Decoding the saudi arabian travel and tourism industry.
Saudi Arabia has been making significant moves to open up its borders to international tourists. Investing in tourism infrastructure, prioritizing transformation of unreachable attractions into accessible hotspots, providing tourist visas for the first time, and changing restrictive rules for women such as once-mandatory abayas (robe-like black dresses) are just some of the steps taken to change the Kingdom’s perception on the world stage and make it a tourist destination. “Opening Saudi Arabia to international tourists is a historic moment for our country,” said tourism chief Ahmed Al-Khateeb, according to Arab News.
Though still nascent, the domestic and international inbound travel segments in Saudi Arabia have been slowly evolving. The Kingdom has been making visible efforts to improve its infrastructure, encourage private investment to provide travelers with more places to visit, create entertainment options, and relax rules that previously made Saudi Arabia impermeable. In sharp contrast, the outbound travel market is quite mature. Saudi Arabians travel all over the world on a frequent basis and are high spenders. If anything, they are increasingly aligning with world travel trends and becoming more nuanced in their choices.
These evolutions present an opportunity for travel brands around the world. For the first time, travel brands can not only grow their businesses by attracting more Saudi travelers but also by being present in Saudi Arabia. However, in order for travel brands to find the right investment opportunities, understand the cultural nuances of conducting business there, target the right travelers, and capitalize on the growth spurt in the Kingdom, a strategic partner with expertise and understanding of the region is key.

Dubai: Saudi Arabia aims to be among the top 10 global touristic destinations this year, with national tourism strategy aiming to attract more than 150 million visitors by 2030.
Ahmed Al-Khateeb, Saudi Arabia’s minister of tourism, spoke at the Manafea Forum in Medina stating how the Kingdom is on the right path to make the tourism sector an important contributor to the country’s overall gross domestic product (GDP).
In 2023, Al-Khateeb said that the tourism sector accounted for 5 per cent of GDP, with the target of increasing this figure to 10 per cent.
He said: “At the Ministry of Tourism, we were keen to make the legislation regulating the tourism sector characterized by ease, flexibility and clarity, and we introduced new licenses with regard to guest facilities and hospitality.”
He talked about the Tourism Investment Enablers Programme, which aims to achieve these objectives by empowering the private sector as well as creating 1,000,000 job opportunities by 2030.

Arabian Travel Market: Saudi Arabia to open tourism offices in 15 countries

Saudi Arabia plans to open tourism offices in 15 countries to woo travellers from new source markets and is planning to attract more cruise liners to its shores, its tourism chief said.
The kingdom has already opened offices in the UK, Germany and Russia to promote the destination, Fahd Hamidaddin, chief executive of the Saudi Tourism Authority, told The National during the Arabian Travel Market on Tuesday. The other markets with planned offices are China, UK, Russia, North America, India, GCC, France, South Korea, Italy, the Nordics, eastern Europe, Japan, Benelux [Belgium, Netherlands, Luxembourg], Malaysia and Germany/Switzerland/Austria.
"We have identified 15 targeted feeder markets and we plan to open offices this year to serve them. Three offices are already opened in the UK, Germany and Russia," he said.
The move comes as Saudi Arabia expects to re-open its borders to foreign tourists "very soon", Mr Hamidaddin said.
"Definitely, we will aim to make super easy for all vaccinated [travellers]. The discussion now is how can we make it easy through digital integration," he said, pointing to multiple global initiatives on digital health certificates such as the Iata Travel Pass. "Very soon, we're trying to hit summer with international travellers."
Saudi Arabia opened up its tourism industry in 2019, making it easier for foreigners to apply for tourist visas to the kingdom. Developing the nascent tourism industry is part of its Vision 2030 plan to grow the non-oil sector, attract foreign investment and create jobs.
Saudi Arabia is also aiming to expand its cruise ship travel segment.
"During the summer we're activating cruise ships. We tried it last year, it was a dashing success and we're coming back with double the capacity this summer," the government official said. "It's going be the beginning of a growing segment."
This year, it is looking at regional cruises going from the kingdom to Egypt and Jordan, Mr Hamidaddin said.
Cruise Saudi, a business that is wholly owned by the kingdom's Public Investment Fund that seeks to develop Saudi Arabia's cruise industry, and MSC Cruises, the world's largest privately-owned cruise line, said in April they will launch Red Sea cruises starting from November.
Overall, Saudi Arabia is "on track" to attract new investments of $58 billion into tourism projects by 2023 from local, Gulf and international investors, Mr Hamidaddin said. These include investments into hotels, accommodation and cruise lines.
If Saudi Arabia hits its target to reach an immunisation rate of 70 per cent of its population, its plan will be to return to normal tourism activity in the fourth quarter of 2021, which would include theatres, concerts, sports and entertainment, he said.
The country is "well-poised" to attract "cautious travellers" seeking sparse crowds and open spaces with its beaches and mountains, while offering "revenge travellers" the opportunity to explore an undiscovered destination, the official said.
Revenge travel is a new term that describes an urgent, pent-up demand to travel after spending so long at home.

Tourism and hospitality professionals from around the world can now register to attend Arabian Travel Market (ATM) 2023 , which will take place at Dubai World Trade Centre (DWTC) from 1-4 May.
In line with its theme of ‘ Working Towards Net Zero ’, the 30 th edition of ATM will offer a forum for industry leaders and policymakers from across the Middle East and beyond to explore challenges and opportunities related to the future of sustainable travel.
Danielle Curtis , Exhibition Director ME, Arabian Travel Market, said: “We are excited to officially open registration for the 30 th edition of ATM, which will shine a spotlight on sustainability within our sector and how regional decision-makers are driving decarbonisation while maximising profitability and enhancing customer experiences.
“This year’s conference programme will feature a huge range of sessions that will explore innovation and best practice related to environmental, social and governance (ESG),” Curtis added. “We expect to welcome more than 34,000 public and private sector travel, tourism and hospitality experts from around the world to ATM 2023 – including over 1,500 exhibitors and representatives from over 150 destinations – making it the perfect platform for relationship-building and knowledge-sharing that will drive tangible, sustainable change.”
The ATM 2023 conference programme is being specifically developed to address sustainability issues across the travel and tourism industry, with commentary from leadership figures representing a variety of sectors such as Destinations, Travel Technology, Aviation, Cruise, Investment, Recruitment, Hotels and Hospitality.
There will also be a number of sessions dedicated to key source markets, including India and Saudi Arabia. In addition, ATM will see the return of the ATM Start-up competition where this year, seven innovative travel start-ups will pitch battle on stage to expert judges and audience as they look to showcase their solution impacting travel sustainability and recovery.
Having officially initiated its journey to net zero, the conference programme will explore how innovative sustainable travel trends are likely to evolve, allowing delegates to identify growth strategies within key vertical sectors while providing a platform for regional experts to explore a sustainable future ahead of COP28, which will take place in November 2023 at Expo City Dubai.
To mark its 30 th annual event, ATM and its organiser RX Global will unveil a dedicated sustainability pledge comprising 30 goals that will inform the show’s journey towards decarbonisation. In conjunction with sustainability guidelines developed for exhibitors and delegates, this pledge will also help to ensure that this year’s edition of ATM is the most sustainable in history.
The Best Stand Awards will also feature a sustainability category for the first time. Exhibiting organisations will be recognised based on the extent to which they have considered the environmental impact of their stands, as well as their efforts to reduce their carbon footprint.

Saudi Arabia's massive wealth fund is reportedly in talks to acquire national airline Saudia
- The reported move for Saudi Arabia's Public Investment Fund (PIF), which oversees $925 billion in assets, would track with its goals to pour investment into tourism and transport assets.
It is not yet known how the airline would be valued. Talks are said to be in early stages, and could be delayed or axed altogether, Bloomberg reported.
Founded in 1945, Saudia has a fleet of 144 aircraft — 93 Airbus planes and 51 made by Boeing — and flies to more than 100 destinations, according to its website.
Saudi Arabia's behemoth sovereign wealth fund is in talks to buy the kingdom's national airline Saudia, Bloomberg reported over the weekend, citing people familiar with the matter.
The reported move for the Public Investment Fund (PIF), which oversees $925 billion in assets, would track with its goals to invest heavily in tourism and transport assets, as it aims to turn Saudi Arabia into a tourist hub and diversify its economy away from oil.
According to the initial report, the acquisition would see the PIF take over the airline's ownership from the government to increase its efficiency and ability to make profit. It could then either be privatized or merged with Riyadh Air, a separate airline owned by the PIF and launched in March 2023 to compete with other more established Gulf airlines.
