Full Sutton is set in a quite rural location. To get there you need to catch a train to York. There is a bus from the train station 747 which costs around £2.00, or you can catch the no 10 bus to Stamford Bridge departing 12:07 and 13:27. From Stamford Bridge take the flexi bus to Full Sutton. The Flexi Bus must be ordered 24 hours prior to the visit by phoning the booking number 0845 6445949. Taxi prices can vary from £18-£25 so well worth checking before you travel.

The visits centre is quite small but very friendly. There are vending machines to get drinks, chocolate and crisps. There is full access for the disabled including the toilets and there are baby changing facilities. There is an unsupervised play area for the children. The lockers are £1 refundable deposit.

Staff sometimes sits in the centre at lunch times too.

The visits are operated on a number system. It is a good idea to get there early, as later numbers can result in loss of visit time. 

Enhanced prisoners can use one VO and have both a morning and afternoon visit on the weekends. You need to stay in the centre once you have taken a number for the afternoon visit, but can leave and collect a number on your return.

When you reach the search area, you have to remove your coat, shoes, belt and watch. The searches are usually quick but very thorough. A drugs dog is present too. The drugs dog is usually a passive dog, so NEVER tell it to sit! Just let it sniff you and move onto the next visitor.

You can take £15 cash per visitor but are only allowed to take £5 in bank notes. There is a selection of sandwiches, crisps, drinks and chocolate from the snack bar.

The bus leaves the prison at 16.20 and the visit ends at 16.15, so you have to leave the visit a bit earlier to ensure you don’t miss the bus. There isn’t a bus on Sundays.

HMP Full Sutton – a fundamentally safe and well-performing high security prison

HMP Full Sutton, a high security men’s prison near York holding many prisoners convicted of very serious offences, was found to be performing well, with inspectors from HM Inspectorate of Prisons awarding the highest possible grade for safety.

At the time of the inspection in February and March 2020, Full Sutton held around 560 prisoners. Over 80% were assessed as presenting a high or very high risk of harm to others, and nearly 60% were serving indeterminate sentences.

Peter Clarke, HM Chief Inspector of Prisons, said that in 2016 Full Sutton had also been performing well, achieving grades of reasonably good in safety, respect and rehabilitation and release planning, and good for purposeful activity.

In 2020, the grades awarded for respect and rehabilitation and release planning remained the same, while safety improved to the highest grade, good. However, purposeful activity declined to not sufficiently good.

Mr Clarke said; “Full Sutton had the lowest levels of violence in the high security estate, with a comparatively small proportion of prisoners (22%) reporting to us that they felt unsafe at the time of the inspection.

“It was pleasing to see that the segregation unit had improved considerably since the time of the last inspection. The incentives and earned privileges scheme (IEP) was used in a way that did genuinely encourage good behaviour.”

However, prisoners suffering with mental health problems or who were disabled had more negative views of their treatment, including their safety, than other prisoners. The prison was urged to analyse and take action on these perceptions.

Inspectors were disappointed by the findings for purposeful activity. There were not enough work or activity places for the population, and allocation was too slow in some cases. Ofsted inspectors recognised that plans were in place to bring about improvements, but those had yet to materialise. Mr Clarke added: “The prison was very confident that its plans would come to fruition quite quickly, and said they would be encouraging Ofsted for an early re-appraisal of progress.”

Public protection work was generally robust, an important finding given the high risk posed by so many of Full Sutton’s prisoners, though inspectors were disappointed that around 40% of prisoners did not have an up-to-date assessment (OASys) of their risks and needs. Mr Clarke commented: “In a prison such as this, with many prisoners serving very long sentences, it is obviously important that they should feel that their needs have been recognised and that there is an opportunity to make progress.”

Inspectors assessed that more could be done to help prisoners maintain meaningful contact with families and friends but, “on a very positive note”, they identified as good practice the way psychology staff were well integrated across the prison.

Overall, Mr Clarke said:

“Full Sutton is a prison that performs its important function well. It is fundamentally a safe and decent establishment, benefitting from energetic leadership and a staff group who interact well with the prisoners in their charge. If the plans that are now in place to improve the provision of education, skills and work bear fruit, and a few key issues in other areas are addressed, there is no reason why Full Sutton could not aspire to be one of the best performing prisons in the country.”

Phil Copple, Director General of Prisons, said:

“The Governor and staff deserve real credit for creating a safe, well run establishment with low levels of violence and I’m grateful for all of their hard work. We’ve already increased the number of drug tests and are introducing new classes and qualifications so offenders can focus on turning their lives around.”

HMP Full Sutton opened in 1987 and is a high security dispersal establishment, which is part of the newly formed long-term and high security estate directorate, housing a complex prisoner population. The population predominantly compromises indeterminate sentence prisoners and a substantial number of longer sentenced determinate prisoners who have category A or B status.

4. HM Inspectorate of Prisons assesses adult prisons against four ‘healthy prison tests’ – safety, respect, purposeful activity and rehabilitation and release planning. There are four grades – good (4), reasonably good (3), not sufficiently good (2) and poor (1). In 2016 Full Sutton scored 3-3-4-3. In 2020 it scored 4-3-2-3.

Notable features from this inspection: 59% of the population were serving indeterminate sentences; more than a fifth of the population (22%) had category A security status; 83% were as assessed as presenting a high or very high risk of harm; 98% of prisoners were subject to multi-agency public protection arrangements; prison data showed 44% of the population had a disability; and the supporting transition and enabling progression (STEP) unit, a national resource, accommodated a small number of long-term segregated prisoners.

Construction starts on UK’s first all-electric prison

Over 600 jobs are set to be created as construction starts on the UK’s first all-electric prison at Full Sutton in East Yorkshire.

The new prison – opening in 2025 – will hold nearly 1,500 prisoners who will spend their time behind bars learning the skills they need to find work on release, as part of the government’s drive to cut re-offending and keep the public safe.

The site will be the first prison in the UK to run solely on electricity, with solar panels and heat pump technology meaning it will use 78% less energy than HMP Wormwood Scrubs – a traditional Victorian prison – cutting energy costs to taxpayers by over £1.1 million a year.

The government will launch a competition later this year to select an operator to run the new prison. Companies bidding will be challenged to produce a ‘jobs blueprint’ setting out how they would work with local businesses to train-up prisoners with the skills most sought by local employers. The plan forms part of the government’s drive to cut re-offending and make our streets safer by helping ex-offenders find work and put crime behind them.

Minister for Prisons and Probation, Damian Hinds, said:

The new prison at Full Sutton will protect the public and the public purse, using the latest technology to cut energy costs. Giving prisoners the skills in demand by local businesses will help them find work and turn over a new leaf – cutting reoffending and making our streets safer.

The new jail will be supporting former prisoners into meaningful work before it even opens its doors – with at least 50 ex-offenders to be employed by construction firm Kier.

The building project is also set to boost jobs in East Yorkshire, with a quarter of those working on the build and 40% of the construction spend falling within 50 miles – filling order books for local supply chain businesses.

Ministers today launched the public consultation to choose the name of the new facility – inviting people in and around Full Sutton to offer suggestions which reflect the culture and history of the area.

Councillor Jonathan Owen, leader of East Riding of Yorkshire Council, said:

I welcome the start of the construction of the new prison which, when completed, will provide a great boost to the local economy and employment market with the creation of over 600 jobs as well as providing a focus on skills and training to get prisoners into jobs on their release.

The new site will set a gold-standard for energy efficiency – set to use 68% less energy from the national grid than even the newly-built HMP Five Wells in Wellingborough, and draw 18 GWh less energy from the electricity and gas networks every year than HMP Belmarsh – which is equivalent to powering 1,200 homes for a year.

The start of construction at Full Sutton follows hot on the heels of HMP Five Wells in Wellingborough, Britain’s first ‘smart’ prison which opened in March . Work is also nearing completion at HMP Fosse Way, the new 1,700-place prison set to open at Glen Parva in Leicestershire next year.

It builds on our successful partnership with the MoJ, where we have been operating successfully in close collaboration for the past decade. We will deliver this new prison as a cutting-edge facility, built on engineering excellence that we have utilised on other projects, and using innovative sustainable methods which will achieve net zero in operation. Alongside this, we’ll create hundreds of jobs throughout the lifecycle of the project, supporting local people and the supply chain, as well as providing opportunities for prisoners on release.

HM Prison Full Sutton is a high security Category A men’s prison located in the village of Full Sutton in the East Riding of Yorkshire, England. The facility first opened in 1987 and was purpose-built to house some of the most dangerous and difficult criminals in the country. As a maximum security prison, Full Sutton has a reputation for holding inmates that pose a high risk to public safety and national security.

Location and Security Classification

Full Sutton is situated near the town of Pocklington in a rural area of Yorkshire. Its remote location and lack of proximity to major transport routes or densely populated areas contributes to the prison’s high security status. HM Prison Full Sutton is classified as a Category A facility, meaning it houses inmates that if they were to escape, could pose a threat to the public, police or national security.

Population and Capacity

The prison has an operational capacity of around 600 inmates. As of 2020, the current population stands at approximately 560 prisoners. Full Sutton will generally not take inmates with sentences of less than 4 years or those who have less than 12 months left to serve.

Due to its high security status, Full Sutton has housed some of the most notoriously violent offenders in the UK, including murderers, conmen, gang leaders and terrorists. Prisoners considered extremely dangerous and a high escape risk end up behind the barred walls and reinforced fences of Full Sutton.

Close Supervision Centre

Within Full Sutton is a notorious unit called the Close Supervision Centre. This facility, likened to a “prison within a prison” houses inmates deemed to be an exceptionally high security risk. The CSC imposes tighter restrictions and control measures compared to the main wings of the prison.

Education and Training Opportunities

Inmates at Full Sutton can access educational courses ranging from basic literacy and numeracy skills up to Open University degree programs. Prison workshops provide vocational training in industries like textiles, catering, cleaning and Braille transcription services. The prison gym offers fitness qualifications and recreation.

Prisoner Privileges and Facilities

Privileges at Full Sutton include in-cell televisions, access to a library and gym facilities. A visitor center provides amenities for inmate friends and family during visits. However, access to sports fields has previously been restricted due to security issues with gang members.

Issues with Gangs and Violence

There is a significant problem with gang affiliation and violence at Full Sutton. Weapons and fight clubs have been reported. Intimidation of other inmates by gang leaders is said to make some cell blocks unsafe. Drug debts being paid off through violence also occur.

Controversies and Notable Events

Racism and abuse allegations.

In 2000, an inquiry was launched after evidence of racism emerged including offensive comments recorded by prison officers about an Asian inmate. Further allegations of abuse against prisoners have plagued the prison’s reputation.

Hostage Situations and Deaths

Full Sutton has seen several hostage situations over the years, sometimes resulting in injury or death. In 2005 an elderly prisoner was beaten and tied to a chair by another inmate leading to his death 2 weeks later.

Drug Use and Addiction

Illegal drug use amongst the prison population has been described as an “insidious disease” inside the facility. In spite of security measures, contraband substances remain easily accessible leading to rampant addiction issues.

Approval of New ‘Mega Prison’ Facility

Despite objections from locals and Humberside police, planning permission was granted in 2019 to construct a huge new prison adjacent to Full Sutton with capacity for 1440 inmates. This ‘mega prison’ project aims to expand capacity but faces backlash.

Some of the most infamous criminals in British history have been held at Full Sutton including murderers like Jeremy Bamber, Dennis Nilsen and Mark Bridger. Notorious convicts Charles Bronson, Dale Cregan and gangster Freddie Foreman have also been housed there.

Current Infamous Inmates

Currently residing behind the walls of Full Sutton are John Cannan, the suspected rapist and murderer of Suzy Lamplugh, and Steven Grieveson who killed two people in a car bomb attack. Other notorious prisoners include terror plotter Omar Khyam and killer Danilo Restivo.

As one of UK’s toughest maximum security facilities, HM Prison Full Sutton for over 30 years has housed some of the country’s most dangerous offenders. However, issues with violence, drug abuse and overcrowding have plagued the prison. The approval of a new mega prison site aims to expand capacity but faces opposition from locals. The Ministry of Justice is benefitting from improvements implemented by the construction partners in the New Prisons Programme with HMP Millsike, the third establishment, now being built beside HMP Full Sutton in East Yorkshire.

Fees This member-exclusive event is free to attend for all Buildoffsite members. For logistical reasons the numbers are restricted to eight members (one per company). Places will be allocated to social infrastructure hub members first, and remaining places on a first-come, first-served basis.
