The 10 Best Boat Tours in Utah!

ut boat tour

Even though Utah technically qualifies as a desert, the state is also home to beautiful bodies of water. If you like red rock, mountains, fresh air and big, salty lakes, you’ll likely enjoy what the state has to offer in terms of boat tours, too. Here are our favorites!

Canyonlands by Night and Day, Moab, UT

See on Instagram

Canyonlands by Night and Day offers arguably Utah’s most spectacular boat tours. If rafting down the river on your own (or with a guide) doesn’t appeal to you, Canyonlands by Night and Day is famous for its “Evening Dinner and Boat Tour,” which includes a cowboy-style Dutch oven dinner and a slow, peaceful evening boat ride on a gentle part of the Colorado River.

Moab Jett Colorado River Jet Boat Tours, Moab, UT

As its name suggests, Moab Jett Colorado River Jet Boat Tours is located near Canyonlands by Night and Day, but specializes in a very different kind of boat tour. Rather than kick-back on a serene, evening ride, you’ll join one of the company’s experienced guides on a New Zealand-style jet to zoom and splash around on the cool waters of the Colorado.

Bear Lake Adventure Center, Garden City, UT

Despite the presence of other (and more salty) lakes in Utah, Bear Lake in Cache Valley has the reputation for being the closest thing the Beehive State has to the ocean. No, you won’t find palm trees and starfish at Bear Lake, but you will find beautiful turquoise waters and a range of colorful fish. While most visitors to Bear Lake have their own boats or rent them, you can take an amazing guided boat tour of the lake with Bear Lake Adventure Center.

Holiday River Expeditions, Salt Lake City, UT

In Utah, rafting is the most popular way to cruise on water. Based in Salt Lake Valley, Holiday River Expeditions has been around since 1965, and takes lucky rafters to the beautiful Green River in Southern Utah on whitewater rafting expeditions.

Grand Canyon Expeditions Co., Kanab, UT

Visiting the Grand Canyon is a popular bucket list item. But what arriving there via raft/boat? Based in Kanab, Grand Canyon Expeditions takes interested adventurers on both motorized and non-motorized tours along the famed Colorado River to the Grand Canyon in Arizona. Trips last 1-2 weeks, but the memories will last a lifetime.

Antelope Canyon Tour of Lake Powell Resorts and Marinas, Lake Powell, UT

It’s a bit of a cheat to include this boat tour on the list given that Lake Powell straddles the Utah/Arizona border, but most Utahans claim Lake Powell because most of the lake is technically within the Utah state border. Lake Powell is one of Utah’s most popular locations for boating and relaxation, and this Antelope Canyon Tour will give you an even closer look at the area’s distinct geological features.

Cruises of Bonneville School of Sailing, Provo, UT

A sailing school located on the shores of Utah Lake, Bonneville School of Sailing also offers couples the unique opportunity to take a guided, small boat tour of the lake just in time for sunset. The small company also offers two-hour day cruises for up to five people for $135.

Gonzo Boat Rentals & Tours, Magna, UT

The Great Salt Lake is one of the country’s most famous lakes, but most people have never been there. Gonzo Boat Rentals & Tours gives you a great excuse to explore this unique and extremely salty lake with its romantic sunset dinner cruise. A two-hour cruise with dinner is $85 per person, a two-hour, five-star dinner cruise is $105 per person, and the company’s two-hour Sunday lunch cruise is only $55 per person.

Panguitch Lake Pirate Blue, UT

As tempting as it is to rent the Pirate Blue pontoon boat for your own personal enjoyment, the company who created it also offers guided lake cruises in beautiful Southern Utah on the hilarious, pirate-themed boat. The company only takes walk-in customers for the cruises and it only costs $60/hour for six people!

Adrift Adventures, Moab, UT

Another Utah rafting company, Adrift Adventures is one of the state’s most extensive adventure-focused enterprises because it offers both river tours and national park 4x4 Jeep tours. One of the company’s most popular tours is a whitewater rafting tour that takes rafters through Cataract Canyon in Canyonlands National Park on the Colorado River. The trip lasts six days and covers 120 miles, so remember, this one is not for the faint of heart.

The 7 Best Water Adventures in Greater Zion

Written by Stewart Green at RootsRated Media

Getting Out of the Heat is Easy in Greater Zion

Nothing feels more refreshing on a scorching day than a cool dip in a swimming hole, lake, or—if you’re in southeastern Utah—even a slot canyon. Greater Zion is famous not only for soaring cliffs and sandstone landscapes—it is the driest part of the state, after all—but also for its diverse water adventures. Indeed, on hot days, lakes and swimming holes near St. George are the perfect spots to cool down. Families paddle tandem kayaks in rocky coves, boaters pull water skiers across broad lakes, kids build sandcastles on red sand beaches, and stand-up paddleboarders skim over calm waters, while anglers cast lines from boats and shorelines for rainbow trout and trophy-sized bass.

And the water adventures aren’t, well, watered down, either: Outdoor enthusiasts can hike to sparkling waterfalls tucked into dramatic canyons, where a refreshing dip rewards the effort, while hardy adventurers rappel and squeeze down slot canyons sprinkled with creeks and waterfalls. Check out these unique-to-Utah, water-fueled adventures to keep cool, escape the desert heat, and add a whole new element of adventure to your visit to Greater Zion.

1. Swimming Holes and Waterfalls

What better—or more nostalgic—way to beat the summer heat than jumping into a swimming hole? Most of southwestern Utah’s best outdoor pools lie below frothy waterfalls reached by short hikes. One of the best swimming holes is below Toquerville Falls northeast of St. George , an oasis whose waterfalls plunge dramatically into a deep pool. At Sand Hollow State Park , colorful cliffs set the backdrop for sandy beaches edged with shallow water perfect for kids to splash around in, while advanced swimmers can venture out to deeper areas. Hikers who trek an easy route up a cliff-lined canyon in Red Cliffs Recreation Area are rewarded with a small waterfall that tumbles into a natural swimming pool; slide down the waterfall’s slippery chute for the “wow” factor. And for a few weeks in late spring, the overflow channel below Gunlock Reservoir forms a spectacular cascade after the lake fills behind a dam. The clear water plummets down sandstone cliffs, forming numerous falls and emerald green swimming pools. Whichever swimming spot you choose, avoid diving headfirst into pools during your water adventures.

2. Stand-up Paddleboarding

Stand-up paddleboarding , or SUP, is a peaceful way to experience Greater Zion’s lakes as you glide across water reflecting puffy white clouds or navigate cliff-lined coves. The county offers spots ideal for paddlers of all skill levels, including Quail Lake, spacious Sand Hollow Reservoir, Kolob Reservoir, and Gunlock Reservoir. At Quail Creek State Park, you can rent boards by the hour from Dig Paddlesports and take paddleboard lessons. Other recommended beginner spots are Ivins Reservoir at Fire Lake Park and small Grandpa’s Pond in Hurricane. Whichever you choose, you can count on stunning red rock scenery and a surprisingly intense core workout.

3. Quail Creek State Park

Quail Creek State Park , a dozen miles northeast of St. George, is a quick getaway with Utah’s warmest water in glassy Quail Lake and offers fun for every water lover. Powerboaters cut waves across the big lake, while kayakers and stand-up paddlers stroke across still waters. Swimming beaches are on Quail Lake’s west side (but bring sandals to spare your feet from the coarse sand). Fishermen also frequent the lake, regularly catching five-pound largemouth bass, bluegill, crappie, and sunfish, but it really shines as the area’s premier rainbow trout fishery. The stocked trout love the cold water in the 185-foot-deep lake.

4. Sand Hollow State Park

One of Utah’s most popular lakes, Sand Hollow Reservoir is an adventure playground for boaters, swimmers, and paddlers. The huge lake, part of sprawling Sand Hollow State Park, is also popular with campers, equestrians, and hikers. Twice the size of nearby Quail Lake, the reservoir boasts spacious red sand beaches, sandstone islands, and plenty of water for motorboats and paddle craft. Hit the beach on the south shore to swim with the kids or bask on a shoreline boulder. Stand-up paddlers and kayakers cruise quiet waters among rock outcrops, while cliff divers plunge into deep water from airy perches. In the summer, the lake is a hotspot for waterskier -towing powerboats towing and jet skis, and it’s a perennial favorite among fishermen for its trophy-sized largemouth bass, crappie, and bluegill. If you’re having too much fun to call it a day, make it an overnight adventure at one of the park’s two campgrounds and rest up for another day of adventure on the water.

5. Gunlock State Park

Gunlock Reservoir is a gorgeous lake that fills a scenic valley surrounded by sandstone cliffs and volcanic cinder cones. The lake, centerpiece of a 248-acre Gunlock State Park , is a quiet setting for water sports and fishing. Bring a kayak, canoe, or stand-up paddleboard to explore calm water in narrow coves, or walk across the dike to take a swim and then sunbathe on a sandy beach. In late spring, swimmers take advantage of the waterfalls and deep pools below the dam’s natural spillway. Fishermen cast lines for bass, bluegill, and crappie from both the shoreline and boats. After fun in the sun, stay in the small campground with a sea of stars overhead.

6. Kolob Reservoir

To escape the lowland summer heat, head up to Kolob Reservoir at a cool 8,107 feet above sea level on the western edge of Zion National Park. The lake, located in the headwaters of the Virgin River, is a blue-ribbon fishing area for hardy anglers looking to hook rainbow, brook, and cutthroat trout, some over 18 inches long. Surrounded by groves of quaking aspen, the reservoir is a quiet getaway with lakeside campsites and plenty of options for kayaking, canoeing, and stand-up paddling. The steep drive up Kolob Terrace Road to the lake is simply spectacular, with wide views of Zion’s sandstone peaks and deep canyons.

7. Slot Canyon Adventures

Exploring a slot canyon is the ultimate water adventure in southwestern Utah. Canyoneering , the art of descending narrow canyons sliced into bedrock, combines elements of climbing, hiking, and swimming to explore these dramatic destinations. The Zion area features stunning canyons that range from difficult hiking to technical challenges. If you’re a canyoneering newbie or don’t have the skills and equipment to navigate slot canyons, your best bet is to hire a local guiding service like Zion Adventure Company . Yankee Doodle Hollow, the best slot near St. George, has a big rappel and gorgeous narrow passages. Nearby is Bitter Creek, a short beginner canyon. Off I-17 north of St. George is the narrows of Kanarra Creek, a deep gorge with waterfalls, a tumbling creek, and colorful cliffs. Other good slots outside Zion National Park include the Middle Fork of Taylor Creek, Spring Creek, and Water Canyon. Wherever you go, be sure to wear sandals or water shoes—and prepare to get wet during these water adventures.

What Utah river rafting trip has the best whitewater?

For a few precious weeks every spring, rafting Cataract Canyon on the Colorado River in Canyonlands National Park offers some of the biggest whitewater in North America. If you’re looking for big adventure, this is it. High-water Cataract Canyon trips, when snowmelt from the Rockies is running strong, offer up some of the biggest and most exciting whitewater in the U.S. For the rest of the season, the Colorado River through Cataract Canyon offers more moderate adventure, suitable for first-timers and families with kids as young as seven. Shorter action-packed itineraries include our 2-day Westwater Canyon trip and our Split Mountain 1-day trip, both of which offer great whitewater, especially in the spring.

Are there any one-day rafting trips in Utah?

Experience Class II-III rapids on a classic whitewater run— the Green River through Split Mountain Canyon in Dinosaur National Monument. This trip runs daily from May through September and includes approximately nine river miles and an ideal blend of interesting geologic scenery, as well as playful, splashy whitewater.

What whitewater dory trips are available in Utah?

OARS uses dories on the John Wesley Powell Retrace. While we offer this trip as a complete 23-day experience from Flaming Gorge through to Hite Crossing on Lake Powell, you can opt to partake in either the upper or lower sections, as well. OARS also uses dories on select Cataract Canyon trips . Depending on water levels and group size, we may also bring a dory or two on the Green River through Desolation Canyon and on the Colorado River through Cataract Canyon.

Experience the Best Whitewater Rafting in Utah

It’s not much of a secret anymore that whitewater rafting trips in Utah are world-class. Accessible to people of all ages and experience levels, Utah’s rivers travel through an astonishing array of canyons.

Utah’s Whitewater Rivers

The Green and San Juan rivers run long and fast across Utah before flowing into the Colorado River; these three rivers and their canyons present Utah’s best whitewater rafting opportunities. With so many rivers and canyons to choose from, finding the perfect trip for you and your friends and family is easy!

Enjoy the peace and quiet of Holiday’s non-motorized oar rafts on each of our Utah whitewater rafting trips. There’s nowhere else you can experience such a great concentration of geologic and archaeological marvels as on the winding San Juan River .

Or choose to float the Green River through Desolation Canyon , the best trip for inflatable kayaks and big, shady beach camps. Down in Labyrinth Canyon , the river slows and invites you to explore its side canyons, paddle it’s calm waters, and unwind on it’s expansive sandy beaches.

Over on the Colorado River, two- or three-day trips through Westwater Canyon make the perfect weekend getaway. And then there’s Cataract Canyon , the watery centerpiece of Canyonlands National Park , and the place where the Green meets the Colorado – boasting some of the largest rapids in the Colorado Plateau’s river network.

5–6 Day Desolation Canyon

As one of the largest roadless areas in the contiguous US, Desolation Canyon is aptly named. Go where no road can take you as you float the Green River through this classic Eastern Utah canyon. This option is one of our most popular Utah rafting trips for families, and is a great introduction to whitewater rafting with consistent but mostly gentle rapids, and a handful of bigger ones just for fun. With endless side canyons to explore on foot and rich historic and prehistoric sites to visit, adventurers can take five to six days to feel the joy of reconnecting with the flow of nature.

5–6 Day Cataract Canyon

Legendary Cataract Canyon lies buried in the heart of Utah’s Canyonlands National Park. Experience both sides of the Colorado River: float the calm water of the upper canyon and relax into “river time”; on day three or four, hold on tight for the adrenaline rush of some of the biggest rapids in the West. During the high water of May and June, we employ our famous "triple rigs", and the age limit for those trips is 16. In low water or high, our motorless rafts make it possible to visit remote corners of the national park while still preserving the sounds and smells of the river corridor. Hike to ancient archaeological sites and sleep under the stars in this International Dark Sky Park. This is Holiday’s signature Utah whitewater rafting adventure. Come ride with us!

2–3 Day Westwater

Westwater Canyon is the best Utah river rafting trip for folks who are short on time but still want a taste of a wild river and canyon. Choose from two- or three-day trips and see bald eagles, red rock canyon walls, and the famous black rocks that give Westwater the nickname “The Miniature Grand Canyon." In just a couple days, you can experience the best of both worlds: Relaxing flat water followed by big, punchy rapids. This truly is the best bang for your buck!

5 Day Labyrinth Canyon

Labyrinth Canyon, which recently earned protection as a designated wilderness area, is home to a rich plethora of natural and cultural treasures. This calm, serene stretch of the Green River is enveloped by smooth, dizzyingly steep sandstone walls that only get taller as you float downstream. Beyond the breathtaking scenery, the hiking options of Labyrinth set it apart from other stretches. Bask in the ephemeral stream that flows at the bottom of Three Canyon, or climb to the saddle of the iconic Bowknot Bend. Check out historic inscriptions in several places, such as the markings left by Norm Nevills, Buzz Holmstrom, the Kolb brothers, and the elusive French-Canadian fur trapper, Denis Julien. What Labyrinth lacks in whitewater it more than makes up for in pristine beach campsites, otherworldly scenic views, and diverse hiking adventures.

3–5 Day San Juan River

Southeastern Utah’s San Juan River snakes through steep sandstone and limestone canyon walls, cutting through dramatic uplifts and fault lines. Human history is a highlight of this trip. From Native American ruins and rock art dating back thousands of years to more recent artifacts from the days of miners and oil prospectors, you'll see it all on the San Juan. Hike to the rim along an old mining supply trail or wander the ancient ruins of River House. Spend three days in the upper canyon for maximum archaeology, choose a four-day trip through the steep goosenecks of the lower canyon, or opt for a five-day trip to see it all!

Why Holiday?

Each of these Utah whitewater rafting trips present their own unique moments of inspiration and adventure. Although people come to our state for the notorious whitewater rafting excitement, they come back for the whole experience. Once you feel the calm, peaceful energy and contentment cultivated on the river, it becomes addictive in the best way and impossible to replicate elsewhere.

From the first riverside meal to the last glowing side canyon, Holiday aims to please, and the incredible landscape of the Colorado Plateau never disappoints. Some of the best parts of the Colorado River aren’t even in Colorado, but as we like to say, when it comes to rafting in Utah, “you have to go to know.”

After nearly six decades leading expeditions into the wilderness, we have learned how to maximize our guest experience, attend to every detail of your expedition, and do our best to exceed expectations. If you have never been on a rafting trip before or if you are a seasoned veteran, you can trust Holiday to facilitate an unforgettable adventure.

Featured Review:

“Holiday creates trips that are more than just a boat down a river. They are able to connect your soul to nature in a way you weren’t considering before. The peace of mind, tranquility and support from your guides will truly change your life.

Our guides were playful, fun, knowledgeable and prepared without being overbearing or showy in regards to their experience. They told fun stories that fit our group’s conversation and always brought the conversations back to us. Upon first meeting Tristan and Brayden, they seemed like friends I haven’t seen in a while. I loved their demeanor, their zest for river life and their ability to make us all feel welcome in the spaces they call home. I am so glad we went on this trip, and even still- I wake up at my own home, thinking and longing for the magic created on here.

Thank you, Holiday, you all are remarkable and I cannot wait until the next time I drive up your gravel road, ready to pack my dry bag, airplane mode my phone, and hit the water. All the best to you.”

How are Utah’s reservoirs doing as summer winds down?

July brought reservoir levels down, but most are in good shape, officials say.

utah water tour

By Amy Joi O'Donoghue

Statewide reservoir storage across Utah remains at an average of 77% capacity, an overall 6% decline from last month.

Overall, however, the major river basins look to be in good shape and have weathered the searing summer heat by maintaining decent capacity as the summer comes to a close.

The latest report issued this month by the USDA’s Natural Resources Conservation Service said the Provo-Utah Lake-Jordan basin dropped in capacity by 13%; Weber-Ogden was down by 22%; Bear dipped by 11% and southwest Utah suffered a loss of 12%. Those values changed from July 1 to Sept. 1.

The struggles of central and southern Utah

Other regions in Utah did not fare so well, with water levels that have been depleted at a much faster rate.

San Pitch took the biggest sucker punch, dropping by 62%; both Tooele-Vernon Creek and Beaver took hits of 44% and Upper Sevier lost capacity of 31%.

utah water tour

“While Utah’s reservoirs are generally in good shape, we continue to encourage water managers to conserve water where possible to prepare for the possibility of a return to drought conditions in future years,” the report noted.

Across Utah, even this late in the water year, some of the basins are doing well with their performance of the median of precipitation. Eight basins that include the Weber-Ogden and the Provo-Utah Lake-Jordan — major water suppliers for the Wasatch Front — remain above average.

utah water tour

The miracle of monsoon season

Each summer, Utah’s thirsty landscapes and water managers around the state have hope etched in the skies that clouds and the attendant storms will deliver relief-giving moisture. This summer did not disappoint, the report noted.

“While Utah’s mountains typically get some decent precipitation during the month of August due to the seasonal monsoon, this year’s August was better than average. Utah received 2.7 inches of new precipitation during the month, which is 178% of normal,” the analysis said. “This brings our statewide water year to date precipitation to 105% of normal, up 2% from last month. Utah’s mountain soil moisture levels responded nicely to the monsoonal moisture — though it should be noted that soils have been quickly drying since most of that precipitation fell in the middle to late portion of August.”

Saving water for those not so rainy days

Despite the amount of water in many of the state’s reservoirs, it is not time to let the water flow unhindered. As the nights get cooler and growing season winds down, irrigation systems are also preparing to shut off the valves for the coming fall and winter.

Weber Basin Water Conservancy District, which operates the largest secondary water system in the West serving more than 18,000 connections, will end its irrigation season Oct. 15.

Most districts use that date as the cut-off for delivery of secondary water, but the Utah Division of Water Resources says just because the water is there, does not mean it needs to be used.

The division has a weekly lawn watering guide and for this week, most areas are down to two weekly outdoor water applications or three at the most. Conditions change from week to week.

In the 'wild West' of groundwater use, Hobbs hears about dry wells, ground fissures

Portrait of Clara Migoya

WILLCOX — Residents and city officials have no legal tools to stop the intensive groundwater extraction that is drying up their wells and depleting the aquifer, and even with a state active management area, they fear it won't do enough to stop the overdraft.

They delivered that message to Gov. Katie Hobbs, who traveled the community on Thursday as she visited with water users across southeastern Arizona. Hobbs pushed lawmakers to address the groundwater crisis earlier this year, but despite months of negotiations, there was no agreement by the end of the session.

Meanwhile, wells are going dry across the basin to the distress of residents who must haul water or spend tens of thousands of dollars — an alternative few can afford — to drill new ones, they told Hobbs. In May, Willcox's main city well, which serves almost 4,000 residents, went dry.

"This part of Arizona is somewhat the Wild West, where they can pump as much water as they want to and there are zero restrictions on that," Michael Resare, deputy city manager, told The Arizona Republic. The city now monitors the well water levels every month, instead of every year. The city has spent $150,000 so far to deepen and upgrade its only two wells, and is applying for funding to drill a third.

City staff believes the Willcox well was immediately affected by pumping from a nearby commercial well operated by Klump Materials. The company has been selling water to the SunZia Southwest Transmission Project, a massive power line stretching from New Mexico through Arizona. By city estimates, the materials company hauled close to 100,000 gallons per day.

While commercial wells like these can have an immediate impact on nearby wells, groundwater depletion has accelerated across the basin with the growth of large-scale agricultural operations. The biggest water users are Riverview Dairy and pecan farms from out-of-state investors.

From 2005 to 2022, water storage declined by over 2.2 million acre-feet in the Willcox basin, according to estimates from the Arizona Department of Water Resources. That comes to a loss of 133,141 acre-feet a year, enough to supply the city of Willcox for about 65 years.

Hobbs, who made a day-long visit to meet with city officials, homeowners and farmers, pledged to take executive action if there is no legislative agreement. She didn't say how long she would wait but said her team resumed meetings with lawmakers last week.

"These folks we talked to today, whose wells are going dry, don't have time to wait for more studies. They need these big commercial agriculture operations to cut their water use by more than 15% in 20 years," she said, in reference to the terms of Senate Bill 1221 , which didn't pass this session.

She added that alternative groundwater protection tools must be available for more than the three groundwater basins considered in SB1221.

"That was one of our big problems with it," she said. "Under my watch, we are going to be broader than that. We need more flexibility, and we need to not wait until basins as troubled as the Willcox basin is."

Managing resources: In the Willcox and Douglas groundwater basins, residents bet on unity to solve issues

Some harm is irreversible

Groundwater mining has caused the ground to sink across the basin. Fifteen miles north of Willcox, land is 11 feet lower than in the 1970s due to subsidence. In some areas, it sinks half a foot every year.

Fine-grain soils lump together and compact over time as water is sucked from underneath. That process also reduces space for groundwater storage, explained Brian Conway, principal hydrogeologist for the state water agency. That groundwater storage is lost forever.

Subsidence is irreversible, and even if groundwater pumping decreases or comes to a full stop, the land would continue to sink for years if not decades, he told Hobbs when she visited an earth fissure near Kansas Settlement that is 20 feet deep.

"People need to be aware the subsidence is going to continue," Conway said.

The Arizona Department of Water Resources has monitored subsidence for nearly three decades. Cochise County, where they began monitoring in 2008, and Graham County have the highest rate of subsidence in the state.

When that ground sinks, it can damage houses, roads, canals and other infrastructure.

"Subsidence can also wreak havoc on wells. They'll twist and compact the well casing. That's another high ticket item," Conway told the Republic in an interview.

Earth fissures, a linear opening in the ground, are also a result of subsidence. They start forming as hairline cracks below the surface and experts believe they go hundreds of feet deep, Conway said. As water comes down the soil, it erodes materials around the crack until it becomes visible above ground.

Fissures can extend for miles, and cause millions of dollars in damage. A fissure some 10 miles north of the one Hobbs visited broke a gas line. The Arizona Geological Survey has recorded over 100 miles of earth fissures in Cochise County. This human-made geological hazard has no known fix.

"You could go back out there with a dump truck and a bulldozer and a front loader and fill that thing in. And there's a very good chance it's going to reopen again," Conway said.

In southern Arizona: Raising chiles or raising questions over Arizona water, Ed Curry has 'skin in the game'

'We're just trying to live'

In a home in Pearce, south of Willcox, Hobbs met with about a dozen residents affected by declining groundwater levels. One organized with his neighbor to spend about $14,000 to drill deeper. The dairy offered to cover the expense of deepening the well of another resident to 750 feet. The well owner knows that if it goes dry again, he won't be able to deepen it and said he can't afford to move elsewhere. Others have seen their well capacity decline.

They have all seen their neighbors hauling water.

"It's quite different to see it firsthand than to hear it at the capital," said Hobbs.

The situation is urgent, the governor said. "We are looking at every administrative tool that we have."

Active management areas, as outlined in state groundwater laws, are the biggest tool but they have issues, some residents said. Hobbs acknowledged that there needs to be flexibility to treat each basin differently, which is why she sees the legislative pathway as critical to creating new tools.

"The aquifer in the Willcox basin is our Colorado River," said Cheryl Knott, a resident of Pearce who led signature-gathering efforts to put the creation of active management areas for a vote in the Willcox and Douglas basins.

Almost all her neighbors had to drill a new well in the past few years, she said. They can't afford to be chasing water deeper and shouldn't be asked to sacrifice the same as bigger players.

"The dairy is an industrial operation," she said of Riverview, pointing out that they have hundreds of wells, some over 2,000 feet deep. "Whatever happens here, it would be a complete injustice and inequity to expect everybody across the board to do the same."

Under an AMA, agricultural operations get their water rights grandfathered in. Their rights depend on their water use for the past five years before the area is declared. Both low-water users and high-water users have to make cuts according to the AMA management goal, but their starting point is different.

That was one of the biggest criticisms of AMAs leveled by Ed Curry, a prominent chile farmer and member of Hobbs' Water Policy Council. He farms low water-use crops but the expectations on his farm's water conservation goals would be almost the same as those of higher water-use crops.

Getting contracts for his high-dollar, low-water use crops took many years and was the "fruit of networking," said the owner of Curry Seed & Chile Company, who gave Hobbs a tour of his farm and plant. "It came with a lot of try."

Hobbs told The Republic she has no specific policy on crop switching but that they would look for ways to incentivize whatever farmers can do to reduce their water use.

Willcox City Manager Caleb Blaschke told Hobbs that several growers in the basin are irrigating land, even if it's unplanted, to make sure they have water rights if an AMA comes in. Farmers who didn't farm some of their ground five years before the Douglas AMA came in, lost irrigation rights.

"I think the message that has been received is 'drill and put in new wells as quickly as you can before regulations exist, so you are grandfathered in,'" he said. Most farmers he's talked to are still in favor of establishing groundwater regulation.

Sharon Hill Hubbard, who lives north of Willcox, said she decided to sell all of her backyard animals recently. Water levels started dropping fast about a decade ago, her neighbors' well went dry, and her own family decided to make changes in their lifestyle hoping the same doesn't happen to them. She sniggers at the idea of big operations like Riverview making a 10 or 14% cut in water use.

"We've already reduced 70%," she told The Republic before the meeting with the governor. "And we're just trying to live."
