Venice to limit tourist group size to 25 to protect historic city

Move aims to reduce pressure of thousands of daily visitors to Italian city and protect residents

Venice is to limit the size of tourist groups in an attempt to reduce the pressure of thousands of visitors crowding its squares, bridges and narrow walkways each day.

From June, groups visiting the Italian canal city will be limited to 25 people, or roughly half the capacity of a tourist bus, the city announced this weekend. The use of loudspeakers, popular among tour groups but “which can generate confusion and disturbances”, will be banned in the city and on nearby islands, officials said in a statement.

Elisabetta Pesce, in charge of security in Venice , said the policies were aimed at improving the movement of groups through the historic centre as well as the heavily visited islands of Murano, Burano and Torcello. She said the decision was about “the need to protect residents” and better manage the flow of visitors walking around the city.

“It is an important measure aimed at improving the management of groups in the historic centre and on the islands of Murano, Burano and Torcello,” Pesce said. “It’s about promoting sustainable tourism and guaranteeing the protection and safety of the city.”

Authorities in Venice have for years sought to ease the pressure of mass tourism and the vast numbers of visitors flocking to sights including the Rialto Bridge and St Mark’s Square. About 3.2 million people stayed overnight in Venice’s historic centre in 2022, but about 30 million people visit each year, with a majority of the city’s tourists coming for just the day.

Venice, once the heart of a powerful maritime republic, has been on the Unesco world heritage list since 1987 as an “extraordinary architectural masterpiece”. But Unesco has since warned that tourism’s impact on the fragile lagoon city is a major issue and has twice considered placing Venice on its list of heritage sites in danger .

To avoid being put on the danger list, the city has moved to reduce the impact of tourism. First, it limited the arrival of large cruise ships through the Giudecca canal. Cruise ships, which once dropped off thousands of visitors a day, have now been rerouted to an industrial port.

Then, in September, Venice announced a day-tripper charge which will be tested from spring.

Day visitors will be charged €5 (£4.30) to enter the city’s historic centre in an attempt to reduce tourist numbers. A 30-day trial of the entrance fee will be spread across public holidays and weekends in the spring and summer. Residents, commuters, students and children under the age of 14 will be exempt, as will tourists who stay in the city overnight.

Venetians have held several protests in recent years against a tourism industry which they argue has eroded their quality of life, damaged the environment and driven residents away. On some days, the current population of just over 49,000 – down from about 175,000 in the post-second-world-war years – is dwarfed by the number of tourists.

In September, it emerged that the number of beds available to tourists on Venice’s main island had surpassed the number of year-round residents for the first time. According to figures from the activist group Venessia.com, last autumn there were 49,693 tourist beds across hotels and rented holiday homes, compared with 49,304 inhabitants.

There was a dip in visitor numbers to Venice linked to severe flooding in 2019 and another fall in numbers due to the disruption of the 2020 Covid pandemic. But high visitor numbers returned last summer. An average of 40,000 day- trippers pour into the city on peak days.

Italian tourism boards, airlines, hotels, and tour operators need to be vocal to save the lagoon city from potential climate risks before it's too late.

UNESCO experts have recommended that Venice and its lagoon be added to its list of World Heritage in Danger as Italy is not doing enough to protect the city from the impact of climate change and mass tourism.

UNESCO World Heritage Centre experts regularly review the state of the UN cultural agency’s 1,157 World Heritage sites, and at a meeting in Riyadh in September, a committee of 21 UNESCO member states will review more than 200 sites and decide which to add to the danger list.

For nearly 10 of these sites, the experts recommend that member states put them on the danger list, among which already are the historic center of Odessa, Ukraine, the town of Timbuktu in Mali, and several sites in Syria, Iraq and Libya.

Other sites recommended to be put on the danger list this year are the cities of Kyiv and Lviv in Ukraine.

“Resolution of long-standing but urgent issues is hindered by a lack of overall joint strategic vision for the long-term preservation of the property and low effectiveness of integrated coordinated management at all stakeholder levels,” UNESCO said.

UNESCO said corrective measures proposed by the Italian state are “currently insufficient and not detailed enough.” It added that Italy “has not been communicating in a sustained and substantive manner since its last Committee session in 2021, when UNESCO had already threatened to blacklist Venice .

The agency said it hoped that “such inscription will result in greater dedication and mobilization” of local and national stakeholders to address long-standing issues.

A spokesperson for the Venice municipality told Reuters the city “will carefully read the proposed decision published today by the Center for UNESCO’s World Heritage Committee and will discuss it with the government.”

Venice, known for its canals and cultural sites, has been struggling with mass tourism for years. On a single day during the 2019 Carnival, some 193,000 people squeezed into the historic center. Venice has been preparing to introduce a fee for day-trippers to control visitor numbers, but has been delayed by objections.

Spain Sets Tourism Record With Over 85 Billion Visitors in 2023

P er the National Statistics Institute, 85.1 million visitors traveled to Spain in 2023, a 19 percent increase from the prior year.

According to The Associated Press , the number of foreign visitors last year surpassed the 83.5 million visiting Spain in 2019, the year before the COVID-19 pandemic brought a halt to most leisure travel .

The U.K., France and Germany top the list as the three countries who sent the highest number of tourists to Spain.

The National Statistics Institute revealed that Spain’s income from foreign tourists reached 108.7 billion euros ($117 billion) in 2023, an increase of 25 percent from the previous year. Tourism accounts for 12 percent of the country’s gross domestic product.

Top destinations for travelers to Spain included the northeastern region of Catalonia, including Barcelona, followed by the Balearic Islands in the Mediterranean and the Canary Islands off North Africa.  

For many years, France, Spain and the United States have been the world’s three top tourist destinations.

Tourism on Track for Full Recovery as New Data Shows Strong Start to 2023

International tourism is well on its way to returning to pre-pandemic levels, with twice as many people travelling during the first quarter of 2023 than in the same period of 2022.

New Data from UNWTO: What We've Learned

The second UNWTO World Tourism Barometer of the year shows that the sector's swift recovery has continued into 2023. It shows that:

  • Overall, international arrivals reached 80% of pre-pandemic levels in the first quarter of 2023
  • An estimated 235 million tourists travelled internationally in the first three months, more than double the same period of 2022.
  • Tourism has continued to show its resilience. Revised data for 2022 shows over 960 million tourists travelling internationally last year, meaning two-thirds (66%) of pre-pandemic numbers were recovered.

Recovery by Region in Q1 2023:

  • The Middle East saw the strongest performance as the only region exceeding 2019 arrivals (+15%) and the first to recover pre-pandemic numbers in a full quarter.
  • Europe reached 90% of pre-pandemic levels, driven by strong intra-regional demand.
  • Africa reached 88% and the Americas about 85% of 2019 levels
  • Asia and the Pacific accelerated its recovery with  54% of pre-pandemic levels, but this upward trend is set to accelerate now that most destinations, particularly China , have re-opened.

The UNWTO data also analyses recovery by sub-region and by destination: Southern Mediterranean Europe and North Africa have also recovered pre-pandemic levels in Q1 2023, while Western Europe, Northern Europe, Central America and the Caribbean all came close to reaching those levels.

What it Means:

UNWTO Secretary-General Zurab Pololikashvili says: "The start of the year has shown again tourism's unique ability to bounce back. In many places, we are close to or even above pre-pandemic levels of arrivals. However, we must remain alert to challenges ranging from geopolitical insecurity, staffing shortages, and the potential impact of the cost-of-living crisis on tourism, and we must ensure tourism's return delivers on its responsibilities as a solution to the climate emergency and as a driver of inclusive development."

International tourism receipts grew back to hit the USD1 trillion mark in 2022, growing 50% in real terms compared to 2021, driven by the important rebound in international travel. International visitor spending reached 64% of pre-pandemic levels (-36% compared to 2019, measured in real terms). By regions, Europe enjoyed the best results in 2022 with nearly USD 550 billion in tourism receipts (EUR 520 billion), or 87% of pre-pandemic levels. Africa recovered 75% of its pre-pandemic receipts, the Middle East 70% and the Americas 68%. Due to prolonged border shutdowns, Asian destinations earned about 28%.

The Q1 2023 results are in line with UNWTO's forward-looking scenarios for the year which project international arrivals to recover 80% to 95% of pre-pandemic levels. UNWTO's Panel of Experts expressed their confidence in a strong peak season (May-August) in the Northern Hemisphere, reflected in the latest UNWTO Confidence Index which indicates performance for the period is on track to be even better than 2022.

However, tourism's recovery also faces some challenges .  According to the UNWTO Panel of Experts, the economic situation remains the main factor weighing on the effective recovery of international tourism in 2023, with high inflation and rising oil prices translating into higher transport and accommodations costs.  As a result, tourists are expected to increasingly seek value for money and travel closer to home. Uncertainty derived from the Russian aggression against Ukraine and other mounting geopolitical tensions, also continue to represent downside risks.

City officials are introducing a new fee to visit Venice and its islands, a move, they hope, will limit tourists.

ROME — Traveling to Venice? Get ready to pay for the privilege of visiting the city, one of the most beautiful on earth. Oh, and be sure to reserve your spot.

Beginning in January 2023, visitors must make a reservation through a new digital system and many will have to pay a daily fee — from 3 to 10 euros depending on how crowded Venice is at the time — as part of a plan to better control the masses of tourists that can overwhelm the fragile city.

The system will allow city officials to know ahead of time how many visitors they can expect on any particular day, and can then deploy staff and services accordingly. Those making early reservations will be charged at lower rates.

The reservation system and entry fee is part of a “revolution” when it comes to visiting Venice and its islands, Simone Venturini, the city councilor in charge of tourism and economic development, told reporters on Friday. He said it aims to balance “the needs of residents, the needs of tourists who sleep in the city and those of the day-trippers, whose rhythms are different.”

Before the pandemic curbed tourism, hordes of day visitors and cruise ship passengers had transformed Venice into a prime example of “ over-tourism ,” its narrow streets so crowded that on some days the police instituted one-way flows. Annual estimates for the numbers of tourists fluctuate wildly, with some as high as 30 million and others at a more modest 12 million.

In a city with a population of just over 50,000, those numbers were overwhelming at times.

Just about everyone visiting the city will have to register their presence, but not everyone will have to pay a fee, including children under 6, guests of Venetian residents and visiting relatives of people held in city jails. The city’s residents, people who work in Venice, students enrolled in city schools and property owners (as long as they’ve paid their taxes) are among those who won’t have to register or pay at all.

But even those who are exempt will have to show proof that they have a right to be in the city. Officials said the verification could come by way of a QR code that reveals whether someone deserves an exemption.

Tourists sleeping in the city won’t pay the daily fee directly because a fee is already tacked onto their hotel stay.

People will be stopped on the streets to make sure that they’ve paid up or have a right to an exemption. Ten to 15 “controllers” will be deployed daily to enforce the rules, said Michele Zuin, the city councilor responsible for the budget and taxes

“Naturally, their attitude won’t be that of a police state — they will be cordial, polite,” Mr. Zuin said. “But there will be controls, just as there will be sanctions for those caught without having made the payment.”

Violators will face hefty fines, ranging from €50 to €300, plus the €10 entry fee. And if someone is found to have lied — claiming, say, that they were visiting a resident in order to avoid a fee — they could face criminal penalties, Mr. Venturini said.

City officials are still fine-tuning some details, like daily pricing and the daily cap on the number of people. They hope that higher costs during high season will encourage people to come at slower times. “But the city of Venice will remain open,” Mr. Zuin said.

The city’s costs for implementing and managing the system are expected to be considerable, so the city doesn’t foresee that the fees will do much more than recover its investment. Should anything be left over, it would be used to offset taxes and service fees for residents.

Mr. Venturini said the new reservation system complements a monitoring system that the Venice City Council introduced last year to track people via phone location data, a system some critics have likened to Big Brother .

Mr. Venturini claimed Venice would be the first city in the world to use such a complex monitoring system. Bumps in the road could be expected, he said.

“It would be foolish, ambitious, arrogant to think that everything will work perfectly, with a snap of our fingers,” he said. “It won’t” he added. “It will be a course that can certainly be improved and we will work constantly.”

Just weeks before the entry system was meant to come into force, authorities have made a u-turn.

Venice has announced that their entry fee for tourists has been postponed until next year.

The change comes at the very last minute, as they had previously said the system would be trialled in June 2022. However, the city’s authorities voted to delay the introduction of the fee until the start of 2023.

Why is Venice introducing a tourist tax?

As revealed by Euronews Travel last month, the Italian city’s authorities announced the decision to bring in the entry fee after the canal city was inundated with visitors over the Easter weekend.

They said the tax is necessary for curbing the overwhelming number of daytrippers visiting the historic centre.

The payment system has been in the pipeline since before the coronavirus pandemic. But it was postponed amid COVID travel restrictions.

As visitor numbers returned to pre-pandemic levels earlier in the spring, the city council decided to move forward with the entry fee.

This follows Venice’s ban on cruise ships , imposed last summer, and the introduction of a video surveillance system that monitors the flow of tourists through the city’s streets.

Before the pandemic, the lagoon city had been struggling with unsustainable tourist numbers. In peak season, as many as 110,000 tourists visited the city in a single day, far outnumbering the resident population which currently stands at around 50,000.

While the surveillance cameras have been likened to “big brother” measures, residents of Venice have been calling for stricter visitor regulations for years.

Who will have to pay the entry fee?

The entrance fee will be applicable to visitors arriving in Venice for the day. Travellers who book to stay overnight in a hotel in the historic centre are exempt from the added cost as they already pay a city tax of up to €5 a night.

Residents, students and commuters will also not have to pay up to enter the city.

It is hoped the booking system and entry fee will help to regulate the number of visitors to the historic centre, particularly those staying just for the day.

How much is the Venice tourist tax?

As of 2023, daytrippers to Venice will have to pre-book their visit and pay an entrance fee using a dedicated booking app. The cost will vary from €3 in low season to €10 on particularly busy days. There are also plans to install electronic turnstiles at access points to the city.

Venice , Italy is known for being one of the most beautiful and remarkable cities on the planet. It is in northern Italy and is made up of 118 small islands with each one connected by canals and bridges. The city is quite a thing to behold and it can be strange to think of the city as anything beyond a tourist's dream, but there are of course people who live in the city full time. Venice is not the largest city in Italy, but is certainly among the most visited .

The city of Venice covers a surface area of approximately 414.57 km2 (160.07 sq mi). The population density comes to about 630/km2 (1,600/sq mi).

Transportation Around Venice

One of the biggest things that tourists should expect is the lack of public transportation in the traditional sense. Venice can be reached by car but, once the tourist arrives, they are faced with the decision as to where to park their vehicle. Depending on the parking garage used, a tourist can expect to pay anywhere from a few euros to 50 per day. There are absolutely no streets made for vehicles in the city and most visitors choose to arrive by train to avoid high fees. Once in Venice, tourists can certainly walk anywhere they wish, but the public water buses are the best way to get around the city. There are 19 scheduled routes and some lines even run 24 hours a day.

Education in Venice

Even in a tourist area such as Venice, educating their citizens is an essential part of life. 24.8% of the population have a bachelor's degree and 17.4% have pursued higher education goals. 33.5% of the population has some form of college without having completed a full degree.

Income of Venice Population

The average household income in Venice is currently $48,463, but this number depends on the age of the resident. Those that are below the age of 25 and just starting out in life can expect to make an average of $34,787 annually. Those aged 25 to 44 make $45,344. 45 to 64-year-old individuals and families have the highest income at $54,647, and those over the age of 65 can expect around $50,661. White-collar vs. blue collar jobs are split dramatically in Venice, with only 33.4% doing blue collar jobs, while 66.6% have white collar employment.

Airfares were already dropping. Here's why they could go even lower in 2024

U.S. airfares are, on average, 15% lower now than they were a decade ago, and 6% lower than this time last year

Inflation has hit most of the economy, but that’s hardly the case with airfare. Not only are airfares down 6% year-over-year based on January 2024 prices, but they’re even down 15% versus a decade ago. That’s according to consumer price index data from the U.S. Bureau of Labor Statistics published in February. Some experts predict airfares to international destinations will drop even lower in 2024.

According to the American Express Global Business Travel Air Monitor 2024 report, prices on certain international routes may drop as much as 12%.

Here’s how AmEx GBT anticipates average economy airfares will change in 2024 versus 2023, for a sampling of regions:

— South America to North America: Drop by 11.9%.

— North America to Central America: Drop by 7.8%.

— North America to Asia: Drop by 7.5%.

— Asia to North America: Drop by 5.2%.

— North America to Europe: Drop by 3.5%.

— Europe to North America: Drop by 1.2%.

So, why are airfares dropping?

EXISTING AIRLINES ARE OFFERING MORE FLIGHTS AND ROUTES

2023 was a huge year for travel, with several records broken. The U.S. State Department issued a record 24 million passport books and cards during the 2023 fiscal year, signaling increased interest in travel abroad.

Katy Nastro, a spokesperson for airfare tracking website Going, has seen an increase in international flights booked as well.

“For example, in 2023, almost 14% more people flew between Costa Rica and the U.S. than pre-pandemic,” Nastro says.

Airlines added 10% more flights between the U.S. and Central America in 2023 versus 2022, according to scheduling data analyzed by Going from aviation analytics company Cirium Diio. In 2024, airlines are expected to add another 10%.

Last year’s high traveler volume has prompted airlines to increase flight schedules to other parts of the world. For example, Delta Air Lines announced that — in light of a record-setting summer 2023 — it would launch its largest-ever transatlantic schedule for summer 2024. That includes new daily service from New York to Naples, Italy, beginning in May, as well as more flights from the U.S. to Paris; Venice, Italy; Barcelona, Spain; and Dublin.

For travel from North America to Asia, there are 5.5 million more airline seats for sale in the first half of 2024 versus the same period in 2023. That’s a 35% year-over-year increase, says Jeremy Quek, principal global air practice line lead at AmEx GBT.

“More availability in turn can help with pricing,” Nastro says. “Heading into 2024, in theory, this should reduce overall prices.”

BUDGET AIRLINES ARE BRINGING DOWN PRICES

New, smaller airlines (particularly low-cost carriers) are also competing for customers, which helps bring down airfares industrywide.

For example, Norse Atlantic Airways is a Norwegian low-cost airline that started flying to the U.S. in 2022. Now it operates 13 routes between the U.S. and five European cities. Come May 2024, Norse will launch summer flights between New York and Athens, Greece.

A RETURN TO NORMALCY AFTER COVID-19

Quek says much of the phenomenon of falling airfares is a post-COVID-19 pandemic recalibration, considering so many airlines reduced schedules in 2020.

“Airline schedules, especially on long-haul international flights, are set at least six months out,” Quek says. “Restarting a route can take even longer. As countries announced border reopenings, airlines were constrained on how quickly they could reintroduce flights.”

And it’s not just schedules returning to normal, but airfares too. Airfares originating in the U.S. hit all-time highs in May 2022, according to Bureau of Labor Statistics data, when the summer of “revenge travel” was in full swing. Quek says this year’s price decreases are largely a return to pre-pandemic equilibrium rather than an extraordinary drop in prices.

AIRFARES ARE FALLING, BUT DON’T WAIT TO BOOK

Though airfares are falling, don’t delay booking in hopes that they’ll fall further. Going advises booking two to eight months out for international travel.

“Airfares tend to increase the closer you get to booking,” Nastro says. “In reality, it is far more likely for airlines to sell tickets at higher prices at the last minute.”
