Luxembourg entry visa for third-country nationals

Nationals from certain non-EU countries who wish to visit, transit through or work in Luxembourg must, before their departure, have a valid travel document with a visa issued by a consular authority from one of the countries in the Schengen area.

The visa enables free movement in the Schengen area : Germany, Austria, Belgium, Croatia, Denmark, Spain, Estonia, Finland, France, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Norway, Malta, Netherlands, Poland, Portugal, Czech Republic, Slovakia, Slovenia, Sweden and Switzerland.

The nationality of the non-EU national determines whether or not they are obliged to have a visa. Different types of visa exist depending on the duration and nature of the visit.

The Schengen visa must be requested at the consulate of the country the applicant intends to visit , or, if they intend to visit more than one Schengen state , at the consulate of the country of their primary destination (i.e. main purpose of stay or longest stay). If the applicant intends to visit several Schengen states for a stay of equal duration , the visa application must be sent to the consulate of the country whose external borders the applicant will cross first when entering the Schengen area .

As a general rule, the visa application must be submitted in the country in which the applicant legally resides , at a Luxembourg consulate or a diplomatic mission representing Luxembourg . Should there be no Luxembourg consulate in that country and should Luxembourg not be represented there, the application must be submitted to the consulate with territorial competence for visa applications.

The visa application and attached documents must be translated by a sworn translator if they are not drawn up in German, French or English.

Who is concerned?

Nationals from certain countries must have a visa to enter or pass through a country in the Schengen area.

Depending on the reason for the visit, they will need:

  • either an airport transit visa (visa A) to pass through the international zone in airports, but which does not allow travellers to enter Schengen countries;
  • tourist or family visits;
  • business trips (visiting professional partners, negotiating and concluding contracts, etc.);
  • participating in conferences (conference speakers and university lecturers) exhibitions, fairs or shows;
  • participating in board of directors' meetings and general meetings;
  • providing services within the same business group, etc.
  • the holder of a temporary authorisation to stay;
  • the holder of a work permit for the purpose of carrying out a salaried activity;
  • joining a family member who is an EU citizen .

If the third country national has a residence permit for family members of an EU citizen or a valid residence permit issued by another EU Member State, a visa is not required.

Prerequisites

In any case, the third country national must, before applying for a visa, have a valid passport which is valid for at least another 3 months after the expiration date of the visa applied for.

A reduced fee of EUR 35 is granted to nationals of Moldova, Ukraine, Serbia, Montenegro, Bosnia-Herzegovina, Albania, Georgia, the Republic of North Macedonia, Armenia and Azerbaijan.

Children between the age of 6 and 12 are subject to a reduced visa application fee of EUR 40 .

In accordance with Regulation (EC) No 539/2001 as amended, nationals of Albania, Bosnia and Herzegovina, the Republic of North Macedonia, Montenegro and Serbia (excluding holders of passports issued by the Serbian Coordination Directorate) holding biometric passports are exempt from the visa obligation .

No visa fee will be charged for:

  • children under 6 years of age;
  • pupils , students and teachers accompanying them on school trips or educational study trips;
  • third country researchers going abroad to carry out scientific research;
  • representatives of non-profit making organisations aged 25 years at most who participate in seminars, conferences, or sports, cultural or educational events;
  • family members of an EU/EEA national;
  • certain categories of nationals of Moldova , Ukraine , Serbia , Montenegro , Bosnia-Herzegovina , Albania , Georgia , the Republic of North Macedonia , Armenia , Azerbaijan and Cape Verde .

How to proceed

Applying for a short stay visa (visa c).

Third country nationals subject to a visa obligation who wish to stay in Luxembourg for less than 90 days over a period of 180 days for the purpose of business, family or tourist visits, etc. must apply for a short stay visa (visa C).

Visa applications should in principle be lodged at least 15 calendar days before the intended visit and cannot be lodged earlier than 6 months before the start of the intended visit .

Holders of a multiple-entry visa may lodge the application before the expiry of the visa valid for a period of at least 6 months.

The applicant must submit a completed and signed Schengen visa application (Pdf, 155 Kb) in person at:

  • the Luxembourg diplomatic mission or consulate in their country of residence;
  • or, failing that, the embassy or consulate of the country in the Schengen area which represents Luxembourg for the issuance of visas.

The application must be accompanied by the following documents :

  • 2 recent and identical identity photos;
  • a valid passport or a travel document accepted in the Schengen area, which is valid for at least another 3 months after the expiry date of the requested visa;
  • legalised financial statement of support (French, Pdf, 490 Kb) from the reference person in Luxembourg; It should be noted that the financial statement of support is not mandatory. But it is strongly recommended to submit this document in order to prove that the applicant is financially supported by a Luxembourg resident.
  • official letter of invitation for a business visit;
  • a hotel reservation;
  • a return airline ticket;
  • proof of sufficient means of subsistence (bank account statements, cash, credit cards, etc.); In certain cases, this proof can be replaced by a financial statement of support from a reference person in Luxembourg;
  • proof of legal residence in the usual country of residence;
  • health insurance covering the travel period.

Before sending the financial statement of support to the third country national for whom they are acting as guarantor, the guarantor must:

  • have their signature officially authenticated on the form at their commune of residence;
  • the last 3 salary slips or a document stating their monthly income;
  • a copy of the passport or national identity card;
  • if they are a foreign national, proof of lawful residence in Luxembourg;
  • a copy of the valid passport of the non-EU national being cared for.

If the application is accepted, the guarantor receives an official stamped copy of the document. The foreign national then has 6 months to use this document to apply for a visa.

The issuance of the visa alone does not necessarily give the right of entry or stay in Luxembourg.

Other supporting documentation, in relation to the purpose of the visit, may be requested.

Applications shall be decided on within 15 calendar days of the date of their lodging . In particular cases, namely when further scrutiny of the application is needed or if the application is submitted to a consulate of a State representing Luxembourg , this period may be extended up to a maximum of 30 calendar days . As an exception , when additional documentation is needed in specific cases, the period may be extended up to a maximum of 45 calendar days .

When the visa is granted, it is affixed in the passport in the form of a visa sticker.

The visa type C allows for stays for a duration not exceeding 90 days over any 180-day period. The visa can be issued for one or several entries, depending on the reasons of stay.

The results shown by this tool are not legally binding .

It does not give the holder the right to carry out a paid activity in Luxembourg. In this case, the person must apply for a visa type D.

Possession of a visa does not confer an irrevocable right of entry . The holder of a visa is required to show evidence , at external borders , that they fulfil the conditions of entry in accordance with the Schengen Borders Code (article 5) .

Note that the Passport, Visa and Legalisation Office is competent for visa applications regarding stays not exceeding 90 days over any 180-day period . For applications concerning a stay of more than 3 months , the competent authority is the Department for Foreigners at the Immigration Directorate .

Refusal to issue the visa C

This decision is notified to the applicant by the consulate.

Applicants may lodge an appeal against this decision with the administrative tribunal . The appeal must be filed by a court lawyer within 3 months from the notification of the decision.

Extension of the visa C

When applying for a visa extension, the applicant must show that for reasons of force majeure or for humanitarian reasons they cannot leave Luxembourg before the expiry of their visa or the authorised period of stay.

As a rule, the visa can only be extended if the applicant has stayed less than 90 days in the Schengen area, in the course of the past 180 days , and if their current visa is not expired .

The application has to be sent to the Passport, Visa and Legalisation Office .

Applying for a long stay visa (visa D)

Staying for more than 3 months.

Third country nationals subject to a visa obligation who wish to stay in Luxembourg for more than 3 months must apply for a long stay visa (D).

Before applying for a type D visa, a third-country national must apply, from their country of origin, for a temporary authorisation to stay at the Immigration Directorate of the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, Defence, Cooperation and Foreign Trade ( ministère des Affaires étrangères et européennes, de la Défense, de la Coopération et du Commerce extérieur, de la Défense, de la Coopération et du Commerce extérieur ).

The application procedure for the authorisation to stay depends on the planned activity:

  • salaried worker (employee) ;
  • self-employed workers ;
  • highly qualified worker ;
  • researcher ;
  • private reasons ;
  • salaried worker posted by a company established outside the EU ;

Within 90 days following receipt of the temporary authorisation to stay, the applicant must submit, in person , a long stay visa application (D) (Pdf, 155 Kb) in 2 copies to the Luxembourg diplomatic or consular mission in their country of residence or, failing that, to the embassy or consulate of the country in the Schengen area which represents Luxembourg for the issuance of long-stay visas (only the Belgian embassy or consulate).

  • a valid passport or a travel document accepted in the Schengen area, which is valid for at least 3 months after the expiry date of the requested visa;
  • the temporary authorisation to stay.

When the visa is granted, it is affixed in the passport in the form of a stamp or vignette.

A visa type D is valid for a period of 90 days to one year maximum.

Staying less than 90 days and carrying out a paid activity

Third-country nationals subject to a visa obligation who wish to work in Luxembourg during a stay of less than 90 days must apply for a long stay visa (D).

Before applying for a visa type D, third-country nationals must apply, from their country of origin, for a work permit / authorisation to stay for trainees at the Immigration Directorate of the Luxembourg Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, Defence, Cooperation and Foreign Trade ( ministère des Affaires étrangères et européennes, de la Défense, de la Coopération et du Commerce extérieur, de la Défense, de la Coopération et du Commerce extérieur ).

Family reunification with an EU citizen

Third country nationals subject to a visa obligation who wish to join a member of their family who is an EU citizen or from a country treated as such, must also apply for a long stay visa (D).

Information on the processing of personal data

The collection of personal data required by any visa application including the taking of the photograph and the taking of the fingerprints are mandatory for the examination of a visa application. Failure to provide such data will result in the application being inadmissible.

The legal basis

The legal basis for the collection and the processing of personal data is set out in Regulation (EC) 767/2008 (VIS Regulation), Regulation (EU) 2019/1155 amending Regulation (EC) 810/2009 establishing a Community Code on Visas (Visa Code) and Council Decision 2008/633/JHA.

The processing of personal data

The data will be shared with the relevant authorities of the Member States [1] and processed by those authorities for the purposes of a decision on a visa application.

The data and data concerning the decision taken on an application or a decision whether to annul, revoke, or extend a visa issued will be entered into, and stored in the Visa Information System (VIS) for a maximum period of five years, during which it will be accessible to the visa authorities and the authorities competent for carrying out checks on visas at external borders and within the Member States, immigration and asylum authorities in the Member States for the purposes of verifying whether the conditions for the legal entry into, stay and residence on the territory of the Member States are fulfilled, of identifying persons who do not or who no longer fulfil these conditions, of examining an asylum application and of determining responsibility for such examination.

Under certain conditions the data will be also available to designated authorities of the Member States and to Europol for the purposes of the prevention, detection and investigation of terrorist offences and of other serious criminal offences.

Third Country and international organisations

Personal data might also be transferred to third countries or international organisations for the purpose of proving the identity of third-country nationals, including for the purpose of return. Such transfer only take place under certain conditions [2] . You can contact the authority responsible for processing the data to obtain further information on these conditions and how they are met in your specific case.

Transparency and rights of the data subject

Under the General Data Protection Regulation [3] and the VIS Regulation [4] , you are entitled to obtain access to your personal data, including a copy of it, as well as the identity of the Member State which transmitted it to the VIS. You also have the right that your personal data which is inaccurate or incomplete be corrected or completed, that the processing of your personal data be restricted under certain conditions, and that your personal data processed unlawfully be erased.

You may address your request for access, rectification, restriction or erasure directly to the authority responsible for processing the data. Further details on how you may exercise these rights, including the related remedies according to the national law of the State concerned, are available on its website and can be provided upon request.

The Visa Information System (VIS) is a system for the exchange of data on short-stay visas between Schengen States. The main objectives of the VIS are to facilitate visa application procedures and checks at external borders as well as to enhance security. 

The purpose of this global VIS introduction process is to better protect applicants against identity theft and to prevent document fraud and so-called "visa shopping". Fingerprints are widely used within the EU as a more secure means of identification. The use of biometric data for identification purposes of a visa holder is a faster and more accurate way to identify a visa holder by border police.

The VIS consists of a central database, a national interface in each Schengen State, and a communication infrastructure between the central database and the national interface. The VIS is connected to the national visa systems of all Schengen States via the national interfaces to enable competent authorities of the Schengen States to process data on visa applications and on visas issued, refused, annulled, revoked or extended.

The VIS is composed of two systems, first the VIS database with alphanumerical searching capabilities and an Automated Fingerprint Identification System (AFIS) that compares received fingerprints against the database and returns a hit/no hit response, along with matches.

The principal central VIS is located in Strasbourg (France) and a back-up central VIS, capable of ensuring all functionalities of the principal central VIS is located in Sankt Johann in Pongau (Austria). 

The VIS processes continuously the information collected by Schengen States' Consulates. For example, the information entered locally by the visa authorities can be available within a few minutes in the VIS. The VIS supports swift services for verification of visa holders at the border crossing points. For example, a verification takes only a few seconds.

The Commission was in charge of the development of the central database, the national interfaces and the communication infrastructure between the central VIS and the national interfaces. Each Schengen State is responsible for the development, management, and operation of its national system.

The Agency for the management of large-scale IT systems (eu-LISA) is the Management Authority of the VIS.

What is the legal basis for the VIS?

The main acts constituting the VIS legal framework are:

  • Council Decision 2004/512/EC of 8 June 2004 establishing the Visa Information System (VIS), OJUE L 213, 15.6.2004, p. 5.
  • Regulation (EC) No 767/2008 of the European Parliament and of the Council of 9 July 2008 concerning the VIS and the exchange of data between Member States on short-stay visas (VIS Regulation), OJUE L 218, 13.8.2008, p. 60.

What are the consequences of VIS in practice for visa applicants?

First-time visa applicants always have to appear in person when lodging the application in order to provide their photograph and fingerprints.

The photograph will be digitally taken at the time of the application at a later stage – it is currently scanned from an existing paper photograph.

For subsequent applications within 5 years, the fingerprints can be copied from the previous application file in the VIS.

Nevertheless, it has to be underlined that in case of reasonable doubt regarding the identity of the applicant, the Consulate shall collect again fingerprints within the 5-year period specified above. Furthermore, the applicant may request that they be collected if, at the time when the application is lodged, it cannot be immediately confirmed that the fingerprints were collected within this 5-year period. 

Visa applicants' biometric data can be collected by Schengen States' Consulates and external service providers but not commercial intermediaries (e.g. travel agencies).

When arriving at the external border of the Schengen area, visa holders will have to provide their fingerprints for comparison with those registered in the VIS, if requested by Schengen States' border control authorities. The searches in the VIS by Schengen States’ border guards are carried out using the visa sticker number in combination with the fingerprints, except in a limited set of circumstances (for instance due to the intensity of traffic).

Visa holders whose fingerprints were not collected at the time of application, because they were exempted from this, will not be requested to provide fingerprints at the border.

What happens to those people who refuse to provide fingerprints for various reasons?

Unfortunately, a person will not be issued a Schengen visa if he/she fails to provide biometric data. There are, however, in accordance with Article 13(7) of the Visa Code several categories of citizens, who do not have to provide this data, as indicated in the FAQ under Question 18) .

If I already have a biometric passport, do I also need to submit my fingerprints?

Yes, the owners of biometric passports also have to show up in person when applying for a short-stay Schengen visa.

How is my biometric data protected in the VIS?

Strict data protection rules are defined in the VIS-related rules and are subject to the control of national and European data protection authorities.  

Data is kept in the VIS for maximum 5 years starting from the expiry date of the visa, if a visa has been issued; or on the new expiry date of the visa, if a visa has been extended; or on the date when the negative decision is taken by the visa authorities. 

Any person has the right to obtain communication of the data recorded in the VIS related to him/her from the Schengen State which entered the data into the system. Any person may also request that inaccurate data related to him/her be corrected and that data unlawfully recorded be deleted.

In each Schengen State, national supervisory authorities monitor independently the processing of the personal data registered in the VIS by the Schengen State in question.

The European Data Protection Supervisor monitors the data processing activities by the VIS Management Authority. 

Which data are registered in the VIS?

Schengen States' visa authorities register in the VIS data relating to short-stay visa applications (i.e. applications for stays in the Schengen area up to 90 days). Data on national long-stay visas are not yet registered in the VIS.

On receipt of an application, the visa authorities of the competent Schengen State will create an application file in the VIS and will register the alphanumeric data contained in the Schengen visa application form, the digital photograph, and the 10 fingerprints taken flat of the applicant. 

If the applicant is travelling in a group, the application files of the travelers will be linked in the VIS. If a previous application has been registered for the same applicant, both applications will also be linked in the VIS.

When a decision has been taken on the application (issuance / refusal of the visa) or subsequently (annulment, revocation, extension), the information is registered in the VIS by the visa authorities of the competent Schengen States. When the visa is issued and if all the applicant's data - including his/her fingerprints - was registered in the VIS, a code 'VIS' is inserted in the visa sticker.

Which authorities have access to the VIS?

The visa authorities of the Schengen States have access to the VIS both for entering and consulting the data. The data on the application and on the decisions related thereto are entered in the VIS by the visa authorities of the Schengen State competent for examining the application or for taking the decision. Data entered by one Schengen State may then be consulted by the visa authorities of all other Schengen States, for instance when examining another application from the same applicant.

Other authorities from the Schengen States have access to the VIS for consultation only.

The national border authorities have access to the VIS for the purpose of verifying the identity of the visa holder, the authenticity of the visa, and whether the conditions for entry to the territory of the Schengen States are fulfilled. Checks in the VIS at the external borders of the Schengen area with systematic fingerprint verifications are compulsory, except in a limited set of circumstances.

The national authorities responsible for carrying out identity checks within the territory of the Schengen States have access to the VIS for the purpose of verifying the identity of the visa holder, the authenticity of the visa, and whether the conditions for entry, stay or residence on the territory of the Schengen States are fulfilled.  

The competent national asylum authorities have access to the VIS for determining the Member State responsible for examining an asylum application in accordance with Regulation (EC) n° 343/2003 and for the examination of such an application.

Europol has access to the VIS for consultation for the purpose of prevention, detection and investigation of terrorist offences and of other serious criminal offences.

The national law enforcement authorities have access to VIS data for the same purposes, providing that certain legal conditions are fulfilled: access to VIS data must be necessary in a specific case and there must be reasonable grounds to consider that the consultation of the data will substantially contribute to the prevention, detection or investigation of terrorist and other serious crimes.

As a rule, VIS data cannot be transferred or made available to a third country or an international organization. By way of derogation, certain data registered in the VIS (name, nationality, travel document number, residence) may be communicated to a third country or an international organization when necessary in an individual case for proving the identity of a third country national, including for the purpose of return. 

In the exercise of its public interest mission, the General Department of immigration of the Ministry of Home Affairs collects and uses your personal data to allow the processing of your file according to the provisions of the amended law of the 29 August 2008 on the free movement of persons and immigration.

The data collected by the General Department of immigration can also be used to update your data in the National Register of Natural Persons as well as for statistical purposes. One of the smallest countries in Europe in terms of both territory and population, over half of Luxembourgians are foreigners. Officially the Grand Dutchy of Luxembourg, the constitutional democracy retains a largely ceremonial royal family, headed by a Grand Duke. Luxembourg’s small territory and demographics belie its outsized international presence. Its capital Luxembourg City is one of just four official E.U. capitals, as well as the seat of the E.U.’s most important judicial branch: the European Union’s Court of Justice. Its fortifications and old quarters are a UNESCO Heritage Site, and a testament to the city’s history as one of Europe’s most expansive fortresses. With one of the highest GDPs per capita in the world, Luxembourg is also known as a banking center. Travelers to this small but significant country can enjoy its historic architecture, extensive forests and nature preserves, and unique Franco-German culture and cuisine.

One of the five original signatories of the Schengen Agreement, in 1985, Luxembourg is also where the agreement was first signed (Schengen is a town in Luxembourg). A decade after signing the historic agreement, Luxembourg became one of the original territories in the   Schengen area , in 1995.

The standard Luxembourg Schengen visa fee for an adult is 80 Euros. Certain types of applicants (most students, children under 6) are exempt from all visa fees. To get a Schengen visa for Luxembourg, you will likely have to submit a service payment with your visa application-this is a separate cost from the visa fee. Please note that these fees are non-refundable in the case of visa rejection.

How to Apply for Luxembourg visa: Steps

  • Step 1:  Determine your Purpose for travelling to Luxembourg, which will determine the Type of visa you should apply for.
  • Step 2:  Determine how many Entries to Luxembourg/the Schengen area you need.
  • Step 3:  Gather your Required Documents .
  • Depending on the location of the consulate/visa center you are applying through, you may have to schedule an appointment in order to submit your application. Alternatively, you may be able to drop off your application without prior arrangement, so long as you do so during normal operating hours. Contact your consulate/visa center directly to find out if you need to schedule an appointment in order to submit your application.
  • You can download the application for Luxembourg Schengen Visas online here . Once it is completed, print out and sign your application. You will submit this paper copy to whichever Luxembourg Consulate you are applying through. Different Luxembourg Consulates provide different ways of submitting your application.   • Step 6: Pay the application fee .
  • Different Luxembourg consulates/processing centers have different procedures for submitting applications. In almost all cases, applications must be submitted in person to the consulate/center you are applying through.
  • When you submit your application, you will likely also be asked to submit biometric data (fingerprints). Children younger than 12 years are likely exempt from having their fingerprints collected. If you have previously submitted fingerprints (within the last 59 months), you likely will not need to resubmit them.

Submit your application at least 15 days prior to the day you intend to travel, and no earlier than 6 months before you leave.

Applications for Schengen visas to Luxembourg should be submitted in person at either a Luxembourg Consulate or via the consulate of a Schengen state representing Luxembourg consular interests.

Ideally, you will lodge your application in the country where you legally reside/hold a residence permit for.

Processing Time for Luxembourg

The Luxembourg Schengen visa processing time is generally 15 days, although it can take up to 45 days in certain cases.

If your Luxembourg visa was approved:

If you receive a Schengen visa rejection for Luxembourg, you (or your legal representative) have the right to an appeal within 3 months of receiving your rejection.

Any foreign national who wishes to visit Luxembourg as a tourist will have to obtain a tourist visa for the purpose. The Luxembourg tourist visa is a short stay visa which is also known as Type C visa or Schengen visa. It permits a visitor to enter Luxembourg for the purpose of tourism, visiting friends and relatives or participating in a conference or business meet.

Since Luxembourg is a member of the Schengen Agreement, it follows the common visa rules applicable to all Schengen countries. In other words, the Schengen visa is valid for all the European states that are part of the Schengen agreement, including Luxembourg. This means that a visitor who is issued the Schengen visa can travel and stay not only in Luxembourg, but in all the 26 countries that participate in the Schengen Agreement.

Citizens of certain countries are exempted from the visa requirement provided that the duration of their stay in Luxembourg is not more than 90 days.

Validity of Luxembourg Tourist Visa

The Schengen visa is valid for a maximum duration of 90 days per six-month period. The visa is issued for single or multiple entries. In case of multiple entries, the total duration of a visitor’s stay over the multiple visits to places in the Schengen area cannot exceed the 90 days limit valid for a period of six months.

Eligibility Criteria for Luxembourg Tourist Visa

To be eligible for Luxembourg tourist visa you will have to fulfil the following conditions:

  • You must have a valid passport with at least 2 blank pages and your passport must have been issued within the last 10 years
  • Your passport must have a validity that extends the duration of the visa you are applying for by at least 3 months
  • You must have a copy of your completed and signed visa application form
  • You must provide proof of confirmed hotel reservation and flight bookings
  • You must provide your complete travel program for the entire duration of your stay in Luxembourg, including itinerary, dates and places to be visited
  • You must provide a copy of your round-trip or onward journey ticket
  • You must provide proof of sufficient financial means so as to support yourself financially during your stay in Luxembourg and for your return transportation
  • You must provide a formal statement of your financial situation from your bank for the last 3 months and the statement must be signed by the bank manager
  • You must provide a copy of your Income Tax Return papers for the last 2 years
  • You must show proof of having individual medical travel insurance that is valid in all the Schengen countries and it must have a minimum coverage of EUR 30,000 (INR 2,132,543.10). It must cover costs for your emergency medical treatment or urgent hospitalisation or transportation back to your home country if required and must cover the entire duration of your stay in Luxembourg
  • If you are a minor under the age of 18 years and intend to travel alone to Luxembourg, you will have to provide a written consent from your parents or guardians who have your custody and it must be certified by a public notary. If you intend to travel with only one parent, a written consent of the other parent or guardian is required.
  • You intend to leave Luxembourg at the end of your authorized stay

Steps to follow to apply for Luxembourg Tourist Visa

Before you apply for Luxembourg tourist visa, check the processing time required for the visa to be issued. Once you are aware of all the details regarding the application, you can go ahead with the following procedure:

Step 1: Download the visa application form

Your first step is to obtain the tourist visa application form. You can obtain it either from Luxembourg’s Diplomatic Mission or Consular Post in your country or you can download the Visa Application Form through the internet.

Step 2: Fill up the visa application form

Fill out all the information required in the application form carefully. Remember to put your signature on your completed application form.

Step 3: Gather the required documents for visa application

Download or make a checklist of all the documents that you need to submit along with your application form. Gather all the documents and keep them ready for submission.

Step 4: Provide photograph for your visa application

Provide your recent colour photograph for the visa application. Make sure that your photograph matches or corresponds to all the specifications required for visa photographs . In any case, your photograph must not be more than 6 months old.

If you are travelling to Luxembourg for a short trip of up to 90 days, you will need a Luxembourg Visa . The Schengen agreement is a document that allows for free travel across a selection of 27 European Countries that make up the Schengen Area . When applying for a Luxembourg Schengen Visa you may choose short-stay or long-stay and the number of entries you require. First time applicants are usually only granted a single-entry visa.

We advise you to make an application as soon as possible. The Embassy recommends that you submit your application at least 15 days before to your intended departure date, and no sooner than six months in advance.

Luxembourg Schengen C-Visas

Nationals of a third country who are required to have a visa and desire to visit Luxembourg for a duration of less than 90 during a period of 180 days for reasons such as business, family visits or tourism trips, etc. are required to apply for a short stay visa (visa C).

It does not authorise the visa holder to engage in paid work in Luxembourg. In this situation, the individual must apply for a type-D long-stay visa.

Luxembourg National D-Visas

You must apply for a residency permit or national D-Visa , rather than a  Luxembourg Schengen Visa  if you plan to stay in Luxembourg for more than 90 days.

Your long-stay visa is for a period of three months to one year, regardless of the length of your anticipated stay. You must apply for a residence permit at a prefecture in order to prolong your stay beyond the duration of your visa.

The long-stay visa is comparable to a Schengen visa throughout its validity term, allowing you to travel and remain in the  Schengen area  outside of Luxembourg for up to 90 days in any 180-day period, under the same circumstances as if you had a Schengen visa.

If you are a citizen of a country that can visit the  Schengen zone  without a visa, then you may travel visa-free and apply for your national visa / residence permit from within the country you wish to stay in long-term.

Luxembourg Schengen Visa Purposes

A Luxembourg Schengen visa allows you to stay in Luxembourg for up to 90 days in any 180-day period. You can use your visa to travel to any of the other 26 Schengen countries during your stay.

The following are the most common purposes for a Luxembourg Schengen visa:

Tourism: If you are planning to visit Luxembourg for sightseeing, visiting family or friends, or attending a cultural event, you will need a Schengen visa.

Who can visit Luxembourg without a visa?

Nationals of Albania, Bosnia and Herzegovina, the Republic of North Macedonia, Montenegro, and Serbia (excluding holders of passports issued by the Serbian Coordination Directorate) who possess biometric passports are exempt from the visa requirement.

Additionally, citizens of any country in the European Union or the United Kingdom do not require a visa to Luxembourg for short stays of up to 90 days. For longer stays, travelers would require a National D-Visa for Luxembourg. ETIAS is expected to be operational in November 2023, which will mean all non-EU travelers who are currently visa exempt would need to apply for this travel authorization.

Safety and Security

Credible information indicates terrorist groups continue plotting possible attacks in Europe. European governments are taking action to guard against terrorist attacks; however, all European countries remain potentially vulnerable to attacks from transnational terrorist organizations.

Demonstrations  occur occasionally in Luxembourg and have historically been non-violent. Public demonstrations take place for a variety of political, economic, or social causes. Demonstrations tend to take place on politically significant days and during international summits hosted in the country.

  • Demonstrations tend to be small, well organized and non-violent, and generally sanctioned in advance by local officials.
  • However, even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. 
  • Avoid areas around protests and demonstrations. 
  • Check local media for updates on the situation and traffic advisories.
  • Alerts issued regarding demonstrations are now posted on the  U.S. Mission’s website .

Thefts of backpacks, laptops, or other valuables regularly occur on the trains with notably more incidents on the trains to and from Brussels.

  • Although overall crime has decreased in recent years, home burglaries have increased with the highest number of incidents occurring during the Christmas season and summer holidays when residents are likely to be on vacation or out of the house.
  • Low-level drug vending has increased in some of Luxembourg’s city parks at night and around the main train station in Luxembourg City.
  • Incidents of petty crime spike during the annual “Schueberfouer,” a three-week fair held in Luxembourg City every summer.
  • Thefts from cars have also increased where perpetrators often damage vehicles to gain access and steal items.

Tourism:  The tourism industry is generally regulated and rules with regard to best practices and safety inspections are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide lifesaving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance . 

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

If traveling with prescription medication, carry your prescription medication in original packaging with your doctor’s prescription or be prepared to show that it is required for your personal use. As there are very limited flights coming to Luxembourg from outside the Schengen area, follow the guidelines for medications allowed into the Schengen area.

Travel and Transportation

Road Conditions and Safety:  Highways and secondary roads are modern and well-maintained. Road signs and markings are clear and primarily worded in French. Streets in the city, construction sites, and crossroads are well illuminated at night. On highways, a digital alert system warns drivers of incidents or detours.

  • Roads are congested during the morning and evening rush hour. The city of Luxembourg more than doubles its population Monday to Friday due to the influx of cross border workers. Visitors should drive defensively in high-volume commuter traffic.
  • Fog and ice can cause sudden slowdowns on highways and secondary roads during the fall and winter. Cars must be equipped with all-weather or snow tires from October to April.
  • Annual car maintenance inspections are required for vehicles registered in Luxembourg.
  • A warning triangle sign and brightly colored driver’s vest are compulsory for vehicles.
  • Police can perform random road checks at any time.

Traffic Laws: 

  • The daily mix of drivers from Luxembourg and its three neighboring countries results in a variety of driving practices and courtesies. While most drivers respect speed limits, traffic signals, and rules, some do not.
  • Drivers should carry a blank accident report in their vehicle, available through all local insurance companies and rental car companies. This report is necessary for any accident not involving injury. Typically, police do not respond to these types of accidents and it is the driver’s responsibility to exchange information and file the report with their insurance companies.
  • Call the police at 113 if you are involved in a car accident involving an injury or dispute. The police will make an official assessment of the accident's circumstances that can then be used if further legal action is necessary.
  • The maximum allowable blood-alcohol content in Luxembourg is 0.05 percent. Driving while intoxicated may result in penalties including fines and imprisonment. Police frequently conduct sobriety checks throughout the country.

Other common traffic violations that may result in penalties are:

  • Excessive speeding
  • Driving without a license
  • Failure to wear a seat belt
  • Using a cell phone (other than using hands-free technology) while driving

Public Transportation:  Public transportation throughout the country is highly developed and considered very safe.

Luxembourg is a member state of the European Union (EU). What this means is that citizens of other EU countries can enter freely into their territories without obtaining a separate visa. However, this is not so for citizens of non-EU nations.

What is a Luxembourg tourist visa?

The Luxembourg Tourist Visa is a short-stay visa that the Luxembourg government issues to foreign tourists from non-EU member countries. Because Luxembourg is a member of the Schengen Area, the tourist visa it issues is a Schengen visa. And as a Schengen visa, grants the holder the legal right to travel throughout the Schengen Zone for up to 90 days within 180 days.

Who can enter Luxembourg without a Luxembourg tourist visa?

Luxembourg visa policy authorizes citizens of over 90 countries across the world free entry. However, the citizens of these countries must be from the Schengen zone.

Below are the citizens who can enter Luxembourg without a Luxembourg tourist visa.

  • Foreign visitors hold a valid passport or ID card of a Schengen Area member country.
  • The Schengen passport grants the visitors the right to freedom of movement. They exercise their right, most importantly, whenever they arrive at the border control of Luxembourg. At the border control, they must present one of both documents (valid Schengen passport or ID Card).
  •  The next set who can enter Luxembourg territory without a Luxembourg tourist visa are Visa-exempt citizens holding a passport from a non-Schengen country. They are to present the Schengen tourist visa upon arrival. However, this is for a short visa-free stay of up to 90 days. Apart from the purpose of tourism, it also includes purposes regarding business, transit, or medical treatment. 

If you don’t fall within the list, then you need to apply for a tourist visa. And that too, through the embassy located in your country.

Types of Luxembourg tourist visa 

A Luxembourg tourist Visa is a type of short visa. Categorically, Luxembourg issues foreign citizens three types of visas:

#1. An airport transit visa (Visa Category A):

If your flight passes through Luxembourg before you reach your final destination, you need to have a transit visa. However, with the visa, you cannot exit the airport area. 

An airport transit lasts only 24 hours. Therefore, travelers from Afghanistan, Bangladesh, The Republic Of The Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia, and Sri Lanka will always need an airport transit visa to the airport of Luxembourg.

#2. A short stay visa (Visa Category C):

A Luxembourg short-stay visa allows you to stay in Luxembourg for 90 days in any 180 days. In addition, it grants you the right to visit other Schengen member countries. But it must be within the validity of the visa. For example, travels involving tourism, business meetings, medical treatment, visits, school trips, conferences, etc., require a Luxembourg short stay visa.

With this visa, you cannot apply for a residence visa. 

#3. An extended stay Visa ( Visa Category D):

All Luxembourg short stay visas last for a maximum of 90 days within 180 days. And Luxembourg tourist visa is not an exception. Like every other short stay visa, it lasts for three months within 180 days.

On expiration, a Luxembourg short-stay visa cannot be extended. But it can be renewed.

How much does it cost to acquire a Luxembourg tourist visa?

Generally, it costs about €80 to get a Luxembourg tourist visa. But this cost excludes other costs acquired while processing the visa.

Foreign nationals from Russia, Montenegro, Bosnia-Herzegovina, Moldova, Ukraine, Serbia, Albania, Georgia, Azerbaijan, the Republic of North Macedonia, and Armenia are granted a €35 fee reduction. Also, those holding biometric passports, except those holding passports issued by the Serbian Coordination Directorate, are exempted from the visa obligation.

Children between the ages of 6 and 12 are granted a €40 fee reduction, while 0-6 years of age are exempted from visa fee payment. In addition, holders of diplomatic passports, students traveling for study purposes, and scientific researchers traveling for research reasons are exempted from paying visa fees.

Other sets of people exempt from paying visa fees include;

  • pupils, students, and teachers accompanying the minors (between 0-6 years) on school trips or educational study trips,
  • representatives of non-profit making organizations aged 25 years at most who participate in seminars, conferences, sports, cultural or educational events,
  • family members of an EU/EEA national.

How long does it take to process a Luxembourg Tourist Visa?

It takes 15 days to process a Luxembourg tourist visa. And the time starts counting from the day you submit all necessary documents at the local consulate. However, the processing time depends on the embassy’s mode of operation and other factors such as; the time when you send in your application ( during summer or the holidays), the number of applicants (the larger the number, the greater the processing time), and incomplete submission of documents.

With these factors in place, the processing time can extend to 60 days.

Documents required to process a Luxembourg tourist visa?

To apply for a Luxembourg tourist visa, you must submit all necessary documents at the nearest local embassy.

Below are the required documents:

#1. Copy of valid international passport:

The passport must have at least two blank pages and must capture the applicant’s information. In addition, it must have the applicant’s signature and not be more than ten years old. Also, it should be valid for at least three months after expiration.

Also, include a copy of previous visas, if any.

#2. Two copies of a civil passport photo:

The passport must follow the Schengen photo  guideline and  have a colored background.

#3. A completed copy of the Schengen visa application form:

The application is completed online before printing the hard copy. Sign the application too.

#4. Schengen visa travel insurance:

This is a document to prove that the health insurance you have is still valid. The insurance must have coverage of €30,000. This is so should any health problem arise while in Luxembourg. It must be valid throughout the entire visa period and in all Schengen countries.

 #5. Luxembourg visa fee receipt:

Ensure you attach the fee receipt after making your payment at the embassy.

#6. Proof of accommodation in Luxembourg: 

Include the hotel’s booking reference number, location, and contact number. This is to ensure that you have a place to stay in Luxembourg. The document can be a hotel reservation, rental agreement, or an invitation letter from a friend or family member.

#7. Other documents pertinent to your trip:

It includes a travel itinerary and plan, a document stating the purpose of travel, a flight reservation document, and proof of return to the country of residence or forward ticket to another country.

#8. Proof of financial means:

Submit a bank statement from the last six months or evidence of personal properties and assets. This is to ensure you can finance yourself throughout your stay in Luxembourg. 

#9. For applicants below the age of 18:

Submit a copy of a birth certificate, adoption documents (if adopted), divorce papers (if parents are divorced), death certificates (if both parents are dead), a letter of consent from both parents or legal guardians, and passport copies of both parents or legal guardians.

Passport validity requirements

To travel to Luxembourg, you must follow the Schengen area passport requirements .

To enter Luxembourg (and all Schengen countries) your passport must:

  • have a ‘date of issue’ less than 10 years before the date you arrive. Passports issued after 1 October 2018 are now valid for only 10 years, but for passports issued before 1 October 2018, extra months may have been added if you renewed a passport early
  • have an ‘expiry date’ at least 3 months after the day you plan to leave

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document, or try to use a passport that has been reported lost or stolen.

Checks at border control

Make sure you get your passport stamped.

If you’re a visitor, your passport must be stamped when you enter or leave the Schengen area (which includes Luxembourg). Border guards will use passport stamps to check you have not overstayed the 90-day visa-free limit for stays in the Schengen area. If your passport was not stamped, border guards will presume you have overstayed the visa-free limit.

If your passport was not stamped, show evidence of when and where you entered or left the Schengen area (for example, boarding passes or tickets) and ask the border guards to add the date and location in your passport.

Visa requirements

You can travel without a visa to the Schengen area (including Luxembourg)  for up to 90 days in any 180-day period. This applies if you travel:

A Tourist visa is only intended to allow a foreign national to visit Luxembourg for a limited period of time (up to 90 days). This category of visa caters to people wishing to visit Luxembourg for touristic purposes either through buying a tour or through self-bookings of tickets and hotel.

Applicants will have to provide evidence that he/she falls under this category.

Please note that applications can be lodged as early as, but no more than 6 months before the intended travel date, and no later than 15 calendar days before the start of the intended visit.

A Photograph submitted with the application for a visa should comply with the following specifications:

  • Must be an up-to-date photograph (dated max 6 month old)
  • Must be a color photograph printed on normal photographic paper
  • Should be sized between 35 – 45 mm
  • Full face taken straight forward 30 - 36 mm from point of the chin to top of hair
  • Taken against a light background
  • Without sunglasses
  • Without hat or other head covering unless you wear this for religious reasons
  • Spectacles should not have toned or reflecting glasses
  • The frame of the spectacles may not cover the eyes
  • The mouth must be shut
  • Applicants should clearly write their name and surname on the back of their photographs

A passport is a document that is required at the time of international travels. It is issued by the government of the country to verify the identity and nationality of the candidate.

The submitted passport must meet the parameters given below

  • It must be original and genuine.
  • It must be valid for 6 months ahead of the span of stay.
  • It must have minimun two blank pages for the visa stamp.
  • It must not be torn, ripped, split, or damaged in any kind of way.

One cannot cross international boundries without the passport. It is considered a criminal offense otherwise.

An old passport is a passport that has expired or is completely stamped. In the visa processing, it is required to track the travel history of the applicant.

If available, the old passport must also be provided meeting the given criteria

  • If any of the traveler has old passport, it must be submitted along with latest passport.
  • It must be original and in a good condition to access the required information.

It is an important document and it should be submitted for the given reason

  • The air ticket has to be booked for the complete round trip.
  • It must be confirmed for the complete round trip.

An air ticket shows your course of travel and confirms your return to the native country.

A travel insurance is a document that shows the amount of money that has been kept in case of any major injury or accident.

  • It must be printed on an A4-size paper.
  • It must be evident of healthy balance amount in the account.
  • It must be original and should have the bank's stamp and signature on every page.

An income tax return is a document that is a record of the tax that is paid to the government by the concerned tax paying citizen.

The proof of income tax returns must match the provided parameters

  • The Income tax returns should be specified with an ITR-V for last 3 years.

Covering Letter consists of traveler's information, Itenarary, detailed travel Information, trip expense details and your return guarantee to the home country.

The covering letter provided by the visa applicant should be acceptable based on the following guidelines

  • It must mention other details as well as per the Consular's request.
  • It must mention the accommodation details of the applicant.
  • It must mention the person who will be bearing all the expenses during the trip, if not travelling alone.
  • It must specify the traveller's relationship with the fellow travellers if not travelling alone.
  • It must clearly specify the traveller's purpose of visit.
  • It must mention the travel dates as per the invitation letter or the booked flight tickets.
  • It must mention all the details as per the passport.

China Expands Visa-Free Entry List — Is Your Country Included?

Visa-free entry policies have long been recognized as potent tools for bolstering tourism numbers. China not only acknowledges the potential of this strategy, but is also keen to translate this into tangible results.

China has announced a 15-day visa-free entry for citizens of six additional European countries: Switzerland, Ireland, Hungary, Austria, Belgium, and Luxembourg.

Effective between March 14 and November 30, 2024, this allows citizens from these nations to enter China for business, tourism, visiting relatives and friends, and transit without requiring a visa.

Announcing this on Thursday, Chinese Foreign Minister Wang Yi expressed hope for reciprocal actions from other countries, emphasizing the importance of building fast-track networks for cross-border travels and expediting the resumption of international passenger flights.

The Visa-Free Boost to Tourism

Keen to jumpstart its tourism sector, China had earlier announced visa-free entry for citizens of some countries:

Additionally, China and Thailand entered into a mutual visa entry agreement in January, which took effect on March 1. Under this agreement, citizens from both countries can visit each other visa-free for up to 30 days per entry, with a cumulative stay of 90 days per half year.

Mao Ning, the spokesperson for the foreign ministry, highlighted the significant increase in foreign tourists to China due to its visa-free policy. During the Spring Festival holiday, inbound travelers reached 3.23 million, with a notable surge from newly-added countries enjoying visa-free policies such as France, Germany, Malaysia and Singapore.

Efforts to Boost Inbound

China’s efforts to boost inbound tourism include measures such as shortening visa application forms, lowering visa fees, streamlining approval procedures, exempting biometrics for certain applicants, and offering walk-in visa application services.

Additionally, the People’s Bank of China has instructed payment institutions to enhance the efficiency of linking mobile payment accounts with foreign bank cards and simplify identity authentication procedures, along with lifting the single mobile payment cap.

Payment institutions have been asked to raise the single transaction limit of mobile payment for foreigners in China from $1,000 to $5,000 and lift the annual cumulative transaction limit from $10,000 to $50,000.

To cater to the needs of foreign tourists, facilities at tourist attractions, parks, and hotels in Beijing are being upgraded to accommodate foreign bank cards.

Many tourist establishments in Shanghai have also installed credit card machines capable of handling foreign bank cards.

Data from the central bank showed that nearly 4 million foreign visitors used mobile payment in China in 2023 and made more than 70 million transactions with a total value of more than 10 billion yuan ($1.38 billion).

Also, leading telecom operators in China are now at major city airports to assist foreigners in obtaining a mobile number upon arrival, facilitating their communication needs during their stay.

China to offer visa-free travel for Austria, Belgium, Hungary, Ireland, Luxembourg and Switzerland nationals

C hina will offer 15-day visa-free travel for nationals of Austria, Belgium, Hungary, Ireland, Luxembourg and Switzerland from next Thursday.

Foreign Minister Wang Yi announced the move at a Thursday press conference in Beijing, held on the side lines of China’s annual parliamentary meetings. “We hope more countries will also offer Chinese citizens visa facilitation and work with us to build fast-track networks for cross-border travels and encourage speedy resumption of international passenger flights,” he said, according to RTHK.

Ordinary passport holders from the six European states will be able to enter China, visa-free, for the purposes of business, tourism, visiting relatives and friends, and transit, until November 30.

Last November, China began a year-long trial of visa-free travel for French, German, Italian, Spanish, Malaysian and Dutch travellers.
