Sachin Kurve, Secretary, Tourism, Govt of Uttarakhand & CEO, UTDB

Shri Sachin Kurve, a 2003 batch IAS officer of the Uttarakhand cadre, has taken charge as Secretary of Tourism, Government of Uttarakhand, and CEO, Uttarakhand Tourism Development Board.

He has held several senior key positions so far in his career spanning close to two decades. Out of these, he has held key positions in the governments of Uttarakhand and Maharashtra.

The prime positions he held during this tenure included, the District Magistrate of Rudraprayag, Tehri-Garhwal, Dehradun, and Haridwar and Director and Additional Secretary, Panchayati Raj Department, and Additional Secretary to the Governor.

In early 2015, he moved to Maharashtra on deputation wherein he again held several key positions including District Collector, Revenue and Forest Department in Nagpur and Mumbai Sub Urban. Prime positions held during his deputation include Secretary to the Chief Minister, Secretary to the Governor, and Investment Commissioner, Industries.

In the middle of September 2020, he shifted back to Uttarakhand as Secretary, Industries and Excise, positions which he still holds along with food, civil supply & consumer affairs with his current role as secretary of Tourism and CEO of Uttarakhand Tourism Development Board.

 The department has the Uttarakhand Tourism Development Board, a superior administrative and working which takes care of tourism matters and advise Government on all matters relating to tourism in the State.

Uttarakhand Tourism Development Board is headed by the Tourism Minister Govt. of Uttarakhand. The vice chairman is chaired by the Chief Secretary of Uttarakhand and Principal Secretary/ Secretary tourism acts as Chief Executive Officer. The board also have five non-official members from the private sector and experts in tourism related matters. The board also work as a regulatory and licensing Authority.

Known as 'Devbhoomi', Uttarakhand serves one of the best tourist attraction of India. Being a Himalayan state there is lots of opportunity of tourism in Uttarakhand. All the tourism related issues, schemes and decisions are taken by Tourism Department of Uttarakhand. The name of the body is Uttarakhand Tourism Department Board  and this legal board is chaired by the Tourism Minister Govt. of Uttarakhand and Chief Secretary of Uttarakhand is it's vice chairman.

With focus on rural tourism, Uttarakhand reviving the tourism sector post-pandemic: Dilip Jawalkar

To revive the tourism sector affected by the pandemic, Uttarakhand is promoting rural tourism to generate employment and provide better expedition facilities. Dilip Jawalkar, tourism secretary of the state, informed this during the third India Tourism Mart.

The impact of the COVID-19 pandemic has been unsurmountable on the tourism and hospitality industry in the country. Tourism sector in the Himalayan state of Uttarakhand, which annually attracts over 34 million domestic tourists and over 130,000 foreign tourists, has been badly hit, too. But, the state government is working towards converting the COVID-19 disaster into an opportunity.  

“The year 2020 was an unprecedented year with the COVID-19 crisis. Unfortunately, for Uttarakhand, where the economy is highly dependent on tourism, the pandemic has affected adventure activities as well as livelihood of residents,” said Dilip Jawalkar, tourism secretary, & chief executive officer, Uttarakhand Tourism Development Board during a virtual session as part of the India Tourism Mart being held from February 18 to February 20.

“Every challenge comes up with equal opportunities. We had a large number of people in the hospitality industry who came back to the state during the lockdown with a very uncertain future,” he said. 

Taking advantage of their talent and experience, “we launched entrepreneur development schemes, such as, trekking thruster scheme, wherein we are promoting homestays in districts. We look at it as a big employment opportunity. Our focus is more on rural tourism,” informed Jawalkar during the virtual session on Natural and Responsible Tourism in India organised yesterday on February 19.

The Union ministry of tourism, Government of India, jointly with the Federation of Associations in India Tourism and Hospitality (FAITH), has organised the third India Tourism Mart — the Travel Trade for their very first mega virtual event with the intention of re-energising Travel to India. This three-day event for the very first time brings together buyers from across the world with exhibitors from India.

Auli: A tourist and skiing destination

Auli , a Himalayan ski resort and hill station in Uttarakhand, is known as the favourite tourist destination. Every year, it attracts thousands of enthusiasts from late December to late March. Auli is also internationally known for its ski slopes located 2,800-2,900 metres above mean sea level.

“We are proud to have Auli in our state and we want to take maximum benefit out of it. Although we do not get snow for a longer period of time, we have been trying to create snow but that is not good enough to host a proper event. We had to cancel national skiing events because of fewer snow,” said Jawalkar.

“However Auli per se is not only a skiing destination, the state government is promoting it as a winter destination. Activities around there are thrilling, we have engaged an internal consultancy which will look into this issue,” he added.

“Based on my interactions with the central government and the fellow colleagues on this, I can say everybody is very much committed to reviving tourism fast. It is important that state governments play more active roles, in the field of ensuring safety skill development, and promoting it internationally,” said the tourism secretary.

Apart from the ‘Natural and Responsible Tourism in India’ event organised yesterday, other LIVE sessions under Leadership Conclave were also held on ‘the Future Competitiveness of Package Tourism in India’, ‘Indian Cuisine — The Emerging Balance of Power & Taste’, ‘Joys of Indian Journey — Safe & Seamless Travel’, ‘Conventional Hospitality and the Balance of Alternate Accommodation’.

Safety and concerns

During the virtual session, Ashok Abbey, president, Indian Mountaineering Foundation — the apex national body for mountaineering and allied sports, New Delhi — talked about safety and concerns associated with mountaineering in the state.

“Accidents are bound to happen despite all the precautions. It is our endeavour to make sure that every forest expedition has a satellite phone to communicate, it has their own radio sets. It is also good to get those coming to mountains ensured for air evacuation,” he said.

“Whether an accident takes place, whether it is coordination with Indian air force, or it is with the state government, the response is quick. The effort which goes into expeditions in distress is very good in time, so this is a combined effort, we are looking at this in a detailed way,” said Abbey.

Abbey also focussed on promoting training of climbers in mountaineering courses. During the event, he also informed that the national institutes for mountaineering, such as the Nehru Institute of Mountaineering, are functioning in full capacity, which shows awareness among climbers about mountaineering.

The Uttarakhand Tourism Department has inked a MoU (memorandum of understanding) with the THSC , a sector skill council under the National Skill Development Corporation (NSDC), to upskill and reskill people to enhance tourism products and services in the State. The MoU was signed by Rajan Bahadur , chief executive officer, THSC, and Poonam Chand, additional director, Uttarakhand Tourism in the presence of State tourism minister Satpal Maharaj . As per the MoU, THSC will deliver training on tourism and hospitality skills to over 4000 people across 13 districts in the State. Intended at upskilling and reskilling stakeholders, training will be imparted to cab drivers, guest house owners, dhaba owners, tourist guides, etc. Advt Commenting on the MoU, Maharaj said, “ Uttarakhand is known for its warm hospitality both domestically and internationally. This collaboration will start a new chapter in our hospitality by offering training to individuals working in the tourism sector. It will give visitors a sense of belonging and entice them to return to Uttarakhand repeatedly if taxi drivers, owners of guest houses and dhabas, and tourist guides here greet visitors from abroad in their language and offer guidance for the duration of their stay. Additionally, this partnership would enable tourists to get a closer view of Uttarakhand's culture and natural beauty. This collaboration will encourage intercultural exchange while simultaneously promoting self-employment." The training programme has special focus on the Char Dham Yatra . As part of the training effort, 4000 persons, including taxi drivers on the Chardham or religious route, dhaba and guest house operators, heritage tour guides, and wildlife guides, will receive training to upskill and reskill, the State tourism says in a statement. Highlighting this, Sachin Kurve, secretary - tourism, Government of Uttarakhand, said, “We work to advance tourism in Uttarakhand to a new level across the nation. Our effort in that direction is represented by this MoU. The training program aims to increase accessibility to the upcoming Char Dham Yatra, develop the technical and practical skills of the residents already employed in the State's tourism industry, and guarantee social development, self-employment, and entrepreneurial opportunities, in addition to bolstering the State's economy." Advt The training programme will also concentrate on topics like digital and financial literacy, health, hygiene, safety, and the creation of self-employment. The training course will be offered in each of the State's 13 districts.

New Hospitals in Badrinath, Kedarnath for Chardham Yatra: Uttarakhand Health Secretary

D ehradun ( Uttarakhand ) [India], March 3 (ANI): Uttarakhand Health Secretary, Dr R Rajesh Kumar, announced on Sunday that new hospitals will be operational in Badrinath and Kedarnath before the Chardham Yatra to provide pilgrims with immediate medical care during the Yatra.

He added that to ensure the well-being of pilgrims, experienced medical teams trained for high-altitude work will be deployed along the Chardham Yatra route.

Kumar appealed to pilgrims to get health checkups before starting the Chardham Yatra .

"Hospitals will be opened in Badrinath and Kedarnath before the Chardham Yatra . Approval has been received from the cabinet chaired by Chief Minister Pushkar Singh Dhami to purchase equipment for these hospitals. Apart from this, medical teams experienced and trained to work in the high Himalayas are being deployed on the Chardham Yatra route so that the pilgrims can get immediate health services. I appeal to the pilgrims to get their health tested before the Chardham Yatra ," he said.

Health Secretary Kumar said that preparations for Chardham Yatra are going on at a fast pace and coordination is being done from all departments.

He added, a dedicated medical team of around 150 people will be deployed for the Chardham Yatra and Doctors will be assigned 15-day rotations to ensure continuity of care.

"As per the instructions of Chief Minister Pushkar Singh Dhami and Health Minister Dr Dhan Singh Rawat, the department has started preparations for the Chardham Yatra . An important meeting was held under the chairmanship of Chief Secretary Radha Raturi regarding Chardham Yatra . Important instructions were received from the Chief Secretary. Due to which all preparations for Chardham Yatra are going on at a fast pace. Coordination is being done from all departments. Everyone will work as a team. This time a medical team of about 150 people will be deployed in Chardham for the convenience of the pilgrims. This team will be given training to work in high altitude. Doctors will be deployed for 15 days each," he said.

According to the Health Secretary, "This time the department will not give postings to Chardham to the doctors posted in Rudraprayag, Chamoli and Uttarkashi. Instead, doctors and medical staff will be deployed from Kumaon and other districts."

According to Dr Kumar, pilgrims on the Chardham route will undergo thorough health examinations at various checkpoints along the way, with a special focus on screening at the beginning of their journey, adding that thorough health examinations will be conducted before pilgrims are allowed to proceed further.

"During the Chardham Yatra , arrangements are being made for health check-ups for the pilgrims at various places on the route. This time, a special focus will be placed on the screening of pilgrims from the initial phase. The health of the patients will be thoroughly examined at the health point on the Chardham Yatra route. After that, they will be allowed to proceed further," he said.

"I appeal to the travellers that they are welcome to Devbhoomi but they must get their health checked before travelling. Heart and blood pressure patients, as well as pregnant women, should travel only after getting their health checked. The department will maintain the health records of the passengers. If the pilgrim faces any inconvenience anywhere, then he should get himself checked. Travel only when the weather is favourable," he added.

Recognizing the difficulties faced by pilgrims due to language barriers, Health Secretary R Rajesh Kumar said that SOPs (standard operating procedures) with health guidelines will be issued in 11 languages (including Hindi and English) to ensure clear communication for all pilgrims.

"During the Chardham Yatra , devotees come from all over the country as well as from foreign countries, but it is often seen that due to the absence of health guidelines in their local language, devotees sometimes face difficulties in understanding the guidelines. it occurs. In view of this, the Health Department took a big initiative last year and issued SOPs in 9 other languages apart from Hindi and English. The same thing will happen this time as well; SOP will be issued in a total of 11 languages. Due to this, devotees coming from other states will be able to get health-related guidelines and information in their own language. This will help them understand the guidelines completely," he said.

As per the Uttarakhand tourism official website, the Char Dham Yatra, or pilgrimage, is a tour of four holy sites - Yamunotri, Gangotri, Kedarnath and Badrinath . In Hindi, 'char' means four and 'dham' refers to religious destinations.

"The high-altitude shrines remain shut for around six months every year, opening in summer (April or May) and closing with the onset of winter (October or November). It is believed that one should complete the Char Dham Yatra in a clockwise direction. Hence, the pilgrimage starts from Yamunotri, proceeds towards Gangotri, onto Kedarnath , and finally ends at Badrinath . The journey can be completed by road or by air (helicopter services are available). Some devotees even do a Do Dham Yatra or a pilgrimage to two shrines-- Kedarnath and Badrinath ," as per the Uttarakhand tourism official website. (ANI)
