There’s a lot to navigate when researching and booking travel online.

My first travel adventure was to Venezuela. I booked the ticket with a travel agent over a pay phone. The agent searched a dozen flight itineraries over a few days, all so I could save $15.

Times have changed. Today, flight searches start online , often on your mobile device. Passengers book either directly with the airline or hotel or with online travel agencies. Rarely do we get on the phone. In fact, American Airlines and United Airlines charge $25 to make a domestic flight booking by phone. And pay phones hardly exist anymore.

So, what is the best way to book online? Here is our complete guide to online travel agencies, search tools, and the variety of booking options available on both mobile devices and desktops.

What is an OTA?

An online travel agency, or OTA, is a website or mobile app that allows users to search for and book travel services such as flights, hotels, car rentals, cruises, and activities. The booking is made directly with the online travel agency but confirmed by the service provider, such as an airline or a hotel. As a customer, your relationship is with the OTA.

What are the main OTAs?

Many online travel agencies nowadays are owned by two main companies: Expedia and Priceline. The Expedia Group is the largest online travel agency in the United States with 70 percent market share, according to travel data firm Phocuswright. Expedia Group operates Expedia.com , Orbitz, Hotels.com , Trivago, CheapTickets , Hotwire , Vrbo , and Travelocity .

Priceline is a major competitor to Expedia, with global revenues larger than the Expedia Group. The company owns Priceline.com, Booking.com, Cheapflights, Momondo, and Kayak—the latter two being metasearch engines (more on that below).

There are also independent newcomers such as Hopper (a mobile-only booking tool) and Kiwi.com (which allows you to book flights on air carriers that don’t normally have a commercial relationship).

Are OTA fares lower than booking directly?

Generally, no. The fares that are displayed by an OTA will be similar if not slightly more expensive when compared to an airline’s website. They’re usually only a few dollars higher or lower. The OTAs charge a booking fee to the airlines, and often that fee is passed directly to consumers. For example, Lufthansa tacks on an additional $18 to any booking made through an OTA for Lufthansa flights. The same flights are exactly $18 cheaper on the airline’s website.

Where you can score a good travel deal through an OTA is when booking a last-minute hotel and flight package. Many OTAs have cut agreements with airlines allowing last-minute travelers to access lower rates than are typically available when passengers book a flight alone.

Are all airlines available to be booked through OTAs?

No. Many OTAs do not display flights from some of the low-fare leaders. For example, Southwest and Allegiant flights are not available through OTAs; the same goes for Ryanair in Europe. And, earlier this year United Airlines threatened to pull out of Expedia altogether, only recently signing a multi-year agreement to stay in. The airlines would rather not lose any margin to online travel agencies in an already low-margin industry and would rather maintain a direct relationship with the customer.

Are smaller OTAs safe to use?

Expedia and Priceline are the two largest players in the online booking space, but there are dozens of independent OTAs, such as CheapOAir, OneTravel, JustFly, and SmartFares. Confusingly, you might actually stumble on ads for these OTAs while using Expedia or Priceline sites. That’s because the larger OTAs earn revenue through advertising, sending passengers to smaller OTAs and charging those OTAs for the favor.

Buyer beware: some of these lesser-known OTAs are masters at hidden fees. For example, a flight search on JetBlue allows for free seat selection in many instances. If you perform the same search on FlightNetwork, an independent OTA, and select a seat, you will be charged an additional $25—despite the fact that JetBlue doesn’t charge a seat selection fee if you book directly.

What if you need to change your itinerary?

Itinerary changes are often a pain. If your plans change, it won’t matter whether you’ve booked directly with an airline or with an OTA—you’re going to pay fees for the privilege, if you can even change your ticket at all.

For example, CheapTickets.com, which is part of the Expedia Group, charges $25 to change or cancel a ticket if that change is requested after 24 hours of making the booking—it is free if you do so within 24 hours of booking. However, the fees go up from there. JustFly, an independent OTA, charges a $75 fee for changes to domestic flights in addition to airline change fees, plus the difference in fare, for tickets that can be changed. For an international trip, the fee rises to $200. That means to change an international flight with Delta (which charges a $100 change fee) booked through JustFly, you’ll be assessed $300 in fees, plus the difference in fare. At that rate, you may as well book a new flight. FlightNetwork indicates in its terms of service that changes may incur a change fee but doesn’t specify what those fees are. That hardly makes the few dollars you saved by booking with the OTA in the first place worth it.

What is an OTA price match policy?

To assure travelers that they are getting the lowest fare possible, many OTAs have a price match policy. The rules vary and so do the benefits.

For example, if you book with Orbitz and find a less expensive flight, car rental, or activity on any U.S.-based website within 24 hours of your booking, Orbitz will refund you the difference you paid. And it works: I have personally found a flight in the same class, on the same airline, for the same origin and destination cities, and requested Orbitz to refund the difference of around $35. Within a few weeks, I received a check in the mail. A similar program applies for CheapOAir, but there’s a catch—the price difference must be found on a major OTA such as Expedia or Travelocity.

Expedia has a particularly good price match policy, but you have to pay extra for it at the time of booking. Expedia offers the price match option as an add-on that costs between $5 and $30 when you book. With the price match applied, if the airfare on Expedia drops between 120 days of the flight and up to six hours before the flight, Expedia will automatically refund you the difference in fare. Unfortunately, fares generally do not drop substantially as the travel date approaches, so while this might give you peace of mind, it’s probably not worth the expense.

How do Google Flights and other travel metasearch engines work?

Frequent fliers are likely familiar with websites such as Google Flights, Kayak, Momondo, or Skyscanner. On these websites, passengers search on the site but are redirected to the service provider to complete the booking, such as an airline, rental car company, or hotel.

Metasearch started with a product called ITA Matrix, which is a tool for searching airfares online but not for actually booking online. ITA Matrix allows for multi-city searching, such as setting two different departure or arrival airports, and for offering a calendar view of fares for easier comparison. That company was acquired by Google in 2011, and savvy travelers swear by it to help find the least expensive fares online. Most consumers are more familiar with Google Flights, which has gained traction more recently not least because it has the benefit of being displayed first in search results on Google.

Metasearch engines receive distribution fees from the airlines for sending traffic to the supplier websites. There are no additional hidden fees for using a metasearch engine because you’re booking directly with the airline or hotel.

A major benefit of the metasearch engines is their price tracking tool, which lets users know whether the displayed fares are low, average, or high for the flight, allowing travelers to make a more informed decision on whether to book a flight or not . Google Flights and Kayak, for instance, both have price tracking tools.

Why not just book directly?

The airlines would definitely much rather you book directly with them. Over the past five years, they have gotten much better at marketing and selling their product directly to consumers online and through mobile sites and apps. But in the past, they weren’t so good at it. In fact, Delta, Northwest, United, American, and Continental got together to invest $145 million to launch Orbitz in 1999 to counter the threat from Expedia. Now Orbitz is owned by Expedia.

The airlines also try to encourage customers to book directly so that they can maintain a closer relationship with them. It allows carriers to connect bookings with loyalty programs and create special offers and discounts catered to individual passengers.

There is another benefit to booking directly. The U.S. Department of Transportation requires carriers to hold a reservation at the quoted fare for 24 hours without payment or allow a reservation to be cancelled within 24 hours without penalty, so long as the booking is made at least seven days before travel. The law applies, however, only to U.S. and foreign air carriers that have websites marketed to U.S. consumers. This means that, in theory, an online travel agency does not have to offer such a policy, although most OTAs do.

What are the options for booking on your mobile device?

Airlines and the major OTAs all have apps to help you book and manage your trip on your mobile device, but their functionality is lacking compared to these websites’ desktop editions. For example, Expedia’s app doesn’t allow you to view flights on a month-view calendar. Kayak has an app with more bells and whistles and a better user interface, including a month-view calendar with color-coded pricing. It also has a handy “augmented reality” function to help you see if your carry-on bag will fit in the overhead bin (a feature originally developed by KLM). Point your phone’s camera at the luggage, and it’ll give you the dimensions.

While apps are improving and gaining in popularity, you still might find it easier to locate the best deals on flights and hotels by using your desktop, where you can have multiple tabs open and have all the available search tools at your disposal. Apps are fine for booking directly with an airline once you know which flights you want to book.

If you’re determined to use your mobile device, you may want to look into Hopper. Hopper is a mobile-first flight booking tool that has a solid price prediction tool. You can research travel options and book directly on the app. Another benefit of Hopper: Of its team of 300 employees, nearly half are dedicated to customer support and are based in Canada versus some OTAs and airlines that outsource much of their customer service further afield.

Like many travelers, I enjoy a flight deal as much as the next person, but I also don’t like any added hassle. I typically start my travel searches using the ITA Matrix or Google Flights to get a general sense of the fares. It helps to know what is a good deal and what is expensive for a particular route. I do my research, typically on a desktop computer. When I’m ready to book, I’ll book directly with the airline. I’ve found that customer service is better when booking directly with the service provider. But I’ve also saved money by using OTAs and have booked with them, too. Based on Cloudbeds’ data gathered from thousands of customer properties between 2021 (the benchmark used in our last report) and 2023, we’ve seen a remarkable pace of recovery for OTAs. While top OTAs like Booking.com, Expedia, and Airbnb have held onto their spots as the highest-revenue generating OTAs, we saw China’s Trip.com rise two spots, indicating the return of Asian travelers to the market. Here are the highest revenue-generating OTAs of 2023.

1. booking.com.

Booking.com is one of the largest and most popular travel websites in the world, with over 1.5 million nights booked every day. Its website and mobile apps are accessible in 43 languages and feature over 50 million verified guest reviews of properties in 200+ countries. Its parent company, Booking Holdings, includes OTA brands and metasearch engines such as Priceline.com, KAYAK, Agoda, Rentalcars.com, OpenTable and more.

Pros of booking through online travel agencies

There are certainly advantages booking through online travel agencies, though you’ll find different experiences whether you’re using public OTAs — such as Kayak — or private ones like those offered by your card issuer, such as the Chase's travel portal .

✅ It may be cheaper

When searching for flights online, you may see different prices for the same routes that vary across websites. Although it may be a result of fare type — for example, some search results may not clarify that a fare is basic economy rather than main cabin or economy — other times, the difference comes down to competition for your business.

Online travel services will often offer slightly lower prices on flights in an effort to entice you as a customer. This is true for both hotels and airlines.

✅ It can earn you more rewards

Have you ever heard of shopping portals ? By logging into a shopping portal, you can earn rewards for purchases made with many online merchants. Some hotel chains, such as Hilton , Marriott and IHG , can be accessed through shopping portals while still booking directly on the hotel website. In this way, you can earn rewards with the hotel directly as well as with the shopping portal.

The same isn’t true for shopping portals and most airline sites. Some card issuers will go so far as to give your points more value when redeeming through their online travel agencies.

This is true with the Chase Sapphire Preferred® Card . When redeeming points on Chase's travel portal, you’ll get 1.25 cents in value per point rather than 1 cent elsewhere.

Cons of booking through online travel agencies

There are several downsides when it comes to using online travel services for booking travel. It mainly comes down to the fact that travel providers prefer that you book directly with them — and offer more perks to woo your business.

❌ It can be harder to change a booking

Ever needed to change a flight after it's booked? No matter the reason, attempting to alter or otherwise cancel a flight can be a hassle — especially if you’ve booked through a third party.

Generally speaking, rather than offering you direct assistance, both hotels and airlines will recommend you contact the online travel agency you’ve booked with in order to make any changes.

While you may be able to make changes or get refunds with the travel agency, airlines and hotels can — and will — offer much more flexibility when you’ve booked with them directly. You may also be subject to additional fees charged by the online travel agency, which can erase any savings you’ve received.

❌ You may not receive elite benefits

This is the real kicker for anyone wanting elite status. Although airlines will almost always recognize your elite status and allow you to earn miles even for bookings made through an online travel agency, hotels and rental car companies will not.

This is especially important for hotel chains. Earning elite status with hotels generally relies on elite night credits. Although these can be earned in a variety of ways — including having complimentary status by holding certain credit cards — the main method of acquiring elite night credits is by spending nights in hotels. Rooms booked through an online travel agency do not count toward elite status as elite night credits.

Additionally, you will not receive any of the benefits of your existing elite status if your booking is through a third party. This can mean the loss of perks such as room upgrades, complimentary breakfast and even free Wi-Fi.

❌ It may be more expensive

Did you know that many hotel chains have best price guarantees? Hyatt, Hilton, Marriott and IHG all have a guarantee that’ll give you either points or a discount if you find a better rate elsewhere.

These guarantees are generous; Hilton, for example, will match the rate and then discount it by a further 25%.

Although you’ll need to file claims for these guarantees and they face limitations — such as a 24-hour window from when you made the booking — you can save a lot of money on your stay if your request is approved.

We're fans of the original, though, thanks to its clean and straightforward to use interface. Hit the packages section of the site, and you can add up to five connecting flights, choose to add accommodation for all of or only part of your trip, and tag on car rentals too. 

It's all suitably well laid out, and it only takes a few seconds to start putting together your itinerary. However, we do wish there were a few more options for filtering out accessibility issues. Still, for most people, Expedia.com has everything they'll need, and there's even the option of a cruise too if you fancy it. It's as aspirational to look at as it is useful to, well, use and there are extra discounts for booking multiple parts of your vacation with the site. A Things To Do section rounds off the site's bid to help you plan your entire trip in one place.

2. Booking.com: Best for ease of use

Booking.com is a giant in the world of holiday bookings and not only offers over half a million properties in more than 207 countries but also offers flights and car rental services too. As such you can do it all from this one spot which makes it a very easy-to-use option. That said, there is a lot going on, and the user interface can be a little overwhelming at times. 

But with a superb rewards program, it is a great option that encourages you to keep coming back, making it easier to use as you become accustomed. You can even sort your taxi hire from this site meaning there is very little to think about when you get traveling as it's all been planned ahead of time. You also don't have to pay a booking fee on lots of hotels, allowing you to remain flexible – ideal if you're traveling about a lot on your journey.

3. CheapTickets.com: Best for finding things to do

CheapTickets is another site acquired by Expedia, but it does things a little differently. You can easily add on flight, hotel, and car or any combination of the three for package deals, although multiple flights are under a different option. So far, so Expedia (if less intuitive), but you can also clearly purchase event tickets from the site, which is far more useful if you want a one-stop-shop place to buy your trip. It's something other sites provide, but CheapTickets is that bit keener to entice you into the process, even if the site itself is a little cheesier looking than others. 

There's also the site's Vacation Value Finder, which lets you tweak how much you're willing to spend and what you're looking for from a vacation before making some fun suggestions. It's perfect for finding a last-minute deal if you don't have your heart set on one place. Students will also appreciate a section dedicated to them with extra discounts once you verify you're a student. All in all, it's a great varied site for numerous different needs. 

4. Priceline.com: Best for user reviews 

Priceline.com.

Priceline is a big deal in the online travel site world for a good reason. It's effortless to use with options available for flights, cars, hotels, or any combination of the three. It's mildly annoying that Priceline's super cheap Pricebreaker deals don't extend to bundles, so you won't get an incredible bargain like you would if you booked separately. However, combining the set is still a worthwhile deal with discounts offered for the more you bundle together. 

One thing we really appreciated is that every hotel we looked at had dozens of reviews, and they're all from verified customers. It takes seconds to gain a reasonably accurate picture of what to expect from wherever you're considering booking. That's the perfect peace of mind when you're booking online, and you can't be sure of what you're getting without user reviews backing hotel statements up. Clearly laid out, you can focus on enjoying rather than worrying. Finally, Priceline is keen to make its VIP scheme easily accessible with straightforward discounts offered to you over time -- something that not all sites so clearly highlight. 

5. Kayak.com: Best for aggregated results 

If you're short on time, Kayak is pretty useful. That's because you simply enter where you want to go, and it aggregates results from multiple different sources. While it means you never book directly with Kayak, it does mean you get results quickly and without having to search around yourself, even if you will feel a bit overwhelmed with adverts while you search. 

The site itself looks a little basic, but under the hood is a surprising number of different filters (although no accessibility ones to speak of) and all the critical information you could require, although obviously you'll be sent to another site for the full details. The site also has a deals section, which has some great bargains for things you can do once you reach your destination, along with cheap car rental deals. It might not be pretty, but if you simply don't want to do the groundwork yourself, Kayak has you covered. It can be a real time-saver, and we reckon it's particularly useful if you're mostly researching possible trips in the future and want rough price estimates. Just watch out for the fact you can’t bundle in car rental deals. 

6. Hotwire.com: Best for renting properties 

Hotwire keeps things straightforward. All you need to do is enter what you're looking for, and a somewhat dated interface tells you what's available. It's not as pretty as some sites, but we really liked the extensive property type filters available. Want to stay on a houseboat or in a chalet at your destination? Hit the relevant filter, and you can find out if that's an option in the locale. That might not matter if your heart is set on a hotel, but it's a nice bonus even amongst the awkward site layout. 

Elsewhere, it's mostly business as usual, but that's no bad thing. Well laid out discounts are available to compare reasonably quickly, and most locations have plenty of reviews. If you feel like tracking down specific deals, you can do that too, with the site keen to offer up discounts to central locations if you're not quite sure where you'd like to visit next. It feels like the site needs updating when you compare it to its rivals, but it works well and speedily enough.

7. Agoda: Best for private home rental in Asia 

Agoda is a great option if you want to look for accommodation that isn't a hotel as this specializes in offering apartments and private rentals. In fact, there are dedicated market managers that work on finding properties, especially in Asia. As such you can find unique destination rentals at decent rates and should you change your mind there is a helpful 24-hour free cancellation policy in place. 

Everything is very easy to use and if you want to make more than one booking you can make great savings. Customer support is also a plus, as there is a 24-hour multilingual customer support service available when booking. How we tested the best online travel sites

We looked at how easy each site is to use during our testing, such as how quickly the site loaded and how easy it was to find what we were looking for. We considered whether the site felt cluttered with adverts or seemed like a dated interface. We also looked at how easy it was to find Contact Us pages, price guarantee information, and any kind of special deals section. 

We also considered how easily bundle deals could be arranged and how extensive they were and any potential discounts tied to them. We checked filter options to see how flexible and easy it was to look up different needs along the way.

We looked at trips between Los Angeles and Miami, Paris to Lisbon, and New York City to Los Angeles during testing. We also looked at lesser-known routes to see if they were also catered for appropriately.

My son and I had a great hiking adventure on the Sedona tour! The scenery was stunning, the hikes were fun! The tour was great, especially our guide Pasquale, who brought more flavour to all places we visited and did his best to show and teach us everything, meet everyone’s expectations and create a great atmosphere. Our driver Jacob also was very kind and supportive. Hotels had a good standard and necessary itinerary adaptions were on spot. In my point of view, the only shortfall was tour start and end (meeting/drop-off) points; which would work quite better starting and ending in a hotel, also offering pre and post tour accommodation for the ones arriving early or leaving late. Meeting points in public spaces when you have luggage is not comfortable and might cause problems to travellers. All the rest was great!

It was my first group trip and also my first camping trip. I have to say it was one of the best trips I've been on. It was an adventure! We were lucky enough to see the Northern Lights at Remote Camp. Tory and Dave took care of everything and made sure everyone had a great time. No matter what problem you had, they always helped each other! Dave cooked delicious food, we had marshmallows by the fire in the evening and it felt like family. From a speedboat to the Statue of Liberty to fireworks on 4th July in Washington to hiking to Yosemite Falls, this trip showcased the very best the USA has to offer. I went on the 21 day Full Cyote trip from New York to San Francisco with my brother. With such a packed itinerary of included activities, it offered great value for money. The guides in every region we visited were excellent. A particular shout out to Ryan, who added in extra stops and experiences based on the group's interests. Other highlights included the Grand Canyon, Washington's museums, whale watching in Boston, cycling across the Golden Gate Bridge and sunset in Griffeths Park. I met a great group of people on the trip, and I wouldn't hesitate to book with the Cyote Trip again.
Great tour. We were a group of 7 and had lots of fun. Tour guides were really nice and friendly and itnwas a great combination of nature and the big cities.

A hectic and fast paced trip, starting with early mornings. Loved Niagara Falls and being able to go to the Canadian side for one night (remember to apply for a Canadian Esta and bring your passport). Pennsylvania and Amish country side was a treat. Wish we had more time there. Love hearing about American history. Then Washington DC- amazing city. We disembarked after touring DC monuments and aeronautical museum and spent two more days in DC. Wharf, eateries, sights and monuments within reach.
Bamba Travel was the only tour operator which responded and agreed to help me plan my tour in Hawaii. Although I would have liked a more thoroughly organised tour like pick up from the cruise terminal and transport to the Kualoa ranch organised, I had to take the public bus by myself. It was a bit daunting but Bamba gave me some instructions. At Hawaii it quite easy and safe to take public transport during the day. Bamba was helpful at every step. A bit slow with regards to correspondence bec of time differences as they are in the USA but they would respond daily. Thank you Bamba for helping me organise a tailored plan to meet most of my needs. I had a great time in Hawaii.

Expedite Requests

ALERT:  If you are a healthcare worker or a childcare worker

If you are a healthcare worker or a childcare worker

  • Who has a pending Form I-765, Application for Employment Authorization, initial application, which has been pending for over 90 days; OR
  • Who has a pending Form I-765, Application for Employment Authorization, renewal  application and whose Employment Authorization Document (EAD) expires within 30 days or less, or has already expired:

Call the USCIS Contact Center at 800-375-5283 (TTY 800-767-1833) to request expedited processing based on your position as a healthcare worker or a childcare worker with an EAD application that meets the above criteria.

To determine whether you are a qualifying healthcare worker, see this  DHS advisory memorandum (“Healthcare/Public Health” section, pages 7-9) (PDF) .

To determine whether you are a qualifying childcare worker, see the  Standard Occupational Classification (SOC)  code 39-9011, which includes workers who “attend to children at schools, businesses, private households, and childcare institutions” and “perform a variety of tasks, such as dressing, feeding, bathing, and overseeing play.” (Note that this definition does not include preschool teachers or teaching assistants.)

Be prepared to provide evidence of your profession or current or immediate prospective employment as a healthcare worker or a childcare worker and current valid immigration status. If the evidence you provide is not sufficient, we may not accommodate your request for expedited processing of your Form I-765.

You may request that USCIS expedite the adjudication of an application, petition, request, appeal, or motion that is under USCIS jurisdiction.

We consider all expedite requests on a case-by-case basis and generally require documentation to support such requests. The decision to expedite is within the sole discretion of USCIS. Expediting your case generally means that we would adjudicate your benefit ahead of others, including those who may have filed earlier, so we carefully weigh the urgency and merit of each expedite request.

Relevant criteria or circumstances that may be considered in determining whether to grant an expedite request include, but are not limited to, the below:

  • Severe financial loss to a company or person, provided that the need for urgent action is not the result of the petitioner’s or applicant’s failure to timely file the benefit request or to timely respond to any requests for evidence;
  • Emergencies or urgent humanitarian situations;
  • Nonprofit organization (as designated by the Internal Revenue Service (IRS)) whose request is in furtherance of the cultural or social interests of the United States;
  • Government interests, including cases identified by the government as urgent because they involve the public interest, public safety, national interest, or national security interests; and
  • Clear USCIS error.

Not every circumstance that fits under the criteria or examples above will result in expedited processing. See more information below on expedite criteria and circumstances. For USCIS’  expedite policy guidance , see Volume 1 of the USCIS Policy Manual.

Note:   The processes and requirements for requesting expedited adjudication are different for some application types and circumstances. Refer to the chart in the Specific Procedures section of this page for more information about expedite requests related to:

  • Appeals or motions
  • Refugee status
  • Petition for refugee/asylee relative
  • Humanitarian parole
  • T nonimmigrant status
  • U nonimmigrant status
  • Other benefit requests pending with offices outside the United States

A company can demonstrate that it would suffer a severe financial loss if it is at risk of failing, losing a critical contract, or required to lay off other employees.

Job loss may be sufficient to establish severe financial loss for a person, depending on the individual circumstances. The need to obtain employment authorization, standing alone, without evidence of other compelling factors, does not warrant expedited treatment.

Examples may include:

  • A medical office that may suffer severe financial loss if a gap in a doctor’s employment authorization would require the medical practice to lay off its medical assistants.
  • A person who would lose critical public benefits or services.

In the context of an expedite request, an emergency or urgent humanitarian situation is a pressing or critical circumstance related to human welfare. Human welfare means issues related to the well-being of a person or group. Examples include, but are not limited to, illness, disability, death of a family member or close friend, or extreme living conditions, such as those caused by natural catastrophes or armed conflict.

NOTE:  Certain benefit requests, such as asylum applications, refugee applications, and requests for humanitarian parole, by their nature involve urgent humanitarian situations. Therefore, filing a humanitarian-based benefit, standing alone, without evidence of other time-sensitive or compelling factors, generally may not warrant expedited treatment under this criterion.

Examples of emergencies or urgent humanitarian situations may include:

  • A vulnerable person whose safety may be otherwise compromised.
  • Healthcare workers who are needed during a pandemic.

Travel-Related Requests

USCIS considers expedited processing of an Application for Travel Document ( Form I-131 ) when there is a pressing or critical need for an applicant to travel outside the United States.

Expedited processing of a travel document may be warranted when there is an unexpected need to travel outside the United States for an unplanned event, such as for a funeral. Expedited processing of a travel document may also be warranted when there is a pressing or critical need to travel outside the United States for a planned event, but processing times prevent USCIS from issuing the travel document by the planned date of departure. When there is a request to expedite processing of a travel document for a planned event, we will consider whether the applicant timely filed  Form I-131 or timely responded to a request for evidence.

NOTE:  A benefit requestor’s desire to travel solely for vacation generally does not meet the definition of a pressing or critical need to travel.

We generally require documentation to support an expedite request. Examples of evidence that may support travel-related expedite requests are outlined in the following table.

Examples of a pressing or critical need to travel outside the United States may include:

  • A requestor who has a pressing or critical need to travel outside the United States to obtain medical treatment in a limited amount of time.
  • A requestor who has a pressing or critical need to travel outside the United States due to the death or grave illness of a family member or close friend.
  • A requestor who applied for a travel document 5 months ago when they learned of the event, but their case remains pending, and they must travel for a pressing or critical professional, academic, or personal commitment, which is now in 45 days.

A nonprofit organization seeking to expedite a beneficiary’s benefit request must demonstrate an urgent need to expedite the case based on the beneficiary’s specific role within the nonprofit in furthering cultural or social interests (as opposed to the organization’s role in furthering social or cultural interests).

  • A professional who is urgently needed for research related to a specific U.S. social interest.
  • A university professor urgently needed to participate in a specific and imminent cultural program.
  • A religious organization that urgently needs a beneficiary’s specific services and skill set to continue a vital social outreach program.

This includes cases identified as urgent by a federal, state, tribal, territorial, or local government of the United States because they involve public interest, public safety, national interest, or national security interests. The request must be made by a person who has authority to represent the agency or department, such as an official, manager, supervisor, or tribal leader, on the matter for which expedited treatment is being requested. The request must demonstrate that the interests are pressing and substantive.

Where a federal agency or department is able to state a federal government interest in accordance with these criteria, we generally defer to that federal agency or department’s assessment.

If the request relates to employment authorization, the request must demonstrate that the need for the applicant to be authorized to work is critical to the mission of the requesting agency or department, and goes beyond a general need to retain a particular worker or person.

  • A noncitizen victim or witness who is cooperating with a federal, state, or local agency and needs employment authorization because the respective agency is seeking back pay or reinstatement in court proceedings.
  • A noncitizen scientist whose contributions are needed by a government lab or grantee.

USCIS may consider an expedite request based on clear USCIS error when a requestor establishes an urgent need to correct the error.

An example may include:

  • An applicant who receives an Employment Authorization Document with incorrect information that prevents them from being able to work may request a replacement document on an expedited basis if we caused the error.

You generally may request we expedite your case after you receive a receipt notice. (The process to request an expedite is different in some circumstances. See the Specific Procedures section below.)

Before submitting an expedite request, you should:

  • Check current  case processing times to determine whether you need an expedite.
  • Check your  case status online . If there is an action on your case pending with you, such as submitting biometrics or evidence, you should complete these actions before submitting an expedite request.
  • Check whether  premium processing service is available. We will not consider expedite requests for petitions and applications where premium processing service is available, unless the petitioner is designated as a nonprofit organization by the IRS and filing for a beneficiary whose services are needed to further the cultural or social interests of the United States.

Please make only one expedite request to reduce duplicate efforts and help us use our resources for quicker processing. Multiple requests may delay USCIS’s ability to expedite processing.

Expedite Requests for Travel Documents

If you are requesting expedited processing of a  travel document , you generally need to apply for and obtain the document before you leave the United States. You should make your expedite request on your pending application at least 45 days before you plan to leave the United States. (If you must travel within the next 15 days, see the  Emergency Travel page.)

For most cases, you may request an expedite by contacting the  USCIS Contact Center or by asking Emma.  (You can access Emma by clicking on the Ask Emma icon on the top right of this page). You need to explain why you need expedited processing. You also generally need to provide your receipt number to the USCIS Contact Center so they can send your request to the office that has your application or petition. If you have a USCIS  online account and have access to secure messaging, you may select “expedite” as the reason for your inquiry and submit your request there.

You generally need to justify your expedite request with evidence. When communicating with the Contact Center, you will be asked about supporting documentation. You should be prepared to supply this to the office processing your case.

If you have a USCIS  online account , you should upload evidence through your online account to support your expedite request in addition to calling the USCIS Contact Center. If you send a secure message, we will ask you to confirm that you have uploaded evidence in your account. If we receive an expedite request without evidence to support it, we will send you instructions on how to submit the evidence.

Note: The processes and requirements to request expedited adjudication are different in some circumstances. Refer to the chart under Specific Procedures below for expedite requests related to:

  • Appeals/Motions

Some programs and circumstances have their own processes and requirements for requesting expedited adjudication and may have different expedite criteria. You should follow the specific procedures referenced below for requesting an expedite in the following circumstances:

We receive a large number of expedite requests. We generally send a response to expedite requests that are submitted through the Contact Center. However, to increase efficiency in processing expedite requests, we generally do not provide justification for expedite decisions.

A decision on an expedite request is not an approval or a denial of your underlying benefit request. The expedite decision simply determines whether we will take your benefit request out of order and try to issue a decision (approval or denial) faster than the normal processing time. We cannot make a decision on your benefit request until all processing requirements have been completed.

Some circumstances may prolong or inhibit our ability to expedite certain benefit requests. Examples include, but are not limited to, when:

  • The benefit requestor must perform a certain action or submit additional documentation or evidence related to their benefit request, such as attend a biometric services appointment, be interviewed, or complete any required   immigration medical examination ;
  • There is a required background check that remains pending with a third-party agency;
  • An application or petition requires an on-site inspection; or
  • An application or petition depends on the adjudication of a principal’s application or petition.

WASHINGTON (AP) — House Republicans threatened to hold Attorney General Merrick Garland in contempt of Congress if he did not turn over unredacted materials related to the special counsel probe into President Joe Biden’s handling of classified documents.

In a letter Monday — obtained by The Associated Press — Reps. James Comer and Jim Jordan demanded that Garland comply with the subpoena the two Republican chairmen sent last month as part of their emerging investigation into Special Counsel Robert Hur’s decision not to charge the president.

Comer, chair of the Oversight Committee, and Jordan, chair of the Judiciary Committee, ordered the Justice Department to turn over the unredacted audio and transcripts of Hur’s hourslong interviews with Biden and his ghostwriter by April 8.

“If you fail to do so, the Committees will consider taking further action, such as the invocation of contempt of Congress proceedings,” the two lawmakers wrote.

The Justice Department reacted to the letter late Monday, saying the department “has been extraordinarily transparent with Congress” throughout the process.

“The Attorney General released Mr. Hur’s report to Congress and made no redactions or changes, the Department provided documents to Congress including a copy of the President’s interview transcript, and Mr. Hur testified before Congress for more than five hours about his investigation,” Emma Dulaney, a department spokesperson, said in a statement to AP. “Given the Department’s ongoing and extensive cooperation, we hope they will reconsider this unnecessary escalation.”

The threat is just the latest tension point between Republicans and the GOP-appointed federal prosecutor who appeared before lawmakers two weeks ago for a more than four-hour interrogation surrounding his 345-page report that questioned Biden’s age and mental competence but ultimately recommended no criminal charges for the 81-year-old president. Hur said that he found insufficient evidence to make a case that would stand up in court.

“What I wrote is what I believe the evidence shows, and what I expect jurors would perceive and believe,” Hur said. “I did not sanitize my explanation. Nor did I disparage the president unfairly.”

Despite his defense, Hur faced an onslaught of criticism from both sides of the aisle for the commentary in his report and the decision to withhold pressing charges against Biden.

Hours before his testimony, the Justice Department released a redacted transcript that provided a more nuanced picture of the roughly yearlong investigation, filling in some of the gaps left by Hur’s and Biden’s accounting of the exchanges.

Republicans, including Comer and Jordan, have insisted for the past year that unlike Biden, former President Donald Trump has been treated unfairly in his own Justice Department case for mishandling classified documents. During the hearing, GOP members reiterated that while Biden was let off the hook, Trump has been singled out and vilified, questioning if the facts of the two cases were all that different.

Rep. Tom McClintock, R-Calif., called it a “glaring double standard.”

“Donald Trump’s being prosecuted for exactly the same act that you documented Joe Biden committed,” he told Hur.

However, there are major differences between the two probes. Biden’s team returned the documents after they were discovered, and the president cooperated with the investigation by voluntarily sitting for an interview and consenting to searches of his homes. Trump, by contrast, is accused of enlisting the help of aides and lawyers to conceal the documents from the government and seeking to have potentially incriminating evidence destroyed.

Omri Morgenshtern says India has a problem when it comes to partners overbooking hotels.

Omri Morgenshtern, CEO of Agoda , is confident the online travel agency can rapidly expand across India but says it needs to work even harder on “localization” efforts to do so. For Morgenshtern, localization means everything from more varied payment options, language options, and better ground support for customers facing problems.

He said at Skift India Summit 2024 : “Heavily localization is a focus. We look to bridge the gap for everyone on the ground. Say, we can sell a hotel in Japan to an Indian customer as if they were in Tokyo. Our point of view, if you want to cater to the outbound Indian traveler, you’ve got to localize. They want to pay with the options they are used to; they want customer support they are used to.”

“India needs a lot of localization.”

A particular gripe of Morgenshtern’s at the moment is on support for Indian customers. He said on stage that customers booking hotels in India through Agoda are finding their room wasn’t actually booked three or four times more often than any other market Agoda serves.

The CEO revealed: “The worst thing for any traveler is when they go to a hotel and their room isn’t there. Our numbers for those situations are very, very low, but in India, it tends to be three or four times higher. Certain partners, it can be 10 times higher. Part of that is due to overbooking. There’s a lot of that behavior we need to support against.”

Morgenshtern became Agoda CEO in 2022 and was COO before. Morgenshtern was earlier the co-founder and CEO of Israel-based Qlika, a startup specializing in online marketing optimization, which Booking Holdings acquired in 2014.

This is to say, he is a tech-focused leader, so much so that he said Agoda is the industry leader in certain travel tech optimizations.

“The faster and stronger you are with tech, the more value you can bring to consumers,” he said. “We are obsessed with tech. Agoda has a lot to offer in the tech space.”

“Agoda is probably the best price intelligence agency on the planet [for travel]. Knowing price intelligence is a tech game. We are price obsessed.”

The European Union has delivered 500,000 artillery shells to Ukraine and will have provided one million by the end of the year, the vice president of the European Commission has said. 

Writing on his blog, Josep Borrell said the group will have trained 60,000 Ukrainian soldiers by the summer. 

The EU announced in March 2023 that it would provide Ukraine with a million shells within one year. 

But, in October, it seemed the bloc was unlikely to reach its target after failing to ramp up production. 

 "Additionally, the European defence industry is also providing to Ukraine 400,000 shells through commercial contracts," he added. 

However, he said the planned shell supplies were still far from enough for the war torn country. 

"It is far from being enough and we have to increase both our capacity of production and the financial resources devoted to support Ukraine," he added.

An expert has told Sky News the attack on a Moscow concert hall is consistent with Islamic State.

Sky News has analysed ISIS footage of the attack and an image released by the militant group, and spoken to experts about what the materials reveal.

Aaron Zelin, an expert on jihadist groups and senior fellow at the Washington Institute for Near East Policy, said "the attack itself, the type of people involved, the style of the attack and the media campaign" is all "Islamic State modus operandi".

ISIS has said it carried out the attack, and US officials have said their intelligence indicates that an Afghan affiliate, Islamic State Khorasan (ISIS-K), was responsible.

Despite IS claiming responsibility for the Moscow concert hall attack, Russia has continually placed the blame on Ukraine. 

Earlier, Vladimir Putin said the perpetrators were "radical Islamists", but claimed the shootings fit into a wider campaign of intimidation by Ukraine. 

Washington's former ambassador to Moscow Michael McFaul said the Russian president was playing "a little bit of a dangerous" game by assuming his people will continue to accept his "false information". 

"Putin is losing credibility in this instance with the way he is describing falsely who was at fault in this terrorist attack," he told The World with Yalda Hakim. 

He added that it's "extremely disappointing" to see Russia blaming Kyiv, particularly because there is "no factual evidence" to support it.

"Despite clear evidence that it was not Ukraine and most certainly not the United States of America, Putin is unwilling to accept that fact," Mr McFaul said.

The US ambassador to Ukraine has announced that Russia launched "hundreds of missiles and drones" over the past few days, including hypersonic missiles at Kyiv. 

The Russian military has recently introduced two new hypersonic missiles - which fly at greater than five times the speed of sound - into its inventory: the air-launched Kinzhal and the ship-launched Zircon missiles.

These missiles were first tested in 2017, cost around $10m each, and were described by President Putin as "indestructible".

However, the US-provided Patriot missile system appears to have had some success in destroying these hi-tech weapons.

The major challenge these hypersonic missiles present is the limited time available to track, target and intercept the weapons.

They travel at more than twice the speed of a bullet, which creates an immense technical challenge. Russia claims they are the only nation to have such weapons, but is that true?

Russia has been obliged to disclose its hypersonic weapon capability due to the demands of the Ukraine war.

Although these weapons have a very impressive capability, every time they are launched the West will be watching, tracking, analysing and evaluating the Russian capability. 

This will enable the West to better understand the missile's strengths, but more importantly also exploit its vulnerabilities.

The West takes great care not to showcase its secret programmes to maximise their effectiveness if ever required for major conflict. 

In the first Gulf War, the US Air Force deployed the F117 Nighthawk - a stealth fighter developed by the top secret US Skunk works and a US "Black" project.

The Nighthawk had been in service for a decade before it was used in a major conflict, and the attendant secrecy meant that no potential adversary had the chance to develop effective counters to its battle-winning capability.

The West has undoubtedly developed a very impressive range of secret capabilities that will remain covert until required, to preserve the element of surprise and operational effectiveness.

Although Mr Putin's appears to have fielded a unique and dangerous military capability, it is very likely that despite decades of military development, Russia's cutting edge technology is fast becoming obsolete. 

Four men accused by the Russians of carrying out a deadly attack on a concert hall appeared to show clear signs of having been brutally interrogated when they were paraded in court.

The suspects, from Tajikistan, were charged with terror offences after Friday's attack at Crocus City Hall in Krasnogorsk, near Moscow, left 139 people dead and more than 100 injured. 

Dalerdzhon Barotovich Mirzoyev, 32, Saidakrami Murodali Rachabalizoda, 30, Shamsidin Fariduni, 25, and Muhammadsobir Fayzov, 19, appeared at Basmanny district court in Moscow on Sunday.

Three of the men were marched into court, looking disoriented and showing black eyes, swollen faces and injuries which suggested signs of torture.

The man identified by the court as Rachabalizoda had a large bandage covering his right ear, which had been partially severed, according to Russian media reports.

Plastic wrapping, or possibly a ripped bag, was seen loosely wrapped around Mirzoyev's neck with his eyes black and bruised.

He leaned against the glass cage as the terrorism charge was read out.

Fariduni's left cheek was puffed out as he leaned against a glass cage inside the court - while scratches, bruising and grazes were clearly visible across his face.

A fourth man, identified as Fayzov, was taken into the courtroom in a wheelchair.

He appeared in gaping hospital robes and his bloodied face was covered in cuts - while the Reuters news agency reported images showed he was "apparently missing an eye".

Fayzov did not appear to be aware of his surroundings, sitting clothed in a white gown and struggling to keep his eyes open while being guarded behind the glass wall of the court's enclosure for defendants.

Court officials said Mirzoyev and Rachabalizoda admitted carrying out the attack after being charged.

The number of people killed in the Moscow concert attack has risen from 137 to 139, Russia's chief investigator has said. 

Alexander Bastrykin said the number had increased after two people injured in the attack died in hospital. 

He also said 75 victims had been formally identified, three of which were children. 

Mr Bastrykin said the suspects who had been arrested had admitted their guilt and had been cooperating with investigators.

Four men were charged with carrying out the terror attack on Sunday night. 

Russia's Federal Security Service said seven other suspects had been detained.

Three of them appeared in court earlier today, and were placed in pre-trial detention. 

Ukrainian emergency workers have been dealing with the aftermath of an attack in Kyiv today.  

Ukraine said it intercepted two ballistic missiles launched from Crimea. 

However, missile debris caused significant damage - especially in the capital's Pecherskyi district.

Ukraine has claimed to have hit a Russian ship near Crimea. 

In an update by the intelligence unit for the Ukrainian defence ministry, officials said the Yamal ship was struck on Saturday. 

"According to Ukrainian military intelligence, the nature of the damage to the Yamal submarine is critical: a hole in the upper deck caused it to roll to the starboard side," it added. 

"The occupiers are continuously pumping water out of the damaged ship, which took part in the annexation of Crimea."

Crimea was illegally annexed by Russia in 2014. 

Vladimir Putin has said the perpetrators of the Moscow concert hall attack are "radical Islamists".

However, the Russian president claims the shootings fit in a wider campaign of intimidation by Ukraine. 

"This atrocity may be just a link in a whole series of attempts by those who have been at war with our country since 2014 by the hands of the neo-Nazi Kyiv regime," he adds.

Claims Ukraine was somehow involved in the Moscow attack have been widely dismissed by analysts.

According to him, those who planned the attack "hoped to sow panic and discord" in society. 

More than 130 people were killed in the attack, and a further 154 were injured. 

Four men, charged with carrying out a terrorist attack, appeared in court last night and showed signs of being severely beaten.
