Policing Tourist Areas: Working Where Others Play

Law enforcement officers who work in tourism towns have a two-fold mission, protecting the locals and protecting the droves of tourists that the locals depend upon for their livelihood and their departments depend upon for operating funds. That may sound crass but law enforcement agencies in destination areas have to be aware of the numbers and what they mean.

American tourism is big business. In one month international visitors to the United States can spend more than $15.4 billion. And that's expected to rise. The National Travel and Tourism Strategy, launched in 2012, was created to draw 100 million international visitors to the U.S. by 2021 with hopes of having them spend $250 billion annually. And that's just international visitors. Your fellow Americans are also traveling to U.S. tourist sites and opening wide their wallets.

Destination areas have two populations: the year-round locals and the visitors. A small beach town of 50,000 can swell to 10 times that size during the summer. The agency serving that town has to have resources and personnel well beyond what it could afford if its budget were based on the local tax base. So tourism dollars are the life's blood for such an agency.

To keep the tourism dollars flowing, destination area officers must ensure that both the visitors and the locals are safe and secure, all while maintaining the fun and friendly atmosphere that attracts people to the area. Officers in tourism areas have to be adept at crime prevention, crime response, and crime fighting, all while keeping smiles on their faces.

The following is a look at what it's like to work some of the nation's busiest playgrounds.

Out on I-Drive

The Orange County (Fla.) Sheriff's Office has one of the nation's most enviable and challenging tourism jurisdictions, including Walt Disney World, Universal Studios, and all of the other theme parks and tourist attractions just outside of Orlando.

Capt. Gil McDaniel says he and the other officers of the Orange County SO must always be aware that their job is to protect and serve not only the locals, but the area's 56 million visitors per year, including presidential candidates, foreign dignitaries, and celebrities.

Working the International Drive corridor (I-Drive in local parlance), which is lined with theme parks, hotels, restaurants, and one of the nation's largest convention centers, McDaniel oversees 76 deputies who are supported by tactical and mounted patrol units and traffic and motorcycle squads. "Overall this is one of the safest places on Earth. Our crimes are crimes of opportunities. The biggest thorn in my side is car burglaries," he says.

McDaniel believes that people have a tendency to forget basic street smarts when they arrive in Orlando. "On vacation, you're here to unwind and have fun, you're drinking in all the beauty and the cool stuff you see, and so you might not be on your guard so much," he says. "You might be shopping at Coach and then stick your bags in your car seat where anyone walking by can see, and not lock your door."

Hotel burglaries tend to be another crime of opportunity against unwary tourists. McDaniel says tourists sometimes prop open their hotel room doors because one of their kids has the room key down at the pool. Other tourists might leave say a computer tablet in the business center when they use the restroom, and when they return, it's gone, along with a wealth of personal information.

The theft of personal information and identity fraud is a growing problem in America's tourist areas, and McDaniel says these scammers like to hit travelers when they are most vulnerable. He explains how "pizza flyer guys" will slip a flyer under a tourist's door offering great prices for credit card purchase and then, after a long day of sightseeing, that tourist will come back to the room and order the $12.99 large pepperoni. The scammers now have the tourist's credit card number, and the tourist never even gets a pizza.

Orange County SO has forged a community-driven strategy to combat crimes against tourists. As part of this strategy, officers are encouraged to take the time to have friendly chats with residents, tourists, business owners, and security from the theme parks like Sea World. "We are grippin' and greetin,' meeting people," McDaniel says. He explains that Orange County SO deputies might take a picture with a kid or talk with hotel security, but they're working—even if it just looks like they're chatting. Through all this grippin' and greetin' Orange County SO deputies are actually building relationships and pushing the Sheriff's message of "if you see something, say something," according to McDaniel.

But community policing and tips are just one part of Orange County SO's crime prevention effort. Another major element of the agency's strategy is identifying hot spots using Compstat.

"Every morning on my phone, I get stats on my district…and direct resources to it. It's like insider trading. Now we're getting [stats] in real time, so we're always on it," McDaniel says. He explains that the agency uses Compstat to map patterns and uses this data to "find, fix, and arrest" the perpetrators.

Enforcing the law in a tourist area requires a different way of policing, McDaniel confirms. "With all these heads and beds, we need all of these hotel rooms to be full and these people eating in restaurants because the tourist core is our economic core."

How does that translate to policing? "If I stop a resident in traffic…they know the laws and should know better, so they'll probably get a ticket. But if one of our officers sees someone who is driving strangely and stops that person and finds he is from Europe in a rental car, having trouble driving on the right side of the road or lost, that officer is likely to be more sympathetic and correct the behavior."

Says McDaniel: "At the end of the day it's customer service. Some deputies don't like when I say this, but we protect and serve our customers. They don't need John Wayne chewing on a toothpick. They need someone better, more polished…if you're unprofessional, yelling at people…you're affecting everyone in this county. You may be the only contact this tourist has with Americans. They may have saved up for five years to go on this vacation with their five kids."

It's a Small World

Across the country in another Orange County, the Anaheim (Calif.) Police Department patrols another theme park corridor, including the granddaddy of them all, Disneyland.

"We don't see an increase in crime as a result of having resort areas," says Lt. Bob Dunn, Anaheim PD's public information officer. He explains the department's strategy to prevent crimes against both locals and tourists is to build networks and promote communication with all elements of the community.

"The more we visit and engage with people and let them know what would make them a victim, the more we see it does prevent [crime]," Dunn says.

The Anaheim PD produces a PSA of safety tips and has worked with hotels to place it on the guest TV channel. The department is active on social media, too. And it trains "Resort Ambassadors," volunteer foot patrols that provide directions and act as an information source.

Anaheim PD has found partnerships to be a crucial part of its public safety strategy. These partnerships include working with Disney security, other theme park personnel, hotel staff, and other key players. The agency also keeps up with best practices at tourism policing conferences, and has helped businesses set up a Crime Alert Network. The network lets participants share information about various criminal activities; for example, someone stealing credit cards.

And like its counterpart in Orange County, Fla., the Anaheim PD boasts a robust crime analysis unit that spots trends such as analyzing repeat 911 call locations. "Every week we have a crime meeting where we study calls for service," Dunn says. "We have conversations about the best approaches to this information, how to get it solved, how to prevent it."

Edge of the Smokies

Gatlinburg, Tenn., Police Chief Randy Brackins agrees policing tourist areas requires a bit more finesse than policing other locations. "It's definitely different from normal policing," he says. "We have to be very hospitable."

Gatlinburg's population is 4,100, but overnight in peak season it swells to anywhere from 45,000 to 65,000. The Fourth of July parade, which starts the night of July 3, draws 60,000 to 80,000 folks to the town's sidewalks.

Like Orange County SO's McDaniel, Brackins says tourists can find themselves victims by not being cautious. "Maybe they've had an extra drink or two, and they're walking around town more relaxed, not on guard as much. They get caught up in visiting shops and don't pay as much attention," he explains.

While Gatlinburg has some theft from visitors leaving behind cell phones or cameras, Brackins say his main problem is bottlenecked traffic through town, as route 441 leads into Great Smoky Mountains National Park. Gatlinburg uses walking patrols and bicycle patrols on the "packed" sidewalks.

"We have as many officers out there as we can see," Brackins says. In peak season, they overlap a 10-hour shift. "Our goal is to reduce crime and have a higher quality of visitor experience. If they're safe and feel good, they see officers around, they have a better vacation and feel at ease. It makes them want to come back. We want you (our visitors) to just be yourself and not worry about crime…we have to worry about crime."

Brackins says partnerships are key to crime prevention in tourism areas. His officers regularly meet with the Gatlinburg Merchants Association and have established a notification system that lets them alert officers to specific concerns such as "counterfeit 20s or suspicious persons."

Falling Water

Head north of Buffalo, N.Y., and across the Canadian border and you will see 6 million cubic feet of water gushing every minute. You'll also meet officers who understand what it takes to police a tourist area.

"It is unique, different from policing any other area," reports Staff Sgt. Brian Ash of the Niagara Regional Police Service in Ontario, Canada. Ash says his region has quadrupled in population over the past 15 years. The region covers two casinos, a large convention center, and 100,000 hotel rooms. And, like the Gatlinburg area, the region's population balloons from May to Labor Day and during special events (like when Nik Wallenda walks across the Falls on a tightrope.)

Policing in the Niagara region can be different because it is transient for victims—and for criminals. The bad guys come to the area, which is target rich—and move on. Their primary source of criminal income while in the Niagara region is vehicle burglary and vehicle theft.

"Tourists are more likely to have valuables on them or in their vehicles, more money, more belongings….and there's so many vehicles available [in parking lots]. So the thieves can find high-end vehicles they're interested in stealing," Ash says.

Besides lost or stolen property, including passports, the casino district has alcohol-related calls, bar fights, and hotel evictions, particularly when hotels rent at a lower rate in the off season. The police also track crime data through an analyst and learn if certain parking lots of a hotel are hit at certain hours.

"We're out there with proactive things; we stay ahead of it with a higher visibility plan to be in those parking lots and do covert things, too," Ash says. "We'll put an undercover in, and someone may end up stealing from the wrong vehicle."

Fighting Back

"The bad guys are looking through binoculars at lost tourists, and they see easy pickings," says Dr. Ken Peak, a professor of criminal justice at the University of Nevada Reno, co-author of the 2004 Department of Justice guide "Crimes Against Tourists" and author of 30 law enforcement books. "So there are obvious venues, special events, sites that are magnets for people. It's like the 'Vacation' movies with Chevy Chase. People get in a rental car, there's poor signage, and before you know it they're lost and can be a target."

Peak, a former police officer, believes the answer to crime in tourism area is technology such as Compstat and predictive policing, not dummy cameras or empty police cars. He says crime can be subtle, not on the radar screen. You're not aware until you get a cluster. "We have to be able to identify crimes against the tourists and act against them. Because individual police retire, forget, but computers remember."

All departments contacted for this article told POLICE they analyze data but don't keep tourism crime statistics.

So maybe the best approach to policing in a tourist area was voiced by Orange County SO's McDaniel. "Get out of your car. Go meet people. You know the old adage 'It takes a village to raise a child'?" he asks. "Well it takes a village to police it. You can't rely on a cop in a car anymore. We must share information and come together. It works this way. Everyone pitches in, they help us, we help them."

Small Towns, Big Crowds: Policing Tourist Destinations

Tourists do the darndest things: leave hotel room doors propped open, wade into traffic with eyes fixed on cell phones, and climb lamp posts to take selfies, to name a few. They sometimes feel as if local laws and safety precautions don’t apply when they’re on holiday. Or, as one police chief remarked, “Some leave their brains at home when they go on vacation.”

All of this can make policing tourist destinations challenging—especially in small towns, such as beach or mountain resorts, whose populations may grow ten- or even hundredfold in peak season. Dealing with the additional load on their services and personnel may not be easy, but many local departments have found ways to keep both visitors and community safe and happy while not breaking the bank.

Extra Eyes and Ears for the Force

Community policing is especially important in these destinations, where police rely on hotel clerks, bartenders, boutique owners, and others who are on the front line of the tourist scene to be their eyes and ears. In Sturgis, South Dakota, which holds a ten day motorcycle rally and music festival that attracts around 500,000 additional people to the town of 7,000 every July, Police Chief Geody VanDewater holds a pre-rally meeting with bars and liquor establishments.

“I want to have working relationships with these individuals so that if I have issues, or they do, we have direct contact with each other,” he says. There have been shootings in these bars, and their staff have helped the department by giving statements. They have their own security, but rely on us to remove intoxicated and unruly patrons.”

”Community policing is important to us in other ways too,” VanDewater adds. “We encourage our officers to have friendly interaction with tourists as well as locals, and they do interact, chatting and taking pictures with people. They enjoy doing it too because pretty much everybody is friendly during the rally.”

Internships for Seasonal Officers

Class One Special Law Enforcement Officers (SLEO I) are trained and empowered to issue summonses for parking and local ordinance enforcement, and for minor incidents such as disorderly behavior, but they do not carry a firearm. While employed, Class Two Seasonal Law Enforcement Officers (SLEO II) have the authority and arrest powers of fulltime police officers, and they carry a firearm. Most SLEOs are studying criminal justice and all get credit for the internship from their colleges.

Off Duty Cops and Safety Ambassadors 

The Sturgis Police Department usually hires 15 volunteer officers, who come in from all over the country to work full-time during the rally. Some are employed by other agencies and take leave to do this; others are retired. According to Chief VanDewater, they come for the camaraderie. “One guy has been doing this for 41 years,” he says. “To recruit, we put the word out through emails, in social media, and in local fusion centers. We outfit them with grey polo shirts and feed them, but they work for the fun of it.”

Though they are not employees of the Grand Rapids (Michigan) Police Department , Safety Ambassadors hired by Downtown Grand Rapids, Inc. and managed by the Block by Block Company are assets to the department. Block by Block provides safety, cleaning, and outreach services to downtown improvement districts in customizable programs, which Grand Rapids adapted to their public safety needs.

Many of their Ambassadors receive training in skills such as physical and mental health first aid, treating drug overdoses, and spotting sex trafficking. Though not trained to intervene in crime, they have been credited with stopping a potential burglary and a domestic abuse situation. Just as importantly, they know how to be good witnesses and call the police for assistance or to report a crime. According to Rebecca Krenz, Operations Manager of the Downtown Grand Rapids Ambassador Program , “We're feet on the streets and often first on the scene when things happen.” 

Recruitment and Housing Options

Yet recruitment isn’t always easy, even in desirable vacation locations. A big obstacle is housing. The Ocean City (Maryland) Police Departmental Housing Program leases homes, which they sublease at cost to seasonal employees. They also have a Housing Alternatives List, with contact information for departmental officers, officers from other agencies, and friends of the department with houses or rooms for rent. Another option is their Facebook group, where seasonal employees can discuss housing and find roommates.

Sources for Financial Support

There are additional sources for funding as well. Chief Marino of the Cape May Police Department suggests trying foundations supported by various companies. “The WaWa Foundation , which supports a Heroes Award, provided funding for load bearing vests for our officers, to lessen the load on their duty belts, which can cause back programs. Companies like that may fund other needs. It may be possible to find someone in the community to do research and writing for grant funding.”

In some cities and larger resort destinations, tourist boards fund law enforcement efforts to maintain public safety. According to a June 4, 2018 article in the Tennessean newspaper, the Nashville Convention and Visitors Corp provides its city police department with an annual grant of $100,000 to ensure tourist safety, and also pays for police overtime at special events.

In Nevada, the Las Vegas Convention and Visitors Authority funds an analyst at the Las Vegas Metro Police Department’s Southern Nevada Counter Terrorism Center who is responsible for sharing safety information from the police department with the tourism community, and acts as a liaison between event producers, resort partners, and local public safety agencies. 1

The Bottom Line

Tourism is a growing source of employment and revenue throughout our country. According to the U.S. Travel Association , direct spending by domestic and international travelers in the U.S. averaged $3 billion a day for a total of $1.1 trillion in 2018. According to the association’s Travel Impact Calculator , the economic impact of a 4.95 percent increase in 2019 travel spending could result in almost $4 billion in additional state and local tax revenues, which could fund the hiring of an additional 60,300 American law enforcement officers.

What’s more, the benefits of tourism extend beyond the revenue, to the interactions that all members of the community, including law enforcement officers, have with people from all over the U.S. and the world. Like other members of the community, the men and women in blue are ambassadors for their towns and for our country, and their contacts with travelers can leave a positive lasting impression.

In 2017, the Tourist Police appeared in Istanbul – a special detachment that guards tourists and prevents possible crimes aimed at tourists.

The Istanbul Tourist Police is based at three airports, train stations, near the Blue Mosque and near the city’s main attractions, that is, in places most popular with foreigners. Tourists can turn to officers of the tourist police in any case of violation of their rights, deception in shops and taxi , as well as misunderstandings in hotels.

Law enforcement officers from the tourist unit are easily distinguishable from ordinary police officers thanks to their special uniform – the black and orange vests of their uniforms are clearly visible in the crowd, so they can be easily found if necessary. Law enforcement officers move around Istanbul by cars, electric cars, bicycles and segways, and foot patrols are also provided.

The police officers are fluent in several foreign languages, including English and Russian, so they will be able to provide all the necessary assistance to travelers who have language problems. You can also contact the tourist police officers through the official patrol accounts on social networks and in the multilingual call center.

It is expected that in the future, similar units of the tourist police will be created in every major city in Turkey and in all resorts of the country.

Police Officer Who Survived Jan. 6 Has a Warning for America

Michael Fanone was beaten, tortured by rioters, had a heart attack and concussion.

Michael Fanone began his career as a police officer after the September 11 attacks in 2001.

It all but ended after the attack on the U.S. Capitol Jan. 6, 2021 — a day he was beaten, tortured, suffered  a heart attack and was left with a concussion at the hands of rioters who hoped to prevent the orderly transfer of power from then-President Donald Trump to the new president-elect, Joe Biden .

The 9/11 attacks changed his occupation: Fanone had been a construction worker when jets plowed into the World Trade Trade Center and the Pentagon, killing hundreds. His job site in D.C. shut down early that day and he recalls seeing police deployed throughout the city — “in case the plane tried to crash into the Capitol,” he said. “God only knows what they would have been able to do to prevent that.” He felt moved to join the force.

But the Jan. 6 assault on that same building changed his life.

“I think this is an incredibly important moment,” Fanone said in an interview Tuesday in Madison. “I don’t even think about the outcome. I just think about doing absolutely everything that I can do to ensure that people are made aware of what happened on January 6.”

Fanone left the D.C. Metropolitan Police in the long aftermath of the Jan. 6 attack. Now he’s touring the U.S. under the auspices of Courage for America — a group formed after the insurrection whose message combines a response to political violence with opposition to the current U.S. House Republican majority in Washington.

In a tour of Wisconsin this week, he visited with student journalists at the University of Wisconsin-Madison and met with local leaders.

The mission, he said, is “educating people about January 6, using my experience that day, in the hopes that if they recognize the severity of it, the brutality of it, that maybe they will investigate further into how it is that we got there, and come to understand the lies and manipulation that politicians used to inspire Americans to storm the Capitol.”

A stop in La Crosse was an opportunity to address “probably what interests me most, and that’s accountability,” he added. The 3rd Congressional District, he observed, is represented by Derrick Van Orden — “who was also at the Capitol on January 6, 2021, but not as a police officer or someone there to protect. He was there as a member of the mob. And so his tenure in Congress is a personal affront to me.”

Fanone is particularly upset because Van Orden, a retired Navy SEAL, “served his country in the military in the capacity that he did,” he said. “That son-of-a-bitch knew better.”

A Virginia native, Fanone has become a familiar face in continuing news about the Capitol attack — giving testimony before the House select committee that investigated the events of Jan. 6 and speaking up ever since.

In his select committee testimony Fanone described the harrowing minutes as he and fellow officers were corralled in a Capitol tunnel, potential targets for a thick mob of rioters.

On his regular assignment with the D.C. police Fanone was a narcotics investigator. On Jan. 6, fellow officers were already assigned to assist the Capitol Police with tasks such as protecting local businesses and manning streets that had been closed for the day due to the rally organized by Trump supporters.

By his mid-afternoon shift start, the outer perimeter around the Capitol had been breached. Fanone left for work early, heading straight to the Capitol. On the scene, he heard a distress call from an access tunnel to the building and headed to the area with a fellow officer.

A group of officers, mostly from the D.C. department, were holed up in the tunnel after they were overrun by rioters while in the Capitol itself. Injured cops had sequestered themselves in some adjacent tunnels, and fellow officers were trying to help them “because we couldn’t get paramedics or any type of medical assistance into the building, because it wasn’t secure at that point,” Fanone told the Wisconsin Examiner.

Had the crowd of rioters swarming outside the tunnel managed to break through the defending line of cops, “we would have been trampled to death,” he said.

Fanone told the committee that some in the crowd were “trying to grab hold of my gun.” He heard some shout “kill him with his own gun,” he testified. “I believe there were individuals in that crowd who intended to kill me.”

Rioters seized Fanone, dragging him down the steps of the Capitol. They beat him with pipes, stunned him with a Taser and sprayed him with bear spray, he recalled. In the midst of the assault he had a heart attack, and he got a concussion from the blows to his head. In a broadcast months later CNN aired footage of the assault on Fanone from his own body camera.

The experience left him shaken, but even more shocking was watching how some in Congress who had themselves endured that day turned dismissive toward the violence and to what that violence revealed.

“That something, like, that catastrophic could play out, like 9/11, in front of the whole country, on television, and people would just choose to either be indifferent toward what happened or to sympathize with the attacks,” Fanone said. “That’s been the most difficult pill to swallow. I think, for me personally, it feels like you’ve been betrayed by the country.”

One of many comments excusing the rioters, Fanone recalled, was made by U.S. Rep. Andrew Clyde , a Georgia Republican.

“He described January 6 as a normal tourist visit — you know, a normal tourist day at the Capitol,” Fanone said. “And you know, he understands fully what actually transpired that day, because he was in the House chamber. And there’s photos of him barricading the chamber doors to prevent people from, entering and probably kicking the living s- -t out of him. That’s egregious. It’s outrageous.”

He sees the unvarnished story of Jan. 6 as “politically inconvenient” for GOP lawmakers. And he’s appalled that many “served in our military, understand the sacrifices that are made by police officers and by people in public service, and the dangers that somebody like a Donald Trump pose to our democracy — but they’re more concerned with keeping their job,” Fanone said. Regardless of whether lawmakers have publicly minimized the Capitol assault or simply stayed silent, “to me they’re equally cowardly acts.”

The persistence of that sort of disregard for what that day revealed has left him angry, Fanone said. He went through a phase of feeling compassion and empathy, he adds, but attacks on him for his testimony have worn that down.

If there’s a central lesson to Jan. 6, “It’s an understanding [for] each of us [about] the responsibility that we have to maintain the democracy,” he said. “It’s a tremendous gift that we have in this country to be able to choose our leaders. But when taken for granted, it becomes a tremendous burden to try to right the ship.”

For too many people, the events of Jan. 6 appear not to have touched them personally, Fanone says. And many, he adds, have decided that politically, “the ends justify the means and to hell with our democratic system.”

He worries that ideology appears to override all other values. “It’s scary to me to think that we’ve become so polarized in this country — that the way you react to an incredibly violent event is dictated by your political stance or your political ideology,” he said.

After months of recovery from his injuries, Fanone returned to the police force in the autumn of 2021, but in the end he didn’t remain for long. Shifted into jobs where he believed he was simply being shunted aside by the department brass, he quit a few months later. Since then he has thrown himself into the work of calling attention to the enormity of what happened on Jan. 6.

The change has opened his eyes in new ways.

“I was a cop — everybody that I socialized with were cops,” he said. “Now I’ve had the benefit of having conversations with people that I never would have met and heard about other people’s experiences in this country, and I can’t help but be changed by that.”

The work has also been cathartic, he added. And he finds it absolutely necessary.

“It’s not an option for me to do nothing,” Fanone said. “And so now, every interaction that I have is significant. Every conversation that I have is significant.”

I will never forget this day. I watched it on TV and my heart was breaking. But then to have Republicans defend those actions and act like it was no big deal just mind blowing. Our former leaders probably turned over in their graves. I was brought up to respect these institutions and never would have ever imagined that something like this would happen here in America. So shameful! I am glad Mr. Fanone has recovered from his injuries and I thank him for his service!

TOPEKA, Kan. (WIBW) - A Topeka man was arrested following an early morning burglary at Sheldon Headstart in Topeka, Kan.

According to the Topeka Police Department , officers responded to a reported burglary around 3:30 a.m. on Wednesday, April 10 at Sheldon Headstart, located at 1155 SW Seabrook Ave. in Topeka, Kan.

Topeka Police Department said upon arrival, officers located an individual, who was identified as Blayne R. Blevins, 31, of Topeka, with stolen property. As a result of the investigation, Blevins was later arrested and booked into the Shawnee County Department of Corrections for the following:

  • Burglary; Dwelling to commit felony, theft, DV, or sexually motivated crime
  • Theft <$1,500 From Building
  • Interference with LEO; obstruct/resist/oppose felony warrant service or execution

CHEYENNE, Wyo. (Wyoming News Now) - The Cheyenne Police Department is releasing body-worn camera footage from a weekend incident where an officer was assaulted during a traffic stop.

According to a press release from the Cheyenne Police Department, Yzail Gauna, 26-years-old, was found to have outstanding warrants during a traffic stop on Friday, April 5 at approximately 11:30 p.m. The warrants were for domestic battery and a probation violation. Body-worn camera footage shows that officers approached the vehicle, occupied by Gauna, three other adults, and an infant in the back seat - the child and occupants were not secured by any seatbelts.

When officers asked for Gauna’s name, he provided a false identity. Officers became suspicious and ordered Gauna to exit the vehicle. He ignored commands and became verbally combative. A woman and child were also asked to exit and complied. While arguing with officers, Gauna began reaching into his pants pocket, which contained a knife.

Officers commanded Gauna to stop multiple times. The officer then attempted to remove Gauna from the vehicle, and he became physically violent, pushing the officer, and attempting to run away. During the altercation, Gauna grabbed the officer’s Taser, and used it against him, driving it into his collarbone. Officers delivered baton strikes to targeted zones - the thighs, right tricep, and right lat - in an attempt to gain control of Gauna’s right arm and prevent him from reaching for his pocketknife.

Officers were able to detain Gauna and he was taken into custody. Following medical clearance, Gauna was booked into the Laramie County Jail on his existing warrants and an additional felony count of aggravated assault on a peace officer.

Sunday, April 7, 2024, 26-year-old, Yzail Gauna sits in a Laramie County jail after a night of what his family is calling brutality at the hands of the Cheyenne Police Department. The incident happened at approximately 11:30 pm Friday night.

The family states Gauna’s aunt was pulled over for a damaged plate light. Cheyenne Police Department officials said in a statement that the officers proceeded to ask the occupants to exit the vehicle. Police say they found Gauna had outstanding warrants for domestic battery and probation violation. Officials say that when officers attempted to make the arrest, Gauna became violent, grabbed an officer’s taser and used it against the officer.

Gauna’s family says they weren’t wearing seat belts and didn’t have identification on them when they were stopped. They claim Gauna had trouble exiting the vehicle but was not resisting arrest. When he was pulled out by officers, clubbed over the eye with a flashlight, taken to the ground and beaten by several officers.

His family says he has fractures on his spine and hand and an open gash on his eye. He faces bond on Monday.

The family is reaching out to lawyers and the ACLU.

“This police brutality needs to stop, or someone is going to die. They are going to kill somebody because they are getting power-happy. They are taking their job way above and beyond. And it’s out of control. And it can not keep continuing to be this way throughout life, “They are not protecting people. They are there to protect and serve, and they are not,” ” said Nadia Gauna, Yzail Gauna’s Aunt.

5 tourists killed in case of mistaken identity in Ecuador while 9 shot dead is separate attack: "The battle continues"

Ecuadoran gangsters abducted, interrogated and killed five tourists, apparently thinking they were members of a rival drug gang, officials said this weekend, while a separate attack by gunmen killed nine people on the country's coast.

Around 20 attackers stormed a hotel Friday in the beach town of Ayampe in southern Ecuador and kidnapped six adults and a child, local police commander Richard Vaca said.

The abducted tourists, all Ecuadorans, were interrogated and hours later the bodies of five adults were found with gunshot wounds on a road, he said.

The assailants "apparently mistook them for adversaries" from a rival drug gang, said Vaca.

President Daniel Noboa said one person has been arrested so far in the case and the government is tracking down the rest of the attackers.

The killings "remind us that the battle continues," Noboa said on social media, along with a video of a man handcuffed and bent over, being led away forcefully by an armed police officer.

"Narcoterrorism and its allies are looking for spaces to scare us, but they will not succeed," Noboa said.

Meanwhile, gunmen attacked a group of people in Ecuador's coastal city of Guayaquil, killing nine and injuring 10 others, police said Sunday.

The attack took place around 7 p.m. local time Saturday in the southern neighborhood of Guasmo. According to police, the armed group entered a pedestrian street in a grey Chevrolet Spark, where a group of people were practicing sports. The gunmen got out of the vehicle and proceeded to shoot people.

"So far, the result is nine people dead and 10 injured," police Col. Ramiro Arequipa told journalists around midday on Sunday.

ECUADOR-STATE OF EMERGENCY-VIOLENCE-ATTACK

No group immediately claimed responsibility for the attack.

Ecuador was once considered a bastion of peace in Latin America, but in recent years has seen a surge in violent attacks.

Noboa declared a state of emergency in January, which provides for permanent operations by a security force made up of police and military. In addition, a five-hour curfew is in force in high-incidence areas such as Guayaquil.

That month, Noboa also gave orders to "neutralize" criminal gangs after  gunmen stormed and opened fire  in a TV studio and bandits threatened random executions of civilians and security forces.

Since then, the military has been  deployed in the streets  and taken control of the country's prisons, where a string of gang riots in recent years has left hundreds killed.

The violence has continued since the state of emergency.

Just last week, the 27-year-old mayor of a small town - also in the province of Manabi - was killed along with her collaborator. Brigitte Garcia and Jairo Loor were found inside a vehicle with gunshot wounds.

One of Garcia's last posts on  social media , where she touts herself as the nation's youngest mayor, was about a new project to bring water to her municipality.

"Together, we're building a brighter future for our community," she  wrote .

On Thursday, a riot in a Guayaquil prison under military and police control left three inmates dead and four injured.

Ecuador surpassed a rate of 40 violent deaths per 100,000 inhabitants at the end of 2023, one of the highest in the region, according to police.

A British tourist was arrested in Thailand after he was spotted cupping his crotch fully naked in front of a group of people.

Joseph William Kershaw, 23, was seen in the video in front of tourists in Krabi, Thailand, on April 8.

He then bent down and walked around briefly before putting his clothes back on.

His behaviour meant residents contacted police and on Tuesday he was arrested at his hostel.

At the police station, he was forced to apologise and admitted to being drunk and overexcited at the time.

Speaking at the police station, he said: ‘I’m ashamed. I’m very sorry to all the people, I was very drunk. I appreciate that it’s not acceptable in your culture and it won’t happen again.

‘I’m very sorry… and I am thankful to you all for being helpful and very kind and I apologise. I will never do that again.’

He has been fined £110 for his behaviour but police officers accepted Joseph’s apology.

Police Lieutenant Colonel Wirat Inyod confirmed he was fined and released and will not have to make a court appearance.

He said: ‘I can confirm the suspect’s name and age as Joseph William Kershaw. He is 23 years old and from Great Britain.

‘He came here with a tourist visa. He was fined because this is only considered to be a petty offence.’

Police Lieutenant Colonel Wittaya Thongkong added: ‘The suspect was fined for performing such a disgraceful act in public by undressing himself, exhibiting his undressed person or committing any other act of obscenity according to Section 388 of the Thai Criminal Code.

‘The inquiry officer fined him the maximum amount of 5,000 baht.

‘As for the allegation from locals of him working illegally, we have investigated and found that the suspect, who entered legitimately with a tourist visa, did not do any work.’

This is not the first time something like this has happened in Krabi, Thailand, after police marched six naked tourists back on to the beach after they were caught naked in the sea.

The embarrassed group, which included five women and one man, were grassed up by a local who did not appreciate the fact they had stripped off.

They had been happily wading in shallow waters for ten minutes before they were interrupted by officers.

Highlights: Employee checks have been completed at the Wildberries warehouse in Elektrostal. 38 warehouse workers will undergo additional verification to clarify the data with law enforcement agencies. The warehouse continued to operate as normal. Last year, law enforcement officers in the Moscow region detained 16 migrants due to their violation of migration laws. The checks were carried out by the police and the Russian National Guard at one of Wildberries sorting centers in Elektrstal. The verification of documents at the warehouse has been completed, the company says.

“The verification of documents as part of the work of law enforcement agencies at the warehouse in Elektrostal has been completed,” the statement says.

It is clarified that 38 warehouse workers will undergo additional verification to clarify the data with law enforcement agencies. The rest returned to their duties. The warehouse continued to operate as normal.

Earlier it became known that the police and the Russian National Guard began checking the passport regime and work permits at one of the Wildberries sorting centers in Elektrostal.

Last year, law enforcement officers in the Moscow region detained 16 migrants in Elektrostal, Moscow Region, due to their violation of migration laws.

Local security forces brought 15 men to a military enlistment office after a mass brawl at a warehouse of the Russian Wildberries company in Elektrostal, Moscow Oblast on Feb. 8, Russian Telegram channel Shot reported .

29 people were also taken to police stations. Among the arrested were citizens of Kyrgyzstan.

A mass brawl involving over 100 employees and security personnel broke out at the Wildberries warehouse in Elektrostal on Dec. 8.
