Sample INVITATION LETTER FOR IMMIGRATION: Affidavit of Support with Undertaking

As of 2017, there are over 2.3 million overseas Filipino workers and over 10 million people of Filipino descent living and working abroad. That’s one of the biggest diaspora populations in the world. Ask any of the people in your circle and there’s a big chance that they have a relative or a friend abroad. In my case, I already lost count many years ago.

Hence, it’s no wonder that a great number of Filipinos intend to travel to another country for the sole purpose of visiting someone there. It’s also quite common for Filipinos to travel abroad to work or look for work, sometimes illegally. In order to protect Filipino travelers from human trafficking and other threats abroad, the Bureau of Immigration implement strict measures. Offloading may be an inconvenience to others, but these threats abroad are real. Many Pinoys, especially those with limited capacity to support their trip, fall victim to certain employment scams abroad because they try to skirt around the right process.

The downside, of course, is that some travelers who are really just trying to travel for leisure or visit a friend or relative mistakenly get offloaded too because they can’t prove the purpose of their trip. Thus, when you’re traveling to another country, it is important to have supporting documents including return ticket, proof of accommodations, and proof of employment or financial capacity. We already discussed them here: How to Avoid Offloading .

In this article, however, we’ll focus on just one: the Letter of Invitation .

WHAT'S COVERED IN THIS GUIDE?

Who needs a Letter of Invitation?

Strictly speaking, if you’re visiting someone abroad, you need a Letter of Invitation.

The truth is, the Immigration Officer doesn’t always ask for this. I have been in and out of the country dozens of times over the past nine years. Many of them, I declared that I was visiting my sister or a friend. Yet, I have been asked to present this document ONLY ONCE, and it wasn’t even my first trip abroad. It was so random. Haha.

So you see, you’ll never know when you would need this.

I also have friends who have been asked for this. Most of them were flying overseas for the first time in their lives to visit someone.

If you fall under any of the following, there is a higher chance that you will need to present an Invitation Letter:

• You’re traveling for the first time.
• You’re unemployed.
• You can’t prove that you can financially afford the trip.
• You’re visiting someone who isn’t an immediate family member.
• You’re sponsored by someone else.
• You’re inconsistent or too nervous when answering the Immigration Officer’s questions, giving them a reason to doubt your real intention.

Again, it doesn’t mean that if you belong to any of the above, you’ll automatically have to present an Invitation Letter. Sometimes, they still won’t ask for it. BUT, it’s a big BUT, it’s better to have it and not need it than need it and not have it.

What is an Invitation Letter?

What is a Letter of Invitation, really? Does the person to be visited just need to write a letter explaining why they’re inviting the visitor, sign it, send it, and that’s it?

Sometimes, that type of letter is accepted. The keyword there is SOMETIMES. Sometimes, a signed letter explaining the reason for the invitation and indicating the inviting party’s contact details is sufficient. But again, NOT ALWAYS.

According to a friend who is an Immigration Officer and the website of the Embassy of the Philippines in Singapore , the safest and most legally accepted “Invitation Letter” is in the form of an Affidavit of Support or Guarantee (AOSG), sometimes called Affidavit of Support with Undertaking . This looks very much like a regular Invitation Letter — all the details are there — but written in a more legal and formal manner. This must also be authenticated by the Embassy.

What is an Affidavit of Support with Undertaking?

The Affidavit of Support with Undertaking is a legal document that states that the inviter who is living abroad will shoulder the trip expenses of the visitor in part or in full, and that the visitor you will be under their responsibility during the stay in that country. It should contain the following information:

• the visitor’s personal information
• the inviter’s personal information
• the inviter’s financial capacity
• the details of the trip
• the reason for the invitation

The document must be authenticated at the Philippine Embassy in the inviter’s country. This is where they put a gold seal and red ribbon on the document.

• If the affidavit is executed in the Philippines, it must be notarized. In one of my sister’s visits, she created one and had it notarized for a cousin whom she invited. She also made one for me before while she was here, and that’s what I presented that one time it was asked of me. The Officer looked at it, read it, and let me through.

You should also present documents proving that the inviting party can afford to sponsor you. This may be bank certificates or tax documents.

If the inviting party is a corporation or organization, you must also include the sponsor’s corporate registration details.

Sample Affidavit of Support with Undertaking

Below is a sample Affidavit of Support with Undertaking. You’ll also find a link through which you can download a Word (.docx) file, which you can edit. You can replace the highlighted parts with your own details.

Once you have written an affidavit, you will need to have them authenticated, notarized, or both, depending on the case.

• If the inviter is a Filipino based abroad, the inviter must appear at the Philippine Embassy personally to have the affidavit authenticated. They may have their own format of the affidavit and a list of other requirements (such as passport, resident card or permit, certificate of employment, bank documents, etc,). Hence, it’s best to give the embassy a call first.
• If the inviter is not a Filipino citizen, the inviter must first have the document notarized outside of the Philippine embassy before having it authenticated at the embassy. For example, if the inviter is a Japanese citizen, they must have notarized it first at a Japanese notary public then have it authenticated or stamped locally. Only then can the document be submitted to the Philippine Embassy for its own authentication (red ribbon). Each country may have their own additional rules, requirements, processes, and fees.

Can anyone sponsor my trip?

According to the GUIDELINES ON DEPARTURE FORMALITIES FOR INTERNATIONAL-BOUND PASSENGERS IN ALL AIRPORTS AND SEAPORTS IN THE COUNTRY, issued by the Bureau of Immigration, the inviter/sponsor and the visitor should be within fourth degree of consanguinity or affinity (up to first cousins by blood or marriage). For the purpose of discussion, let’s call relatives within fourth degree of consanguinity or affinity as “CLOSE RELATIVES”.

Sometimes, the Immigration Officers allow those sponsored by someone who is not a close relative to go through but it’s more the exception than the rule.

Some embassies and consulates authenticate affidavits submitted by someone who is not a close relative, but others don’t. (The Philippine Consulate in Hong Kong recently announced they won’t be authenticating letters for those inviting friends or distant relatives.)

And even if they do, it doesn’t mean that it will be accepted by the Immigration Officer. The Embassy’s job is simply to authenticate. The Immigration’s job is to be the gatekeepers. That said, even if the sponsor is not a close relative, it is still better to have this document than nothing.

Note that this article mainly focuses on travelers sponsored by someone based abroad. If you’re sponsored by a FILIPINO TRAVELING WITH YOU, you must still produce an Affidavit of Support with Undertaking containing the following details:

• Sponsor’s financial capacity
• Sponsor’s undertaking for your tourist travel with intent to return
• Sponsor’s complete residential address and contact details
• Sponsor’s corporate registration papers, if applicable

More often, though, if the sponsor is a Filipino relative and is traveling with the sponsored, the officer does not ask for it. But if you want to make sure, better have it ready.

Does an Affidavit of Support guarantee that I will NOT get offloaded?

NO. It doesn’t guarantee anything. You can have it and still get offloaded.

It all depends on the assessment of the Immigration Officer. It is based on many factors including the details of that letter, your other documents, and your demeanor when answering their questions. However, having the affidavit will help you convince the Officer. It can help but not guarantee.

It’s also safe to have a copy of proof of relationship and proof that the inviter can afford to support you. These may be certificate of employment or bank documents.

As said in the post, they don’t always look for it. But you’ll never know when they decide to ask for it especially if your staying with a foreigner.

Mas OK daw po pag authenticated sa embassy. Depende sa circumstances, may mga instances na tinatanggap nila ung letter lang pero ang better way is ung authenticated daw talaga.

Every time I asked a friend who was an IO at the time about sponsorship/support affidavit, I never got a direct YES answer, but more like “It’s best to have it because some IOs are stricter than others.” Although I have seen instances wherein the traveler prepared a notarized affidavit and the IO did not even ask to see it, I think it’s always better to have it just in case especially if you won’t be there with her. (But that’s just me.)

How to get affidevit letter frm philipine embassy in india

I was traveling abroad with my Filipino gf. I am American and have an ACR-I card. I paid for the round trip plane tickets and booked a hotel abroad. She got stopped at immigration and pulled aside. After waiting for some time she said immigration officer wanted to speak into me. They asked me to fill out an Affidavit of Support right there stating I would be financially responsible for her during our trip. This caught is off guard. We almost missed our flight. Is there anything I can do to fill out this affidavit of support before we go to the airport for our next trip so we have it ready to show at immigration? Is the form available online where it could be printed and downloaded?

Hi John! Yes, you can prepare this beforehand. There’s actually a sample in the post above. Most lawyers in PH also have a template of this.

Some travelers even have it notarized for good measure.

Hi Jen, by definition, according to the newly released updated guidelines, you’re considered “sponsored” because your accommodation is shouldered by someone else. They might ask you for an AOSG and proof of relationship.

Although sa experience ko po lately, usually pag kasama, hindi ako hinihingan ng affidavit, mas proof of relationship na lang and yung return ticket.

Applicant himself/herself made the arrangements for the travel/tour in Japan. If applicant request a multiple-entry visa for short-term stay, please refer to the requirement for Multiple Entry Visa for Tourism.

1. Philippine Passport

• Broken passport is not accepted. Passports must be signed and must have at least two (2) blank visa pages.

2. Visa Application Form

• Available at the Embassy website, at the entrance of the Embassy or at any of the accredited travel agencies.
• Application form should be filled out all items correctly, if item is not applicable, please fill in [N/A].
• Embassy may not accept application with blank item, no signature or no date in the form, or with erasures; may deny the application that is filled out incorrectly or wrong information.
• Specs: 45mm long x 35mm wide, with white background.
• Photo must be taken within 6 months. No eyeglasses
• Please write the applicant’s name and birthdate on the back side of the photo.
• Photo must be pasted on the application form.

4. Birth Certificate (issued by PSA within 1 year)

☞ If there is a used Japanese visa on your passport, the following (4) and (5) are unnecessary. Except for those applicants who will be guaranteed by family members.  The actual passport with used Japan Visa MUST be submitted during the application.

[ADDITIONAL REQUIREMENTS]

• If the birth certificate from Philippine Statistics Office (PSA) is unreadable, or has incomplete Information, submit the birth certificate issued by  the Local Civil Registrar .
• If the birth certificate is “ LATE REGISTRATION ”,  submit a baptismal certificate and school record (Form 137)
• If there is no record in PSA, submit Birth Certificate issued by Local Civil Registrar and a  “ Negative Certificate ”  issued by PSA

5. Marriage Certificate (issued by PSA within 1 year. For the married only)

• If the certificate is unreadable,  submit a Marriage Certificate issued by Local Civil Registrar.
• If there is no record of marriage in the PSA,  submit a Marriage certificate issued by Local Civil Registrar and Negative Certificate issued by PSA.

- ITR 1701 - must have receipt stamp of the tax collector/BIR; or receipt of payment if there’s no BIR  stamp; OR email confirmation if payment is done online to signify that BIR received their payment

- if tax is not withheld (e.g. the Self-employed, Retired, Housewife).

【 ADDITIONAL REQUIREMENTS 】

- If ITR (9) is not available and there is no ADB (Average Daily Balance) on (8) Bank Certificate,

      - Submit Bank Statement to prove transaction for the last 3 months.

      - Explanation letter for non-submission of ITR

[If Guarantor who lives in the Philippines or outside the country will shoulder part or all of the applicant's travel expenses (either Filipino or Foreign passport holder]

14. Foreign residents with long-term or permanent status in the Philippines applying for a visa must submit in addition to the above requirements (except birth and marriage certificates), a copy of their Alien Certificate of Registration (ACR) issued by the Philippine government.

• Visa applications of foreigners who are on short-term (temporary) visa in the Philippines cannot be accepted. Please apply at the Japan Embassy/Consulate General with jurisdiction over the area in which the applicant resides or over the country of which the applicant passport was issued.
• Size of document for application should be A4 size only . If document is other size, please submit copy that is already adjusted in A4 size from its original and without staples or pasting pages.
• Applicants are exempted from submitting (4) and (5) indicated above if they can submit old/valid passports with used Japan visa. For family application with Guarantor, applicant is still required to submit item (4) or (5) whichever is applicable , even with previous Japan Visa to prove relationship.
• A photocopy of a used Japanese visa is not honored as a replacement for a physical passport with a used Japanese visa.
• It is applicant’s responsibility to ensure that he/she meet the requirements for the grant of a visa. Submission of any supporting documents not listed above is encouraged (e.g. applicant’s economic or social ties with the Philippines, urgent reasons for visit: medical certificate, wedding invitation).
• Submission of requirements does not guarantee issuance of visa.
• If document submitted for application is verified by Embassy or Consular Office as fake or tampered, visa is not issued.
• Documents submitted for application will not be returned.
• Applicants are given one (1) month to submit additional requirements. Otherwise application will be terminated.
• Reason for the denial of visa will not be disclosed even if an inquiry is made. At the same time, if a visa application is denied, applicant may only re-apply for the same purpose after (6) months.

When it comes to leisure travel, Japan is inarguably one of the best destinations in Asia. From the ultramodern Tokyo scene to the pristine countryside living in its rural regions, Japan has plenty of immersive experiences for every kind of tourist. But before you even get to step into this beautiful country, you need to obtain a Japan visa. To get this, you’ll have to apply and submit requirements– so if you’re ready to travel to Japan, read below for a guide to securing a Japan tourist visa for Filipinos.

What’s a Japan tourist visa?

A Japan tourist visa is a short-term visa given to Filipinos who intend to travel to Japan for leisure or sightseeing, visit friends, take short courses, or attend seminars or conferences. You can either obtain a single-entry or multiple-entry visa. Single-entry visas are usually for stays of up to 90 days. Multiple-entry visas let you enter Japan multiple times for one to five years, but each stay shouldn’t exceed 15 or 30 days. 

Japan Tourist Visa Requirements for Filipinos

There are different types of Japanese visas, but this set of specific requirements caters to a tourist visa or those who want to visit Japan for sightseeing or leisure. Make sure to submit the complete requirements to process your visa smoothly. 

A valid passport

Your passport should be valid during your travel period in Japan and must have your signature. It should also have at least two blank pages, and not be deformed or defaced. 

Visa application form with photo

Accomplish the visa application form to enter Japan. Make sure to fill out the application form in English, and write N/A if the information isn’t applicable. Don’t forget to write the application date which is your date of document submission and your signature. Here’s the downloadable version of the application form . Note that you should print this in A4 size.

The photo should be a 4.5 cm x 3.5 cm photo with white background, taken within six months. Write your full name and birth date on the back of the photo before pasting it on the application form. Digitally altered photos won’t be accepted. 

Schedule of Stay or Itinerary in Japan

This pertains to your daily schedule on your visit to Japan. This allows the embassy to check your date of arrival, date of departure, flight number, airport name, accommodation details, and tours. You don’t need to book these ahead, but your itinerary should most likely contain your planned activities already. Just like the application form, print your itinerary on an A4 sheet of paper.

Additional requirements for those who have not been granted or used a Japan Tourist Visa in the last three (3) years:

PSA Birth Certificate 

Submit a Birth Certificate issued by the PSA within one year. If you don’t have a birth record, submit a Birth Certificate issued by your municipality and a PSA-issued negative certification of birth. 

Marriage certificate (optional)

For those who are married, you may submit your Marriage Certificate issued by PSA, also within one year from your application date.

There are other requirements you need to provide if you’re shouldering your own expenses or if someone’s sponsoring your travel.

For those who will shoulder their own expenses, you need the following:

Bank certificate

This should be issued within the last three months before your trip. Though no one really knows the exact sufficient amount you should have to have your visa approved, it would be safer if your bank account can show that you can pay for all your expenses on the trip. 

Photocopy of ITR (BIR 2316)

Some travelers have said that they got a Japan visa even without an ITR, but it’s safer to submit one. This also allows the embassy to know that you have the capability to pay for your trip. 

For those with a guarantor in the Philippines who will shoulder the expenses, please prepare the following:

Guarantee letter

This letter should state your guarantor’s relationship with the visa applicant, and the items which the guarantor will shoulder. It should also include details such as the address, occupation, birth date, and contact details of the guarantor. Here’s a sample Guarantee Letter for your reference. 

Proof of relationship with the guarantor and the applicant

If your guarantor is your immediate family member, you may submit a birth certificate as proof. 

Guarantor’s bank certificate

Please provide the original bank certificate in your application.

How to apply for a Japan Tourist Visa

Once you’ve finally secured all your travel documents, you can now submit your visa application! Follow these steps:

Step 1: Submit your documents to an accredited travel agency.

The Japanese Embassy doesn’t accept direct submissions, so you need to find an accredited travel agency to process your documents on your behalf. Here’s a list for your reference .  

Step 2: Pay the necessary fees.

Japan visa is technically free, but you’ll need to pay the agency’s handling fee, which ranges from Php 700 to Php 2,000 per person, depending on your visa type and desired travel agency. 

Step 3: Wait for your visa!

It’s important to note that even if you’ve submitted all the requirements needed, it doesn’t necessarily guarantee an approved visa. The best you can do is submit complete documents. There are some cases in which they may contact you to submit additional documents, so make sure to prepare that. The waiting time for a visa can take up to two weeks, so make sure to plan your trip accordingly. 

Japan Tourist Visa Application Tips

Here are some tips and guides so you could process your Japan tourist visa application as smoothly as possible.

• Submit your documents in A4 size, and do not staple the papers altogether.
• Only provide the original documents, unless otherwise stated. Note that they will not return any original document, so make sure only to submit what’s needed.
• The Japanese Embassy accepts documents within three months of issuance. For documents that have expired or lapsed validity, it won’t be accepted.
• Make sure that you submit complete and accurate documents. Forged or falsified documents won’t be accepted.
• If you have any questions regarding your documents, feel free to inquire with an accredited travel agency.

2023 is the year of travel, especially now that Japan has opened its borders to tourists! It’s likely that you’ve seen your friends, your relatives, and the celebrities you follow spending their holidays in the Land of the Rising Sun and it’s made you go green with envy. Don’t fret; you’ll make it there soon too! Just follow this step-by-step guide on how to apply for or renew your Japan tourist visa.

How to Apply for or Renew Your Japan Tourist Visa

Note: This guide is for those who are not applying to join a group/package tour (doing DIY travel)

Requirements:

• Valid passport (with your expired Japan tourist visa, if you’re renewing)
• Application Form
• Passport-size photo with your full name written on the back (note: double-check with your agency what photo size they require)
• PSA-certified Birth certificate obtained within one (1) year (note: not required for those renewing their visas)
• PSA-certified Marriage certificate obtained within one (1) year, if married (note: not required for those renewing their visas)
• Itinerary in Japan
• Bank Certificate
• Photocopy of Income Tax Return / BIR Form 2316
• Guarantee Letter
• Proof of relationship between applicant and guarantor (e.g. Birth Certificates)
• Guarantor’s Bank Certificate
• Guarantor’s photocopy of Income Tax Return
• Multiple Visa Request Form (if applying for multiple-entry visa)
• List of visa applicants

How to fill up your application form

You can download the tourist visa application form here . There are two ways to fill it up: by accomplishing it electronically or by printing it out.

Remember to write in black ink and block letters. Don’t leave anything blank. If not applicable, write or type “N/A”. Make sure you check with your agency what photo size they require (some will ask for a passport-sized photo while others will ask for a 2×2).

Other notes:  It’s okay if you still haven’t booked your airline ticket or a hotel when renewing your tourist visa. Just make sure that the date you are putting down as your intended travel date is within three (3) months from the date you are applying for it. For example, if you are applying in January, it’s best to put a travel date that’s scheduled for March even if you really aren’t going to travel in that month. You can also put down a random hotel as your accommodation. Take note that these tips are just for those renewing their visas and not applying for one for the first time.  If you are a first-time applicant,  it’s still best to apply for a visa strictly three months before the date you  really  want to travel, just in case you are granted a single-entry visa instead of a multiple-entry one.

How to fill up a multiple-entry visa request form

You can download the multiple-entry visa request form here . The conditions for being granted a multiple-entry visa are as follows:

• Requirements: used Japan visa and landing permission as a tourist in the last three years (you can submit your expired passport if your current one does not have your old visa), photocopy of Income Tax Return / BIR Form 2316, and Bank Certificate
• G7 countries include Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States
• Requirements: used Japan visa and landing permission as a tourist, and/or used visas and landing permissions in any of the G7 countries in the last three years (you can submit your expired passport if your current one does not have your old visas)
• Requirements: Birth Certificate (issued by PSA within 1 year), Marriage Certificate if married (issued by PSA within 1 year), photocopy of Income Tax Return, and Bank Certificate

The processing fee for a multiple-entry visa application is much more expensive than if you are only keen on applying for single-entry. However, in the event that your request is denied and you are only granted a single-entry visa, your agency will refund you the difference. So, might as well already apply for a multiple-entry visa!

How to obtain PSA-certified forms

If you don’t have the time to go request your birth and marriage certificates yourself, you can conveniently do so online and have them delivered to your doorstep. We wrote a guide on how to do that here.

And that’s it! Submit the complete requirements to your chosen accredited agency and hope for the best! If you aren’t sure about certain requirements, it’s best to ask for help from the agency.

Visa information.

A Philippine Visa is an endorsement made on a travel document by a consular officer at a Philippine Embassy or Consulate abroad denoting that the visa application has been properly examined and that the bearer is permitted to proceed to the Philippines and request permission from the Philippine Immigration authorities at the ports of entries to enter the country.

The visa thus issued is not a guarantee that the holder will be automatically admitted into the country, because the admission of foreign nationals into the Philippines is a function of the immigration authorities at the port of entry.

Definition of a Foreign Tourist (Temporary Visitor)

A “foreign tourist” is defined as a person without distinction as to race, gender, language or religion, who is proceeding o the Philippines for a legitimate, nonimmigrant purpose such as sightseeing, sports, health, family reasons, training or study (excluding enrollment in schools for the purpose of obtaining a title or degree), religious pilgrimage, business, cultural and scientific purposes.

Standard Procedure/Minimum Requirements for applying a Temporary Visitor’s Visa

Application for a temporary visitor’s visa must be made in person. In the case of a minor under eighteen (18) years of age, the application may be made for him by a person who, in the opinion of the consular officer, is responsible for his/her welfare. The minor, not an infant in arms, shall be required to appear at the Consulate for interview, together with the person making the application for him/her.

Applicants for temporary visitor’s visa should normally apply at the Philippine Embassy or Consulate that has jurisdiction over their place of residence. While some visa applicants may apply at any Philippine Embassy or Consulate abroad, others are only allowed to apply his/her visa at the Philippine Embassy or Consulate in his country of origin or legal residence.

The following are the minimum requirements for applying a temporary visitor’s visa:

• Passport/Travel Document Valid for at least six (6) months beyond the intended period of stay in the Philippines;
• Duly Accomplished Visa application forms;
• Passport Photos (2 pieces);
• Proof of bona fide status as tourist or businessman;
• Confirmed tickets for return or onward journey to the next port of destination; and
• Payment of Visa Fees

Other Visa/Entry requirements for Foreign Nationals:

• Affidavit of consent by either parent or legally appointed guardian of the child, naming therein the person who will be accompanying the child to the Philippines and with whom the child will stay while in the country. The said Affidavit must be duly notarized by a local notary public or the consular officer at the Philippine Embassy or Consulate in the applicant’s country or residence;
• Clear photocopy of the data page of the child’s passport;
• Clear photocopy of the data page of the passport of the accompanying adult or guardian; and
• Payment of immigration fees (currently, P3,120 per child).
• Nationality/Citizenship;
• Passport details of the crew;
• Vessel to be used for entry: type, name, registration, call sign, and other particulars;
• Estimated date of entry into the Philippine territory;
• Port/Area of entry (Philippine waters);
• Estimated period of stay in the Philippines;
• Character reference/shipping agent in the Philippines (if any); and
• Purpose of visit
• Curriculum vitae of newsmen/journalists;
• Shortlist of work credits;
• Copy of one (1) sample article written by the applicant;
• Background of media organization, including target market/audience, circulation, format; and
• List of members of the reportorial team, nationality and passport details;
• Planned itinerary and activities, with storyline for any films to be made;
• List of equipment to be brought by each team member, with certification from the media organization that said equipment will be re-exported at the end of the trip to the Philippines;
• Flight details (arrival and departure); and
• For each team member, one (1) photograph, sixe 1″x1″, to be submitted to the International Press Center (IPC) for the issuance of accreditation card.
• Letter request;
• Certificate of Acceptance from the school accredited by the Bureau of Immigration to accept foreign students;
• Photocopy of passport reflecting the applicant’s authorized period of stay;
• Affidavit of Support and Proof of Financial Capacity; and
• Birth Certificate.

Extension of Authorized Period of stay in the Philippines

In case of a temporary visitor’s visa holder whose stay in the Philippines will exceed the authorized period of stay, he/she will have to report to the Bureau of Immigration, secure an extension of stay and pay the corresponding immigration fees. Information on fees for extension of stay and other Immigration fees are available at the Bureau of Immigration website ( www.immigration.gov.ph ).

Guidelines on the entry of Temporary Visitors to the Philippines

The Philippines grants visa-free entry to passport holders of certain countries while requiring a visa to others. Check if your passport will require a visa for entry to the Philippines by selecting the country that issued your passport:

• It must be issued within one year from PSA Main Office/Serbilis Outlet Center(Nationwide). What requirements should I submit if I have a sponsor?

Even if someone will sponsor your trip, you still need to submit both your own and your sponsor’s financial and employment documents. Click here for the complete list of Korean tourist visa requirements . 

Aside from the basic requirements, you should also submit the following:

• Sponsor/Guarantee letter – a letter from your sponsor explaining how he/she will cover the expenses of your trip to South Korea.
• Photocopy of the sponsor’s passport (bio page only). Otherwise, you can submit a photocopy of any government-issued ID.

Note also that only immediate family and employers can be your sponsor.  If the sponsor is neither an employer nor an immediate family member (e.g., a boyfriend/girlfriend), you may still proceed with the application but there’s no guarantee that it will be approved. 

If your parent, sibling, child, or spouse will sponsor you, submit a birth certificate or marriage certificate issued by the Philippine Statistics Authority as your proof of relationship.

If your employer will support your travel, submit its business documents and a sponsorship letter with the company letterhead.

Japan Tourist Visa Application in the Philippines for Housewife is quite as simple process as long as you have comply and provide all the necessary requirements. Here I have personally applied for Japan Tourist Visa in the Philippines, and I have shared below the steps on how to obtain the Japan Tourist Visa.

REQUIREMENTS ON JAPAN TOURIST VISA APPLICATION FOR HOUSEWIFE IN PHILIPPINES

• Japan Tourist Visa Application Form
• Valid Philippine Passport
• Japan Visa Photo
• NSO Birth Certificate and Marriage Certificate
• Bank Statement
• Itinerary (Schedule of Stay)
• If Spouse will sponsor trip (Letter of Guarantee, Income Tax Statement and Bank Certificate)

1. Japan TOURIST VISA APPLICATION FORM

Japan Visa application form is available on the Ministry of Foreign Affairs of Japan website , alternatively you can also download here. Once you have downloaded the form, fill-up all the required information, and enter N/A to information where it is not applicable.

For the other name section I have entered my maiden name on it, also government issued ID’s like SSS, Driver License, are required to enter on the form.

Since my husband will be sponsoring part of this travel, I have entered all his necessary information under the Guarantor or reference in Japan section. Likewise if you have family or friend who are staying in Japan who are inviting you to visit, enter all required information under Invite in Japan section. After you have completed all necessary information, print and sign the application form. By the way here is the sample form that I have created for Japan tourist visa application.

2. philippine passport

The second requirement for Japan visa application is the Philippine passport, I have written below the basic criteria for the Philippine passport; A . Philippine Passport must have at least 6 months validity prior to the intended departure date. But as the rule of the thumb it is advisable to have at least 1 year validity of passport to increase the chances of having the visa application to be approve. B . Also, Philippine passport should have two(2) blank pages for the purpose of the visa to be stick once approved.

3. Japan visa photo

Visit to any nearest photo shop and inform that you want to obtain a Japan visa photo. Since most of the photo/studio shops have the idea on the photo size for Japan visa. Just in case below are the detailed requirement for the Japan photo visa. A . A recent color photo taken within 6 months B . Photo size must be 4.5cm x 4,5cm (1.77in  x 1 .77in) C . The photo must be in full-faced, front facing with white/light background (It should be unedited and no shadow on the background)

For more information on Japan visa photo check on this website . Once obtain the copy of the photo, write your complete name and affix your signature at the back of the photo and paste it on the application form.

4. NSO birth and Marriage certificate

Visit to the nearest NSO (National Statistics Office) to obtain the latest copy of your Birth and Marriage Certificate. Below are the necessary requirement for the NSO certificate. A. Both your Birth and Marriage certificate must be taken within 6 months upon the Japan visa application. B. Also required is your spouse latest copy of NSO Birth certificate, taken within 6 months prior to application.

Obtaining a copy of NSO Birth and Marriage certificate be usually cost at P125/copy respectively. Please check here on how to obtain NSO copy for Birth Certificate.

5. Bank Statement

Bank statement or Certificate of Balance can be obtain from your Philippine bank (BPI, BDO, Security Bank etc) For me, I went to visit BDO branch to request a copy of Certificate of Balance, then inform the customer service on the purpose which will be for my Japan tourist visa application. Do not forget to bring copy of your passbook /ATM and a valid ID to verify your identify. For BDO accounts, Certificate of Balance can only be obtain to Branch where you have open your BDO account. Also take note that there will be P100 charge upon this request.

In terms on how much is the required amount or balance, we recommend to follow sample budget where by P10,000 per day expense in Japan travel. So if you intent to stay in Japan for 5 days, the minimum bank account balance should be at least P50,000.

6. ITINERARY (Schedule of stay)

Schedule of stay or Itinerary is also one of the requirement of Japan Tourist Visa application. Schedule of stay can be obtain through Ministry of Japan website Below is the sample screenshot for our sample schedule of stay.

Along with the Itinerary, include to submit the copy of the 2-way flight booking ticket to Japan. It would also better to include your  hotel/room or Airbnb reservation during your stay in Japan.

7. If the Spouse will sponsor the trip OR COVER PART OF EXPENSES

Below are the 3 additional requirements of Japan Visa application if your spouse will sponsor or cover the expenses on the trip.

A. Letter of Guarantee A letter of guarantee is required upon application of Japan Tourist Visa whereby it indicate and states that your spouse will cover and sponsor your expenses in Japan. Here is the Letter of Guarantee sample template available here , likewise you can download and open my Letter of Guarantee. Under the seal section, make sure to affix the signature of your spouse.

B. Spouse Income Tax Certificate Spouse Income tax certificate is also required on the application, the latest Income Tax statement issued by the government BIR.

C. Spouse Bank Statement With the same as above bank statement requirement, the spouse personal bank statement is also needed. This means that a visit to local bank and request a copy of bank statement or certificate to show that there is enough financial funds that will support  your expense during the travel.

Visa Submission to nearest accredited japan travel agency

Once you have completed all the above requirements, visit to the nearest Japan travel agency in your town and submit all documents. • Prepare all the above requirements and submit to officer in-charge for assessment.
• Officer in charge will verify all submitted information.
• Once all information are correct, please prepare visa payment and processing of P1,000
• Officer in charge will provide the collection slip and usually it will take 5-8 working days to process the visa.
• Once the visa is available, the officer in-charge will notify you via SMS or call to collect your Japan Visa on their office.

Visa RESULTS

Two weeks after the submission of my Japan visa application in the agency, they have sent me a text message and inform to visit the office for the collection of Passport. But the text message did not indicate the results whether it was approved or denied, since it was part of the agency’s policy not to provide the visa results.

So the next day I went to visit the agency for the collection of my passport, during my appointment I bring along the copy of collection slip. Collection  was located on the other room, and with surprise my visa application was APPROVED. I was happy that it was approve and now moving to the next thing, which is the preparation.

ADVISORY ON RESUMPTION OF PRE-PANDEMIC VISA PROCESSES BEGINNING 01 APRIL 2022

Pursuant to Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) Resolution No. 165 dated 24 March 2022, all COVID-19 restrictions on visa issuance are hereby lifted, and all pre-pandemic visa processes are hereby reinstated beginning 01 April 2022, subject to the existing health protocols and requirements prescribed by the IATF , as follows:

Beginning 1 September 2022, the Philippine Embassy in Seoul will be following a new procedure for accepting visa applications for 9(a), 9(b), 9(f), 9(g), 47(a)(2) and 13(a). The procedure may be found here: www.philembassy-seoul.com/ann_details.asp?id=14014

The visa application process for 9(c) (seafarer/crewlist) and 9(e) (diplomatic/official business) visas remain the same, and the applicants or their representatives may personally submit their applications at the Philippine Embassy from 09:30 A.M. to 12:00 N.N.; P.M., Sundays to Thursdays.

Please make sure to bring all the required documents, as listed in this Advisory. The Philippine Embassy reminds all foreign nationals that additional documents may be required if and when deemed necessary by the visa officer.

A Philippine visa is an endorsement by a consular officer on a travel document (e.g. passport) denoting that the visa application has been examined, and that permission is requested from Philippine immigration authorities at ports of entry to allow the bearer to enter and stay in the Philippines for a specified period of time. A visa is not a guarantee that the holder will be automatically admitted into the country as admission of foreign nationals into the Philippines is a function of the Bureau of Immigraton (BI) . Philippine visa holders are, therefore, subject to regular and discretionary immigration control at ports of entry. The BI may deny entry of any visa holder for any valid reason.

Entry Exemption Documents (EEDs) will no longer be required beginning 01 April 2022 from foreign nationals entering the Philippines, provided they comply with all the visa requirements, immigration entry and departure formalities, and other health protocols required by the Government of the Republic of the Philippines. Nevertheless, all foreign nationals with valid and subsisting EEDs issued by the Department of Foreign Affairs (DFA) of the Republic of the Philippines prior to 01 April 2022 shall still be allowed entry into the Philippines.

A properly filled-out application form is required from all visa applicants. These forms may be downloaded at www.philembassy-seoul.com/forms.asp. However, 9(a) visa applicants must preliminary submit their applications through the Philippine Visa Online Portal at www.visa.gov.ph

All photos must conform to the requirements of the International Civil Aviation Organisation, as follows:

• All applicants are required to wear decent clothing for passport photo capture.
• When having their photos captured, applicants may smile, but without showing their teeth and gums.
• Eyeglasses and colored contact lenses should not be worn.
• As much as possible, both ears of the applicant should be visible.
• Any accessories (e.g., earrings, necklaces) should be removed prior to photo capturing.

All documents required below must be presented before the visa officer. Please print all documents using an A-4 sized paper.

Personal appearance is required from all visa applicants, except for 9(c) seaman and crew list visa applicants who may submit through their legitimate agents through an authorization letter.

Non-Korean nationals must submit the original and valid passport, as well as the original and photocopy of their Alien Registration Card (front and back).

All foreign national minors below 15 years old and planning to enter the Philippines unaccompanied by parents must have a Waiver of Exclusion Ground (WEG). Under Section 29(a) (12) of the Commonwealth Act No. 613 or the Philippine Immigration Act of 1940, alien minors who are below fifteen (15) years of age who are unaccompanied by or not coming to a parent, are classified as excludable. In order for them to be admitted into the Philippines, they must secure what is known as a Waiver of Exclusion Ground (WEG) from the BI. They may be allowed admission upon the approval of the WEG application by the Commissioner of the BI.

To obtain a WEG from the Philippines, please visit the BI website at immigration.gov.ph/faqs/waiverforexclusion-ground and at immigration.gov.ph/images/FORMS/Checklist/9Others/2.%20Waiver%20of%20Exclusion%20Ground.pdf

Alternatively, parents based in South Korea may also follow this procedure:

Submit the following documents at the Philippine Embassy:

Three (3) original duly accomplished Affidavit of Support and Guarantee with Consent to Travel for WEG, to be signed in person by the child's parent/legal guardian at the Embassy;

Valid passport of the minor and two (2) copies of the data page;

Valid passport of the minor's travel companion and two (2) copies of the data page;

Valid passport of the parent/legal guardian who executed the affidavit (2 copies of the data page);

Submit the minor's English Family Registration Certificate [영문 가족관계증명서] if the child is registered at the Korean City Hall; and

Payment for the acknowledgement of the Affidavit of Support and Guarantee with Consent to Travel. Please note that this payment is separate from the WEG fee that will be paid at the port of entry (to be explained below).

Upon arrival in the Philippines, the travel companion will file the application for the WEG Order before the BI at the port of entry with the following documents/payment:

Duly-filled up WEG application form signed both by the parent and the travel companion. A copy of the WEG application form may be found here: www.philembassy-seoul.com/forms.asp

Original copy of the Affidavit of Support and Guarantee and Consent to Travel notarized by the Philippine Embassy and the minor's English Family Registration Certificate [영문 가족관계증명서] if the child is registered at the Korean City Hall;

Photocopy of the return ticket of the minor child;

Photocopy of the passport of the travel companion;

Photocopy of the passport of the minor; and

Payment of PHP3,120 (Philippine pesos) for the processing and approval of the WEG. Please note that BI fees may vary.

All foreign national minors 15 to below 18 years old and planning to enter the Philippines unaccompanied by parents, an Affidavit of Parental Consent and Guarantee of Financial Support and parent's proof of employment/ business must be submitted to the Philippine Embassy.

The following are the visa types which may be issued by the Philippine Embassy:

Applicants of the Special Resident Retiree's Visa (SRRV) may directly submit their applications to the Philippine Retirement Authority at www.pra.gov.ph

Nationals of the countries listed below who are traveling to the Philippines for business or tourism purposes are allowed to enter the Philippines without visas for a stay not exceeding thirty (30) days, provided (i) they hold valid tickets for their return journey to port of origin or to their next port of destination, and (ii) their passports are valid for a period of six (6) months beyond their contemplated period of stay in the Philippines.

Nationals of Israel and Brazil are visa-free for a period of fifty-nine (59) days from entry, pursuant to existing bilateral agreements with the Philippines.

Upon arrival in the Philippines, citizens of the below-listed countries who wish to stay longer than thirty days can apply for an extension at the nearest BI office. Alternatively, they can submit an application for a temporary visitor's visa at the Philippine Embassy prior to their departure in South Korea.

All other foreign travelers with passports issued by countries not listed below need to secure an appropriate visa before traveling to the Philippines.

Effective 13 April 2015, nationals of India travelling to the Philippines as a temporary visitor may be granted a visa-free entry for an initial stay not exceeding fourteen (14) days, provided they possess the following:

Either a valid Australian, Canadian, Japanese, Singapore, UK, U.S. visa or permanent residence permit;

A national passport valid at least six months beyond the contemplated stay in the Philippines;

Return or onward ticket to the next country of destination; and

No derogatory record with the BI, the National Intelligence Coordinating Agency (NICA), and the International Police (INTERPOL).

The 14-day visa-free entry may be extended by an additional seven (7) days for a maximum of twenty-one (21) day stay. This type of admission cannot be converted to other types of visa categories.

The following are allowed to enter the Philippines for pleasure and recreation purposes (as tourists or to visit friends or relatives), and/or business (of commercial, industrial or professional character) of a temporary nature without a visa for a stay not exceeding seven (7) days , provided they hold valid tickets for their return journey to port of origin or next port of destination and their passports are valid for a period of at least six (6) months beyond the contemplated period of stay:

Holders of British National Overseas (BNO) passports;

Holders of Macao-Portuguese passports; and

Holders of People's Republic of China passports coming for tourism purposes only and with either a valid Australian, Canadian, Japanese, Schengen, or US visa.

The following are allowed to enter the Philippines for pleasure and recreation purposes (as tourists or to visit friends or relatives), and/or business (of commercial, industrial or professional character) of a temporary nature without a visa for a stay not exceeding fourteen (14) days , provided they hold valid tickets for their return journey to port of origin or next port of destination and their passports are valid for a period of at least six (6) months beyond the contemplated period of stay:

Holders of Hong Kong Special Administrative (SAR) passports; and

Holders of Macao Special Administrative Region (SAR) passports.

• Beginning 15 March 2022, all foreign nationals who wish to apply for 9(a) Temporary Visitor’s visa must file their visa applications via the DFA Philippine Visa Application Portal through the following link https://www.visa.gov.ph .
• Printed online portal application form;
• 2x2 passport size photo (similar to the uploaded photo in the online portal);
• Round trip ticket (open-ended and one-way tickets are not accepted);
• Itinerary with details
• Proof of hotel accommodation or lodging; and
• Valid passport for at least six (6) months from the date of visa application and copy of passport data page.
• Filled out Letter of Guarantee form (available at www.philembassy-seoul.com/forms.asp) , including copy of guarantor’s valid passport. If the guarantor does not have a valid passport, a copy of a valid Korean government-issued ID may suffice. If the guarantor is a foreigner, a copy of his/her valid passport and Korean Alien Registration Card (front and back) are required. Please note that the guarantor cannot be an individual traveling with the applicant.
• The following supporting documents must also be submitted to the visa officer during the selected interview schedule. These supporting documents should have been issued within one (1) month from the date of visa application.
• Per Memorandum Circular RSDJR-12-018 dated 12 October 2012, for visa-required nationals without 9(b) visas (transit visas), the passenger/s shall be under airline custody, disallowed from leaving the vicinity of the airport. They shall remain in the airport transit lounge until their actual date and time of departure.
• Original passport and copy of its data page. The passport must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
• Duly accomplished non-immigrant visa application form with visa applicant's signature;
• Passport-size color photograph of the visa applicant, taken within the last three (3) months, pasted in the designated box in the application form; and
• Confirmed onward ticket showing flight details of travel from country of origin to destination country via the Philippines.
• Original passport valid for at least six (6) months from the date of departure from the Philippines;
• Copy of the passport data page and must have the applicant's signature on the original passport before making a copy;
• Original Seaman's Book;
• Copy of the seaman's book bio/information page;
• Filled-out application form with picture taken with picture taken not more than six (6) months from the date of application;
• Copy of the electronic ticket;
• Letter of Guarantee from the employer confirming the applicant's purpose of visit to the Philippines, indicating the name of the vessel to be joined and the place where the application will join the vessel. The letter must also indicate the date or arrival of the vessel to the Philippines, date of arrival of the crew, date of embarkation and date of vessel leaving the Philippines. The letter of guarantee must be issued within two (2) weeks from the date of visa application;
• Letter of invitation from the company in the Philippines confirming the applicant's purpose of visit to the Philippines, the duration of stay of the visit, indicating the name of the vessel to be joined, and the place where the application will join the vessel. The letter must also indicate the date or arrival of the vessel to the Philippines, date of arrival of the crew, date of embarkation and date of vessel leaving the Philippines. The letter of invitation must be issued within two (2) weeks from the date of visa application; and
• If applying through a representative, the representative must bring his/her copy of passport, Korean government-issued identification card and business card, English Employment Certificate or English Business Certificate. The Representative can only be an employee of the same company or a travel agent.
• Copy of the Vessel Register showing the vessel's name, official number (IMO) and specification particulars;
• Copy of the passport of all crew members. The passport must be valid for at least six (6) months from the date of departure from the Philippines;
• Copy of the Seaman's Record Book of all crew members. The copy of the Seaman's Record Book/maritime credentials record must show the page with the latest disembarkation and embarkation log entry. The copy of each crew members' Record Book must be printed in separate pages, and the latest disembarkation of the previous vessel and embarkation of the latest vessel are properly ordered;
• Signed letter from the vessel owner naming the Vessel Master/Captain (full personal data from Passport and Seaman Book), identifying the authorized ship agent (with contact details), and requesting entry crew list visa for the vessel's foreign crew members. This letter should also state the total number of foreign crew members, and indicate the name of the port of entry and the date of disembarkation. If the disembarking crew members are less than five (5) people, please indicate their full personal data from the Passport and Seaman Book; and
• Crew list visa application form and list of foreign crew members. The application form (excel file, not PDF) and all the documents required must be emailed at [email protected] and all information must be filed-out (N/A or TBA is not allowed).
• the particulars of the visa applicant;
• his/her official designation in the mission/consular office in the Philippines;
• his/her expected departure date from the country of origin;
• expected duration of assignment in the Philippines; and
• the complete name and designation of the official he/she is coming to replace (or if he/she is an additional official being deployed in the Sending State's mission/consular office in the Philippines).
• In the case of qualified dependents: that the visa applicant is traveling to the Philippines to join and live with the principal for the duration of the principal's assignment.
• Duly filled-out application form;
• One (1) colored photo, 4" x 4", taken within six (6) months before the date of application with white background, pasted in the designated box in the application form;
• Clear copy of the visa applicant's diplomatic/service/official passport;
• Declaration or Itinerary; and
