How to Get a Refund from a Travel Agency

As travel commitments remain in flux, many passengers are canceling or modifying upcoming flights. While most airlines have relaxed cancellation policies, the process can be confusing when modifying flights booked through an online travel agency, or OTA.

When you book with agencies such as Travelocity, Orbitz or Priceline , you essentially agree to both the terms and conditions of the OTA and the airline, and many travelers may feel caught in limbo between both.

Unfortunately, it can be challenging to make changes for nonrefundable flights booked through a third-party agency. Even so, here's our best advice to help you figure out how to get a refund from a travel agency.

Tips to cancel airline tickets booked through an online travel agency

Don’t bother calling.

With an onslaught in call volume and extended hold times, OTAs have sent out a plea for customers to refrain from calling to make changes unless you’re scheduled to fly in the next 72 hours.

Cancel using chat

Agencies like Expedia have implemented a virtual agent who will guide you through the process of canceling your booking and answer other questions.

Cancel online with My Trips

Most agencies have added new options to change or cancel your trip online. Using "Manage My Trip" or a similar option allows you to make hassle-free changes without having to call.

Submit a Cancel Request Form

Some OTAs, like Orbitz, offer the option of filling out an online form to cancel your booking. Simply include your itinerary number, email and phone number to submit. Once the form is completed, you will receive an email confirmation.

Cancel with the airline directly

If contacting your online travel agency is getting you nowhere, try connecting with the airline directly. You can track down the airline record locator number through your confirmation itinerary email. Even if you booked through an OTA, some airlines are able to help you directly.

Keep in mind that if your flight is canceled by the airline, many third-party sites will give you a refund. Orbitz recently posted on Twitter that if an airline cancels your flight, there is no need to call. They will automatically refund the cost of your flight back to the original form of payment.

The bottom line

Travel guidelines are still changing, with new policies evolving daily. Therefore, it may be wise to wait until your travel date is approaching to cancel or modify your flight. Make sure to check with your airline and online travel agency for the latest policy developments.

As Airlines Refund Travelers, Here's How to Get Cash Instead of a Voucher

By Mark Ellwood

Cash Refund for Flights

All products featured on Condé Nast Traveler are independently selected by our editors. However, when you buy something through our retail links, we may earn an affiliate commission.

The current coronavirus pandemic has thrown air travel and regular flight schedules in flux. Fearful fliers are canceling long-planned trips as airlines themselves slash daily services by up to 80 percent. The result? Widespread confusion on fliers’ rights, especially when it comes to the thorny question of refunds: cash, credit, or nothing at all. What’s more, there’s little or no end in sight to the confusion. So much so that both the U.S. Department of Transportation and the E.U.'s Transport Commissioner were forced to step in last week and clarify fliers’ legal entitlements to refunds.

While we're encouraging travelers to postpone their trips instead of canceling them outright, there are several reasons why you might need to a true refund. So what exactly are your rights as an American flier right now? We've taken a look at four different scenarios.

You bought a ticket directly from the airline, and the airline canceled your original flight

You are entitled to a full refund, in the original payment method—no exceptions. The airline might offer you an alternative, usually a voucher that is valid only on that carrier. It is legally allowed to make that offer, but you are also entitled to decline and insist instead on a full refund, via the original method of payment. This is a longstanding DOT rule.

But it was murky behavior around refunds—and subsequent outcry from customers—that led the department to reiterate this last week. Carriers like United and JetBlue claimed that the pandemic was such an exceptional circumstance that those long-standard laws did not apply. They tried to argue, instead, that vouchers could substitute for refunds. “The airlines were trying to hold your money hostage, like an interest free loan from you,” says Scott Keyes, founder of Scott’s Cheap Flights . “You can’t pay for your groceries with an airline voucher.”

Any flight that originates or terminates in the U.S. is covered by these regulations from the DOT. The same applies in the E.U., where British Airways and EasyJet were called out for removing a refund option from their websites, instead funneling such requests to call centers—and testing fliers’ resolve via enormous waits. As in the U.S., the EU’s transport commissioner weighed in, restating travelers’ rights to a refund on both inbound and outbound flights. (Though the U.K. has officially exited the European Union, it remains in a transition phase and still has to comply with these rules.) Note, however, that directive EC261, a consumer-friendly E.U. law that guarantees extra compensation for delays, has been temporarily suspended: You won’t earn extra money for cancelations right now, but you’ll receive a 100 percent refund.

One unfortunate exception to this consumer-friendly approach is Canada. The transport authority there, CTA, has effectively sided with the airlines, ruling that in this case a voucher is an acceptable substitute for cash. However, if your booking begins or ends in the U.S, you’re still covered by the DOT’s rules.

You bought a ticket directly from the airline, but you can no longer fly (or don't want to fly)

There is no legal mandate requiring that airlines refund travelers who are suddenly unable to fly, even in a pandemic. However, most carriers have drastically loosened their usual rules and change fees —these often shift daily, so check the airline’s homepage for the current policy. “It really is a moving target, because every time an airline announces a policy that is less than consumer-friendly, the pushback forces the airline to reconsider,” explains AirFareWatchdog co-founder George Hobica.

If you’re unhappy with what the airline offers in return, be patient, says Keyes. After all, if you initiate a cancelation, the airline will likely say you can only get a voucher. But if the airline itself eventually nixes that route, the DOT rules on automatic refunds are triggered. If you’re traveling in early June, for example, it’s very possible the airline could cancel that flight between now and then, but the airlines refund rule will only cover those who are current ticket holders. “There’s no penalty to waiting as long as possible to cancel, but the potential benefit might be a cash refund,” says Keyes.

If your flight is sooner, try reaching out to the airline via Twitter—often the fastest way to connect with customer service when phone lines are swamped. As always, remember that politeness is prime: Ask nicely if it is possible to cancel your ticket, given the circumstances, and anticipate accepting a voucher for the amount you paid and all fees waived. If you’re hoping for something different, and need to discuss options with a representative, consider calling a carrier’s overseas call center to shorten your wait. Most U.S. airlines will operate local customer service in most territories they serve; look for English-speaking operations in Singapore, India, or the U.K., though confirm how much that call might cost you beforehand, of course.

According to Hobica, a credit card might help if an airline refuses to waive certain fees even in the current climate. Some travel-friendly brands, like the American Express Platinum Card , offer reimbursement of change or cancelation fees in case of illness, whether yours or someone in your extended family. If you’re still being charged a fee, you might be able to offset it this way.

You bought a ticket from an online travel agent, like Expedia, Travelocity, or Orbitz

Third-party booking platforms like Expedia or Travelocity add an extra wrinkle. Technically, you purchased your ticket from them, so all refunds or vouchers should come from that agent rather than the airline. Right now, thankfully, such conventions are largely suspended, and most airlines are treating OTA customers much the same as those who bought tickets from them directly. In other words, the policies outlined above should apply.

Remember, though, that the small print still matters, especially if you’re the one initiating the cancelation. If the flight was sold as non-refundable, for instance, the booking platform must seek authorization for the waiver from the airline, so the final verdict on diverging from policy lies with the carrier. If you have questions or disputes, you’ll usually need to contact customer service at the OTA first—try Twitter if hold times are long, rather than starting with the airline.

What to do if an airline still refuses to give you a refund

Remember your rights—and invoke the DOT. Don’t hesitate to file one of those complaints using its form; after all, it was consumer feedback that nudged the department into issuing its reminder last week. “It normally feels like something you do to blow off steam, but [the DOT has] been receiving hundreds of thousands of complaints,” says Keyes. “That’s why they’ve been cracking the whip a little to strike fear into the airlines.”

If all else fails, consider disputing the charge on your credit card. This delegates the argument from you to a major financial institution, which can then tussle with the airline more effectively than you, a single customer, might be able to.

If you’re faced with a stubborn airline, or a situation where a customer service representative seems unwilling to budge, here’s a script that might help: “Thank you for all the information. I know it must be a stressful time for the airlines right now. However, I did see the notice from the DOT last week, reminding all airlines of their obligations—specifically pointing out the laws around refunds and cancelations. I believe that regulation applies to my circumstances. If you continue to deny that, unfortunately, I’ll have to file a complaint with the DOT about this, while also disputing the charge with my credit card issuer. I would much prefer simply to resolve this now. Can you confirm for one final time that [insert name of airline] will not be refunding all the money I paid for my ticket? If not, I will contact the DOT and my card issuer now.”

And just remember, even if you end up with a full refund, it doesn’t mean you can’t spend it on a different, later flight whenever you’re ready to reschedule your vacation .

Whether a conviction involves a minor offense or something more serious, such as a felony, a criminal record will follow a person throughout their life, making it difficult to get back to experiencing normal activities such as traveling. Depending on the type of criminal record and the country being traveled to, a person may even be denied entry into another nation. Therefore, it’s essential to be aware of what situations may be faced when traveling with a criminal record.

Traveling to Other Countries

It’s necessary to know that criminal records can cross international borders and affect entry into one’s destination country. Every country can grant or deny access regardless of a person’s records. Whether or not a person will have an issue when traveling with a criminal record will depend on the destination and the severity of the crime committed.

The first thing to consider when traveling is the destination country itself. The ease of coming and going depends on that country’s laws. Some countries will be easy to travel to with a criminal record, while others will be nearly impossible to enter. For instance, Mexico will rarely check an American’s background before entry, while getting into Canada with one will be difficult for those convicted of a crime.

Canada

Whether flying or driving over the U.S.-Canada border, entry can be denied to any person with any conviction. Even minor offenses, such as DUIs, reckless driving, petty theft, and drug possession, could cause the convicted to be denied entry into the country.

Furthermore, the United States and Canada share criminal conviction information. The person may be denied entry if law enforcement at the border finds a conviction after conducting a background check. When traveling with a criminal record to a country with strict restrictions, such as Canada, it’s recommended that an attorney is contacted to explore all possible options, including the expungement of criminal records.

Europe and the United Kingdom

The ability to travel to Europe with a criminal record will depend on which country is visited. Generally, criminal conviction background checks are not carried out at European borders. Being honest if and when asked about criminal convictions is always advisable.

The United Kingdom (UK), however, is one of the few European nations that will restrict entry for those with criminal records. If a crime was committed and punishment amounted to incarceration for 12 months or more, the UK will likely deny entry to that person.

connect travel deny return

Most Caribbean nations, excluding Jamaica, will not limit entry for those with criminal records. But Jamaica will not allow those with a felony conviction to enter their country. Given the differing treatment, it’s best to research a destination’s country-specific laws and regulations before traveling there.

What Is an Expungement?

An expungement allows people to clear certain criminal records from their history, essentially making it like the crime has never occurred. Expungements benefit those seeking job employment, applying for a loan, or looking for housing.

Expungements can also be beneficial for those with criminal records traveling abroad. Depending on the country being traveled to, an expungement may make it easier to cross an international border or go through security checkpoints.

Benefits of Seeking an Expungement for Travel

Because an expungement makes it as though the crime never occurred, seeking one is a great first step for those looking to travel outside the country with a criminal record.  The laws surrounding traveling with a criminal record will depend on the country. An expungement doesn’t always guarantee entry into the desired country. However, taking the legal steps to expunge a criminal record will decrease the likelihood of the country seeing the records and causing inconvenience.

Obtaining a Passport with a Criminal Record

A criminal conviction usually holds no weight over whether or not someone can get a passport in the United States. However, anyone can be denied one for:

  • Possessing a fake passport
  • Owing over $5,000 in child support payments
  • Being on probation
  • Having a warrant out for their arrest
  • Being considered a flight risk if they are awaiting trial
  • Being currently incarcerated

How do I know which countries I can and can’t travel to if I have a criminal record?

  • Each country has the absolute right to deny or grant access to anyone attempting to cross its borders. For those looking to travel abroad with a criminal record, it is recommended that you research the destination country’s set of laws and the type of offenses that will prohibit entry.

Can I get a passport with a criminal record?

  • For the most part, having a criminal record will not hold you back from applying for a passport in the United States. However, the State Department must deny an application for a passport if the criminal offense is a drug-related felony involving drug transportation over borders.

Can an expungement help me travel abroad?

  • Because the ability to travel abroad depends on the country of destination, an expungement doesn’t guarantee entry. However, an expungement can make the travel process more effortless.

Should I disclose expunged records during the Global Entry application process?

  • Even if a record has been expunged, you should always disclose criminal records. Government agencies, such as the Transportation Security Administration (TSA), Department of Homeland Security (DHS), the Federal Aviation Administration (FAA), and the Federal Bureau of Investigation (FBI), will most likely still be able to see your expunged records and will know about your offense whether you decide to disclose it or not.

U.s. travel announces cooperation with connect travel for ipw 2021.

PRESS RELEASE December 10, 2020

Washington -

The U.S. Travel Association announced Thursday that it will coordinate with the trade show company Connect Travel to co-locate several events around IPW 2021 (September 18-22 in Las Vegas) in order to maximize value to attendees and provide travel marketers with cutting-edge tools and intelligence to promote their destinations and products in a post-COVID environment.

As travel businesses evolve their promotion strategies to emerge from the global pandemic, the adjusted IPW format for 2021 will enable exhibitors to grow domestic visitation in addition to regaining their share of rebounding inbound travel—all from one booth.

While IPW will continue to focus on its core global audience (international leisure and MICE buyers, receptive/inbound operators, OTAs and global e-commerce, and media), Connect Travel will bring its robust and targeted domestic event, Connect Tour , to the show floor at IPW. Exhibitors will have the option to purchase an appointment book allowing meetings with domestic operators, bus companies, domestic consortia and more, in addition to appointments with international buyers.

“IPW has always placed a heavy emphasis on evolving along with the needs of our delegates, and 2021 will be perhaps the most important year in our history to help jump-start the critical rebuild of the U.S. travel economy,” said IPW General Manager Malcolm Smith. “This collaboration is reflective of our strong desire to maximize the value of IPW for our exhibitors in the current unique marketing landscape.”

For travel and destination marketers, Connect Travel will also locate its Connect THRIVE LGBTQ Summit , September 18-19, and eTourism Summit , September 20-22, at a property adjacent to IPW’s main location at the Las Vegas Convention Center.

eTourism Summit , an intimate, annual conference, is the epicenter of digital destination marketing. Peer-to-peer sharing is integral to the aims, benefits, and actionable takeaways for those who attend the summit. In 2021, IPW and eTourism Summit will combine their marketing and technology sponsors at the Las Vegas Convention Center, creating the Global Marketing and Technology Pavilion. Delegates of both IPW and eTourism Summit will have access to trailblazing technology, strategy, and marketing companies to accelerate the travel industry’s recovery and growth.

Connect THRIVE LGBTQ Summit is focused on community development through LGBTQ travel, sports, and entertainment, making it a critically important event for diversity marketers. As an added value, THRIVE delegates will be invited to visit IPW/eTourism Summit’s Global Marketing and Technology Pavilion, and LGBTQ travel packagers and media will be invited to participate in business appointments on the IPW/Connect Tour show floor following the Summit.

“By co-locating our Connect Travel events alongside the most important travel event in the United States, we are creating exciting synergies for our partners to efficiently make connections across multiple industry sectors,” said Connect Travel President Will Seccombe. “Las Vegas will be the epicenter of the U.S. travel industry in September 2021, and together these events will be the catalyst for travel recovery in 2021 and beyond.”

Finally, IPW will undergo evolutionary updates to meet the post-pandemic needs of delegates. Most notably, U.S. Travel Association and premier sponsor Brand USA will bring forward-looking education to IPW, catering to specific verticals within the travel industry. While keeping appointments as the core of the show, IPW will add nearly eight hours of networking and education during the three days the show floor is open. Delegates will be able to tailor the added time to their specific efforts to increase visitors to their destinations and products.

Details and pricing for this must-attend collection of travel events of 2021 will be available in January.

Global Entry

-->trusted traveler program enrollment -->.

Global Entry is a U.S. Customs and Border Protection (CBP) program that allows expedited clearance for pre-approved, low-risk travelers upon arrival in the United States. Members enter the United States by accessing the Global Entry processing technology at selected airports .

At airports, program members proceed to the Global Entry lanes where processing technology will be used to expedite the members by capturing a photo to verify their membership. Once the photo has been captured, the member will receive on-screen instructions and proceed to a CBP officer who will confirm that you have successfully completed the process.

Travelers must be pre-approved for the Global Entry program. All applicants undergo a rigorous background check and in-person interview before enrollment. If a traveler was unable to schedule an interview at an Enrollment Center prior to their international travel, they have an option to complete their interview via Enrollment on Arrival upon their arrival to the United States.

Another upcoming processing technology option for travelers will be the Global Entry Mobile App. This app will enable members to validate their arrival to the U.S. on their iOS or Android device prior to entering the Federal Inspection Services area.

While Global Entry’s goal is to speed travelers through the process, members may still be selected for further examination when entering the United States. Any violation of the program’s terms and conditions will result in the appropriate enforcement action and termination of the traveler’s membership privileges.

COVID-19 ruined my travel plans. Now what?

Facebook

If COVID-19 canceled your travel plans, you are likely disappointed and wondering about refunds, credits, or vouchers for plane tickets, cruise bookings, tours, and more. Even if your scheduled travel is months away, you might be weighing your options. And many travel service providers seem to be working to address concerns about upcoming trips.

Start by reviewing the travel provider’s refund policies and the terms of your reservation to see your options. In addition, many companies are posting information on their websites about COVID-19 travel-related questions. Many are offering refunds or rebooking options in light of the situation. Of course, check to see if you purchased travel insurance and what it covers. Some travel insurance policies may refund your cancelled trip.

Here’s what we know right now:

Airlines: According to the U.S. Department of Transportation , airlines must offer refunds, including the ticket price and any optional fee charged for cancelled or significantly delayed flights, even when flight disruptions are outside their control. If your airline isn’t doing that, you can report it to the U.S. Department of Transportation .

Cruise Lines: If you booked a cruise, your options will vary by cruise line. Your ticket contract lays out cancellation policies and your rights. For example, you may be offered a refund, or a credit or voucher for a future cruise. If you opt for a credit or voucher, make sure the expiration date is far enough out that you can use it. Read more from the Federal Maritime Commission about your rights and the recourse that might be available to you.

Trains: Amtrak is waiving change fees for reservations made before May 31, 2020; you can make changes online at Amtrak.com . For cancellations and refunds, call 1-800-USA-RAIL.

Lodging: Some hotel chains may be loosening their cancellation policies, waiving change and cancellation fees that would normally apply to non-refundable rates. Check with the hotel for your options.

As with many purchases, your best option is usually to directly contact the company you booked with to see if you can resolve a problem. So, whether you booked directly with an airline or hotel, or you used a travel site or consolidator, start with them. Then, to report a travel-related problem, contact your State Attorney General’s office or tell the FTC at ftc.gov/complaint .

Rcope May 01, 2020 This article couldn’t have been more well-timed today. My trip to Cancun was cancelled three weeks ago by a major airline (unnamed), which would have left tomorrow, May 2nd. Needless to say, everything has been thrown into total chaos by Covid-19 for everyone across the globe. While my airline has offered future vouchers, I’m still having trouble with getting a refund or credit from the travel agency I used to book my resort. Hopefully they return my call or contact me somehow. I’ve placed an online request for a refund/other options, it’s just a nightmare for everyone planning anything, and every business involving travel is just so backed up. EastIcon May 01, 2020 What about car rentals? I booked a reservation for May 9 rental from Fox Car Rental in Florida before Covid-19 outbreak. I have no future plans to visit Florida, so I would not want to rebook for a future rental, as offered through their policy. My flight was cancelled, and my lodgings were cancelled without problem. I DO foresee a problem with Fox. What is my recourse, aside from loosing over $300? Anyone else in similar situation? How did you fare?

Beverley Nalven May 01, 2020 I bought round trip tickets for my grand children to fly from Charlotte NC to JFK arriving at JFK on March 16, 2020 and returning on March 22, 2020. American will not refund the charge of $422.22 to my credit card and will only give the same passengers a credit for the same flight at a date 12 months from their original Flights. They won’t refund my money or give me back the credits This is unacceptable

I went ahead and canceled my April 15th flight to NYC but, only after the following events: * Feb 29, first death here in WA. * March 8, cases reached 500 in US. * March 11, WHO said this is a Pandemic. * March 13, president declares national state of emergency. * March 15, US cases surpass 3000 * NY state closes all school. * CDC recommends no groups of >50 for next 8 weeks. * March 16: * President says to avoid groups >10 and avoid going to restaurants * President says to stop discretionary travel * March 20: NY declared epicenter of crisis with >5000 cases in city * March 21: NJ (EWR) gov issues stay-at-home order * March 23: WA gov issues stay-at-home order. * March 23 flight cancelled. * March 24, >50k cases and 637 deaths in US * March 23 & 24 ASA008 (same flight as mine) was cancelled. * March 24: White House warns people who have been to NY to quarantine themselves. >25k cases. * I finally cancelled on 24th But Alaska Airlines still insist on only credit! Insurance I purchased from Alianz Travel was useless (read Consumer Reports, next time).

I know several people who used a travel agent and they were able to help them when the airline wasn't even answering the phone. Someone else booked directly with an online site and when they couldn't reach anyone there, they randomly called up a travel agent who actually helped them even though the agent is not the one who had booked their trip in the first place. So, I suggest if someone try asking a travel agent if they are at a lost as what to do or not finding the answers they need.

Bruiser May 02, 2020 Had to cancel two trips on physicians orders (age & medical history). Also complied with CDC Guidelines for those conditions and Whitehouse COVD Task Force. Southwest, Hertz and hotel refunded costs. Only one refusing to refund was Allegiant Airlines who gave me Travel Voucher because it is their "Policy" as I purchased a non-refundable ticket. Well the same applied at Southwest but they did the right thing and refunded. What if I am not able to use and what if I did travel in future and it needed to be a location Allegiant does not serve? Allegiant asking for "Bailout" money but may end up keeping my money plus bailout. What a company!!!

Jason May 08, 2020 We had flights with both Frontier and Spirit airlines. Spirit flight was supposed to be 3/25/20 & Frontier flight was 4/3/20. All traveling states involved had Executive Stay at Home Orders on the dates of travel. Both Frontier and Spirit have refused the numerous requests for refunds---saying flights are nonrefundable. Both flights were purchased prior to the pandemic. Neither airline will deny that they are receiving Federal funding but yet neither will refund us, the taxpaying consumer. So we follow the laws by not flying & the airlines get to keep our money and receive Federal bailout money on top of it all. SMH

RayK May 08, 2020 Overseas Adventure Travel is a tour company located in Boston that has, within the past 30 days, attempted to unlawfully, unilaterally, and retroactively, amend the Terms and Conditions of its booking contract in order to attempt to refuse issuing cash refunds and only issue vouchers for future travel (even when they canceled the trip). They are hiding behind a "no class action" provision and think that prevents any single person from effective action against them. Hence, FTC help is needed.

Man May 09, 2020 How does this rule impact the agencies that sell airline tickets. I purchased four international airline tickets (Air France) from Capital One travel. Now, I have called both Air France and Capital One. Air France folks are really nice and are willing to issue full refund but they asked me to call my agency (Capital One). I have called Capital One numerous times and is put on hold for 2+ hours before disconnecting my call. This has happened more than 5 times and I have lost 10+ hours just waiting. I need FTC help urgently to crack the whip on agencies like Capital One Travel.

I can't travel within that time frame as advised by my endocrinologist. Since I never got a cancellation policy from the timeshare owner. I was told to sell my week to recover my costs. I didn't sign up for this but I made an effort. 4 people responded but wanted assurance that they would receive a full refund if they needed to cancel. I text messaged the owner and haven't received a response. Im out $1300. This is bad business! I will be exploring my options and not giving up!

A short guide to cancelled trips: refunds, rebooking and your rights

Travel operators and airlines have come under fire for offering credit — or nothing at all — rather than refund consumers for bookings rendered unviable due to covid-19. yet some argue mass refunds would bankrupt many businesses. is it better to rebook.

Is it better to refund or rebook, and what are your rights as a consumer?

Is it better to refund or rebook, and what are your rights as a consumer?

A long time ago in a reality far, far away — or in other words, early March this year — travel-related hashtags started making the rounds on social media. ‘Postpone don’t cancel’, ‘rebook don’t refund’, ‘defer don’t drop’ were variations on the clarion call from champions of industry, as country by country the world started shutting down, and people began assessing the likelihood of imminent trips being able to go ahead.

It was a sentiment that, at the time, had some traction with consumers keen to support businesses and communities at their chosen destinations (and even keener to keep the faith that a holiday was still within their grasp). But as borders closed and airlines began bulk-cancelling flights, it became apparent that coronavirus’s impact would be more severe and long-lasting than originally thought, and so people started seeking refunds in earnest. But it quickly became clear that those refunds were not being made available, with claims forms frequently difficult to source and customer service numbers often unobtainable. In fact, some passengers stuck abroad and urgently needing to return home soon found that even rebooking was an option that came at extortionate price.

Fast forward three months, and Flybe, Virgin Australia and Avianca have, variously, gone into administration or filed for bankruptcy, while many other carriers find themselves on the brink of collapse. The likes of British Airways, Norwegian, Ryanair and Virgin Atlantic are making thousands redundant and British Airways is threatening to withdraw services from Gatwick airport indefinitely. Tour operators are heading in the same direction, with the notable recent demise of Specialist Leisure Group, owner of travel companies including Shearings, Wallace Arnold Travel, Bay Hotels, Coast and Country, and Country Living.

“Since the UK entered lockdown in March, Which? has heard from thousands of passengers who’ve had their trips cancelled and been left without their money as airlines and holiday operators continue to delay or simply deny them their refunds on a massive scale,” says Rory Boland, editor of Which? Travel . “We know the industry is under an immense amount of pressure as a result of the pandemic, and do not want to see it suffer further. But it cannot be on consumers to prop up airlines and travel firms through this period as companies openly break the law and effectively use customer money as an interest-free loan, especially when so many people waiting for their money will be in difficult financial situations of their own.”

“Consumers are entitled to a refund — it’s the law, which hasn’t changed during Covid-19,” says Kane Pirie, founder of VIVID Travel and managing director of the Right to Refund campaign . “2020 has been brutal [for VIVID Travel], with massive cash outflows, which were only possible with additional finance from me as the main shareholder. Many other owner-managed tour operators have also done the right thing: followed the law and refunded customers. Several larger tour operators could refund but are refusing to do so. Covid-19 will soon be history but nobody forgets being denied access to their own money.”

The companies who get this right will have invested well in their futures. “By taking a personalised approach, we’ve avoided mass cancellations as our well-travelled team has spoken to each client to talk through their options,” says Derek Jones, UK chief executive of DER Touristik, parent company of a number of big tour operators, including Kuoni. A vocal advocate of industry unity rather than refund campaigns, Jones says: “People want a holiday to look forward to and there’s still clearly an appetite for travel. With a compassionate approach, we’ve managed to persuade the majority of our customers to rebook to a future date in 2021; around 60% have moved their trip to next year rather than cancel.”

But are those new bookings safe? “Travel companies are pumping Refund Credit Notes into the market but are they protected by ATOL [Air Travel Organiser's Licence]?” asks Kane Pirie. Predictions of zombie travel companies staggering into 2021 taking bookings, then falling insolvent just as those new bookings or credit notes become redeemable are legion, and the precarious state of the airline industry leaves much on a knife edge.

“Profits are only made when planes are in the air, so the global groundings have delivered a body blow to the airline sector,” says Paul Charles, CEO of The PC Agency travel consultancy and former Virgin Atlantic communications director. “Some 60% of the global passenger fleet is grounded, and against this backdrop, airlines are desperate to conserve their cash, if they had much cash at all. Customer services teams are overwhelmed due to the sheer volume of enquiries and the lack of resources due to team members being ill or furloughed. It leaves consumers facing a dilemma — demand a refund and risk contributing to the airline going bankrupt — potentially not getting the cash for many weeks, if at all — or take a voucher, sometimes with a bonus of 10% or more as an incentive, and hope the airline survives long enough to provide a flight at a future date. These are truly turbulent times for the industry. Sadly, only the financially fittest will survive.”

With the UK and French governments recently announcing quarantine measures for incoming passengers, rebooking looks like an even less attractive proposition. “Despite this,” says Rory Boland, “the government has yet to step in with any support for the industry.” Which? was among several consumer rights groups to lobby the government’s Competition and Markets Authority to investigate companies breaking law on holiday refunds, a campaign that has seen recent success.

“Which? wants to see the regulator come down strongly on any airlines found to be systemically denying or delaying refunds for cancelled flights and holidays,” says Boland. “And for the government to urgently set out how it will support the industry, allow airlines and holiday operators to refund passengers, and restore trust in the sector.”

Your rights 1. If an EU airline cancels your trip, you’re entitled to a refund or a rebooking. You don’t have to accept credit or vouchers. Outside the EU, it may depend on the terms and conditions of your carrier or travel agent. 2. Package holidaymakers whose trips are cancelled are currently entitled to a full refund within two weeks. 3. If you cancel your trip due to disclination to travel, it’s not a given that your travel company will refund you. Wait until it cancels the trip, then rebook, or ask for a refund. 4. If your company doesn’t cancel, and the UK Foreign and Commonwealth Office (FCO) is still advising against all but essential travel, if you bought travel insurance before coronavirus became a 'known event' on 13 March 2020 your policy may cover you for cancellation. 5. You may be able to claim money back from purchases made on credit cards via section 75 of the Consumer Credit Act, and even some debit cards via the ‘chargeback’ scheme. Like insurance claims, this is usually only successful if you can prove that your travel provider is refusing to refund, or it’s gone out of business.

The reality 1. Many companies are pushing customers to accept credit notes. These may have an expiration date that make them impractical, or lack ATOL protection or equivalent, should the company go bust. 2. Package Holiday customers whose trips are cancelled are finding that securing refunds within the stipulated twoweek time frame — or indeed at all — is proving impossible. Potential changes to Package Travel Regulations may see that time further extended and see credit notes and vouchers taking the place of refunds. 3. Determined to travel? With the FCO still advising against all but essential travel at the time of writing, new travel insurance policies are currently hard to come by, and those that cover cancellation and disruption due to the coronavirus are virtually impossible to find.

4 Commonly Denied Travel Insurance Claims

Travel Team | Apr 6, 2023

Share Twitter   share

Woman seated at desk upset while reviewing denied claim.

If you’re submitting a travel insurance claim, it’s because something went wrong during your trip. The last thing you want, to add salt to the wound, is a denied claim. The best way to avoid a denial is to understand what your insurance covers before you even start your trip. If there’s something you want covered but you don’t see it in your plan document, review plan options carefully before making a selection — Seven Corners plans often have a Basic as well as a Choice option, for example — that provide varying levels of protection for you and your trip.

What can cause a claim to be denied? Here are some of the most common reasons and how to avoid them.

Most Commonly Denied Travel Insurance Claims

1. your claim occurs before your effective date..

There are two main types of travel insurance: trip protection and travel medical insurance. Trip protection, because it provides trip cancellation benefits to assist you before you leave on your trip, can start before your departure date. Travel medical insurance, because it’s focused primarily on medical benefits, covers illness and injury that occur during your trip, not before.

With this in mind, it’s important to know when your effective date is. You’ll find this information in your plan document. Claims for events that happen before your effective date will be denied because that event took place before your plan started.

How do you avoid this denied claim? One way is to purchase travel insurance as soon as possible. Seven Corners Trip Protection plan and the optional add-on Cancellation for Any Reason (CFAR) begin the day after we receive the required premium to cover your trip. Other benefits, such as Trip Delay or optional Rental Car Damage, can have different effective dates, so please review your plan document for a full explanation.

If you purchase travel medical insurance, make sure to buy it ahead of time. The earliest your coverage can begin is 12:01 a.m. the day after you buy it but not until you depart from your home country. While your travel medical coverage doesn’t begin until you have left your home country, starting coverage on your departure date means that if you get hurt or sick during a layover in a foreign country, for example, you’ll be protected.

For example, let’s say I leave the United States on August 1 for a vacation to South Africa. I have a connecting flight in Amsterdam and don’t arrive in Cape Town until August 2. I would want my coverage to begin August 1 even though I don’t reach my destination until the following day. This way, I’m protected in case I get sick or hurt during my layover in Amsterdam.

2. The care you received was routine or preventive.

This applies to Seven Corners Travel Medical Insurance plans.

Most travel medical insurance plans are meant for short-term coverage and cover sudden illnesses or injuries only during your travels. It’s expected that your domestic primary health insurance will cover routine checkups and preventive care you receive in your home country.

To avoid having this type of claim denied, check your plan document before you leave. If it says that routine or preventive care services are not covered, get your routine checkup before you leave (usually a good idea anyway, especially if you’ll be traveling for an extended period) or wait until you get home when you can use your primary health coverage.

3. It wasn’t a covered reason.

This reason applies to Seven Corners Trip Protection plans.

Trip protection plans can reimburse your prepaid, nonrefundable trip expenses if you need to cancel or interrupt your trip for covered reasons. If you decide to cancel or interrupt for a reason not listed, such as being nervous about the safety at your destination, your claim will be denied.

One way to avoid having this type of claim denied is to purchase Cancel for Any Reason coverage. This optional add-on benefit allows you to cancel your trip for any reason you wish, not just those reasons covered in your trip protection plan, and still be reimbursed for 75% of your prepaid nonrefundable trip costs.

Interruption for Any Reason (IFAR) coverage works the same way. If you decide to end your trip and come home early, the optional IFAR coverage that you added can reimburse you for 75% of those unused, prepaid, nonrefundable expenses, regardless of why you chose to interrupt your trip.

Another way to avoid this claim is, again, to read the plan document and understand the covered reasons. This way, you’ll know you’re covered before you decide to alter your trip plans. You might even be able to adjust your coverage or choose a different plan before you find out too late that the protection you wanted wasn’t provided.

4. The timely filing limit expired.

This is basically another way of saying you missed the deadline. Most insurance companies have a timely filing limit. If you don’t provide the required documents within the stated time frame, your claim could be denied.

The simple answer to avoiding this type of denied claim: file your claim as soon as possible after an incident. We also recommend you check your plan document, which will tell you how long the filing limit is. Most plans have a 90-day limit.

Norwich is the capital of East Angelia , an area on the coast of England, which is famous for its natural beauty and impressive architecture. Norwich is a wonderful city to explore and is popular with tourists all year round.

Norwich is not a city of luxurious hotels, but it has a good selection of reasonably priced places to stay in, both in the city centre and further out. The Beeches Hotel , for example, next to the cathedral has a beautiful Victorian garden. Comfortable accommodation costs £65 for two nights' bed and breakfast per person. Norwich is famous for its magnificent cathedral. The cathedral has a summer programme of music and events which is open to general public. One event, " Fire from Heaven ", is a drama and musical performance with fireworks, a laser light show and a carnival with local people dressed in colourful costumes.

Norwich is also home to the Sainsbury Centre for Visual Arts , a world-class collection of international art in a building at the University of East Anglia . This is well worth a visit and there is a lovely canteen with an excellent selection of hot and cold snacks. It also specializes in vegetarian food. In addition, the city has a new professional theatre, the Playhouse , on the River Wensum . The city's annual international arts festival is from 10 to 20 October.

Finally, if you fancy a complete break from the stresses of everyday life, you could hire a boat and spend a few days cruising  along the rivers of the famous Norfolk Broads National Park . In our environmentally friendly age, the emphasis has moved towards the quiet enjoyment of nature and wildlife. You can hire a boat, big or small, for an hour or two or a week or two. This makes a perfect day out or holiday for people of all ages.

Read the following passage and mark the letter A, B, C, or D on your answer sheet to indicate the correct answer to each of the questions from 42 to 50.

The United Nations recently outlined the extent of the global water crisis, saying that 2.7 billion people would face severe water shortages by 2025 if consumption continues at current rates. Today, an estimated 1.2 billion people drink unclean water, and about 2.5 billion lack proper toilets or waste disposal systems. More than five million people die each year from diseases related to unclean water. Humans are pumping water out of the ground faster than it can be replenished. In this difficult situation, a water conservationist, Neil MacLeod in South Africa, has found innovative ways to improve his local water situation.

Neil MacLeod took over as head of Durban Metro Water Services in 1992. The situation he found was a catastrophe . Durban had one million people living in the city and another 1.5 million people who lived in poverty just outside it. The entire city was rife with broken water pipes, leaky toilets, and faulty plumbing whereby 42 percent of the region's water was simply being wasted.

MacLeod's crews began repairing and replacing water pipes. They put water meters on residences, replaced eight-liter toilets with four-liter models, and changed wasteful showers and water taps. To ensure that the poor would receive a basic supply of water, MacLeod installed tanks in homes and apartments to provide 190 liters of water a day free to each household. Water consumption in Durban is now less than it was in 1996, even as 800,000 more people have received service. Through sensible water use, Durban's conservation measures paid for themselves within a year. No new reservoirs will be needed in the coming decades, despite the expected addition of about 300,000 inhabitants

MacLeod has also turned to water recycling. At the water recycling plant, wastewater is turned into clean water in just 12 hours. Most people are unable to discern a difference between the usual city drinking water and the treated wastewater, although it is actually intended for industrial purposes.

Some people still hope that new technology, such as the desalination of seawater, will solve the world's water problems. "But the fact is, water conservation is where the big gains are to be made," says Sandra Postel of the Global Water Policy Project . The dedication and resourcefulness of people like Neil MacLeod offer inspiration for implementing timely and lasting solutions to the world's water concerns.

Question 43 : Which best serves as the title for the passage ?

  • South Africa to Successfully Desalinate Seawater
  • Drinkable Seawater - A Dream Turning Sour?
  • The United Nations to Address Local Water Situations
  • Tackling Water Problems: A Story from South Africa

Xuyên suốt đoạn trích tập trung kể về quá trình Neil MacLeod thực hiện chiến dịch tiết kiệm và sử dụng hiệu quả nguồn nước tại Nam Phi, không phải chú trọng về hành động của Liên Hợp Quốc (đáp án A) hay việc xử lý nước biển (đáp án C, D). Do đó đáp án "Tackling Water Problems: A Story from South Africa" (Chiến dịch giải quyết vấn đề về nguồn nước: Một câu chuyện từ đất nước Nam Phi) là tiêu đề phù hợp nhất và cũng đáp án chính xác.

Question 44 :  According to the passage, how many people have to drink unclean water worldwide?

  • Around 1.2 billion
  • 2.5 billion
  • 2.7 billion
  • About 5 million

Question 46 : The word " It " in paragraph 3 refers to ____.

  • water consumption

Đại từ "it" trong câu được dùng để thay thế cho danh từ và cũng là chủ từ chính trong mệnh đề so sánh trước nó là "water consumption in Durban". Do đó đáp án "water consumption" là đáp án chính xác.

Question 47 : The word " discern " in paragraph 4 could be best replaced by ____.

Động từ "discern" mang nghĩa "nhận ra/phát hiện". Do đó đáp án "recognize" (nhận thấy) là từ sát nghĩa nhất trong trường hợp này và cũng là đáp án chính xác.

Question 48 : What is the essence of Neil MacLeod's solutions to the water problems in Durban?

  • Reliance on foreign aid
  • Exploitation of ground water
  • Conservation of water
  • Construction of new reservoirs

Question 49 : Which of the following is TRUE, according to the passage ?

  • Money saved from sensible water use helped cover the cost of reservoir construction in Durban.
  • Provision of desalinated seawater is the ultimate solution to the world's water problems.
  • Over forty percent of Durban's water was wasted through faulty plumbing, leaks and bursts.
  • In Durban, treated wastewater is provided free of charge to meet the residents' daily needs.

Câu cuối đoạn thứ hai có đều cập đến ý "broken water pipes, leaky toilets, and faulty plumbing whereby 42 percent of the region's water was simply being wasted." Do đó đáp án "Over forty percent of Durban's water was wasted through faulty plumbing, leaks and bursts" là đáp án chính xác.

Question 50 : What can be inferred from the passage ?

  • Water shortages are the most severe in areas with substandard toilet facilities.
  • It used to take about half a day to convert wastewater into drinkable water.
  • Each Durban household is not allowed to use more than 190 liters of water per day.
  • A growth in population normally necessitates a rise in the number of reservoirs.

Qua đoạn thứ hai, ta thấy được Durban là thành phố gặp vấn đề nghiêm trọng nhất về nguồn nước vì "broken water pipes, leaky toilets, and faulty plumbing" (ống nước vỡ, hệ thống cầu tiêu rò rỉ và đường ống không hoàn thiện). Do đó đáp án "Water shortages are the most severe in areas with substandard toilet facilities" (Tình trạng thiếu nước diễn ra nghiêm trọng nhất ở những vùng có cơ sở vật chất tiêu nước kém) là đáp án chính xác.

March 25 Moscow concert hall attack

By Antoinette Radford and Aditi Sangal , CNN

Putin says Moscow attack was carried out by "radical Islamists." But he also blames Ukraine

From CNN's Mariya Knight in Atlanta, Darya Tarasova and Sugam Pokharel in London

Russian President Vladimir Putin delivers a statement on Monday.

Russian President Vladimir Putin said on Monday that the brutal attack at a Moscow concert hall on Friday was carried out by “radical Islamists.”

“We know that the crime was committed by radical Islamists, whose ideology the Islamic world itself has been fighting for centuries,” Putin said.

He also again suggested that Ukraine was to blame for the attack.

“It is also necessary to answer the question why the terrorists tried to go to Ukraine after committing a crime, who was waiting for them there? It is clear that those who support the Kyiv regime do not want to be accomplices of terror and sponsors of terrorism, but there are really a lot of questions,” he said in a meeting via videoconference with government officials, special services and law enforcement agencies on measures taken after the terrorist attack, according to the Kremlin.

“We know by whose hands this atrocity was committed against Russia and its people, and we are interested in who the instigator is,” Putin said.

ISIS claimed responsibility for the massacre and released graphic footage showing the incident – but the Kremlin has alleged, without evidence, that the perpetrators planned to flee to Ukraine. Kyiv has vehemently denied involvement and called the Kremlin’s claims “absurd.”

Putin on Saturday also claimed that a “window” had been prepared for the attackers to escape to Ukraine. He did not provide evidence.

The post has been updated with more details from Putin's remarks.

Death toll in Moscow concert hall attack rises to 139, Russian official says

From CNN’s Dasha Tarasova in London

People place flowers at a makeshift memorial in front of the Crocus City concert hall on Monday.

Two more people have been confirmed dead following a brutal attack at a Moscow concert hall on Friday, taking the death toll to at least 139 killed, a senior Russian official said on Monday.

“Initial results of the investigation indicate that the attack was carefully planned and prepared,” Alexander Bastrykin, the head of the Investigative Committee of Russia, said in a live TV broadcast.

Here's the numbers he provided:

  • Deaths: 139 people killed. 137 died on the spot, two died in hospitals.
  • Identified: 75 of 139 people have been identified, including three children.
  • Cause of death: 40 people died from gunshot wounds, two people died from a combination of gunshot and stab wounds. As a result of the fire, 45 people died from exposure to high temperature and combustion products.

US says that it warned Russia in early March of possible terror attack despite ambassador's denial

From CNN’s Michael Conte

US State Department spokesperson Matthew Miller speaks to the media on Monday.

The US State Department said Monday that the United States had warned Russia in early March about a planned terrorist attack in Moscow “potentially targeting large gatherings, including concerts."

Spokesperson Matthew Miller was responding to a denial by the Russian Ambassador to the US Anatoly Antonov that Moscow received any warning.

“We gave them that private warning consistent with our duty to warn ... when we see or when we gather intelligence of terrorist attacks or potential terrorist attacks,” Miller said at a press briefing.

He noted the United States on March 7 warned US citizens to avoid large gatherings in Moscow.

Russian President Vladimir Putin had described the security warning as “provocative” and “outright blackmail” before the attack.

“It was because of that warning that we passed on to the Russian government that we issued a security warning on March 7, where we again said to US citizens that we had information about a planned terrorist attack in Moscow… potentially targeting large gatherings including concerts,” Miller added.

Here's what you need to know about the Moscow concert hall attack that killed 137 people

From CNN staff

Flowers are left near the Crocus City concert hall on Monday.

All four suspects in the Crocus City concert hall attack case have been remanded into pre-trial detention until May 22. They are charged with committing a terrorist act, according to the courts of general jurisdiction of the city of Moscow, which under the Russian Criminal Code is punishable by up to life imprisonment.

Three of the defendants pled guilty to all charges, according to state media news agency TASS.

All four are from Tajikistan, a former Soviet republic, and had been in Russia on either temporary or expired visas.

On Monday afternoon, authorities said they had identified an additional three people who they believed were involved in the attack — two brothers and a father.

Friday's attack killed at least 137 people. The attack is Russia's deadliest in two decades .

Catch up on the latest developments:

  • Day of mourning: Russian President Vladimir Putin declared Sunday a day of national mourning for the 137 victims in Friday's attack .
  • Authorities work to identify victims: Procedures to identify those killed in the attack have begun, the city’s Department of Health said, according to Russian state news agency RIA Novosti. The Russian Investigative Committee said 62 bodies had been identified so far, adding that "for the remaining victims, genetic examinations are being carried out to establish their identities."
  • Fighting terrorism in Syria and Turkey: Putin held separate calls with his Turkish and Syrian counterparts, Recep Tayyip Erdogan and Bashar al-Assad, on Saturday and promised closer cooperation in fighting terrorism following the attack, according to a Kremlin readout.
  • Russian Embassy says no warnings from US: The Russian Embassy in Washington says it did not receive any warnings about a potential attack in Moscow from the US. Last week, Putin dismissed warnings by the US embassy in Russia that there could be attacks on large groups.
  • Putin links attack to Ukraine: Putin said the main suspects arrested planned to flee into Ukraine. Ukraine has denied any connection. The UK warned that Russia was creating a "smokescreen of propaganda."
  • Terror alert: France has lifted its terror alert to its highest level following the deadly attack in Moscow, French Prime Minister Gabriel Attal said Sunday.

Russian social media channels show apparent torture of Crocus City suspects

From CNN’s Nathan Hodge

Saidakrami Rachabalizoda, a suspect in the deadly terrorist attack in Moscow, sits behind a glass wall of an enclosure during a court appearance on Sunday. His ear was heavily bandaged.

Video footage and still images have appeared on Russian social media that appear to show the violent interrogation of several of the men alleged to have taken part in the deadly terror attack on a concert hall outside Moscow Friday.

One video appears to show one of the suspects, Saidakrami Rachabalizoda, being held on the ground while having part of his ear cut off by a camouflage-wearing interrogator. Rachabalizoda later appeared in court with a heavily bandaged ear.

The Grey Zone, a pro-Kremlin Telegram channel, published a still photograph that claims to show the electrocution of one of the detained suspects.

Margarita Simonyan, the editor-in-chief of Russian state propaganda network RT, posted a video that appears to show the interrogation of another suspect, Shamsidin Fariduni, who is shown stammering and shaking as he is questioned by interrogators off camera. Fariduni subsequently appeared in court with a bruised face.

CNN asked the Kremlin about the “visible signs of violence” committed against the suspects, but spokesperson Dmitry Peskov declined to comment.

Russian Investigative Committee asks court to detain three more in connection with concert hall attack

From CNN's Tim Lister and Darya Tarasova

The Russian Investigative Committee says it has established that more people were involved in Friday's Crocus City terror attack beyond the four men alleged to have carried out the attack.

“According to the investigation, in order to commit a terrorist act, Shamsidin Fariduni recruited Aminchon Islomov into the organized group no later than January 2024, and Dilovar Islomov no later than March 11, 2024,” the Investigative Committee said on Telegram.

The three individuals are two brothers and their father, Russian state media agency TASS said. Investigators are asking the Basmanny Court of Moscow to choose a preventive measure for the three defendants, the court told TASS.

“Three more materials were received regarding the accused Islomov Aminchon Isroilovich, Islomov Dilovar Isroilovich, as well as the suspect Islomov IsroilIbragimovich,” the court said, according to TASS. Fariduni was one of those detained in Bryansk Saturday. Both Aminchon and Dilovar Islomov appeared in Basmanny court in Moscow Monday. State news agency TASS said that Dilovar Islomov is a citizen of the Russian Federation and works as a taxi driver, citing court documents.

Russian state news agency RIA said Dilovar Islomov “owned the Renault car in which the terrorists fled the crime scene, sold it in February, and the compulsory motor liability insurance remained on him,” citing a source familiar with the situation.

Here's what to know about ISIS-K, the group linked to the Moscow concert hall terror attack

From CNN's Jessie Yeung

A view shows the burned out Crocus City hall venue, the scene of Friday's attack outside Moscow, on Saturday, March 23.

ISIS, also known as the Islamic State group, claimed responsibility for  Friday’s deadly assault  on a concert venue in Moscow, releasing graphic footage purporting to show its gunmen carrying out what was Russia’s worst terror attack in decades.

Here's what we know about the group:

When was it formed?: ISIS-K was formed in 2015 and has been active in  Afghanistan , Pakistan and Iran. It is a branch of ISIS, the terror group that emerged in Syria and Iraq and, at its peak, controlled a huge stretch of territory. Five years since the  fall of ISIS’ self-proclaimed caliphate  across Iraq and Syria, the group has morphed into a terror network with cells spread around the world, including in Africa, the Middle East, Central Asia and Southeast Asia.

How is it linked to ISIS? The connection between the groups is not entirely clear. The affiliates share an ideology and tactics, but the depth of their relationship – such as the chain of command and control – has never been fully established.

What is its ideology?: Like its parent organization, ISIS-K aims to create a “pure Islamic state,” according to the Center for Strategic and International Studies (CSIS) – describing the group’s vision of a “global, transnational caliphate” governed by Sharia law.

Why attack Russia?: ISIS has a longstanding animosity against Russia and Putin, several experts told CNN. “Russia has been at the top or near the top of the list of ISIS for many years,” said Daniel Byman, director of Georgetown University’s security studies program.

Russians return to site of Moscow terror attack to offer condolences

From CNN's Matthew Chance and Katharina Krebs in Moscow

A mans lays flowers at a makeshift memorial outside Crocus City hall on Monday.

Four days after Friday's Moscow terror attack, some 200 people gathered at the site of the attack Monday morning, offering condolences to the victims, a CNN team in Moscow reports.

While the crowd was much smaller than the numbers who were at the Crocus City hall on Sunday, a steady flow of people were bringing flowers and stuffed toys to the scene, according to the CNN team. Candles were also laid next to the memorial.

A Russian Red Cross tent is set up at the location to provide psychological help. The CNN team said volunteers are helping people with directions on where to pick up belongings or cars left on Friday. The main entrance of the Crocus hall remains barricaded off, with police buses and emergency vehicles clearing rubble. Search operations are still ongoing.

The victims: Moscow's Department of Health published an updated list of those still hospitalized in the capital's medical institutions after the attack, consisting of 76 names.

At least 137 people died in the attack after gunmen opened fire on people inside the hall, and set fire to the building. Of them, at least three were children. President Vladimir Putin declared Sunday a day of national mourning, vowing to punish the perpetrators and expressing condolences to those who had lost loved ones.

Tajikistan reiterates readiness to cooperate with Russia against terrorism after Moscow concert attack

From CNN's Anna Chernova

Following the identification of the four men charged with carrying out the attack in Moscow on Friday as Tajik nationals, Tajikistan has reiterated its readiness to fight terrorism together with Russia.

The Russian state news agency TASS published video Monday showing Tajik Prime Minister Kokhir Rasulzoda writing a note in the book of condolences at the Russian embassy in Dushanbe.

State-run RIA Novosti reported on its Telegram channel that Tajikistan is providing assistance to the Russian investigation “in the case of the terrorist attack in Crocus,” citing a source in Tajikistan’s special services. It reported that a source in the Russian Foreign Ministry had confirmed that “Tajikistan specialists are providing assistance to investigators from Russia in connection with the arrest of citizens of the republic in the case of a terrorist attack.”

On Sunday, the Kremlin said that Russian President Vladimir Putin had spoken with his Tajik counterpart Emomali Rahmon, who had expressed “deep condolences and feelings of solidarity with the Russian people in connection with the death of civilians as a result of the vile terrorist attack at Crocus City Hall."

“During the conversation, Vladimir Putin and Emomali Rahmon noted that special services and relevant departments of Russia and Tajikistan are working closely in the field of countering terrorism, and this work will be intensified,” the Kremlin said.
