In addition to providing statistics, the National Travel and Tourism Office (NTTO) creates a positive climate for growth in travel and tourism by reducing institutional barriers to tourism, administers joint marketing efforts, provides official travel and tourism statistics , and coordinates efforts across federal agencies through the Tourism Policy Council. The Office works to enhance the international competitiveness of the U.S. travel and tourism industry and increase its exports, thereby creating U.S. employment and economic growth. 

What Guides Our Work: The National Travel and Tourism Strategy

The Department of Commerce, on behalf of the federal interagency Tourism Policy Council, is launching the new National Travel and Tourism Strategy (Strategy) to recover and rebuild a U.S. travel and tourism industry that is more inclusive, equitable, sustainable, and resilient, positioning the sector to drive economic development and export revenue. The Strategy seeks to utilize the full efforts of the federal government to promote the United States as a premiere destination that is representative of the breadth and diversity of its communities, and to foster a sector that creates good jobs for more Americans and is a positive force for sustainability.

The Corporation for Travel Promotion (Brand USA) has a multi-language consumer website available whose primary purpose is to provide international travelers with a “one-stop shop” for travel information about the United States. This public-private partnership allows thousands of U.S. travel and tourism industry organizations to be exposed to traveling consumers around the globe, providing them with additional export assistance resources. It also serves as the USG official head delegate to the Asia Pacific Economic Cooperation (APEC) Tourism Working Group and the official U.S. government observer and participant on committees and activities of the United Nations World Tourism Organization.

Lee administration proposal could make Tennessee tourism department records secret

A newly proposed bill is seeking to allow records from the Tennessee Department of Tourist Development to be exempt from public records laws if the tourism commissioner and attorney general deem them “sensitive.”

The bill, sponsored by Rep. William Lamberth, R-Portland, is modeled after a similar exemption for the Tennessee Department of Economic and Community Development that was passed in 1988 and would keep records deemed sensitive secret for five years.

Administration officials say the bill is needed to help attract companies to Tennessee but a leading open records advocate in the state said the proposal is overly broad, lacks true accountability and could hurt transparency.

Lamberth said the bill came directly from Gov. Bill Lee's administration and the Department of Tourist Development. As House majority leader, Lamberth regularly sponsors bills part of the Lee administration's agenda.

“They wanted some of the same options that ECD has when they are pursuing a large tourist opportunity for the state,” he said. “Some of those preliminary discussions are not public when it comes to ECD projects, and they wanted the same thing.”

According to Lamberth, he originally looked to “make sure” there was an “intermediary there where you didn't give carte blanche to a department to just make something private.”

“That's why the attorney general was involved,” he said. “But that comes directly from the governor's office, that comes directly from tourism."

Tourist Development spokesperson Amanda Murphy, said the bill would aid the department in conducting business without exposing potential investors' dealings.

"Like any economic development effort, our industry is highly competitive and relies on confidential data to determine the most effective allocation of taxpayer funds," she said. "Tourist Development needs the ability to conduct due diligence without risking the disclosure of sensitive information that could harm our stakeholders' competitive edge or business deals."

Lee spokesperson Elizabeth Johnson similarly described the bill as a necessary measure to protect contract negotiations.

"Creating jobs and greater opportunity for Tennesseans is one of Gov. Lee's top priorities and Tennessee has competitively earned a worldwide reputation for being one of the best places to do business," she said. "Tennessee’s tourism industry is the second largest employer in the state, and we continue to experience record visitor spending. Any breach of confidentiality mid-negotiation is detrimental to potential economic investment in our state, and this bill would provide the Department of Tourist Development with a policy consistent with the Department of Economic and Community Development."

But Deborah Fisher, executive director of Tennessee Coalition for Open government, said the bill was too broad and didn't include any accountability.

"It's particularly concerning from a transparency standpoint, because it gives complete discretion to the commissioner of the department, along with the attorney general, to keep anything confidential that he thinks would be sensitive," she said. "It's just a very broad definition, and very subjective based on what the commissioner feels is sensitive. If you were trying to get a record, there would be no way to challenge it. And as the Attorney General works as the attorney for the commissioner, I just don't see that as an effective backstop at all."

In addition, Fisher said, the bill was far broader than the needs the Lee administration stated.

"If that's what they want to keep confidential—developing contracts—then all they would have to do is write into that exemption," she said. "That would be different. But that's not what the exemption is. The exemption is anything that the commissioner wants to be confidential."

According to the bill, the proposed exemption will not apply to information already made confidential, which includes trade secrets, marketing information and capital plans within the department.

The bill is up for consideration at its first subcommittee hearing on Tuesday.
