Travel advisory july 23, 2024, india - level 2: exercise increased caution.

Updated to reflect information on the northeastern states.

Exercise increased caution in India due to crime and terrorism.  Some areas have increased risk. 

Do not travel to:

• The union territory of Jammu and Kashmir (except the eastern Ladakh region and its capital, Leh) due to terrorism and civil unrest .
• Within 10 km of the India-Pakistan border due to the potential for armed conflict .
• Portions of Central and East India due to terrorism.
• Manipur due to violence and crime .

Reconsider travel to:

• The northeastern states due to terrorism and violence .

Country Summary:  Indian authorities report that rape is one of the fastest growing crimes in India. Violent crime, such as sexual assault, has happened at tourist sites and other locations.

Terrorists may attack with little or no warning. They target tourist locations, transportation hubs, markets/shopping malls, and government facilities.

The U.S. government has limited ability to provide emergency services to U.S. citizens in rural areas. These areas stretch from eastern Maharashtra and northern Telangana through western West Bengal. U.S. government employees must get special authorization to travel to these areas.

• Do not travel alone, particularly if you are a woman. Visit our website for Women Travelers .

Union Territory of Jammu and Kashmir – Level 4: Do Not Travel

Terrorist attacks and violent civil unrest are possible in the union territory of Jammu and Kashmir. Do not travel to this state (with the exception of visits to the eastern Ladakh region and its capital, Leh). Violence happens sporadically in this area and is common along the Line of Control (LOC) between India and Pakistan. It also occurs in tourist spots in the Kashmir Valley: Srinagar, Gulmarg, and Pahalgam.  The Indian government does not allow foreign tourists to visit certain areas along the LOC.

India-Pakistan Border – Level 4: Do Not Travel

India and Pakistan have a strong military presence on both sides of the border. The only official border crossing for non-citizens of India or Pakistan is in Punjab. It is between Attari, India, and Wagah, Pakistan.  The border crossing is usually open, but check its current status before you travel. To enter Pakistan, you need a Pakistani visa. Only U.S. citizens residing in India may apply for a Pakistani visa in India. Otherwise , apply for a Pakistani visa in your home country before traveling to India

Portions of Central and East India – Level 4: Do Not Travel

Maoist extremist groups, or “Naxalites,” are active in a large area of India that spans from eastern Maharashtra and northern Telangana through western West Bengal. Attacks against officers of the Indian government continue to occur sporadically in the rural parts of Chhattisgarh and Jharkhand that border with Telangana, Andhra Pradesh, Maharashtra, Madhya Pradesh, Uttar Pradesh, Bihar, West Bengal, and Odisha. Southwest areas of Odisha are also affected. The Naxalites have carried out many terrorist attacks, targeting local police, paramilitary forces, and government officials.

Due to the fluid nature of the threat, U.S. government employees are required to obtain permission prior to traveling to most areas in the states of Bihar, Jharkhand, Chhattisgarh, West Bengal, Meghalaya, and Odisha. Permission is not required if employees are traveling only to the capital cities of these states.

U.S. government employees also need approval to travel to the eastern region of Maharashtra and the eastern region of Madhya Pradesh

Manipur -  Level 4: Do Not Travel

Do not travel to Manipur due to the threat of violence and crime.  Ongoing ethnic-based civil conflict has resulted in reports of extensive violence and community displacement. Attacks against Indian government targets occur on a regular basis.  U.S. government employees traveling in India require prior approval before visiting Manipur.

Northeastern States – Level 3: Reconsider Travel

Ethnic insurgent groups occasionally commit acts of violence in parts of the northeast. These incidents include bombings of buses, trains, rail lines, and markets. There have been no recent reports of violence in Assam, Nagaland, Arunachal Pradesh, Mizoram, Sikkim, or Tripura.

U.S. government employees traveling in India require prior approval before visiting the states of Sikkim, and Arunachal Pradesh, as well as when visiting any areas outside of the capital cities of Assam, Mizoram, Nagaland, Meghalaya, and Tripura.

An Educational Tour

It is to inform all the students of classes 10 and 12 that a one-day excursion and educational tour will be conducted by our school in collaboration with Ashtha Foundation to the National Museum on 30th June 2022. The tour intends to create an awareness in the students about the literary and cultural heritage of our country. Interested students can submit their names to their respective class teachers.

All students must submit a consent letter with their guardians’ contact details and 500 rupees as entry fees by the 20th. The students are requested not to cancel later on unless some pressing issue is there. They must report to the school on the 30th by 7 am. Latecomers and unruly students will be excluded. Students must be in uniform and have ID cards and carry their water bottles and light tiffins, and also medicines with them if required. For more information contact the undersigned.

1. Akshardham Temple

Literally meaning the ‘abode of God’, Akshardham Temple was constructed in late 2005 in the honor of Bhagwan Swaminarayan.

The external facade of the temple is constructed using detailed carvings on sandstone while the flooring is done using white marbles. It has vast areas of gardens, fountains, a step-well styled courtyard, a museum and a mini theater where the teachings of Swaminarayan gets projected via audiovisuals. The temple has over 20,000 statues of various Hindu sages, devas and acharyas. 

It is interesting to note that over 3,00,000,000 volunteer hours were put to use in the making of this temple, and approximately 8000 volunteers from across the globe took part in its making. 

Cell phones and cameras are not allowed within the premises, meaning you spend more time in the calm and peaceful environment with friends & family and detach yourself from the digital world.

• Must see: Watch the exhibitions that are displayed across three halls. Unlike regular exhibitions, Akshardham uses a unique storytelling technique with the support of sculptures and modern media and technology. 
• Timings: Tuesday – Sunday (First Entry: 9:30 am & Last Entry: 6:30 pm | Arti: 10:00am and 6:00pm)
• Holidays/Closed On: Mondays
• Recommended Duration: 2 Hours
• Entry Fee: The entry to the complex and the temple is free. However, there are tickets for the following: Exhibition: Rs.120-Rs.220 and Water Show: Rs.50-80

2. Red Fort, Delhi

In the chaotic lanes of Old Delhi is the Red Fort which is immensely popular for being of great historical importance, both during the Mughal Era and the British Era. In 2007, it was listed as a World Heritage Site by UNESCO.

The fort is spread across 256 acres, and if one has an aerial view of the fort, one can see that it’s octagonal in shape. As the name suggests, it is made using red sandstones under the reign of Mughal Emperor Shahjahan.

The Red Fort once used to house precious jewels like Koh-i-Noor diamond, jade wine cup of Shah Jahan and the crown of Bahadur Shah II , which were later looted by the Britishers. The property was damaged and even partly destroyed, the ruins of which can still be witnessed.

Various parts of the fort including mosques and public baths are restricted for tourists to visit, however, one can view them by peeping through the marble fretwork or via the small glass windows.

• Must see: See the museum that hosts various paintings of the Indian Independence Movement. There is a working restaurant inside the red fort by the name of ‘The Tea House’ where one can indulge in tea and snacks.
• Timings: 9.30am-4.30 pm
• Holidays/Closes On: Monday 
• Recommended Duration: 30 Minutes

3. India Gate, Delhi

Standing tall in the central part of Delhi is the India Gate which acts as a memorial for the thousands of soldiers who sacrificed their lives for Mother India during the different wars. Owing to its massive structure, emotional history and central location, India Gate is visited by all kinds of tourists.

The pillar has the names of over 13000 soldiers inscribed in it. It is surrounded by vast lawns where families often come and spend time with their kids. There is also a war memorial and a children’s park on the same grounds.

• Things To Do: Sit in the lawns, sun bask, and possibly enjoy a cup of tea or a popsicle. You will also find various street vendors, selling street food that you eat along with.
• Timings: India Gate is open on all days of the week and has no opening & closing hours. However, it is recommended that one should visit India Gate before sunset to be able to go near the Gate and see the inscription. If one misses this time slot, they can even go there post-sunset and enjoy the monument getting lit up. 
• Entry Fee: Free

4. Rashtrapati Bhavan

As the name suggests, Rashtrapati Bhavan is the home of the President of India and is the artwork of exemplary imagination and architecture. Indians find pride in visiting it because it is a standing example of India being a Democratic, Secular, Socialist and Sovereign nation.

It divides its tour into three parts:

Circuit 1: The tour of this includes the main building, the Forecourt, the Banquet Hall, Ashok Hall, Durbar Hall, Library, North Drawing Room, Long Drawing Room, Navachara and more. This is open to visitors from Thursday to Sundays.

Circuit 2: The second tour is of the Rashtrapati Bhavan Museum which comprises the of the Clock Tower, the Stables and the Garages. This is open from Tuesdays to Sundays.

Circuit 3: This circuit allows tourists to take a tour of the opulently famous Mughal Gardens. However, it is only open during the winters when the flowers have blossomed and the gardens give a spectacular view. One can visit them in the months of November – March from Thursdays to Sundays. 

• Things To Do: Keep an eye for peacocks singing in the lawns of the Bhavan.
• Timings: Different circuits are open on different days. We suggest visiting them between Thursdays – Sundays, 9 AM-4PM to witness it all.
• Holidays/Closes On: It is closed on all Gazetted Holidays and Mondays.
• Recommended Duration: 1 Hour/Circuit

5. Parliament House

If you have the slightest interest in politics, you will know about the Parliament House. Commonly known as the Sansad Bhawan, it accommodates the Lok Sabha & the Rajya Sabha. It has the offices of the various ministers, committees and is home to a large library.

The architecture of the Parliament house draws its inspiration from the Ashoka Chakra of the National flag, and as such is circular in shape.

Do note that only authorized personnel can visit the Parliament from the inside and visitors are only allowed to witness this imperial building from the outside. However, be assured that the structure in itself is a treat to the eyes.

• Things To Do: If you are lucky, you can spot various ministers and celebrities flocking in and out of the Parliament House.  
• Timings: You can see it from outside on all days. It is recommended not to visit it late at night to avoid any hassle from security guards. 
• Holidays/Closes On: It is closed on all Gazetted Holidays.
• Recommended Duration: 10 Minutes

6. Lotus Temple

Known to be one of the most visited buildings in the world, Lotus temple is a place of worship of the Bahá’í Faith . The faith preaches the value of the different religions and stresses on its unification. As such, the temple is open to all members of the society and makes no biases based on their religion, gender, caste, creed, sex or educational qualification.

The shape of the building is that of a lotus with 9 sides and it is made using 23 shaped marble petals. 7. Humayun’s Tomb 

Unsurprisingly, Humayun’s Tomb is the tomb of the Mughal emperor Humayun. It was originally constructed for his Persian wife and hence its architecture drew inspiration from both Mughal and the Persian elements.

It was the first garden-tomb of India and its architecture was taken as an example in the construction of various other Mughal monuments such as the Taj Mahal, Safdarjung Tomb, amongst various others.

• Things To Do: Look for the chants inscribed on the monuments . Take a walk surrounded by palm trees, sit on the stairs and just reconnect with yourself.

8. Qutub Minar

It is a 43m long Minaret with a 14m diameter at the base and is situated in the South Delhi District. The tower has 5 storeys with intricately crafted spiral-shaped 379 steps. 

What’s interesting to note is that the 5 storeys were not constructed at once. In fact, the construction was initiated by Qitub-ud-Din Aibak who only created the basement which was taken over by his successor, Iltutmish, who then built the next three storeys.

Qutub Minar construction was finished by Firoz Shah Tuglak who built the last two storeys. Since the construction happened over the span of various years and under the reign of different rulers, one can spot the architectural differences.

It's best to avoid May through September in India, when the heat is sweltering. The downpours are also fairly intense in July, August, and September, during what's known as monsoon season. As for special events, Diwali happens in December, which lights up the city. It is not safe to drink tap water in India. Only drink bottled water—many tourists even choose to brush their teeth with bottled water. When you're sold a bottle of water, check the seal to make sure it's a brand-new bottle, rather than one that's been refilled.

How to Get Around

Trains : The Delhi Metro has improved significantly in recent years. The rapid transport cars bring locals and tourists seamlessly around the city, and the Airport Metro Express Line provides transportation from Delhi Airport. You can buy a tourist metro day pass for 150 rupees or a three-day pass for 300 rupees.

Buses : The metropolis is serviced by DTC (Delhi Transport Corporation) buses. The buses are not always air conditioned and get fairly crowded. Fares run from 5 to 25 rupees depending on the length of your trip.

Taxis and Rickshaws : For short trips around Delhi, it's easy to hop in a rickshaw on the street, which features a carriage and is pulled by a cyclist. For longer trips, you can also take an auto-rickshaw, which is essentially an open-air carriage with a typical car engine. Auto-rickshaws double as taxi cabs, though you can also call an on-demand taxi. Car service: Ola Cabs are very popular in Delhi, and the city is also serviced by Uber.

By May, the intense heat and rain comes in full force.

Summer: Welcome to monsoon season. In June, July, and August, you'll find temperatures in the 100s and as much as five inches of rain per month. Summer is not an ideal time to visit India.

Fall: You'll still find hot temperatures and hefty rainfall in September and October (with highs in the 90s). By November, temperatures dip and the rain dissipates, which makes it a good time to visit New Delhi.

Rocky Mountain Spotted Fever in Mexico

Key points .

• There have been reports of Rocky Mountain spotted fever (RMSF) in people traveling to the United States from Tecate, in the state of Baja California, Mexico.
• RMSF has been found in urban areas of several states of northern Mexico, including but not exclusive to Baja California, Sonora, Chihuahua, Coahuila and Nuevo León (see map).
• Ticks spread the bacteria that causes RMSF. Ticks can live anywhere that dogs live. This includes close to peoples’ homes and in their yards.
• Dogs can carry the infected ticks that can bite humans. RMSF is NOT spread from a person to another person.
• Using Environmental Protection Agency (EPA)-registered insect repellants on exposed skin and clothing.
• If you find a tick on your body, remove it as soon as possible.
• Ticks can be tiny and their bites may be painless, so you may not always notice a tick bite.
• If traveling with your dog, you can protect yourself and your dog by using tick-preventatives on your dog. Talk to your vet for further guidance.
• RMSF can be deadly. Seek medical attention if you or a family member has traveled to Tecate or another city in northern Mexico and develops symptoms during travel or within 2 weeks of returning to the United States.

Rocky Mountain Spotted Fever (RMSF) is a potentially deadly bacterial disease spread through the bite of an infected tick.  

RMSF is spread by the brown dog tick ( Rhipicephalus sanguineus ) in parts of the southwestern United States and Mexico.

Symptoms of RMSF include fever, headache, and rash. The rash usually appears about 2–4 days after onset of symptoms, however, some patients never develop a rash. The disease can rapidly progress and be deadly if not treated early with the recommended antibiotic. Children younger than 10 years old are five times more likely than adults to die from RMSF.

Doxycycline is the recommended antibiotic treatment for RMSF in adults and children of all ages.

Bid to muzzle press, says Delhi HC, quashes Centre’s 1987 eviction notice to Express

A bench of Justice Prathiba M Singh ruled on August 30 that the notices, issued by the Land & Development Officer for re-entry and ejection in 1987 “were nothing but an attempt by the then Government to muzzle the press and dry up its source of income.”

The Delhi High Court has held as “arbitrary” and “malafide” the Centre’s decision to terminate its lease deed with Express Newspapers for the Express Building at Bahadur Shah Zafar Marg here and quashed the 37-year-old notice seeking ejection of the media house from the premises.

The court also rebuked the Union Government for re-agitating already adjudicated issues by the SC in its 1985 verdict. For this, and keeping the litigation pending for over 37 years, the court directed that the government award `5 lakh as cost to the Express Newspapers.

“To re-agitate already adjudicated issues in the manner as is sought to be done by issuing fresh notices of termination would in the opinion of this Court be in total disregard of the painstaking judgment of the Supreme Court which had already gone into all these issues. Post the decision of the Supreme Court, there were only two courses of action for the Union of India i.e., to raise a demand for the conversion charges and for the additional ground rent along with any reasonable interest and upon failure to pay the same, to file a suit,” the court observed in its order.

The first notices of re-entry and demolition were issued by the government in 1980 after a new government led by Indira Gandhi came into power and in a bid to “saddle” Express Newspapers and its owner Ramnath Goenka with the consequences of standing up to the “excesses” of the government during the Emergency.

The notices were challenged before the SC where a three-judge bench had ruled in favour of the publication in a significant verdict, holding that the government action was “malafide and politically motivated.”

Subsequently, in August 1986, the Ministry of Urban Development had issued show-cause notices to the publication on various alleged violations of lease conditions, including of unjust enrichment, unregularised and unauthorised construction, etc. The notice was responded to but ultimately in November 1987 the government had filed its suit against Express Newspapers.

One of the key arguments put forth by the government was that the prior SC judgment of 1985 was not a unanimous decision by the three-judge bench but a 2:1 judgment, with Justice A P Sen in minority.

Justice Singh held: “In the opinion of this Court, the decision delivered by the three Judge Bench of the Supreme Court in Express Newspapers (supra) is a binding decision under Article 141 of the Constitution of India. The said decision is not only binding on this Court but also on all the other governmental authorities. The Supreme Court spoke in one voice and quashed the Show Cause Notices threatening re-entry. There was no dissenting view in the said decision. As per the leading judgment of Justice Sen, the then Government had contemplated a legislation to provide a forum for adjudication of such disputes, which did not materialise. Thus, the Supreme Court relegated the parties to a civil suit for adjudication of the disputes in respect of conversion charges and occupation charges etc….This Court is of the view that the stand of the Union of India that the decision of Justice Sen is merely a minority view, is not tenable….The basis of the L&D.O’s impugned action that Justice Sen’s judgment is of a minority view is thus completely untenable.”

The court went on to observe that the other two judges in the SC judgment did not record that they had any difference in opinion with Justice Sen’s view and neither were their views dissenting opinions.

Against a claim of Rs 17,504 crore by the Union government (which was later revised to Rs 765 crore) from Express Newspapers for alleged unauthorised use and construction of its office premises on plots 9 and 10 of Bahadur Shah Zafar Marg, the court held that there is no unauthorised construction and only Rs 64.03 lakh shall be payable as conversion charge, additional ground rent and ground rent.

Rebutting the government’s claim, the court recorded, “In the opinion of the Court the computation filed by the UOI is far-fetched, unreasonable and aggravated to say the least.”

“The issuance of notices to tenants with a direction to them to deposit the rent with the L&DO is a completely malicious act on behalf of the then Government. It was only meant to muzzle Express Newspapers and also dry up its sources of income and nothing more. Thus, the said notices are held to be arbitrary and mala fide.”

The court noted that the notice issued on November 2, 1987, was never served upon Express Newspapers which came to know of the same from a news item in another newspaper.

Such conduct of the government of the day is nothing but motivated to say the least, it said.

The court prefaced its judgment with Nelson Mandela ’s quote, “A free press is one of the pillars of democracy.” It noted that the dispute between the parties in the case was a result of the action taken by the then government for the fair and independent role played by the media house during the Emergency period of 1975-1977.

“The present dispute between a well-known media house and the Government has spanned over five decades, witnessing critical historical events such as the Emergency and its aftermath. The dispute erupted as a result of action taken by the then Government in 1977-79, against a media house, for its fair and independent role during the Emergency imposed between the years 1975-1977.” (with PTI)

CBSE Sends Showcause Notices To 27 Schools Over 'Dummy' Enrollments

The move came after the Central Board of Secondary Education (CBSE) conducted a surprise inspection at these schools to check the "dummy school" menace.

The CBSE has issued showcause notices to 27 schools in Delhi and Rajasthan for "dummy enrollment" of students, top officials said on Thursday.

The board is also contemplating legal action against those found guilty of non-compliance.

"Majority of the inspected schools were found to have violated the board's affiliation by-laws by enrolling students beyond their actual attendance records, effectively creating 'dummy' enrolments. Additionally, schools were found to be flouting infrastructural norms of the board," CBSE Secretary Himanshu Gupta said.

"The CBSE has taken cognisance of these serious violations and showcause notices are being issued to the defaulting schools. Legal action is also being contemplated against those found guilty of non-compliance," he added.

Scores of students preparing for engineering and medical entrance examinations prefer to take admission to dummy schools so that they can focus solely on their preparations for the competitive exams. They do not attend classes and straightaway appear in the board exams.

Aspirants also choose dummy schools, keeping in mind the quota in medical and engineering institutes available for students from certain states. For example, candidates who have completed classes 11 and 12 in Delhi are considered for admission to medical colleges of the national capital under the Delhi state quota.

Earlier this year, the CBSE cancelled the affiliation of 20 schools for enrolling dummy students and ineligible candidates.
