PM announces cabinet reshuffle, Faiyaz Koya sworn in as Minister for Commerce, Trade, Tourism and Transport

Prime Minister Voreqe Bainimarama has announced a cabinet reshuffle effective from this evening.

The Prime Minister will add the Ministry of Foreign Affairs to his existing portfolios.

Inia Seruiratu will now serve as the Minister for Rural and Maritime Development and the Minister for Disaster Management.

He will continue to lead the Ministry of Defence and National Security, which has now been re-named to the Ministry of Defence, National Security and Policing.

Jone Usamate will continue to serve as the Minister for Infrastructure and Meteorological Services and will now also serve as the Minister for Lands and Mineral Resources.

Faiyaz Koya has been appointed as the Minister for Commerce, Trade and Tourism, formerly known as the Ministry of Industry, Trade and Tourism. He will also serve as the Minister for Transport.

Premila Kumar will continue to serve as the Minister for Local Government and the Minister for Housing and Community Development.

Dr Mahendra Reddy will continue to serve as the Minister for Agriculture and the Minister for Waterways and Environment.

Vijay Nath and Jale Sigarara will serve as the assistant ministers for Rural and Maritime Development and Disaster Management while Viam Pillay will serve as the Assistant Minister for Agriculture, Waterways and Environment.

Meet Jacinta Lal

Jacinta Lal believes in building solid national, regional, and international partnerships to build prosperous economies. The Director of Tourism at the Ministry of Commerce, Trade, Tourism, and Transport in Fiji shared that she became more interested in sustainable tourism when she began to travel around Fiji.

She mentioned that as a sector, tourism has the power to create jobs, support communities, and bring people together.

“The sustainable impact tourism can have in the smallest ways was very motivating. I would visit tourism hotspots in Fiji, but when I would visit Labasa or Levuka, where my grandparents are from, I would often wonder, how can these less popular places become hotspots so that my families too benefit,” she said.

“Aside from being an enthusiastic traveler, I enjoy working in tourism because I believe in its power to bring change. And to be part of that change and make a difference is worth pursuing.”

Currently, Ms. Lal is involved in two national projects regarding sustainable tourism.

The first being in the development of Fiji’s National Sustainable Tourism Framework. The strategy will lay out a clear policy direction of where they would want to see the Fijian tourism industry in the longer term. It will also draw inspiration from the Pacific Sustainable Tourism Policy Framework.

The second is community engagement to promote inclusive, community-based tourism. The Ministry of Tourism is currently engaging with communities to develop potential tourism products. This includes providing them with technical support and linking them to access financing opportunities through Government programmes.

Thailand and S. Korea to start economic partnership talks this year

BANGKOK: Thailand and South Korea are opening negotiations for an economic partnership agreement (EPA) to pave the way for a free trade deal between the two countries by late 2025 or early 2026, Commerce Minister Phumtham Wechayachai said on Thursday (March 28).

He voiced confidence that the bilateral free trade agreement (FTA) would help boost Thailand’s competitiveness in the global market while drawing in more investments from South Korea in such areas as electric vehicle manufacturing and information technology.

“The Republic of Korea calls this agreement with their trading partners EPA, although it is in fact an FTA,” Phumtham, who is also deputy prime minister, said.

He added that the trade pact with South Korea would be built on the kingdom’s existing multilateral trade partnerships with the East Asian country under the Asean-Korea Free Trade Agreement (AKFTA) and the Regional Comprehensive Economic Partnership (RCEP).

In addition to increased competitiveness for Thailand and more investment from South Korea, the commerce minister expected the FTA to facilitate more cooperation between the two countries in such areas as supply chain and digital economy.

Phumtham was speaking to reporters after a signing ceremony on EPA negotiations, attended by Chotima Iemsawasdikul, director-general of the Ministry of Commerce’s Department of Trade Negotiations, and Roh Keon-ki, deputy minister for trade negotiations from South Korea’s Ministry of Trade, Industry and Energy.

“This is the official start of negotiations for an FTA between Thailand and South Korea. Both sides expect the first round to start by the middle of 2024 and aim to complete the negotiations by the end of 2025 or early 2026,” Phumtham said.

He added that this was the first FTA negotiations by the Srettha government with a foreign country under its policy of expanding overseas markets and attracting more foreign investments through FTAs.

Among Thai products expected to benefit from an FTA with Korea are meat and fishery products (such as frozen and processed chicken meat and frozen and processed seafood), tropical fruits (such as mangoes, guava and mangosteen), other food products (such as flour, sauces and condiments), wood products (such as processed lumber, particleboard and plywood), and chemical products, according to the commerce minister.

He said more Thai service businesses are expected to enter the South Korean market, including transportation, warehousing, hotels, and restaurants.

Phumtham said he had learned from South Korea’s ministry that Thailand was regarded as one of the targeted countries with high potential for its bilateral EPAs.

“[South] Korea has invested tens of billions [of baht] in our country, including Samsung electrical appliances, KIA cars, and electronic appliances. We welcome their interest in expanding the market here,” Phumtham said.

Last year, South Korea was Thailand's 12th largest trading partner with a trade value of US$14.7 billion (536 billion baht).

Thai exports to South Korea totalled $6 billion, which included refined oil, rubber products, sugar, electrical circuit boards, and aluminium products.

Thailand imported $8.6 billion worth of products from South Korea last year, including iron and steel products, electrical circuit boards, chemicals, and machinery and components.

Through the EPA, Thailand and South Korea agreed to push for negotiations in areas of mutual interest, including economic cooperation, digital, and government procurement, and attain a high level of market access to goods and services, the Korea Economic Daily reported on Thursday.

According to the South Korean government, the South Korea-Thailand EPA is expected to: increase bilateral trade in automobiles, electric vehicles and car parts; create opportunities in construction, manufacturing, and visual and auditory service markets; strengthen economic cooperation in supply chains, bio, and clean economy; and build forward-looking strategic trade relations between the two countries, the report said.

The agreement will create new market opportunities in the Asean region to facilitate the spread of Korean culture and foster deeper cooperation in crucial fields like supply chain, biotechnology, and clean economy, the report quoted Roh as saying.

The two countries have completed all required procedures for launching the negotiations and plan to hold the first official round of talks in the near future, once prior consultations make headway in the first half of this year, according to South Korean media. - The Nation/ANN

Minister Ng kicks-off the 2024 Team Canada Trade Missions in Malaysia and Vietnam

As part of Canada’s Indo-Pacific Strategy, the Honourable Mary Ng, Minister of Export Promotion, International Trade and Economic Development, will lead a Team Canada Trade Mission to Malaysia and Vietnam, from March 24 to 29.

March 22, 2024 – Ottawa, Ontario - Global Affairs Canada

During the mission, Minister Ng will be joined by a group of more than 135 Canadian businesses and organizations as they explore export opportunities in the Indo-Pacific region. This includes taking advantage of the benefits offered through the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), such as setting up businesses for international success and providing resources to grow markets in the Indo-Pacific. Canadian businesses will also make meaningful connections with potential business partners and clients in Malaysia and Vietnam.

Throughout the week, Minister Ng will visit important local Malaysian and Vietnamese businesses. She will also meet with her international counterparts to advance more sustainable and inclusive trade for all.

The Indo-Pacific is Canada’s second-largest regional export market, after the United States, with annual 2-way merchandise trade valued at $257 billion in 2023.

Launched in November 2022, Canada’s Indo-Pacific Strategy creates opportunities to expand trade and investment, grow good jobs and build supply chain resilience.

Malaysia is one of Canada’s largest bilateral merchandise trading partners in the Association of Southeast Asian Nations (ASEAN) region. 

As of November 29, 2022, bilateral commercial exchanges between Malaysia and Canada are bolstered by the entry into force of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Total Canada-Malaysia bilateral merchandise trade in 2022 (when CPTPP was implemented in Malaysia) was $5.8B, an impressive increase of 18.4% compared to 2021.

Vietnam is Canada’s largest trading partner in the ASEAN region and the CPTPP has been in force in Vietnam since January 2019.

Bilateral trade in merchandise between Canada and Vietnam has risen to $14.0 billion, up from $13.8 billion in 2022, largely supported by the benefits of the CPTPP. 

Malaysia and Vietnam are significant economic partners that plays an important role in advancing Canada’s trade diversification efforts in the region. 

The CPTPP's inception significantly boosted bilateral trade between Canada and Vietnam from $6.5 billion in 2018 to $14.0 billion CAD in 2023.
