Germany. It is more of a political declaration of intent that does not include a specific strategy for implementation. Therefore many economic and also political dynamics of cooperation are not directly influenced by the official China strategy. At the level of the European Union (EU), the EU Commission is, however, in the process of filling this keyword with content following the announcement of the de-risking strategy in March 2023 and identifying and concretizing areas of action and initiatives to strengthen the EU's economic security.

Chancellor Scholz traveled to China with three cabinet members. Environment Minister Steffi Lemke (Greens), Agriculture Minister Cem Özdemir (Greens) and Transport Minister Volker Wissing (FDP) as well as a larger delegation of companies. Foreign Minister Baerbock and Economics and Climate Minister Habeck were not present. However, Habeck is planning to travel to China from June 17 to 21, 2024, accompanied by a business and press delegation.

Germany insists that Sino-German climate policy should not be negatively affected by the German China strategy. On the contrary, under the traffic light government, Germany is seeking to intensify climate policy cooperation with China. In view of China's high greenhouse gas emissions and thus the relevance of China for global climate protection at the international level, the federal government can only credibly advocate for climate protection issues in Germany if it also pushes for more climate protection in dialogue with China.

However, it would be naive to believe that the Chinese tensions relating to the German China strategy and the EU and Germany's accusations against China for human rights violations would not affect cooperation in the field of climate protection. However, China has not directly mentioned this, in contrast to the USA. Overall, despite criticism of the German China strategy and diplomatic rejection of accusations from the field of human rights, China has behaved pragmatically in bilateral relations and has not discredited Germany's offers of cooperation.

Where are the major economic challenges in dealing with China?

So far, German industry has not been able to reduce its dependence on China. On the contrary, it has increased. For example, the German energy transition would be doomed to failure without products from China, especially solar panels and raw materials for wind turbines.

But also 85 percent of laptops, 75 percent of bicycle frames and 87 percent of imported strollers come from China, as do many medical precursor products.

German companies complain about unfair competition in China. China's trump card is the market access of German companies, which continue to invest in China. In 2023, direct German investments in the People's Republic of China exceeded the €100 billion ($108 billion) threshold for the first time and account for 7.2 percent of direct German investments abroad. The figures published in China, which also include Taiwan and Hong Kong, go even further. Even the figures are therefore politically sensitive.

Shortly before Chancellor Scholz's visit, VW announced that it is investing another €2.5 trillion ($2.7 trillion) in the province of Anhui. This investment goes back to the efforts of former Chinese Premier Li Keqiang. The economically liberal ex-premier died unexpectedly on October 27 last year.

How is Chancellor Scholz's trip being evaluated?

In China, the visit is seen positively and the opportunity is being used to illustrate the breadth and depth of good relations with Germany. However, it is also known in China that the poll ratings of the Chancellor are currently at a very low level. The fact that Scholz was accompanied by three federal ministers and that German companies are planning further investments in China was well received. China is already planning Xi Jinping’s trip to Europe in early May, where he will visit France, Hungary, and Serbia, among others.

In the Chinese media, the topics critically discussed in the EU and also by Germany, such as human rights and differences in geopolitical issues, are not openly addressed. If at all, this takes place within the framework of other dialogue formats, e.g., conferences where think tanks and experts from both sides are allowed to explore the different perspectives.

In Germany, the visit is evaluated very differently, which is no longer a surprise. In the question of China's position, there is little uniformity in Germany and this is unlikely to change, more the opposite, in fact.

While critical attitudes towards China are emphasized in the media and in large parts of politics, the economy and, to a large extent, also science are still interested in close cooperation with China. Many people who have direct contact with China and are interested in Chinese culture see China much more positively than the media.

China therefore wants to promote "people-to-people exchanges" and even waives the requirement for a visa for trips of up to two weeks.

The political systems, however, differ fundamentally. Conflicts in China are fought within the party and are as concealed as possible from the general public, whereas in Germany many political issues are characterized by openly fought party-political conflicts.

Journalism in Germany and China is completely different. In China, the media are under state supervision and their task is to prepare and distribute information from politics, economy, culture, and sports for different target groups. Critical reporting is rare.

In science and among companies, the differences are also great, but by no means as fundamental. And the Chinese private sector was left on a long leash for a long time and developed very dynamically. In production, the price-performance ratio and reliability are still hard to beat today, so that supply chains can only be moved away from China with major losses. And last but not least, the Chinese market is extremely important for export-oriented Germany.

Anyone who works in the field of environmental and climate protection will also have to recognize the necessity of cooperation with China. China is not only the largest emitter of CO2, but also the world's largest investor in renewable energies and has a lot of influence in international climate negotiations through its close relations with countries of the Global South. The major global sustainability and climate protection agreements, especially the United Nations' global sustainability goals and the 2015 Paris Agreement, would not have been adopted by the community of almost all states without China's constructive role.
