L.A. rental prices may be cooling. Here’s what that feels like:

A new data point suggests that the L.A. region’s notoriously high-priced rental market may be cooling. But for many, it probably feels like the difference between a 102-degree and 100-degree day during a prolonged heat wave.

Rental prices decreased by 2.5% in February in Los Angeles County compared with a year earlier, Times staff writer Terry Castleman reports.

But does this decline translate to any modicum of renter relief?

“The best deals have been occupied for a long time,” said Dowell Myers, a professor of policy, planning and demography at USC. When renters secure a great deal below market prices, they are reluctant to vacate these units.

Still, predominately young adult apartment searchers flood Facebook housing groups, searching for any leads on finding affordable housing in Southern California’s competitive rental market.

“Young renters are more impacted by price changes because they don’t have access to those deals,” Myers said, acknowledging their struggle to find affordable housing.

Renters on the ground floor

Rick Hefner, 30, was among those searching for housing amid the February price decline.

“I’ve done the whole housing search three times within the past six months, and it’s infuriating,” Hefner said. “Apparently, prices are falling, but it’s still way too expensive.”

Settling in the L.A. area around five years ago, he bounced around apartments until he found a place in Pasadena — a two-bedroom, $3,004-a-month unit he shared with a couple of students from South Korea. He contributed $1,502 plus utilities for his bedroom while his two roommates split the rest and shared the other room.

As his lease agreement was about to expire and his roommates prepared to return to South Korea, Hefner and his parrot found themselves priced out of Pasadena — and much of L.A.

“Pasadena is expensive man,” Hefner said. For these tiny little studios with no AC, they want $2,000 because it’s Old Town Pasadena. I love the area, but it’s too much.”

Looking through L.A. County, many of the places were less than ideal. Several listings demanded multiple concessions, including sharing space with roommates, offering only street parking and requiring move-in prices upward of $4,500.

“I don’t make a ton of money, and it’s not like I can get an apartment for two grand by myself,” Hefner said. “You can’t even find a place under $1,000 anymore, even on Craigslist. I could not find anything. Unless it’s like, ‘Hey, you want to share an air mattress in my studio?’”

Tired of sifting through scores of listings, many of which turned out to be scams or misrepresented, he opted to pay $1,850 for a studio in North Hollywood — $350 above his budget.

Hefner works remotely on a contract basis in the entertainment industry, designing concept art for video games. His home is also his workspace.

Fortunately, he and his significant other found that the 600-square-foot studio is spacious enough to accommodate his equipment, furniture and a bird cage.

How much of a drop?

Hefner’s search could have been worse. Although L.A. County’s 2.5% rental price decrease is the second biggest of any county in the state, regional prices tend to vary.

Rent has risen by as much as 3.8% in several Northern California counties year over year, while most large Southern California counties saw a drop in rents.

Alameda County, an exception to rising rent in the Bay Area, recorded rent downturn of 4.7% from February 2023, representing the 19th biggest annual drop in the U.S. Orange County was an exception to falling rent in Southern California, with rent rising 1.6%.

Experts link lower rents to a possible drop in demand after population losses during a recent exodus from parts of Southern California. As the state’s population has stagnated, some believe demand may cool and dampen rent growth.

Falling rents suggest either that “supply has finally caught up or that slower economic growth and/or population outmigration has weakened demand,” Myers said.

The 10 counties nationwide that saw the most significant drops in rent last February were all in states with population booms but with robust housing construction in recent years: Florida, Alabama, Georgia and Texas.

An increase in housing stock could keep rent prices down and, coupled with a population decrease, benefit Californians.

But for now, even with this February decrease, housing supply and demand will continue to leave the state’s rental market unaffordable for many.

Monahan reveals PGA Tour held talks with Kim before LIV Golf decision

Jay Monahan, the PGA Tour’s ­commissioner, has revealed Anthony Kim rejected the option of playing his way back on to the circuit before signing with LIV Golf.

Kim, once one of the hottest young properties in the game, ­sensationally reappeared in competition last month after a 12-year break. He will feature as a wildcard on LIV for the ­remainder of this season. ­Speculation has ­surrounded whether Kim could have instead returned to the PGA Tour. Monahan has made plain the 38-year-old would have had to work up from lower tours.

“I did not have direct conversations with Anthony,” Monahan said. “Members of our team did and they very clearly laid out what it would take for him to earn his way back to the PGA Tour. I would have liked to see him compete to make his way back to the Tour. But obviously he made a different decision.”

Monahan, giving his annual media address in advance of the Players Championship, said ­“negotiations are accelerating” with Saudi ­Arabia’s Public Investment Fund. He was, however, unable or unwilling to ­provide even light detail on what elite golf’s future will look like. For now, LIV and traditional tours are ­operating in totally different spheres.

The tournament at Sawgrass this week takes place minus Jon Rahm, the Masters champion, and Brooks Koepka, who won the US PGA ­Championship last year. Monahan’s upbeat tone ­regarding the state of the PGA Tour was therefore difficult to justify.

“You’ve got 144 players ­competing in this championship and they’re the greatest players in the world,” ­Monahan said. “This is the greatest tour in the world.

“Strength comes from a number of different factors. It comes from the strength of your membership. You have Nick Dunlap and Matthieu Pavon and Jake Knapp, we consistently as an organisation regenerate talent and create stars.”

Monahan would not answer directly whether he had been asked to resign by any board member ­during a turbulent past nine months. Asked whether he felt he had the full ­backing of the membership, the commissionerhe said: “That’s a question that you’ll have to ask the players.

“I can’t generalise as it relates to players but clearly given the responsibility I’ve been given, I have the support of our board. I am the right person to lead us forward. I know that. I believe that in my heart and I’m determined to do exactly that.”

Anthony Kim shines at LIV Golf Hong Kong with epic round to change narrative

His first five rounds on LIV Golf did not impress many golf fans.

Despite that, Anthony Kim had shown some flashes of brilliance, like making 11 pars in a row during his second round in Saudi Arabia.

But he had yet to do anything close to what he accomplished on Sunday in Hong Kong. Not only did Kim record his first under-par score on LIV, he shot one of the lowest rounds of the day: a 5-under 65.

“I just kept doing what I’ve been working on the last two months. Obviously, being away from the game for so long, it’s been tough to practice and get all the things that I need to get prepared for the tournament, but I’m working on the right things at the moment,” Kim said after his round.

“I’m enjoying my time with my family. The LIV Golf experience has been amazing. I’m just thankful.”

Before this season, Kim had not played professionally since 2012.

He returned to professional competition at LIV Golf — Jeddah last week, opening with two rounds of 6-over 76. He then fired a 4-over 74 in the final round.

This week, in Hong Kong, Kim struggled out of the gates once more. He carded a 6-over 76 on Friday but bounced back somewhat on Saturday with a 2-over 72.

Yet, on Sunday, he looked like a top-tier professional, waltzing around Hong Kong Golf Club.

Having started on the 15th, Kim opened with two birdies over his first four holes. A bogey at the first briefly stalled his momentum, but then he made two more par-breakers at the par-5 3rd and par-4 6th.

He then made a bogey at the 9th but rattled off three straight birdies on holes 11 through 13 to reach 5-under for the day.

Kim finished at 3-over for the championship, slotting him in 50th place.

“I’m very proud. Coming from where I came from over the last 10, 12 years, I’m just very grateful for this opportunity,” Kim said.

“Every step I walk, I feel blessed. So, no matter what I shoot, I feel like I’ve won. I never thought those words would come out of my mouth, but I’m trying to play this game with a lot of gratitude and live my life the same way.”

After not finishing last on the leaderboard, Kim will leave Hong Kong with plenty of confidence. Perhaps he can build on that next week at the International Series Macau on the Asian Tour .

“Definitely feeling a lot better about my golf game,” Kim added.

“Golf isn’t as important as living the right way, and I’m focused on my family and doing the right things. Golf will come, and it’s just a matter of time.”

Better golf days may be ahead for the three-time PGA Tour winner, but his expectations have never left him.

“My expectations are always high, and that’s not always a great thing because it’s easy to get down on yourself, and after last week, I was very disappointed,” Kim said.

“But I knew I just needed to keep plugging along. I have some great support behind me, and it feels really good to put up a good round.”

The PGA Tour’s unofficial fifth major is here, with the 50th PLAYERS Championship kicking off Thursday.

Ahead of the action, PGA Tour Commissioner Jay Monahan faced the media for a lengthy press conference.

Understandably, most of the questioning surrounded the negotiations with the Saudi Public Investment Fund (PIF) and bringing the game together again. However, he was reluctant to provide any details on the topic.

Monahan did however answer questions about Anthony Kim’s return to golf . Upon being asked if he had any conversations with Kim relating to him returning to the PGA Tour, Monahan took an interesting approach.

“I did not have direct conversations with Anthony. Members of our team did, and they very clearly laid out what it would take for him to earn his way back to the PGA TOUR. I’m glad that Anthony is healthy and well, and we wish him well,” Monahan said curtly.

He was then asked whether he would have liked to see Kim return and how sponsors could line up for him.

“I would have liked to see him compete to make his way back to the Tour... He’s not a member of the PGA Tour, so I don’t have anything further to add.”

Rumors surfaced earlier this year that Kim was planning a return to professional golf after more than a decade away from the sport.

He was a rising star and a fan favorite when he last competed.

Ultimately, Kim decided to join LIV Golf. Despite struggling mightily upon his return, Kim posted a fantastic round of golf Sunday at LIV Golf Hong Kong.

Kim was the latest golf talent to leave the PGA Tour behind for the rival Saudi-funded league. Reigning Masters champion Jon Rahm shockingly switched sides in December and was quickly followed by Tyrrell Hatton .

Monahan refused to answer whether he was concerned about other top names being poached as negotiations with the PIF continue. Instead, he kept focus on thinking positively that a deal will ultimately get done.

As more big names leave the Tour, so too does Monahan’s leverage. The pressure is on.

Lena, our guide in Moscow was excellent. She was very knowledgable and could answer any question we had for her. We liked that she could pick up on our interests and take us places we might not have thought of to go. When we realized that one of the places we had chosen to see would probably not be that interesting to us, she was able to arrange entry to the Diamond Fund and the Armoury for us. Riding the Metro with Lena was a real adventure and a lot of fun. In Saint Petersburg we found Anna well versed in the history of the Tsars and in the Hermitage collection. Arkady in Veliky Novgorod was a very good guide and answered all of our questions with ease. Novgorod was perhaps a long way to go for a day trip, but we did enjoy it. Vasily was a great driver to have and kept us safe with good humour and skill. We enjoyed ourselves so much, my daughter says she is already planning to return. We would both have no hesistation to recommend ExpresstoRussia to anyone we know.

Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). We were absolutely enchanted with the whole experience, including getting lost a couple of times in the Metro during our free time. Although both our guides (both Eleanas) were excellent, I would particularly commend the first one (she took us to the Tatiakov, the KGB tour, and to that beautiful cemetery where so many great Russian artists, authors, composers, musicians, militarists, and politicians are buried). Her knowledge is encyclopedic; and her understanding of today´s Russia as a product of its past was, for us, truly enlightening. I will be taking another tour in Russia, with my wife, within the next two or three years. I will be in touch with you when the time comes. Meanwhile, I will refer you to other potential visitors to Russia as I meet them.

Do they speak English in Moscow?

As Russia’s capital city, tourists are well accommodated in Moscow. There should be English-speaking staff in restaurants, bars, hotels, shops and attractions in tourist hotspots, and there are also English-speaking tourist police. Transport services have English translations on their maps and English announcements via intercom; alternatively, order taxis from the Yandex Taxi app (Russian Uber), though it’s unlikely that your taxi driver will speak English. If you get stuck and cannot communicate, it’s fine to use Google Translate.

Is it safe to travel to Moscow?

It is no less safe to travel to Moscow than to any European city if you exercise common sense and look after your belongings. As with every city some regions can be more unsavoury than others, but no tourist attractions are located there. The traffic in Moscow is notorious, so exercise caution when crossing roads. Do not take unlicensed taxis; book in advance or take public transport, which is widespread and perfectly safe. If you encounter any problems, look for the special tourist police who can help you. Opened in May 1995, it is conveniently located off I-270 at 1777 Arlingate Lane in Columbus, Ohio. Walk along our comfortable, glass-enclosed suspended "Cat-Walk" and observe nine lines producing 30,000 pounds of chocolates per shift. Our experienced tour guides explain each process step-by-step from our kitchens to the final packaging. View interesting sights such as our huge copper kettles where the centers of some of the candies are created and our unique silver-wrapped pipes that carry liquid chocolate throughout the factory. Tours are available on select Tuesdays and Thursdays, from 9am to 3pm, but they must be scheduled online. Children 12 and under are $1.00 per person. Anyone over the age of 12 is $2.00 per person.
