Strategic Review

Tote Board has embarked on a transformation journey, aiming to play a bigger role in the giving ecosystem. The first phase of Tote Board’s Strategic Review exercise was completed in July 2021 and culminated in the refresh of our Vision, Mission and Grantmaking Strategic Outcomes. The second phase of the Strategic Review started in January 2022 and includes the development of an Impact & Outcome Management framework.

New Programmes, Mid-Term Reviews for Enhanced Impact

New programmes were rolled out, including the Transforming the Non-Profit Sector series, a three-year partnership that will share resources and build research capabilities for the non-profit sector. The Tote Board Mental Health Initiative Review, the Tote Board Social Service Fund Mid-Term Review, the Sporting Singapore Fund 4 Mid-Term Review, and the Enhanced Fund-Raising Programme Review were also completed.

Grant Governance

Our Grant Management Accountability Matrix was enhanced for grantee-centricity and grantee-accountability.

Our Singapore Grants Portal

We continually make system enhancements for efficiency and user centricity. An example is the successful launch of our General Project Grant on the OurSG Grants Portal.

Ministry of Finance Group Level Award (Agility Award Category)

The Tote Board Enhanced Fund-Raising Programme received the Ministry of Finance Group Level Award (Agility Award category) in 2021. This was awarded in recognition of the swiftness of the Tote Board team in pivoting our signature fund-raising programme to strengthen support for charities during COVID-19.

Friends of Community Care Award

Tote Board received our second Friends of Community Care Award from the Agency for Integrated Care (AIC) for our support towards the Community Care sector. This Award recognises our commitment of more than $290 million towards the Tote Board Community Health Fund, and a $150,000 cash donation to AIC to fund an educational television programme for seniors during the pandemic.

FUND-RAISING : OUR GRANTEES

To complement its broad-based grantmaking vision, Tote Board started the Fund-Raising Programme in 2006 to catalyse community support for ground-up initiatives that meet the needs of the underserved. Since the inception of the Programme, Tote Board has supported more than 3,000 fund-raising projects, with more than $900 million raised for beneficiaries in our community.

Caring Heart Walk 2021 By Nam Hong Welfare Service Society

"The Caring Heart Walk 2021 is a virtual fundraising walk, aimed at promoting a healthy lifestyle amongst seniors by keeping them physically active and socially connected. Partnering SG Digital, trainers guided seniors on how to use the Strava mobile app to record their walks. At the end of the challenge, seniors like Mdm Ho Yoke Kheng redeemed groceries and household necessities at the Caring Heart Mart using points accumulated from their walks. “I am very proud to have contributed the NHWSS 6-week Challenge Fundraising Walk. The programme encouraged me to walk in my own time and help NHWSS raise funds to benefit other elderly friends in the community,” said Mdm Ho. Since our founding years, Tote Board's support on our fundraising efforts has been critical as we sustained our charity programmes. On behalf of NHWSS and seniors, we thank Tote Board for their unwavering support, especially during the COVID pandemic."

Tree of the World 2021 By Garden City Fund

"Through a matching grant from Tote Board’s Enhanced Fund-Raising Programme, more than $174,000 was raised through Garden City Fund — The National Parks Board’s registered charity and Institution of a Public Character (IPC) — for the Singapore Botanic Gardens’ Trees of the World 2021 initiative, held in December 2021. Apart from monetary contributions, individuals, corporations, embassies, schools, hospitals and non-profit organisations also participated in the Trees of the World project to decorate native trees in the Gardens with special messages of hope and inspiration. All funds raised from the event went to the Give to the Gardens programme, which supports the Gardens’ work as a leading botanical institution in Singapore."

This FY, Shann Low and Wendy Luar lead their fellow staff to impactful results as key contributors in Tote Board’s Strategic Review (SR) exercise.

As key contributors in Tote Board’s Strategic Review (SR) exercise, Shann Low and Wendy Luar recap their experience and vision of impactful giving. Ever mindful of the significance of transformation and the evolving nature of grantmaking, Shann and Wendy pioneer bold changes in their roles as Deputy Director of Strategic Planning and Assistant Director of Grant Management Policy and Research. Under their dedicated leadership, and with Board-wide cooperation from all staff, Tote Board refreshed our new Mission, Vision and Strategic Outcomes as part of the first phase of the SR. The second phase, which began in January 2022, will look at the changes needed to support the new direction. This transformation journey is part of our ongoing efforts to achieve greater social impact. The SR has highlighted the need for strategic grantmaking, while maintaining our current broad-based funding mandate. Through it, we aim to become more engaged and proactive in the giving ecosystem, working towards a more Caring and Resilient Singapore.

Cultivating an Ecosystem of Care for Seniors

Tote Board supports the Communities of Care (CoC) project through the Tote Board Community Health Fund. An initiative aimed at enabling seniors to age well in the community. The CoC builds local networks of collaboration among partner providers, to deliver local care coordination and a seamless care journey for seniors. The initial pilot spans 14 sites, one of which is the region of Bukit Batok where Fei Yue Community Services and Tzu-Chi Foundation (Singapore) have rolled out the initial phases of the programme, to positive results. More impactful collaborations between the hospitals, community care providers and social agencies have been established, along with ways to assess the needs of our seniors and delivering integrated care services.

Elevating the Potential of Persons with Disabilities

Tote Board supports ELEVATE through the Enabling Lives Initiative (ELI) Grant, managed by SG Enable, Singapore’s focal agency for disability and inclusion. An initiative by the Diverse Abilities Dance Collective (DADC) from Maya Dance Theatre, ELEVATE seeks to challenge the idea of what makes an artist. Through dance, this programme strives to enable everyone, regardless of ability, to fulfil their true potential. As advocates of inclusivity, DADC helps Persons with Disabilities (PWDs) to excel, finding their independence, their creativity, and their voice. The initiative has seen remarkable success, with members being exposed to the international stage and to teaching opportunities that help them further their dreams. ELEVATE also seeks to train PWDs with employable skills that help increase employability and improve quality of life. With these new skills, Jia Ying and Arassi have both found part-time employment in the arts sector even as they take to the stage.

Singapore reports encouraging tourism performance for 2021

Singapore’s international visitor arrivals (IVA) and tourism receipts (TR) for 2021 may be a mere fraction of pre-pandemic performance, but the Singapore Tourism Board (STB) said signs of recovery over the last three quarters of the year had been encouraging.

Sharing the city-state’s performance report at this morning’s Year-in-Review media conference, STB noted that Singapore welcomed 330,000 IVA and and made S$1.9 billion (US$1.4 billion) in TR.

IVA rose 221 per cent in the last three quarters of 2021 over a low base of 2020, while TR improved 92 per cent in the second and third quarter over the same period in 2020.

STB attributed the invigorated return of overseas travellers to Singapore’s Vaccinated Travel Lanes (VTLs), with healthy demand arising from Australia, the UK, Malaysia, Indonesia and India – markets that contributed the most number of VTL applications.

In 2021, the top three visitor source markets for Singapore were China (88,000), India (54,000) and Indonesia (33,000). Between January and September 2021, visitors from China, Indonesia and India contributed S$432 million, S$127 million and S$58 million in TR (excluding sightseeing, entertainment and gaming) respectively.

Despite pandemic challenges, STB acknowledged that Singapore’s tourism sector has been resilient, working with STB to pivot decisively to the local market, preserve jobs, and experiment with innovative ways to reopen safely to international visitors.

On the accommodation front, the country’s hotel industry registered an Average Occupancy Rate of 56.2 per cent. Average Room Rate increased by 2.7 per cent to S$158, while Revenue per Available Room held steady at S$89. The year also saw several new hotel openings that presented unique lifestyle concepts, such as The Clan, Duxton Reserve and Oasia Resort Sentosa.

Business events picked up pace too, with more than 200 gatherings hosted in Singapore last year. These events were attended by almost 50,000 local and international attendees.

The cruise industry put forth a healthy rebound on the back of cruise-to-nowhere sailings. Both Dream Cruises and Royal Caribbean International welcomed over 400,000 domestic passengers on close to 300 cruise sailings in 2021.

The local tours industry also reported good performance, with close to 320,000 local participants and strong month-on-month growth for most of the year.

STB’s chief executive Keith Tan said: “We must anticipate setbacks and challenges even as the tourism industry recovers slowly. But I am confident that the tourism industry has learnt from its experiences and is poised to recapture demand when it returns.”
