Hawaii Licensing Requirements

Hawaii’s seller of Travel Law requires that all persons who wish to sell travel services in Hawaii must be licensed by the Hawaii Department of Commerce and Consumer Affairs.

How to get a Hawaii Seller of Travel License

Step 1: complete the license application.

Register as a Hawaii Travel Agency.

Step 2: Create a client trust account

Establish a client trust account through a checking or savings account at a federally insured financial institution in Hawaii.

  • Submit evidence that you have set up the account.
  • Have an original letter from the financial institution containing the following information: Name and address of the financial institution, Client Trust Account designation, date account was opened, and account number.
  • Have copies of a blank check with the name and address for your financial institution, name and description of your travel agency, account numbers, and identification account as a client trust account.

Step 3: Pay the application fees

Make checks payable to “Commerce and Consumer Affairs.”

The following fees are applicable:

  • Register in an even-numbered year: $215
  • Applying for registration in an odd-numbered year: $146
  • Even if you are denied, application fees cannot be refunded.

You may have the right to a hearing if you are denied registration for any reason.

You must request a hearing in writing from the agency which denied your application.

This must be done within 60 days after receiving notification that your registration application has been rejected.

Step 4: Submit application

Mail your application for a license and any additional paperwork and fees to the appropriate address.

Your Travel Agent Certification is Worth It

Strong credentials are crucial in the travel industry.

According to the Bureau of Labor Statistics, the number of agents has increased by 10% between 2010-2021.

You must have at least 18 months of experience to be eligible for the highest industry certifications.

Apply for entry-level positions at a travel agency, airline, or travel agency to get started.

There are many certification programs offered by private organizations, including the Travel Institute Certified Travel Associate (CTA).

The CTA designation replaces five years of experience that are required to become accredited by the International Air Transport Association.

After you have 18 months of experience in the travel industry, you can apply for your CTA.

A REAL ID-compliant card is an accepted form of ID for domestic air travel and accessing Federal facilities. The City and County of Honolulu offers REAL ID-federal compliant driver licenses and state ID cards marked with a star in a gold circle.  

All Hawaii issued driver licenses and ID cards, with or without the star in a gold circle, are fully compliant with federal requirements until May 7, 2025. There is no rush to acquire a Real ID if your current Real ID is not nearing expiration. 

When it’s time for you to renew your state ID you will need to download and complete a  state of Hawaii Application .

If you have not already done so, you will need to submit original documents for proof of legal residence, social security number, and two documents to show Hawaii residency. ( Note :  Effective June 18, 2021, presenting Social Security Number (SSN) documentation is optional. )

By law, an individual cannot hold a REAL ID-compliant state ID card and REAL ID-compliant driver’s license. You may hold  only one  REAL ID-compliant card.

If you have previously selected a star in a gold circle on your Hawaii state ID card or an identification card issued by another jurisdiction, you will be required to surrender it without refund.

Send us a letter requesting a duplicate of your Hawaii Driver’s License if it has been lost or stolen. You will be sent a duplicate driver’s license to the current mailing address in Hawaii.

To process your application, the following information must be included in your letter:

To convert your provisional to a full license, you must be at least 17 years old and must have held the provisional license for at least six months. You are eligible to convert a provisional license by mail provided you do not have temporary lawful status in the United States, your social security number is successfully reverified, there are no compliance requirements pending in another jurisdiction, and the Real ID supporting documents that were presented are still valid when the provisional license was issued after May 1, 2014. Please send us a letter requesting the conversion of your provisional license to a full Hawaii Driver’s License.

All of the following information must be included in your letter in order for us to process your application:

If you are not planning to drive during the time it takes to process the duplicate driver’s license, which is about 3 – 5 business days before you would receive a temporary driver’s license and 6 – 8 weeks to receive the permanent plastic license, you may want to apply for an exact replacement online  here .  By appointment only, you can apply for your duplicate driver’s license at any Driver Licensing Center or select Satellite City Hall (Downtown, Hawaii Kai, Pearlridge, or Windward City).  Please fill out a  driver’s license application form  and bring your current valid driver’s license if it was not lost or stolen.  If your license is lost or stolen, please bring a photo identification.  Any changes to the information on your existing driver’s license will require further documentation. For assistance with identifying acceptable supporting documents required to obtain a driver’s license, please consult our interactive Documents Guide or download this document . You need to complete an application form (check the renewal box) and pass the eye test.  The fee is $20.00 for a 4 year-license.

You can renew your expired Hawaii driver’s license within 90 days with no penalties. After 90 days, a $5 late fee is assessed for every month (even partial months). After one year past the expiration date, you must start over and take the written test as well as the road test. Under state law, an expired license is invalid for driving.

NOTE :  Any license issued to applicants with temporary lawful status may be renewed up to 90 days after expiration.  Thereafter, the applicant shall be treated as a new applicant for a license.

The earliest you can renew your license is six months before the expiration date.

You may renew six (6) months before the license expiration date and have a grace period of 90 days after the license expiration date without penalty.  A reactivation fee of $5 per 30 days or fraction thereof will be assessed after the 90 days.

Responses will be mailed to you unless a fax or email is requested.  For a response by fax or email, provide the area code + fax number or email address in your request. 

If you are on Oahu, you must submit your request in person and present a valid identification between the hours of 8:00 a.m. to 3:30 p.m. to the Financial Responsibility Section located in the Kapalama Driver Licensing Center, 925 Dillingham Blvd, Suite 101,Honolulu, Hawaii  96817. Please check-in no later than 3:30 p.m.  This will allow us an ample amount of time to research your records, process your request and answer all of your questions before the end of our normal end of day processing time of 4:00 p.m.

If you have a medical condition, which may affect your fitness to drive safely, you are required to submit state of Hawaii, DOT Medical Report form completed by your doctor for review by the Medical Advisory Board (MAB). The MAB will determine your fitness to operate a motor vehicle safely. The  Medical Report Form  is available at all Driver Licensing Center locations and Satellite City Halls. 

Please complete and sign a  Change of Address form . You must also provide two forms of documentation to prove your new Hawaii Principal Residence Address. You may continue to use your existing driver’s license with the old address until it expires. 

U.S. Citizens or Immigrants with Permanent Legal Status only – if you prefer to have a duplicate driver’s license with your new address printed on the license,  you can include the $6.00 payment payable to the City and County of Honolulu with your mailed request (see directions above).

Visit any  driver licensing center  or select satellite city hall locations (Downtown, Hawaii Kai, Pearlridge or Windward City) to apply for a duplicate license. You must provide two forms of documentation to prove your new Hawaii Principal Residence Address. Use the  document guide  for information and a list of commonly used documents. The fee for a duplicate is $6.00. You must surrender your existing driver’s license.

Instruction/Learner's Permit

You need to visit the nearest driver licensing center and complete an application for a type 2 permit. Please provide original documents that provide proof of identity, legal presence and social security number. Names must be the same on all documents.  If you have a name change and the names on your documents are not the same, you must also submit the original document that verifies your name change. ( Marriage Certificate, Divorce Decree, Naturalization Certificate, Court Documents). You will be required to successfully complete both the general knowledge and motorcycle tests.  Upon passing the eye test and the written test, you will be issued a type 2 temporary permit.  The fees are: $2 for each of the written test and $5 for the permit. We will let you know more information about the road test after passing the written test.  Upon completion of all verification checks, your plastic permit will be mailed to you. Please allow approximately six to eight weeks for delivery by mail.

You need to visit the nearest driver licensing center and complete an application for a type 3 (car) permit.  Please provide original documents that provide proof of identity, legal presence and social security number.  Names must be the same on all documents. You have to be 15 1/2 years old to apply for an instruction permit.  You have to present your original U.S. birth certificate and original social security card.  If you were born outside the U.S. you will be required to provide additional documents that prove legal presence.  If you have a foreign birth certificate, the certificate must be translated by a translator authorized by the Driver’s Licensing Section. Names must be the same on all documents.  If you have a name change and the names on your documents are not the same, you must also submit the original document that verifies your name change. (Marriage Certificate, Divorce Decree, Naturalization Certificate, Court Documents).  Both parents listed on the birth certificate are required to submit form CSL239 Parental Consent Affidavit.  If parents are unable to accompany minor applicant, the absent parent(s) may sign and have the Parental Consent Affidavit form notarized. You are required to hold your instruction permit for a minimum of 180 days and must present your driver education certification before you are eligible to take the road test.

Unless you have a Social Security Number, you are required to visit the Social Security office and apply for a number. If you are not eligible to receive a social security number, please advise the Social Security office that you are applying for a driver’s license and they will give you the not-eligible verification letter to submit to the nearest driver licensing office. When you visit the driver licensing center you will be required to complete an application for a type 3 (car) instruction permit. Please provide original documents that provide proof of identity, legal presence and social security number (if a social security number has been issued to you).  Names must be the same on all documents.  If you have a name change and the names on your documents are not the same, you must also submit the original document that verifies your name change. You need to visit the nearest driver licensing center or designated satellite city hall (Downtown, Hawaii Kai, Pearlridge, or Windward City) with your instruction permit and provide original documents that provide proof of identity, legal presence and social security number.  Names must be the same on all documents.  If you have a name change and the names on your documents are not the same, you must also submit the original document that verifies your name change. (Marriage Certificate, Divorce Decree, Court Documents).  You may renew 30 days before the permit expiration date and have a grace period of 90 days after the permit expiration date without being required to retake the general knowledge test.   For minors, if you renew your permit 31 through 90 days after the permit expiration date, your road test eligibility date will be 180 days from the date of issuance of your renewed permit .

  • Pass the required vision test with a minimum of 20/40 in both eyes
  • Application

There is no limit on the number of times that an applicant can renew an instruction permit, as long as the applicant renews within 30 days of the expiration date, and the permit has not been expired more than 90 days. Once a permit has been expired for more than 90 day, applicants are required to retake the written test. Minors who renew a permit 31 through 90 days after its expiration date are eligible to take the road test 180 day after getting the permit renewed.

Create an appointment for an Instruction Permit Initial (Written Test) service at the Kapalama Driver Licensing Center and complete an application for a type 3 (car) permit.  Please provide original documents that provide proof of identity, legal presence and social security number.  Names must be the same on all documents.  If you have a name change and the names on your documents are not the same, you must also submit the original document that verifies your name change.  (Marriage Certificate, Divorce Decree, Naturalization Certificate, Court Documents).

The clerk will schedule the oral test manually, either on a Tuesday for a oral phone translation, or a Thursday for an oral classroom test in English.

The $10 fee will be collected on the day of the oral test appointment.

Out-of-State License

Valid out of state driver’s license transfers are allowed for U.S. states, U.S.territories and Canada.

Please visit the nearest driver licensing center and complete an application for an out of state transfer. Submit your valid U.S. or Territory driver’s license and original documents that provide proof of identity, legal presence and social security number, date of birth and two forms of proofs of your principal residence address in Hawaii. Names must be the same on all documents. If you have a name change and the names on your documents are not the same, you must also submit the original document that verifies your name change. Upon passing a vision test, you will be issued a comparable non-CDL Hawaii license. You will be required to surrender your valid out-of-state license which will be returned to the issuing jurisdiction. Upon completion of all verification checks, your plastic license will be mailed to you in approximately six to eight weeks after you receive your temporary license.

An expired out-of-state license is not transferable and requires the successful completion of both written and road tests. If you lost your current out-of-state license, you will be required to complete both written and road test.

You need to visit the nearest driver licensing center and complete an application for an out of state transfer.  Please submit your valid U.S. or Territory driver’s license   and  original   documents that provide proof of identity,   legal presence and social security number.   Names must be the same on all documents. If you have a name change and the names on your documents are not the same, you must also submit the original document that verifies your name change. (Marriage Certificate, Divorce Decree, Court Documents). Upon passing the eye test, you will be issued a temporary type 23 (motorcycle/car) license. You will be required to surrender your valid out-of-state license which will be returned to the issuing jurisdiction.  Upon completion of all verification checks, your plastic license will be mailed to you in approximately six to eight weeks after you receive your temporary license.  

An expired out-of-state license is not transferable and requires the successful completion of both written and road tests.

You need to visit the nearest driver licensing center and complete an application for an out of state transfer.   Please submit your valid U.S. or Territory driver’s license   and  original   documents that provide proof of identity,   legal presence and social security number.  Names must be the same on all documents. If you have a name change and the names on your documents are not the same, you must also submit the original document that verifies your name change. (Marriage Certificate, Divorce Decree, Court Documents). If you do not have a social security number, proceed to the Social Security Office to apply for one.  Please advise the Social Security Office that you are applying for a driver’s license and they will give you the not-eligible verification letter to submit to the nearest driver licensing office. Upon passing the eye test, you will be issued a temporary type 3 license.  Upon completion of all verification checks, your plastic license will be mailed to you in approximately six to eight weeks after you receive your temporary license.

Countries that ratified the Geneva Convention on Road Traffic (1949), may use their foreign national driver’s license along with their valid passport to legally drive in Hawaii.  The driver must be at least 18 years old and may use the foreign driver’s license no longer than one year after the date of entry in the United States.  The foreign passport would indicate the date of entry in the U.S.  It is  strongly  recommended that the foreign licensed driver possess an International Driving Permit (IDP) to avoid language barriers between the foreign driver and Hawaii’s law enforcement officials.

It may seem surprising to our regular readers that we receive this question quite frequently.

“Traveling this weekend to Honolulu and from there flying to Big Island. Do you need a passport for Hawaii? Heard that U.S. citizens may need a passport to enter a few locations/parks on either island or to even fly to Big Island. Is this true? Is there any need at all for a passport for U.S. citizens while visiting Hawaii, or does a state Driver’s License do? Really appreciate your feedback, as we do not want to miss anything if we don’t bring our passports along. Beat of Hawaii commenter Ana.

Ana’s not-so-unusual question has a clear answer. No, U.S. citizens don’t require passports when visiting Hawaii in most but not all situations.

Permanent residents and US citizens visiting the Hawaiian Islands directly from within the US never need passports, as when traveling domestically to other destinations. Even though Hawaii is separated from the U.S. mainland by 2,500 miles of water, it’s as domestic as say driving between California and Nevada. You’re good to go, right? Well, not always.

There are some passport requirements for Hawaii, as follows.

When USA citizens travel directly to Hawaii from Canada, New Zealand, or Australia, for example, or any foreign country, a valid passport is needed instead of another form of photo identification. That will be required both on arrival and at the international airport of departure.

For example, a passport will be required if you live in Washington State and drive up to Vancouver for your flight to Hawaii.

Hawaii travel via cruise ships almost always requires passports.

Those ships that make stops internationally do require passports. Pride of America by NCL cruise line travels only within Hawaii on what’s considered a domestic 4-island itinerary and thus does not require passports. It is the only Hawaii cruise that doesn’t ask US residents to have valid passports.

Canadian citizens staying less than 6 months must carry a passport or NEXUS card. For residents of most other countries, you can stay in Hawaii up to 90 days.

What about passports or other ID for kids?

Here’s what the FAA has to say on this subject: “Typically, minors under the age of 18 do not have to present identification for domestic U.S. travel. Airlines will accept identification from the responsible adult on behalf of the minor(s). For international travel, minors under the age of 18 must present the same travel documents as the adult.”

REAL ID for all flights is delayed but still looming.

The Department of Homeland Security has confirmed that the new “REAL ID” enforcement deadline will be May 7, 2025. Air travelers 18 years and older will need a REAL ID-compliant driver’s license, state-issued enhanced driver’s license, or another acceptable form of ID to fly within the United States.

REAL ID-compliant cards are marked with a star at the top of the card. If you’re not sure, contact your state driver’s license agency on how to obtain it.

The REAL ID Act was passed by Congress in 2005 and requires “standards for the issuance of sources of identification, including driver’s licenses.”

It’s still surprising to us how often we see domestic passengers using passports for travel to Hawaii.

Using a Passport makes sense. Commercial Aviation is regulated by the Federal Government not the States. The REAL ID plan using State Driving Licenses was presumably inspired to increase efficiency and cost saving but from an enforcement perspective a Federal Government issued ID such as a passport is more logical. The problems of course are a) Passports are expensive and b) the current demand is causing problems and adding the extra demand would extend delays to years. IT would also present issues to non legal status aliens who are able to get a Driving License but would fail the passport checks.

How do you keep from laughing when people ask if they need a passport for Hawaii? Do they ever ask you about get Hawaiian money before they go? 😉

As a person who worked for the Oregon DMV for 37 years, I can confirm that a valid US passport is top dog in the realm of identification documents in the US. Of course, to rent and operate a motor vehicle you need to possess a valid state driver’s license. A little history regarding Real ID: Originally the Feds wanted the states to tie into a bunch of data bases such as Social Security, the National Crime Information Center (NCIC), each states’ Vital Statistics and more. Additionally, each states’ DMV would be required to scan any and all documents the applicant proffered as well as a digital photo to be held in perpetuity. So, in May 2025 it’ll only be 24 years since 9/11. Don’t you feel so much safer?!

Many people turn to travel nursing in Hawaii in search of relaxation and their own piece of paradise.  This string of islands is a coveted destination for both vacationers and a recent boom of travel nurses.  With its lush green mountains and numerous gorgeous beaches, there are many reasons people want to come here. But what should you expect when you head to the islands in search of work and a home?  Is island life all it’s cracked up to be? As I began my journey of Travel  Nursing 3 years ago, I had my eye on a Hawaii contract. I’ve had the privilege of calling Maui home for nearly a year. I’d like to share 5 key things to keep in mind if your travel career has you taking a tropical turn.

1. It’s more than money. But money is involved. 

It’s not very hard to goad nurses into travel nursing in Hawaii. Therefore from a business perspective of supply and demand, travel nursing in Hawaii doesn’t come with high paying contracts. At least not typically. I’m sure some specialties may be the exception. I have found that as I looked with many companies, numerous hospital contracts, and casual chatting with my travel nurse friends, that the average weekly take home to expect is around 1300-1500 USD weekly. This includes your stipend. Some things can change that total such as rental car, or company provided health insurance. But it’s just an estimated figure for you to keep in mind. 

The issue of expenses quickly comes into play. I was initially discouraged about travel nursing in Hawaii due to how many negative comments I received from the travel c ommunity warming of the horrors of “losing money by travel nursing in Hawaii.”  I have not lost money yet. And you won’t either if you play smart.  Average housing cost for a furnished, month-to-month place will cost at least $1000 and can range much higher if it’s a studio and not just a room in someone’s home. There are small guest houses on many properties called an “Ohana.” Those are often rented out for those travel nursing in Hawaii. Craigslist is a more reliable platform in Hawaii, although you should still remain cautious of scammers.

Transportation on the island is necessary. On Maui, they have a public bus, but it’s not like a large city. Not having a car will limit what you do in your free time. If your company does not provide a car, look for a cheaper deal with local car companies. They will be much cheaper than Enterprise or big-name companies; And much more flexible. The average rental car will cost you $450-500/ month. For people staying longer than one contract, shipping your car, or an on-island purchase is common. To live we must eat. And food costs are higher in Hawaii. I would say they are comparable to L.A. and Bay Area for those familiar with California’s costs of living. 

On Maui, Oahu, and Kauai, there is a Costco. Worth 100% of the membership if you do most of your shopping there. Also looking for produce at local farmers markets. If you are not careful, food costs will be where you overspend.  There are many great bars and restaurants in these vacation destinations. Set aside a budgeted amount of money and enjoy your time out. But once you’ve spent your limit, stick to eating at home. By meal planning and packing my own meals for lunches. I’ve managed to keep my food budget <$200/week.  

2. Pushing Papers: Hawaii license. 

Hawaii is not a compact state and therefore you must apply for a license prior to travel nursing in Hawaii.  I got my license over a year before I had my contract. I knew I wanted to be here and I wanted to be ready when the right contract came along. It is possible to obtain a temporary license by employer endorsement. Since I did not do that, I am unsure of all that entails but your recruiter and employer should know that process. Recently fingerprinting was added to the license by endorsement. 

It’s important to keep in mind that the Board of Nursing Office is located only in Honolulu, on the island of Oahu. You will have to take a flight to Oahu if you need anything signed and you are working on another island. So save time and money, you should consider doing this on the initial trip out to the islands. A roundtrip flight island hopping is between $120-270 depending on the island.  Another issue to be aware of is the verification process can delay your licensing. For example, California takes 4-6 months to verify to Hawaii that you are in good standing with their board. This should not affect a temporary license but may be frustrating if you’re waiting for a permanent license. Be sure to include the cost of the license in your contract to negotiate your company to pay for as much of it as they are able. 

Also, pay attention to the expiration date of your certifications. Some of the classes are limited in Hawaii and you will have to fly to another island or the mainland to get re-certified. Be sure to include coverage of your certifications in your contract. I learned that the hard way!

There are some things you should know before travel nursing in Hawaii to make you a good tourist and an even better caregiver.  I knew a bit of history about Hawaiian islands, but nothing in comparison to what I know now.  It’s important to recognize that although the islands are part of the United States, there are old wounds about how that took place. 

Especially with the older population, there was a time when their Hawaiian heritage was shamed. Hawaiians are proud of their history and they wanted to remain their own kingdom. The rest of the states are still referred to as “the mainland.” Read through this history so that you’re prepared to be culturally respectful. Pidgin is a dialect of English that is like local slang.  Family is “Ohana” and is most important in Hawaiian culture. Most family homes are multigenerational. They are generally a people who have great respect for each other and for the land. 

A few of the many words you will learn: 

  • Aloha :hello, goodbye, love, way of life
  • Pau: finished, done
  • Pau Hana: done with work 
  • Grindz: food, eat
  • Da Kine: means just about anything, used to describe something. Or categorize it. 
  • She-she: urinate, pee, void, you get the picture. 
  • Puka: hole, gap

All Good Things are Wild and Free

I’ve given you lots of information. But it’s all to help you get here. And be ready to enjoy the magic these islands have to offer.  Most days are spent in the water, on the water, underwater and finding the best sunset spots.  Hawaii is known for its great surf, amazing diving spots, and some of the most beautiful beaches in the world.  I’d encourage you to get scuba certified while you’re here. It’s a great investment that is worth a lifetime. I’ve already used my certification again internationally.  The hikes are amazing and include sweeping island views, waterfalls or both. 

Make friends on the islands with people who like to hike. Many hikes are not marked and best shown by someone who has been before. Stay smart and safe while hiking. Rainy conditions are known to leave hikers stranded or dead from flash floods.  Pick up a surfboard or stand up paddleboard. Travel nursing in Hawaii isn’t complete until you at least take a lesson. Rent or buy a snorkel. Once you pick up some skills and equipment. Enjoying the island is mostly free!

As this article is almost pau, And so is my time on the islands, I am reminded that this place is special. It brought out some of the best and some of the worst in me. I was taught patience as I experienced “island time.”  I was taught respect as I learned the moods of the ocean which has humbled me on many occasions. I’ve watched the sun dance along the water rivaling the captivating hula dancers.  I’ve seen the sky dance along and paint colors that I don’t even know how to describe to you. The islands are wonderful.  But it’s the people that make it home. I have friends who are travelers and also friends who are locals. There is something about island life that creates a space where you must live authentically. And making friends is making family. I’ve seen myself become braver, stronger, more friendly, more loving, more forgiving, and more adventurous than I’ve ever thought possible.

 Temporary License: 3-5 business days (Good for 90 days)

 Permanent License: 15-20 business days

Looking to work in a place where you feel like you’re on vacation on your days off?  If the answer is yes, look no further and expand your horizons in the tranquil surroundings of Island life in the beautiful state of Hawaii.  Sometimes, the little things we overlook can be the most important.  This statement rings true when completing your Hawaii RN License application for licensure.  The Board will be looking to make sure these following key items are completed correctly before they process your file any further.  First, you want to make sure you answer all questions listed on your application.  If there is an item not applicable, please indicate N/A where appropriate. Next, please must submit your full Social Security Number on your application, not just the last 4 digits. Remember to complete all prior disciplinary action and conviction questions (yes or no questions on application).  Sign and date your application (you would be surprised how often this doesn’t happen-per the Board). As nurses, you know that nothing is considered valid unless properly signed and dated.  Incomplete applications will cause a delay in processing and will ultimately, hold up full licensure of your Hawaii RN License.

Fees :  Send appropriate amount made payable to Commerce & Consumer Affairs (checks must be in U.S. dollars and be from a U.S. financial institution).  The Hawaii Board will accept a personal check, money order, or cashier’s check. 

*If your license will be issued between JULY 1, ODD-Numbered years (2019, 2021) and

JUNE 30, EVEN-NUMBERED years (2020, 2022), the fee will be $234.00.

*If license will be issued between JULY 1, EVEN-Numbered years (2018, 2020, 2022) and

JUNE 30, ODD-NUMBERED years (2021, 2023), the fee will be $166.00.

Nursys – When completing your application, be sure to provide the date your License Verification was requested. If your state uses NURSYS to verify their licenses, please use their website: www.nursys.com   and request a verification of your license. If your original state of licensure does not participate in Nursys, please complete the provided License Verification form on the website;   https://cca.hawaii.gov/pvl/files/2013/06/Verification-of-Lic-NSG-03_11.17R.pdf

You will complete the top portion and your state will complete the bottom half.  Electronic verifications are not accepted at this time.  License Verifications are only valid for one year. If no Hawaii nurse application is received within that 1 year, a new verification of license will be required.

*Insider Licensing Tip* When mailing your License Verification form to your appropriate state to be completed, include a self-stamped/self-addressed envelope to the Hawaii Board of Nursing with tracking number information (this small step will ensure that your verification gets delivered to the Board and processed quickly).

Fingerprints

This is a rather new requirement for the state of Hawaii. All new applicants for a Hawaii nurse license (LPN, RN, APRN or Prescriptive Authority) will be required to submit a full set of electronic fingerprints for the purpose of obtaining federal and state criminal history record checks.  Please visit Fieldprint Inc., at: http://fieldprinthawaii.com to make an appointment, or to inquire about other available site locations in the Continental United States, you can call (877) 614-4361.

All fingerprint processing fees shall be paid directly to Fieldprint.  *Please Note: You must file your license application within thirty (30) days of your fingerprinting to ensure that the results can be obtained.  If the Hawaii RN Board of Nursing is unable to obtain the results, you will be required to submit to the fingerprinting process again.

Temporary License: To obtain a temporary permit, the following items must be completed and submitted:

  • Completed Application for Licensure by Endorsement with a separate $50.00 fee.
  • A photocopy of a current U.S. nursing license indicating the expiration date of the license.
  • A completed original “Verification of Employment” form (NSG-05) which must first be signed by your employer in Hawaii . Letters of hire will not be accepted.
  • Proof of mailing the “Verification of License” form (NSG-03) OR NURSYS verification (receipt of certified mail, a copy of the cancelled check for the verification fee).

A temporary permit can only be issued once and is good for (90 days). You can practice nursing only if employed by employer indicated on the “Verification of Employment” form (NSG-04). Once your permit is issued, no other will be reissued in care of another employer.

*Please Note* –  PRIOR DISCIPLINARY ACTION OR CONVICTION, WHICH HAS NOT BEEN EXPUNGED, MUST BE REVIEWED BY THE BOARD. NO TEMPORARY PERMIT WILL BE ISSUED TO ANY INDIVIDUAL WHO HAS AN ENCUMBERED LICENSE IN ANOTHER STATE.

Now that all your I’s are dotted and all your T’s are crossed, you can sit back and relax, knowing you’ve completed all the necessary requirements for your Endorsement for Hawaii licensure. Please allow some time for the Hawaii Board of Nursing to process your application before you call them to check on application status.

*Please note* Applications usually take a minimum of 15-20 days to process.  When the completed application is received, please allow the Hawaii RN Board of Nursing at least 7 business days for the receipt before checking your pending status online. Once your license has been issued, you will receive a “hard card” in the mail. You can also verify licensure by going to their License Search , on the following website: https://pvl.ehawaii.gov/pvlsearch/ .

Who needs a Hawaii Travel Agency License?

Individuals and businesses offering or advertising for travel-related services must register with the State of Hawaii. This is true for businesses with a physical location in Hawaii and, in most cases, for businesses without a physical location in Hawaii. Most states, including Hawaii, have very broad travel laws which ultimately require registration of all travel agents advertising to the citizens of a particular state.

How much does a Hawaii Travel Agency License cost?

The cost varies depending on a few items. The first is whether your business is physically located in the state. If not, you’ll need to first register with the Business Registration Division. This registration is in addition to your travel agency registration. The next item is the year in which you’re applying. The fee for an even-year registration is $215 while an odd-year registration is $146. All Hawaii Travel Agency Licenses must be renewed by December 31 of every odd-numbered year. This is true regardless of your initial registration date.

Do I need to include any additional items with my application?

Yes, Hawaii has a few other requirements when registering as a seller of travel. The first, and hardest to obtain for foreign entities, is the client trust account. This is a bank account which can only be established with a bank located in the state. That’s right. You must either find a bank with a Hawaiian location or physically open a bank account while in Hawaii. Some say it’s a great excuse to visit the islands! Don’t want to fly to Hawaii? Don’t worry! An alternate solution may be available to you depending on your business type.

The last major item is a file-stamped copy of your business registration. All businesses, domestic or foreign, must register with Hawaii’s BREG prior to applying for a Hawaii Travel Agency License. If your business is currently registered with the state, you can then provide a certificate of good standing instead of the file stamped copy.

A seller of travel is any person, firm, corporation, or business who offers for sale prearranged travel, tourist-related services, or tour-guide services for other people through vacation or tour packages. 

Hawaii’s seller of travel law requires all individuals who seek to sell travel services in Hawaii to get licensed with the Hawaii Department of Commerce and Consumer Affairs.

How to get a Hawaii Seller of Travel License

Step #1: complete license application.

Step #2: Set up client trust account

Set up a client trust account via a checking or savings account with a federally insured financial institution located in Hawaii.

Submit evidence of setting up this account by ONE of the following:

  • Copy of a blank void check which has the name and address of financial institution, name of your travel agency, account number, and identifies account as a client trust account

Step #3: Pay application fees

Make checks payable to “Commerce and Consumer Affairs”.

Fees are as follows:

  • If applying for registration in an even-numbered year: $215
  • If applying for a registration in an odd-numbered year: $146

Application fees are non-refundable, even if your application is denied.

If for any reason you are denied the registration you are applying for, you may be entitled to a hearing as provided by Title 16, Chapter 201, Hawaii Administrative Rules , and/or Chapter 91, Hawaii Revised Statutes . Your written request for a hearing must be directed to the agency that denied your application, and must be made within 60 days of notification that your application for a registration has been denied.

License Expiration and Renewal

Hawaii Seller of Travel Licenses expire on December 31st of odd-numbered years (2017, 2019, etc).

Renewal applications are mailed to current license holders approximately 6 weeks prior to the expiration date.

Of course, your solo trip to Hawaii might be tied to an event like the Honolulu Marathon in December, the Hawaiʻi International Film Festival that happens each October, or food festivals like the Kapalua Wine and Food Festival on Lahaina in June.

How Do You Get Around the Hawaiian Islands?

If you want to see a few of the islands during your solo trip to Hawaii, you can island hop with Hawaiian Airlines, which offers about 170 daily flights between the islands.

If you’re looking to do a good deal of exploring while on an island, it’s best to have a rental car. Also, don’t rely too much on Uber UBER or Lyft. While you’ll have no problem catching one in Waikiki, you might not be able to get one in more remote destinations, like parts of Kauai, so it’s best to ask your hotel to help arrange airport transfers and other trips with a local cab company.

Many hotels also have shuttle services or beach cruisers you can borrow.

The beauty of solo travel is that you’re on your own timeline when traveling and you can customize an itinerary that you’ll love.

Some standout hotels include Prince Waikiki in Honolulu, which is close to attractions like the Honolulu Museum of Art, Waikiki Beach, and the Pearl Harbor Museum. The hotel has plenty to keep solo travelers engaged, like Cocokealohi Coconut Palm Hat Workshop and whale watching outings and sunset cruises on the Vida Mia Yacht, which was chartered by HOB for the filing of “White Lotus.”

  • Join a tee time at one of Hawaii’s famed golf courses like Kailua’s Royal Hawaiian Golf Club, which has been described as playing on the set of Jurassic Park (minus the dinosaurs)
  • Drive the Road to Hana in Maui. It’s all eyes on the road as you navigate this serpentine-like terrain, but thankfully there’s plenty of scenic spots to pull off to take a swim in waterfall pools or shop at a farmers market. Several tour outfitters also take visitors out on Road to Hana excursions.
  • Choose from a dozen or so day hikes in Hawaii National Park that will show off some cool things created by Mother Nature, like crystals formed by volcanic gas, a volcanic crater, and a cave where a stream of lava flowed 500 years ago.
  • Take a helicopter ride In Kauai with Blue Hawaiian Helicopters, and get an aerial view of Waimea Canyon, which is nicknamed the “Grand Canyon of the Pacific” and see the rugged Na Pali Coast.
  • Visit the Kānepuʻu Preserve on Lānaʻi where you can walk along a self-guided interpretive trail with illustrated signs to help you identify dozens of Hawaiian plants.

Headed to Hawaii on vacation? Tourists may need to pay a climate tax. Here's what to know

If Hawaii Gov. Josh Green has his way, your next vacation to the Aloha State will cost an extra $25.

Lawmakers are calling for action to address the damaging environmental impact of tourism, particularly in the wake of the devastating wildfires in Lahaina, Maui , which killed 100 people and is projected to cost $6 billion to rebuild.

The proposed bill aims to impose a $25 climate tax on tourists in order to protect Hawaii's natural resources from an influx of visitors. With 9.5 million tourists visiting the state last year, according to the state, concerns about the strain on the environment have become increasingly urgent.

Last year, Hawaii's Legislature considered a $50 green fee for visitors to access state parks and beaches, but it didn't pass. Now, a new climate-fee measure is being considered. It won't raise taxes for Hawaii residents and aims to make visitors more responsible for protecting natural resources and aware of the impacts of climate change.

"I'll renew our efforts to pass a climate impact fee to help us stare down the terrible impacts of climate change," Green, a Democrat, said. "Last year, it stalled a little bit. But imagine how helpful that program would have been to address the disaster in Maui. We need to do a little better this year."

Green estimates that the revenue generated by the tax would bring in about $68 million annually. According to the bill, that money would be used for causes such as wildfire and flood prevention, coral reef restoration, green infrastructure, land management and emergency supplies.

"We already collect fees from travelers. This modest fee is far less than the resort fees or other taxes visitors have paid for years," Green said in his speech. "So I believe in my heart, this is not too much to ask of visitors to our islands. Now, I'm open to any other proposal that would achieve the same goals."

Other state lawmakers have suggested alternative measures, including year-long licenses or passes for popular hiking trails and parks.

Additionally, there have been discussions about increasing the state hotel tax, which is already among the highest in the country. However, Green remains optimistic about the prospects of the proposed climate tax, particularly given the urgent need to address the environmental challenges facing Hawaii.

If enacted, the policy would become the first of its kind for any U.S. state. In recent years, countries such as Greece, New Zealand, Venice, Italy, and the Galapagos Islands in Ecuador have charged their visitors for tourism-related infrastructure.
