Medical Tourism: Contemporary and Future Issues - Troublesome or not?

Depending on who you believe medical tourism is either the new wave of cheap international health care or a gross exaggeration of the extent of international travel flows. Potentially both are true! The presentation will focus on what we do and do not know about the extent of international medical tourism and its potential implications. A key issue will be that in many jurisdictions the actual extent of medical tourism is virtually unknown - a significant with obvious implications for managing any issues that may arise as well as good policy making. The presentation will move through this relative research vaccuum in an attempt to highlight the potential risks to public and personal health posed by medical tourism and some of the ethical issues involved as well as try to highlight some potential future directions for medical tourism, including the potential future "perfect storm" of increased tourism and international medical mobility, environmental change and increased antibiotic resistance. The presentation largely builds on a forthcoming chapter in the The Elgar Handbook on Medical Tourism and Patient Mobility. Bio: C. Michael Hall is currently a Professor in the Department of Management, Marketing and Entrepreneurship, University of Canterbury, Christchurch. He is also Docent in the Department of Geography, University of Oulu, Finland and has visiting professorships at Linneaus University, Sweden and the University of Finland. He is also a Senior Research Fellow at the University of Johannesburg, South Africa and an external examiner at the University of Mauritius. His PhD is in geography from the University of Western Australia and he has honorary doctorates from the faculty of arts, Umeå University, Sweden and the faculty of science, University of Oulu, Finland. Author or editor of over 70 monographs and over 450 chapters and refereed articles he has been working on various aspects on health and tourism since the early 1990s with more recent research also focusing on temporary mobility (AKA tourism), global environmental change, biosecurity, social marketing and behavioural change, innovation and regional development, food, and sustainability.

Health and Medical Tourism: Kill or Cure for Global Public Health? Abstract Purpose – The major purpose of this introduction to the special issue of Tourism Review on health and medical tourism is to outline some of main issues that exist in the academic literature in this rapidly developing field. Design/methodology/approach – The paper reviews relevant health and medical tourism and cognate literature. Findings – The paper identifies some of the interrelationships between different areas of health and medical tourism, including wellness and wellbeing tourism, dental tourism, stem-cell tourism, transplant tourism, abortion tourism and xeno-tourism. Key to defining these areas are the relationships to concepts of wellness and illness and the extent to which regulation encourages individuals to engage in cross-border purchase of health services and products. Key themes that emerge in the literature include regulation, ethics, the potential individual and public health risks associated with medical tourism, and the relative lack of information on the extent of medical tourism. Social implications – The development of international medical tourism is demonstrated to have potentially significant implications for global public health. Originality/value – The paper covers an extensive range of academic literature on international medical tourism which indicates the different approaches and emphases of research in different disciplines as well as the ideological and philosophical differences that exist with respect to health medical tourism. The paper also notes that some of the individual and public health risks of medical tourism are not usually incorporated into assessments of its potential economic benefits. Contemporary medical tourism builds upon long-standing links between travel and the pursuit of physical, mental, and spiritual well-being. It is produced today through the combination of, on the one hand, shifts in concentrations of accessible medical expertise and technologies around the world and, on the other, increased medicalization, care commodification, and perception of bodies as improve-able, malleable property. This chapter considers the impacts of this transnational phenomenon on contexts both generating and receiving medical tourists as well as the lesser-explored virtual and transit spaces between them and the methodological challenges that researchers face in studying medical tourism.

'Medical tourism' is a term used to refer to a travel activity that involves a medical procedure or to activities that promote the wellbeing of the tourist. This paper utilises the factors in Porter's diamond to evaluate, analyse and discuss the growth and development of medical tourism. Unacceptably long hospital queues and high costs of medical procedures in western society have created a demand for medical tourism. Hence, as this new global product gains popularity, increased monitoring and greater accreditation of this service is required to keep pace with an increase in its international demand.

SUMMARY 1. The global growth in the flow of patients and health professionals as well as medical technology, capital funding and regulatory regimes across national borders has given rise to new patterns of consumption and production of healthcare services over recent decades. A significant new element of a growing trade in healthcare has involved the movement of patients across borders in the pursuit of medical treatment and health; a phenomenon commonly termed‗ medical tourism '.

Medical, health and wellness tourism and travel represent a dynamic and rapidly growing multi-disciplinary economic activity and field of knowledge. This research responds to earlier calls to integrate research on travel medicine and tourism. It critically reviews the literature published on these topics over a 50-year period (1970 to 2020) using CiteSpace software. Some 802 articles were gathered and analyzed from major databases including the Web of Science and Scopus. Markets (demand and behavior), destinations (development and promotion), and development environments (policies and impacts) emerged as the main three research themes in medical-health-wellness tourism. Medical-health-wellness tourism will integrate with other care sectors and become more embedded in policy-making related to sustainable development, especially with regards to quality of life initiatives. A future research agenda for medical-health-tourism is discussed.

The opening years of the 21st century have been characterized by a variety of technological, social, political and economic factors that have seen the disintegration of the meaning and importance of international borders. From the power of the Internet to link disparate populations, to the consolidation of blocs of politically intertwined nations such as the European Union (EU), and the rise of affordable international travel, forces have been combining to bring about a globalized world economy that was only theorized in decades past. An obvious facet of this new globalization is the permeability of borders to the movement of consumers seeking a variety of medical services, and providers willing to accommodate, if not also profit, from this demand.

More than 500,000 residents of the United States travel overseas annually to get a medical procedure done. The concept of travelling from ones motherland to a foreign nation is the steadily increasing in popularity concept of MEDICAL TOURISM. POSITIVE ASPECTS Cost of medical procedures in the United States are increasing dramatically. At the same time the quality of healthcare in foreign nations is on a steady improvement. The uninsured American residents can get good quality medical services at lower prices in over-sea countries. Many procedures are not covered by insurance companies and or Medicare/Medicaid in the United States. Medical tourism allows patients a vacation in new countries, while they are getting treated. The Joint Commission International sets standards for foreign hospitals and clinics to meet, before they can be accreditted and be recommended to patients thinking of travelling abroad. Many procedures such as organ transplants are available in International Countries. There is a long organ transplant waitlist in the United States. Reproductive technology was considered illegal/unethical in the United States, but was practiced overseas. if the rate of medical procedures conducted in foreign nations continues to rise – there will be a gradual decline in the employment rate for medical professionals within the United States. medical malpractice suits: regulations are not followed as closely within foreign countries. If any unforeseen events were to occur – it might not be compensated for. Tourism • “Tourism” the activities of persons traveling to and staying in place outside their usual environment for leisure, business and other purposes. • Tourists are the people who "travel to and stay in places outside their usual environment for not more than one consecutive year for leisure, business and other purposes not related to the exercise of an activity remunerated from within the place visited”

Types of Tourism • United Nations classified three forms of tourism • Domestic tourism, involving residents of the given country travelling only within the country. • Inbound tourism, involving non-residents travelling in the given country. • Outbound tourism, involving residents travelling in another country

Medical tourism: A Global Perspective • Medical Tourism is the practice of travelling abroad in order to receive Medical treatment. • Medical tourism is a term involving people who travel to a different place to receive treatment for a disease, ailment, or condition, and who are seeking lower cost of care, higher quality of care, better access to care, or different care than they could receive at home.
