Although the first two airports are the closest to the South Rim, the Grand Canyon’s main entrance, these are smaller airports served by fewer airlines. I’m visiting Lake Powell. Which airport do I fly into?

The closest airport to Lake Powell is Page Municipal Airport (PGA), but it only services chartered flights. American Airlines continues to price it can provide the least comfortable passenger experience in the air. This legacy carrier rivals the budgets for both terrible seats and inadequate amenities. I am a 5’7” woman who is not wider than a coach seat (even on these narrow bodied aircraft). My 3.5 hour flight was terribly uncomfortable because the leg room is inadequate (my knees hit the seat on front of me even when it was not reclined); the seat barely reclines; and the foam padding is worn thin to the extent one can feel the metal supports of the seat. Add to this the fact that the aisle is super narrow, so that the drink cart literally scrapes the arm rest of the aisle seat. It’s basically torture.

Plane took off without me, my stepdad and a dozen other passengers. It went from an hour delay to boarding in 15 montures without notifying anyone. Names were not called overhead. Now I’m missing a day of work and stuck in Charolette overnight paying for a hotel and Ubers out of pocket

Flight from SBP to DFW 1. They rerouted us through PHX 2. Delayed flight out of SBP for 3 hrs so we missed our connection Downgrade on rerouted flight. Back of the plane, center seats, didn't sit together 4. Return flight out of DFW same exact thing. Delayed, missed connection, Downgrade + they lost our luggage! A complete mess.

after boarding on phx to sjd, crew discovered that one of the megaphones was either out of date or not working. It took 90 minutes to get a replacement and do the "paperwork." That is really unacceptable. Why wasn't the megaphone problem discovered before boarding? Is it part of normal maintenance check? who is responsible for checking. How can paperwork take that long? Fortunately, SJD was final destination for most travelers so very few if any passengers had to miss connections.

Flight From PHX to CVG was on time, very professional staff

Spirit airline tries to screw you at every opportunity. Spirit wanted 65$ for an extra pound in the suitcase Made me open the suitcase at the counter to remove 1 pound. Staff very cold and rude Will never fly spirit again and will recommend same to family and friends

Delayed..4 times...completely disorganized boarding. After 5 hours they scrambled to move ppl off plane bc they overbooked. Then they didn't have a cabin crew. WiFi on plane didn't work. Zero amenities. Once we boarded we sat on tarmac for an hour. Explore all alternate options including purchasing a pair of hiking boots and walking to your destination instead of flying spirit.

what I like about Spirit is that the pilot and crew are good communicators. The plane itself - well, its a budget airline and you get what is expected, But I generally just feel safer, somehow, when I know more about what is going on - and Spirit has always done a good job of telling me what is going on: why the delay, why the turbulence, why this and that... and that means a lot to me.

I paid just under 200 for flight and luggage, then paid 200 to change the flight, then paid 100 for a carry on. Then the cancelled the flight. Of the 500 I spent they refunded 250. I bought a delta flight for 270 never flew with spirit, but spirit kept 250, not even refunding the 100 for the carry on though they cancelled the flight (for weather on a day with only a slight rain ).

They charged me 212.00 for a heavy check in bag at the gate. The pricing and process was so confusing - as if it was designed to purposefully gouge customers who need to board plane. That experience combined with the outrageous price charged will prevent me from ever flying Spirit again. And I’ll be sure to tell the story to anyone who cares to hear.

On time and fast. Overall it was a pleasant experience.

The weight limit per bag was really low - 40 lbs - so we had to pay extra. Then, they said their carry on size was 14x18x8, and we measured our bag very carefully. It was within the limit, yet they said it was too big, so we ended up paying an extra $100 for that too!! So it wasn’t the cheap flight we thought it would be. Then, they moved up our initial flight to depart 3 hours earlier which meant we had to be out on the road by 7 am and then have a 6 hour layover and we got home at 2am. It was a grueling day. I won’t be flying with them again.

Overall it was a good experience. Stewards were very kind and professional. The departure and arrival times were as promised. Plane was clean.

Terrible. Seats are bad and the baggage policy is inconsistent

Flight delayed 3 times, resulting in late arrival, rental car place gave car away resulting in increased BS charges because I was late. Frontier blows.

I paid for extra leg room. The flimsy plastic seat underneath the floatation seat did not line up with the arm rests. It seemed as if the plastic part was zip tied on but immovable. This caused severe uncomfortable for the duration of the flight.

State of Arizona Accounting Manual Reimbursement Rates

The State of Arizona has updated the State of Arizona Accounting Manual , effective Monday, Jan. 9, 2023 , to include the following:

  • Mileage reimbursement rate has increased to 62.5 cents per mile.
  • Single-day travel with no overnight stay increased to $15.
  • Extended-day travel with no overnight stay increased to $27.
  • Overnight lodging meal and incidental reimbursement rate per meal increased.            
  • Lodging, full-day, and incidental reimbursement rates have increased.

We have updated Financial Services Manual policies 14.13 Meal Reimbursement , 14.14 Lodging , 14.15 Transportation , and  14.71 Meals/Lodging Cost Index to represent the new reimbursement rates, which are effective and only valid for travel that occurs on or after Monday, Jan. 9, 2023 . Travel activity occurring before Jan. 9, 2023, should utilize the prior reimbursement rates . Please ensure you are utilizing the correct rates based on the date of travel.

Arizona is quite an interesting place, which makes it rife with possibilities where fun facts are concerned. Check out 10 of my favorite Arizona fun facts to impress any locals you come across.

  • Arizona has wine! In fact, there are over 100 different wineries doing their thing in Arizona.
  • If you just can’t deprive yourself of those fries whenever you see those golden arches, you have Arizona to thank. The first McDonald’s drive-through opened in Sierra Vista back in 1975.
  • The movie Oklahoma! was filmed in Arizona, so when they’re going on about those wide-open plains or whatever they’re going on about, the inspiration was Arizona.
  • Those saguaro cacti are even more impressive when you find out that the Sonoran Desert is the only place in the world where they grow.
  • The state has an official state fossil: petrified wood. Get up close and personal with samples at Petrified Forest National Park.
  • Yes, the big national parks are awesome, especially if you’ve experienced the Grand Canyon South Rim. Arizona is also home to 18 national monuments, more than any other state. The Vermilion Cliffs and Walnut Canyon are among them, and well worth an add on any Arizona itinerary.
  • If you’re a big fan of hummingbirds, head to Arizona. Depending on the year — sometimes Texas reports more of the rapidly buzzing birds — Arizona has more hummingbird activity than anywhere else in the United States.
  • Arizona did something magical in 1973 when the bola tie was designated the official neckwear of the state.
  • Most of Arizona observes Mountain Standard Time year-round, which means they don’t get all fuzzy when most of the rest of the country is dealing with daylight savings.
  • That said, Arizona’s Navajo Nation does observe the daylight savings time change, which makes me sad for them.

Antelope Canyon

Upper Antelope Canyon (Page, AZ)

This slot canyon near Page will transport you to what you’re almost certain is another planet. That’s how strange the landscapes are as you descend below the ground.

If you’re able, explore both the lower and the upper canyons. Both offer something just a little bit different from the other.

Note: Keep in mind that the canyons are only accessible on a guided tour. This is Navajo land you’ll be visiting here.

Planning a trip to Arizona with kids? There is some climbing involved with an Antelope Canyon visit, but it’s a great Arizona day trip for adventurous little ones.

Want an adventurous twist? Instead of exploring the canyon with a classic walking tour, opt for a unique and less crowded experience by renting a kayak and paddling from Lake Powell to Antelope Canyon.

Grand Canyon National Park

This is one of the most impressive natural wonders you’ll encounter on this earth, even though I know someone who called this one a “giant hole in the ground.”

If you’re able, take one of the hiking paths down into the canyon to take in some of the best Grand Canyon views. Reflect on how small you feel looking up at the canyon walls rising around you. This place is spectacular, and not at all overrated. 

Grand Canyon National Park is easy enough to explore on your own, but if you’re looking for a bucket listy guided experience, guided tours are also an option.

Cycling lover? Covering 800 miles, the Arizona National Scenic Trail offers a chance to traverse the entire state from north to south , including a brief journey through the Grand Canyon.

Saguaro National Park

Saguaro National Park West – Sendero Esperanza Trail to Wasson Peak

If you’re talking about saguaro, a simple cactus can be very impressive.

Fun fact: The specimens in the park can grow up to 40 feet tall, with arms reaching out for the sun in the most amusing ways.

We’ve visited during both of those seasons on our Arizona vacation and found winter preferable.

That said, when to visit Arizona does depend some on where you’re going in the state and what you’ll be doing, as those winter months do see snow in areas of the state with some elevation.

Summer (June-August)

There’s a reason why snowbirds leave Arizona in the summer months for their primary homes in the Midwest. It is SO hot in the state in the summer. If you’re fine living as the locals do, inside their air-conditioned spaces, plan to vacation Arizona in the summer.

The only perk I can think of with a visit during this time is lower rates on airfare and lodging in the state’s main cities, with the state’s tourism industry itching to get you to visit in that summer heat.

The exception to the above is Grand Canyon National Park, which sees most of its tourists in the summer months, despite the potential for severe thunderstorms at that time.

Avoid visiting the state’s slot canyons during the summer months. On top of the heat, flash floods are also a dangerous possibility.

Fall (September-November)

If you’re interested in visiting the Grand Canyon, this is a great time to go, as road closures are possible once the snows come in the region.

Cooler temperatures make the cities more appealing in the fall as well, with many popular state festivals happening during autumn.

Winter (December-February)

Winter is a peak travel time throughout Arizona, particularly if you’re hitting the spas of Phoenix or Old Town Scottsdale on your Arizona road trip itinerary.

The snowbirds are in full force, crowding outdoor patios to get some outside time they likely wouldn’t be able to wherever they came from.

Arizona does get snow in certain parts of the state, though, so keep that in mind at the top of your Arizona travel tips if you’re expecting to be able to do all of those hikes you’ve been thinking about. We hiked several trails slick with ice on our visit to Sedona in February.

Spring (March-May)

Despite a higher chance of rain across the state, spring is a beautiful time to visit Arizona thanks to the desert blooms probable during a visit then.

You’ll see the cacti of Saguaro National Park topped with blooms, for example, a magical sight, and all kinds of floral activity in places like the Desert Botanical Garden in Phoenix.

If you’re visiting early in the season, you may still experience some snow on the ground in regions of the state at higher elevations. Temperatures expectedly begin to rise by mid-May as the summer season approaches.

How to Get to Arizona

Arizona has some major transportation hubs for you to fly into if you’re traveling by plane, including Phoenix Sky Harbor International Airport and Tucson International Airport.

Mission San Xavier del Bac – Tucson

Connections from there are available to smaller airports throughout the state, including Yuma International Airport and Flagstaff Pulliam Airport.

Deals to the major hubs, especially Phoenix, are easier to find if you’re flexible on timing. Expect higher prices in the winter months, a peak travel season for snowbirds.

Use a tool like Skyscanner if you’re able to watch flights for a bit to catch those Arizona travel deals.

Another strategy is following the major airlines that fly there for deals on cheap Arizona travel that may come up from your city. Watch Southwest and Delta, two big dogs that offer tons of flights into the state from around the country.

What to Pack to Arizona

What to pack to Arizona will depend a bit on when you’re going — if you’re hitting Vegas on the way, for example, bring all the sequins — but here are a few items that will cover the most popular Arizona trip itineraries.

  • Cowboy Boots: A cowboy hat is always a good bet if you’re headed to Arizona’s western towns. Complete the look with a hot pair of cowboy boots.
  • Cowboy Hat: If you’ve added Tombstone to your list of things to do in Arizona, a cowboy hat is even more of a no-brainer. Get in on some of that line dancing while you’re at it.
  • Flannels: It’s not hot in Arizona year-round. In those transitional months, you’ll want layers. Flannels are a versatile choice when those desert evenings hit.
  • Hiking Backpack: If you’re exploring some of the state’s parks, head out there prepared with a good hiking backpack. Get yourself a matching water bladder to stay hydrated.
  • Hiking Pants: A pair of good weather-resistant pants can be pretty clutch on winter visits to hiking destinations like Sedona where stream crossings are a big thing.  
  • Hiking Shoes: If you’re hiking, whether you’re hitting the deserts or crossing streams in Sedona, bring along a durable hiking shoe. 
  • Layered Jacket: Unless you’re traveling in the dead of summer — I’d recommend against planning day trip activities to the desert then — Arizona weather can get sneaky.
  • Rain Jacket: Summer showers are a possibility no matter where you’re visiting in Arizona. Pack something lightweight just in case.
  • Sundresses: Make that spa weekend in Phoenix or Scottsdale even fancier with a sundress or two. You’ll want breezy materials for warm-weather travel in Arizona.
  • Wool Socks: If you’re doing any hiking on your trip, pack several pairs of wool socks no matter what time of year you’re going. They’ll keep you dry and cool.

How to Get Around Arizona

Arizona is a great state for road trips.

Book a car rental before you arrive, so you know what you’re getting for your drive through the state. It’s always easiest to just pick your ride up from the airport. 

If you’re looking for additional options for long-distance travel, Amtrak does have several routes that cut through the state to get you to hubs like Flagstaff, Kingman, Tucson, and Yuma, but you’ll still likely need a car once you get there.

Greyhound is really your only long-distance bus option.

Dobbins Lookout (Phoenix)

If your travel is limited to Phoenix, you may be able to get around using the city’s network of buses and light rail system. Tucson also has more than 40 bus routes that run in and around the city.

Common Arizona Phrases

Although you should expect to be spoken to in English in Arizona, that doesn’t mean you’ll automatically understand what someone’s saying to you while you’re there.

The Big Ditch

Arizonans are proud of their natural wonders, but they do like to poke fun at rampant tourist fascination with the Grand Canyon, or The Big Ditch.

But it’s a dry heat.

Natives don’t actually say this, but those new to Arizona do. Does dry heat really matter when temps are in the triple digits?

You’re more likely to get your meats from a carniceria than a butcher shop while in Arizona, in part thanks to much of the state’s proximity to the Mexican border.

A chubasco refers to inclement weather during monsoon season and Arizona’s torrential downpours.

OK, this isn’t slang but a warning to those visiting Arizona in the summer months. The summers get so hot some take to wearing oven mitts for protection when their hands are on the steering wheel.

Raspados are the Arizona version of snow cones or shave ice if you’re lucky enough to be in Hawaii.

These are all the folks coming to Arizona from cold climates, often the Midwest.

Arizonans are all about their air conditioning. A swamp box is an evaporative cooler.

Stravenues are streets, roads, avenues, etc. that run along a diagonal.

This is a reference to Interstate 10, the major east-west highway in the state.

Local Arizona Foods

Arizona may not be known for its culinary delights, but there are quite a few things you should try on your visit to get a real taste of the state.

Cheese Crisp

The cheese crisp, popular throughout Phoenix, is like a quesadilla that forgot its top and is sliced like a pizza. Anything cheesy sounds mighty fine to me.

Chimichanga

You’ll find Mexico’s influence all over Arizona cuisine. A chimichanga is a deep-fried burrito that’s served with dollops of sour cream and guacamole.

Cowboy Steak

You didn’t wear those cowboy boots just for kicks. A cowboy steak, or Arizona steak, is typically quite the hunk of meat: a 24-ounce, bone-in rib eye.

Fry bread is a delicious Navajo tradition, a plate of fluffy bread topped with beans, meat, and any manner of savory ingredients.

The story behind the treat isn’t as wonderful. The Navajo people came up with the idea when they were forced to leave their lands by their colonizers. Fry bread served as sustenance.

It’s a little bit vague, but Arizonans love their Mexican food, and alongside all of those chimichangas, they’re likely to be sipping on margaritas.

You’ll find fancied-up preparations in the big cities. Prickly pear is a popular ingredient.

Navajo Tacos

When your fry bread is served up like a taco, you have a Navajo taco. Ground beef is a popular protein, and you should expect the fixings you’d find at your favorite taco bar.

Piki bread comes from the Hopi tribe and is unique in its color. The bread is made with blue cornmeal and is so thin that It melts in your mouth upon the first bite.

Ranch Fries

Ranch fries are crinkle-cut fries layered with several heart-stopping ingredients, and by that I mean they’re both delicious and not nutritious.

Think bacon, various cheeses, chili, and yes, Ranch dressing.

You already know the lingo from the common phrases above. Raspados are Arizona’s snow cones.

Sonoran Hot Dogs

This street food is beloved in Tucson and quite the gut punch. The hot dogs are wrapped in bacon and topped with beans, mayonnaise, and other toppings depending on your mood.

If you’re planning a trip to Arizona during a specific time of year, consider whether any festivals or holidays are occurring. You may want to attend special events or avoid them, as holidays often mean business closures.

Tucson Festival of Books (March)

The annual Tucson Festival of Books is a free fair that celebrates the written word. Meet authors, listen to readings, and hang out with like-minded folks at the University of Arizona’s grassy mall.

Arizona Polish Festival (April)

The Arizona Polish Festival, held annually in Phoenix, allows all Arizonans across the state to eat their weight in pierogi and dance it off to one of the polka bands going live at any given moment. I also imagine gallons of Polish beer.

Phoenix Film Festival (August)

It’s not just about Cannes, people. The Phoenix Film Festival is a big deal on the film circuit.

Hundreds of movies are screened over 11 days at the festival, which started in 2000 to get Arizona on the map in the film industry.

Helldorado Days (October)

This annual event is an ode to the Wild West and the town of Tombstone . Watch staged gunfights, cowboy reenactments, and line dance to your heart’s content.

14.14 Lodging

Policy information, purpose and summary.

To provide the requirements and guidelines for lodging expenditures for employees, students, Designated Campus Colleagues (DCCs) and vendors while traveling to conduct University business.

Arizona Revised Statues State of Arizona Accounting Manual

This policy applies to all University locations and units, including all University extensions, satellite locations, and off-site campus units, both domestic and international.

Definitions

  • Accountable Plan: The University of Arizona reimburses employees under the IRS Accountable Plan in which expenses must have a business purpose, be adequately documented, and submitted within a reasonable period.
  • Commercial Lodging: Includes any business enterprise that offers its services to the public and charges an advertised rate, including accommodations offered by online rental services such as Airbnb and VRBO and other offerings.
  • Lodging Limit: The maximum lodging expense payment or reimbursement limit established by the State of Arizona, also known as the State’s lodging rate or Rack Rate. Lodging rates are “room” or “rack” rates; other charges that are imposed by the applicable government authority, such as taxes, may be reimbursed in addition to the lodging limit amount.
  • Long-Term Travel: A temporary work assignment to a duty post, more than thirty-five (35) miles from the individual’s residence and/or primary duty post for periods greater than thirty (30) days but less than one (1) year. Travel exceeding one (1) year should refer to Policy 9.14 Relocation Policy for Employees .
  • Traveler must be on authorized University travel at least 35-miles from their designated duty post to be eligible for reimbursement or direct payment to the vendor. Lodging rates are designated by the State of Arizona Accounting Manual , Topic 50, Section 95, to provide suitable and safe, but not luxurious accommodations and travelers should request the lowest available rate.
  • Lodging costs incurred within 35 miles of the traveler’s designated duty post or residence will not be reimbursed unless extenuating circumstances exists which makes it necessary for the traveler to attain lodging. Supporting documentation must include an itemized billing statement from the lodging venue along with an explanation describing the extenuating circumstances. Reimbursement or direct pay to the lodging venue is considered taxable income to the employee and will be reported on the employee’s W-2 form.
  • A clear and thorough documented University business purpose is required for all trip related lodging requirements detailing how the University benefited from the expenses incurred.
  • Under no circumstances shall lodging, while on personal travel, be charged to or temporarily funded by the University. Only individual business lodging costs will be incurred either via reimbursement or direct payment. The traveler is responsible for additional lodging expenditures while on personal travel.
  • University employees who earn vacation hours and include personal time with University business travel must report such personal travel time as vacation time in UAccess Employee.
  • Designated lodging may exceed maximum lodging limits and are allowable without additional justification when a copy of the conference brochure showing the designated lodging rate is provided.
  • Resort fees, booking fees, health club facility fees and cleaning fees are allowable if such fees are non-discretionary and always charged by the establishment and such charges, when added to the room rate, do not increase the daily lodging charge above the maximum reimbursement rate. Fees increasing the single room rate cost above the lodging limit require justification with a business purpose.
  • Payment or reimbursement for lodging costs, exclusive of taxes and other charges that are imposed by the applicable government authority, may not exceed the maximum lodging rate designated by the State of Arizona. Exceeding maximum lodging rates designated by the State of Arizona must be justified with a business purpose detailing why the accommodations were selected.      
  • Additional lodging expenses for room features, personal items incurred, or the convenience of the traveler that are not for the primary benefit of the University are not reimbursable.
  • Cancellation and late fees are discouraged although, reimbursable if fees incurred are the result of a business decision or due to serious unpredictable or unavoidable personal reason, which is at the discretion of department leadership. These costs will not be reimbursed when the fee is incurred for personal purposes or are determined to be avoidable.
  • Business-related telephone, internet, and communication charges, including those incurred at a hotel business center, are reimbursable when documented by original receipts or are included in the itemized lodging receipt, and supported by a business purpose.
  • Rates for Alaska, Hawaii and the US Territories are located on the Defense Travel Management Office website.
  • Rates for international travel lodging and meals are located on the  US Department of State Office of Allowances rates website.
  • Travel related expenses submitted for reimbursement by vendors, contractors or other non-employees must follow University Travel policy designated by the State of Arizona when conducting state business. Exceptions include when a written agreement or a contract is in place and signed by a University designee with signature authority. Substantiated travel reimbursements with original itemized receipts under the IRS accountable plan are not reported on the IRS Form 1099.

Long Term Travel

  • If the employee will be away from their duty post for more than 365 days, this is not considered travel status. Once the traveler knows the duration will be greater than 365 days it becomes a relocation and is not considered University travel and will not be reimbursed within this policy. Refer to  Policy 9.14 Relocation Policy for Employees  for policy on relocation expenses
  • Long term travel status applies to sabbatical leave but is not necessarily restricted to only sabbatical leave.
  • Travelers are allowed regular lodging and meal reimbursement rates for the appropriate season, not to exceed seven (7) days, while arranging for long term assignment if arrangements for accommodations were unable to be made prior to traveling.
  • Meal reimbursements will be made at the rate of fifty (50%) percent of the full-day amount allowed for the designated location.   
  • Lodging will be reimbursed at the rate of twenty-five (25%) percent of the amount allowed for the destination. Lodging reimbursement includes all related costs such as electricity, gas, water, and telephone. 
  • Maximum reimbursable amounts must be determined in advance by the department, on a case-by-case basis. 
  • Receipts are required for expenditures for which the traveler is requesting reimbursement.
  • Sponsored Project Grant and Contract accounts: If the grant or contract provides specific lodging reimbursement rates for foreign or domestic travel, these rates will be honored but must be supported by a copy of the relevant page of the grant or contract.

Lodging rates are based on the location, where the traveler will be during the rest period of their trip, documented on a travel itinerary. Steps to identify the allowable lodging reimbursement rate are as follows: Domestic:

  • Travel prior to 1/8/2024 is required to use the lodging rates published by the State of Arizona Accounting Manual dated 10/1/2022. Travel on or after 1/8/2024 will be required to use the State of Arizona Accounting Manual lodging reimbursement rate table (begins at page 6).
  • Locate the state, city or county and review the lodging column for the room rate maximum limit to make reservations.
  • If the specific city is not listed, use the rate applicable to the county in which the lodging occurs.
  • If neither city nor county is listed, use the default rate listed at the beginning of the table.

International:

  • If traveling to Alaska and Hawaii, use Defense Travel Management Office rates.
  • If city is not listed for locations outside the continental US, use the “Other” rate provided.

  • Prepaid Travel : Prepaying for Hotel Expenses
  • Supporting documentation must include citizenship of the traveler(s) to ensure requirements for payment(s) to and on behalf of a foreign visitor are followed.
  • When travelers share lodging while on University business and each traveler pays their portion, each traveler should obtain a separate receipt from the hotel when submitting for reimbursement. When the establishment is unable to provide separate receipts, one traveler should submit the original receipt, marked with “Shared Lodging” and indicate the costs incurred by the traveler on the receipt. The second traveler should submit a copy of the same receipt marked “Shared Lodging” indicating their costs incurred for reimbursement. Documentation must include the names of all travelers sharing the room. Shared lodging with multiple travelers on University business may be reimbursed per person, not to exceed the actual costs incurred, subject to lodging reimbursement limits. Reimbursements must include full details of what occurred and a breakdown of expenses for auditing purposes. Example #1: Two travelers shared a room, and one traveler identified as the primary person and paid for lodging in full. The primary traveler submits the full billing statement and is reimbursed the full amount. When the room rate exceeds the single room rate lodging limit, write “shared lodging” on the billing statement. Supporting documentation must include the Travel Authorization number, name, and affiliation of both travelers. If the billing statement does not reflect the travelers name that is being reimbursed, please provide proof of payment. Example #2 : Two travelers (or multiple travelers) shared a room and each paid a portion of the expense. When the room rate exceeds the single room rate, write “shared lodging” on the billing statement and include a breakdown indicating each traveler’s portion. Make copies of the billing statement for each traveler’s reimbursement. Supporting documentation must include the Travel Authorization number, names, and affiliation of all travelers.  
  • Upon return from travel, prepare a Travel Expense Report following post-trip instructions . Submit documentation accordingly to seek reimbursement and include business purpose and justification for expenditures outside of University policy.
  • When University employees make their own lodging arrangements or can control the site of the conference, training sessions, or agency meetings, the conference designated hotel ruling may not apply. If established lodging reimbursement maximums will be exceeded when the site is controlled by the University, a request for exception should be documented within the expenditure. The exception request should explain why it is impractical to use commercial establishments where the rates are within prescribed allowances.
  • Lodging upgrades exceeding lodging rates unless supported with a business purpose.
  • Movies, alcoholic beverages, water, juice, and snacks available in the room.
  • Valet parking for the convenience of the traveler.
  • Internet, Wi-Fi, or hot spot unless supported with a business purpose.

  • Tips to baggage porters, maids, and service personnel, as these are inclusive of meal and incidental reimbursements.

Frequently Asked Questions

  • When the conference hotel lodging rate exceeds the reimbursement limit, how should this be handled? The State of Arizona lodging limits allow for an exception for designated lodging locations to reduce ground transportation costs when attendees at a conference have no control over the venue. Travelers will be reimbursed actual costs when the conference brochure or website is provided classifying the hotel as the conference hotel. Accommodations at an alternate hotel in the immediate vicinity of the conference hotel are also considered designated lodging; when no vacancies exist at the conference location and details are provided in the supporting documentation.  
  • How do I determine the lodging rate for the commercial establishment? Traveler should read and understand expenditures to be incurred on behalf of the University when booking reservations. When additional fees increase the lodging costs, the traveler assumes responsibility for these expenses unless there is a compelling business purpose.  
  • What are the receipt requirements for lodging costs? Lodging costs are determined by the address on the billing statement, invoice, or receipt and should include the traveler’s name, lodging establishment name and address, check-in and check-out dates, and itemized expenses to include room charges, applicable taxes, and fees. Proof of payment should also be provided if paid by the traveler directly.  
  • Why does the employee have to sign or approve a reimbursement? University policy requires employees to authorize reimbursement of expenses and certify the reimbursement is a bona fide University expenditure that has not been reimbursed by another entity, or paid with University PCard, or other funds.  
  • When personal travel is combined with business travel, how should this be handled? When personal travel is combined with business travel, the traveler should make lodging arrangements directly and provide a personal credit card to secure the room and charges. When submitting for reimbursement, the University will reimburse the most economical room rate available at the same hotel, within the allowable State of Arizona lodging limits.  
  • My significant other made my business travel lodging reservation using their credit card, and the lodging receipt is in their name. Can I be reimbursed? University best practice is to reimburse the individual who incurred the expense when possible. However, the significant other can provide a signed statement or email indicating the University can reimburse the traveler. Supporting documentation must include the signed statement or email from the individual that incurred the cost.

Travel Policies and Forms

Before you travel, ensure that a  Travel Authorization  has been submitted to FSO Operations at P.O. Box 210158, Rm 402 prior to your trip.  

Be sure to keep a copy for your own records so that you can submit it to Research, Innovation & Impact Business Services  when you submit your reimbursement claim after the trip.  

If you are  traveling internationally : don’t forget to register your travel itinerary .

A Travel Assumption of Risk and Release is to be filled out then students and volunteers travel to countries under US State Department Travel Warnings.

Fully completed Travel Authorization should be sent to Financial Services Office Travel Office prior to your trip.   Remember registration for international travel must be submitted at least 30 days in advance of travel.

Below are documents to calculate travel reimbursement, or to organize travel claim information.

Domestic Travel Per Diem

The University of Arizona does not use  General Services Administration  (GSA) or any other Federal Per Diem rates. The University uses the per diem rates defined by the  State of Arizona Travel Policy , for all domestic travel. The per diem rates for in-state or out-of-state travel can be found on the  State of Arizona Department of Administration  website.

International Travel Per Diem

Per Diem reimbursement for travel outside the continental United States are established by the  United States Department of State.  

Mileage can be claimed only if you have driven your own personal vehicle for state business. After you travel, present your receipts and backup documentation to your home department’s travel processor, or Research, Innovation & Impact Business Services, within 14 days of returning to Tucson. Any receipts not fully processed within 90 days of the travel are considered taxable income. More information on this policy can be found in the Financial Services Office  Travel Policy .

Research, Innovation & Impact Business Services will confer with the Principal Investigator (PI) and Business Office to get final authorization for the total amount and any extraordinary expenditures (e.g. excess baggage, change fees, lodging exceeding per diem, etc.). Approval will be saught prior to submitting the reimbursement request(s) to Financial Services Office Travel.

The average July high in Scottsdale is 105 degrees , which makes the city’s plethora of outdoor activity choices uncomfortable and unsafe. Peak vacation time in Scottsdale is November through April, with a slight dip in visitors during December. Scottsdale’s mild winter weather and sunny days make it a popular choice for anyone traveling from colder climates and looking for a warm escape, so naturally, this is the most expensive time to visit.

Lodging is going to account for the biggest chunk of money when it comes to visiting Scottsdale, but travelers can find some incredible hotel deals during the summer when not as many visitors seek it out as a travel destination.

Save on hotels in Scottsdale during the summer

The Hotel Valley Ho , once a playground for celebrities like Marilyn Monroe and Frank Sinatra, is a fun and quirky upscale retro hotel in the heart of Scottsdale. During the summer, rooms can be booked for as low as $183 per night. The property also offers various specials throughout the year, including a fourth night free, a twenty percent discount on prepaid rooms, and other food and wellness packages that help save money.

The Scottsdale Resort & Spa , part of Hilton’s Curio Collection, has off-season rooms as low as $131 per night. Hotels in Scottsdale are going to be two or even three times more expensive during high season, so staying during the summer can shave a substantial amount of money from the travel budget, leaving room for shopping, dining, and other activities.

Choose a hotel with lots of activities included, sometimes, a higher hotel rate will give travelers more bang for their buck.

Unless travelers opt to stay in the off-season, staying in a hotel in Scottsdale will be the largest expense. There are several highly rated spa hotels in Scottsdale that are still affordable, but with a $2,000 per week budget, the hotel price can drive the total vacation cost up quickly. To keep costs low when hotel prices are high, look for resorts with lots of activity inclusions.

Many of Scottsdale’s finer resorts have free activities for their guests, such as movies, trivia pool games, complimentary craft classes, and more. The Phoenician Scottsdale wins, with the most free amenities for guests, as well as a handful of affordable paid activities, such as Mixology classes and higher-end crafts, such as customizing a water bottle.

Some resorts also have complimentary transportation around Scottsdale – most limit it to a three-mile radius – but this can save money on gas or rideshares. The Scott Resort and Spa really does it up in style and takes guests around town in a vintage teal 1957 Chevrolet Bel Air convertible . Many of Scottsdale’s resorts also offer loaner bikes for guests to use to get around town.

A higher-end resort in the high season may seem out of budget, but when guests factor in the amenities included, they’ll find their overall activities budget will be less.

Save Money In Scottsdale By Choosing Budget Accommodations

No-frills lodging options are available for the most budget-conscious travelers.

Scottsdale has no shortage of more budget-minded accommodations. The city is home to no-frills brands such as Rodeway Inn, SureStay Plus by Best Western, and Quality Inn and Suites. A budget hotel doesn’t mean a bad hotel and if funds are limited, it is worth doing some cost comparisons to see what is the best fit.

With lower-priced accommodations, travelers will be giving up amenities such as bike loans, local transportation, pool games, and more.

Before booking a familiar budget brand, such as Holiday Inn Express or Hampton Inn, over a more well-appointed resort, do a careful check of regular rates, available discounts, and amenities. A familiar, lower-end brand isn’t always going to yield the best price, so don’t assume!

Ultra-budget-savvy travelers may also compare hotel costs to nearby Mesa, Phoenix and Tempe. Some of the Phoenix and Tempe hotels are right on the edge of Scottsdale and may be priced a little cheaper.

7 Affordable Small Towns In Arizona That Rival Tucson

Scottsdale’s free activities, the best news: scottsdale has a ton of activities that don't cost a thing.

Despite the high-end hotels, shopping, and the general bougie vibe around town, Scottsdale has many activities that don’t cost a thing.

Phoenix’s Camelback Mountain looms high over the Scottsdale landscape, making it one of the most popular hikes in the area . The good news is that this hike is also free.

Camelback Mountain is considered a challenging trail, so make sure to have proper footwear, and enough water, and read trail reviews before attempting, especially when the weather is hot.

Pinnacle Peak Park and the McDowell Sonoran Preserve both have trail systems that are completely free to use. The McDowell Sonoran Preserve also has helpful trail guides and many free programs, including guided hikes and bike rides.

Other free activities in Scottsdale include public art walking tours – Scottsdale’s Old Town has lots of outdoor public art spaces to check out – and various free concerts throughout the year. There are also several free splash pads located throughout Scottsdale, perfect for cooling off when the sun blazes. And sure, splash pads were designed with kids in mind, but nothing stops an adult from taking a turn through the streams of cooling water, if the mood strikes them.

While most Scottsdale area museums are not free to enter, most offer free or discounted days or reciprocal admissions. Travelers who are members of a zoo or museum at home should check to see if their pass is honored or if a discounted rate applies when traveling.

Dining out in Scottsdale can be expensive, so travelers committed to staying on a $2,000-per-week budget may have to limit their food splurges. The good news is that it is easy to do. Everything comes down to how much money is spent on a hotel. Vacationers who have paid top dollar per night for a hotel room will have less money to spend on meals out, which is one of the reasons off-season travelers will enjoy more wiggle room in their food and activities budgets.

When booking hotels, look for included breakfasts and packages that include some meals. Hotel dining can be fun and convenient, but it can also be pricey.

I am a Hilton Honors Gold member and stayed at the Scottsdale Resort & Spa. As a solo traveler, I got $15 per day food and beverage credit, which wasn’t enough to feed me for the day but was enough to get me one breakfast or a coffee and a small snack each day.

Budget-conscious travelers can also look for rooms with kitchens or partial kitchens – such as a small refrigerator and microwave – and go to a grocery store to purchase supplies to make their own meals. Save money on breakfast by going to one of Scottsdale’s bakeries versus having a sit-down breakfast. Or, grab lunch or dinner at one of Scottsdale’s casual restaurants , where many menu items cost less than $10 each.

Other ways to save money on dining in Scottsdale include looking for restaurants where kids eat free, sharing a dish when you’re not super hungry, and limiting alcohol and soft drinks at restaurants, choosing instead to hit up a supermarket and buy those items at a cheaper price.

Enjoy soaking up the sun and the culture in Scottsdale! An enormous travel budget is always nice, but it isn't always necessary to have a good time.

These are the 10 best — and worst — US airlines of 2024, according to WalletHub

Corrections & Clarifications: A previous version of this article mischaracterized the flight cancellation rates for American and Southwest airlines. 

Choosing flights can be a challenge, especially when balancing affordable fares with the need for in-flight comfort, safety and peace of mind.

Personal finance company WalletHub recently issued a ranking that can serve as a guide for consumers. Its 2024 list of the best U.S. airlines compares nine large airlines and one regional carrier across 13 factors affecting affordability, reliability, comfort and safety.

Four airlines earned a score of 60 or higher: Alaska Airlines, SkyWest Airlines, Spirit Airlines and Delta Air Lines. Alaska was named the best overall airline, as well as the second safest.

Here are highlights of WalletHub's best airlines of 2024 ranking.

Alaska Airlines is WalletHub's top airline of 2024

WalletHub awarded the highest overall score to Alaska Airlines, which earned a score of 68.07 out of a possible 100.

Its data showed Alaska had the second-best safety score, third-best comfort and reliability, and fourth-best affordability.

WalletHub's data predated the Jan. 5, 2024, incident where a door plug blew out on one of Alaska's Boeing 737 MAX 9 jets. Alaska's position at the top of the list despite that mishap speaks to Alaska's resilience and high quality, WalletHub analyst Cassandra Happe said.

"Even though incidents like the door plug blowout can raise concerns, Alaska Airlines has demonstrated resilience and continues to prioritize safety and quality service, reinforcing its reputation as a top-performing carrier," Happe said.

Spirit is the most affordable airline; Delta, JetBlue are most comfortable

Spirit earned the best marks for affordability and safety.

Delta and JetBlue Airways were considered the best for comfort, with Delta also leading for reliability because of its low rates of cancellations, delays, mishandled luggage and denied boardings.

American and Southwest rank low on WalletHub's best airlines list

American Airlines and Southwest Airlines, which collectively operate about 70% of the flights at Phoenix Sky Harbor International Airport, were among the airlines with the lowest scores in WalletHub's analysis.

American ranked No. 8 with a score of 46.52. Southwest was last on the list, No. 10 with a score of 36.03, one spot below ultra-low-cost carrier Frontier Airlines.

Reliability issues such as canceled and delayed flights, mishandled baggage and denied boardings explain their low ranks, Happe said.

American, Southwest had the lowest percentage of canceled flights

WalletHub found American and Southwest had the lowest percentage of canceled flights relative to the number of regularly scheduled flights, citing 2023 flight data from the U.S. Department of Transportation. American's cancellation rate was 0.11%, while Southwest followed with 0.23%.

"Overall, both airlines performed well in minimizing flight cancellations, but ranked relatively lower in other categories leading to its overall ranking," WalletHub spokeswoman Diana Polk said.

During this period, Southwest suffered widespread disruptions during the 2022 Christmas and New Year's holidays, when glitches with its crew scheduling software combined with winter storms affecting their Chicago and Denver hubs resulted in 16,700 flight cancellations.

Southwest and other airlines have since improved their infrastructure and how they respond to weather disruptions to reduce delays and cancellations. Their work bore positive results, as there were no major issues during Thanksgiving and Christmas 2023.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government-related facility (whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and/or counties, even though part(s) of such activities may be located outside the defined per diem locality.

Meals & Incidentals

The separate amounts for breakfast, lunch and dinner listed in the chart are provided should you need to deduct any of those meals from your trip voucher. For example, if your trip includes meals that are already paid for by the government (such as through a registration fee for a conference), you will need to deduct those meals from your voucher. Refer to Section 301-11.18 of the Federal Travel Regulation for specific guidance on deducting these amounts from your per diem reimbursement claims for meals furnished to you by the government. Other organizations may have different rules that apply for their employees; please check with your organization for more assistance.

First & Last Day of Travel

This column lists the amount federal employees receive for the first and last calendar day of travel. The first and last calendar day of travel is calculated at 75 percent.
