Though careful planning and common sense are two of the best ways to stay safe when traveling, security situations can rapidly change in foreign countries.

That's why the U.S. State Department's Bureau of Consular Affairs has created the Smart Traveler Enrollment Program to help keep you up-to-date on relevant security updates from the nearest U.S. consulate, wherever in the world you happen to be.

Here's how to sign up for STEP.

Who should register for STEP?

The primary purpose of STEP is to keep American citizens safe. Here are a few reasons to consider signing up:

• You're traveling to an area that's politically unstable or prone to violence.
• You're taking an extended trip (several weeks or months) where you have limited Wi-Fi access.
• You're traveling for a major event, summit or conference (like the World Cup) that might become the target of protests or attacks.
• You're a minority traveling to an area where you might be targeted as an outsider.
• You'd like an additional safety resource during your trip, no matter the destination.

Some group trips or programs may require participants to enroll. For instance, I had to enroll when I studied abroad in college.

In the event of a rapidly deteriorating situation, such as a coup or natural disaster, STEP can connect you with evacuation efforts or provide important safety information and help you take care of yourself.

How to register

To register, create an account and fill in your personal information and emergency contact details.

Once your account is set up, log in and register each specific trip or residence abroad. You'll repeat this process for each new trip to receive STEP alerts.

You'll then be prompted to enroll any upcoming trips to receive STEP notifications. Select the nearest U.S. consulate to where you'll be staying. Note that "destination" refers to the country (not a specific city, state or territory), and the available options will auto-fill as you type.

Next, fill in the dates of your trip, the reason you're traveling and how you can be reached while abroad. If there are any timely alerts specific to your destination, you'll also be alerted of that information at this point.

Bottom line

It may be helpful to think of STEP like travel insurance: If all goes well, you won't need to use it, and you might even forget you have it.

However, if things go wrong while you're traveling abroad, your local U.S. embassy is the quickest way to get help; the embassy's goal is to ensure all Americans in its jurisdiction are safe and accounted for. This is when STEP notifications can become incredibly important.

The entire sign-up process takes less than five minutes, and the trip registration process takes about 60 seconds.

Check for travel alerts in other countries

Before planning your trip abroad, you can find out if there are any travel advisories in your destination country. These advisories are issued by the U.S. Department of State and include 4 levels of increasing risk:

• Level 1 - Exercise normal caution. This is the lowest level of risk. But be aware there is some risk with international travel, and safe conditions in some countries may differ from the U.S.
• Level 2 - Exercise increased caution. A level 2 alert means you should be aware of heightened risk when you travel.
• Level 3 - Reconsider travel. There may be serious risks involved when you travel to countries under a level 3 alert. 
• Level 4 - Do not travel. In countries under a level 4 travel advisory, there is a higher chance you may encounter life-threatening risks. The U.S. government may also not have the ability to assist you if you experience an emergency.

These travel warning levels are determined by various factors, including:

• Civil unrest
• Disease outbreaks
• Natural disasters

As the COVID-19 pandemic continues and many countries post record-breaking daily or weekly case counts, the U.S. State Department now cautions that U.S. citizens who travel internationally may face unexpected challenges related to the coronavirus as they attempt to return to the U.S. or travel from one foreign country to another.

One of those challenges is to simply stay up-to-date on various countries’ travel restrictions. 

That’s because governments around the world continue to implement new requirements and even impose new travel restrictions as they strive to keep COVID-19 case counts down in their own countries. The problem, however, is that changes are often implemented quickly with little advance notice, which may take those traveling by surprise.

The good news is that the State Department offers a service that helps U.S. citizens and nationals stay informed about changing conditions in countries they are visiting or plan to visit. 

The Smart Traveler Enrollment Program (STEP) is a free service that enables U.S. citizens and nationals traveling and living abroad to enroll their trip with the nearest U.S. embassy or consulate. That way, they are able to quickly receive important information from the U.S. embassy about safety conditions in their destination country, which helps them make informed decisions about travel plans. Another benefit is that enrolling a trip in STEP makes it easier for the U.S. Embassy to contact travelers with important information about natural disasters or civil unrest in their destination country, or to contact the traveler in the event of a family emergency.

Here’s a quick look at what you need to know about STEP before your next international trip.

Created To Assist U.S. Citizens

Consular officers at U.S. embassies and consulates can help U.S. citizens who run into legal, medical, or financial difficulties while visiting other countries. For example, if a U.S. citizen’s passport is stolen while traveling, staff at an embassy or consulate can help that traveler get a replacement passport. They can also provide the names of English-speaking doctors or local attorneys, as well as provide information about dangerous conditions.

“In a crisis situation such as a natural disaster or severe political instability, the Department of State often takes an active role in providing information and assistance to U.S. citizens in the affected area,” the State Department explains . “We encourage all U.S. citizens travelling or residing overseas to notify the closest U.S. Embassy or Consulate of their contact information so that, in an emergency, we can contact them to provide important safety and security information, or support during a crisis. Enrolling in STEP is an easy way to send your contact information to us online.” 

In addition to Travel Advisories, U.S. embassies and consulates often send alerts about emerging situations in a country. It’s important to enroll your international trip in STEP because these alerts are written specifically for a traveler’s dates of travel and destination.

Know Before You Go

If you are planning an international trip, the State Department has two more suggestions for you. The first is to visit its Country Information webpage so you can learn about your destination.

“We provide safety and security information for every country of the world to help you assess for yourself the risks of travel. Each Country Information page contains a Travel Advisory, Alerts, and other important details specific to that country that could affect you,” the State Department explains. “Pay close attention to the entry and exit requirements, local laws and customs, health conditions, and other details to decide whether traveling to that country is right for you.”

That page includes information explaining how to get informed about conditions in a country you plan to visit and ensure you have all necessary documents. It also provides information about three types of insurance: health insurance, evacuation insurance, and additional insurance for unexpected expenses such as those from interrupted or delayed travel and lost luggage.

How to Register Your Trip With the US Department of State

If you are a United States citizen planning a trip abroad , you may wonder if there is any way to get information and help if an emergency occurs in your destination country. For many years, the US Department of State's Bureau of Consular Affairs has offered travelers a way to register their trips so that embassy and consulate employees can find them if a natural disaster or civil unrest might be imminent. This program, the Smart Traveler Enrollment Program (STEP), has three components.

Personal Profile and Access Permission

The first thing you must do to register your trip with the State Department  is to set up a personal profile, which includes your name, address, telephone number, email address, points of contact and a unique password. You will also need to decide who else might need to find you or access your contact information in case of an international emergency.

You can choose any combination of family, friends, legal or medical representatives, members of the media or members of Congress. You must provide at least one telephone number or email address that the State Department can use to contact you in the United States in order to participate in STEP.

Tip: If you do not authorize the disclosure of your contact information prior to your trip, US State Department employees will not be able to tell anyone where you are because the terms of the Privacy Act prevent them from doing so. This means that you should authorize the disclosure of your personal information to at least one person besides yourself so that someone at home can find you through STEP if a disaster occurs. Also, if you need to get help from your embassy or consulate while you are traveling abroad, you will need to provide proof of US citizenship.

Trip-Specific Information

If you wish, you may enter information about an upcoming trip as part of the STEP registration process. This information will enable State Department employees to find and help you if a disaster or uprising happens or seems likely to occur. They will also send you Travel Alerts and Travel Warnings for your destination(s).

You may register multiple trips. In addition, you can register a group of travelers under one traveler's name if you list your fellow travelers in the "accompanying travelers" field. Family groups should sign up in this way, but groups of unrelated adult travelers should register separately so that the State Department can record and, if necessary, use emergency contact information for each person.

By registering your upcoming trip with the US Department of State, you will be able to receive timely, destination-specific emails that will alert you to current developments in the countries you plan to visit. If security issues arise, the State Department will proactively contact you so that you do not need to rely exclusively on news reports to find out what problems might be occurring at your destination.

Tip: You will not be able to enter your trip information if 1) your destination country does not have a US embassy or consulate or 2) you cannot provide local contact information, such as a hotel address or the telephone number of a friend, when you register your trip.

Travel Warning, Alert and Information Update Subscription

If you wish, you may also sign up to receive email updates, including Travel Alerts , Travel Warnings and country-specific information issued by the State Department. You can do this either as part of the trip registration process or as a separate email subscription.

Can Non-Citizens Enroll in STEP?

Legal permanent residents (green card holders) may not enroll in STEP, but may participate in similar programs offered by the embassies and consulates of their countries of citizenship. However, legal permanent residents of the United States are allowed to register with STEP as part of a group of US travelers, provided the main point of contact for the group is a US citizen.

Millions of people from around the world undertake the Hajj pilgrimage to Mecca every year. Umrah is a pilgrimage that can be completed at any time of the year. 

Saudi Arabia's Ministry of Hajj and Umrah offers an electronic portal for Hajj registration and bookings. The portal allows for electronic Hajj visa applications and provides additional information, such as an FAQ page and awareness guides.

In order to participate in Hajj, U.S. citizens must have a permit issued through the Saudi Arabian Ministry Website. That rule applies whether you are visiting or living in Saudi Arabia.  If you participate in Hajj without a permit, you may be deported, detained, fined, or banned from future visits to Saudi Arabia.

Note:  Once you arrive in Mecca for Hajj, you must get permission from the Ministry of Hajj and Umrah to leave Saudi Arabia early, before the completion of Hajj.

Personal Security

Travelers seeking to perform Hajj and Umrah are often targets for scammers. Watch out for dishonest guides or people pretending to be tour operators, who may leave pilgrims stranded without paying their bills. Also, be cautious of hotels that demand fees to return passports.

There are reports of pickpocketing, theft, and other crime in Mecca, particularly in the area of the Grand Mosque. There are also reports of crime in Medina, where there are large crowds of people. Always carry contact information for your hotel and tour operator.

Keep travel documents (your U.S. passport or U.S. “green card” residency permit) secure during your trip.  Make two copies of your passport—including pages stamped with Saudi visas—with one saved digitally and the other in a safe place while you travel.

Between 8:00 a.m. to 5:00 p.m. local time in Saudi Arabia, Sunday through Thursday, ask for the American Citizen Services Unit. For emergency cases outside of those hours or during holidays,  use the same numbers listed above to reach a duty officer for assistance.

Visa Information

The Hijri calendar is used in Saudi Arabia for all official functions.  Please review the dates on your visa carefully, and make sure you know when it expires.

Do not overstay your Hajj or Umrah visa . If you stay in Saudi Arabia longer than you are allowed, you may have to pay fines in order to depart the country.  Fines can be thousands of dollars. You might also be held in detention until your deportation proceedings. Additionally, you could be banned from returning to Saudi Arabia in the future.

Permitted areas of travel and duration of stay:   If you are unsure, ask Saudi airport officials or the Passport Office (jawazat) for clarification upon arrival.

• Hajj and Umrah (pilgrimage) visas are  not valid for work or residency .
• Non-Muslims are forbidden to travel to Mecca and the portions of Medina which are considered sacred.
• All pilgrims visiting for Hajj must leave Saudi Arabia after the completion of Hajj.

Women Pilgrims

Women can register for Hajj without a male guardian if they go in a group with other women.

Travelers With Disabilities

Be prepared for standards of accessibility and accommodation below the minimum of what is required in the United States. While most of the Holy Sites, such as the Grand Mosque in Mecca, are accessible to disabled people , most hotels and transportation options are not. Check with your tour group provider to ensure your needs are well known and can be accommodated.

Photographs

You are not allowed to take photos (still or video, even with your phone) at the Holy Mosque in Mecca or the Prophet's Mosque in Medina. If you break this rule, your device may be taken away.

What The United States Government Can and Cannot Do

• Arranging for emergency U.S. passports and “boarding foils” for lost I-551 (“green cards”) for U.S. Lawful Permanent Residents. After Hajj, please bring a report from the police station regarding the theft or loss, and a copy of your U.S. passport or green card if possible.
• Seeking to contact you within 24 hours of being told that you have been arrested . 
• Providing contact information for local lawyers and hospitals.
• Arranging for a spouse or next of kin to be informed if you are involved in an accident, are arrested, or die, and advising them on the appropriate procedures.

The U.S. government cannot:

• Arrange for travel outside of the designated areas in Mecca and Medina.
• Resolve alleged or actual immigration violations.
• Become involved in any disputes involving a travel agency, hotel, airline, or any other service provider.
• Manage airline, hotel, or other travel bookings.
• Pay for hotel, legal, medical, travel, or other bills.
• Obtain your release from prison.
• Provide legal advice or intervene in court cases or criminal investigations.

• Process program applications to determine eligibility and provide support to applicants throughout the application process. • Communicate program details and requirements primarily through phone and email, with some in-person contact. Respond to help desk tickets and assist at the call center/help desk • Communicate program requirements, laws, policies, and guidelines to program participants, applicants, and stakeholders

Knowledge in: • Application processing, program eligibility review and account renewal processes • Basic administrative procedures and systems such as managing files, records, office procedures and terminology • Customer service principles and practices Skills in: • Excellent organizational, planning, research, reporting and time management • Interpersonal skills to effectively interact with supervisors, peers, and customers • Excellent communication skills, both verbal and written • Strong problem-solving • Multitask and prioritize a variety of demands and projects effectively • Intermediate skill in using Microsoft Outlook, Word, and Excel Ability to: • Clearly communicate legislative guidelines, program policies to external stakeholders • Maintain excellent working knowledge of department policies and procedures • Effectively guide and support program applicants through the application process • Comply and ensure compliance with state laws, policies, and guidelines • Manage and maintain program accounts accurately and efficiently • Maintain and protect confidential files • Accept directions and feedback from ESA Management and follow through appropriately

Preference will be given to those applicants with an • Associate’s degree or higher • Knowledge of the ESA program (statutes, rules, and regulations) • Bilingual • Familiarity with financial management and accounting principles
