Tourism in India: Problems and Prospects

Tourism is expanding the fastest and is the most rewarding industry of the modern world. International tourism constitutes the invisible export trade. No wonder then that some more enterprising countries have turned this flourishing industry into a means of spinning money. In recent years, India too has woken up to this great reality and concerted efforts are being made to develop and promote this foreign exchange earning industry in a big way. India, with her rich cultural heritage, ancient monuments, world famous temples, architectural masterpieces, wild animal sanctuaries and scenic spots, holds a great attraction for the tourists on the move.

In the past, for many decades tourist traffic in India was confined to the northern region. Taj Mahal at Agra, Fatehpur Sikri, Varanasi, Bodh Gaya, Jaipur and Khajuraho were the main tourist attractions. But tourism was seldom treated as an industry and in respect of stay, food and sight-seeing the tourists were treated like pilgrims. With a view to exploit this untapped source of revenue and foreign exchange and to develop the tourist industry on modern commercial lines, the Government of India set up the Indian Tourism Development Corporation (ITDC) in 1996. The State Governments have set up similar corporations in each State. These corporations are providing a unique range of tourist services.

 In India, the travel and tourism industry has really come of age. But India’s share in world’s tourism earnings of $ 3.5 trillion is just 0.37 per cent and receipts are 0.51 per cent of the world receipts. Tourism is presently India’s third largest export industry after gem and jeweler and ready made garments. The foreign exchange earnings from tourism during 1997-98 were about Rs. 300 crore. In 1995-96, India received 2.1 million foreign tourists.

A recent survey conducted by the World Tourism Organization (WTO) listed twenty top tourist destinations globally. India is nowhere in the list of twenty. But our big neighbour China has made a name for itself, which came into the tourism scene in the 90’s occupied the rank fifth in popular destination. Even Hong Kong at 14th place earns about US $ 11 billion. In comparison, India receives just 2.2 million visitors and earns forex of US $ 3 billion,. with 0.7 per cent of global receipts. India thus presents a gloomy picture in case of tourism industry when judged against the booming global scenario. The country’s share in world tourism has been far from encouraging.

In India civil unrest is a major problem to the business of tourism. Strikes in airlines or hotels, agitations or civil disturbances, communal riots and activities of militants and terrorists hamper the promotion of tourism. Crime is another problem. In certain cases the inflow of tourists is severely affected when news reaches home about a molestation incident and so on. This is common to both foreign as well as domestic tourists.

Red tapism is a common feature for the delay in framing or implementation of plans. States like Goa, Rajasthan, Kerala or Haryana, which have done well in tourism development, have provided stability in office to the officials responsible for tourism development. Lack of trained manpower and awareness are two problems in tourism development for India. Tourism is an industry where a high degree of training and professionalism is required.

Modern tourists are becoming progressively conscious of the comforts and conveniences and, as such, comfortable accommodation has assumed a place of strategic importance in the growth of tourism. Though in recent years there has been a quantitative spurt in hotel facilities, yet little attention has been paid to the qualitative aspects of hotellering, particularly in low budget hotels. Another area of serious concern is transportation. There is acute dearth of good roads, delux and economy class buses and air services linking our tourist destination to the principal airports.

The insanitary conditions in cities and hotels is one of the main reasons behind the under performance of tourism industry. There is a deplorable lack of civic amenities for public like bus stands, railway stations, public roads, running trains, etc. The sluggish growth of Indian economy is also responsible for the depressing tourism scene in India. The high hotel tariff in India is another deterrent to the growth of tourist traffic.

 For positive results, there is need to take urgent steps which would not allow the tourists to get frustrated and disappointed at any juncture of his Indian tour. Here problems start for the tourist, the moment he lands at the IGI Airport New Delhi. Lack of sophisticated devices and, if these are available, their inefficiency makes the customs clearance an onerous task. Touts also play the active part in helping the various functionaries to cheat the newcomers. These people have earned for themselves and for the country such a bad name that even the travel accounts given by earlier tourists, warn the first time visitors to India against their tricks of cheating. Effective vigilance and honest efforts on the part of authorities can definitely eliminate the touts from the tourist scene. Some other factors such as monotony of sites and poor infrastructure are also responsible for stagnation in the industry.

India enjoys a wide range of climatic fluctuations all the year round. Extreme heat of summer season keeps the tourists away from India during these seasons. The five months covered by these seasons can be utilized properly by adopting a proper strategy. May and June can be spent on hill-stations spread all over India. July, August and September are months of heavy down-pour. Attracting tourists during these months is a really difficult task. Adventure tourism can be ideally used to promote tourist traffic. Peninsular India is ideally suited for such purposes. The gorge of river Narmada with its foaming and roaring waters in the monsoon season is as challenging as the grand Canyon of Colorado river. Thus we can project India as a year round destination.

Majority of tourists visiting India are from the West. Only a few people come from the Far East. This imbalance can be set right by attracting the tourists from the Far East. India being the place of origin of Buddhism, can be developed into a pilgrim centre. Revival of Buddhist circuit lying in eastern UP and Bihar needs to be speeded up. Similarly, the unexplored sites in Ladakh and Sikkim can be turned into pilgrim centres. Revival of Buddhist circuit has promising prospect in widening our customer base. Further, the hills of UP, Ladakh and Sikkim can serve the purpose of adventure tourism. The challenging snow-capped peaks of the Himalayas beacon the adventuring youth to scale them. Mountaineering expeditions and trekking teams should be organized as these suit all sections of tourists. Cliffs of Eastern and Western Ghats are ideal for short climbs. Events like hang-gliding, paratrooping and bungers-jumping are still a low key affairs. Many Western countries have registered a shoot-up in tourist influx after promoting adventure tourism. The coastal belts of India and the Sunderbans have the potential to be developed into spots for eco-tourism.

Government as well as private organizations should jointly adventure some plans to attract foreign tourists. Heritage Hotel scheme is one of them. Railways play a crucial role in the development and promotion of tourism. The scheme of Palace on Wheels is a tourism promotion project of Indian Railways. This is a joint venture of Indian Railways with Rajasthan Tourism Development Corporation.

In spite of some glaring flaws in our tourism policy, the current picture on our tourism front is not that gloomy. A feeling of confidence and an upbeat mood is prevailing in the industry after the Government gave the status of export industry to the travelling agencies, who have an annual turnover of more than Rs. 6 crore. These steps will help us march ahead with confidence in the new millennium and face the challenges lying ahead.

Tourism is an important socio-economic activity. It provides enormous scope for economic development of a particular area.

According to Ziffer (1989), “Tourism involves travelling to relatively undisturbed or uncontaminated natural areas with the specific object of studying, admiring and enjoying the scenery and its wild plants and animals, as well as any existing cultural aspects (both past and present) found in these areas.”

In India, temple towns, historical monuments and sea beaches were traditionally sought out as tourist attractions. But now the fabric of tourism is changing rapidly as nature, heritage, and recreational destinations are gaining more importance. In this background, eco-tourism has of late become a top attraction for the tourists.

Growth of Tourism :

The root of tourism in India can be traced to pilgrimage. In the early stages, pilgrimage-based tourism was only of domestic nature but during recent years, a large number of foreign tourists have also started visiting places of pilgrimage.

India has an unending choice for the tourists—a 3,500 km long and 8,848 beautiful long beaches on the sea coast, gregarious tropical forests, the great variety of lifestyle. India’s share in international tourist arrivals was 0.34 per cent in 2002 and it increased to 0.49 per cent during 2005.

The increasing trend has been maintained over the last three years and international tourist arrivals touched 3.92 million in 2005. The World Travel and Tourism Council have identified India as one of the foremost growth centres in the world in the coming decade. Domestic tourism is estimated to be much higher than international tourism and has also been rising rapidly.

The Tenth Plan recognised the vast employment generating potential of tourism and the role it can play in furthering the socio-economic objectives of the Plan. Tourism is the third largest net earner of foreign exchange for the country. Tourism in India has vast employment potential. By 2015, it is expected to provide 25 million jobs.

Classification of Tourist Places in India :

The famous places of tourist interest in India can be classified on the basis of their geographical location and historical and cultural importance:

(i) India has a natural landscape with a variety of attractions for tourists. There are snow-covered peaks, valleys, gorges and numerous waterfalls, lakes, and forests that attract tourists. Nature tourism is identified with the Himalayas, the Western Ghats, the Chotanagpur plateau and other places.

The places of importance include hill-stations like Shimla, Kullu, Mussorie, Nainital and Udagamandalam (Ooty); national parks and wildlife reserves like the Sanjay Gandhi National Park (Mumbai, Maharashtra) Ranthambore National Park (Rajasthan), Sariska National Park (Rajasthan), Periyar National Park (Tamil Nadu), Kaziranga (Assam), Kolleru Lake (Andhra Pradesh) and Hazaribagh Wildlife Sanctuary (Jharkhand).

(ii) Adventure tourism has grown in popularity and India has enormous potential for adventure tourism. River-rafting, kayaking and mountain climbing in the Himalayas, rock climbing, skiing in the snow-covered hilly areas, boat racing in Kerala and paragliding are some favourite adventure sports of tourists.

(iii) Some famous sea beaches thronged by tourists in India include beaches of Mumbai, Goa, Lakshwadeep, Andaman and Nicobar Islands, Kovalam Beach in Kerala, Marine Beach in Chennai and the beach temples of Mahabalipuram.

(iv) India is famous for its cultural and religious tourist places that include towns and cities. Allahabad, Ajmer, Ayodhya, Badrinath, Bodh Gaya, Dwarka, Haridwar, Kanchipuram, Kedarnath, Kochi, Madurai, Tirupati, Ujjain, Varanasi and Yamunotri are places of cultural and religious tourism that are visited by numerous domestic tourists as well as tourists from abroad.

Between a few flecks of coral in the Indian Ocean, a ribbon of highway more than a mile long swoops up from the blue. Since 2018, the China-Maldives Friendship Bridge has connected this archipelago’s hyper-dense capital, Malé, and the international airport — expanded by Chinese companies — one island to the east.

But China is not alone in chasing friendship with the Maldives. A 20-minute walk across the capital, next to Indira Gandhi Memorial Hospital, an even longer sea bridge will link Malé with islands to the west. This one is being built by Indian workers, with money from India.

The Maldives, a tiny tourism-dependent country of 500,000 people, barely registers as a blip alongside India and China, the world’s most populous nations. Yet every blip counts in the two giants’ competition for influence across South Asia, and that has set the Maldives on a zigzagging course between them.

India, at the heart of the vast region, has long been its most powerful economic and military force. Still, China has made significant inroads with its much larger financial resources, signing infrastructure deals and securing access to ports in countries surrounding India.

The Maldives’ location makes it a strategic priority for both of Asia’s superpowers. China needs a military presence on the Arabian Sea to safeguard its access to oil from the Persian Gulf. And India, which has been clashing with China along their Himalayan border, wants to make sure that the Maldives, its island neighbor, doesn’t become too cozy with Beijing.

In January, India found itself in a sudden blowup with the Maldives over a perceived threat to the islands’ tourism lifeblood. But the great-power competition across the Maldives’ sky-blue lagoons has yet to reach a boil. Gains and losses are marked more by the tilts of the Maldives’ own politicians — more pro-India at some points, more pro-China at others — and, most of all, by the money that both sides spend to win Maldivian hearts and minds.

From his high-rise office looking out over Malé’s marina, Mohamed Saeed, the Maldives’ minister of economic development and trade, puts his country’s needs in stark terms. Its economy is now worth about $6.5 billion a year, of which $6 billion is earned by tourism, and most of the rest by fishing tuna. The goal is to make it a $12 billion economy within the next five years.

The Maldives discovered tourist dollars in 1972, and it now draws more than a million visitors a year to the “water villas” that branch out from wooden boardwalks and define its high-end resorts.

The country became a democracy only in 2008, with the election of a charismatic young leader, Mohamed Nasheed. The current president, Mohamed Muizzu, was elected five months ago, in the latest swing of the pendulum between India and China. Mr. Muizzu took office after campaigning on an “India Out” platform, which called for expelling about 80 Indian military personnel stationed across the Maldives to provide support.

Mr. Saeed, a Muizzu appointee, was also a cabinet minister during the last “pro-China” government, when the China-Maldives Friendship Bridge was opened. He oversaw a free-trade agreement with China. But these days he sticks to the line that Mr. Muizzu’s government is pursuing only a “pro-Maldives” policy.

There is no preference for China, he says — “we extend our invitation of free trade to all countries,” because “we would like to get the best value for our tuna.”

Pursuing cordial relations with China and India simultaneously might seem the wisest course. But that became more difficult, said Mimrah Ghafoor, a writer and former career diplomat, as both countries stepped up their influence campaigns just as the Maldives was making its transition to democracy.

China has the deeper pockets, with development banks that dwarf India’s. But, Mr. Ghafoor noted, if China “has mostly carrots,” India “has both carrots and the stick.” That is because the Maldives depends on its near neighbor in times of intense need.

Mr. Ghafoor rattled off a list of crises in which Indian help proved indispensable, from fighting back a coup launched from Sri Lanka in 1988 to rescue work after the tsunami of 2004 to a delivery of 1,200 tons of freshwater by airplane and tanker during a shortage in 2014 — a time when the Maldives was led by a China-leaning president.

Beyond money and geography, there is another important difference between India and China as competitors, one that was illustrated during the Maldives’ flare-up with India earlier this year.

Three junior ministers attacked India’s prime minister, Narendra Modi, on social media after he had promoted his country’s own paradisal atoll, an even smaller and far less developed archipelago called Lakshadweep. These “India Out” Maldivians inferred a threat to their economy. In the much louder backlash, nationalistic Indians urged a boycott of the islands.

The disruption to relations offered a contrast with China, which exerts supreme message control. That gives it the ability to negotiate effectively with smaller countries behind closed doors. Beijing may be less comfortable with the Maldives’ new democracy than New Delhi is, but it has navigated relations just as adeptly.

One fierce democracy advocate, Eva Abdulla, a high-ranking member of Parliament, is proudly pro-India. But mostly she is anti-oscillation.

“Flip-flopping on foreign policy is clearly not good for us,” she said. Not in terms of security, and “it doesn’t allow for any kind of stability in development projects.”

Ms. Abdulla, a cousin of Mr. Nasheed, the former president, argues that there are many reasons to stand by India as a partner. She mentions their cultural affinities, as South Asian democracies. Along with hospitals and schools on the far-flung islands, India funds things like a cultural center in Malé, to promote yoga and Indian dance.

Mr. Modi’s pro-Hindu policies at home rub many the wrong way in the Maldives, which is supposedly a 100 percent Muslim society. Even so, “we can’t afford a fistfight with India,” Ms. Abdulla said. On this, she and the president, Mr. Muizzu, whose parties will be battling each other in parliamentary elections in April, agree.

Mr. Muizzu has stepped up his calls for a generic Maldivian nationalism, in favor of the islands’ own language and its Islamic values, while steering clear of an anti-India tone. He has reluctantly made good on his promise to expel the Indian military personnel, but India has not quit its development projects.

One of the most visible is a giant expansion of an airport on the island of Hanimaadhoo, an hour’s flight north from Malé. It is home to one of the planes used by the Indian airmen. And it is the kind of project that makes some Maldivians fear that their sovereign territory is being prepared as a potential battleground in somebody else’s war.

Hanimaadhoo, population 2,664, hardly seems to need the extra runways being built by an Indian firm. Nor do the little-touristed islands nearby. Yet digging machines are at work 24 hours a day, in effect re-engineering the delicate island to make it capable of landing enormous aircraft. A similar airport, built by Indians at the opposite end of the country, makes Hanimaadhoo seem like part of a pattern.

Maldivians are not the only ones to think that. An Indian laborer at the site named Ranjit said he thought it was obvious why India needed to build a military-ready facility here. “China is coming,” he said. “Don’t you see the Chinese ships getting ready?”

On Feb. 22, the Xiang Yang Hong 03, officially a Chinese research vessel, pulled into Malé. The Maldives’ government said it was just a port call. But as with the Indian airport projects, the ship left an air of ambiguity about possible military uses in its wake.

We were drawn to Sicily's viral $1 homes. We ended up spending $30K for 2, but it was worth every penny.

This as-told-to essay is based on an interview with Tam and Gary Holm, a Californian couple who bought homes in Sambuca di Sicilia, Italy.

It's been edited for length and clarity, and timed to be released with a YouTube documentary.

Tam: I remember reading an article online in 2019 about the one-euro homes when Gary worked in England, much closer to Sicily than our hometown, Los Angeles.

I wrote to the email address provided in the article and got a response from the actual mayor of Sambuca di Sicilia. He said there were tours of the town and the houses they were selling for one euro ($1.08).

Gary: She did the tour and saw the properties, but we definitely had some doubts, like, 'Are they really selling these houses for one euro?.'

It turned out that the auctions started at a euro. We ended up bidding €5,000 for one and lost.

But we knew this town was special. I instantly fell in love. So, instead, we opted for a private sale.

We looked at maybe 10 or 15 houses, and the one we went with was special.

Tam: If you were lucky enough to get one of the one-euro houses, they did most of the paperwork for you, but there were some stipulations. You had a time limit to renovate it, had to use certain contractors, and there was a lot of guidance.

I'm glad we weren't stuck with that. However, it meant we had to figure it out all alone.

It's not like the American real-estate market.

Tam: We'd bought a couple of houses in America before, and it's a little bit different in Italy.

Gary: The way they do real estate in Italy involves getting a notaio, or a notary, essentially a lawyer who draws up a legal contract with the owner.

Tam: The ownership goes by lineage, which requires the people listed on the deed to be present with the new people wanting to buy the property.

So, in our situation, a brother and a sister were listed. While the sister was here in Sambuca, the brother lived in America and hadn't been here for a decade.

So, we had to figure out to get him to Sambuca to sign the paperwork so we could buy his house.

Gary: There was a convoluted way we could have gotten him to an embassy in Washington, DC, but it would have been a whole thing.

Luckily, it turned out that he had wanted to visit his family, and the timing, thankfully, worked out. So we were able to all be here and sign at the same time.

Tam: Meeting a guy who hadn't been home in 10 years was super fun. We all hopped in cars together to Palermo, the next biggest city, to meet with a bilingual notaio.

Gary : The family has essentially adopted us now. They were selling their mother's home that they didn't live in; it hadn't been lived in for 20 years.

Now, every time we go to Sambuca, we have dinner with them. They're part of our family here now.

Unexpected costs

Tam: Our initial investment on the house was €19,000 ($20,581). We went in thinking we would just need to paint it nicely.

Gary: But it needed plumbing, some electrical work, etc. Then, we realized that the place right next door had just gone up for sale.

There is no land, and it's a house that shares three walls with other houses, so the only way to make the place bigger would be with one of the adjacent houses.

Tam: So, of course, we had to buy it. Then, we had to find those owners, fly back out here, and once again drive to Palermo.

Gary: That one cost us €8,000 ($8,666), so for the two we purchased, we spent €27,000 ($29,247).

It's not a ton of money, but it's not a euro or two euros.

Tam: Purchasing a property is a little different from American real estate because, instead of it being a percentage-based commission that the real-estate agent takes, they have a flat-rate fee for the notaio.

We had to do that twice — a big expense we weren't expecting.

Gary: Another big expense was that we thought we could just put a hole in the wall between the two houses.

But it turned out that one had a lower floor than the other, so the engineering side cost a lot of money.

Our whole costings were around $160,000 ($173,296).

Falling in love with Sicily

Gary: I think one of the things I fell in love with during all this was the people of Sambuca. Everyone has been super welcoming and friendly, and it's a small town that feels very international.

Tam: There are also people who have lived here for generations and generations, who are so nice, cool, and ready to make friends with people from around the world.

Gary: Everyone we have talked to in this town has had a great experience, so I think it tells you something about the people. They see the value in outsiders boosting the economy and tourism.

I think that the one-euro program was brilliant, in my opinion, because it gave some people a chance to get houses for very little money, and it brought us here.

You get to live this sort of dream; who doesn't want to have a house in Italy?

Tam: Before coming to Sambuca for the program, I'd never been to Sicily, and we knew nothing about Sicily . Absolutely nothing.

And it is so awesome. I'm kind of sad the secret is out.
