Here’s what you need to know about flight insurance before you buy.

From flight delays to damaged bags, air travel can be stressful. Thankfully, there’s a range of flight insurance options that will cover expenses in case something goes wrong and provide peace of mind, even if everything goes as planned. 

So, what is flight insurance? Flight insurance is a type of policy that only protects the cost of your flight and flight-related expenses. This type of insurance can include trip cancellation, trip interruption, flight delay , and lost or damaged baggage coverage. Unlike a comprehensive travel insurance policy, flight insurance doesn’t cover things like emergency medical coverage or emergency evacuation.

Here’s everything you need to know about flight insurance so you can decide which plan is best for you.

Pros of Flight Insurance 

The obvious benefit of buying flight insurance is that you’ll be protected financially if things go wrong. Even if your trip goes according to plan, the peace of mind you’ll have may be worth the relatively small cost of a basic insurance plan. In 2022, the average cost of a policy was just $266, while the average payout was $2,157, according to Squaremouth , a travel insurance comparison website.

Cons of Flight Insurance

Ironically, the biggest con of purchasing flight insurance occurs when your trip goes smoothly.  “If you have it, chances are you won't need it, “ says Faith Ann Liuzzo-Bartholomew, a travel advisor who is a member of the American Society of Travel Advisors. That’s what can make the decision to purchase flight insurance so difficult. 

“Flight insurance is a guarantee that your hard-earned dollars and trip plans are protected in case any problems or issues occur,” says Liuzzo-Bartholomew. However, If your trip ends up problem-free, the money spent on flight insurance can feel wasted.

Types of Flight Insurance

There are different types of flight insurance, and each type of policy covers different aspects of a trip.

Airline-issued Flight Insurance Policies

You can buy flight insurance directly from the airline when you’re purchasing a ticket. For example, American Airlines offers flight insurance policies through Allianz Travel that include trip cancellation and trip delay coverage, as well as lost and damaged bag protection. United Airlines offers policies through AIG that include coverage for flight cancellations, missed connections, and lost baggage.

These types of policies tend to offer bare-bones coverage, according to Liuzzo-Bartholomew. 

“If you add the insurance through the airlines with your flight purchase, it is more of a budget policy and includes the basics for delays, cancellations, luggage issues, and re-bookings.” 

Comprehensive Travel Insurance Policies

If you are planning an expensive trip or would rather pay a little more upfront for additional peace of mind, a comprehensive travel insurance policy may be a good option. This type of policy can still have many variables but will generally cover more than just a flight insurance policy. 

For even more flexibility, keep an eye out for a policy that includes the option to upgrade to “Cancel for Any Reason” insurance. A CFAR policy allows travelers to cancel a trip for reasons not covered in their base insurance policy. There are additional restrictions on when you can add CFAR insurance and when a trip needs to be canceled to qualify for reimbursement.

Credit Card Travel Insurance

Many credit cards come with complimentary flight insurance that can cover you in the event of disrupted travel plans. For some travelers, the coverage provided by their credit card may be enough.

The Chase Sapphire Reserve offers a top-notch policy that includes trip cancellation and interruption coverage, lost and delayed baggage coverage, and trip delay insurance that kicks in just six hours after a flight’s scheduled departure time. Another premium credit card, The Platinum Card from American Express , includes trip cancellation, interruption, and trip delay insurance.

Since we’re talking about flight insurance, you may assume that all airline co-branded credit cards come with flight insurance. Unfortunately, that’s not true. Some, like the United Club Infinite Card , include trip cancellation/interruption coverage, while others, like the Citi/AAdvantage Platinum Select World Elite Mastercard , don’t have any type of insurance.

Keep in mind that it’s important to purchase your flight with the card that has the insurance coverage for the policy to be valid.

How to Choose the Best Policy

There are different types of flight insurance policies, so you’ll want to do some research to find the one that best fits your needs.

Mitch Krayton, owner of Krayton Travel and a member of the American Society of Travel Advisors, advises his clients to think about what matters most to them. “Ask what risk you are most concerned about in your travels and what support and financial compensation you are willing to pay a premium for.”

The type of flight insurance policy you’ll need will depend largely on what type of traveler you are. A couple who enjoys weekend trips to different destinations in the U.S. might not need much more than what is offered by the airline or is available through a credit card. 

However, Pamela Holt, travel expert and host of “Me, Myself & The World: The Art of Solo Travel” on Amazon Prime, illustrates an opposite scenario.  “Someone like me, who is constantly traveling solo throughout the year to remote locations and requires some flexibility with travel dates, will likely upgrade to a more comprehensive travel insurance plan,” she says.

How to Use Flight Insurance 

Picture yourself right after your flight gets canceled. The airline rebooks you on the next flight out, but it’s not until the following morning, Even if a hotel voucher is provided, you’ll still end up with out-of-pocket costs. Flight insurance can reimburse you for those extra expenses like transportation to and from the hotel and meals that won’t be covered by the airline.

If you’re making a claim on your credit card’s travel insurance, you’ll need to charge any expenses on the card that has the insurance. Save all of your receipts and grab any relevant screenshots that show your flight was delayed or canceled.

If you need to file a claim for damaged baggage, act fast. Most airlines require you to submit a claim within 24 hours of landing. Airlines are required to cover some damage in certain situations, but having a flight insurance policy can fill in the gaps between what they cover and what your out-of-pocket expenses actually are.

If you purchased a flight insurance policy from your airline or a travel insurance company, you’ll need receipts for all of your unreimbursed expenses and proof of your disrupted travel plans. Be sure to file a claim as soon as you get home, as many policies have timing requirements.

Of course, as the coronavirus remains an ongoing concern, it's important to understand whether travel insurance covers pandemics. Some policies will cover you if you're diagnosed with COVID-19 and have proof of illness from a doctor. Others will take coverage a step further, covering additional types of pandemic-related expenses and cancellations.

Know, though, that every policy will have exclusions and restrictions that may limit coverage. For example, fear of travel is generally not a covered reason for invoking trip cancellation or interruption coverage, while specific stipulations may apply to elevated travel warnings from the Centers for Disease Control and Prevention.

So, before buying a specific policy, you must understand the full terms and any special notices the insurer has about COVID-19. You may even want to buy the optional cancel for any reason add-on that's available for some comprehensive policies. When comparing insurance providers, I priced out a single-trip policy for each provider for a $2,000, one-week vacation to Istanbul . I used my actual age and state of residence when obtaining quotes. As a result, you may see a different price — or even additional policies due to regulations for travel insurance varying from state to state — when getting a quote.

AIG Travel Guard

AIG Travel Guard receives many positive reviews from readers in the TPG Lounge who have filed claims with the company. AIG offers three plans online, which you can compare side by side, and the ability to examine sample policies. Here are three plans for my sample trip to Turkey.

AIG Travel Guard also offers an annual travel plan. This plan is priced at $259 per year for one Florida resident.

Preexisting conditions

Typically, AIG Travel Guard wouldn't cover you for any loss or expense due to a preexisting medical condition that existed within 180 days of the coverage effective date. However, AIG Travel Guard may waive the preexisting medical condition exclusion on some plans if you meet the following conditions:

  • You purchase the plan within 15 days of your initial trip payment.
  • The amount of coverage you purchase equals all trip costs at the time of purchase. You must update your coverage to insure the costs of any subsequent arrangements that you add to your trip within 15 days of paying the travel supplier for these additional arrangements.
  • You must be medically able to travel when you purchase your plan.

Standout features

  • The Deluxe and Preferred plans allow you to purchase an upgrade that lets you cancel your trip for any reason. However, reimbursement under this coverage will not exceed 50% or 75% of your covered trip cost.
  • You can include one child (age 17 and younger) with each paying adult for no additional cost on most single-trip plans.

Allianz Travel Insurance

Allianz is one of the most highly regarded providers in the TPG Lounge, and many readers found the claim process reasonable. Allianz offers many plans, including the following single-trip plans for my sample trip to Turkey.

If you travel frequently, it may make sense to purchase an annual multi-trip policy. For this plan, all of the maximum coverage amounts in the table below are per trip (except for the trip cancellation and trip interruption amounts, which are an aggregate limit per policy). Trips typically must last no more than 45 days, although some plans may cover trips of up to 90 days.

Most Allianz travel insurance plans may cover preexisting medical conditions if you meet particular requirements. For the OneTrip Premier, Prime and Basic plans, the requirements are as follows:

  • You purchased the policy within 14 days of the date of the first trip payment or deposit.
  • You were a U.S. resident when you purchased the policy.
  • You were medically able to travel when you purchased the policy.
  • On the policy purchase date, you insured the total, nonrefundable cost of your trip (including arrangements that will become nonrefundable or subject to cancellation penalties before your departure date). If you incur additional nonrefundable trip expenses after purchasing this policy, you must insure them within 14 days of their purchase.
  • Allianz offers reasonably priced annual policies for independent travelers and families who take multiple trips lasting up to 45 days (or 90 days for select plans) per year.
  • Some Allianz plans provide the option of receiving a flat reimbursement amount without receipts for trip delay and baggage delay claims. Of course, you can also submit receipts to get up to the maximum refund.
  • For emergency transportation coverage, you or someone on your behalf must contact Allianz, and Allianz must then make all transportation arrangements in advance. However, most Allianz policies provide an option if you cannot contact the company: Allianz will pay up to what it would have paid if it had made the arrangements.

American Express Travel Insurance

American Express Travel Insurance offers four different package plans and a build-your-own coverage option. You don't have to be an American Express cardholder to purchase this insurance. Here are the four package options for my sample weeklong trip to Turkey. Unlike some other providers, Amex won't ask for your travel destination on the initial quote (but will when you purchase the plan).

  • Coverage on long trips doesn't cost more than coverage for short trips, making this policy ideal for extended getaways. However, the emergency medical and dental benefit only covers your first 60 days of travel.
  • American Express Travel Insurance can protect travel expenses you purchase with Amex Membership Rewards points in the Pay with Points program (as well as travel expenses bought with cash, debit or credit). However, travel expenses bought with other types of points and miles aren't covered.

GeoBlue is different from most other providers described in this piece because it only provides medical coverage while you're traveling internationally and does not offer benefits to protect the cost of your trip. There are many different policies. Some require you to have primary health insurance in the U.S. (although it doesn't need to be provided by Blue Cross Blue Shield), but all of them only offer coverage while traveling outside the U.S.

Two single-trip plans are available if you're traveling for six months or less. The Voyager Choice policy provides coverage (including medical services and medical evacuation for a sudden recurrence of a preexisting condition) for trips outside the U.S. to travelers who are 95 or younger and already have a U.S. health insurance policy.

The Voyager Essential policy provides coverage (including medical evacuation for a sudden recurrence of a preexisting condition) for trips outside the U.S. to travelers who are 95 or younger, regardless of whether they have primary health insurance.

In addition to these options, two multi-trip plans cover trips of up to 70 days each for one year. Both policies provide coverage (including medical services and medical evacuation for preexisting conditions) to travelers with primary health insurance.

Travelex offers three single-trip plans: Travel Basic, Travel Select and Travel America. However, only the Travel Basic and Travel Select plans would be applicable for my trip to Turkey.

Typically, Travelex won't cover losses incurred because of a preexisting medical condition that existed within 60 days of the coverage effective date. However, the Travel Select plan may offer a preexisting condition exclusion waiver. To be eligible for this waiver, the insured traveler must meet all the following conditions:

  • You purchase the plan within 15 days of the initial trip payment.
  • The amount of coverage purchased equals all prepaid, nonrefundable payments or deposits applicable to the trip at the time of purchase. Additionally, you must insure the costs of any subsequent arrangements added to the same trip within 15 days of payment or deposit.
  • All insured individuals are medically able to travel when they pay the plan cost.
  • The trip cost does not exceed the maximum trip cost limit under trip cancellation as shown in the schedule per person (only applicable to trip cancellation, interruption and delay).
  • Travelex's Travel Select policy can cover trips lasting up to 364 days, which is longer than many single-trip policies.
  • Neither Travelex policy requires receipts for trip and baggage delay expenses less than $25.
  • For emergency evacuation coverage, you or someone on your behalf must contact Travelex and have Travelex make all transportation arrangements in advance. However, both Travelex policies provide an option if you cannot contact Travelex: Travelex will pay up to what it would have paid if it had made the arrangements.

Seven Corners

Seven Corners offers a wide variety of policies. Here are the policies that are most applicable to travelers on a single international trip.

Seven Corners also offers many other types of travel insurance, including an annual multi-trip plan. You can choose coverage for trips of up to 30, 45 or 60 days when purchasing an annual multi-trip plan.

Typically, Seven Corners won't cover losses incurred because of a preexisting medical condition. However, the RoundTrip Choice plan offers a preexisting condition exclusion waiver. To be eligible for this waiver, you must meet all of the following conditions:

  • You buy this plan within 20 days of making your initial trip payment or deposit.
  • You or your travel companion are medically able and not disabled from travel when you pay for this plan or upgrade your plan.
  • You update the coverage to include the additional cost of subsequent travel arrangements within 15 days of paying your travel supplier for them.
  • Seven Corners offers the ability to purchase optional sports and golf equipment coverage. If purchased, this extra insurance will reimburse you for the cost of renting sports or golf equipment if yours is lost, stolen, damaged or delayed by a common carrier for six or more hours. However, Seven Corners must authorize the expenses in advance.
  • You can add cancel for any reason coverage or trip interruption for any reason coverage to RoundTrip plans. Although some other providers offer cancel for any reason coverage, trip interruption for any reason coverage is less common.
  • Seven Corners' RoundTrip Choice policy offers a political or security evacuation benefit that will transport you to the nearest safe place or your residence under specific conditions. You can also add optional event ticket registration fee protection to the RoundTrip Choice policy.

World Nomads

World Nomads is popular with younger, active travelers because of its flexibility and adventure-activities coverage on the Explorer plan. Unlike many policies offered by other providers, you don't need to estimate prepaid costs when purchasing the insurance to have access to trip interruption and cancellation insurance.

World Nomads offers two single-trip plans.

World Nomads won't cover losses incurred because of a preexisting medical condition (except emergency evacuation and repatriation of remains) that existed within 90 days of the coverage effective date. Unlike many other providers, World Nomads doesn't offer a waiver.

  • World Nomads' policies cover more adventure sports than most providers, so activities such as bungee jumping are included. The Explorer policy covers almost any adventure sport, including skydiving, stunt flying and caving. So, if you partake in adventure sports while traveling, the Explorer policy may be a good fit.
  • World Nomads' policies provide nonmedical evacuation coverage for transportation expenses if there is civil or political unrest in the country you are visiting. The coverage may also transport you home if there is an eligible natural disaster or a government expels you.

This guide details the policies of eight providers with the information available at the time of publication. There are many options when it comes to travel insurance, though. To compare different policies quickly, you can use a travel insurance aggregator like InsureMyTrip to search. Just note that these search engines won't show every policy and every provider, and you should still research the provided policies to ensure the coverage fits your trip and needs.

You can also purchase a plan through various membership associations, such as USAA, AAA or Costco. Typically, these organizations partner with a specific provider, so if you are a member of any of these associations, you may want to compare the policies offered through the organization with other policies to get the best coverage for your trip.

Is travel insurance worth getting?

Whether you should purchase travel insurance is a personal decision. Suppose you use a credit card that provides travel insurance for most of your expenses and have medical insurance that provides adequate coverage abroad. In that case, you may be covered enough on most trips to forgo purchasing travel insurance.

However, suppose your medical insurance won't cover you at your destination and you can't comfortably cover a sizable medical evacuation bill or last-minute flight home . In that case, you should consider purchasing travel insurance. If you travel frequently, buying an annual multi-trip policy may be worth it.

What is the best COVID-19 travel insurance?

There are various aspects to keep in mind in the age of COVID-19. Consider booking travel plans that are fully refundable or have modest change or cancellation fees so you don't need to worry about whether your policy will cover trip cancellation. This is important since many standard comprehensive insurance policies won't reimburse your insured expenses in the event of cancellation if it's related to the fear of traveling due to COVID-19.

However, if you book a nonrefundable trip and want to maintain the ability to get reimbursed (up to 75% of your insured costs) if you choose to cancel, you should consider buying a comprehensive travel insurance policy and then adding optional cancel for any reason protection. Just note that this benefit is time-sensitive and has eligibility requirements, so not all travelers will qualify.

Providers will often require CFAR purchasers insure the entire dollar amount of their travels to receive the coverage. Also, many CFAR policies mandate that you must cancel your plans and notify all travel suppliers at least 48 hours before your scheduled departure.

Likewise, if your primary health insurance won't cover you while on your trip, it's essential to consider whether medical expenses related to COVID-19 treatment are covered. You may also want to consider a MedJet medical transport membership if your trip is to a covered destination for coronavirus-related evacuation.

Ultimately, the best pandemic travel insurance policy will depend on your trip details, travel concerns and your willingness to self-insure. Just be sure to thoroughly read and understand any terms or exclusions before purchasing.

What are the different types of travel insurance?

Whether you purchase a comprehensive travel insurance policy or rely on the protections offered by select credit cards, you may have access to the following types of coverage:

  • Baggage delay protection may reimburse for essential items and clothing when a common carrier (such as an airline) fails to deliver your checked bag within a set time of your arrival at a destination. Typically, you may be reimbursed up to a particular amount per incident or per day.
  • Lost/damaged baggage protection may provide reimbursement to replace lost or damaged luggage and items inside that luggage. However, valuables and electronics usually have a relatively low maximum benefit.
  • Trip delay reimbursement may provide reimbursement for necessary items, food, lodging and sometimes transportation when you're delayed for a substantial time while traveling on a common carrier such as an airline. This insurance may be beneficial if weather issues (or other covered reasons for which the airline usually won't provide compensation) delay you.
  • Trip cancellation and interruption protection may provide reimbursement if you need to cancel or interrupt your trip for a covered reason, such as a death in your family or jury duty.
  • Medical evacuation insurance can arrange and pay for medical evacuation if deemed necessary by the insurance provider and a medical professional. This coverage can be particularly valuable if you're traveling to a region with subpar medical facilities.
  • Travel accident insurance may provide a payment to you or your beneficiary in the case of your death or dismemberment.
  • Emergency medical insurance may provide payment or reimburse you if you must seek medical care while traveling. Some plans only cover emergency medical care, but some also cover other types of medical care. You may need to pay a deductible or copay.
  • Rental car coverage may provide a collision damage waiver when renting a car. This waiver may reimburse for collision damage or theft up to a set amount. Some policies also cover loss-of-use charges assessed by the rental company and towing charges to take the vehicle to the nearest qualified repair facility. You generally need to decline the rental company's collision damage waiver or similar provision to be covered.

Should I buy travel health insurance?

If you purchase travel with credit cards that provide various trip protections, you may not see much need for additional travel insurance. However, you may still wonder whether you should buy travel medical insurance.

If your primary health insurance covers you on your trip, you may not need travel health insurance. Your domestic policy may not cover you outside the U.S., though, so it's worth calling the number on your health insurance card if you have coverage questions. If your primary health insurance wouldn't cover you, it's likely worth purchasing travel medical insurance. After all, as you can see above, travel medical insurance is often very modestly priced.

How much does travel insurance cost?

Travel insurance costs depend on various factors, including the provider, the type of coverage, your trip cost, your destination, your age, your residency and how many travelers you want to insure. That said, a standard travel insurance plan will generally set you back somewhere between 4% and 10% of your total trip cost. However, this can get lower for more basic protections or become even higher if you include add-ons like cancel for any reason protection.

The best way to determine how much travel insurance will cost is to price out your trip with a few providers discussed in the guide. Or, visit an insurance aggregator like InsureMyTrip to quickly compare options across multiple providers.

When and how to get travel insurance

For the most robust selection of available travel insurance benefits — including time-sensitive add-ons like CFAR protection and waivers of preexisting conditions for eligible travelers — you should ideally purchase travel insurance on the same day you make your first payment toward your trip.

However, many plans may still offer a preexisting conditions waiver for those who qualify if you buy your travel insurance within 14 to 21 days of your first trip expense or deposit (this time frame may vary by provider). If you don't need a preexisting conditions waiver or aren't interested in CFAR coverage, you can purchase travel insurance once your departure date nears.

You must purchase coverage before it's needed. Some travel medical plans are available for purchase after you have departed, but comprehensive plans that include medical coverage must be purchased before departing.

Additionally, you can't buy any medical coverage once you require medical attention. The same applies to all travel insurance coverage. Once you recognize the need, it's too late to protect your trip.

Once you've shopped around and decided upon the best travel insurance plan for your trip, you should be able to complete your purchase online. You'll usually be able to download your insurance card and the complete policy shortly after the transaction is complete.

Bottom line

Not all travel insurance policies and providers are equal. Before buying a plan, read and understand the policy documents. By doing so, you can choose a plan that's appropriate for you and your trip — including the features that matter most to you.

For example, if you plan to go skiing or rock climbing, make sure the policy you buy doesn't contain exclusions for these activities. Likewise, if you're making two back-to-back trips during which you'll be returning home for a short time in between, be sure the plan doesn't terminate coverage at the end of your first trip.

If you're looking to cover a sudden recurrence of a preexisting condition, select a policy with a preexisting condition waiver and fulfill the requirements for the waiver. After all, buying insurance won't help if your policy doesn't cover your losses.

An increase in Air Passenger Duty (APD) for business class passengers and a cut in National Insurance are among the key takeaways for the travel industry from the government’s spring Budget.

Chancellor Jeremy Hunt did not specify the rate of APD increase, but told the Commons it would fall “on non-economy” ticket sales “to accommodate for high inflation in recent years”.

Treasury documents do not specify the increase, but say it will raise an extra £110 million next year (2025/26), plus a further £10 million a year for each year after that through to 2028/29.

The Treasury said: “The 2025/26 APD rates for economy passengers will increase in line with forecast RPI [Retail Price Index], rounded to the nearest pound. 

“Rates for those flying premium economy, business and first class, and for private jet passengers, will also increase by forecast RPI and will be further adjusted for recent high inflation to help maintain their real-terms value.”

Virgin Atlantic estimated the change would increase long-haul business APD rates by 12%.

Hunt also confirmed a cut in National Insurance from 6 April for both the employed and self-employed.

Rates will fall to 8% for the employed and to 6% for the self-employed. Hunt said this meant employees would benefit by £450 a year and the self-employed by £350.

He claimed: “The average earner in the UK has the lowest effective tax rate since 1975.”

Abta said it was yet to be seen whether the measure would line people’s pockets sufficiently to create a new "feelgood factor" that would drive bookings.

Other industry leaders, meanwhile, described the Budget as a "missed opportunity" , one that failed to create a new tax-free shopping scheme for travellers and placed additional burdens on aviation.

Loan scheme extension

In other measures, the chancellor said he would abolish tax relief on furnished holiday lettings, as they had an impact on the rental sector available to local populations.   Hunt also announced an increase in the VAT registration threshold for small businesses from £85,000 to £90,000, the first rise in seven years.    In another announcement to affect SMEs, the Recovery Loan Scheme, which replaced the Covid loan guarantee scheme, has been renamed the Growth Guarantee Scheme and extended until the end of March 2026.

The scheme offers a 70% government guarantee on loans to SMEs of up to £2 million in Great Britain and £1 million in Northern Ireland.   He promised businesses he would introduce permanent full expensing on leased assets “as soon as it is affordable”.

As of the second quarter of 2023, the average cost of a domestic plane ticket was $391.79, according to the Bureau of Transportation Statistics . Thankfully, there are more ways to save on flights than you probably realize. GOBankingRates spoke with two travel experts to learn their secrets. Here’s their advice for finding the most affordable fare the next time you travel .

Set Fare Alerts

Shopping around for flights might take a little longer, but doing so can pay off.

“I use Google Flights to search and compare prices and flight schedules across multiple airlines,” said Julie Rose, a travel coach at Boutique Travel Advisors . “I set alerts so that Google will email me when the price of a route fluctuates — Skyscanner and KAYAK do this too.”

Consider a Nearby Airport

A certain destination airport might be the most obvious choice. However, if you’re willing to inconvenience yourself a bit, you could save a lot of money.

“When I went to Europe last year, it was much less expensive to fly into Ljubljana than Zagreb — a distance of only two hours,” she said. “Check to see if it will save you cash to fly into another airport and take a bus or train to your final destination.”

An all-around win, you’ll have more cash to spend on your trip and get to see sights you would’ve otherwise missed.

Force Your Own Layovers

“On those long-haul flights, sometimes it’s cheaper to combine two one-ways than take the combo flight you’re offered,” she said. “For example, flights from Buenos Aires to Mexico in January that lay over in Bogota are hundreds more than a one-way to Lima and another one-way to Mexico City — just be mindful of layover windows and separate baggage fees.”

Clearly, a little creativity can result in big savings.

Mind the 24-Hour Window

“By law, in the U.S., all flights are cancelable within 24 hours after purchase,” she said. “Check back in that 24-hour window to see if the price of the flight dropped.”

If you think the price won’t drop that fast, think again.  “Just last week, I bought a flight, canceled it 18 hours later and rebooked, saving $85,” she said.

Change Country and/or Currency

“If you need to fly a foreign airline, sometimes you can save on your fare by changing your currency to that of the home country of the airline,” she said. “Run the numbers for each and use a currency exchange calculator, and make sure you pay with a credit card that carries no foreign transaction fees.”

She said this strategy just saved her $40, so it’s definitely worth trying.

Think About Upgrading to Refundable

“Usually, economy fare doesn’t allow free ticket changes or cancellations,” she said. Therefore, if there’s a price decrease, you can’t do anything about it.

“See what the price difference is to upgrade to refundable fare,” she said. “If it’s a small amount and if you’re committed to watching for price changes, it’s worth it.”

She said her last flight cost just $30 more for a refundable fare.

Beware of Budget Airlines

On the surface, flying low-cost airlines might seem like a good idea, but Rose said they’re not worth the hassle.

“If I won’t book bottom-of-the-barrel budget airlines for my clients, I won’t book them for myself,” she said. “I’ve seen far too many canceled or delayed.”

Buy Travel Insurance

If you’re like many people, you’ve always passed on purchasing travel insurance, but it can be worth the added cost.

“I invest in a year-long travel insurance policy,” she said. “I highly recommend you do too, if you’re taking at least two trips in the coming year.”

Time Your Booking Right

It might seem like a stretch, but when you sit down and book your flight actually matters, said Anton Radchenko, CEO and co-founder of AirAdvisor .

“You’re likely to be charged more when making a flight booking on a Thursday or a Friday, so book your flights on Sundays where possible,” he said. “This applies to last-minute travel too, which can see prices for an upcoming week fall on Sundays, the day of the week when corporate travel bookings are also less likely to be made.”

Travel on Cheaper Days

If your travel dates have a bit of flexibility, you can save money by flying on days that aren’t typically as busy for airlines.

“Tuesdays and Wednesdays tend to be the cheapest days of the week to travel, as opposed to weekends and Fridays and Mondays, which are far more popular days of the week to start a journey or return from a trip,” he said.

Getting even more specific, it’s not just the day of the week that matters. “Likewise, if you are trying to get the cheapest fare last-minute, flying early in the morning or late in the evening is best, because this is when airlines tend to have the cheapest rates available,” he said.

There’s no need to spend more money than necessary on your next flight. Hopefully, these tips will help you cut costs to make travel more affordable.

Introduction

This document sets out the detail of each tax policy measure announced at Spring Budget 2024 and of previously announced measures that will be included in Spring Finance Bill 2024. It is intended for tax practitioners and others with an interest in tax policy changes, especially those who will be involved in consultations both on the policy and on draft legislation.

Spring Budget 2024 will be published on 6 March 2024. The information in the document is set out as follows:

Chapter 1 contains details of all measures that are included in Spring Finance Bill 2024.

Chapter 2 contains details of measures which are part of Spring Budget 2024 but are not in Spring Finance Bill 2024.

Table 1 lists measures in this document without a corresponding announcement in the Budget report.

Annex A provides tables of tax rates and allowances for the tax year 2023 to 2024 and the tax year 2024 to 2025.

Annex B provides a guide to the impact assessments set out in tax information and impact notes.

The government will bring forward a further set of tax administration and maintenance announcements on 18 April 2024. None of these announcements will require legislation in Spring Finance Bill 2024 or have an impact on the government’s finances at this stage.

Chapter 1 — Spring Finance Bill 2024

Personal tax, 1.1 income tax charge & rate.

The government will introduce legislation in Spring Finance Bill 2024 to set the charge for income tax, and the corresponding rates, as it does every year.

Spring Finance Bill 2024 will set: 

  • the main rates for 2024 to 2025, which will apply to non-savings, non-dividend income of taxpayers in England, Wales, and Northern Ireland
  • the savings rates for 2024 to 2025, which will apply to savings income of all UK taxpayers
  • the default rates for 2024 to 2025, which will apply to non-savings, non-dividend income of taxpayers who are not subject to the main rates of income tax, Welsh rates of income tax or the Scottish rates of income tax

Income tax rates and thresholds on non-savings, non-dividend income for Scottish taxpayers are set by the Scottish Parliament. The UK rates are reduced by 10 pence in £1 for Welsh taxpayers, and the Welsh rates of income tax for non-savings, non-dividend income are set by the Welsh Parliament and added to the UK rates.

1.2 Starting Rate for Savings Limit

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 to retain the 0% band for the starting rate for savings income at its current level of £5,000 for 2024 to 2025. This measure will apply to the whole of the UK.

1.3 Collective money purchase ( CMP ) winding up

The Pension Schemes Act 2021 introduced legislation to allow collective money purchase ( CMP ) pension schemes to operate in the United Kingdom. The government will introduce legislation in Spring Finance Bill 2024 to ensure that the Commissioners of HMRC can accommodate the detailed provisions necessary for the treatment of funds transferred from a CMP scheme in the process of winding up.

Further consequential tax changes will then be made through secondary legislation to authorise payments made during the wind-up process.

The measure will have effect from Royal Assent to Spring Finance Bill 2024.

1.4 Changes to the Capital Gains Tax rate on UK residential property disposals

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 to reduce the higher rate of Capital Gains Tax for residential property gains from 28% to 24%. The change will take effect from 6 April 2024. The lower rate will remain at 18% for any gains that fall within an individual’s basic rate band.

1.5 High Income Child Benefit Charge threshold

As announced at Spring Budget 2024, the government will introduce legislation in the Spring Finance Bill 2024 to increase the High Income Child Benefit Charge ( HICBC ) adjusted net income starting threshold to £60,000, from the 2024 to 2025 tax year onwards.

The charge will apply at a rate of one per cent of the full Child Benefit award for each £200 of adjusted net income between £60,000 and £80,000, halving the rate at which HICBC is charged. The charge on taxpayers with income above £80,000 will be equal to the full amount of Child Benefit paid.

For new Child Benefit claims made after 6 April 2024, any backdated payment will be treated for HICBC purposes as if the entitlement fell in the 2024 to 2025 tax year if backdating would otherwise create a HICBC liability in the 2023 to 2024 tax year.

This measure will apply to the whole of the United Kingdom.

1.6 Geographical scope of agricultural property relief and woodlands relief from Inheritance Tax

As announced at Spring Budget 2024, the government will introduce legislation at Spring Finance Bill 2024 to restrict the scope of agricultural property relief and woodlands relief to property in the UK. Property located in the European Economic Area (EEA), the Channel Islands and the Isle of Man will be treated the same as other property located outside the UK. The changes will take effect from 6 April 2024.

Corporate Tax

1.7 corporation tax rates.

The government will introduce legislation in Spring Finance Bill 2024 to set the charge for Corporation Tax as it does every year, and to maintain the main rate at 25% and the small profits rate at 19%, for the financial year beginning 1 April 2025.

1.8 Additional support for independent film

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 to provide additional support for independent films via the Audio-Visual Expenditure Credit.

The Independent Film Tax Credit is aimed at films that have budgets (or total core expenditure) of up to £15 million and that receive a new accreditation from the British Film Institute. The credit rate will be 53% of qualifying expenditure. Qualifying expenditure is capped at a maximum of 80% of a film’s total core expenditure; the most taxable credit a film can receive will be £6.36 million.

The changes will take effect for films that commence principal photography from 1 April 2024 on expenditure incurred from 1 April 2024. Claims may be submitted from 1 April 2025.

1.9 Permanent extension for higher rates of Theatre Tax Relief, Orchestra Tax Relief, and Museums and Galleries Tax Relief

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 for permanent 40%/45% (for non-touring/touring and orchestral productions respectively) headline rates of relief for Theatre Tax Relief, Orchestra Relief, and Museums and Galleries Exhibition Tax Relief. These rates will take effect from 1 April 2025.

1.10 Stamp Duty Land Tax — Multiple Dwellings Relief ( MDR )

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 abolishing Multiple Dwellings Relief, a bulk purchase relief in the Stamp Duty Land Tax regime. This change will come into effect for transactions with an effective date on or after 1 June 2024. Transitional rules mean that MDR can still be claimed for contracts which are exchanged on or before 6 March 2024, regardless of when completion takes place. This is subject to various exclusions, for example that there is no variation of the contract after that date.

A response to the 20 November 2021 consultation Stamp Duty Land Tax: mixed-property purchases and Multiple Dwellings Relief is published, as well as the outcome of the external evaluation of MDR , carried out under HMRC’s Tax Relief Evaluation programme .

1.11 Stamp Duty Land Tax — Acquisitions by Registered Social Landlords and Public Bodies

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 to amend out of date references and definitions in Stamp Duty Land Tax ( SDLT ) legislation relating to registered social landlords. The government will also introduce legislation to remove public bodies from the SDLT 15% higher rate charge when purchasing residential property with a value of more than £500,000. These changes will take effect from 6 March 2024.

1.12 Stamp Duty Land Tax – First-time Buyers’ Relief: Leases and Nominees

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 amending the rules for claiming First-time Buyers’ Relief from Stamp Duty Land Tax.

The changes will mean that individuals who purchase new leases using nominee or bare trust arrangements will be able to claim the relief and ensure that individuals who have used such arrangements in the past are unable to claim the relief on future purchases made in their own name.

The changes will take effect from 6 March 2024. Where contracts are exchanged on or before 6 March 2024, transitional rules may apply subject to conditions.

1.13 Energy Profits Levy – Energy Security Investment Mechanism

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 to provide for the Energy Security Investment Mechanism ( ESIM ).   

The detail and application of the ESIM were announced in a Technical Note at Autumn Statement 2023.

1.14 Economic Crime Levy

The Economic Crime (Anti-Money Laundering) Levy was announced at Spring Budget 2020 to raise approximately £100 million per annum to tackle money laundering and deliver economic crime reforms.

Levy receipts for the first period between April 2022 and March 2023 show a shortfall against the levy’s target of raising £100 million per year. The government’s policy objective is to mitigate this shortfall, putting funding for measures to tackle economic crime back on a sustainable footing. 

The government will increase the charge paid by very large businesses with UK revenue greater than £1 billion, and which are regulated for anti-money laundering purposes, under the Economic Crime (Anti-Money Laundering) Levy (the levy). The charge for these entities will rise from £250,000 to £500,000 per annum, from tax year 2024 to 2025 onwards. Amounts are payable following the end of each financial year.

There will be no change to the charge for small entities (which remain exempt), medium entities (which will continue to pay £10,000), or large entities (which will continue to pay £36,000).

1.15 Changes to anti-avoidance legislation: Transfer of Assets Abroad Provisions

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 so that individuals cannot bypass anti-avoidance legislation, the Transfer of Assets Abroad provisions, by using a company to transfer assets offshore in order to avoid tax. This applies to individuals who are resident in the UK. 

The changes will take effect for income arising to a person abroad from 6 April 2024.

1.16 Reserved Investor Funds ( RIFs )

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 in relation to the Reserved Investor Fund (Contractual Scheme) ( RIF ), including to provide for a power to make detailed tax rules through secondary legislation at a later date.

The government is also publishing the summary of responses to the 2023 consultation on the scope and design of a tax regime for the RIF .

Indirect Tax

1.17 vat — bringing trades in carbon credits within the scope of the terminal markets order ( tmo ).

As announced at Spring Budget 2024, the government will introduce legislation in Spring Finance Bill 2024 that underpins the VAT Terminal Markets Order ( TMO ) which will take effect from the date of Royal Assent to Spring Finance Bill 2024. This will allow for further reform, including bringing trades in carbon credits within the scope of the TMO in due course, and forms part of the government’s broader commitment to update the TMO legislation, which was announced at Tax Administration and Maintenance Day 2023.  

A summary of responses to the consultation on reforming the TMO legislation, which was launched in 2023, will be published in due course.

1.18 VAT: DIY Housebuilders Scheme: Power to request evidence

Following digitisation of the DIY Housebuilders Scheme, the government will introduce legislation in Spring Finance Bill 2024 to give HMRC Commissioners additional powers to request further evidential documentation in relation to a DIY housebuilder’s claim. This will assist the Commissioners in validating claims and carrying out compliance checks. 

The power will come into force on the date of Royal Assent to Spring Finance Bill 2024 and will apply to claims made on or after the day the provisions come into force.

Tax Administration and Other Measures

1.19 penalty reform — vat credit amendment.

The government will introduce legislation in Spring Finance Bill 2024 to make technical amendments so interest for VAT operates as intended. The legislation corrects the unintentionally narrow scope of the common period rules, and ensures that HMRC’s power to automatically collect overpaid VAT repayment interest applies consistently to all such amounts.

The changes will take effect from 1 January 2023.

Chapter 2 — Measures announced at Spring Budget 2024 but not in Spring Finance Bill 2024

This chapter contains details of other tax measures announced at Spring Budget 2024 but are not in Spring Finance Bill 2024. This includes consultations and measures that will be legislated by secondary legislation and future Finance Bills.

2.1 A reduction in the main rates of Primary Class 1 and Class 4 National Insurance contributions

As announced at Spring Budget 2024, the government will introduce legislation to reduce the main rate of primary Class 1 National Insurance contributions by 2 percentage points from 10% to 8% from 6 April 2024.

For the self-employed, the government will introduce legislation to reduce the main rate of Class 4 National Insurance contributions by 2 percentage points from 8% to 6% from 6 April 2024.

This is in addition to the previously announced reduction in the main rate of Class 4 National Insurance contributions from 9% to 8%, and means that from 6 April 2024 the main rate will reduce from 9% to 6%.

Technical specifications for payroll software companies will be published shortly.

2.2 Class 2 National Insurance contributions — Commitment to Consult

As announced at Spring Budget 2024, the government will consult on how it will deliver Class 2 National Insurance contributions abolition later this year.

At Autumn Statement 2023, the government announced the removal of the requirement to pay Class 2 National Insurance contributions from 6 April 2024 and committed to abolishing Class 2 entirely.

2.3 Replacing Non-UK Domicile tax rules with a residence-based regime

As announced at Spring Budget 2024, the government will abolish the remittance basis of taxation for non-UK domiciled individuals and replace it with a simpler residence-based regime, which will take effect from 6 April 2025. Individuals who opt into the regime will not pay UK tax on foreign income and gains for the first four years of tax residence.

Overseas Workday Relief ( OWR ) will be reformed with eligibility for the relief based on the new regime. OWR will continue to provide Income Tax relief for earnings from duties carried out overseas for the first three years of tax residence with restrictions on remitting these earnings removed.

The government has also announced an intention to move to a residence-based regime for Inheritance Tax, with plans to publish a policy consultation on these changes, followed by draft legislation for a technical legislation, later in the year.

2.4 UK Individual Savings Account ( ISA )

As announced at Spring Budget 2024, the government will introduce a new UK ISA with its own allowance of £5,000 a year. The government will consult on the details at a later date.

2.5 ISAs and Fractional Share Contracts

As announced at Spring Budget 2024, the government is committed to ensuring people have the opportunity to invest in a diverse range of investment types through their ISAs .

As previously announced at Autumn Statement 2023 this includes certain fractional share contracts, and the government is working as quickly as possible to bring forward legislation by the end of the Summer following detailed engagement with industry and the Financial Conduct Authority (FCA).

2.6 Amending Gift Aid legislation due to implications of the Digital Markets, Competition and Consumers Bill

The Digital Markets, Competition, and Consumers Bill will introduce new protections for consumers who take out subscription contracts.

As announced at Spring Budget 2024, the government will amend existing Gift Aid legislation by Statutory Instrument to ensure that eligible charities which operate subscription models can continue to claim Gift Aid while complying with these new protections.

The intention is that these amendments to the Gift Aid regime will be in place by the time the relevant provisions of the Bill come into force.

2.7 Abolition of the Furnished Holiday Lettings ( FHL ) tax regime

As announced at Spring Budget 2024, the government will abolish the Furnished Holiday Lettings tax regime, eliminating the tax advantage for landlords who let out short-term furnished holiday properties over those who let out residential properties to longer-term tenants. This will take effect from April 2025.

Draft legislation will be published in due course and include an anti-forestalling rule. This will prevent the obtaining of a tax advantage through the use of unconditional contracts to obtain capital gains relief under the current FHL rules. This rule will apply from 6 March 2024.

2.8 Taxation of environmental land management and ecosystem service markets

As announced at Spring Budget 2024, the government will introduce legislation in a future finance bill to extend the scope of agricultural property relief from Inheritance Tax to environmental land management from 6 April 2025 following the consultation in 2023.

Relief will be available for land managed under an environmental agreement with, or on behalf of, the UK government, Devolved Administrations, public bodies, local authorities, or approved responsible bodies. This includes agreements in place on or after 6 March 2024.

The government will also establish a joint working group between HM Treasury, HMRC, and industry representatives to identify solutions that provide clarity on the tax treatment of the production and sale of ecosystem service credits and associated units, where existing law or guidance may not provide sufficient clarity.

2.9 Technical consultation on extending full expensing to leased assets

As announced at Autumn Statement 2023, full expensing and the 50% first-year allowance for special rate assets were made permanent. Expenditure on plant or machinery for leasing is excluded from these allowances.

The government will shortly publish draft legislation for technical consultation to help it consider any potential extension to include plant and machinery for leasing, which is subject to future decision.

2.10 Additional tax relief for expenditure on visual effects

As announced at Autumn Statement 2023, and following a call for evidence, the government will give additional tax relief to visual effects costs in films and high-end TV. Under the Audio-Visual Expenditure Credit, visual effects costs will receive tax credit at a rate of 39%. The 80% cap on qualifying expenditure will also be removed for visual effects costs. The changes will take effect from 1 April 2025. 

A consultation will be published shortly on the types of expenditure that will be within scope of the additional tax relief.

2.11 Energy Profits Levy — One Year Extension

As announced at Spring Budget 2024, the government will extend the end date of the Energy Profits Levy to 31 March 2029.

2.12 Freeport tax reliefs sunset date extension

As announced at Autumn Statement 2023, the government will extend the window to claim the tax reliefs available in Freeport special tax sites from 5 to 10 years. At Spring Budget 2024, the government announced that the sunset date will be extended to:

  • 30 September 2031 for special tax sites in respect of English Freeports
  • 30 September 2034 for special tax sites in respect of Scottish Green Freeports and Welsh Freeports

The government will extend the sunset dates through secondary legislation.

2.13 Amendments to Common Reporting Standard (CRS2)

As announced at Spring Budget 2024, the government is publishing a consultation to seek views on the implementation of the Organisation for Economic Co-operation and Development’s ( OECD ) amendments to the Common Reporting Standard (CRS2), the international tax transparency regime for the automatic exchange of information on financial accounts.

The consultation also seeks views on two proposed changes to regulations and a potential extension of the CRS to include reporting on UK resident taxpayers by UK financial institutions.

The consultation will close on 29 May 2024.

2.14 Crypto-Asset Reporting Framework ( CARF )

As announced at Spring Budget 2024, the government is publishing a consultation to seek views on the implementation of the OECD ’s Crypto-Asset Reporting Framework ( CARF ), the new international tax transparency regime for the automatic exchange of information on crypto-assets.

The consultation also seeks views on a potential extension of the CARF to include reporting on UK resident taxpayers by UK service providers. The consultation will close on 29 May 2024.

2.15 Administrative change to ease the payment of Inheritance Tax before probate or confirmation

As announced at Spring Budget 2024, the government will relax the Inheritance Tax requirements for ‘grants on credit’. 

From 1 April 2024, personal representatives of estates will no longer need to have sought commercial loans to pay Inheritance Tax before applying to obtain a ‘grant on credit’ from HMRC.

2.16 Guidance on deductibility of training

As announced at Autumn Statement 2023, HMRC has published guidance to provide greater clarity of the tax deductibility of training costs for sole traders and the self-employed.

The guidance clarifies that updating existing skills, maintaining pace with technological advancements, or changes in industry practices, are deductible costs when calculating the taxable profits of a business.

2.17 Vaping Products Duty

As announced at Spring Budget 2024, the government will introduce legislation in a future finance bill to introduce a new duty on vaping products.

The government has published a consultation on the detailed design and implementation of the duty, which will close on 29 May 2024.

Registration for the duty will open on 1 April 2026 with the duty taking effect from 1 October 2026 alongside a proportionate increase in tobacco duties.

The duty will apply to liquids for use in vaping devices and e-cigarettes at the following rates:

  • £1 per 10ml for nicotine free liquids
  • £2 per 10ml for liquid containing nicotine at concentrations between 0.1 to 10.9mg per ml
  • £3 per 10ml for liquids containing nicotine at concentrations 11mg per ml, or above

The government will also make a one-off tobacco duty increase of £2 per 100 cigarettes or 50 grams of tobacco from 1 October 2026.

2.18 Alcohol Duty Uprating

As announced at Spring Budget 2024, the government will freeze alcohol duty from 1 August 2024 until 1 February 2025. This extends the six-month freeze announced at Autumn Statement 2023. There will be no revisions to existing legislation and no new legal provisions will be introduced.

The alcohol duty rates and allowances as introduced on 1 August 2023 are set out at Annex A.

2.19 Closure of the Alcohol Duty Stamps Scheme

As announced at Spring Budget 2024, the government will end the Alcohol Duty Stamp Scheme that applies to many retail containers for spirits, wine and other fermented products following a review by HMRC. 

The government will publish draft legislation later in 2024 for an orderly wind-down of the Scheme.

2.20 VAT Registration Threshold: increase to £90,000

As announced at Spring Budget 2024, secondary legislation will amend the VAT Act 1994 to increase the VAT registration and deregistration thresholds.

The taxable turnover threshold which determines whether a person must be registered for VAT, will be increased from £85,000 to £90,000

The taxable turnover threshold which determines whether a person may apply for deregistration will be increased from £83,000 to £88,000

For Northern Ireland, the registration and deregistration thresholds for acquisitions will increase from £85,000 to £90,000.

These changes will be effective from 1 April 2024. 

2.21 Landfill Tax Rates for 2025 to 2026

As announced at the Spring Budget 2024, the government will legislate in a future finance bill to increase the standard and lower rates of Landfill Tax in line with Retail Price Index ( RPI ), adjusted to take account for high inflation in the period 2022 to 2024 and rounded up to the nearest 5 pence.

The change will take effect on and after 1 April 2025. The rates of Landfill Tax from 1 April 2025 are set out in Annex A.

Landfill Tax was devolved to the Scottish Parliament in April 2015 and to the Welsh Assembly in April 2018.

2.22 Landfill Communities Fund 2024 to 2025

The government will set the value of the Landfill Communities Fund for 2024 to 2025 at £30.9 million, with the cap on credits claimed by landfill operators in respect of contributions remaining at 5.3% of their Landfill Tax liability.

2.23 Air Passenger Duty rates ( APD ) 2025-2026

As announced at Spring Budget 2024, the government will legislate in a future finance bill to increase APD rates for 2025 to 2026. The reduced rates for economy passengers will increase in line with forecast RPI , rounded to the nearest pound.

This means that economy, domestic and shortfall rates will remain frozen. The standard and higher rates will also increase by forecast RPI and will also be further adjusted to account for recent high inflation.   

The new rates will apply from 1 April 2025. APD rates are set out in Annex A.

2.24 Fuel Duty main rates

As announced at Spring Budget 2024, the government will introduce legislation by Statutory Instrument to extend the cut in the rates of Fuel Duty introduced at Spring Statement in March 2022, and extended at Spring Budget in March 2023, for a further 12 months.

This will maintain the cut in the rates for heavy oil (diesel and kerosene), unleaded petrol, and light oil by 5 pence per litre, and the proportionate percentage cut (equivalent to 5 pence per litre from the main Fuel Duty rate of 57.95 pence per litre) in other lower rates and the rates for rebated fuels, where practical.

The changes will take effect from 23 March 2024.

2.25 Road Fuel Gases Rates

As announced at Spring Budget 2024, following review, the government will maintain the difference between road fuel gas and diesel duty rates until 2032.

2.26 VAT Treatment of Private Hire Vehicles

As announced at Autumn Statement 2023, the government will publish a consultation on the potential implications of the High Court’s ruling in ‘Uber Britannia vs Sefton MBC’ in April 2024.

Tax administration and other measures

2.27 raising standards in the tax advice market: strengthening the regulatory framework and improving registration.

As announced at Spring Budget 2024, the government is today publishing a consultation both on options to strengthen the regulatory framework in the tax advice market, and on requiring tax advisers to register with HMRC if they wish to interact with HMRC on a client’s behalf. The government will also explore making it quicker and easier for tax advisers to register with HMRC.

2.28 Tackling non-compliance in the umbrella company market

As announced at Spring Budget 2024, the government will provide an update on the progress of its work to tackle non-compliance in the umbrella company market shortly.

When you visit Moscow , Russia, you’re seeing one of the world’s largest, and most expensive, capital cities . While there is a history of violent crime against foreign journalists and aid personnel in Russia, a trip to Moscow is usually safe for mainstream travelers. Most tourists in Moscow only face potential issues with petty crime, though terrorism is also a concern. Visitors should stick to the principal tourist areas and abide by the local security advice.

Travel Advisories

  • The U.S. Department of State urges travelers to avoid travel to Russia because of COVID-19 and to "exercise increased caution due to terrorism, harassment, and the arbitrary enforcement of local laws."  
  • Anyone exploring more of Russia should avoid "The North Caucasus, including Chechnya and Mount Elbrus, due to terrorism, kidnapping,   and   risk of civil unrest." Also, travelers should stay away from "Crimea due to Russia’s occupation of the Ukrainian territory   and   abuses by its occupying authorities."  
  • Canada states travelers should use a high degree of caution in Russia due to the threat of terrorism and crime.  

Is Moscow Dangerous?

The Moscow city center is typically safe. In general, the closer you are to the Kremlin , the better. Travelers mainly need to be aware of their surroundings and look out for petty crime. Be especially careful in tourist areas such as Arbat Street and crowded places like the Moscow Metro transit system. The suburbs are also generally fine, though it is advised to stay away from Maryino and Perovo districts.

Terrorism has occurred in the Moscow area, leading authorities to increase security measures. Be more careful at tourist and transportation hubs, places of worship, government buildings, schools, airports, crowds, open markets, and additional tourist sites.

Pickpockets and purse snatching happen often in Russia, perpetrated by groups of children and teenagers who distract tourists to get their wallets and credit cards. Beware of people asking you for help, who then trick you into their scheme. Don’t expect a backpack to be a safe bag bet; instead, invest in something that you can clutch close to your body or purchase a money belt . Always diversify, storing some money in a separate location so that if you are pickpocketed, you'll have cash elsewhere. Keep an eye out for thieves in public transportation, underground walkways, tourist spots, restaurants, hotel rooms and homes, restaurants, and markets.

Is Moscow Safe for Solo Travelers?

Large cities like Moscow in Russia are overall fairly safe if you are traveling alone, and the Moscow Metro public transit is a secure and easy way to get around. But it is still a good idea to follow basic precautions as in any destination. Avoid exploring alone at night, especially in bad areas. You may want to learn some basic Russian phrases or bring a dictionary, as many locals don't speak English. However, in case you need any help, there are tourist police that speak English. Also, exploring with other trusted travelers and locals or on professional tours is often a good way to feel safe.

Is Moscow Safe for Female Travelers?

Catcalling and street harassment are infrequent in Moscow and the rest of Russia and females traveling alone don't usually have problems. There are plenty of police officers on the streets as well. Still, it serves to stick to Moscow's well-lit, public areas, avoid solo night walks, and use your instincts. Women frequenting bars may take receive some friendly attention. Females can wear whatever they want, but those entering Orthodox churches will be required to cover up. Though women in Russia are independent, domestic violence and other inequality issues take place regularly.

Safety Tips for LGBTQ+ Travelers

Russia is not known as a gay-friendly country. However, Moscow is one of the more welcoming cities with a blooming LGBTQ+ community and many friendly restaurants, bars, clubs, and other venues. Hate crimes in Russia have increased since the 2013 anti-gay propaganda law. Openly LGBTQ+ tourists in this conservative country may experience homophobic remarks, discrimination, or even violence, especially if traveling with a partner. Also, while women hold hands or hug publicly—whether romantically involved or not—men should avoid public displays of affection to prevent being insulted or other issues.

Safety Tips for BIPOC Travelers

Moscow  and other big cities in Russia have sizable populations of various cultures, so discrimination against BIPOC travelers is rarer than in other parts of the country where it can become dangerous. Some people living in Russia who are Black, Asian, Jewish, and from other backgrounds have experienced racial discrimination and violence. Tourists won't usually experience overt racism but may be the recipients of some stares. If anyone should bother you, be polite and resist being taunted into physically defending yourself.

Safety Tips for Travelers

Travelers should consider the following general tips when visiting:

  • It's best not to drink the tap water. If you do, boil it before drinking, though showering is safe and the amount used to brush teeth is generally not harmful. Mineral water is widely drunk, especially at restaurants, and if you prefer not to have it carbonated ask for “ voda byez gaz” (water without gas).
  • If you need emergency assistance in case of fire, terrorism, medical issues, or more, dial 112 in Russia for bilingual operators.
  • Be judicious about taking photographs, especially of police or officials. This can potentially bring unwanted attention to yourself by members of law enforcement who won’t mind asking to see your passport. Also avoid snapping photos of official-looking buildings, such as embassies and government headquarters.
  • Carry your passport in as secure a manner as possible. If you get stopped for any reason by the police, they can fine or arrest you if you don't have the document with you. Also, keep photocopies of your passport, the page on which your travel visa appears, and any other documents that relate to your stay in Russia.
  • Use official taxis only and steer clear of illegal taxi companies, especially at night. Ask your hotel to call a reputable taxi company.

Riding the Metro with Lena was a real adventure and a lot of fun. In Saint Petersburg we found Anna well versed in the history of the Tsars and in the Hermitage collection. Arkady in Veliky Novgorod was a very good guide and answered all of our questions with ease. Novgorod was perhaps a long way to go for a day trip, but we did enjoy it. Vasily was a great driver to have and kept us safe with good humour and skill. We enjoyed ourselves so much, my daughter says she is already planning to return. Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). We were absolutely enchanted with the whole experience, including getting lost a couple of times in the Metro during our free time. Although both our guides (both Eleanas) were excellent, I would particularly commend the first one (she took us to the Tatiakov, the KGB tour, and to that beautiful cemetery where so many great Russian artists, authors, composers, musicians, militarists, and politicians are buried). Her knowledge is encyclopedic; and her understanding of today´s Russia as a product of its past was, for us, truly enlightening. I will be taking another tour in Russia, with my wife, within the next two or three years. I will be in touch with you when the time comes. What is the best time to visit moscow.

Any time of year is fine depending on what you plan to do. Ensure that your accommodation is fairly central and book tickets in advance, so that you can make the most of your days. Do they speak English in Moscow?

As Russia’s capital city, tourists are well accommodated in Moscow. There should be English-speaking staff in restaurants, bars, hotels, shops and attractions in tourist hotspots, and there are also English-speaking tourist police. Transport services have English translations on their maps and English announcements via intercom; alternatively, order taxis from the Yandex Taxi app (Russian Uber), though it’s unlikely that your taxi driver will speak English. If you get stuck and cannot communicate, it’s fine to use Google Translate.

Is it safe to travel to Moscow?

It is no less safe to travel to Moscow than to any European city if you exercise common sense and look after your belongings. As with every city some regions can be more unsavoury than others, but no tourist attractions are located there. The traffic in Moscow is notorious, so exercise caution when crossing roads. Do not take unlicensed taxis; book in advance or take public transport, which is widespread and perfectly safe. If you encounter any problems, look for the special tourist police who can help you. You may not need travel insurance for inexpensive trips, but it can provide a sense of security when you prepay for pricey reservations, a big international trip or travel during cold and flu season, which can be unpredictable.

According to insurance comparison site Squaremouth, travelers in 2023 spent an average of $403 for comprehensive coverage, compared to $96 for medical-only policies. Comprehensive plans typically cost between 5% and 10% of the insured trip cost.

Since that price tag is no small amount, it helps to know how to shop smart for travel insurance. Here's how to find the right travel insurance plan for you and your next adventure.

Depending on the type of coverage you’re looking for, the chart below will help you determine what to look for when selecting a policy:

Depending on the policy, travel insurance reimburses you or offers services when something goes awry. There’s even coverage for the worst-case scenario: if you die in an accident while traveling. Accidental death coverage pays your beneficiary a lump sum in that case.

Before you buy, take a little time to get familiar with different types of travel insurance products, how it’s priced, and what it covers and excludes. If you’re traveling during these uncertain times, you’ll want to make sure that the policy you select covers coronavirus-related emergencies. Usually, the more thorough the coverage, the more it will cost.

Travel insurance costs vary depending on:

Length and cost of the trip: The longer and more expensive the trip, the higher the policy cost.

Cost of local health care: High health-care costs in your destination can drive up the price of trip insurance.

Medical conditions you want covered: Conditions you already have will increase the cost of travel insurance coverage.

Amount and breadth of coverage: The more risks a policy covers, the more it will cost.

Your age: Generally the older you are, the higher the price.

Any optional supplement you add to your policy : Cancel For Any Reason , Interrupt For Any Reason and more.

Typically, travel insurance is sold as a package, known as a comprehensive plan, which includes a variety of coverage.

Here are seven of the most common types of travel insurance:

Travel medical insurance

These plans provide health insurance while you’re away from home. Although in some ways these policies work like traditional health plans, generally you cannot use travel health insurance for routine medical events. For example, a routine medical checkup is usually not covered. In addition, these policies often include limitations on coverage and exclusions for pre-existing conditions.

Although most travel insurance plans cover many recreational activities, such as skiing and horseback riding, they often exclude adventure sports, such as skydiving or parasailing, or competition in organized sporting events. You may need to buy a special travel policy designed for adventure or competitive sports.

International travel insurance

Most likely, your U.S.-based medical insurance will not work while you’re traveling internationally, and Medicare does not provide any coverage once you leave the United States outside of a few very specific exemptions. If you plan on traveling abroad, purchasing travel medical insurance could make a lot of sense.

Trip cancellation, interruption and delay

Trip cancellation coverage reimburses you for prepaid, nonrefundable expenses if the tour operator goes out of business or you have to cancel the trip for one of the covered reasons outlined in the policy, such as:

Your own illness.

The illness or death of a family member who’s not traveling with you.

Natural disasters.

Trip interruption insurance covers the nonrefundable cost of the unused portion of the trip if it is interrupted due to a reason outlined in the policy.

Trip delay coverage reimburses you for expenses such as lodging and meals if you’re delayed during a trip (e.g., your flight gets canceled due to weather ).

Many package policies cover all three. These policies are different from the cancellation waivers that cruise lines and tour operators offer, the Insurance Information Institute says. Waivers are cheap, ranging from $40 to $60, and often include restrictions. For example, according to the institute, waivers might not refund your money if you cancel immediately before departure. Waivers are technically not insurance policies.

Some companies offer additional layers of coverage at extra cost. “Cancel For Any Reason” coverage will reimburse a large part of the trip cost, no matter why you back out. And some companies let you pay extra to cover pre-existing conditions if you cancel for medical reasons.

Some insurers and comparison sites let you customize a policy by choosing types of coverage a la carte. For example, TravelInsurance.com is a comparison site that provides quotes from different providers.

Baggage and personal belongings

How does lost luggage insurance work? This coverage reimburses you for baggage and personal belongings that are lost, stolen or damaged during the trip. Some plans also reimburse you for extra expenses if you experience a baggage delay for more than a certain period, such as 12 hours.

Your renters or homeowners insurance may cover personal belongings while you are traveling. It’s best to review your homeowners insurance policy to determine the level of coverage it provides so you do not end up paying for a benefit you already have.

Emergency medical assistance, evacuation and repatriation

This coverage pays medical expenses if you get sick or injured on a trip . Medical evacuation coverage pays for transporting you to the nearest hospital, and medical repatriation pays for flying you to your home country.

24-hour assistance

This service is included with many package plans. The insurer provides a 24-hour hotline that you can call when you need help, such as booking a flight after a missed connection, finding lost luggage, or locating a doctor or lawyer.

Generally, travel insurance companies do not cover sports or any activity that can be deemed risky. If you’re thinking of incorporating adventurous activities into your vacation, choose a plan that includes adventure sports coverage.

Most travel insurers cover a wide array of services, but the specific options vary. Some plans include concierge services, providing help with restaurant referrals, tee time reservations and more. Many services also offer information before the trip, such as required vaccinations. The only way to know what’s included is to read the policy.

Accidental death and dismemberment insurance

This coverage pays a lump sum to your beneficiary, such as a family member, if you die in an accident while on the trip. Accidental death and dismemberment insurance policies also pay a portion of the sum to you if you lose a hand, foot, limb, eyesight, speech or hearing. Some plans apply only to accidental death in a plane.

This coverage may be duplicative if you already have sufficient life insurance, which pays out whether you die in an accident or from an illness. You may also already have accidental death and dismemberment insurance through work, so it's best to check your policies to ensure you’re not overpaying.

Rental car coverage

Rental car insurance pays for repairing your rental car if it’s damaged in a wreck, by vandals or in a natural disaster. The coverage doesn't include liability insurance, which pays for damage to other vehicles or for the medical treatment of others if you cause an accident and are held responsible.

Ask your car insurance company whether your policy will cover you when renting cars on the trip. U.S. car insurance policies generally don’t cover you when driving in other countries, except Canada.

A note about single vs. long-term policies

Single trip insurance plans are a great option for those going on a single trip for a specific length of time (e.g., a two-week vacation) and then returning home. The price of the policy is usually determined by the cost of the trip.

Long-term travel policies cover you for multiple trips, but there are limitations to how long you can be away from home, if you can return home during your travels and how many trips you can take. In addition, trip cancellation and interruption coverage is either not offered or capped at a dollar amount that can be significantly below the total cost of all the trips taken during the covered period.

Long-term travel insurance plans — often called 'multi-trip' or 'annual travel insurance' — are a suitable option for those who travel often and are satisfied with the amount of trip cancellation coverage for all the trips they take over the duration of the policy.

The underground metro system is the quickest and most efficient way to travel around Moscow. Most visitors rely exclusively on this super-efficient transportation system, which allows you to get to pretty much anywhere in the city! It’s also a great option if you’re planning a Moscow itinerary during the colder months, as you’ll be sheltered from the snow and freezing temperatures!

If you prefer above-ground transportation, buses, trams, and trolleybuses, run throughout the city and provide a rather comfortable alternative to the metro.

Moscow’s metro, buses, trams, and trolleybuses are all accessible with a ‘Troika’ card. This card can be topped up with any sum of money at a metro cash desk. The ticket is simple, convenient, and even refundable upon return to a cashier!

Day 1 / Stop 1 – The Red Square

The Red Square is Moscow’s historic fortress and the center of the Russian government. The origins of the square date back to the late 15th century, when Ivan the Great decided to expand the Kremlin to reflect Moscow’s growing power and prestige!

During the 20th century, the square became famous as the site for demonstrations designed to showcase Soviet strength. Visiting the Red Square today, you’ll find it teeming with tourists, who come to witness its magical architecture up close!

The Red Square

The square is the picture postcard of Russian tourism, so make sure to bring your camera when you visit! No matter the season, or the time of day, it’s delightfully photogenic! 

It’s also home to some of Russia’s most distinguishing and important landmarks, which we’ve made sure to include further down in this itinerary. It’s an important center of Russia’s cultural life and one of the top places to visit in Moscow!

In 1990, UNESCO designated Russia’s Red Square as a World Heritage site. Visiting this historic site is a true bucket-list event and essential addition to your itinerary for Moscow!

Day 1 / Stop 2 – The Moscow Kremlin

  • Why it’s awesome: The Moscow Kremlin complex includes several palaces and cathedrals and is surrounded by the Kremlin wall. It also houses the principal museum of Russia (the Kremlin Armory).

The iconic Moscow Kremlin , also known as the Kremlin museum complex, sits on Borovitsky Hill, rising above the Moscow River. It is a fortified complex in the center of the city, overlooking several iconic buildings in the Red Square!

It’s the best known of the Russian Kremlins – citadels or fortress’ protecting and dominating a city. During the early decades of the Soviet era, the Kremlin was a private enclave where the state’s governing elite lived and worked.

The Kremlin is outlined by an irregularly shaped triangular wall that encloses an area of 68 acres! The existing walls and towers were built from 1485 to 1495. Inside the Kremlin museum complex, there are five palaces, four cathedrals, and the enclosing Kremlin Wall with Kremlin towers.

The Armoury Chamber is a part of the Grand Kremlin Palace’s complex and is one of the oldest museums of Moscow, established in 1851. It showcases Russian history and displays many cherished relics. Definitely make sure to check out this museum while you’re here!

The Moscow Kremlin

The churches inside the Moscow Kremlin are the Cathedral of the Dormition, Church of the Archangel, Church of the Annunciation, and the bell tower of Ivan Veliki (a church tower).

The five-domed Cathedral of the Dormition is considered the most famous. It was built from 1475–1479 by an Italian architect and has served as a wedding and coronation place for great princes, tsars, and emperors of Russia. Church services are given in the Kremlin’s numerous cathedrals on a regular basis.

The Grand Kremlin Palace was the former Tsar’s Moscow residence and today it serves as the official workplace of the President of the Russian Federation (Vladimir Putin seems to have bagged that title for life) .

Insider Tip: The Kremlin is closed every Thursday! Make sure to plan this stop on your Moscow itinerary for any other day of the week!

Day 1 / Stop 3 – Lenin’s Mausoleum

  • Why it’s awesome: The mausoleum displays the preserved body of Soviet leader Vladimir Lenin .
  • Cost: Free!
  • Food nearby: Khinkal’naya is a charming Georgian restaurant with vaulted ceilings and exposed brick. It’s a popular place with locals and right next to the Red Square!

Lenin’s Mausoleum, also known as Lenin’s Tomb, is the modernist mausoleum for the revolutionary leader Vladimir Lenin. It’s located within the Red Square and serves as the resting place for the Soviet leader! His preserved body has been on public display since shortly after his death in 1924.

It’s located just a few steps away from the Kremlin Wall and is one of the most controversial yet popular Moscow attractions!

Admission is free for everyone, you’ll only need to pay if you need to check a bag. Before visitors are allowed to enter the mausoleum, they have to go through a metal detector first. No metal objects, liquids, or large bags are allowed in the mausoleum!

Lenins Mausoleum

Expect a line to enter the building, and while you’re inside the building, you’ll be constantly moving in line with other visitors. This means you won’t be able to spend as long as you’d like viewing the mausoleum, but you’ll still be able to get a good look. Pictures and filming while inside the building are strictly prohibited, and security guards will stop you if they see you breaking this rule.

The mausoleum is only open on Tuesday, Wednesday, Thursday, and Saturday – unless it’s a public holiday or a day scheduled for maintenance. The hours it’s open for each day are limited, make sure to check online before you visit to make sure you can fit this into your Moscow itinerary for that day!

Insider Tip: The Lenin’s Museum is there for people to pay their respect; remember to keep silent and move along quickly, it’s not intended for people to congregate around. Also, men are not allowed to wear hats and everyone must take their hands out of their pockets when inside the building.

Day 1 / Stop 4 – St. Basil’s Cathedral

  • Why it’s awesome: A dazzling designed cathedral that showcases Russia’s unique architecture. This cathedral is one of the most recognizable symbols of the country!

  • Food nearby: Moskovskiy Chaynyy Klub is a cozy cafe serving food items and pipping hot tea; it’s the perfect place to go if you’re visiting Moscow during the winter months!

Located in the Red Square, the ornate 16th-century St. Basil’s Cathedral is probably the building you picture when you think of Moscow’s unique architecture. Its colorful onion-shaped domes tower over the Moscow skyline!

The cathedral was built from 1555-1561 by order of Tsar Ivan the Terrible. It was designed with an iconic onion dome facade and enchanting colors that captivate all who see it. Fun fact: If you’re wondering why Russian churches have onion domes, they are popularly believed to symbolize burning candles!

This iconic cathedral has become a symbol of Russia due to its distinguishing architecture and prominent position inside the Red Square. It’s one of the most beautiful, wonderful, and mesmerizing historical cathedrals in the world!

St. Basils Cathedral

The interior of the church surprises most people when they visit. In contrast to the large exterior, the inside is not so much one large area, but rather a collection of smaller areas, with many corridors and small rooms. There are 9 small chapels and one mausoleum grouped around a central tower.

Visiting the inside is like walking through a maze, there are even small signs all around the cathedral tracing where to walk, and pointing you in the right direction! The walls are meticulously decorated and painted with intricate floral designs and religious themes.

The church rarely holds service and is instead a museum open for the public to visit.

Insider Tip: During the summer months the line to go inside the cathedral can get quite long! Make sure to arrive early or reserve your tickets online to guarantee quick access into the cathedral!

Day 1 / Stop 5 – GUM Department Store

  • Why it’s awesome: This is Russia’s most famous shopping mall! It’s designed with elegant and opulent architecture and provides a real sense of nostalgia!
  • Cost: Free to enter
  • Food nearby: Stolovaya 57 is a cafeteria-style restaurant with a variety of inexpensive Russian cuisine menu items including soups, salads, meat dishes, and desserts. It’s also located inside the GUM department store, making it very easily accessible when you’re shopping!

The enormous GUM Department Store is located within the historic Red Square. It has a whimsical enchantment to it that sets it apart from your typical department store.

A massive domed glass ceiling lines the top of the building and fills the interior with natural sunlight. There are live plants and flowers placed throughout the mall that give the shopping complex a lively and cheerful feel! A playful fountain sits in the center, further adding to the malls inviting a sense of wonder and amusement!

The GUM department store opened on December 2, 1893. Today, it includes local and luxury stores, including Fendi, Louis Vuitton, Prada, and many more! There are numerous cafes, restaurants, and even a movie theater inside!

For a special treat, head into Gastronom 1. This 1950s-style shop sells gourmet food items, like wine, freshly-baked pastries, cheese, Russian chocolate, and of course, vodka! Also, be on the lookout for a bicycle pedaling ice cream truck with an employing selling ice cream!

The ambiance is simply amazing, a trip to this idyllic shopping mall is an absolute must on any Moscow itinerary!

Insider Tip: Make sure to carry some small change on you in case you need to use the restroom, you’ll need to pay 50 rubles – or about USD $0.80 to use the bathroom in GUM.

On your 2 day itinerary in Moscow, you’ll have a chance to use the city’s excellent public transportation service! You’ll explore a few more of Moscow’s historic highlight as well as some modern attractions. These sites are a little more spread out, but still very easily accessible thanks to the metro!

Day 2 / Stop 1 – Novodevichy Convent

  • Why it’s awesome: The Novodevichy Convent is rich in imperial Russian history and contains some of Russia’s best examples of classical architecture!

  • Food nearby: Culinary Shop Karavaevs Brothers is a cozy and simple place to have a quick bite, they also have vegetarian options!

The Novodevichy Convent is the best-known and most popular cloister of Moscow. The convent complex is contained within high walls, and there are many attractions this site is known for! 

The six-pillared five-domed Smolensk Cathedral is the main attraction. It was built to resemble the Kremlin’s Assumption Cathedral and its facade boasts beautiful snowy white walls and a pristine golden onion dome as its centerpiece. It’s the oldest structure in the convent, built from 1524 -1525, and is situated in the center of the complex between the two entrance gates.

There are other churches inside the convent as well, all dating back from many centuries past. The convent is filled with an abundance of 16th and 17th-century religious artworks, including numerous large and extravagant frescos!

Novodevichy Convent

Just outside the convent’s grounds lies the Novodevichy Cemetery. Here, you can visit the graves of famous Russians, including esteemed authors, composers, and politicians. Probably the most intriguing gravestone belongs to Russian politician Nikita Khruschev!

The Novodevichy Convent is located near the Moscow River and offers a peaceful retreat from the busy city. In 2004, it was proclaimed a UNESCO World Heritage Site. The convent remains remarkably well-preserved and is an outstanding example of Moscow Baroque architecture! 

Insider Tip: To enter the cathedrals inside the complex, women are advised to cover their heads and shoulders, while men should wear long pants.

Day 2 / Stop 2 – Gorky Central Park of Culture and Leisure

  • Why it’s awesome: A large amusement area in the heart of the city offering many attractions!
  • Cost: Free! 
  • Food nearby: Check out Mepkato, located inside Gorky Central Park for a casual meal in a cozy setting. There are indoor and outdoor seating options and the restaurant is child-friendly!

Gorky Central Park of Culture and Leisure is a large green space in the heart of Moscow. The park opened in 1928, and it stretches along the scenic embankment of the Moskva River. It covers an area of 300-acres and offers a lovely contrast from the compact city center.

You’ll find all sorts of wonderful attractions, from boat rides to bike rentals to tennis courts and ping-pong tables, and much more! there are an open-air cinema and festive events and concerts scheduled in the summer months.  A wide selection of free fitness classes is also offered on a regular basis, including jogging, roller skating, and dancing!

Although many of the options you’ll find here are more suited for outdoor leisure during the summer, you’ll also a selection of winter attractions, including one of Europe’s largest ice rinks for ice-skating!

Gorky Central Park of Culture and Leisure

If you’re trying to decide what to do in Moscow with kids, the park also offers several venues designed specifically for kids. Check out the year-round Green School which offers hands-on classes in gardening and art! You can also feed the squirrels and birds at the Golitsinsky Ponds!

The park is very well maintained and kept clean and the entrance is free of charge, although most individual attractions cost money. There is also Wi-Fi available throughout the park.

With so many attractions, you could easily spend all day here! If you’re only planning a 2 day itinerary in Moscow, make sure to plan your time accordingly and map out all the areas you want to see beforehand!

Day 2 / Stop 3 – The State Tretyakov Gallery

  • Why it’s awesome: The gallery’s collection consists entirely of Russian art made by Russian artists!
  • Food nearby : Brothers Tretyakovs is located right across the street from the gallery. It’s a wonderfully atmospheric restaurant serving top quality food and drinks!

The State Tretyakov Gallery was founded in 1856 by influential merchant and collector Pavel Tretyakov.  The gallery is a national treasury of Russian fine art and one of the most important museums in Russia!

It houses the world’s best collection of Russian art and contains more than 130, 000 paintings, sculptures, and graphics! These works have been created throughout the centuries by generations of Russia’s most talented artists!

The State Tretyakov Gallery

The exhibits range from mysterious 12th-century images to politically charged canvases. The collection is rich and revealing and offers great insight into the history and attitudes of this long-suffering yet inspired people!

All pictures are also labeled in English. If you plan to take your time and see everything inside the museum it will take a good 3-4 hours, so make sure to plan your Moscow trip itinerary accordingly! This gallery is a must-see stop for art lovers, or anyone wanting to explore the local culture and history of Russia in a creative and insightful manner!

Day 2 / Stop 4 – All-Russian Exhibition Center

  • Why it’s awesome: This large exhibition center showcases the achievements of the Soviet Union in several different spheres.

The All-Russian Exhibition Center is a massive park that presents the glory of the Soviet era! It pays homage to the achievements of Soviet Russia with its many different sites found on the property.

The center was officially opened in 1939 to exhibit the achievements of the Soviet Union. It’s a huge complex of buildings and the largest exhibition center in Moscow. There are several exhibition halls dedicated to different achievements and every year there are more than one hundred and fifty specialized exhibitions!

All Russian Exhibition Center

The Peoples Friendship Fountain was constructed in 1954 and is a highlight of the park. The stunning gold fountain features 16 gilded statues of girls, each representing the former Soviet Union republics. 

The Stone Flower Fountain was also built in 1954 and is worth checking out. The centerpiece of this large fountain is a flower carved from stones from the Ural Mountains! Along the side of the fountain are various bronze sculptures.

You will find many people zipping around on rollerblades and bicycles across the large area that the venue covers. It’s also home to amusement rides and carousels, making it the perfect place to stop with kids on your Moscow itinerary! Make sure to wear comfortable shoes and allow a few hours to explore all the areas that interest you!

Day 2 / Stop 5 – Bolshoi Theater

The Bolshoi Theater is among the oldest and most renowned ballet and opera companies in the world! It also boasts the world’s biggest ballet company, with more than 200 dancers!

The theater has been rebuilt and renovated several times during its long history. In 2011 it finished its most recent renovation after an extensive six-year restoration that started in 2005. The renovation included an improvement in acoustics and the restoration of the original Imperial decor.

The Bolshoi Theater has put on many of the world’s most famous ballet acts! Tchaikovsky’s ballet Swan Lake premiered at the theater in 1877 and other notable performances of the Bolshoi repertoire include Tchaikovsky’s The Sleeping Beauty and The Nutcracker!

The Alexander Garden

The Alexander Garden was one of the first urban public parks in Moscow! The garden premiered in 1821 and was built to celebrate Russia’s victory over Napoleon’s forces in 1812!

The park is beautiful and well maintained with paths to walk on and benches to rest on. The park contains three separate gardens: the upper garden, middle garden, and lower garden.

The Alexander Garden

Located in the upper garden, towards the main entrance to the park is the Tomb of the Unknown Soldier with its eternal flame. This monument was created in 1967 and contains the body of a soldier who fell during the Great Patriotic War!

The park stretches along all the length of the western Kremlin wall for about half a mile. Due to its central location in the city, it’ll be easily accessible when you’re out exploring The Red Square.

It provides a bit of relief from the city’s high-energy city streets. Bring a picnic lunch, go for a walk, or just sit and people watch, this is one of the best Moscow sites to wind-down and relax!

Ostankino Television Tower

Whether you’re spending one day in Moscow, or more, safety is an important thing to keep in mind when traveling to a big city! Overall, Moscow is a very safe place to visit. However, it is always recommended that tourists take certain precautions when traveling to a new destination!

The police in Moscow is extremely effective at making the city a safe place to visit and do their best to patrol all of the top Moscow, Russia tourist attractions. However, tourists can still be a target for pickpockets and scammers.

Moscow has a huge flow of tourists, therefore there is a risk for pickpocketing. Simple precautions will help eliminate your chances of being robbed. Stay vigilant, keep your items close to you at all times, and don’t flash your valuables!

The UK competition regulator has warned a sugar deal between the makers of Tate & Lyle and Whitworths could make the staple more expensive for British shoppers. 

T&L Sugar's deal to buy Tereos's sugar business prompted an investigation by the Competition and Markets Authority, which determined it could lead to a "substantial lessening of competition". 

These two companies only face competition from one other business, British Sugar.

Supermarkets could be forced to pay more for sugar and end up passing the cost on to customers as a result, the watchdog said. 

"The supply of sugar to grocery retailers in the UK is already highly concentrated," said CMA senior director of mergers Sorcha O'Carroll in a statement. 

"This deal would bring together two of the three players in the UK sugar sector, reducing competition and choice further for people and businesses."

The regulator has given the companies five days to offer solutions before a more in-depth investigation is launched. 

T&L Sugar said it is "absorbing" the feedback and "deciding how to progress", while Tereos said it was assessing the implications.

As three major lenders announce mortgage hikes (one is also lowering some rates), we thought now was a good time to give an overview of the market - and where rates are headed.

Current average fixed mortgage rates are 5.78% for a two-year (up from 5.56% at the end of January) and 5.35% over five years (up from 5.18% in January), according to Moneyfacts.

This uptick has been caused partly by rising swap rates - these dictate how much it costs lenders to lend.

But, despite several weeks of turbulence on the high street, there has been no change to market forecasts for a first base rate cut.

This is still priced in for June -  when the expectation is the Bank of England will move its rate from a 16-year high of 5.25% down to 5%.

Two further cuts are then expected before December - which would put the base rate at 4.5% as we head into 2024.

Again, this has been the expectation for a couple of months now. This context, and the markets reacting calmly to last week's budget, suggests what's happening at the moment shouldn't be overly concerning - the base rate is still expected to fall at the same time and pace as it was in January.

The Bank of England withdrew language about further hikes in January - though its tone has remained cautious about cuts. Back then, six of its rate-setters voted for a hold, two for a hike and one for a cut.

We'll hear more from them about their thinking (but there almost definitely won't be a cut) when its next rate decision is announced a week on Thursday.

Before then we have tomorrow's wage data - if this comes in high, it might encourage caution from the Bank, as high wages contribute towards inflation (and the purpose of keeping interest rates high is to cut inflation, by squeezing the economy).

We'll also hear February's inflation data next Wednesday - it's currently 4%, and a move towards the target of 2% may lead to positive noises about rate cuts.

One other thing to consider is the current strength of the pound, which is beating more than 90% of the world's currencies this year, according to Bloomberg.

A strong pound can sometimes signal there is over-demand (inflation) in the economy, especially if the economy is currently weak (as is the case).

In summary, the current hikes we are seeing seem to be a blip in what should be a downward trend this year. But, of course, things can change.

We are hearing about more mortgage rate changes - this time from Santander and the Co-operative Bank.

Santander is increasing residential fixed and tracker rates in the new business and product transfer ranges. 

It is also reducing other selected residential fixed rates for remortgage clients, and all buy-to-let fixed rates in the new business range. 

The Co-operative Bank for Intermediaries changes all seem to be upwards, including mainstream product switch two, three and five-year fixed products being increased by up to 0.72%, and buy-to-let product switch two, three and five-year fixed products increased by up to 1.09%.

It follows NatWest announcing small hikes in rates earlier.

Robert Timm, managing director of Sunland Mortgages, told Newspage: "The relatively peaceful end to last week is most definitely now in the past. Three lenders announcing mostly increases to their range has caused disheartenment in this office, particularly when gilts data has been looking positive. Hopefully this is a temporary blip."

Rohit Kohli, director at The Mortgage Stop, said: "Major lenders like NatWest, Santander and the Co-operative Bank announcing increases is not the start to the week borrowers wanted. 

"It's looking like lenders are thinking any cut in the base rate now won't happen until later this year, which will worry the thousands of people who were hoping the Bank of England would take some form of action in the coming weeks as their fixed rates come to an end."

NatWest is increasing rates for existing borrowers from tomorrow:

  • Switcher:  Rate increase of up to 10bps on selected two and five-year deals;
  • Buy to Let - switcher:  Rate increase of 5bps on 75% LTV two-year deal with £995 product fee.

We've got some reaction from experts via industry news agency Newspage...

Gary Bush, financial adviser at MortgageShop.com, said: "Due to new affordability calculations, many of NatWest's existing customers will be unable to switch to other lenders, so this is not a good look. Lenders have a captive audience due to affordability reasons but that doesn't mean they should profit from it."

Elliott Culley, director at Switch Mortgage Finance, added: "After a steady budget and a positive market reaction, it is a surprise to see an increase from NatWest. There is a usually a lag between changes in the market and rate changes, so provided the positive outlook for the market continues I would expect these rate increases to be temporary."

The hypothetical shopping basket used to measure the headline inflation figure has been tweaked due to changing consumer habits.

It happens every year - and this time gluten free bread, air fryers and edible seeds are among the items included as Britons' shopping habits reflect a desire for a healthier lifestyle.

The resurgence of vinyl also sees it included for the first time in more than 30 years - and Taylor Swift can take some credit here. 

Her album 1989 (Taylor's Version) was the best-selling vinyl LP of last year - beating the Rolling Stones' Hackney Diamonds and helping to ensure the highest vinyl sales in the UK since 1990.

Sixteen items have been added to the 744-item basket, with 15 removed.

The ONS said: "Gluten free bread has been added to reflect the increasing shelf space and range of gluten free products. 

"Air fryers are another addition, with consumers reportedly drawn to the energy-saving features as well as health benefits compared with conventional fryers. Spend on cooking items such as air fryers reportedly increased by over 30% between 2021 and 2022.

"Edible seeds have not previously been represented in the baskets, but sunflower and pumpkin seeds have been added this year, reflecting their growing popularity. They are often seen as a healthy snack by consumers."

Some new items have been introduced to diversify the range of products collected for already established groupings:

  • Rice cakes - as "research suggests growing popularity as part of a healthier lifestyle";
  • Spray oil has been added "based on its shelf space and widened range";
  • Vinyl records have been added back into the basket for the first time in over 30 years, "reflecting a resurgence in popularity";
  • A card game has been introduced "to help spread the weight of existing games and expand the range represented";
  • Two new data storage devices - an SD card and USB stick replace the current portable digital storage device item. 

What has disappeared?

Fifteen items have gone this year.

The ONS said: "In some cases, this reflects low or decreasing expenditure and falls in stock levels for pricing. For example, hand hygiene gel has seen a reduction in shelf space since the height of the coronavirus (COVID-19) pandemic."

Draught stout and bakeware have been removed as prices tend to follow draught bitter and frying pans respectively - and the latter are in the basket.

Takeaway hot drinks and cooked ham products have also been consolidated into one item each in the basket.

"Finally, collection issues can influence changes and, as such, a hot rotisserie cooked chicken has been dropped as some supermarkets have stopped selling this item," the ONS said.

This week hasn't started well for the London-listed wealth manager St James's Place. 

Two weeks ago this blog brought you the news of the shock 30% fall in the company's share price. It came after the firm announced it had set aside £426m to compensate clients for sub-standard service and was reducing its fees and controversial client early-exit charge. After further 1.45% falls today the share price is down 28% in the last month. 

A bidder for electronic retailer Currys, Elliot Advisors, officially said this morning it isn't submitting a better offer after its second bid worth £757m was rejected. Shares in Currys fell 8.6% in price. 

A barrel of Brent crude, the benchmark for oil prices, costs $82.07.

One pound buys $1.2835 and equals £1.1730. 

Many Tesco workers will be paid less than the minimum wage for a month after a pay rise was delayed.

The supermarket chain announced last week it had negotiated a pay deal with national union Usdaw to increase the hourly pay rate for staff in stores from £11.02 to £12.02 per hour.

But the rise will not be implemented until 28 April following agreement with the union.

This is almost a month after the introduction of a new minimum wage for those aged 21 and over which takes it to £11.44 an hour.

The delay, which The Guardian says affects 220,000 workers and saves Tesco more than £17m , is within the rules.

HMRC says minimum pay rates can be applied from the start of the "pay reference period", which begins on or after 1 April. For Tesco, this begins on 28 April.

But employees quoted by various media aren't happy.

One staff member told The Guardian: "We are all extremely angry at this especially as this was approved by our union."

Daniel Adams, the national officer for the Usdaw union, said: "Whilst we would have preferred that the company implemented this increase earlier, as Usdaw had originally requested, the regulations do allow them to make that decision.

"Usdaw has negotiated a significant pay rise that makes Tesco workers amongst the highest paid in the sector. While the union will always seek implementation on the pay anniversary date, which was 2 April last year, the outcome of these negotiations meant that the date was delayed until later in April to allow for the highest investment in pay possible."

A Tesco spokesperson told the Money blog: "We are investing over £300m in colleague pay, bringing our hourly rate to £12.02 which is significantly ahead of the national living wage (NLW), in a deal that has the full support of Usdaw. 

"We have a strong track record of making substantial investments in colleague pay and, since 2022, we have increased hourly pay by 26%, investing more than £750m in our colleagues."

Tesco also outlined benefits improvements its workers were receiving.

"My work contract says I must be in the office two days a week. However, my manager pushes me to come in four times at least, sometimes five days. Is this allowed? Should I be getting paid more for this?"

The starting point is to double check your contract of employment to check that there is no flexibility for your employer to increase the number of work days in the office. 

Quite often, a contract will provide for a set number of days to be worked at home, but reserve the right for this to be amended at an employer's discretion. 

In addition, some contracts will provide for an employer to make general changes to your terms of engagement to reflect the business needs. 

Even with such a clause, however, this does not give them carte blanche to do what they like. 

They would still have to show it was "reasonable" to invoke such a clause, and this will normally come down to requirements of the business. 

If they can't show this, then you are on stronger grounds to resist any change. 

Your strongest position will be where your employment contract unequivocally states that you do not need to be in the office for more than two days a week. 

It is not likely you are entitled to be paid more for coming into the office four or five days a week, as you would still be working the same number of hours, albeit in a different location.

You always have the right to lodge a grievance at any time, and you may choose to take this formal step if matters cannot be resolved. 

This is usually a simple process. You need to set out in writing why you think you have been unfairly treated and confirm that it is a formal grievance you wish to make. Many companies have a policy which sets out who to send the grievance to, and this is often someone in HR.

Most employers take grievances very seriously, and it should be properly investigated. You also have the right to appeal any decision. 

If you choose to appeal you will be given a set time to do so - this is usually up to five days. You would need to explain in writing why you do not agree with the original grievance decision. An appeal should be heard by a different and more senior manager where this is possible. 

If you are still not happy after the grievance outcome and appeal, there is always the possibility of making a claim to the tribunal for constructive dismissal. This is where you would need to resign on the basis that there has been a breach of mutual trust and confidence between the parties. 

If the employee did wish to then issue tribunal proceedings, the process should be commenced by lodging the claim with ACAS (the Advisory, Conciliation and Arbitration Service) under their early conciliation period no later than three months less one day from the last day of employment. 

Before taking this step, however, if a decision has already been made to leave employment, it is far better to try to negotiate an amicable exit, which will include a lump sum package and agreed reference. 

This should take place on a "without prejudice" (off the record) basis, preferably before you resign. Such an approach would also be more likely to preserve amicability between the parties, rather than the more contentious tribunal route.

Cars that do not meet London's ultra low emission zone (ULEZ) rules can be donated to Ukraine from this Friday.

Applicants will be able to donate vehicles in return for the same grant payment available to drivers who scrap or retrofit their vehicles - up to £2,000, London mayor Sadiq Khan has announced.

The donated vehicles will be permanently transferred to Ukrainian authorities for humanitarian and medical needs.

The mayor had previously made it clear he did not believe altering the ULEZ scheme for exporting vehicles would be possible under current laws but he made an apparent U-turn on the issue in December.

Kyiv's mayor, Vitali Klitschko, reportedly wrote to his London counterpart to suggest the idea of donating vehicles.

What are the current ULEZ rules?

As of August last year, ULEZ covers all 32 London boroughs and borders the surrounding counties of Surrey, Essex, Hertfordshire, Kent, Berkshire and Buckinghamshire.

People have to pay a £12.50 daily fee to drive in the zone if their car does not meet emissions standards.

ULEZ emissions standards are based on Euro standards - regulations that are imposed on new cars.

They are numbered and different categories of vehicles need to meet different standards.

Most petrol cars less than 16 years old or diesel cars less than six years old already meet the emissions standards.

Conservative policies since 2019 will benefit millennials the most, a thinktank has said.

In its analysis of the chancellor's policy changes, the  Resolution Foundation noted the government since 2019 had overseen a "notable redistribution from the old and the rich to the young and the poor".

"While 78 per cent of the personal tax cuts announced in the 2024 spring budget go to the richest half of households, the foundation's analysis of all tax and benefit policies announced in this parliament – including changes to national insurance, income tax, pensions tax, non-doms tax and capital gains tax, reductions to the taper rate in universal credit, and duty freezes – show a very different picture. 

"Typical households are set to gain £420 a year on average, while the poorest fifth gain £840 and the richest fifth lose an average of £1,500."

The government's tax and spending policies mean British millennials are the biggest beneficiaries...

"The foundation's analysis of these same policy changes across the age distribution shows that households headed by someone aged 18-45 will gain £590 on average, compared to an average loss of £770 for those aged 66 and over," the thinktank said.

"It it is a staggering turnaround from the approach of Conservative governments since 2010, who have generally focused support on pensioners."

If all this sounds like a mixed bag, then it's worth noting that the foundation says there has been "a staggering near-two lost decades of pay growth" which has cost the average worker £14,000.

And "across this Parliament (between 2019 and 2025), real household disposable income (RHDI) is set to fall by 0.9 per cent – the first parliament in modern history to see a fall in living standards".

‘A cut-and-paste budget’: UK businesses attack lack of help from chancellor

Hospitality trade says chancellor failed to help save sector with VAT cut, while travel industry laments air duty rise

The chancellor has been accused of producing a “cut and paste” budget that fails to provide the tax changes needed to protect pubs and restaurants.

UK Hospitality, the trade body for the sector, said Jeremy Hunt’s budget had done little to “bridge the sector through a difficult period”, and failed to reduce the escalating costs businesses now face.

Allen Simpson, deputy chief executive of the body, said: “I listened to the budget waiting for the support the industry needs, and it didn’t come; it was a cut-and-paste from last time.

“He’s pulling levers that he’s pulled before, and didn’t work, we believe that the levers he needs to pull are the levers which support costs for businesses.”

The chancellor announced that the freeze on alcohol duty would be extended until September, a change that is expected to save 3p on a pint of beer.

But UK Hospitality and businesses had been calling for a reduction in VAT to 12.5% for hospitality businesses, as well as a 3% cap on business rates when they rise by an expected 6.7% in April.

More than 6,000 hospitality venues closed due to cost pressures in the 12 months up to December 2023, according to the Hospitality Market Monitor.

Stosie Madi, co-owner of the Parkers Arms pub in Lancashire, said businesses were relying on a VAT cut, and the lack of action could lead to higher prices for consumers.

She said: “He’s not reduced VAT. That’s the biggest thing that could help hospitality, because hospitality is on its knees because all the costs are going up.”

Chris Jowsey, chief executive at Admiral Pubs , said: “The industry reckons it’s worth about £114m in a year. The problem is we pay £15bn in taxes. So it’s a welcome nose towards pubs, but it’s not really sufficient in that sense.”

Retailers were also disappointed at Hunt’s failure to reduce business rates, which will increase in line with the CPI inflation rate in April.

Helen Dickinson, the chief executive of the British Retail Consortium, which represents most major retailers, said: “ How can a whopping 6.7% tax rise in April be justified, when the chancellor himself is saying inflation is forecast to be nearer 2%?

“The cost of living crisis has taken a toll on businesses and households. Consumer confidence remains low and retail sales volumes in 2023 were the lowest in four years. Yet the chancellor has done little to promote growth and investment, instead hindering it with the business rates rise in April.”

There was also anger that the government did not revive tax-free shopping for overseas tourists, a relief it scrapped in 2021. More than 500 business leaders, backed by the British Chambers of Commerce and the Federation for Small Businesses, wrote to Jeremy Hunt asking him to reinstate the tax break.

However, Hunt’s revelation that the pharmaceutical company AstraZeneca would be investing £650m into two new facilities in Liverpool and Cambridge, thanks to government support for the life sciences sector, was warmly received.

This includes £450m of investment in a manufacturing site at its research facility in Speke, Liverpool, which will support research, development and manufacture of vaccines at the base. There will also be £200m to build a new facility at a life sciences technology cluster in Cambridge.

Richard Torbett, chief executive of the Association of the British Pharmaceutical Industry, said: “AstraZeneca’s investment shows that if we get the policy environment right, we can reinvigorate medicine manufacturing in this country, creating new jobs and prosperity across the country.”

Elsewhere, IATA director general Willie Walsh was highly critical of the chancellor’s decision to raise air passenger duty on some flights, accusing him of breaking a promise he made in September not to raise taxes on flying.

The changes mean air passenger duty increases by 10% on premium economy and business class flights from April 2025. The rise will add £66 in tax on a businesses class fare from London to New York, meaning the fare could cost up to £647 when the changes come in.

Walsh said: “It’s a shortsighted cash grab of a government that has run out of ideas, competence and basic integrity.”
