Turkish President Recep Tayyip Erdogan will raise climate change issues separately at the upcoming G-20 summit in India and the UN General Assembly in New York.
Erdogan will visit India's capital, New Delhi, for the G-20 Leaders' Summit, which will be held on Sept. 9-10, and one of the important agenda items he will discuss with the leaders at the summit will be climate change.
At the summit under the theme “One World, One Family, One Future,” Erdogan will share the steps Türkiye has taken combat climate change during bilateral meetings with the leaders.
After the summit, Erdogan will visit New York to attend the 78th session of the UN General Assembly, where he will bring up the issue of climate change during his speech at the assembly, and in bilateral meetings with the leaders.
Türkiye is among the countries making the most significant contribution to the Paris Climate Agreement with its 2053 net zero emissions and green development targets.
Ankara works for a cleaner and greener Türkiye by implementing many projects, including a zero-waste initiative.
In 2017, under the auspices of first lady Emine Erdogan, Türkiye launched the zero-waste project to highlight the importance of eliminating waste in fighting the climate crisis.
The project has drawn international praise, with UN chief Antonio Guterres expressing his gratitude to the first lady during a conference in New York last September.
Last December, the UN General Assembly unanimously adopted a resolution on the zero waste initiative presented by Türkiye, declaring March 30 as the International Day of Zero Waste.
"We will continue to work on this vital issue that concerns the common future of our world and humanity, both by fulfilling our own obligations and by taking initiative at the global level.
"We will share these issues with our interlocutors at the G-20 Summit and the UN General Assembly, which we will attend next month, and we will do our duty towards our own citizens and all humanity," President Erdogan said after the Cabinet meeting on Monday.

Invest News Detail President Recep Tayyip Erdoğan attended the 18 th G20 Summit held in New Delhi under the theme "One Earth, One Family, One Future." During the summit, President Erdoğan delivered a speech in which he highlighted Türkiye's commitment to addressing environmental issues and its significant contributions to the Paris Climate Agreement. He emphasized Türkiye's ambitious targets of achieving net-zero emissions by 2053 and promoting green development. President Erdoğan also praised the Zero Waste Project, led by the First Lady, Emine Erdoğan, which has gained international recognition with five prestigious awards. “We work tirelessly towards creating a greener, cleaner, and more livable country and world through the implementation of various projects across multiple domains," expressed President Erdoğan during the summit. Following the summit, President Erdoğan held a press conference where he expressed deep concern regarding the global tragedies, which have captured Türkiye's unwavering attention as it strives to alleviate these hardships and promote a world governed by greater justice. The President further underlined Türkiye's efforts to end the Russia-Ukraine war which claimed the lives of hundreds of thousands of people. He shed light on Türkiye's collaboration with Russia and Qatar to transport one million tons of grain to African countries facing food shortages. President Erdoğan also extended condolences to the people of Morocco following a devastating earthquake and reiterated Türkiye's readiness to provide assistance. On the sidelines of the summit, President Erdoğan held bilateral meetings with various world leaders, including Japanese Prime Minister Kishida Fumio, United Arab Emirates' Prime Minister Sheikh Mohammed bin Zayed Al Nahyan, South Korean President Yoon Suk Yeol, German Chancellor Olaf Scholz, Saudi Arabian Crown Prince Mohammed bin Salman, Egyptian President Abdel Fattah Al-Sisi, Indian Prime Minister Narendra Modi, European Council President Charles Michel, and World Bank President Ajay Banga. During the summit, President Erdoğan also engaged with leaders from MIKTA, the cross-regional consultative platform consisting of Mexico, Indonesia, South Korea, Australia, and Türkiye. He emphasized the critical significance of international organizations adopting inclusive, effective, accountable, democratic, and fair approaches. President Erdoğan expressed hope that “MIKTA countries would make positive contributions to combatting global food crises and collaborating to address various challenges."

President Erdogan’s Visit to India: New Impetus to a Multifarious Relationship
Since the establishment of diplomatic relations between India and Turkey in 1948, the bilateral relations between the two countries have been generally warm and cordial. Economic cooperation is becoming an important pillar of the relationship, with both nations being among the twenty largest economies (G-20) in the world. The growth in bilateral trade between the two countries has seen a steady rise, increasing from USD 2.8 billion in 2008 when President Erdogan last visited India to USD 6.4 billion in 2017 [i] . More importantly, the economies of both India and Turkey have shown remarkable stability despite volatile global economic conditions as they were based on strong fundamentals. Recent IMF [ii] and World Bank [iii] reports also show optimism about the economic prospects of both countries in the coming years.
Turkey has evinced interest in further promoting trade and economic cooperation and in broadening the overall bilateral relationship because of the huge economic opportunities that have been created under the Modi government as a result of various economic reforms and the thrust on transformational changes in the Indian economy. The numbers of high-level bilateral visits that have taken place between the two countries also point to enhancing of the bilateral relationship. In this context, the two day visit of the President of Republic of Turkey, Mr. Recep Tayyip Erdoğan to India from April 30 to 01 May, 2017 assumes significance. The Turkish President was accompanied by five Cabinet Ministers — Minister of Foreign Affairs, Minister of Economy, Minister of Energy, Minister of Culture & Tourism and Minister of Transport, Communication and Maritime Affairs. Besides these ministers, Chief of General Staff, Parliamentarians and Senior Officials also accompanied the President. This was indicative of the thrust of his visit.
PM Modi and President Erdogan agreed to encourage business efforts to achieve a level of at least USD 10 billion by 2020 in bilateral trade [iv] . Potential and opportunity to enhance the volume of bilateral trade exists through trade and FDI inflows, technology tie-ups and cooperation on various projects. In the last few years, participation of Turkish companies in India has increased significantly. This has come specifically through investment in blue chip Indian companies and FDI route, although such cooperation has remained confined only in SMEs (small and medium enterprises) [v] . President Erdogan’s visit has now opened a new chapter in the economic and commercial interactions of both the countries.
In the bilateral interactions of PM Modi and President Erdogan, both countries laid emphasis on people-to-people contact and strengthening cultural linkages. The ties of culture and language – the Sufi traditions, the exchanges and influences of the Turkish language on Hindi and vice versa, among other linkages, provide a deep connect between people of both countries. The new Cultural Exchange Programme signed between two nations will further cement the cultural connections and institutional relations. Several bilateral agreements and institutional mechanisms such as Joint Economic Commission (JEC) at the governmental level as well as in business-to-business (B2B) provide the framework for strengthening economic and commercial ties.
On the issue of terrorism, PM Modi and President Erdogan reiterated their strong condemnation of terrorism in all its forms and manifestations, and declared that there could be no justification for terrorism anywhere. The joint statement on the issue reflected India’s concerns on terrorism, and called for international efforts to disrupt terrorist networks and their financing and stopping of cross-border movement of terrorists [vi] . India and Turkey strongly condemned the use of double standards in addressing the menace and agreed to strengthen cooperation in combating terrorism both at the bilateral level and within the multilateral system. In this regard, leaders of both countries called for early conclusion of negotiations on the Comprehensive Convention on International Terrorism.
During the visit of President Erdogan to India, the following Bilateral Agreements and Memorandum of Understanding (MoUs) were signed [vii] :
- Cultural Exchange Program for 2017-2020
- MoU for Cooperation between Foreign Service Institute of India and Diplomacy Academy of Turkey
- Agreement between the Government of The Republic of Turkey and the Government of The Republic of India on Gainful Occupation for Family Members of the Members of Diplomatic Mission or Consular Post
- MoU between Telecom Regulatory Authority of India (TRAI), India and Information and Communication Technologies Authority (ICTA), Turkey
- Cooperation Agreement between Press Trust of India (PTI) and Anadolu Agency (AA) of Turkey
While convergence exists on strengthening of the economic relationship, Turkey has neither been supportive of India’s stand on Kashmir nor of India’s membership to the Nuclear Supplier Group (NSG). Turkey’s close relations with Pakistan makes it more aligned with the Pakistani position on the Kashmir issue. While Kashmir was not discussed during President Erdogan’s visit, the President had, in an interview to a local TV channel, just before he came to India, stated that the India-Pakistan dispute on Kashmir could be resolved through “multilateral talks” [viii] , — a stand which flies against the principled Indian stand which speaks of bilateral resolution of the India-Pakistan dispute. In response to President Erdogan’s statement on Kashmir, India firmly drew the red line, specifically telling Turkey that Kashmir is an integral part of India and Kashmir is a “bilateral” issue between India and Pakistan and that India sees the problem of unrest in Kashmir through the crystal clear prism of “cross-border and state-sponsored terrorism” being perpetrated by Pakistan in the Kashmir Valley.
On the Issue of NSG membership, Turkey avers that it is not opposed to India’s entry to the NSG, but has linked India’s entry with that of Pakistan’s. This Turkish position is not helpful for India because it aligns with the Chinese position and only means – albeit indirectly, that Turkey doesnot support India’s NSG bid as Pakistan has little international support for its entry to the NSG, due to its appalling record of nuclear proliferation. The Turkish stand hence, in effect means a vote against India.
Turkey’s emotional and Islamist-tinged view of its relationship with Islamabad will make it difficult for a strategic compact between India and Turkey to materialize in the near future. So it is an opportune time for Turkey to de-hyphenate the India-Pakistan relations and work with India towards a comprehensive economic partnership, which could in future transform to an advanced political and strategic relationship. Turkey has great opportunities to invest in India’s expanding market of automotive and auto parts, textile machinery, chemical industry, jewellery (precious metals and stones), glass and glassware products, leather products, electrical equipment and electronics & construction materials. Turkey is a pioneer in the construction sector. Turkish construction and engineering companies have established their business globally.
In India, the construction sector will remain buoyant due to increased demand from real estate and infrastructure projects. Construction activities contribute more than 8% of India’s GDP. Turkish companies can invest in the construction development in residential, retail, commercial and hospitality sectors. Providing technologies and solutions for smart sustainable cities and building integrated townships in India is a great opportunities for Turkey to replicate the excellent construction work they have done in their own country. Training and skill development of construction sector workers is another area where the expertise of Turkey can be helpful in realising the dreams of PM Modi’s Skill India vision.
On the other hand, India’s expertise in Information & Communications Technology solutions, Space Technology and Service Sector etc. can be used by Turkey. Such cooperation will further strengthen the economic and commercial bonding and will provide an environment for greater understanding between the two countries.
In the energy sector, India and Turkey are both energy deficient and energy needs of both nations are ever increasing. In this context, the visit of Turkish President to India will certainly help in increasing the cooperation in hydrocarbon sector and in the solar and wind energy sector which are common area of interest for both countries. For example, IOT Infrastructure & Energy Services which is a joint venture between ‘Indian Oil Corporation’ and ‘VITO Energy and Investment of Turkey’, has been successful in formation of a joint tank farm at the Star Refinery (near Izmir) in Turkey.
President Erdogan,in an article published in Times of India, said “vision to guide the exemplary relations between India and Turkey, will emerge through the increase of contacts and interaction between our peoples”. Prime Minister Modi, while addressing the India-Turkey Business Summit, rightly laid out the agenda of bilateral relation and said that “Let us work together for enhancing the level of our economic activities for welfare of our people”. As both countries have global and regional aspirations towards achieving a combined objective of development and security, cooperation can be a means to achieve the above objectives.

Your Excellency President Erdogan Distinguished delegates,
Members of the media,
It is a pleasure for me to extend a warm welcome to President Erdogan and his delegation to India.
Excellency,
I will always cherish the memory of my visit to Turkey for the G-20 Summit in November 2015. Your visit gives us an opportunity to reciprocate the warmth and good-will that I enjoyed during my visit to your beautiful country.
The people of India and Turkey have nurtured deep and historical links. Ties of culture and language connect our societies for hundreds of years.
While Rumi found his home in Turkey, his legacy continues to enrich the Sufi traditions of India as well.
Friends, In our comprehnsive discussions today, President Erdogan and I took stock of full range of our relations, particularly our political, economic and cultural engagement. We also shared perspectives on developments in our region.
India and Turkey are two large economies. President and I are clear that the strength of our economies presents an enormous opportunity to expand and deepen commercial linkages between our countries. I also feel that at the level of the two governments, we need to approach the entire landscape of business opportunities in a strategic and long-term manner. Our bilateral trade turnover of around 6 billion dollars does not do full justice to convergences in our economies. Clearly, the business and industry on both sides can do much more.
I am happy that a high level business delegation is accompanying President Erdogan Both of us addressed them, and the captains of the Indian industry this morning.
I am sure that Turkish businesses would be quick to tap the diverse and unique opportunities inherent in rapidly growing India. I also believe that India’s infrastructure requirements, and I listed some of them this morning at the business Summit, and our vision of developing Smart Cities match well with the Turkish capacities.
We would like to encourage stronger partnership of Turkish companies with our flagship programmes and projects, either on their own or in collaboration with the Indian companies.
I have no doubt that the Agreements signed today and the substance of our conversation will further strengthen institutional cooperation between our two countries.
We live in times where our societies face new threats and challenges every day. The context and contours of some of the existing and emerging security challenges globally is our common concern.
In particular, the constantly evolving threat from terrorism is our shared worry. I held an extensive conversation with the President on this subject. We agreed that no intent or goal no reason or rationale can validate terrorism.
The nations of the world, therefore, need to work as one to disrupt the terrorist networks and their financing and put a stop to cross border movement of terrorists. They also need to stand and act against those that conceive and create, support and sustain, shelter and spread these instruments and ideologies of violence.
President and I agreed to work together to strengthen our cooperation, both bi-laterally and multi-laterally, to effectively counter this menace.
We also discussed the need for comprehnsive UN reforms including the Security Council expansion to make the body more representative accountable and effective. Both of us recognize the need for the UN Security Council to reflect the world of the twenty first century and not of the century gone by.
Let me welcome you once again in India. I thank you for very productive discussions. Our decisions today will certainly drive the India-Turkey partnership to a higher level. I wish you a fruitful stay in India.

Turkey’s Erdogan in India, to hold talks with Modi on NSG membership, counter-terrorism
This is Erdogan’s first foreign visit after winning a controversial referendum on April 16 that further consolidated his executive powers.
Turkish President Recep Tayyip Erdogan arrived in New Delhi on Sunday and will hold wide-ranging talks with Prime Minister Narendra Modi on key bilateral and regional issues, including India’s NSG membership bid and ways to strengthen cooperation in counter-terrorism and trade.
Apart from his wife Emine Erdogan, the Turkish President is accompanied by senior cabinet ministers and a 150-member business delegation that will take part in a meeting of the India-Turkey Business Forum.
Ahead of his visit, India had played down proximity between Turkey and Pakistan as well as Ankara’s statements on Jammu and Kashmir, saying the government is aware that Turkey has a very close relationship with Pakistan and it is their bilateral matter.
“We have always emphasised that India-Turkey relations stand on their own footing and, we believe, the Turkish side reciprocates our sentiment,” Ruchi Ghanashyam, Secretary (West) in the External Affairs Ministry, said, adding that India’s position on the state of J&K is very well known that it is an integral part of the country.
However, she did not respond when asked if India will raise the issue.
With Turkey being a member of the Nuclear Suppliers Group (NSG), the issue of India’s membership bid for the elite group is likely to figure during the talks between the two leaders.
“We remain engaged with Turkey,” she had said when asked if the Indian side will raise the country’s NSG bid during talks.
Turkey is not directly opposed to India’s NSG membership but has been maintaining that the powerful bloc should come out with a system to consider the entry of the countries which are not signatory to the Nuclear Non-Proliferation Treaty (NPT) as also supporting Pakistan’s case, diplomatic sources said.
The two sides were also expected to discuss ways to strengthen cooperation in counter-terrorism during the presidential visit here.
After a failed coup in July last year to topple Erdogan, Turkey had blamed Fethullah Gulen Terrorist Organisation (FETO) for it and said the outfit has “infiltrated” India. Turkey had also asked India to take action against the organisation.
Asked about the action taken by India so far, she said Turkey had raised it with the government, which has noted their concern.
Calling the FETO a “secretive transnational criminal network” with presence around the world, Turkish Foreign Minister Mevlut Cavusoglu, during a visit here last year, had said, “Unfortunately, the FETO has also infiltrated India through associations and schools.”
Issues relating to regional security, situation in the Middle East, particularly Syria, are likely to figure during talks between Modi and Erdogan.

State visit of President of Turkey to India (30 April to 01 May, 2017)

- H.E. Mr Recep Tayyip Erdoğan, President of Republic of Turkey will be coming to India on a State Visit from April 30 to 01 May, 2017.
- This is the second visit of the President Erdoğan to India. Earlier he had visited India as prime Minister in 2008. He also has had substantive meetings with Prime Minister Modi on the margins of G 20 Summit in Antalya in 2015.
- During the visit, President Erdoğan is scheduled to arrive at New Delhi on 30 April. On 01 May morning, he will be given a ceremonial guard of honour at Rashtrapati Bhavan followed by wreath laying by him at Mahatma Gandhi's Samadhi, Raj Ghat. His other engagements on that day include Delegation-level talks with Prime Minister Modi and a meeting with Hon’ble Rashtrapatiji, who will host a banquet in the honour of President Erdoğan. President Erdoğan will be conferred a Honorary degree (Honoris Causa) by Jamia Milia Islamia University. Additionally, Hon’ble Vice President will call on President Erdoğan; there will also be a call on President Erdoğan by External Affairs Minister. President Erdoğan will leave Delhi on the night of 01 May.
- India and Turkey enjoy close, friendly and deep rooted ties dating back to several centuries. There are rich historical and cultural connections between our two countries in the field of art and architecture. Bilateral relations have been strengthened by the exchange of visits of leaders of both countries in recent times. Hon’ble Rashtrapatiji Shri Pranab Mukherjee visited Turkey during October 2013. Prime Minister Modi visited Turkey for G-20 Summit in November 2015.
- Turkey and India enjoy strong economic ties. A large business delegation including about 100 representatives of Turkish Industry and business will accompany President Erdoğan. The India-Turkey Business Forum will meet during the visit.
- Bilateral Trade between the two countries stood at USD 6.4 billion. India’s main export products to Turkey are textiles and fabrics, chemicals, pharmaceuticals, plastic products, machinery and automotives. There is scope for cooperation in other sectors such as construction/infrastructure development, renewable energy, tourism and film shooting. A number of Indian companies have established their presence in Turkey through production facilities or project participation. Some Agreements/MoUs are currently under negotiation between the two countries and will be signed during the visit.

Explained: Why Erdogan’s praise of Pak and attack on India fits into a pattern
The Turkey-Pakistan friendship goes back to the days of the Cold War, when both countries were American allies.
Speaking to MPs at a joint session of Pakistan’s Parliament on Friday (February 14), Turkey’s President Recep Tayyip Erdogan expressed his country’s deep love and affection for Pakistan, strongly backed its position on Kashmir.
Erdogan vowed to support his hosts in the face of pressure by the Financial Action Task Force (FATF), the global watchdog for terrorist financing which is currently one step away from blacklisting Pakistan.

“I would like to convey the greeting of 83 million brothers and sisters in Turkey… Here in Pakistan we never see ourselves as strangers. We feel at home. We are here at home, together with you…,” Erdogan was quoted as saying by the Pakistani daily Dawn.
“Today, Pakistan and Turkey’s relations are admirable for others […] The much-envied Turkey-Pakistan brotherhood today, is a true brotherhood, strengthened by history and reinforced by historical events,” he said.
Turkey-Pakistan: Traditional good ties
Turkey and Pakistan have historically had good relations, something that Erdogan underlined in his speech. This was the fourth time that Erdogan addressed Pakistan’s Parliament in Islamabad, Dawn reported.
However, while the founder of modern Turkey, Mustafa Kemal Ataturk, had a secular vision for his country, Erdogan is the leader of an Islamist party and likes to think of himself as a new age Ottoman Caliph speaking for all the Muslims of the world.

Kashmir and terror-financing
India’s relations with Turkey have been deteriorating steadily in recent times. This is linked primarily to Turkey’s support for the Pakistani position on Kashmir, as well as its backing of Pakistan at the FATF.
Significantly, Erdogan’s promise on Friday that “as in the past, we will continue to stand by Pakistan in the future”, and his assertion that “we will give support to Pakistan which is subject to political pressure in the FATF meetings”, came just ahead of the FATF meeting in Paris which will take a call on Pakistan’s request that it should be taken off the grey list of states that do not comply with global terror-financing requirements.
Earlier on September 24, 2019, Erdogan told the United Nations General Assembly that the international community has “failed” to “pay enough attention” to the Kashmir conflict, which “awaits solution” for 72 years.
“In order for the Kashmiri people to look at a safe future together with their Pakistani and Indian neighbours, it is imperative to solve the problem through dialogue and on the basis of justice and equity, but not through collision,” he said.
“Despite the resolutions adopted by the UNSC, Kashmir is still besieged and eight million people are stuck in Kashmir. They cannot get out,” he said.
Pakistan’s Prime Minister Imran Khan , who himself delivered a long, angry speech attacking India at the UNGA, thanked Erdogan for underlining that “the stability and prosperity of South Asia cannot be separated from the Kashmir issue”.
Imran and Erdogan had earlier discussed the situation in Kashmir during a bilateral meeting on the sidelines of UNGA.
Earlier on August 6, the day after India removed the special status of Jammu and Kashmir, the Turkish Foreign Ministry had issued a statement expressing “concern” at what it had called “annulment of the Article 370” that “could further increase the existing tension”.

A global diplomatic alliance
Significantly, Erdogan too, despite his rhetoric on the alleged atrocities on Muslims, like Imran, remained silent on the treatment by China of its Uighur Muslim minority.
Apart from Turkey, Pakistan, and China, the other country in this broad coalition of the critics of India is Malaysia, all of whom can be expected to team up at the FATF and other international fora.
In his address to the UNGA, Prime Minister Mahathir Mohamad said: “Now, despite the UN resolution on Jammu and Kashmir, the country has been invaded and occupied.”
“There may be reasons for this action but it is still wrong. The problem must be solved by peaceful means. India should work with Pakistan to resolve this problem. Ignoring the UN would lead to other forms of disregard for the UN and the Rule of Law,” Mahathir said.
India’s relations with Malaysia have been strained due to Mahathir’s refusal to hand over the televangelist Zakir Naik, who is wanted by law-enforcement agencies in India for hate speech and money laundering, but who has been hiding out in Malaysia since he was given permanent residency rights in that country a few years ago.
