UNDP launches partnership to restore international travel and economic life with technology

Addis Ababa, 1 December 2020 -- The United Nations Development Programme (UNDP) today announced the launch of a new partnership with the PanaBIOS Consortium , represented by AfroChampions, on the expansion of the scope of what began as a pan-African digital solution to support the safe re-opening of Africa to travel and trade in the wake of the COVID-19 pandemic.

The “PanaBIOS-UNDP” Initiative involves a bridge to an international system called Global Haven at the base of which is a standardized and harmonized testing platform that enables international cross-border travel and trade, as well as business continuity in the face of health and similar catastrophes, thereby creating resilience into the future. Since travel is highly international with intercontinental hubs tightly connected around the globe, the initiative anticipates the participation of many global actors within the Global Haven compact.  PanaBIOS and its promotion of trusted testing will play an important role in promoting the safe reopening of Africa to advance some of the objectives of enhanced intra African trade through the African Continental Free Trade Area (AfCFTA) – which is a key recovery stimulus from the ravaging impacts of COVID-19.

Through the alliances fostered by the partnerships, the network will enable the use of tools such as digital testing certificates and vaccination e-certificates, often backed by machine learning and blockchain systems, to increase the capacity of governments to screen inbound travellers quickly, securely, efficiently, and in a manner that respects human dignity and rights.

The partnership will also seek to realize an international multi-stakeholder platform to disseminate technologies to help countries in Africa and around the world restore social life. It is hoped that this platform will resonate globally by building on existing initiatives, such as the “Saving Lives, Economies, & Livelihoods” campaign launched by the African Union and spearheaded by the Africa Centres for Disease Control and Prevention (Africa CDC).

Within the context of SDG 17, support shall be extended to initiatives that bring governments, industry and citizens together around the use of ubiquitous, universally accessible, digital applications for travel screening, creating safe bubbles in cities, and supporting safe public health corridors. These measures have considerably reduced the prospect of infection through a combination of testing, vaccination and the technological means to verify and ascertain negative infection status.

To ensure that such digital tools remain rights-compliant and empower citizens as “public digital goods”, UNDP will make a series of investments in standardization, public awareness, human rights compliance, government sensitization, and “algorithmic transparency”.

Recovery from the effects of the worldwide pandemic could be significantly accelerated if international travellers can be screened quickly and cost-effectively without the risk of fake and forged testing and vaccination certificates. 

Achim Steiner, UNDP Administrator said: “One of the ways forward from the devastation wrought on the planet by the pandemic is for the global community to harness modern technology’s power to reimagine and transform partnerships for development. The PanaBIOS-UNDP initiative is an excellent example of the forces for good we can wield if we put our minds to it.”

As a principal partner in the Global Haven programme, UNDP shall work with existing Global Haven partners and supporters notably PanaBIOS, AfroChampions, the African Union, Skoll Foundation, Global Tourism Resilience Council, Africa Tourism Board, Chatham House and Esri.

Ahunna Eziakonwa, UNDP Assistant Administrator and Regional Director for Africa, said: “In its purest form, Global Haven is disruptive digitalization for good. Africa has blazed the trail in a way the rest of the world can take inspiration from.”

A principal element of the framework concerns how to coordinate public and private action in a harmonized and standardized way to accelerate the restoration and enhancement of the pre-pandemic world. Global Haven’s use of technology-driven trust-based networks to enable people around the world to return to normal activities such as travel, and social outings falls squarely within this vision.

Trusted Travel System facilitates entry into Namibia

In view of the ongoing Corona pandemic, the Namibian government recently announced that it will facilitate entry into Namibia with the help of digital online platforms. Namibia only requires a negative PCR test no older than 7 days and a completed COVID-19 Primary Surveillance Form for entry.

From 15 November 2021, travellers will be able to generate a QR code of their negative PCR test certificate in accordance with the African Union's Trusted Travel (TT) Initiative. Travellers should visit a TT-listed laboratory for the PCR test. Alternatively, inbound travellers with results from non-TT listed laboratories can upload their test result to the Global Haven website for verification.

As of 1 December 2021, only PCR test results verified by Trusted Travel or Global Haven will be accepted for entry into Namibia. It is recommended to carry a printed or electronic copy of the PCR test in addition to the mandatory digital Trusted Travel or Global Haven QR code.

The Trusted Travel Platform can also be used for leaving Namibia in case a negative PCR test result must also be presented in the destination country. Please enlighten yourself with the latest entry requirements of your destination country before travelling.

Namibia requires Trusted Travel, Global Haven system verification for entry and exit to battle COVID-19

WINDHOEK, Nov. 26 — Namibian health authorities on Thursday said that only COVID-19 certificates obtained on the Trusted Travel platform or verified on the Global Haven system will be valid for exit from or entry into Namibia at all points of entry as of Jan. 15, 2022. The Trusted Travel Platform was officially launched in Namibia on Nov. 8, for verification and authentication of COVID-19 test results. Namibia’s Health and Social Services Ministry Executive Director, Ben Nangombe said that the transition period for the Trusted Travel Platform has been extended from Dec. 1, 2021, to Jan. 15, 2022, to allow for a smooth transition, especially given many anticipated travels during the festive season. Initially, the Namibian authorities had stated that it will become mandatory to have all traveler’s PCR results entered on the system by Dec. 1, 2021. “Travellers are advised to keep abreast with new updates that will be shared on the platform from time to time,” he said. Nangombe meanwhile said the ministry appreciates the cooperation and input received from the public and concerned industries in perfecting the Trusted Travel system as an intervention to curb the potential importation of positive COVID-19 cases into Namibia.  (Xinhua)

Ethiopian Airlines unveils a COVID-19 travel pass to facilitate route restart

Ethiopian Airlines is rolling out a "Trusted Travel Pass," an African platform that verifies COVID-19 medical information and aims to harmonize entry and exit screening across the continent.

Trusted Travel Pass is an initiative by the African Union (AU), a continental body which represents 55 African member states, and the Africa Centers for Disease Control and Prevention (Africa CDC).

The platform launched in October 2020. Kenya was then named as the first country to use the system in January 2021. Since then, the AU has been calling on other member states to follow suit.

“Africa needs a harmonized approach to reduce the risk of COVID-19 transmission. This is why we launched the COVID-19 trusted travel portal, as an innovative digital tool to help member states,” AU commissioner for social affairs Amira Elfadil Mohammed said.

The platform, which has been developed under a public-private partnership with PanaBIOS Consortium and Econet Group, provides information on government-approved laboratories for COVID-19 testing in African countries, along with departure and arrival travel requirements.

Passengers can also upload their COVID-19 test results and vaccination certificates. These are then validated as genuine, minimizing the risk of fraud.

“Without such [a] system, the proliferation of user-tampered and fake test and vaccine certificates will undermine efforts to minimize cross-border transmission,” the AU and Africa CDC said. “The platform is secured and safe and has been developed using international standards of cybersecurity and data protection protocols.”

Ethiopian Airlines chief information officer Getinet Tadesse said the Trusted Travel Pass will play a “pivotal” role in the COVID-19 recovery.

“The solution is capable of addressing passengers’ travel needs during COVID-19 pandemic, as it helps them validate their test and vaccination documents before departure,” he said.

Aviation Week Network asked how the Trusted Travel project fits together with other industry initiatives, such as the IATA Travel Pass.

“The AU Trusted Travel initiative and the closely related Global Haven initiative are autonomous programs separate from the IATA initiative,” a PanaBIOS Consortium spokesperson said by email. “Whilst the IATA initiative is an industry-led initiative, both Trusted Travel and Global Haven are designed from the ground up to accommodate government systems in this area and civil society concerns. However, the use of global standards should ensure interoperability of the major schemes around the world.

In January, the Africa CDC said that a series of industry partners had provided “oversight” for the Trusted Travel Initiative, including ACI Africa, the African Airlines Association (AFRAA), the African Civil Aviation Commission (AFCAC), IATA, ICAO, the UN Development Programme and the World Health Organization (WHO).

The Ministry of Health has announced a move to ensure that the Covid-19 certificates being issued to travelers are genuine.

Health CS Mutahi Kagwe said on Friday that the ministry has collaborated with the African Union and Africa CDC, with the technical support from PanaBIOS to implement an online system to authenticate and verify the certificates.

This will be in line with the guidelines of the Trusted Travel Initiative (TTI).

“I, therefore, wish to notify travelers to first visit an authorized laboratory to take an RT PCR Covid-19 test and be issued with Trusted Travel (TT) codes that can be verified by airlines and Port Health authorities,” Kagwe said.

The travelers will receive a text message from PanaBIOS and a mail from the testing laboratory with a link to guide the traveler to generate a Travel Code at trustedtravel.panabios.org .

“If a test result meets the exit and entry requirements of Kenya and the traveler’s destination, a Travel Code is then issued to the traveler online,” Kagwe added.

The CS has said that all the RT PCR Covid testing laboratories have already been onboarded to the TT system in the country.

In-bound travelers from countries yet to onboard to TTI will use a tool made available through the UNDP-supported Global Haven partnership www.globalhaven,org for Covid test results and vaccine verification.

The CS said that from Monday 11, January 2021, no traveler will depart from Kenya without verification of their certificates using the TT process.

What to Know About Trusted Traveler Programs — PreCheck, Global Entry, NEXUS, and SENTRI

Here’s what you need to know about Trusted Traveler Programs, including TSA PreCheck, Global Entry, NEXUS, and SENTRI.

Your time at the airport is precious. You want to ensure you have enough time to enjoy a pre-flight snack or cocktail at an airport lounge, but you also don’t want to get there so early that you’re waiting to board for hours before departure. Luckily, there are programs that can help you more reliably budget the time you need to get through security. 

Trusted Traveler Programs are issued through the Department of Homeland Security, and they allow members to move through security more efficiently. There are four main Trusted Traveler Programs offered to regular travelers: Global Entry, TSA PreCheck, NEXUS, and SENTRI. There’s a lot of overlap in what each program offers, so you will likely only need to apply for one. However, requirements, cost, and time to get approved can vary significantly from program to program. I spoke with Steve Orens , a senior vice president at FROSCH Travel and T+L A-List travel advisor, to compile this guide.

The best tip to anyone wanting to apply for these programs is to be thorough, says Orens. “Be prepared, fill out all requested information,” he explains. “Check back on the [application] page on a regular basis to follow the progress or provide any other information requested.”

Although it can take months or more than a year in some cases, these programs provide significant utility to travelers. Here’s everything you need to know about the Trusted Traveler Programs, and who should apply for each.

TSA PreCheck

The first Trusted Traveler Program, and one of the most popular, is TSA PreCheck , which allows travelers to enjoy expedited security benefits. Travelers enrolled in PreCheck will not need to remove shoes, laptops, liquids, belts, or jackets when going through TSA airport security. In 99 percent of cases, travelers will get through security in 10 minutes or less. In my experience, it’s typically even faster. 

The enrollment process is quite simple — all you need to do is choose an enrollment provider , submit an application online , and visit an enrollment location for fingerprinting and payment. Once you receive your Known Traveler Number, you can start enjoying your benefits. The cost varies between $78 and $85 for new enrollments and $70 and $78 for PreCheck renewals , depending on your provider. You can even get TSA PreCheck for free thanks to credit cards that will reimburse you for the application fee, making it extremely worthwhile to enroll. 

U.S. citizens, U.S. nationals, and lawful permanent residents can apply for TSA PreCheck. Most airports will have dedicated TSA PreCheck security lanes. If not, you will receive a card indicating your membership. You will have to go through the regular security line with the card but will receive the same benefits. 

Global Entry

Global Entry allows travelers re-entering the U.S. from abroad to expedite the customs process. Members can use a dedicated Global Entry lane to proceed to a kiosk, which will capture a photo to confirm membership in the program. Then, proceed to the Customs and Border Patrol officer, and you’re all set. Global Entry includes all of the benefits of TSA PreCheck, so you do not need to apply for these programs separately. 

Global Entry is for pre-approved and low-risk travelers. As part of the application, you must undergo a background check and in-person interview to complete enrollment. Typically, the process requires you to visit an enrollment center for your interview before departure. If you cannot, you can complete your interview when you return to the U.S. through Enrollment on Arrival . 

It was just announced that you can also complete your Global Entry enrollment with Enrollment on Departure , a brand-new offering only available (for now) at Washington Dulles International Airport. The application fee is $100, but like PreCheck, many credit cards will reimburse you for the fee as long as you have not already been reimbursed for TSA PreCheck. 

Global Entry members can also validate their arrival to the U.S. via a Global Entry mobile app at select airports, further improving the process. 

The following people are eligible for Global Entry:

  • U.S. citizens
  • U.S. lawful permanent residents
  • Citizens of Argentina
  • Citizens of Brazil
  • Citizens of Bahrain
  • Citizens of India
  • Citizens of Colombia
  • Citizens of the United Kingdom
  • Citizens of Germany
  • Citizens of the Netherlands
  • Citizens of Panama
  • Citizens of Singapore
  • Citizens of South Korea
  • Citizens of Switzerland
  • Citizens of Taiwan
  • Mexican nationals

There could be additional requirements to meet, depending on your country of citizenship. Canadian citizens and residents can also be eligible for Global Entry benefits through membership in NEXUS. 

NEXUS is similar to Global Entry but specific to Canadian entry ports. You can use NEXUS when traveling by land, air, or sea. Members use expedited processing lanes when entering the U.S. and Canada: dedicated lanes at northern border ports of entry, NEXUS kiosks when entering Canada by air, Global Entry kiosks when entering the United States via Canadian Preclearance airports, and expedited processing at marine reporting locations. 

U.S. citizens, U.S. lawful permanent residents, Canadian citizens, Canadian lawful permanent residents, and Mexican nationals who are members of Viajero Confiable are eligible to apply for NEXUS. The process to get approved takes a lot longer than Global Entry or TSA PreCheck because you have to get approved by both the U.S. and Canada. The average processing time is around 12 to 14 months, and the application fee is $50. The process for applying is similar. All you need to do is submit an application and schedule an interview at an enrollment center. Note you will need to be interviewed by both U.S. and Canadian officials. NEXUS includes TSA PreCheck benefits. 

The fourth and final Trusted Traveler Program is SENTRI , which allows expedited entry into the U.S. from Canada and Mexico. SENTRI works the same way as NEXUS but enables the benefits on both the northern and southern borders of the U.S. Members can use dedicated processing lanes at southern land border crossings, the NEXUS lane when entering the United States from Canada by land, and Global Entry kiosks when entering by air. There aren’t any citizenship requirements for eligibility into SENTRI. However, Mexican nationals who wish to use the Global Entry kiosk when traveling by air will need to apply for Global Entry through their Trusted Traveler account. 

This is the most expensive program, with an application fee of $122.25. The processing timeline is slightly shorter than NEXUS, taking 10 to 12 months to complete. However, the process is the same as the other programs: complete an application, receive conditional approval, and schedule an interview at an enrollment center. You must bring your vehicle registration and proof of automobile insurance in the U.S. to your interview. SENTRI includes TSA PreCheck benefits. 

Which Trusted Traveler Program is right for you?

The best program for you depends on your travel habits, budget, and timeline. If you only travel within the U.S., TSA PreCheck is likely the best option. It includes all the security benefits and has one of the quickest processing times. However, if you take a couple of international trips per year, Global Entry is a fantastic option. I have Global Entry, and it has made my life significantly easier. Not only can I enjoy all of the same PreCheck benefits, but I can pass through customs quickly when entering the U.S., whether for a layover or my final destination. There are so many credit cards that will cover this application fee, too. 

NEXUS and SENTRI are both excellent programs for anyone who frequently travels between the U.S. and Canada or Mexico. Although they typically include the same PreCheck benefits, they won’t include Global Entry benefits when entering the U.S. from elsewhere, so you’ll want to weigh the pros and cons before applying. Enrollment in each program lasts for five years, so once you’ve decided, you can enjoy the benefits for a long time before having to renew.

Lastly, when I was trying to upload my vaccine card info it had asked for the vaccination card number. My vaccine card nor does any type of vaccine card in the USA have a "vaccine card number" and trust I looked everywhere on it.

I uploaded my vaccination info and my COVID test and I have three documents to print:

- a health travel QR code

- a trusted travel pass

- a trusted vaccine pass

All three QR codes are different.

From what I read earlier I thought it was only one thing to print but I'm going to print all three of these (along with my Visa and a few copies of my negative Covid test) just to be safe.

Matt- is there something you are still not clear on? I can't work out from your posts 13 and 14 whether you still have a question or not.

Post #14 was just me posting general info in case someone is flying Qatar(which I am). Again, according to Qatar they seem to say uploading your vaccine is only for Kenyan citizens or residents. While uploading your test results is for all travelers.

I'm still not quite sure what you find unclear about the quote in post 13. Yes, it is what we are talking about. Panabios, Trusted Travel, Global Haven are all the same thing if that's what is confusing you.

Yes, printed is fine—they can scan the paper (probably good to not fold it or crinkle it or anything)
