The U.S. APEC Business Travel Card Program is a voluntary program to  facilitate  travel for U.S. citizens engaged in verified business in the APEC region and U.S. government officials engaged in APEC business. Participants must also be members of a CBP trusted traveler program.  The U.S. APEC Business Travel Card will enable access to fast-track immigration lanes at airports in foreign APEC member economies. 

What is APEC and who are APEC members?

APEC, the Asia-Pacific Economic Cooperation, is an economic forum whose primary goal is to support sustainable economic growth and prosperity in the Asia-Pacific region.  The United States is one of 21 APEC member economies, which include:  Australia, Brunei Darussalam, Canada, Chile, China, Hong Kong China, Indonesia, Japan, Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Philippines, Russia, Singapore, Chinese Taipei, Thailand and Vietnam.

Eligibility for the U.S. APEC Business Travel Card

Am i eligible for the u.s. apec business travel card.

To be eligible for the U.S. APEC Business Travel Card Program, you must meet three criteria:

  • you must be a U.S. citizen;
  • you must be an existing member in good standing or be approved for membership in a CBP trusted traveler program (SENTRI, NEXUS, or Global Entry) during the U.S. APEC Business Travel Card application process, , meaning they will go through a thorough vetting process including a review of all relevant national security and criminal databases prior to enrollment;
  • you must be either a verified business person, or a U.S. government official, who is actively engaged in APEC business.

Who is a “verified business person” engaged in APEC business?

A “verified business person” engaged in APEC business  means a person engaged in the trade of goods, the provision of services or the conduct of investment activities in the APEC region.  Professional athletes, news correspondents, entertainers, musicians, artists or persons engaged in similar occupations are not considered to be verified business travelers engaged in business in the APEC region when they are traveling in such a capacity. 

A “U.S. government official” means a U.S. government official performing U.S. government activities that support the work of APEC.

What is the fee for the U.S. APEC Business Travel Card?

The application fee for the U.S. APEC Business Travel Card is $70.  The fee is non-refundable.  This fee is in addition to the fee for the selected CBP Trusted Traveler Program.

For example, a new applicant applying for the U.S. APEC Business Travel Card with their Global Entry application would pay an application fee of $170.  This breaks down to $70 for the APEC Business Travel Card application and $100 for the Global Entry application.

Trusted Traveler Membership

How do i apply for membership in sentri, nexus, or global entry.

Apply for a CBP trusted traveler program on the Trusted Traveler Program (TTP) website,  https://ttp.dhs.gov .  You also must schedule an enrollment center interview via your TTP dashboard during the application process.  For more information about Global Entry, NEXUS and SENTRI go to the  Trusted Traveler Programs  page.

Applying for and Renewing the U.S. APEC Business Travel Card

How do i apply for the u.s. apec business travel card program.

You must apply on the Trusted Traveler Program (TTP) website,  https://ttp.dhs.gov .  This is the same website that is used to apply for CBP’s trusted traveler programs.  Check the box in TTP for the U.S. APEC Business Travel Card. Then schedule a visit to any CBP trusted traveler enrollment center for an interview (if you are not already a CBP trusted traveler) and for electronic signature collection. 

However, if you are already a CBP trusted traveler, you can visit any CBP trusted traveler enrollment center for your interview/signature collection without an appointment.

Do I have to be a member of a CBP trusted traveler program to apply for the U.S. APEC Business Travel Card Program?

All applicants for a U.S. APEC Business Travel Card must be existing members in good standing of a CBP trusted traveler program or apply and be approved for membership in a CBP trusted traveler program during the U.S. APEC Business Travel Card application process.  An applicant for the U.S. APEC Business Travel Card may be a member of any of three CBP  Trusted Traveler Programs : Global Entry, NEXUS or SENTRI, meaning they will go through a thorough vetting process including a review of all relevant national security and criminal databases prior to enrollment.  An individual may apply either for a CBP trusted traveler program in advance or when applying for the U.S. APEC Business Travel Card. 

Is it more advantageous for me to apply for a CBP trusted traveler program in advance or when I submit the application for the U.S. APEC Business Travel Card?

Each method has its advantages and disadvantages. 

If you apply for the  U.S. APEC Business Travel Card program  and the  CBP Trusted Traveler Program  concurrently, then you have to visit the enrollment center only once for the CBP trusted traveler interview and for signature collection.  If you first apply for a CBP trusted traveler program, you will need two trips to an enrollment center, once for the interview and again for signature collection.

If you apply for the U.S. APEC Business Travel Card and the CBP Trusted Traveler Program concurrently, you will be required to pay the applicable fees for both programs when you submit the applications.  All application fees are non-refundable.  Since membership to a CBP trusted traveler program is a prerequisite for membership in the U.S. APEC Business Travel Card program, if you are denied CBP trusted traveler program membership, you would be also be denied a U.S. APEC Business Travel Card and no refunds are available.  This could be avoided if you applied first for a CBP trusted traveler program.

How long will my U.S. APEC Business Travel Card be valid?

Prior to December 13, 2016 ABTC cards were issued with a validity of 3 years or until the expiration date of the card holder’s passport whichever occurred first.  However, U.S. issued APEC Business Travel Cards approved on or after December 13, 2016 are now valid for five years from the date of issuance, or until the expiration date of the card holder’s passport, whichever comes first. This change in validity does not apply to current U.S. APEC Business Travel Card holders, whose cards remain valid only until the date printed on their card.

How do I renew my U.S. APEC Business Travel Card?

To renew the  U.S. APEC Business Travel Card , submit a new U.S. APEC Business Travel Card application, pay the program fee, and meet all the eligibility criteria, including maintaining active membership in one of the CBP Trusted Traveler Programs (Global Entry, NEXUS or SENTRI).

Do I have to renew my CBP trusted traveler program membership if it is set to lapse prior to the expiration of my U.S. APEC Business Travel Card?

Yes. CBP may revoke your U.S. APEC Business Travel Card if you fail to renew or maintain your CBP trusted traveler program membership. 

If I am already a member of a CBP trusted traveler program, do I still have to visit an enrollment center to complete my U.S. APEC Business Travel Card application?

Yes, once CBP determines you are eligible to participate in the APEC program you must provide an electronic signature that will be printed on the APEC Business Travel Card. You can complete the interview/signature collection process via Enrollment on Arrival  when returning to the U.S. from an international flight or at any CBP Trusted Traveler enrollment center, no appointment necessary.   

If I am a U.S. citizen living abroad, can I complete my interview in the country in which I reside?

No. Interviews and signature collection for the U.S. APEC Business Travel Card must be done at a CBP trusted traveler enrollment center and none are located outside of the United States and Canada. See a list of all CBP enrollment centers for Global Entry , NEXUS , and SENTRI . Alternatively, you can complete the signature collection process via Enrollment on Arrival when returning to the U.S. from an international flight.

How will I know when I am accepted into the U.S. APEC Business Travel Card Program and how will I receive my travel card?

If you are accepted into the U.S. APEC Business Travel Card Program, CBP will update your  TTP  account to reflect the acceptance and will mail the U.S. APEC Business Travel Card to the mailing address that you provided on your application.  CBP will mail the card to U.S. or international addresses, but not to post office boxes. 

Traveling with the U.S. APEC Business Travel Card

Can the u.s. apec business travel card be used in lieu of a visa in a foreign apec member economy.

No.  Foreign APEC member economies will not recognize the U.S. APEC Business Travel Card in lieu of a visa. The U.S. is a transitional member of APEC and does not reciprocate with other economies regarding full pre-clearance benefits to applicants.  As such, no countries are listed on the back of U.S. APEC Business Travel Cards and card holders are required to present any travel or identity documentation, such as a passport and visa (where applicable), required by the foreign APEC member economy.  If a  U.S. APEC Business Travel Card  holder does not conform to the foreign economy’s visa,  passport  or entry requirements, the card holder may be directed to a non-expedited lane or refused entry.   Check the entry requirements of the destination APEC member economy before travel. 

Can I use my U.S. APEC Business Travel Card for personal travel, such as vacation?

No. The APEC Business Travel Card is for members who travel frequently on short-term visits within the APEC region to fulfill business commitments. To use the U.S. APEC Business Travel Card, you must be traveling solely for business purposes to the foreign APEC economy.  

Is my spouse or child able to access the APEC lanes if they are traveling with me?

No. The U.S. APEC Business Travel Card is not transferable and applicable only to the card holder. Access to APEC lanes will not be extended to anyone traveling with the U.S. APEC Business Travel Card holder.

Revoking or Suspending Membership

In what situations will cbp revoke or suspend a u.s. apec business travel card program membership.

A U.S. APEC Business Travel Card membership may be suspended or revoked if CBP determines that:

the individual provided false information in the application and/or during the application process;

the individual failed to follow the program’s terms, conditions and requirements;

the individual has been arrested or convicted of a crime or otherwise no longer meets the program eligibility criteria.

CBP can also revoke membership if the card holder is no longer a member of a CBP trusted traveler program.  A U.S. APEC Business Travel Card applicant or card holder who is denied, suspended, or removed will not receive an application fee refund.

If my U.S. APEC Business Travel Card expires or I am no longer eligible for a U.S. APEC Business Travel Card, does this affect my membership in a CBP trusted traveler program?

No.  You would still be considered a full participant in the CBP trusted traveler program for the remaining period of your membership.

Application or Membership Problems

Who can i contact if my u.s. apec business travel card application or membership is suspended, denied, revoked or canceled.

In the event you are denied or revoked from the Trusted Traveler Programs, you will be provided information in writing detailing the reason for this action. If you believe the decision was based upon inaccurate or incomplete information, you may request reconsideration through the Trusted Traveler Programs website.

Reconsideration Requests and attachments to the Ombudsman should be in English and must include the following details:

  • Date of denial and denial reason(s) from the letter;
  • Summary of information to further clarify a record or explain an incident or arrest;
  • Court disposition documentation in PDF format for all arrests or convictions, even if expunged; and/or
  • Other supporting documentation you feel may influence the Ombudsman's decision. Supported formats: PDF, DOCX, DOC, PNG, JPEG, and GIF.

The APEC Business Travel Card

  • The APEC Business Travel Card was initiated by the Asia Pacific Economy Cooperation (APEC) to assist the business community who has trade relations within the APEC member countries.
  • This card will enable to minimize time and costs incurred by businessman in keeping up with the visa requirements to enter the countries concerned.
  • All member countries for pre-clearance will share information of applicants before the card can be issued.
  • This card will allow smooth entry and exit flow at entry points in the countries concerned.
  • This card will indirectly promote trade relations among member countries.
  • To qualify for the usage of the APEC Business Travel Card, applicants must be actively involved in business for which their frequent visits in the countries are accounted for.
  • Information given by applicants will be distributed to all member countries for pre-clearance status. Approval by member countries channel through Malaysian Government.

Eligible applicants for APEC Business Travel Card (ABTC)

  • Government Officers and Administrators with supporting letters from their respective Ministries or Departments.
  • Business persons who are actively involved in trade and investments with the APEC member countries and are recognized as member of:
  • Any Chambers of Commerce or Association of manufacturers at national level.
  • Any Association of trade and industry such as Wholesalers and Housing Developers Association at national level.
  • Any Professional bodies in the Engineering and Accounting sector at national level.
  • Government Agencies such as MITI, MIDA, SMIDEC, MATRADE and others of similar importance.
  • Applicants have not been convicted of any criminal offence.

  • Fast clearance at entry and exit points at all member countries airports.
  • Card holders are to carry their passports when traveling and are subjected to other procedures, law and regulations enforced by the countries concerned.
  • Card holders can enjoy the same travel privileges given to non-visa requirement passport holders to these participating APEC countries through a fast and easy pre-clearance system.

Required Documents for APEC Business Travel Card (ABTC)

i. Applicant working in Malaysia

  • APEC Business Travel Card Application Form
  • A copy of Malaysian Passport (more than 3 years validity) full pages.
  • Letter from employer in support of the application for APEC Business Travel Card basically it should mention applicant’s name, passport no, position why the need for the card, how often applicant is required to travel to the countries in the Asia Pacific region, support by employer to apply for this card & explaining company activities.
  • A supporting letter from any trade association or any chambers of commerce at national level.
  • Latest print out Companies Commission of Malaysia (Corporate Information)
  • One (1) recent photograph with light blue background in the size of 3.5 X 5 cm.

* Companies with Trading and Enterprise status are not qualified for the application of APEC Card.

ii. Applicant working abroad

  • Copy of working permit/permanent resident status.
  • Company Registration Certificate

Renewal of APEC Business Travel Card (ABTC)

Renewal application could be put forward as the normal procedure from employer six (6) months before the card expire.

To update new passport details

Copy of the new passport, name of applicant and quote ABTC application number should be submitted to the APEC Business Travel Card Unit for issuance of new ABTC.

  • Dependant of the APEC card holder is not eligible to get the same facility.
  • The card is not a privilege to work abroad but mainly for business trip.

What is the APEC Business Travel Card (ABTC)?

The APEC card enables cardholders to cut down on visa applications and pre-entry requirements for business travel. They can instead use APEC lanes for fast-track immigration clearance in the major international airports of APEC economies. This makes the ABTC perfect for those who frequently travel for business or multiple short-term entries. 

The APEC Business Travel Card (ABTC) or APEC Card is issued by the Asia-Pacific Economic Cooperation (APEC) to business travelers and senior government officials. APEC economies participating in the ABTC scheme

Permanent residents of Singapore and Malaysia with a valid passport and the issued APEC Business Travel Card (ABTC) can utilise the ABTC as a multiple-journey visa. This will facilitate expedited immigration clearance through designated lanes in the following participating economies:

  • Brunei Darussalam
  • Chinese Taipei
  • Hong Kong Special Administrative Region (HKSAR) 
  • New Zealand
  • Papua New Guinea
  • Mainland China
  • Republic of Korea
  • The Philippines

However, please note that the United States (US) and Canada are transitional economies in the ABTC scheme and are not listed on the back of the ABTC. 

When traveling to the US or Canada with an ABTC, you will still need to go through the standard immigration clearance procedures. However, you have the advantage of using the dedicated 'fast track' immigration lanes at major international airports, which are currently reserved for airline crew members.

Basic requirements before you apply for an ABTC card

To start the application process, make sure you fit the eligibility criteria by ticking all the boxes of APEC requirements below:

  • You’re a permanent resident of an APEC economy/region (eg. Malaysian, Singaporean, Australian with PR)
  • You're a bona fide business persons (i.e. those who represent economically-active business entities or member of a professional body (e.g. doctors, lawyers, artists)
  • You’re a frequent traveler
  • You're holding a valid passport with a minimum validity of 3 years
  • You have no past criminal offence (haven't been convicted of a criminal offence) 

ABTC applicants should take note that an application fee will be charged by the regulatory agency for each application and it's non-refundable. 

If you are a Singaporean citizen applying in Singapore, the fee will be SGD 100. If you are a Malaysian citizen applying in Malaysia, the fee will be RM 35 with an additional RM 100 upon collection. Payment can be made using either:

  • Visa or MasterCard credit/debit card
  • American Express (AMEX) credit card
  • Internet Direct Debit
  • PayNow (Singapore only)

The payment methods may differ based on the regulatory agency you choose so check in with your agency to check on the payment mode. If you’re applying through a business association or organisation, do check if there are any additional fees as well.

What supporting documents do I need to get an APEC card?

For your application process make sure you have the following supporting documents on hand for a smooth process:

APEC card - Singapore

  • Apply for an ABTC using e-Service : 
  • Passport-sized, digital, colour photograph taken within the last three months. You can  visit the official photo guidelines for detail requirements. 
  • Scanned signature in JPEG format image in 250 x 220 pixels, and file size less than 60 KBytes
  • Scanned copy of a letter of authorisation or support from the organisation  in JPEG format or PDF format . If the letter of support is self-signed, please provide a scanned copy of your ACRA Business Profile
  • A letter explaining the reason for their application
  • Evidence of membership
  • Electronic copy of the company's official overseas business registration certificate, written in English, Mandarin, Tamil or Malay
  • Valid Singapore passport

APEC card - Malaysia

  • Completed APEC application form
  • Copy of Malaysian passport
  • Copy of your identity card/MyKad
  • One (1) passport-size photo with blue background
  • Your Name, date of birth, MyKad number and passport
  • Your position in the company
  • Justification of your ABTC application
  • Your job description
  • You must submit an APEC card supporting letter issued by your government confirming your status as a bona fide businessperson providing justification for the need to travel regularly within the APEC region. 
  • Note: When choosing your regulatory agency, the industry you are involved in should be the main thing you need to consider. You can choose any regulatory agency listed here . Also make sure to get in touch during working days. 
  • Letter of authority for a representative from the company if you are unable to attend.

Other than being an eligible applicant and having the supporting documents such as the support letter and application form, APEC requirements include make sure that your company is engaged in trade or investment between APEC economies. 

As a business person, make sure your business fits the criteria of being involved in a trade or investment activities between APEC economies or APEC region.

You can apply for the ABTC if you're a start-up operation, legally registered in the country/region, trading goods/services in the country/region, or are currently investing in the country/region where you are planning to travel. Your card will come in handy when expanding your business beyond borders, especially if you’ve set up offices in the APEC member economies.

Before getting your APEC card, ensure you have the following supporting evidence:

  • Information on your company's foreign commerce in products or services that is readily available to the public (eg. information in your company profile).
  • Documents of your reputable clients who purchase a good or service from your company.
  • A copy of a lease or other document proving the location and address of your company's office in other APEC countries and regions.
  • Your business permit or any other document proving authorisation to open and run a branch office in an APEC economy.

If you own a start-up business and wish to expand globally, you need to make sure your company have the following:

  • Clear proof of viability
  • A reliable business plan
  • Market research
  • Goods or services to be traded
  • Reputable clients
  • News articles
  • Financial or other records that could credibly attest to a start-up operation's legitimate establishment
  • Supporting document (or support letter) from recognised business body

All of these should be included with your application form. 

If you and your business fits the criteria above and have all the necessary documents, you need to apply for the ABTC from your home economy, for example, a Malaysian who is a Singapore PR will have to apply for the ABTC from the Malaysian card-issuing authorities.

Singapore citizens may apply for the ABTC through Singapore’s Immigration & Checkpoints Authority (ICA) .

If you're Malaysian you can submit them to the Immigration Department of Malaysia based in Putrajaya via mail or through the regulatory agency of your choice.

The Immigration Department of Malaysia will then issue an application number for reference with a ‘RECEIVE’ application status.

The APEC business travel card is available in two versions: physical and virtual. The virtual ABTC is an innovative new method for business travelling at your fingertips through the cardholder’s smart device. The difference between both the physical and the virtual card is that you’ll have less hassle of carrying an extra card while travelling within the APEC region as you can access all information required through your mobile device.

This virtual card has become an essential tool for frequent business travellers within APEC (for example to enter Vietnam up to 60 days). Small and medium sized enterprises (SMEs) can consider this card too to fast track clearance at international airports.

ABTC  pre-clearance status

After your application is approved, your details will be shared with the other participating countries and participating economies of APEC. These countries and regions will then conduct their own assessment of whether you will be granted the pre-clearance status. You can monitor which economies have provided pre-clearance using the ABTC Pre-clearance Status Tracker . If you’re granted pre-clearance, great! You will not be required to present your visa or entry documents while visiting countries and regions that have approved your status. 

Fast track immigration lanes

The pre-clearance status is usually granted by participating APEC economies including Australia, Brunei Darussalam, Chile, mainland China, Hong Kong, Indonesia, Japan, Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Russia, the Philippines, Singapore, Taiwan, Thailand, and Vietnam. 

However, do note that transitional members of the ABTC Scheme which are Canada and the United States of America don't participate in the pre-clearance aspect of ABTC. 

This also means that as ABTC holders travelling to these two countries you'll need to present a visa, travel pass or entry document.

How long does it take for an APEC card to be processed?

The time it takes for your application to be approved should be three to six months. You can choose to speed up the procedure by hiring lawyers to assist you in streamlining the document preparation process.

Keep in mind that your regulatory body and the Immigration Department of Malaysia have no control over the length of time it takes for approval, which may vary significantly depending on the economies of other countries.

After this you can enjoy APEC travel more efficiently and conveniently.

What are the ways to collect the ABTC?

Different agencies have different card collection methods. However, there are three main options that you can choose from. You can either collect it personally, use a representative, or opt for your regulatory agency to collect it on your behalf.

What to do if my passport expires or gets replaced?

ABTC holders must have a valid passport while using their card. Cardholders must renew their ABTC if their passport is renewed or replaced and their card refers to their previous passport details. Applicants should verify their home economy's rules on passport and card validity.

Can I use the ABTC  card  for non-business purposes, such as tourism? 

Cardholders aren’t allowed to use the card for APEC travel for tourism, but some economies may facilitate entry for ABTC holders depending on their circumstances. Do your homework, and research the country/region you are travelling to beforehand.

Do I still need a visa and passport for entry into APEC economies?

When travelling to a fully participating APEC economy, ABTC holders don't need a separate visa application if they have pre-clearance. The ABTC doesn't replace the passport, which remains the primary identification document. ABTC holders must present their passport and ABTC upon arrival and departure. Transitional member APEC economies may require additional travel or identity documents. Check entry requirements before travel. 

Can I use  the ABTC   only for travel to economies listed on the back?

Travellers with an ABTC are exempt from visa requirements for listed economies. For non-listed economies, present the required documents for entry. Cardholders can use the fast-track lane in APEC airports, regardless of listed economies. 

What is the difference between fully participating members and transitional members?

Both fully participating members and transitional members offer access to fast-track immigration lanes at participating airports. However, the difference lies in the preclearance aspect of the ABTC scheme.

ABTC holders granted preclearance by an APEC economy do not need to make a separate application for a visa or entry permit when traveling to that economy.  

ABTC holders travelling to a transitional economy must present any visas, travel or other entry documents that are required by the transitional economy.

What should be done if I lose my ABTC? 

If you’re an ABTC cardholder and your card is lost or stolen, you need to report it to the Malaysian or Singaporean embassy immediately. You’ll need to submit a formal application letter from your company and a copy of a police report that must be translated into Bahasa Malaysia or English.

What's the cost to reissue the ABTC?

Unfortunately, you cannot pay to reissue a lost ABTC. If your card is missing or stolen, you’ll need to submit a new application for approval and pay the same ABTC fees again.

The ABTC cuts though the red tape of business travel and gives frequent business travelers pre-cleared entry to participating APEC economies.

  • Fast-track entry and exit  at participating airports
  • Acts in lieu of visas or entry permits  and allows  multiple short term entry  to participating APEC economies.
  • Card valid for five years * from first issue.

Participating Countries

There are (19) economies fully involved in the ABTC system:

  • Brunei Darussalam
  • Hong Kong, China
  • New Zealand
  • Papua New Guinea
  • Philippines

Canada  and  the United States  are transitional members of the scheme. ABTC Holders may use fast-track lanes provided at participating airports; however, ABTC holders must present any visa, travel or other entry documents when traveling to both countries.

How to Apply:-

A.) Eligibility

  • *Malaysian citizens ONLY.
  • Frequent traveler.
  • Holds a  passport  with a minimum validity of  3 years .
  • Chairman / President
  • Directors / Managing Directors /Executive Directors
  • Chief Executive Officer
  • Chief Operating Officer
  • General Manager
  • Sales or Marketing Manager
  • **Professionals e.g. Lawyers (Partners), Accountants etc. registered with their respective professional bodies.

*Malaysians working overseas may request the letter of support from MITI/MATRADE offices located in their respective countries **Professionals have to apply for the letter of support from their respective professional bodies, e.g. Lawyers (Partners) in a legal firm have to request it from the Malaysian Bar Council.

B. Application

  • Submit the following required documents and payment.
  • Completed ABTC  Application Form
  • Letter from the Employer to the Immigration Department [on Company Letterhead ]
  • Letter  from the Employer to MICCI [on  Company Letterhead ]
  • Letter from the Employer detailing applicant's job function & company profile / brochure [ Company Letterhead ]
  • Signed copy of PDPA Declaration Form
  • One (1) recent passport-sized  photo [in  BLUE   background ]
  • One (1) copy of  applicant's old passport inside pages with stamped  as proof frequent travel to APEC countries.
  • One (1) copy of  applicant’s  Malaysian Passport biodata page  with  minimum validity of three (3) years
  • One (1) copy  of applicant’s  Malaysian Identity Card
  • *One (1) copy  of the applicant’s  Work Permit/ Permanent Resident Card  (which ever applicable)

Payment of  RM35  per application to MICCI via:

  • Cheque/ Bank Transfer/ Cash

Submit all completed documents to the following address:

Verification & Support Letter Issuance

MICCI will check and verify documents upon receipt. Once verified, MICCI will issue the  Letter of Support.

Submission:

  • MICCI will compile and submit applications to the ABTC Unit of Immigration Department of Malaysia in Putrajaya.
  • MICCI will email the ABTC reference number to Applicant to track the status of application once approved by Immigration.

[The standard lead time for MICCI to receive the tracking number is within 6 - 8 weeks or longer from the date of submission]

Applications are estimated to receive all 19 approvals in 3-6 months.

ABTC Card Collection:

  • Applicants may collect their card once  ALL 19 PRE-CLEARANCE   have been approved.
  • The Department of Immigration charges  RM100  per card.
  • Payment and collection should be made at the Putrajaya Department of Immigration:

Option 1 (Collect Personally) If applicant wishes to collect personally, submit the following:

Option 2 (Representative to Collect) A representative may collect on applicant’s behalf. Representatives are required to submit the following:

  • Authorisation Letter on Company letterhead.
  • A Copy of Representative’s Identity Card.
  • Latest Copy of Applicant’s Passport Biodata Page.
  • Fee of RM100.00 per card.

Option 3 (MICCI to Collect) MICCI may collect on applicant’s behalf. Submit the following to MICCI:

  • Authorisation Letter (link to ABTC Authorisation Letter) from the Company authorising our representative
  • Latest Copy of Applicant’s Passport Biodata Page
  • Fee of RM250.00 for MICCI per applicant

Application for APEC Business Travel Card (ABTC)

APEC Business Travel Card (ABTC) provides business people streamlined entry to participating economies through a simple pre-clearance system that allows them, through a single application, to obtain a multiple short-term entry to participating APEC economies.

Participating economies in the ABTC Scheme currently includes Australia, Brunei Darussalam, Chile, Chinese Taipei, Hong Kong, Indonesia, Japan, Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, People’s Republic of China, the Philippines, Peru, Russia, Singapore, Thailand and Vietnam.

Qualifications for an ABTC, among others:

  • The company/business entity represented by the business person must be engaged in international trade, and selling of goods or services and investments between APEC economies
  • Applicants must have never been charged or convicted of any criminal offense
  • Vested with powers and prerogatives to lay down and execute management policies in furtherance of the primary business purpose of the business entity and hold specific authority to negotiate and commit to trade and investment activities (e.g. Chairman, CEO, President, Vice Presidents, Chief Financial Officer, Regional Head and Board members of a registered company); or,
  • An official nominated by the CEO, President, or Regional Head, whose work is directly involved in the trade of goods, the provision of services, or the conduct of investment activities when travelling overseas.

  • Passports generally have to be valid for at least 6 months from the date of travel.
  • Please report the loss immediately to ABTC-Philippines and apply for a new passport. Requirements for application include a Notarized Affidavit of Loss explaining the circumstances on how the passport was lost or stolen
  • As soon as the new passport is issued, inform ABTC-Philippines of the new passport number and apply for the re-issuance of the card. Some economies do not accept cards bearing passport details different from the current passport
