Some transit stops on Mormon Trek Blvd. temporarily closed for construction

IOWA CITY, Iowa — Lanes on Mormon Trek Blvd. in Iowa City are being reduced for construction on the Rohret South Trunk Sanitary Sewer Project .
The section of Mormon Trek Blvd. between Abbey Ln. and Rushmore Dr. will have traffic shifting lanes, causing some transit stops to be closed.
The inbound stop (8281) will be temporarily closed while construction is going on, but the southbound stop (7222) will stay open. Transit riders can get to an inbound stop at the intersection of Mormon Trek Blvd. and Plaen View Dr. (8279).
It is expected that construction will be finished and normal traffic will start again on Sept. 15.

Weather permitting, travel on the following street will be impacted beginning Monday, Sept. 4, 2023. Mormon Trek Boulevard - including sidewalks, bus stops, and bike lanes - will be closed to vehicular, pedestrian, and bicycle traffic between Cae Drive/Rohret Road and Plaen View Drive. A detour route will be posted using Benton Street, Teg Drive/Aber Avenue, Sunset Street and Highway 1. Access to the neighborhoods will be maintained via Cae Drive and Rohret Road. This traffic pattern change will facilitate work on the Rohret South Trunk Sanitary Sewer Project. It is anticipated that normal traffic will resume by Friday, Sept. 15. Iowa City City Council approves contentious Mormon Trek Boulevard, Dane Road rezoning

The Iowa City City Council approved a rezoning ordinance on Tuesday night, leaving a local Iowa City family feeling disappointed.
The council approved the rezoning of land into potential commercial developments located between Mormon Trek Boulevard and Dane Road, which the Dane family of Iowa City spoke in opposition to at previous council meetings.
The council voted 6-1 in favor of the rezoning, with Councilor Pauline Taylor in opposition.
According to a staff report , the applicant for the rezoning still has to decide on a specific type of development, but the kind of developments that typically occur in the proposed zone include businesses that typically feature outdoor displays, such as car dealerships.
During the meeting, the Dane family spoke of several concerns they had with the rezoning, all involving their family’s future plans to build a community park on land adjacent to the proposed rezoned land.
Their main concerns included increased light and noise pollution and obstruction of the area’s scenic views that they believe would be brought on by any new commercial developments adjacent to the land.
At the meeting, Taylor agreed with the concerns the Dane family brought up to the council and said the land’s current zoning is more appropriate and conducive to future park plans.
“Our Strategic Plan calls for us as a city to provide high-quality open space for members of our community. You can’t find much more high quality than this space, as has been mentioned,” Taylor said. “It would be a shame to taint this beautiful vista with intensive commercial growth.”
The other councilors said they spent a lot of time considering their decision but felt it was necessary to rezone the land to benefit the future of Iowa City by bringing in revenue and traffic to the area with new commercial developments.
Councilor Laura Bergus said while she understands where the Dane family is coming from, she wants the community to know that the park will still be able to happen in the future, and the city has regulations in place to ensure commercial developments are not nuisances to the neighborhoods that surround them.
“This is not an easy decision. There’s obviously a lot of incredible legacy and concern and care for the area,” Bergus said. “But I really think that having an adjacent property owner along one edge veto a use that otherwise appears to be fully compliant with our [Comprehensive] Plan and our zoning code just wouldn’t be the right call.”

EBRD confirms Moscow road financing as battle rages

The development bank said that it remains interested in financing a controversial Russian motorway project, despite violent attacks on protestors. The EBRD confirmed this week that it remained hopeful of financing future stages of the Moscow-St Petersburg motorway project, which has become the focus of the biggest Russian environmentalist protest in recent years.
The road will lay waste to an ancient oak forest and important animal habitats at Khimki, near to Moscow Sheremetyevo airport, critics say, and has aroused furious local protests.
Campaigners trying to obstruct illegal tree felling by contractors have in recent weeks been subject to waves of arrests and increasingly violent assaults by unidentified thugs.
The protesters’ cause has been taken up by European parliamentarians who say the beatings and arrests amount to serious human rights violations. Work on the road stopped in August last year after Russian president Dmitry Medvedev ordered an inquiry into the project. A commission came back with a recommendation to go ahead and work restarted in February.
The EBRD is not involved in financing the first stage of the project, but a bank spokesman told Emerging Markets that, while all projects have to meet EBRD standards, its interest in future stages of the project is “undiminished”.
The spokesman said: “The project is essential to link Russia’s two biggest cities and is very important for the Russian economy. The transport infrastructure is close to breakdown and the road development is desperately needed.”
But, he added, the EBRD “is opposed to the use of violence and expresses concern at the use of excessive force against demonstrators”.
The motorway project has been the focus of protests in Khimki since 2007. In 2009 leading campaigner Konstantin Fetisov, and two local journalists who backed the campaign, Mikhail Beketov and Oleg Kashin, all fell victim to near-fatal beatings.
The $1.8 billion first section of the motorway is being financed by Russia’s first public-private partnership, hailed at the time as a vital breakthrough in a country that desperately needs tens of billions of dollars’ worth of infrastructure financing.
But the private sector concession holder, North West Concession Company, has also run into controversy. CEE Bankwatch, a campaign group that monitors public sector banking in the region, last month published a report on NWCC’s ownership: 50% belongs to Vinci, the French construction group, and a further 50% via offshore entities controlled by Russian investors.
Bankwatch claimed in the report that “the ultimate beneficiaries and shareholders of about one third of NWCC have been deliberately hidden from the public”. The lack of transparency, combined with environmental damage, should put the project off limits for the EBRD and EIB, Bankwatch says.
Campaign organiser Yevgenia Chirikova told Emerging Markets that a protest camp had been set up in Khimki forest with the aim of stopping illegal tree-felling.
“Violent attacks on us have reached a climax this month”, she said. “These people are bandits. Four people have been taken to hospital today after being badly beaten, two of whom lost consciousness. The police are nowhere to be seen when these criminals attack us.”

Zelenograd and New Moscow are two large parts of Moscow city, that lie (often far) outside consolidated residential zone of the city, which lies within and just beyond the MKAD (Moscow Ring Road).
Zelenograd was added in Moscow in 1968 as one of the leading scientific centers. New Moscow was added to Moscow in 2012, forming Novomoskovky and Troitskiy Administrativniy Okrugs with plans of new vast expansion. New Moscow territory is yet to change according to its new city status. Even though suburbial kind construction intensifies in Novomoskovsky Administrativniy Okrug, Troitskiy Administrativniy Okrug still mostly has a rural feel.

Vnukovo and Ostafyevo airports are situated in New Moscow proper, though from Ostafyevo airport you still have to go through the "old" Moscow. It is possible to get from Sheremetyevo to Zelenograd without going to the old city - you have to change to 400 minibus on Leningrad highway or on local train on Planernaya. From Domodedovo airport you'll have to go through the old city anyway (the route through Domodedovo and Podolsk will take more time).
By train [ edit ]
Local trains connect Zelenograd with Leningrad Train Station, Tver, Klin and Konakovo. Local trains from Kiev Train Station pass through northern part of New Moscow between Novoperedelkino and Krekshino. To go to Zosimova Pustyn you may want to go all the way to Bekasovo, but trains there are infrequent. It is possible to get to New Moscow through Podolsk, but you'll have to change to bus there.
By bus [ edit ]
Most frequent bus to Zelenograd is bus 400 from Rechnoi Vokzal. It has special pricing. Buses are primary way of public transport to get to New Moscow, new buses are often added. Most buses start from Yugo-Zapadnaya and Tepliy Stan metroes, and Podolsk train station. Troitsk serves as a bus hub.
By car [ edit ]
Zelenograd is accessible by M10 highway. Major highways in New Moscow are M3, A101, Warsaw highway Podolsk - Kresty (joining with A101), first "Beton Ring" A107 and Borovsk highway Peredelkino - Vnukovo - to join with M3. M10 and A101 are often highly congested, M3 may be less prone to it, except Moscow vicinity, and crossing with A107, A107 is congested near M3 crossing, which is northwest of New Moscow; Warsaw highway is congested in Podolsk, and you'll have to pass congested M2 to get there from MKAD.

Iowa City announces road closures, parking and transit changes for RAGBRAI
I owa City announced Friday the road closures, parking and transit changes happening on July 28 and 29 due to RAGBRAI coming through the area.
Route through Coralville and Iowa City
Cyclists will enter western Iowa City via Melrose Avenue in the afternoon of July 28, but will ride north on Camp Cardinal Boulevard to make their way to Coralville for the evening. Cyclists are expected to leave ST Morrison Park in Coralville in the early morning of July 29, using Fifth Street, First Avenue, and Highway 6.
They will then ride to Kinnick Stadium using Hawkins Drive, Elliott Drive, and Newton Road, before crossing into Downtown Iowa City via West Iowa Avenue. Cyclists then move north on North Madison Street, east on West Jefferson Street just north of the Old Capitol, south on South Clinton Street, and then again east on Iowa Avenue until it intersects with Muscatine Avenue.
They will then ride Muscatine to American Legion Road and will take American Legion Road out of Iowa City. City officials ask residents to avoid driving on the route Saturday morning: 6 to 10 a.m. Major traffic delays are expected along the route and throughout town.

Roads closed
Southbound Preston Lane and northeast-bound Camp Cardinal Boulevard will be closed at 12:30 p.m. July 28 for RAGBRAI riders making their way to Coralville. These closures should reopen later in the day. Road closures in Downtown and along the route through Iowa City will begin at 3 a.m. Saturday and last until about 10 a.m. The following roads will be closed:
- Highway 6 at Newton Road will be closed to through traffic, north and southbound.
- Clinton Street from Jefferson Street to Washington Street.
- Dubuque Street from Iowa Avenue to Washington Street.
- Linn Street will be closed to Iowa Avenue.
- Iowa Avenue from Clinton Street to Gilbert Street.
- The intersection of Gilbert Street and Iowa Avenue will be controlled by Iowa City police to pause traffic for cyclists.
Road closures outside of Downtown are as follows:
- Evans Street, southbound, at Muscatine Avenue
- Washington Street, eastbound, from Summit Street (local traffic only).
- College Street, eastbound, from Summit Street (local traffic only).
- Burlington Street, eastbound, from Summit Street (local traffic only).
- Rundell Street, northbound, from Center Avenue (local traffic only).
- Dearborn Street, northbound, from Center Avenue (local traffic only).
- Village Green Boulevard, northbound, from Village Road (local traffic only).
Towing streets and parking impacts
The following streets and areas will be towed due to RAGBRAI:
- Starting at noon Friday, July 28: Iowa Avenue from Gilbert Street to Muscatine Avenue.
- Starting at 3 a.m. Saturday, July 29: Iowa Avenue from Clinton Street to Gilbert Street, the 10 block of South Clinton Street, 10 block of South Dubuque Street.
There will also be no parking in these areas, or anywhere along the route until cyclists have left the area.
Tower Place Parking Ramp will be closed at 6 a.m. July 29 until sometime after 10 a.m. Signs about the closure will be posted in the ramp. Those parking in the ramp will not be able to leave until after 10 a.m.
Transit impacts
The City's Transit interchange will be moved to the Court Street Transportation Center for the full-service day on July 29.
Three routes will detour during the morning hours until bicycle traffic has cleared:
2 - Court Street
- Detour outbound using Burlington Street to Summit Street to Court Street.
- Detour inbound using Court Street to Summit Street to Burlington Street.
9 - Towncrest
- Detour outbound using Burlington Street to Summit Street to Sheridan Avenue to Seventh Avenue to F Street to Fourth Avenue to Muscatine Avenue.
- Detour inbound using Muscatine Avenue to Court Street to Summit Street to Burlington Street.
10 - West Iowa City
- Will use the annual football season detour for outbound and inbound: Capitol to Benton to Mormon Trek.
The following bus stops will be closed Downtown all day: 7200, 7201, 7500, 7080, 7081, 7400, 7091, 7207, 7401, 7023, 7077, 0146, 7040.
The following bus stops along the Court Street and Towncrest routes will be closed during the morning: 7249, 7250, 7151, 7253, 7225, 0146, 7023, 0263, 0264, 0256, 0257, 0253, 0254, 8201, 8200, 8202, 2041, 8204, 8203, 8207, 8345, 8205, 8150, 8209, 8210, 8211, 7229, 8213, 8353, 8216.
Bus stops 8104, 8105, 8106, and 8208 will be serviced by the 8 - Oakcrest route only. Stops 8330, 8228, and 7228 will be serviced by the 12 - Highway 1 route only
