Do I need a visa for the UAE?

You’ll find information about visas below. Use our quick visa search tool to see if you need a visa and the passport requirements for visiting the UAE.

UAE visa on arrival

Preapproved uae visas, prearranged uae visas, sponsoring someone to visit the uae, contact information, 30-day visit eligibility.

If you are a passport holder of the below country or territory, no advance visa arrangements are required to visit the UAE. Simply disembark your flight at Dubai International and proceed to immigration, where your passport will be stamped with a 30-day visit visa free of charge.

90-day visit eligibility

If you are a passport holder of one of the below countries or territories, your passport will be stamped with a multiple entry 90-day visit visa that's valid for 6 months from the date of issue, and for a stay of 90 days in total. Citizens of the below European countries are also entitled to apply for a pre-arranged visit visa if their 90-day visa on arrival has been fully utilized.

180-day visit eligibility

If you hold a Mexican passport you’re eligible for a multiple entry 180-day visit visa that's valid for 6 months from the date of issue, and for a stay of 180 days in total.

Dubai immigration procedures

As an added security measure, Immigration Authorities at Dubai International are now conducting random visual screening for visitors to Dubai.

Visitors asked to proceed for visual screening are required to present a hard copy of their visa or a printed version of the visa number confirmation page at the screening counter. If you do not have a copy of your visa with you, a charge of AED 30 per copy applies, payable only in AED.

Important information

Before you travel to the UAE, check visa requirements and make sure you have a valid visa if needed and that your passport is valid for the minimum required period. Holders of non-standard passports and travel documents may also have different entry requirements: find out if you need to apply for a visa and other passport requirements.

As of April 29, 2016, GCC residence permit holders will need to apply for a UAE visa before arriving in Dubai.

New visit entry permit to the UAE for Indian nationals

From January 7, 2024, eligible Indian nationals with a normal passport valid for a minimum of six months can obtain a single entry, 14-day visa on arrival. A fee of USD 63 applies.

Eligibility

  • Indian passport holder with USA visa valid for a minimum of six months
  • Indian passport holder with USA green card valid for a minimum of six months
  • Indian passport holder with UK residence card valid for a minimum of six months
  • Indian passport holder with EU residence card from the following countries valid for a minimum of six months

How and where to apply for a preapproved UAE visa

Eligible Indian nationals can apply for their UAE entry permit on emirates.com through Manage your booking .

* Extensions can be made at the airport office only.

Required documents

  • Color photograph of applicant
  • Color copy of applicant's passport. The passport must be valid for at least six months
  • The original application form (available at all Emirates ticketing offices) can be accessed in Arabic or English, depending on the applicant’s nationality. Download the English  or Arabic  application form
  • Copy of the Emirates ticket
  • Proof of relationship if applying for family member: birth certificate, marriage certificate and family book
  • All Documents to be submitted as hard copies

Rules and conditions

  • Visa fees must be paid upon application.
  • Additional visa processing fees apply.
  • The passenger must travel to and from Dubai on Emirates or codeshare flights only.
  • Visa fees are nonrefundable.
  • The ticket is non-refundable if the visa has been issued and utilized.
  • Visa processing time is approximately 3 to 4 working days.
  • Entry into the UAE is subject to immigration approval.
  • All visas are valid to enter Dubai for 60 days from the date of issue, except the 96-hour and 48-hour visas, which are valid for 30 days from the date of issue.

Nationals of countries requiring a prearranged UAE visa can now apply and pay for their visas online through emirates.com.

If you are traveling to or stopping over in Dubai with Emirates, you can submit an application and receive your UAE visa entirely online—without having to submit your passport for stamping. You can apply for your UAE visa through our Manage your booking after you book your Emirates flight. VFS processing fees apply. For more information please visit VFS Global.

The online visa application service is available for residents and nationals of many countries around the world. Find out if you can apply for a UAE visa. Applicants' passports must have at least six months' validity as of the date of travel to Dubai and must be machine-readable; handwritten passports are not accepted.

This service is only available to passengers with a confirmed Emirates booking where an Emirates ticket has already been issued and the flight itinerary already includes the desired time in Dubai. The itinerary into and out of Dubai should be on one ticket (PNR), and these flights must be Emirates flights. Note that itineraries including flights to or from Dubai on other carriers are not eligible for online visa service.

A minimum of 4 international working days prior to arrival in Dubai is required; however, Emirates recommends that online applications be made as early as possible.

Apply in the UAE

If you have a family member or near relative who is a UAE resident, they can apply for a visa on your behalf at any of our ticketing offices in the UAE. Please note that this service is only available to residents of the UAE.

  • Color copy of applicant's passport. The passport must be valid for at least three months.
  • The original application form (available at all Emirates ticketing offices)

Categories Exempt from Tourist Visa

Citizens of the Gulf Cooperation Council countries do not need a visa to enter the UAE. They can enter the country after presenting their passport issued by one of the GCC countries. Citizens of a few countries can travel to the UAE and obtain an entry visa upon arrival, and the duration of stay according to this visa is up to 30 days. Citizens of other countries can obtain a visa that allows for a stay of up to 90 days upon arrival.

Visa Requirements for UAE Citizens to the UK

UAE Driving License Exchange

To submit an online application for a "To whom it may concern” certificate-license Data verification letter. Please follow the following steps:

Visit the link: https://www.moi.gov.ae/en/default.aspx

Sign in with a username and password.

Choose Smart Services from the page header

From the E-Services menu, choose the service from the driving licensing tab that falls under the traffic services.

You can submit a new request by clicking on the “New Request” button. The list of previously submitted requests is displayed and can be downloaded. 

Select purpose use and address to then click on the next button.

The total fees for issuing certificates will be displayed, click on Next to go to the payment screen.

After the payment is completed, users can download and print the certificate.

UK entry requirements for UAE nationals

You can get an Electronic Visa Waiver (EVW) instead of a visa if you are a national of Kuwait, Oman, Qatar or the United Arab Emirates. You must pay £30 for an EVW.

An EVW lets you visit the UK for up to 6 months for tourism, business, study or medical treatment. If you’re visiting for another reason, check if you need a visa instead.

You must apply between 3 months and 48 hours before you travel.

To apply you need:

  • your current passport
  • an address in the UK where you will stay
  • details of your journey, including departure and arrival dates and times

If you want to study in the UK

Your course length, type and place of study affect which visa you can apply for.

A Standard Visitor Visa lets you do a short course of study that lasts no longer than 6 months.

A Short-term Study Visa lets you come to the UK to study an English language course that is over 6 months and up to 11 months.

A Student Visa is usually for a longer course. You must be sponsored by a licensed college or university and have a confirmed place. You may be able to do some work on this visa.

A Child Student visa is for 4 to 17 year olds who want to study at an independent school. If you are 16 or over, you can do some work on this visa.

If you want to work or invest in the UK

You can work in the UK on a short or long-term basis with a Work Visa. There are many types of Work Visa.

The visa you need depends upon:

  • Your skills and qualifications.
  • If you have a job offer and sponsorship.
  • If you want to bring your family with you.
  • What you’ll be doing - for example sporting, charitable or religious work.

You can also invest money in the UK with an Investor Visa. You can set up a business with a Start-up Visa or an Innovator Visa.

If you want to join family in the UK

If you’re a spouse, partner or family member of someone who has British citizenship or settlement in the UK, you can apply for a Family Visa to join them. They may need to show that they can support you financially.

You may be able to apply for indefinite leave to remain (ILR) after a set amount of time living in the UK.

If your family member is in the UK on a visa

You may be able to apply for a visa to join a family member who’s in the UK on a visa. They must be either:

  • your spouse or partner
  • your parent if you’re 18 or under

1. Determine Your Required Visa Type

There are standard visitor visas, work visas, student visas, marriage visitor visas, family visas, ancestry visas etc. However, there are three possible visa options for a tourist to consider and determine the suitable one.

– Visa Not Required

The first thing to determine is whether you need a visa to enter the UK. Depending on your nationality, as per your passport, you might not require a visa at all. For example, if you are a Canadian national residing in the UAE, you are exempted from the visa requirement to travel to the UK for a stay shorter than 6 months. Similarly, citizens of the USA, EU member states, and certain commonwealth countries do not need a visa to stay in the UK for no longer than 6 months.

– Electronic Visa Waiver

Instead of a Standard Visitor Visa, nationals of some middle-eastern countries, including the UAE, have the option to enter the UK with an Electronic Visa Waiver (EVW) . The UK Electronic Visa Waiver, a digital alternative to regular visitor visas, can be availed by the nationals of the following countries if their stay is no longer than six months for tourism, business, study, or medical treatment:

  • Saudi Arabia
  • United Arab Emirates

  If you are a national of one of the six countries mentioned above and residing in UAE, the easiest option is to go for an Electronic Visa Waiver (EVW).

– Standard Visitor Visa

Suppose you belong neither to any nationalities exempted from the UK visa requirement nor to the nationalities that can avail of an Electronic Visa Waiver. In that case, you must get a Standard Visitor Visa to travel to the UK as a tourist. Those eligible for an Electronic Visa Waiver can also get a UK Standard Visitor Visa. You can usually stay up to 6 months in the UK with a standard visitor visa. However, in certain circumstances like academics and medical treatment, you might be permitted to stay longer than six months.

To get a UK Standard Visitor Visa, you must apply online and attend an appointment at a visa application centre before you travel to the UK. Suppose you plan to visit the UK as a tourist regularly. In that case, you may opt for the long-term standard visitor visa, which will help you avoid the visa application process each time you travel, although the maximum stay per visit would remain 6 months.

The earliest you can apply for a visitor visa is three months before your journey. You should begin your visa application process as soon as possible to relax and prepare for your travel comfortably.

1. Passport

Your passport must be valid during the entire course of your ijju stay in the UK. It must also have at least one page blank for your Standard Visitor Visa.

2. Proof of Accommodation

Proof showing where you will be staying in the UK.  Documents such as hotel reservation, host invitation, confirmation by a tour operator or rental agreement/contract will qualify as sufficient proof of accommodation.

 3. Proof of Financial Means

To show that you have sufficient funds to live in the UK, you should produce bank statements or proof of earnings (such as a letter from your employer)

4. Proof of Travel History

Previous travel documents/passports which indicate your travel history.

5. Proof of Legal Residence

If you are not a UAE national or your right to reside in UAE is not mentioned in your passport, you should furnish documents to confirm your legal residence in the UAE, to apply for a UK visitor visa from UAE.

6. Proof of Employment/Education Status

To demonstrate your employment or education status, you must produce either of the following.

  • If you are an employee, a letter from your employer on company letterhead, with information regarding your role, salary, and duration of employment.

  • Letter of invitation from the host

Both your photograph and fingerprints of all 10 digits will be collected by a digital scanner, and your documents shall be verified to confirm your identity.

After booking your appointment, in the following days, ensure that you have collected all documents required for the appointment. You will need to take the following documents to the Visa Application Centre .

  • Printout of the Appointment Confirmation letter ( from VFS Global)
  • Valid Passport (with at least one blank page)
  • Printout of your checklist (from your completed visa application form)
  • Supporting Documents
  • Evidence of permission to be in UAE (if you are not a UAE national)
  • Evidence of your sponsor’s legal residence in the UK (if you are applying as a dependant)

5. Attend the Appointment

At the Visa Application Centre , biometric scans and document verification will occur. It is important to know about the procedures in the Visa Application Centre to avoid any last-minute confusion. Make sure that you reach your Visa Application Centre on time. Arrive 15 minutes before your scheduled appointment time. Don’t forget to take your passport and other documents to the Visa Application Centre. For the biometric information collection, keep the following in your mind.

  • Your full face must be visible in the photo. Sunglasses, tinted glasses or head coverings are prohibited unless worn for religious or medical reasons.
  • Ensure your face is properly visible without any hair falling across the eye.
  • Ensure that your fingertips do not have any cuts or abrasions- this may affect the scan.
  • Children below the age of 16 must be accompanied by an adult (18+)
  • You can use the Document Scanning Assistance Service at the Visa Application Centre to upload the supporting documents for the appointment.

You might be able to get a faster decision on your visa application by opting for the priority visa service . Depending on the availability of the service in each Visa Application Centre, you can get a faster decision by paying a service charge for the same. 

6. Waiting for the Visa Decision

The waiting begins once you have completed your appointment and provided your biometric information. The waiting time ends when you get a mail consisting of the visa decision. Meanwhile, you can track your application to get updates about its progress.

Usual Processing Times for UK visitor visas

Normally you should get your visa decision within 3 weeks after you attend the appointment at the Visa Application Centre. However, as mentioned earlier, you can make a faster decision using the priority services. The ‘Priority Visa’ option will give you a decision within 5-7 working days, whereas the ‘Super Priority Visa’ will give you a decision by the next working day.

Acceptance or Refusal of Application

The result of your visa application shall be conveyed to you by email or a letter. The letter or email will describe what to do next. If you do not receive any mail even after enough time, check the spam or junk folders of your email.

What to do if your application is approved.

If your Visa Application Centre has collected your passport, they will return it with a sticker (vignette) once your application is approved. If you keep your passport, you have to take your passport to the Visa Application Centre to get the vignette in the passport. The vignette will show the visa type you have been granted, the validity dates, and the visa conditions. If you encounter any error in your vignette, contact your Visa Application centre and get it corrected as soon as possible.

What to do if your application is denied.

If your Visa application is refused, you will receive an email or a letter explaining the denial. If the Visa Application Centre keeps your passport, it will be returned to you. The letter will mention if you can appeal the rejection decision.

How to apply for a visa to come to the UK

Choose a visa.

You may need a visa to come to the UK to study, work, visit or join family.

There are different visas depending on:

  • where you come from
  • why you want to come to the UK
  • how long you want to stay for
  • your personal circumstances and skills

Before you apply, you must check if you need a visa and what type you need. Depending on your nationality, you might not need a visa to visit or transit through the UK.

Your application must be approved before you travel.

You do not need to apply for a visa if you’re an Irish citizen.

If you want to visit the UK

Apply for a Standard Visitor visa to visit the UK for up to 6 months. For example:

  • for a holiday or to see family and friends
  • for a business trip or meeting
  • to do a short course of study

You must apply for a Marriage Visitor visa if you want to visit the UK to get married or register a civil partnership.

If you have a visitor visa you cannot take a job in the UK.

If you’re travelling through the UK

You might need a visa if you’re travelling through the UK on your way to another country, for example if you have a layover between flights.

If you want to study in the UK

Your course length, type and place of study affect which visa to apply for.

A Standard Visitor visa lets you do a short course of study that lasts no longer than 6 months.

A Short-term study visa lets you come to the UK to study an English language course that is over 6 months and up to 11 months.

A Student visa is usually for a longer course. You must be sponsored by a licensed college or university and have a confirmed place. On this visa, you may be able to do some work.

A Child Student visa is for 4 to 17 year olds who want to study at an independent school. If you’re 16 or over, this visa lets you do some work.

If you want to work in the UK

You can work in the UK on a short or long-term basis with a work visa. There are many types of work visa .

The visa you need depends upon:

  • your skills and qualifications
  • if you have a job offer and sponsorship
  • if you want to bring your family with you
  • what you’ll be doing - for example sporting, charitable or religious work

You can set up a business with an Innovator Founder visa .

If you want to join family in the UK

If you’re a spouse, partner or family member of someone who has British citizenship or settlement in the UK, you can apply for a family visa to join them. They may need to show that they can support you financially.

You may be able to apply for indefinite leave to remain ( ILR ) after a set amount of time living in the UK.

If your family member is in the UK on a visa

You may be able to apply for a visa to join a family member who’s in the UK on a visa. They must be either:

  • your spouse or partner
  • your parent if you’re 18 or under

Check what visa you’ll need to join them.

Family reunion visas for refugees

If you were separated from your partner or child when you were forced to leave your country, they can apply to join you in the UK.

Your family members can apply if you have been given asylum or 5 years’ humanitarian protection, and not have British citizenship.

If your family member is from the EU, Switzerland, Norway, Iceland or Liechtenstein

You can apply for a free EU Settlement Scheme family permit to come to the UK if you have a close family member who:

  • was living in the UK by 31 December 2020
  • has pre-settled or settled status
  • you had a relationship with by 31 December 2020 (unless you’re applying for a child who was born or adopted after this date)

Close family members include your spouse or civil partner, child, grandchild, parent or grandparent.

A family permit lets you live, work and study in the UK for up to 6 months. You can apply to the EU Settlement Scheme to stay in the UK after your family permit expires. You usually need to apply within 3 months of arriving in the UK.

Other ways to get permission to live in the UK

If you’re from the eu, switzerland, norway, iceland or liechtenstein.

If you started living in the UK by 31 December 2020, you may be able to apply to the free EU Settlement Scheme instead of applying for a visa. The deadline to apply was 30 June 2021, but you can still apply if you can show reasonable grounds for the delay in applying.

Check if you can still apply to the EU Settlement Scheme .

You can only apply from outside the UK if you have a valid passport or national identity card with a biometric chip.

Commonwealth citizens

You can apply for an Ancestry visa to work in the UK if you have a British grandparent and meet other eligibility criteria.

You may have right of abode to live in the UK.

Returning residents

You’ll need to apply for a returning resident visa to come back to the UK if one of the following is true:

you had indefinite leave to remain under the EU Settlement Scheme (‘settled status’) and left the UK for more than 5 continuous years (or 4 continuous years if you’re a Swiss citizen or their family member)

you had permanent permission to stay in the UK (‘indefinite leave to remain’) but it was not under the EU Settlement Scheme and you left the UK for more than 2 years

The visa processing time for UAE residents travelling to the United Kingdom (UK) has been substantially reduced which has resulted in increased passenger traffic to the European country.

UAE residents were experiencing visa delays in 2022 due to multiple factors including, a significantly higher demand for travel and a passenger cap levied by the London Heathrow airport.

During the summer of last year, many residents cancelled their travel plans to the UK as the visitor visa processing time had exceeded seven weeks. London is one of the most popular destinations as thousands of UAE residents fly to the city for short and long holidays as well as summer breaks. Last year, London Heathrow airport’s decision to cap departing passengers at 100,000 per day also impacted flights.

“The processing time for UK visas has reverted to the 15 working days standard, and the turnaround time for Priority and Super Priority visas have likewise normalised,” VFS Global said in a statement to Khaleej Times.

Atish Thapa, head of marketing and business development, Cleartrip, said travel to the UK has become easier than it used to be as Covid-19 restrictions have been removed, capacity has been increased by airlines, airfares have gone down and getting a visa is also much faster.

“Emirates and British Airways have increased capacity so the airfares have gone down from the peak level seen last year. UK immigration is giving visas faster and businessmen can even get visas in 48 hours at times, depending on the requirement. Hence, there is a sizeable increase in travel and traffic to Europe, specifically the UK,” added Thapa.

The Dubai-based carrier has announced it will resume its second daily service to London Stansted in May 2023, boosting its London operations to 11 daily flights, including six times daily to London Heathrow and three times daily to Gatwick. It will also scale up its A380 operations with the iconic double-decker returning to Birmingham on July 1, 2023.

Mir Wasim Raja, manager of MICE & Holidays at Galadari International Travel Services, also confirmed that visas are being processed faster now, taking approximately 15 days to a month for the residents.

“Visas are being processed and approved faster as compared to last year. Therefore, we are getting a good number of queries and bookings for travel to the UK. A good number of families are also booking now to travel to the Eid Al Fitr holidays in April,” he said.

UK VISA REQUIREMENTS FOR UAE RESIDENTS

The UK visa requirements for UAE residents fall under the Electronic Visa Waiver (EVW) scheme. Under the guidelines of EVW, UAE passport holders can travel to the UK without a visa for a visit that’s less than six months. However, individuals travelling from UAE to UK for marriage or civil partnership must apply for the appropriate visa.                                         

To visit the UK from the UAE under the EVW scheme, travellers are required to share travel details 48 hours prior to their departure to the UK. Once submitted, travellers can’t make any changes to the visa form. But if the information or travel details require an alteration, another Electronic Visa Waiver form must be submitted.

DOCUMENTS REQUIRED FOR TRAVELLING FROM UAE TO UK

The UK visa for UAE nationals comes under the Electronic Visa Waiver form. To travel from UAE to UK, you’ll need some paperwork that includes:

  • Current passport.
  • Address in the UK where you intend to stay.
  • Travel itinerary with full details about your flight, ship or train with complete arrival and departure time and dates.

DOCUMENTS REQUIRED FOR CHILDREN (MINORS)

The online application for a UK visa from UAE is also available for minors. Here’s a list of documents required for young travellers: 

  • Children aged between 0 to 17-years-old can also travel under EVW with the right travel documents.
  • Written consent by parent or legal guardian is required if the children travel unattended.
  • Parents or legal guardian’s full contact details.
  • Evidence that suitable arrangements are made for the child to stay in the UK.
  • Address where the child intends to stay.
  • Name and date of birth of the intended carer.
  • Relationship of the caretaker to the child.
  • Authority from parents or legal guardian allowing the carer to care for the child for the duration of their stay in the UK.

COVID-19 RESTRICTIONS

With the recent travel restrictions the rules for international travel to the UK have changed. Now there’s a single red list of countries that’s updated as required for simplified measures. 

All passengers must complete a passenger locator form  any time in the 48 hours prior to their intended UK arrival date. Passengers are required to  declare all countries they’ve visited or transited through in the 10 days prior to their arrival on the passenger locator form.

UK VISA REQUIREMENTS FROM THE UAE FOR UNVACCINATED PASSENGERS 

Passengers travelling from the UAE to the UK are required to provide proof of a negative COVID-19 test that’s taken within 3 days of departure to the UK. 

It’s essential to book PCR tests for day 2 and 8 before your intended arrival date into the UK from UAE.

The first test should be taken before or on day 2 and the second test should be taken on or after day 8. Your arrival date into the UK would be day 0. 

It’s also essential to complete the passenger locator form online before arrival in the UK, Passengers are also required to provide day 2 and day 8 test package booking reference into the form. 

Passengers should have plans to self-quarantine in private accommodation for 10 days after arrival into the UK.

Please note that you may be required to self-quarantine for the duration of your trip if it’s less than 10 days.

These guidelines are for vaccinated passengers travelling to the UK from the UAE. All passengers arriving into the UK are required to take a PCR test within the 2 days preceding their arrival into the UK.

It is also mandatory to take the test after your arrival in the UK or before day 2 as the date you arrive is day 0. Complete the passenger locator form online prior to your arrival in England with day 2 test booking reference included in the form. 

Passengers should have evidence of their vaccination status throughout your travel. Those with a digital solution as proof of vaccination are advised to carry a printed copy of the COVID-19 vaccine certificate in the UAE as well. 

Passengers using a vaccine certificate as proof of vaccination must ensure it has been issued by a national or state‑level public health authority. The certificate should be in English, French or Spanish.  It should include the following information: 

  • First name and surname(s)
  • Date of birth
  • Vaccine brand and manufacturer
  • Date of vaccination for every dose
  • Country or territory of vaccination and/or certificate issuer

Furthermore, passengers are required to self-isolate on arrival until the result of their day 2 PCR. If the result is negative, the visitor no longer has to self-isolate. If the test result is positive, self-isolation for 10 days is mandatory. 

These measures apply to all persons (including UK nationals and residents) arriving in the UK from outside the common travel area comprising the United Kingdom, Ireland, the Isle of Man, and the Channel Islands.

5. Provide your personal travel history – the places where you’ve traveled to in the recent past. Mention date and purpose of travel for all international visits within the last 10 years excluding visits to the UK and country of residence.   • Your passport should have a minimum of 3 blank pages for stamping.
  • You’ll need a passport-size photo taken on a white background. Be sure your face is not covered.
  • Provide proof of your residency status in the UAE. If you’re employed in the UAE, get a letter from your employer stating the details of your employment, role, and income and so on. If you’re a resident, then your UAE passport is evidence enough.

The uk foreign, commonwealth & development office (fcdo) has updated its travel advice for the uae including dubai and abu dhabi.

A warning has been issued by the UK Foreign Office to Brits planning to travel to popular tourist destinations in the United Arab Emirates.

The FCDO commented: “There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets.

“You should remain vigilant at all times. Attacks could be indiscriminate, including in places visited by foreigners. Terrorists continue to issue statements threatening to carry out attacks in the Gulf region. These include references to attacks on Western interests, including against UK citizens.”

The warning extends to the whole of the UAE, spanning Abu Dhabi, Ajman, Ras Al Khaimah, Dubai, Fujairah, Sharjah, and Umm Al Quwain.

Potential targets include residential compounds, military sites, oil, transport, and aviation. The FCDO also warns that crowded places, hotels, restaurants, beaches, shopping centres and places of worship could be affected.

It went on: “There is a risk of British nationals getting caught up where local government or security forces are targeted. In many countries, as in the UK, the main threat is from self-initiated terrorists who are inspired by, but not directed or significantly supported by, terrorist groups. These terrorists are often self-radicalised, influenced by extremist content online, and could be motivated by a range of extremist ideologies. Their attacks are difficult to predict and disrupt and could happen in almost any country.”
