Government of Canada expands restrictions to international travel by land and air

The Government of Canada is announcing today further testing and quarantine requirements for international travellers arriving to Canada’s air and land ports of entry. These new measures will help prevent variants of concern from reaccelerating the pandemic and making it more difficult to contain.

Canada has some of the strictest travel and border measures in the world, including a mandatory 14-day quarantine for everyone returning to the country. With new COVID-19 variant detections increasing in the country, the Government of Canada is announcing today further testing and quarantine requirements for international travellers arriving to Canada’s air and land ports of entry. These new measures will help prevent variants of concern from reaccelerating the pandemic and making it more difficult to contain.

For travellers arriving to Canada by land, as of February 15, 2021, all travellers, with some exceptions, will be required to provide proof of a negative COVID-19 molecular test result taken in the United States within 72 hours of pre-arrival, or a positive test taken 14 to 90 days prior to arrival. In addition, as of February 22, 2021, travellers entering Canada at the land border will be required to take a COVID-19 molecular test on arrival as well as toward the end of their 14-day quarantine.

All travellers arriving to Canada by air, as of February 22, 2021, with some exceptions, will be required to take a COVID-19 molecular test when they arrive in Canada before exiting the airport, and another toward the end of their 14-day quarantine period. With limited exceptions, air travellers, will also be required to reserve, prior to departure to Canada, a 3-night stay in a government-authorized hotel. Travellers will be able to book their government-authorized stay starting February 18, 2021. These new measures are in addition to existing mandatory pre-boarding and health requirements for air travellers.

Finally, at the same time on February 22, 2021, all travellers, whether arriving by land or air will be required to submit their travel and contact information, including a suitable quarantine plan, electronically via ArriveCAN before crossing the border or boarding a flight.

The Government of Canada continues to strongly advise Canadians to cancel or postpone any non-essential travel, including vacation plans, outside Canada. Foreign nationals should likewise postpone or cancel travel plans to Canada. Now is not the time to travel.

Quick facts

Canadians citizens, persons registered under the Indian Act and permanent residents arriving by land to Canada, who do not present a valid COVID-19 molecular test, will be allowed entry, but may be subject to a fine of up to $3,000 per day or face criminal prosecution. Travellers may also be required to go to a designated quarantine facility if they are symptomatic on arrival at the border, or do not have a suitable quarantine plan.

Foreign nationals who have obtained an exemption to enter Canada, will be refused entry, with limited exceptions, if they do not have a valid COVID-19 molecular test result. 

Failure to provide accurate information is an offence under the Quarantine Act . In addition, violating any quarantine or isolation instructions provided to travellers by a screening officer or quarantine officer when entering Canada is an offence under the Quarantine Act and could lead to serious penalties, including 6 months in prison and/or $750,000 in fines.

Exemptions continue to be in place to ensure that economic supply chains continue between Canada and the U.S. The Government of Canada is closely engaging the Biden Administration on our respective border measures and we continue to keep the lines of communication open.

Canada to advise citizens against non-essential international travel due to Omicron variant

The federal government will advise Canadians against non-essential travel to foreign countries, as Canada attempts to limit the spread of the Omicron variant, according to two government sources.

The sources, who CTV News are not identifying because they were not authorized to speak about the new restrictions, say the non-essential travel recommendation will likely be announced Wednesday.

The federal government instituted a similar recommendation in March 2020 at the start of the pandemic, but only recently lifted it in October, as vaccinations rose.

Prime Minister Justin Trudeau and premiers had a 90 minute meeting Tuesday evening to discuss the new non-essential travel recommendation, but also a number of other travel measures that could help curb the spread of COVID-19.

One measure that is likely to be implemented is testing at airports for all individuals coming back to Canada, regardless of nationality or the country they are arriving from, according to a senior government source.

Currently, fully vaccinated Canadians and permanent residents returning home after short trips of 72 hours or less to the United States and abroad do not have to provide proof of a negative molecular test, such as a PCR test.

For longer trips, anyone coming into Canada from international locations are required to have a negative PCR test within 72 hours of scheduled departure in order to board the aircraft and to avoid a potential 14-day quarantine when they arrive.

The federal government has been criticized for having complicated travel restrictions for Canadians looking to return home from African countries that had extensive restrictions placed upon them.

Another measure being considered by the federal government is banning foreign nationals from entering Canada outright, but sources tell CTV News the federal government is unlikely implement it at this point.

On Friday, Health Minister Jean-Yves Duclos said that Canadians who travel abroad should be prepared for “hassles and delays” when they returned home. “Canadians who are thinking of travelling abroad need to be warned that the situation abroad is both risky and unstable,” said Duclos.

Chief Public Health Office Dr. Theresa Tam has stated that community spread of the new variant has already started and that Omicron cases "could rapidly escalate in the days to come."

Before travelling to the country from Canada, it’s essential to check Netherlands entry requirements for Canadian citizens . From 2025, Canadians who travel to the Netherlands or other Schengen countries will be required to obtain an ETIAS visa waiver before their trip.

No, Canadians do not need a visa for the Netherlands . To enjoy visa-free travel, Canadians need to intend to visit the Netherlands for short-term trips of maximum 90 days and for business or leisure.

However, the Netherlands entry requirements for Canadian citizens will change in 2025. The ETIAS travel authorisation will become mandatory for Canadians to enter the Netherlands and the Schengen Area .

ETIAS is not a visa for the Netherlands , but an electronic traveller registration and authorisation system. The same travel purpose and maximum length of stay conditions will apply.

Should a Canadian citizen wish to remain in the country for longer or to stay for other purposes (for example, work or study), they need to obtain a relevant Schengen visa. The same rule will apply after the ETIAS Netherlands implementation.

  • Working email address
  • Valid debit or credit card

ETIAS Netherlands applicants will also need to answer a few questions about health and security matters. You’ll also need to provide some information on their travel plans for the Netherlands and Europe.

The information provided on the Netherlands ETIAS application is checked against international security databases, and most Canadian applicants will receive an approval within minutes .

In order to receive the ETIAS Netherlands , you’ll need to pay the visa waiver fee with a credit or debit card and provide an email address that the approved permit for Europe will be sent to.
