Decoding Prime Minister Narendra Modi’s Historic Visit to Japan

satoru_nagao

Indian Prime Minister Narendra Modi visited Japan from May 19 to 21, 2023, to attend G7 and QUAD meetings. This year, G7 had three topics including tackling Russia’s aggression, how to deter China’s provocation, and getting support from the Global South. PM Modi’s visit was historical as he touched upon all of these three issues.

Firstly, his meeting with Ukrainian President Volodymyr Zelensky was a crucial and impactful one. Japan always believes that India is a very important partner amid the rising threat emanating from China. Thus, Japan was a pioneer of QUAD and the Indo-Pacific to cooperate with India. However, in the case of Russia, Japan’s viewpoint is completely different. India is neutral to Russia’s aggression in Ukraine. A number of Japanese experts believe that it is because India was an “ally” of Russia that the Modi Government had to take the decision to be neutral in the Ukraine-Russia conflict. As Japan stands with Ukraine, India is on a different side of the war.

In 2022, PM Modi took a proper response to change the image. When PM Modi met Russian President Vladimir Putin in September 2022, Modi told him: “This is not the era for war.” Due to this stand by India, many G7 countries realised that India was not on the Russian side.

However, this year, India took charge of the presidency of G20. The role of the presidency demands India to show its neutrality to Russia’s aggression in Ukraine again. When Indonesia took charge of the presidency in 2022, President of Indonesia Joko Widodo visited both Moscow and Kyiv and invited both leaders to the G20. Will India invite both Russia and Ukraine leaders to the G20 summit in September 2023? There is a huge topic in Japan.

Therefore, PM Modi’s decision to meet Zelensky was a perfect timing to reemphasise India’s stance of neutrality. Such PM Modi’s diplomatic sense has further enhanced diplomatic relations between India and Japan.

Secondly, PM Modi shows India’s leading role in the Indo-Pacific. In G7 (US, Canada, the UK, France, Germany, Italy and Japan), the US and Canada are tilting toward European issues more than the Indo-Pacific issues. But, when Japan took chairman of G7, it has been talking about the Indo-Pacific issues more. Japan invited many Indo-Pacific countries including, India, Australia, Vietnam, Indonesia, South Korea, and Cock islands as guest countries. In this case, PM Modi’s presence was decisive. The then Japanese prime minister Shinzo Abe had introduced the idea of the Indo-Pacific instead of the Asia-Pacific because he wanted to cooperate with India. India joined three sessions of G7, such as “Working Together to Address Multiple Crises,” “Common Endeavour for a Resilient and Sustainable Planet“ and “Toward a Peaceful, Stable and Prosperous World.” This means that opinion of India and other Indo-Pacific countries reflected the discussion of global issues of G7.

In addition, during his visit, PM Modi held many bilateral summits including India-Japan meeting. And QUAD summit also happened this time. Within two and a half years, it is the fifth QUAD summit. The joint statement said “Respect for the leadership of regional institutions, including the Association of Southeast Asian Nations (ASEAN), the Pacific Islands Forum (PIF), and the Indian Ocean Rim Association (IORA), is and will remain at the Centre of the Quad’s efforts.” This means that it is the first time, IORA is written. PM Modi’s visit shows the presence of the Indian Ocean Region.

This year, QUAD focused on the security of the undersea cable network, too. The joint statement said “We recognise the urgent need to support quality undersea cable networks in the Indo-Pacific, which are key to global growth and prosperity” and announce a new ‘Quad Partnership for Cable Connectivity and Resilience.’ This issue is a serious issue because many cables in this Region run under the South China Sea. If Chinese submarine attacks cables, our internet communication and system rely on internet could be cut off by China. QUAD starts to deal with the threat. These QUAD agreements were important step for PM Modi’s immediate visits to the South Pacific and Australia after QUAD.

Thirdly, India’s participation helps Global South countries. The view from Japan is that, persuading Global South is a main part as to how to impart tough competition to China. But since Russia’s aggression in Ukraine started, many countries realised how important Global South was. And India is leading Global South country now. For example, in June, 2023, Indian foreign minister Subrahmanyam Jaishankar said “Europe has to grow out of the mindset that Europe’s problems are world’s problems but world’s problems are not Europe’s problems.” This word has represented the voice of the Global South. To stop Russia’s aggression in Ukraine, western countries have imposed sanctions against Russia and prohibited Russia from exporting food and energy. Because it happened just after the COVID-19 crisis, the prices of food and energy had risen, and poor countries cannot buy enough. That is why Global South countries need the voice of Jaishankar. This time, Japan arranged “Hiroshima Action Statement for Resilient Global Food Security” at the G7. India’s voice to help other Global South countries reached Japan and G7 to solve these issues.

Therefore, PM Modi strengthens India’s position by meeting Zelensky. PM Modi’s trip brought the interests and presence of the Indo-Pacific to European-oriented G7. India’s voice brought the voice of the Global South. All these things are achievements of PM Modi’s trip to Japan. India is rising. No one can ignore India. At the same time, the world demands India to show responsible leadership now. PM Modi’s trip to Japan this time was the first successful step for India to become a leading power in the world.

PM Modi, Japan PM Vow To Expand Global Strategic Partnership

The Japanese prime minister arrived in Delhi this morning on a nearly 27-hour visit amid global geopolitical turmoil over the Ukraine conflict and increasing concerns over China's aggressive behaviour in the Indo-Pacific.

PM Modi said the two sides reviewed progress in bilateral relations.

Prime Minister Narendra Modi and his Japanese counterpart Fumio Kishida today vowed to expand the India-Japan global strategic partnership, holding that it is important for a peaceful, stable and prosperous Indo-Pacific besides benefitting the two countries in diverse areas.

In his media statement, PM Modi referred to India's presidency of the G20 and Japan chairing the G7 grouping, and said it is the best opportunity to work together on priorities of both sides for global good.

PM Modi said he briefed Prime Minister Kishida extensively about priorities of the Indian presidency of G20.

The prime minister said the India-Japan Special strategic and global partnership is based on the democratic principles and respect for international rule of law and that it is important for the Indo-Pacific as well.

PM Modi said the two sides reviewed progress in bilateral relations especially in areas of defence, digital technology, trade and investment and health among others.

He said both sides also discussed the importance of reliable supply chains for semi-conductors and other critical technologies.

In his remarks, PM Kishida said Tokyo's economic cooperation with New Delhi continues to grow rapidly and it will not only support further development of India but create significant economic opportunities for Japan.

I will unveil today on Indian soil my plan for a free and open Indo-Pacific, Kishida said. The Japanese prime minister said he formally invited PM Modi for the G7 summit in May and that his Indian counterpart accepted the invite.

During his visit to India in March last year, PM Kishida announced an investment target of five trillion Yen (Rs 3,20,000 crore) in India over the next five years.

India-Japan relations were elevated to 'Global Partnership' in 2000, 'Strategic and Global Partnership' in 2006, and 'Special Strategic and Global Partnership' in 2014.

Regular annual summits have been held between the leaders of the two countries since 2006.

Japan is a very close partner of India with which it has both an annual summit and a '2 2' foreign and defence ministerial dialogues.

Last year, Prime Minister Modi and Kishida met three times. PM Kishida visited India for the 14th annual summit in March and PM Modi visited Tokyo in May for the Quad Summit and in September for the state funeral of former Prime Minister Shinzo Abe.

Defence and security cooperation has emerged as one of the most important pillars of the special strategic and global partnership and an important factor in ensuring peace and stability in the Indo-Pacific region.

The bilateral trade between the two sides stood at USD 20.75 billion last year, which was the largest ever.

India and Japan have a Comprehensive Economic Partnership Agreement (CEPA) since 2011. The agreement covers not only trade in goods but also services, movement of natural persons, investments, intellectual property rights, custom procedures and other trade related issues.

PM Modi arrives in Japan for two-day visit to attend Quad summit and bilateral meetings

Tokyo: Prime Minister Narendra Modi on Monday arrived in Japan on a two-day visit to attend a summit of the Quad leaders which is aimed at further bolstering cooperation among the member nations of the influential grouping and discussing developments in the Indo-Pacific region.

“Landed in Tokyo. Will be taking part in various programmes during this visit including the Quad Summit, meeting fellow Quad leaders, interacting with Japanese business leaders and the vibrant Indian diaspora,” Modi tweeted in both Japanese and English.

“Ohayo, Tokyo! PM @narendramodi arrives to a warm welcome in Tokyo on what is his fifth visit to Japan in the last 8 years,” External Affairs Ministry Spokesperson Arindam Bagchi tweeted.

Besides Modi, the Quad summit in Tokyo on 24 May will be attended by US President Joe Biden, Japanese Prime Minister Fumio Kishida and Australian prime minister-elect Anthony Albanese.

“In Japan, I will also participate in the second in-person Quad Leaders’ Summit, which will provide an opportunity for the leaders of the four Quad countries to review the progress of Quad initiatives,” Modi said in his departure statement.

“We will also exchange views about developments in the Indo-Pacific region and global issues of mutual interest,” said Modi, whose visit to Japan is taking place under the shadow of the Russia-Ukraine conflict.

The Quad or Quadrilateral Security Dialogue comprises India, the US, Japan and Australia.

Modi, who is visiting Tokyo at the invitation of his Japanese counterpart Fumio Kishida, will hold separate bilateral meetings with Biden, Kishida and Albanese on the sidelines of the summit.

He had hosted Kishida for the 14th India-Japan Annual Summit in March 2022.

“During my visit to Tokyo, I look forward to continuing our conversation further, with an aim to strengthen the India-Japan Special Strategic and Global Partnership,” Modi said ahead of his visit.

He said economic cooperation between India and Japan is an important aspect of their Special Strategic and Global Partnership.

Modi also said that he is looking forward to a bilateral meeting with newly-elected Australian Prime Minister Albanese during which the multifaceted cooperation between the two countries under the Comprehensive Strategic Partnership, and regional and global issues of mutual interest will be discussed.

Noting that Japan is home to nearly 40,000 members of the Indian diaspora, who are an important anchor in India’s relations with Japan, Modi said he looks forward to interacting with them.

Japanese Prime Minister Fumio Kishida plans to visit India later this month for talks with his counterpart Narendra Modi, a government source said on Friday, even as Tokyo holds the presidency of the Group of Seven nations this year, the Nikkei Asia reported.

Prime Minister Narendra Modi will embark on a six-day visit to three countries — Japan, Papua New Guinea and Australia — from Friday to attend multilateral summits, including the Group of Seven (G7) meeting in Hiroshima. In a whirlwind three-nation tour, PM Modi has as many as 40 engagements lined up and will also interact with nearly two dozen world leaders.

Prime Minister Narendra Modi on Monday thanked his Japanese counterpart Fumio Kishida for inviting him to the G7 Leaders' Summit in Hiroshima. The Prime Minister held talks with wide-ranging talks with Kishida to expand India-Japan strategic partnership for a peaceful, stable and prosperous post-Covid world. The Japanese PM arrived earlier today on a two-day official visit.

Biden will 'reaffirm US commitment to the G20' and will also speak about a range of issues, including the social effects of Russia's war in Ukraine, the White House said last week. He also expressed disappointment over Chinese President Xi Jinping not attending the G20 summit. The US President will participate in a bilateral meeting with PM Modi during the summit New Delhi on September 9 & 10.

Japanese Prime Minister Fumio Kishida is visiting India for a 27-hour-long visit. He is expected to unveil his plan for a "free and open Indo-Pacific" with a focus on India's increasingly significant role in the region. Kishida will meet with Indian Prime Minister Narendra Modi on Monday to discuss bilateral economic and security cooperation, regional Indo-Pacific security agenda within the Quad framework.

Prime Minister Narendra Modi on Sunday evening visited the International Media Centre at the Bharat Mandapam, the venue of the G20 Summit. After holding a series of bilateral meetings with world leaders following the conclusion of the summit, Modi came to the media centre and greeted those present there. He waved at journalists, both from India and abroad, as camerapersons vied to click him.

PM Modi expressed confidence that his visit to France will provide a new impetus to the bilateral strategic partnership and said that he looks forward to holding wide-ranging discussions with President Emmanuel Macron on taking forward this time-tested relationship over the next 25 years. In his departure statement, PM Modi said his visit to France was particularly special as he will join Macron for the Bastille Day celebrations.

WASHINGTON (AP) — President Joe Biden will host Japanese Prime Minister Fumio Kishida and Philippines President Ferdinand Marcos Jr. for a White House summit next month amid growing concerns about North Korea’s nuclear program, provocative Chinese action in the South China Sea and differences over a Japanese company’s plan to buy an iconic American steel company.

White House press secretary Karine Jean-Pierre in a statement on Monday said the first-ever U.S.-Japan-Philippines leaders’ summit is an opportunity to highlight the countries’ “growing economic relations, a proud and resolute commitment to shared democratic values and a shared vision for a free and open Indo-Pacific.”

The three leaders have no shortage of issues to discuss.

The announcement came as North Korea’s state media reported that North Korean leader Kim Jong Un supervised a live-fire drill of nuclear-capable “super-large” multiple rocket launchers designed to target South Korea’s capital. The North Korean claim followed the South Korean and Japanese militaries reporting on Monday that they had detected North Korea firing multiple short-range ballistic missiles toward waters off its eastern coast, adding to a streak of weapons displays that have raised regional tensions.

The U.S.-Japan relationship is facing a rare moment of friction after Biden announced last week that he opposes the planned sale of Pittsburgh-based U.S. Steel to Nippon Steel of Japan. Biden argued in announcing his opposition that the U.S. needs to “maintain strong American steel companies powered by American steelworkers.”

Nippon Steel announced in December that it planned to buy U.S. Steel for $14.1 billion in cash, raising concerns about what the transaction could mean for unionized workers, supply chains and U.S. national security.

Meanwhile, long-running Philippines-Chinese tensions have come back into focus this month after Chinese and Philippine coast guard vessels collided in the disputed South China Sea.

The Chinese coast guard ships and accompanying vessels blocked the Philippine coast guard and supply vessels off the disputed Second Thomas Shoal and executed dangerous maneuvers that caused two minor collisions between the Chinese ships and two of the Philippine vessels, Philippine officials said.

A small Philippine marine and navy contingent has kept watch onboard a rusting warship, the BRP Sierra Madre, which has been marooned since the late 1990s in the shallows of the Second Thomas Shoal.

China also claims the shoal lying off the western Philippines and has surrounded the atoll with coast guard, navy and other ships to press its claims and prevent Filipino forces from delivering construction materials to fortify the Sierra Madre in a decades-long standoff.

Close U.S.-Philippines relations were not a given when Marcos, the son and namesake of the former Philippines strongman, took office in 2022.

But both Biden and Marcos have thrown much effort into strengthening the historically- complicated relationship between the two countries, with the two leaders sharing concerns about aggressive Chinese action around the region.

A U.S. appeals court in 1996 upheld damages of about $2 billion against the elder Marcos’ estate for the torture and killings of thousands of Filipinos. The court upheld a 1994 verdict of a jury in Hawaii, where he fled after being forced from power in 1986. He died there in 1989.

The elder Marcos placed the Philippines under martial law in 1972, a year before his term was to expire. He padlocked the country’s congressional and newspaper offices, ordered the arrest of many political opponents and activists and ruled by decree.

The younger Marcos made an official visit to Washington last year, the first by a Philippine president in more than 10 years. The U.S. made the announcement of Marcos’ coming trip to Washington as Secretary of State Antony Blinken visited Manilla.

Jean-Pierre said that in addition to the leaders’ summit Biden will hold one-on-one talks with Marcos. She said the leaders would discuss efforts to expand cooperation on economic security, clean energy, people-to-people ties, human rights and democracy.

Biden is set to honor Kishida a day before the leaders summit with a state visit. The White House announced the state visit in January.

Tokyo [Japan], March 29 (ANI): Japan is looking to resume funding to the United Nations aid agency for Palestinian refugees, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), after suspending assistance over Israeli claims that some of its staff participated in Hamas October 7 attacks, Al Jazeera reported on Friday.

Japanese Foreign Minister Yoko Kamikawa met UNRWA chief Philippe Lazzarini in Tokyo on Thursday to discuss ways the agency could enhance its transparency and governance, including ensuring the traceability of funds and the neutrality of staff.

“Japan and the UNRWA confirmed that they will advance final coordination about necessary efforts to resume Japan’s contribution,” Japan’s foreign ministry said in a statement, Al Jazeera reported.

Tokyo’s move follows the lifting of similar funding pauses by the European Commission, Canada, Australia, Sweden and Finland in recent weeks.

Al Jazeera reported that Lazzarini told Switzerland’s Keystone-ATS news agency on Tuesday that UNRWA had secured funding until the end of May after previously warning the agency could be forced to halt operations in March.

More than one dozen countries suspended funding to UNRWA in January after Israeli authorities alleged that 12 of its staff were involved in Hamas’s attacks on southern Israel.

Israeli authorities subsequently claimed that more than 450 UNRWA employees are “military operatives in terror groups in Gaza.”

The UN, which is probing the claims, has said Israel has not provided it with evidence to support the allegations.

Founded in 1949, UNRWA provides food, healthcare and education to some 5.9 million Palestinian refugees.

The agency pledged funding worth USD 1.2 billion in 2022, with the biggest contributions coming from the United States, Germany, and the European Union. (ANI)
