Taxsaver Commuter Ticket Scheme

Introduction, taxsaver tickets and temporary reduction in fares, how the taxsaver scheme works, ticket types and prices, how to apply, more information.

The Taxsaver Commuter Ticket Scheme reduces the cost of using public transport. Employers can make PRSI savings of up to 10.75%. Employees can save between 28.5% and 52% of travel costs due to tax, PRSI and USC savings. The ticket covers bus , rail , and the Luas tram system .

You can talk to your employer about participating in the scheme. Your employer will then apply and buy your ticket. Employees cannot apply for the scheme or buy the ticket themselves.

The Taxsaver scheme is run (in conjunction with the Revenue Commissioners ) by:

  • Bus Éireann
  • Approved transport providers

Employees can get tickets as part of their salary package (salary sacrifice) instead of an annual cash bonus or as a benefit-in-kind.

Taxsaver tickets are not subject to tax, PRSI or USC. Employees must only pay tax, PRSI, and USC on the ‘money’ portion of their salary. Employer PRSI is also calculated on the ‘money’ portion of the employee's salary.

There is a 20% average reduction in Taxsaver fares from 1 April 2022 to the end of 2024. This applies to all monthly and yearly tickets provided by Iarnród Éireann, Bus Éireann, Dublin Bus, Luas, and Go-Ahead Ireland.

Who can apply for a Taxsaver ticket?

Employees, including company directors, can participate in the TaxSaver scheme if their employer applies for and provides commuter tickets.

Contract between employer and employee

Employees who want to join the TaxSaver scheme select the ticket type they need. Employers and employees then sign a contract setting out the terms of the Taxsaver scheme. The Taxsaver contract (between the employer and employee) must be agreed upon and signed before the employer applies for a Taxsaver ticket. Both parties must review the conditions of the contract. For example, the contract should state what happens if an employee leaves the company before the ticket expiry date.

A signed Taxsaver contract usually lasts for 12 months. If, for example, an employee goes on holiday during that time, they cannot return the ticket, or get a refund for the time spent away and reclaim the ticket upon returning.

If an employee returns a ticket to an employer before the 12 months is up, they can rejoin the scheme again after the 12-months have expired. However, the company may get a refund for the portion of the year not used by the employee.

Tickets are strictly non-transferable and cannot be exchanged for cash benefits.

Once a contract between the employer and employee has been signed, the employer applies the tax conditions set out below and applies to the relevant transport provider.

Tax conditions

The terms and conditions of employment must be changed to refer to the Taxsaver ticket (to highlight that you are choosing a benefit instead of salary). The change must not be retrospective and must be in writing.

Employees cannot exchange the benefit for cash.

The choice to accept benefit instead of cash cannot be made more than once a year, and then only with the consent of the employer.

Taxsaver payment options

Employees can participate in the scheme in one of 3 ways:

Salary sacrifice

Employees can get TaxSaver commuter tickets as part of their basic salary package by choosing salary sacrifice.

Example of salary sacrifice

If the annual cost of a bus and rail ticket is €1,800 and an employee earns €30,000 per annum: Instead of buying the ticket for €1,800, the employee can agree to a ‘salary sacrifice’. So, their salary is reduced by €1,800 a year, or €34.62 per week, to cover the cost of the annual ticket (€1,800 divided by 52 weeks).

The employee will not be charged tax, PRSI, or USC on the portion of salary they sacrificed (€1,800). Instead, they only pay tax, PRSI and USC on €28,200. (€30,000 minus €1,800).

The employer will claim an expense for salary paid to employees.

If an assumed 10.75% rate applies, the employer PRSI would be €3,031.5. (10.75% of €28,200).

The employer will pay and claim €28,200 salary (plus employer PRSI) using salary sacrifice. This comes to €3,031.5 (this is where the employer saves), plus a deduction of €1,800 (the cost of the ticket).

The cost of the ticket is now regarded as an allowable expense for Section 118 (5A) of the Tax Consolidation Act 1997 as amended by Section 8 of the Finance Act 2005 .

Example without salary sacrifice

The employer will pay €30,000 in salary and claim an expense of €30,000 (plus the employer PRSI). The employer PRSI would be €3,225. (10.75% of €30,000).

As an alternative to salary sacrifice, an employer can offer employees TaxSaver commuter tickets instead of a cash bonus. As cash bonuses are taxed and commuter tickets are not, tickets provide better value to employees than cash bonuses.

Benefits-in-kind

A third way for employers and employees to benefit from the scheme is for employers to offer employees TaxSaver commuter tickets as a benefit-in-kind. For example, instead of a parking space at work, or as an incentive for an employee to stay with the company.

There are different types of monthly and annual tickets available. Tickets can also be used for personal travel outside of office hours.

Monthly tickets are valid for one calendar month and can be bought up to 2 weeks in advance. Annual tickets are valid for one year from the first day of any month and can be bought anytime.

Applying for the scheme

  • Employees choose the TaxSaver commuter ticket type.
  • The employer and employees sign a contract, subject to the rules of the scheme.
  • The employer applies the required Tax Conditions and registers with the public transport provider.
  • The employer makes a group application on behalf of employees by post, e-mail or online.
  • Companies must keep a receipt of purchases and a copy of the ticket for their tax records.

By purchasing an OPW Heritage Card, the customer and the users of the cards accept these terms and conditions.

Admit One manages this website in order to facilitate the purchase of Heritage Cards on behalf of the OPW. The OPW is responsible for the order fulfilment and the visitor experience when using the Cards at their Heritage Sites. The Customer is the person who purchases the OPW Heritage Card(s). A customer may buy one or more Heritage Cards for the named users. The Heritage Card is solely for individuals/families, and small groups. It may be purchased by individuals/families and small groups, or by travel agents/ tour operators acting on their behalf. Accordingly, there are limits on the maximum number of heritage cards that may be purchased.

Cards must be presented for use at an OPW Heritage site within 12 months of their date of purchase. One-Year Cards are valid for 12 months from their date of first purchase.

The Card gives the signatory on the card unlimited admission, during the card’s validity dates, to all heritage sites listed Here

To be valid, physical cards must be signed by the person named on the card in advance of the first visit. The card is only valid for use by the signatory on the card and is strictly non-transferable.

Use of an OPW Heritage Card by anyone other than the signatory on the card constitutes fraud and may be subject to legal action. Proof of the cardholder’s identity may be sought at the Heritage sites, and admission may be declined without such proof. Proof of entitlement may be required for some Heritage Cards. For example, proof of age for children and senior citizens. A recognised student card is required when a student Heritage Card is purchased.

Heritage Cards are non-refundable and cannot be replaced if lost or stolen. Heritage Cards, purchased and issued, carry the name of the intended user – these cards cannot be exchanged or re-issued by the OPW in the name of another person.

At certain locations, parking facilities and ancillary services are provided by other bodies or agencies. There may be a charge for the use of such services. Any such charges are separate from and are not covered by the Heritage Card.

Heritage Card customers and card user accepts that they visit the Heritage sites at their own risk. No liability shall attach itself to the Office of Public Works or the State for any damage, injury or loss to the person or property of visitors to these sites however caused.

The opening dates and times of all Heritage Sites are provided for general guidance and are subject to change.

The OPW reserves the right, at its absolute discretion, to close all or part of its heritage sites temporarily due to refurbishing, maintenance, safety, capacity constraints, difficult weather conditions, special events, or any unforeseen circumstances. The OPW shall not be liable for non-utilisation of the cards in these circumstances. Nor will it accept liability for travel-related expenses, or any other out of pocket expenses.

Annual Taxsaver Tickets to be extended by Six Months

Customers who have an annual TaxSaver ticket for Public Service Obligation (PSO) public transport services provided by Dublin Bus, Luas, Iarnród Éireann, Bus Éireann and Go-Ahead Ireland are to have their tickets extended for a period of six months.

This effectively gives customers back the portion of the ticket that they could not use as a result of the Government’s Covid-related travel restrictions, and acknowledges the changes in travel and work that have come about since.

The measure applies to all customers whose tickets were valid on April 1st.

The customer is not required to fill in forms or supply any details. Any customer whose ticket expires, and who has not already requested a refund, will automatically be provided with a new ticket on their existing TFI Leap card, which extends validity for six months from the date of expiry of their original ticket.

Collecting the new ticket is straightforward for the customer and is identical to the process already in place for TaxSaver tickets. Bus customers can collect it using their TFI Leap Top-Up App or in a TFI Leap Card retailer, while Luas and Iarnród Éireann customers collect it automatically as they travel. Bus Éireann Point to Point ticket holders will receive a new ticket to include the six month extension.

Customers who have renewed their annual TaxSaver ticket since April 1st will also benefit from the measures announced today.

Where the customer wishes to receive a refund rather than avail of the extension, it is still open to them to make such a request via their employer under existing terms and conditions.

These measures do not apply to customers of commercial bus operators who are making their own arrangements.

The National Transport Authority accepts many commuters are continuing to pay for their cards through automatic salary deductions while working from home due to the Covid-19 pandemic.

Commuters who use annual tax-saver Leap cards on public transport have until the end of the year to claim refunds stretching back to April, the National Transport Authority has confirmed.

The authority accepts that many commuters are continuing to pay for their cards through automatic salary deductions even though they have been working from home for months due to the Covid-19 pandemic.

Some 17,000 annual tax-saver tickets to the value of more than €17 million had been refunded up until November 25th, the latest date for which figures were available.

The authority is offering extensions to the validity of the cards for months missed due to travel restrictions as well as cash refunds where requested by commuters and applied for through their employers’ schemes.

For those who do not apply for a cash refund, their cards will be extended for the amount of time they have been unused since April 1st.

Refunds are also backdated to April, which means the €17 million already refunded was spread over less than eight months. On a pro-rata basis this would suggest demand for refunds is likely to amount to about €19 million by December 31st. However, it could be considerably more than that as commuters move to address the issue before the end of the year.

The refunds will be paid with the aid of an increase in subsidy provided by the exchequer through the Department of Transport. The exchequer is also undertaking to cover the shortfall in fares collected due to the pandemic.

According to the authority, Dublin Bus processed 3,769 applications for refunds by November 25th, Irish Rail processed 10,228, Bus Éireann processed 342 and Luas processed 2,800. The amounts involved were €3.9 million in relation to Dublin Bus, €11.3 million for Irish Rail, €528,411 for Bus Éireann and €1.5 million for Luas.

Annual tax-saver Leap cards incentivise people to use public transport to travel to and from work with the cost being deducted directly from their gross salary. The deduction means the employee pays for the ticket out of untaxed earnings, effectively getting a 28.5 per cent or 52 per cent discount.

For example, an annual ticket for Dublin Bus costs €1,450. To add Luas travel to the ticket brings the price up to €1,800. An annual Dart ticket is €1,450 while adding Luas would bring it up to €1,800. Multiple combinations of public travel modes are also available in other cities.

In August, the National Transport Authority said customers who have an annual tax-saver ticket for the public transport services provided by Dublin Bus, Luas, Iarnród Éireann, Bus Éireann and Go-Ahead Ireland would have their tickets extended for a period of six months.

The authority said this effectively gives customers back the portion of the ticket that they could not use as a result of the Government’s Covid-19-related travel restrictions and “acknowledges the changes in travel and work that have come about since”.

It said where the customer wishes to receive a refund rather than avail of the extension, it is open to them to make such a request via their employer under existing terms and conditions. A spokesman confirmed, however, that the cut-off point to opt for a refund instead of an automatic extension is December 31st.

These measures do not apply to customers of commercial bus operators who are making their own arrangements.

What the Free Travel Scheme is

The Free Travel Scheme is available to:

  • everyone who is 66 or over and legally living permanently in the State
  • certain people who are under 66 and legally living permanently in the State. If you are under 66, you must meet certain conditions to qualify

The Free Travel Scheme allows you to travel, free of charge, on all public transport owned by the State. This includes bus, rail, Local Link and the Luas, with some exceptions.

Free travel is also available on some services operated by private bus and ferry transport operators. If you would like to find out if a transport operator accepts Free Travel Cards, the full list is available here or you can contact the department to check.

When you use your Free Travel Card, you must follow the rules that apply to the type of transport you are using.

You cannot use your existing Free Travel Card for free travel within Northern Ireland. Find out more about how to avail of free travel within Northern Ireland.

Free Travel Companion Card

If you qualify for the Free Travel Scheme, a Free Travel Companion Card may be available in some cases. This card allows a companion to travel with you for free. No one else can use your Free Travel Card, it is for you only.

Your Public Services Card (PSC) will display one of the following codes in the top left-hand corner to identify if you can avail of free travel with a spouse, partner, cohabitant or companion:

  • FT-P - only you can avail of free travel
  • FT+S - your spouse, partner or cohabitant can travel with you for free
  • FT+C - a companion who is over 16 can travel with you for free

If you have a Free Travel Card but are unable to travel alone due to a medical condition, you can apply for a Free Travel Companion Card using the:

  • FT O/70 application form if you are 70 or over
  • FT U/70 application form if you are under 70

How to qualify

If you are 66 or over.

Everyone who is 66 or over and legally living permanently in the State, can use the Free Travel Scheme.

The department will automatically send you a Free Travel Card if you:

  • are aged 66 or over
  • are getting a social welfare pension
  • have confirmed your identity through the SAFE registration process, and
  • your Public Services Card (PSC) has not expired

If you are not SAFE registered, the department will ask you to do so. Once this has been completed, the department will send you your Free Travel Card.

If your PSC has expired, you must you must renew it to avail of the Free Travel Scheme. You can do so online at MyWelfare.ie or at your local PSC Centre.

If you are under 66

If you are under 66, you may be entitled to use the Free Travel Scheme if you are legally living permanently in the State and you:

  • are getting Disability Allowance, Blind Pension, Carer's Allowance or an Invalidity Pension
  • are blind or visually impaired and meet the medical conditions for Blind Pension
  • have been getting Incapacity Supplement with Disablement Pension for at least 12 months
  • are a specified carer for a person getting Constant Attendance Allowance or Prescribed Relative's Allowance
  • are getting a social security invalidity payment (or similar payment) from another EU member state or from a country with which Ireland has a bilateral social security agreement for at least 12 months
  • are a widow, widower or a surviving civil partner and you are 60 or over

If you are under 66, have confirmed your identity through the SAFE registration process and your Public Services Card (PSC) has not expired, you will automatically get a Free Travel Card if you receive:

  • Invalidity Pension
  • Blind Pension
  • Disability Allowance
  • Carer's Allowance

If you are not SAFE registered, you will be asked to do so before the department sends you your Free Travel Card.

If you meet at any of the above conditions you can apply for the Free Travel Scheme by using the FT1 application form.

If you are a widow, widower or a surviving civil partner

You may be entitled to the Free Travel Scheme if you are a widow, widower or a surviving civil partner and you are 60 or over. In this case your late spouse or civil partner must have held a Free Travel Card, and you must be getting one of the following payments:

  • Widow’s, Widower’s or Surviving Civil Partner’s (Contributory) Pension
  • Widow’s, Widower’s or Surviving Civil Partner’s (Non-contributory) Pension
  • One-Parent Family Payment
  • an ordinary Garda Widow’s Pension
  • a Death Benefit Pension (under the Occupational Injuries Scheme)

Note: you may be receiving a similar social security pension or benefit from an EU member state or a country with which Ireland has a bilateral social security agreement.

Northern Ireland

To avail of free travel within Northern Ireland you must:

  • be 66 or over
  • have a Free Travel Card, and
  • obtain a Senior SmartPass Card

Application forms (FTNI1) for Senior SmartPass Cards are available from your local:

  • Intreo Centre or Social Welfare Branch Office
  • Citizens Information Centre

The completed application form must be brought to your local Intreo Centre or Social Welfare Branch Office in person (not posted or emailed). You must also bring the following documents with your application form to your Intreo Centre or Social Welfare Branch Office:

  • a recent passport standard colour photograph
  • evidence of your identity (driving licence/passport/any other form of photo ID, if available)
  • evidence of address (a recent utility bill, for example electricity/gas/phone/waste charges bill or a bank/building society/credit union statement) and
  • current Free Travel Card

Your application will be forwarded to the authorities in Northern Ireland who will send your Senior SmartPass card and instructions for use, directly to your home address. It may take up to six weeks to process your application.

How to renew your Senior SmartPass Card for travel within Northern Ireland only

If your senior smartpass card has expired.

If your Senior SmartPass Card has expired, contact the SmartPass office directly at:

Make sure to provide your name, address and PPS number and the SmartPass Office will send a renewal form directly to you.

If your Senior SmartPass Card has been lost, stolen, damaged or if you have changed your name

If your Senior SmartPass Card has been lost, stolen, damaged or if you have changed your name, you can apply for a replacement card using the FTNI2 application form.

Expired PSC and Free Travel Cards

The National Transport Authority (NTA) has confirmed that all transport operators in the Free Travel Scheme are allowing customers with a PSC Free Travel Card to continue to avail of free travel even if the card has expired. Free travel passholders with expired PSC and Free Travel Cards are advised to renew their cards at their earliest convenience.

What are the conditions of travel?

Customers who are already in possession of or purchasing on the day of travel a valid standard class ticket(s) such as Family Ticket, Day Return, Open Return, Weekly, Monthly, Annual or InterRail ticket can book on their chosen service by selecting the 'Reservation Only' option in the Passenger selection box. Customers are advised there is limited availability for seat only bookings online.

Customers who hold a  Free Travel / DSFA Pass  can book on their chosen service by selecting the  'Free Travel Pass'  option in the Passenger selection box. Customers are advised there is limited availability for Free Travel bookings online.

  • You can purchase the ticket  above using our Journey Planner . Tickets can only be purchased up to 90 days in advance.
  • An allocation of bookings on all InterCity services can be reserved online without a fee for 'Free Travel Pass or valid ticket holders'. When this allocation is fully booked, all remaining seats can be reserved by 'Free Travel Pass or valid ticket holders' for €2.50 per journey.
